morning,
mr
chairman
and
members
of
what
we
have
become
familiar
with
as
a
hard-working
committee
of
affairs
for
the
record,
my
name
is
jason
fryerson.

I
am
the
assemblyman
for
district
8
and
also
the
speaker
of
this
body,
I'm
here
to
present
assembly
bill
111,
which,
in
the
proposed
amendment
that
I'll
discuss,
changes
the
composition
of
our
peace
officer,
standards
and
training
commission.
E
But
before
I
go
through
the
the
sections
of
the
the
proposed
amendment,
I
want
to
express
why
I
brought
this
book
forward
and
how
we've
gotten
here
today,
assembly,
bill
111,
represents
what
I
believe
to
be
a
reasonable
step
forward
in
order
to
increase
trust
and
accountability
and
how
our
current
and
future
peace
officers
are
trained.
Overall,
confidence
in
in
police,
from
1993
to
2019
has
steadily
declined.
E
Gallup
also
reported
that
trust
in
our
law
enforcement
officers
varies
among
demographics,
with
younger
individuals,
people
of
color
and
women.
That
confidence
was
even
lower.
I
believe
it's
important
this
session.
More
than
ever
that
we
continue
to
have
collaborative
conversations
about
how
we
should
police
our
communities
and
what
perspective
should
be
provided
in
training
officers
so
that
they're
able
to
be
effective
in
policing,
but
also
be
perceived
as
being
accountable
to
communities
that
they
police.
E
I
recognize
that
we've
got
a
lot
of
work
to
do
to
rebuild
trust
and
it's
two-way
between
law
enforcement
agencies
and
the
communities
that
they
serve
in
both
directions.
I
know
it'll
take
a
lot
of
collaborative
and
collective
effort
to
build
that
confidence,
but
at
the
end
of
the
day,
we
all
want
safe
communities
and
law
enforcement
agencies
that
value
the
perspective
of
our
community.
I
I
also
want
to
say
that
I
think
ab-111
represents
quite
frankly
the
way
I
think
policy
should
be
advanced.
E
I
was
reached
out
to
by
members
of
the
law
enforcement
community,
in
particular
the
post
commission,
and
had
extensive
conversations
with
director
sherlock
of
the
post
commission
to
come
up
with
what
I
think
is
a
better
way
than
the
original
bill
for
sure,
and
I
think,
provides
an
opportunity
for
the
community
to
get
involved
and
have
influence
on
how
our
officers
are
trained,
but
I
think,
breaking
down
those
barriers
and
having
community
and
and
law
enforcement
working
together
and
communicating
together.

I
I
think
it's
always
a
good
thing,
and
so
baby
111,
I
believe,
and
and
and
the
way
that
it's
proposed
to
be
amended,
is
a
way
to
modernize
our
our
police
training
standards.
All
states
maintain
a
post
board
or
similar
entity,
while
every
state's
post
board
operates
differently
in
general,
post
boards
create
and
manage
training
requirements
for
peace
officers
and
are
responsible
for
ongoing
certification
and
continuing
education.

The
amendment
replaces
the
original
ab-111,
as
I
said,
which
proposed
originally
to
make
the
post
director
position
appointed
by
the
governor
rather
than
hired
by
the
commission
itself.
However,
after
discussions
with
members
of
the
law
enforcement
community,
as
well
as
post
director
sherlock,
the
amendment
proposes
to
take
out
the
original
bill
entirely
and
add
two
civilian
members
to
the
commission
with
expertise
and
backgrounds
that
I
believe,
would
better
serve.
The
commission
basically
section
three
increases
the
post
commission
from
nine
members.
E
Eleven
members
in
subsection,
two,
the
additional
two
members
would
be
appointed
one
by
the
majority
leader
and
the
other
by
the
speaker
of
the
assembly.
The
current
composition
of
post
commission
is
primarily
representative
of
law
enforcement
agencies
throughout
the
state
and
there's
some
other
members
that
come
from
a
list
recommended
by
law
enforcement
agencies.
However,
what
I
think
have
been
missing
is
a
civilian
voice,
with
expertise
in
areas
that
aren't
necessarily
exclusively
from
the
law
enforcement
community,
and
so
in
section
three
subsection
two.
E
It
discusses
the
two
additional
appointees,
which
would
not
be
police
what
peace
officers,
but
would
be
civilians
and
have
expertise
or
backgrounds
in
one
or
more
of
four
areas:
implicit
and
explicit
bias.
Cultural
competency,
mental
health
as
it
relates
to
policing
and
or
experience
working
with
vulnerable
populations,
and
and
it
could
be
any
combination
of
those.

Personally,
I
see
nowhere
no
better
way
to
address
the
community
trust
in
our
law
enforcement
and
give
law
enforcement
an
opportunity
also
to
embrace
and
and
and
have
that
opportunity
to
make
their
case
to
the
civilian
community
as
well
than
giving
a
seat
at
the
table
to
provide
the
input
as
to
how
our
police
officers
are
trained.

Lastly,
in
section
three
subsection
five,
the
amendment
adds
that
the
governor
majority,
leader
and
speaker
all
have
appointees
to
the
the
commission
should
consider
diversity
of
the
commission
in
selecting
appointees
it
simply
directs
if
they
take
those
things
into
consideration
when
making
appointees
appointments.
Ultimately,
the
commission,
managing
and
developing
training
for
peace
officers
will
be
better
able
to
ensure
that
individuals
making
those
decisions
look
like
the
populations
that
they
serve
to
the
extent
that
that's
possible.

that's

we
really-
and
I
think
I
heard
you
say
it
working
to
address
mental
health?
So
is
it
the
intention,
then,

the
language
to
identify
people
diagnosed
or
experiencing
a
mental
health
crisis?
Alongside
of
those
who
might
be
diagnosed
with
an
intellectual
or
developmental
disability?
Is
that
correct.

conversations
with
some
stakeholders
about
ways
to
to
make
sure
that
that
particular
criteria
is
broadened
enough
to
be
inclusive,
and
I

welcome
that
input,
but
the
intention
is
to

sure

officers

encounters
they
have
in
the
community
from
various
backgrounds,
and
so
that
that
would
be
the
intention
there.

is
another
piece
of
legislation
that
is
specifically
looking
at
training
for
crisis
intervention,
so
I
think
those
two
would
be
a
good
combination
to
make
it
clear
what
the
intention
is
going
to
be.
