D
A
President,
thank
you,
madam
secretary.
Please
let
the
record
reflect
that
all
members
are
present.
We
have
a
quorum
good
morning,
members,
I
hope
everybody
is
doing
well
and
that
you
gave
yourself
an
opportunity
to
familiarize
yourself
with
the
bills
that
will
be
on
our
work
session.
For
this
morning.
We
have
seven
of
them
and
we're
going
to
take
them
slightly
out
of
order
just
to
ensure
that
we
have
everybody
logged
in
in
case
we
have
questions.
A
I
want
to
remind
those
of
you
following
us
virtually
good
morning
and
welcome
to
you.
Everybody
has
a
very
unique
setup,
which
is
why
you'll
see
people
looking
in
different
directions.
It's
not
that
they're,
ignoring
the
conversation
they're
very
likely
either
looking
at
documents
that
are
printed
and
or
at
different
monitors.
A
I
want
to
remind
members:
please
keep
your
microphone
on
mew
and
unless
you
are
speaking
and
that
you
please
keep
your
camera
on
at
all
times.
Unless
you
have
an
emergency,
you
have
to
take
care
of
something.
Just
please
give
me
a
heads
up
if
you
have
to
jump
off
as
we've
done
in
the
past,
we'll
do
a
roll
call
vote
for
each
one
of
these
bills
and
we
ask
that
you
say
either
yes
or
no.
For
the
sake
of
clarity.
A
For
the
record
and
again,
I
said
we're
going
to
take
things
slightly
out
of
order,
but
we'll
go
ahead
and
move
on
to
our
work
session.
For
those
of
you
waiting
for
public
comment
we'll
be
doing
that
at
the
conclusion
of
today's
meeting.
First
up
on
the
work
session
document
is
assembly
bill
14..
Mr
mcdonald,
please.
E
E
The
bill
changes
the
required
frequency
of
meetings
of
the
nevada
resilience
advisory
committee,
the
nevada,
tribal
emergency
coordinating
council
and
the
state
disaster
identification
coordination
committee.
The
bill
removes
the
requirement
that
the
state
disaster,
identification
coordination
committee
or
subcommittee
perform
certain
specified
duties
and
finally,
the
bill
makes
certain
reports
submitted
by
a
provider
of
health
care
to
the
state
disaster,
identification
coordination
committee,
discretionary
during
a
state
of
emergency
declaration
of
disaster,
a
public
health,
emergency
or
other
health
event.
E
We
did
receive
one
amendment
from
mr
fogerson
at
the
division
of
emergency
management.
There's
a
conceptual
amendment
on
page
two
of
your
work
session
packet
or
documents
there,
and
if
you
take
a
look
at
that,
they
are
proposing
to
add
some
language
to
make
it.
So
the
identification
coordination
committee
meets
at
the
call
of
the
chair
or
as
frequently
as
required
to
perform
its
duties,
but
not
less
than
one
once
each
calendar
year
and
that
language
is
being
added.
E
A
D
A
Well,
we'll
entertain
the
second
and
then
we'll
open
up
for
discussion.
Somebody
now
thank
you.
D
You
miss
chair,
and
one
of
the
questions
I
do
have
is
where
they'd
only
meet
once
a
year
on
some
of
the
meetings.
Is
these
paid?
Are
these
a
a
paid
meeting
or
are
they
just
on
voluntary
or
how
did
they
do
that?
Did
somebody
answer
that
question.
D
A
I
think
is
that
mr
mcdonald
is
that
justin
we
have
on
the
call
on
the
virtual.
Yes,
sir
perfect,
if
you
feel
free
to
to
admit
yourself
at
this
time
and
if
you
could
provide
any
insight,
please,
mr
luna,
I
believe
you
are
muted
at
this.
A
Time,
unfortunately,
we
still
can't
hear
you
broadcast.
Can
we
please
assist
mr
luna.
F
G
Thank
you
good
morning,
mr
chair
members
of
the
committee
justin
luna,
for
the
record,
I'm
the
administrative
services
officer
for
the
division
of
emergency
management
on
behalf
of
chief
ferguson,
who
unfortunately
has
a
conflicting
priority
this
morning
and
sends
his
apologies
to
through
you,
chair,
flores,
to
assemblyman
ellison.
G
D
Sir,
thank
you
I
I
was
trying
to
get
my
button
off.
I
appreciate
it
so
if
there's
there
on
some
of
these,
where
they
go
from
quarterly
to
yearly,
does
that
really
give
you
enough
information
for
the
whole
year?
I
mean.
G
So
we
want
to
maintain,
as
mr
mcdonald
mentioned,
the
ability
to
meet
as
frequently
as
we
need
to,
especially
if
there
is
a
disaster
that
warrants
this
group
coming
together,
so
that
would
be
available
within
statute
with
the
proposed
new
language
at
the
call
of
the
chair.
However,
if
there's
not
a
disaster,
we
still
want
to
make
sure
that
we're
meeting
on
an
annual
basis
to
review
any
processes
that
may
have
changed.
G
Also
many
of
the
members
participate
in
other
either
public
bodies
that
we
administer
or
trainings
and
exercises
throughout
the
year
that
allow
us
to
have
multiple
touch
points
other
than
this
one
committee.
So
I
believe
it
does
give
us
plenty
of
opportunity
to
coordinate
and
collaborate
with
the
partners
that
are
involved
and
having
the
provision
to
meet
at.
The
call
of
the
chair
when
necessary
gives
us
that
other
opportunity
to
to
call
meetings
as
we
need
to
more
than
once
a
year,
if
necessary.
D
Ed,
thank
you,
mr
chair,
and
I
appreciate
that
and
that
that
satisfies
the
the
the
concern
I
had
so
I'm
in
favor
of
the
bill.
Thank
you.
A
F
F

F
F
A
Yes,
thank
you,
madam
secretary.
The
motion
carries
unanimously
and
I
would
like
to
ask
assemblyman
ellison.
Could
I
ask
that
you
please
do
the
floor
statement.
Yes,
sir.
Thank
you
thank
you.
Assemblyman
ellison
will
do
the
floor
statement.
Thank
you,
mr
luna,
for
your
explanation.
Next,
on
the
work
session
document
is

A
E
Summary
bill
70
revises
provisions
governing
the
deposit
of
child
support
payments
collected
by
the
division
of
welfare
and
support
services.
I
was
sponsored
by
this
committee
on
behalf
of
the
division
and
heard
on
february

assembly.
Bill
70
requires
the
division
of
welfare

support
services
to
deposit
within
two
weeks,
two
working
days,
any
child
support
payments.
It
accumulates
in
excess
of
ten
thousand
dollars
on
any
day
except
money
for
which
the
department
is
unable
to
identify
the
obligee
within
two

days,
which
must
be
deposited
within
five
days.

on
the
work

document
we
have
assembly
bill
77
and
mr

before
I
continue
members.
I
I
do
want
to
tell
you
that
I
will
always
ask
you
if
you're
comfortable,
doing
a
floor
statement,
I
I
won't
force
it
upon
you,
so,
if
you're
ever
uncomfortable
with
a
particular
floor
statement
for
whatever
reason
feel
free
to
decline
and
we
can
assign
it
to

E
Assembly
bill
86
makes
various
changes
into
the
recovery
of
certain
expenses
and
costs
incurred
in
extinguishing
wildfires
sponsored
by
this
committee.
On
behalf
of
the
interim
committee
to
study,
wildfires
and
heard
on
february
22nd,
the
bill
authorizes,
the
governing
body
of
a
county
city
or
general
improvement
district
created
to
furnish
fire
protection
to
bring
an
action
against
a
person
or
agency
that
is
responsible
for
willfully
or
negligently
causing
a
wildfire
to
recover
any
expenses
incurred
in
existing
extinguishing
the
wildfire
in
reasonable
attorneys
fees
or
litigation
expenses.
E
E
A
A
That
you
have
a
question:
what
I'll
do
is
I'll
first
entertain
a
motion
to
do
past
assembly,
bill,
86
and
then
I'll
take
the
second
and
then
during
discussion.
We
can
go
into
your
questions
assemblyman.
So
at
this
time,
I'd
like
to
entertain
a
motion
to
do
past
assembly
bill
86.,
I'll
move
to
assemblywoman.
F
A
A
Assemblywoman
martinez
has
second
that
motion
now
open
up
for
discussion.
Assemblyman
ellison,
please.
D
Thank
you,
mr
chairman,
and
mitch
chair.
I
got
some
concerns.
You
know
with
the
bill
and
and
some
of
the
things
that
come
out
of
the
committee.
When
we
were
talking
about
it,
one
was
the
cadillac
converter
and
they
said
well.
They
fixed
that
problem.
Well,
there's
still
thousands
of
trucks
out
there
and
then
going
through
ditches.
A
change
could
drop,
but
the
other
thing
that
they
had
was
said
targeting,
target,
shooting
and
and
cause
of
fires.
Arc
we've
been
trying
to
duplicate
that
and
we
have
been
able
to
do
it.
A
F
Assemblywoman,
I
think
we
were
thank
you,
chair,
assemblywoman
peters,
for
the
record.
I
think
we
addressed
some
of
those
concerns
during
the
presentation.
I
would
have
to
ask
for
the
professional
opinion
of
my
co-presenter
colleague.
I
don't
know
if
he's
on
the
call
today
to
respond
again
to
these
concerns.
D
Mr
chairman,
can
I
respond
back
to
mr
peter,
miss
peters,
please
assemblyman,
miss
peters,
I'm
going
to
reserve
my
rights
and
I
was
hoping.
Maybe
I
get
with
you
or
the
other
individual
before
floor
when
this
bill
does
come
up.
If
you
don't
mind
and
see
if
I
can
get
my
concerns
addressed,
if
you
don't
mind.
F
F
F
B
A
F
A
We
have
ten
yeses
three
no's
motion
carries
and
I
understand
the
reservations
that
you
may
potentially
change
your
nose
to
a
yes
and
or
assemblywoman,
potentially
a
yes
to
a
no,
and
I
appreciate
the
heads
up
on
that.
A
A
And
that
concludes
our
work
session
document
for
today.
Members.
Thank
you
for
having
given
yourself
an
opportunity
to
review
those
documents
and
we're
moving
seven
bills
down
to
the
floor.
I
think
we're
ready
to
continue
working
at
this
time.
I'd
like
to
invite
those
wishing
to
speak
during
public
comment
to
please
join
us.
A
I
want
to
remind
you
to
please
try
to
limit
your
remarks
to
two
minutes
and
that
public
comment
is
a
time
not
to
debate
any
particular
bill,
but
rather
for
you
to
come
in
and
discuss
general
matters
that
pertain
to
issues
and
topics
that
are
typically
covered
in
this
committee
broadcast.
If
you
could,
please
go
to
the
lines
and
invite
those
wishing
to
speak
in
public
comment.
