This
bill
changes
some
of
the
confidentiality
requirements
for
our
confidential
address
program,
we'll
start
with
ms
khan
presenting
a
brief
overview
of
the
program,
and
then
I
will
go
through
each
section
of
the
bill.
So
with
that,
I
will
turn
it
over
to
ms
pond.

Good
morning,
thank
you
for
the
opportunity
to
present
this
overview
of
the
confidential
address
program.
My
name
is
erica
pond
and
I'm
the
victim
services
supervisor
at
the
division
of
child
and
family
services.
I
oversee
the
federal
and
state
victim
service
grants
that
are
administered
by
dcfs,
the
victims
of
crime,
compensation
program
and
the
confidential
address
program.

Once
an
applicant
said,
the
cap
program
is
approved
that
participant
along
with
any
family
members
residing
with
the
participant,
are
provided
with
a
fictitious
address
and
a
confidential
mail
forwarding
service
through
dcfs
dcfs
cap
staff
receive
and
forward
mail
to
the
cap
participants
and
in
terms
of
volume.
Currently
there
are
1
406
cap
participants
since
2017
the
program
size
has
increased
by
200
to
400
participants
per
year
on
average
26
new
applications
are
processed
monthly,
with
upwards
of
eighteen
thousand
pieces
of
mail
processed
annually
and
around
one
thousand
five
hundred
pieces
of
mail
processed
monthly.

in
2019
assembly,
bill
41
was
passed,
requiring
governmental
entities
and
utility
providers
to
allow
the
usage
of
a
fictitious
address
upon
the
request
of
the
cap
participant
in
order
to
apply
for
the
cap
program.
Potential
applicants
must
apply
through
an
advocate,
that's
staffed
at
a
domestic
violence
agency,
and
this
is
either
a
non-profit
or
a
local
government
organization.

Once
the
information
is
verified
by
the
advocate,
the
advocate
presents
and
submits
an
application
on
behalf
of
the
applicant
to
gcfs
for
review
per
nrs.
Any
applicant
application,
that's
received
by
dcfs,
is
processed
within
five
business
days.
Once
the
participant
is
activated
in
the
dcfs
database.
A
welcome
packet
is
sent
to
the
participant.

Each
cap
participant
remains
active
in
the
program
for
a
period
of
four
years,
and
participation
in
that
program
can
re
in
the
program
can
be
renewed
as
long
as
the
participant
can
present
additional
information
that
verifies
there's
a
continued
threat
of
imminent
danger
and
with
that
that
concludes
my
cap
overview
presentation.

It
changes
the
process
to
request
confidential
information
through
the
county
recorder's
office.
Currently,
participants
in
the
cap
program
are
required
to
obtain
a
court
order
to
request
that
the
county,
assessor
or
county
recorder,
keep
their
information
confidential
section.
One
of
this
bill
would
change
that
requirement
so
that
a
cap
participant
can
keep
their
information
confidential
without
requesting
a
court
order
under
the
bill.
As
it's
currently
proposed,
they
would
be
required
to
submit
a
sworn
affidavit
that
they
are
a
participant
of
the
program.

Section
two
adds
the
cat
participants
to
the
list
of
individuals
who
may
request
for
the
county
recorder,
keep
their
information
confidential
sections
three
and
four
do
those
same
changes
on,
but
that
section
only
makes
the
changes
to
the
county
assessor's
office.
So
those
would
be
the
same
requirements
where
they
would
only
have
to
submit
a
sworn
affidavit
to
the
county
assessor's
office,
saying
that
they
are
participant
of
the
program
for
next
section
section.

existing
law
authorizes
certain
persons
to
request
that
the
department
of
motor
vehicles
display
an
alternate
address
on
a
person's
driver's
license
commercial
driver's
license
or
identification
card
section.

would
just
add
cat
participants
to
the
list

individuals
who
would
be
authorized
to
make
such
a
request
as
well,
and
I'm
sorry,
I
skipped
section.
Five
section
5
would
be
changes
to
the
secretary
of
state's
office.

Currently
under
current
law
cap
participants
can
register
to
vote
and
update
their
voter
registration
records
and
it
prohibits
the
county
clerks
from
making
their
their
name
address,
or
personal
information
available
to
public
inspection
or
inclusion
in
any
public
records.
Section
five
would
add
the
secretary
of
state
or
the
city
clerk
to
those
same
requirements
and
would
also
add
the
telephone
number
and
the
email
address
of
those
cat
participants
to
the
list
of
information
that
must
remain
confidential.

note
that,

five
line,
two
there
is
a
a
it's.

that
made
it

it
references
the
county
recorder.
This
section
has
to
do
with
the
county
assessor,
so
at
the
end
of

communications
with
the
counties
regarding
these
proposed
changes
and
we
we
are
in
continued
conversations
and
are
willing
to
propose
a
friendly
amendment
if
needed,
to
change
the
requirements
instead
of
the
sworn
affidavit.

participants

also
be
required
to
submit
a
copy
of
their
participation
card
through
us
or
some
type
of
verification
through
our
office,
just
to
confirm
that
they
are
participants
of
the
cap
program,
and
with
that
I
would
be
happy

are
fictitious

survivor

enough

courage
and
support
to
leave
an
abusive
relationship.
They
are
still
not
promised
safety.
In
fact,
the
time
after
a
victim
survivor
has
left
is
the
most
dangerous
time
for
victim
survivors
with
the
majority
of
domestic
violence.

Homicides
occurring
after
the
victim
survivor
has
left
and
ended
the
relationship
to
protect
themselves
and
their
families.
Many
victim
survivors,
enroll
in
the
cap
program
to
create
a
sense
of
safety,
knowing
that
their
address
is
not
public
information
for
their
abuser
to
find,
and
while
the
confidential
address
program
provides
victim.

support

because
allowing
victim
survivors
to
sign
an
affidavit
rather
than
petition
the
courts
to
remove
private
information
from
public
records
is
a
step
in
the
right
direction
of
increasing
survivor
safety
without
putting

further
burden
onto
survivors
themselves.

payments

credit

receives
approximately
twenty

thousand
mailed
in
payments
per
month,
averaging
more
than
ten
thousand
dollars
per
day
due

dollar
amount.
State
law
requires
us
to
deposit
all
payments
by

close

business
