A
The
assembly
committee
on
government
affairs
will
come
back
to
order.
Please
let
the
record
reflect
all
members
are
present
and
we
have
a
quorum
with
that
members.
Thank
you
for
for
the
patience
and
I
wanted
to
specifically
say
thank
you
to
miss
jacobs,
who
I
know
has
been
working
incredibly
hard
running
up
and
down
these
flights
of
stairs
working
with
a
thousand
different
stakeholders
and
doing
the
best
she
can.
A
So
I'm
very
appreciative
of
your
hard
work
and
it
should
be
memorialized
and
everybody
who's
not
in
this
building
should
know
just
how
much
you've
been
doing.
So.
I
wanted
to
say
thank
you
and
we
have
three
items
that
we're
going
to
be
discussing
assembly
bill.
150.
Excuse
me:
senate
bill,
150,
senate
bill
4
and
senate
bill
67,
we'll
start
off
first
with
senate
bill
150.
Mr
mcdonald,
please.
B
B
The
bill
also
provides
that
all
smaller
counties
and
cities
must
designate
at
least
one
of
these
zoning
districts
where
a
tiny
house
may
be
located.
Finally,
the
bill
authorizes
the
governing
body
of
a
county
or
city
to
set
forth
additional
requirements
for
tiny
houses
and
tiny
parts,
and
I
believe
we
have
an
amendment
from
the
vice
chair.
Thank
you.
Thank
you,
chair.
C
Thank
you
at
this
time.
I
would
like
to
propose
a
conceptual
amendment
and
so
that
amendment
would
be
that
in
designating
a
zoning
district
for
tiny
houses,
the
governing
body
must
consider
the
environmental
justice
implicit
implications
of
the
location
of
the
zoning
district
and
just
for
the
committee
to
understand
the
amendment,
I'm
going
to
explain
it
just
one
more
time,
so
it
doesn't
need
a
zoning
district
for
tiny
houses.
The
governing
body
must
consider
the
environmental
justice
simplifications
of
the
location
of
the
zoning
district.
A
Thank
you,
madam
vice
chair.
Are
you
making
a
motion.
A
D
Yes,
yes,
sir,
just
clarifying,
I
know
that
on
the
bill
on
the
digest,
it
did
show
that
this
only
qualifies
in
in
populations
100,
000
and
more.
Is
that
correct?
Is
that
still.
E
Erin
stern
event,
legislative
council
bureau,
subsection
one
of
section:
one
of
the
bill
requires
a
governing
body
of
a
county
whose
population
is
a
hundred
thousand
or
more
or
a
governing
body
of
a
city
whose
population
is
150
or
more
to
adopt.
The
ordinance
subsection
two
makes
it
wait.
Was
there
sorry?
Was
there
an
amendment.
E
F
Thank
you,
mr
chair.
Although
I
started
out
supporting
this
bill,
and
I
believe
there
is
some
merit
to
it
after
discussing
the
unintended
consequences
with
my
city
council
in
sparks,
I
can't
vote
for
it
at
this
time.
C
A
You
assemblywoman
torres
will
do
the
floor
statement.
I
I
wanted
to
very
quickly
just
acknowledge
mr
harver,
and
I
recognize
that
you
obviously
had
concerns
with
this
bill,
and
I
I
wanted
to
acknowledge
your
work
because
I
know
you've
been
working
very
diligently
and
explaining
those
concerns
and
fears
and
also
I
just
wanted
the
record
to
be
clear
of
how
much
work
you
put
in
to
to
educating
the
committee.
So
I
wanted
to
thank
you
for
your
time
and
I
know
you
worked
real
hard
next
on
the
work
session
document
is
senate.
B
B
The
bill
clarifies
that
criminal
or
civil
penalties,
or
both
may
be
imposed
for
violation
of
an
ordinance
that
regulates
the
sale,
use,
storage
and
possession
of
fireworks.
The
bill
provides
that
a
civil
penalty
imposed
may
not
exceed
ten
thousand
dollars
for
a
single
violation
and
requires
the
consideration
of
certain
factors
in
determining
the
amount
and
category
of
civil
and
criminal
penalties.
B
Finally,
the
bill
provides
that
civil
penalties
may
not
be
imposed
on
a
person
who
has
received
a
license
or
permit
pursuant
to
the
ordinance
and
the
ordinance
that
does
not
apply
to
a
child
under
18
years
of
age
unless
the
child
has
been
emancipated,
and
I
did
fail
to
mention
that
this
work
session
document
is
on
nellis
for
the
members
and
the
public
to
take
a
look
at.
We
do
have
an
amendment
that
was
proposed
by
clark
county
and
this
amendment
propos.
B
And
then,
if
you
take
a
look
there,
it's
got
different
fines
based
on
the
volume
of
fireworks,
so
at
the
low
end,
no
less
than
250
or
more
than
1
000
for
violations
involving
less
than
100
pounds
in
gross
weight
of
illegal
fireworks,
including
packaging
and
then
no
less
than
1
000
or
more
than
5
000
for
violations
involving
not
less
than
100
pounds
or
more
than
5
000
pounds
of
illegal
fireworks,
including
the
packaging
and
no
less
than
five
thousand
dollars
or
more
than
ten
thousand
dollars
for
violations
involving
more
than
five
thousand
pounds
of
illegal
fireworks,
including
packaging.
A
Thank
you
and
again
miss
jacob.
Thank
you
for
working
with
us
on
that
and
creating
that
tier
system
and
ensuring
that
we
have
a
mechanism
in
place
where
we
can
go
after
those
very
bad
actors
and
hit
them
with
a
hard
fine.
But
then
the
the
young
19
year
old,
who
maybe
just
purchased
the
firework,
won't
be
treated
at
the
same
level
because
we
we
know
that
we're
trying
to
go
after
that
third-party
illegal
fireworks
cells.
A
D
Thank
you
chair,
and
I
did
just
want
to
acknowledge
that
that
you
know
I
started
out
as
a
very
firm
no
on
this.
I
appreciate
the
work
that's
gone
into.
D
A
And,
and
so
my
understanding
is,
somebody
matthews
will
be
voting
no,
but
will
reserve
his
right
to
change
his
vote
on
the
floor.
Thank
you
for
that,
and
maybe
we
convince
you
otherwise
assemblyman
matthews.
Maybe
we
can
celebrate
with
some
illegal
fireworks
so
so
with
that,
seeing
no
additional
discussion
or
assemblyman
alison,
please.
D
Thank
you
miss
chairman,
and
when
we
talked
this
morning
I
you
know
where
my
concerns
were,
and
this
does
help
a
lot.
But
it's
still
still
the
problem
is,
is
5,
000
pounds
I
mean
well,
that's
a
lot
of
fireworks,
but
the
fine,
the
10
000,
even
transporting,
could
fall
into
that.
So
I'm
going
to
vote
no,
but
I'm
going
to
reserve
my
rights
because
I'm
hoping
that
somebody's
going
to
convince
me
that
it's
not
just
transport
it,
it's
it's
firing.
So
if
we
could
so
thank
you.
F
Thank
you,
mr
chair.
As
someone
who's
had
hot
ashes,
raining
down
on
my
roof
and
the
chart
that
ms
jacobs
showed
us
showed
no
police
reports
for
district
31,
but
that's
only
because
we
haven't
called
the
police
and
also
seeing
some
of
the
big
fires
we've
had
in
the
north,
particularly
I.
I
appreciate
that
you've
come
down
with
the
fines
and
I
have
to
support
it.
Thanks.
A
Members
any
additional
discussion
seeing
none
all
those
in
favor,
please
signify
by
saying
aye
hi,
say
nay.
If
the
nays
could
please
raise
their
hands,
assemblyman
macarthur,
assemblyman,
matthews,
assemblywoman,
black
and
assemblyman
ellison
are
all
nays
motion
carries
and
if
I
could
have
assemblywoman
dickman,
please
do
that
floor
statement.
A
A
Last
on
the
work
session
document
members
of
senate
bill
67,
I
wanted
to
provide
some
quick
context
as
to
where
we
are,
as
I
previously
mentioned.
Ms
jacob
has
been
working
with
40
different
stakeholders
all
coming
from
different
angles
and
different
concerns,
and
some
wanting
it
to
live
and
others
wanting
to
kill
the
bill,
and
I
know,
there's
a
lot
of
members
that
still
have
some
hesitation
and
concerns.
A
We
want
to
allow
miss
jacob
to
continue
doing
her
work
and
she
needs
some
additional
time
to
work
on
several
amendments
that
she
is
looking
at.
A
Assemblywoman
torres
has
made
a
motion
to
refer
senate
bill
67
down
to
the
floor.
Without
recommendation.
A
A
I
appreciate
everybody's
willingness
to
work
with
us
and,
and
I
know
we
did
a
bunch
of
changes
in
the
last
couple
of
hours,
so
I
appreciate
your
time.
Members
know
that
we'll
be
doing
public
comment
in
a
second
but
know
that
we,
we
are
not
done
with
the
the
people's
work.
A
As
you
know,
there's
a
lot
of
bills
that
are
still
stuck
in
the
money
committee
and
at
some
point
they
will
make
their
way
out,
and
so
we
will
continue
to
have
hearings
once
once
they
make
their
way
to
to
the
floor
and
or
better
said
out
of
committee
and
get
referred
to
us.
The
the
other
other
thing
I
wanted
to
make
clear
is:
we
won't
be
meeting
this
monday
next
week.
A
Our
very
long
days
will
be
on
the
floor
most
of
the
time,
as
you
all
know,
so,
just
keep
keep
checking
the
agenda,
but
we
may
not
meet
for
the
first
two
three
days
of
next
week
to
allow
the
floor
to
kind
of
do
whatever
they
have
to
do
and
they'll
take
up
most
of
the
day.
With
that,
I'm
going
to
go
to
public
comment,
and
I
want
to
remind
folk
that
it
was
not
intentional.
I
know
we
weren't
very
clear
as
to
what
time
we
were
meeting.
A
A
Members
again,
thank
you
for
all
the
hard
work
to
our
staff.
Thank
you
for
your
patience
and
working
with
us.
I
think
our
legal
on
the
one
bill
got
like
40
different
amendments
today,
so
just
very
appreciative
of
their
patience
and
their
hard
work
for
today.
Thank
you
all
members,
this
meeting's
adjourned.
