second
revision,
was
first
heard
before
this
committee
on
may
25th
2021,
where
it
was
presented
by
the
bill's
sponsor
senator,
brooks
and
others.
It
revises
provisions
governing
public
utilities.
It
makes
various
changes
related
to
energy
regulations,
policies
and
programs.

Before
september,
1st
2021,
to
include
a
plan
for
two
high-voltage
transmission
infrastructure
projects
to
be
in
service
by
december
31st
2028
number
three:
it
amends
the
components
of
an
irp
to
include
a
carbon
dioxide
emissions
scenario
that
meets
certain
goals
for
reductions
in
carbon
dioxide
emissions
by
2050
number.
Four.
It
requires
transmission
providers
to
join
a
regional
transmission
organization
before
january
1st
2030.

the
public
utilities,
commission
of
nevada
allows
a
waiver
or
a
delay

it
requires
an
electric
electric
utility
to
file
a
plan
by
september
1st
2021
for
investing
up
to
100
million
dollars
in

technology

facility
for
the
storage
of
energy
from
a
renewable
generation.

of
the
nevada.
Revised
statutes
which
governs
the
use
of
funds
in
the
renewable
energy
account
would
amend
the
definition
of
wage
provided
for
in
subsection,

of
nrs

of
the
nevada,
indian
commission.
As
a
member
of
the
regional
transmission
coordination
task
force
and
finally
clarifies
that
the
provisions
of
section
35
of
the
measure
apply
prospectively,
I
will
note
that
there
are
several
fiscal
notes
that
have
been
submitted
in
response
to
this
measure
and
they
are
uploaded
for
review
in
nellis.

a
term
of
art
that
is

it's

language
that
was
added,

it
says,

of
the
total
program
expenditures
proposed
in
a
plan
submitted
pursuant
to
this
section,
must
be
dedicated
to
incentives
for
behind
the
meter
investments
in
electrical
vehicle
charging
infrastructure
or
stations.

meter

utility-owned
equipment.
Everything
from
the
meter
and
behind
the
meter
is
customer-owned
equipment,
so
that
means
it
would
be
eligible
for
customer-owned
equipment,
and
this
gets
to
the
question
you
asked
me
in
the
bill
hearing.

little
bit

specific
when
you
say
do
their
own
thing?
Are
we
talking
that
these
wouldn't
be
incentives
behind
the
meter
customer
owned,
meaning
helping
residents
to
put
in
charging
stations
in
their
homes,

is
this
about
some
of
the
programming
that
we
talked
about
in
concept
about
getting
people
into
these
vehicles?

and
absolutely
it
would
be
helping
customers
be
able
to
could
be
residential,
customers
could
be
commercial
customers,
it
would
leverage
their
monies
and
things
that
they
were
doing
by
providing
potentially
just
a
rebate
or
an
incentive
directly
to
a
consumer
so
that
the
consumer
could
then
take
that
money
and,
in
addition
to
possibly
other
monies,
that
their
own
personal
money
to
do.

charging
infrastructure.

piece

we're
talking
about
is
just
the
five
identified
sectors
of
that
we
want
to
address
in
charging

something
that's
proposed
by
the
public
utilities,
commission
or
the
utility
when
they
submit
a
plan
or
folks
who
are
intervening
and
participating
the
public,
it's
something
they
could
propose,
but
this
doesn't
address
that.

we
unfortunately
can't
put
every
single
detail
into
our
bills
as
we
we
draft
them,
but
the
regulatory
process,
the
public
process,
once
the
case
is

encourage
every

interested

this
committee
to
stay
involved
and
attend
those
meetings
to
make
sure
that
the
intent
of
the
legislation
that
we
pass
is
actually
followed
through
through

regulation
process.

amendment

addresses
the
concerns
that
were
brought
up
during
the
hearing,

it

not
affect
any
pending
cases
or
of
the
statute.

legislation,
