city

part

today.

am
here
to
introduce

assembly
bill
270
for
your
consideration.

proposed
legislation
seeks
to
enhance
preservation,
efforts
for
the
nevada
state
prison
and
the
stuart
indian
school
with
me
today
to
assist
on
this
important
endeavor
are
jim
wells,
the
chairman
of
the
nevada
state,
prison
preservation,
society
and
stacey
montu,
the
executive
director
of
the
nevada,
indian
commission
they're
here
to
elaborate
on
the
need
and
the
opportunity
this
bill
will
provide
for
them.
Along
with
answering
any
questions
you
might
have.

Both
places
are
unique
and
tell
the
rich
history
of
the
state.
In
its
early
days
for
150
years,
the
nevada
state
prison
or
nsp
as
many
people
call,
it
played
an
important
role
in
the
state
of
nevada,
protecting
its
citizens,
influences
architecture,
providing
employment
and
amassing
an
impressive
list
of
historical,
significant
events
after
nsp
was
decommissioned
in
2012,
the
nevada
state
prison
preservation
society
was
formed
as
a
non-profit,
with
the
goal
of
preserving
interpreting
and
developing
this
important
site
for
the
education
of
present
and
future
generations.

The
society
is
still
hard
at
work,
trying
to
get
the
prison
museum
up
and
running
stuart
indian
school.
For
those
who
may
not
know
its
history
for
90
years
fulfilled
a
federal
commitment
to
pursue
native
american
education
in
nevada,
the
school
opened
in
1890,
with
37
students
from
local
washoe,
hayu
and
shashong
tribes
and
three
teachers.
Over
the
years,
hundreds
of
of
american
indian
children
attended
the
boarding
school
the
school
closed
in
1980
due
to
federal
budget
cuts
and
earthquake
safety
issues.

Today,
the
stuart
indian
school
is
listed
on
the
national
register
of
historic
places
and
the
stuart
indian
school
culture
center
and
museum
is
in
the
former
administration
building.
The
school
grounds
are
often
used
for
powwows
and
other
events
to
celebrate
the
rich
history
of
our
nevada,
indigenous
people.

Now
I
would
like
to
briefly
walk
you
through
the
bill
and
then
turn
it
over
to
representatives
with
the
nevada
state
prison
and
the
stewart
indian
school
to
provide
additional
testimony
and
be
available
for
questions
that
you
might
have
in
sections.
One
two
and
five
the
bill
requires
the
proceeds
from
fees
charge
for
the
use
of
the
building
or
grounds
of
the
former
stuart
indian
school,
be
credited
to
the
nevada,
indian
commission
gift
fund
to
carry
out
programs
to
preserve
and
maintain
the
building
and
grounds
of
the
former
stuart
indian
school.

These
are
fees
that
are
derived
from
events
that
the
stuart
indian
school
museum
cultural
center
sponsor
and
put
on
not
fees
that
are
charged
to
the
various
agencies
that
are
currently
using
some
of
the
buildings
as
rent
that
those
fees,
those
rental
fees,
maintenance
fees,
go
to
the
state
buildings
and
grounds.
So
these
are
only
fees
that
come
from
money
derived,
as
I
said,
from
the
events
that
they
actually
put
on
and
sponsor
section.

Good
morning,
mr
chairman
and
members
of
the
committee
for
the
record,
my
name
is
jim
wells.
I
serve
as
the
president
of
the
nevada
state
prison
preservation
society,
which
is
a
501c3
nonprofit
organization
that
was
created
when
the
nevada
state
prison
was
decommissioned
in
2012
to
educate
the
public
on
the
historical,
political,
social
and
architectural
significance
of
the
nsp,
not
just
as
a
prison,
but
as
a
landmark
that
predates
statehood.

E
We've
collected
about
fifty
thousand
dollars
from
events
and
special
uses
of
nsp
and
we've
also
received
grants,
totaling
approximately
fifty
thousand
dollars,
and
we
have
spent
over
sixty
thousand
on
maintenance,
repairs
and
improvement
and
over
fifteen
thousand
dollars
on
a
study
that
would
tell
us
how
the
the
that
would
give
us
an
idea
of
what
uses
the
different
sections
of
the
prison
could
be
used
for.

There
are
also
plans
to
spend
another
twenty
five
thousand
dollars
this
month
on
roof
repairs
and
removing
the
tile
floor
in
the
old
visitor
center
and
abating
asbestos
that
the
old
visitor
center
eventually
will
become
the
exhibit
hall
for
the
for
the
nevada
state
prison.

There
are
two
sections
of
nsp
there's
a
historical
area
that
is
that's
part
of
the
national
historical
register
piece.
That's
the
older
structures
that
they
date
back
to
about
1925
mean
then
there's
a
series
of
modern
structures
that
were
built
in
the
1970s
most
of
the
work
that
the
nsps
has
done
and
does
relates
to
the
historical
structures
in
2015
assembly
bill
377
created
these
three
trust
funds.

One
was
for
the
modern
sections.
That's
called
the
silver
state
endowment
industries
endowment
fund,
one
for
the
historic
sections,
the
endowment
fund
for
the
historic
preservation
of
nsp
and
a
third
for
the
historics
for
the
study
and
development
of
the
historic
structures
at
nsp.

The
third
one
is
at
the
department
of
tourism
and
cultural
affairs,
and
part
of
that
is
because
the
original
thoughts
in
2015
were
that
the
state
land
registrar
would
assign
the
historic
portions
to
one
state
agency
to
operate
as
a
museum,
and
then
the
more
modern
structures
would
stay
with
the
department
of
corrections
as
for
potential
commercial
and
correctional
uses
in
2015,
the
assembly,
the
license
plate
factory
and
the
death
chamber
were
still
active,
so
there
were
limitations
on
restrictions
on
what
could
be
done
with
the
at
the
site.

The
two
trust
funds
that
were
created
at
ndoc
by
ab377
have
reserve
principal
requirements
of
a
hundred
thousand
each
before
any
money
can
be
used
for
maintenance
or
preservation
of
the
facilities.
E
The
silver
state
endowment
fund
silver
state
industries
endowment
fund
has
no
money
in
it.
The
endowment
fund
for
the
historic
preservation
of
nsp
has
a
little
over
twelve
thousand
dollars
in
it
and
then
the
trust
fund,
that's
at
the
department
of
tourism
and
cultural
affairs,
has
no
money
in
it
at
this
time.

These
facilities
continue
to
need
desperate
maintenance
and
repairs.
One
of
the
things
that
we
did
earlier
this
month
was
the
roof
was
leaking
between
the
c
and
b
blocks
and
that
needed
an
emergency
repair.
We
did
some
of
that
through
a
grant
that
we
received
and
the
rest
of
it.
We
used
funds
that
we
had
raised
previously,
but
this
bill
would
allow
us
to
have
access
to
the
money
to
make
these
repairs
more
more
easily.

This
the
prohibition
of
alcohol
we've
had
significant
interest
in
holding
events
at
nsp,
the
chamber
of
commerce,
the
local
chamber
of
commerce
has
requested
events,
weddings,
we've
had
other
other
types
of
requests,
and
these
requests
are
really
looking
to
hold
to
serve
beer
and
wine
at
their
at
their
events,
and
these
types
of
events
have
the
potential
to
to
raise
significant
funds
for
the
maintenance
and
operations
of
nsp.

There
is
again
there's
no
intent
to
sell
alcohol
during
the
normal
open
tours
just
at
the
special
events,
and
also
there
won't
be
any
alcohol
stored
at
the
facility
ever
the
the
maintenance
requirements
and
the
maintenance
needs
of
this
facility
are
great,
and
I
think
that
this
bill
goes
a
long
way
towards
giving
us
the
ability
to
use
the
funds
with
the
change
of
the
designation,
the
change
of
occupancy
and
the
special
use
permit
from
the
state
public
works
board.

That's
the
plan
right
now
and
then
that
money
will
go
into
the
trust
fund,
the
endowment
fund
for
the
historical
preservation
of
the
nsp
and
then
that
money
then
can
be
used
by
the
nspps
and
the
department
of
corrections
to
make
the
improvements
and
continue
to
improve
the
facility
for
the
public.
And
so
we
are
very
appreciative
of
assemblyman
o'neill
and
the
other
co-sponsors
for
bringing
this
bill
forward
and
they're.

out

passage

the

support

technical
aspects
of
the
build
I'd
like
to
talk
about
the
importance
of
the
nevada
state
prison.
Just
briefly,
the
history
of
the
nevada
state
prison
is
basically
embedded
in
the
culture
and
economy
of
this
state
and
also
in
the
history
of
the
legislature,
the
executive
branch
and
also
the
judiciary.

If
you
come
through
the
main
gate
of
the
nevada
state
prison,
you
are
actually
walking
on
the
location
of
the
political
origins
of
the
state
of
nevada
at
the
warm
springs
hotel.
You
know.
I
understand
that
the
history
of
of
of
a
prison
is
maybe
a
little
unusual.
It
can
be
troubling.
It's
certainly
unique
it's
amusing,
but
it's
always
interesting.

The
nevada
state
prison
preservation
society
have
we.
We
have
raised
and
spent
a
lot
of
our
own
money
to
make
this
institution
available
to
the
community.

We've
provided
accessible,
restrooms
handicap
ramp,
we've
done
roof,
repairs,
sewer,
repairs,
constant
weed
abatement
and,
as
we
are
speaking,
there
are
men
out
here
working
on
asbestos
abatement
so
that
we
can
have
an
area
for
a
museum.
As
jim
wells
indicated,
we
also
have
obtained
a
change
of
use
permit.

some
questions
related
to
the
language
policy
proposed
for
the
stuart
property
as
background.

the
bill

not
define
what
a
fee
is.
Ndso
believes
what
qualifies
as
a
fee.
In
this
case
needs
to
be
clearer,
is
it
an
application
for
you
to
use
state
land
or
fee
for
the
admittance
to
the
cultural
center
on
the
property
or
an
authorization
for
a
utility
easement
that
crosses
a
small
portion
of
the
property
or
the
rent
for
the
occupancy
of
a
building?

Another
question
ndsl
has
is
the
legislation
is
silent
on
whether
section
one
applies
to
the
entire
property,
including
the
buildings
where
state
agencies
are
housed
or
if
it
is
limited
to
a
specific
portion
of
the

important,

large
property
with
multiple
uses.

would
be
helpful

letter
of
support
from

carson

a

buildings
and
grounds

those
fees,
issues

tried
to
bring
it

is
no

to

money
from
the
state

private
state

they
do
their
the
campus

will
get
with
mr
donohue.

appreciate
mr

on
the

I
represent
assembly
district
12.,
I'm
here
to
present
assembly
bill
307
for
your
consideration,
so
assembly
bill
307
seeks
to
improve
the
lives
of
nevada,
nevada's
workers
by
providing
information
on
how
to
access
the
tools
and
resources
needed
to
advance
their
career
and
future.

The
department
of
employment,
training
and
rehabilitation
for
kidney
theater
is
probably
best
known
for
operating
the
state's
unemployment
insurance
system
that
the
agency
has
so
much
more
to
offer
nevada
workers.
Besides
that.
This
is
especially
true
for
those
who
have
never
been
dislocated
from
the
job
and
are
re-trying
to
re-enter
the
workforce
or
are
underemployed
and
wishing
to
move
up
in
the
career
ladder.

The
notice
will
be
made
available
to
all
private
employers
in
the
state
and
requires
employers
to
post
a
notice
in
a
conspicuous
location
such
as
a
break
room
containing
a
list
of
job
training
and
employment
programs
available
for
their
workers.
This
will
include
programs
such
as
the
career
enforcement
enhancement
program
and
nevada.
Job
connect.

The
career
enhancement
program,
for
example,
is
an
employer-funded
training
and
re-employment
program
that
provides
job
seekers
with
training
and
resources
to
improve
their
potential
learning.
In
fact,
this
program
may
also
assist
job
seekers
within
job-related
expenses
due
to
certifications,
work
permits,
uniforms
and
even
small
tools
in
order
to
facilitate
their
entry
or
re-entry
into
the
workforce.

This
is
just
one
of
the
critical
and
valuable
programs
that
already
exist,
but
I
suspect
most
most
people
might
not
be
aware
of
their
existence.
I
wasn't
aware
myself,
so
this
would
help
the
workers
sitting
in
the
break
room
who's,
anticipating
it
may
be,
maybe
dislocated
or
displaced
for
circumstances
out
of
their
control.
It
helps
the
workers,
family,
friends
or
colleagues
who
may
have
been
dislocated
or
displaced
and
are
seeking
to
improve
their
job
skills
regardless.

These
programs
can't
help
people
if
people
don't
know
that
they
exist,
so
I'm
proposing
a
consensual
amendment
which
would
be
available
on
nellis
to
make
technical
changes.
So
when
I
was
up
submitting
my
bill,
unfortunately,
I
did
not
convey
it
and
made

three
bills
ahead

I
also
want
to
give
everybody
a
an
idea
of
how
the
next
couple
weeks
are
looking.
We
won't
be
hearing
a
minimum
of
three
bills
per
day
and
at
times
four,
what
that
means
is.

may
have
to
alter
some
of
the
start
times
next
week
we'll
see,
but
I
just
wanted
to
give
everybody
a
heads
up
and
be
prepared,
as
the
weeks
that
are
coming
will
be
pretty
long,
and
there
will
be
a
lot
of
work
expected
from
from
all
of
us
to
to
be
able
to
get
through
that.
