Here
we
do
have
a
quorum.
I
note
that
assemblywoman
gonzalez
is
present.
She
might
be
having
trouble
with
her
audio
at
the
moment.
For
now,
please
mark
assemblywoman,
hardy
assemblywoman
krasner,
an
assemblyman
wheeler
absent
excused
I'll
try
to
make
a
note
if
they
join
us
a
little
bit
later
on
in
the
meeting
again
good
morning.
Everyone
on
a
very
early
friday
morning
welcome
to
members
of
the
committee
and
those
in
the
on
the
members
of
the
public
who
may
be
watching
either
on
the
website
or
on
the
youtube
channel.
A
Before
we
get
started
in
today's
agenda,
I
just
want
to
go
over
a
few
quick
housekeeping
rules.
Number
one.
Please
make
sure
you
mute
your
microphones
when
you're,
not
speaking,
that'll
help
with
the
feedback
that
we
sometimes
get
number
two.
We
expect
courtesy
and
respect
in
our
interactions
with
one
another
in
this
meeting
and
then
finally,
members
will
often
be
using
multiple
screens
to
participate
in
this
meeting
and
to
look
at
exhibits.
A
So
please
don't
see
that
as
a
sign
of
disrespect
or
inattention
with
that
behind
us
we're
going
to
move
to
our
agenda
and
members.
As
you
can
see,
we
have
a
presentation
today
and
the
two
bills
relating
to
child
support,
so
the
we're
at
this
time
we're
going
to
open
up
the
presentation,
which
is
an
overview
of
the
child
support
enforcement
program.
A
We
have
with
us,
mr
joe
garcia,
the
interim
deputy
administrator
for
the
department
of
health
and
human
services,
and
we
also
have
ms
kathy
kaplan
chief
of
the
child
support
enforcement
program,
we'll
give
them
an
opportunity
to
present
present
to
the
committee,
then
we'll
take
any
questions
and
after
that
we
will
open
up
the
bill.
So,
mr
garcia,
ms
kaplan,
welcome
to
the
assembly
judiciary
committee
and
please
please,
when
you're
remedy.

Please,

the

and
remains
on
schedule
and
within
the

began
in
august
of

and
is
scheduled
to
conclude
april

F
A
Thank
you
so
much,
mr
garcia
appreciate
the
brevity
of
the
presentation
as
well
that
we
don't
often
get
that
in
judiciary.
So
I
want
to
ask
members
of
the
committee:
are
there
any
questions
for
mr
garcia
about
what
he
presented
in
respect
to
child
support?
I
could
see
a
show
of
hands
from
anyone
who
might
have
questions
let's
go
to
vice
chair
win.
Please.
C
F
H
H
Okay,
is
it
all
right
with
the
committee
that
I
get
back
to
you
with
that
number.
C
C
F
C
H
There's
different
enforcement
actions.
Sorry
kathy
kaplan
for
the
record.
There
are
different
enforcement
actions
that
we
would
take
for
somebody
that
is
just
not
paying
at
all
on
their
arrears.
I
don't.
F
A
Thank
you
before
we
take
the
next
question.
I
wanted
to
note
for
the
record
that
assemblyman,
wheeler
and
assembly
woman
krasner
are
president.
So,
madam
secretary,
if
you
could
mark
them
present
and
please
continue
to
mark
assemblywoman
hardy
as
absent
excused
this
morning,
I
have
a
couple
more
questions
or
comments.
I
will
go
next
to
assemblywomanhansen
and
then
to
assemblywomancohen.
I
I
I
am
so
grateful
that
there
is
a
pretty
streamlined
program
for
employees
to
have
their
wages
garnished
for
child
support
and
have
been
appreciative
of
legislation
over
the
years
that
has
made
that
possible.
So
I
just
kind
of
wanted
to
make
a
comment
from
in
the
trenches
that
I
know
what
it's
like
just
watch,
my
mother
struggle.
I
Without
the
the
support
that
you
know
she
and
I
were
entitled
to
and
the
the
terrible
stress
that
puts
on
families
and
for
at
risk
youth
in
particular,
as
we
look
at
our
children
that
end
up
in
the
juvenile
justice
system.
My
questions
are
always
you
know
what
other
factors
have
led
to
this
point
where
they,
you
know
from
homes
like
I
was
a
single
parent
in
child
support,
not
getting
the
services
that
they
need.
So
I
appreciate
your
efforts.
I
I
am
distressed
to
hear
how
much
in
arrears,
although
glad
to
hear
the
clarification,
so
look
forward
to
ways
that
we
can
work
here
in
the
legislature
to
help
streamline
the
process
and
make
you
know
parents,
you
know
step
up
to
the
plate
and
be
responsible
for
these
children.
So
thank
you
very
much
more
more
comment
than
a
question
at
this
point.
I'll
probably
have
some
questions
when
we
get
into
the
bills.
A
You
assemblywoman
hanson.
Let's
go
next
to
assemblywoman
cohen,
please.
J
Thank
you
chair.
I
just
want
to
thank
you
for
the
acronym
chart
at
the
end
of
the
presentation,
we're
kind
of
inundated
with
acronyms
around
here,
and
so
I
really
appreciate
that.
A
Perfect-
and
I
note
in
the
chat
that
there
are
some
individuals
that
I
think
are
having
a
hard
time
hearing
and
so
broadcast,
I
don't
know
if
we
can
help
with
that.
I
think
assemblywoman
kasama
had
indicated
she
was
having
a
hard
time
hearing
as
well
as
assemblyman
o'neill
and
one
of
our
other
participants
miss
karen
cliff,
I
don't
know,
can
can
any
of
the
three
of
you
hear
me
at
all.
E
A
Okay,
I
can
hear
them
okay,
but
again
I
have
headphones
in.
So
I
think
that
helps
sometimes
I'll.
Just
ask
ask
if
you
guys
could
maybe
speak
a
little
louder.
I
know
it's
a
little
weird
because
you're
in
a
room
room
together,
but
it
should
help
with
some
of
the
audio
and
then
what
about
assemblywoman
kasama?
A
Well,
I
see
her
on,
but
she
appears
to
be
muted,
so
maybe
I'll
send
a
message
that
way
and
see
if
we
can
get
her
back,
but
in
the
interest
of
moving
forward.
I
don't
want
to
delay
us
too
much,
so
I
think
we'll
at
this
time.
Well,
let
me
ask:
are
there
any
other
questions
from
committee
members
on
the
presentation
before
we
move
on
to
the
bills.
A
Okay,
I'm
not
seeing
any
show
of
hands
for
additional
questions,
so
I
want
to
thank
you
for
your
presentation
this
morning
and
again
thank
you
for
keeping
it
really
brief.
That's
a
rare
treat
in
the
judiciary
committee
so
very,
very
well
done
and
at
this
time
we're
gonna,
we'll
close
the
presentation
and
we'll
move
on
to
the
first
of
our
two
bills
that
we're
gonna
hear
in
this
meeting.
So
I'm
gonna
now
open
the
hearing
on
assembly
bill
27
assembly
bill
27
revises
provisions
relating
to
the
administration
of
child
support
and
mr
garcia.
F
Okay,
thank
you,
chairman
and
committee
for
the
record,
joe
garcia
interim
deputy
administrator
for
the
division
of
law.
Firm,
supportive
services,
baby
27
child
support
payments
must
be
rendered
to
the
state
disbursement
unit,
also
known,
as
sdu
stated,
in
the
child
support
order
when
an
obligee
leaves
the
original
state
of
the
order
and
applies
for
child
support
services
in
another
state.
Payments
must
be
submitted
to
the
original
state's
sdu
then
forwarded
to
the
sdu
and
the
opportunity's
new
state
of
residence.
F
Current
nevada
allows
only
a
tribunal
to
redirect
support
payments
to
another
state's
sdu
ab27
seeks
to
mirror
language
found
in
ufsa
to
allow
a
support
enforcement
agency
or
a
tribunal
of
this
state.
The
ability
to
comply
with
this
federal
reformer,
including
the
support
enforcement
agency
in
existing
statute,
provides
for
an
administrative
process
to
carry
out
this
requirement,
thus
reducing
the
need
for
the
state
funded
court
proceedings
and
getting
support
to
families
faster
and
more
efficiently.
F
A
Thank
you
so
much,
mr
garcia.
I
I
hesitate
to
say
this
because
sometimes
it
comes
back
to
bite
you,
but
this
certainly
does
seem
like
a
simple
bill.
I
guess
I
guess
we'll
see
based
on
the
questions
and
the
testimony,
but
does
anybody
on
the
committee
have
questions
from
mr
garcia
about
assembly
bill
27.
A
Any
questions
out
there
go
ahead,
assemblywomancohen.
J
Thank
you
chair,
thank
you
for
the
presentation,
so
I
just
have
a
question
about
the
situation
where
none
of
the
the
parent,
neither
of
the
parents
or
the
child
reside
in
the
state.
So
we're
talking
about
a
case
where
there
had
been
jurisdiction
in
the
state
and
then
everyone
moved
away.
F
J
D
Thank
you
so
much
for
your
presentation.
My
question
is:
would
it
be
simpler
for
well
let
me
just
let
me
back
up.
Are
you
saying
that
the
nevada
has
jurisdiction,
because
the
divorce
or
the
proceeding
happened
here
and
the
jurisdiction
is
remaining
here
and
would
it
and
then
my
question
it
second
question
is:
would
it
have
been
simpler
or
is
it
simpler
for
us
if
jurisdiction
is
given
over
to
where
the
the
children
or
child
currently
lives
instead
of
I'm
a
little?
F
That's
okay,
joe
garcia,
for
the
record.
I'm
gonna
defer
that
question
to
ken.
B
If
a
custodian
and
child
move
to
another
state
and
the
non-custodial
party
or
the
alba
gore
is
in
a
third
state,
then
jurisdiction
is
up
for
grabs
as
far
as
modifying
that
order.
Until
that
order
is
modified
or
registered,
though
nevada
would
control,
have
the
controlling
order
and
the
sdu
stated
in
the
order
or
the
disbursement
unit
stated
in
the
order
would
remain
in
effect,.
A
A
A
E
A
Thank
you.
I
don't
believe
we
have
anybody
else
on
the
zoom
in
support
but
bps
when
you're
ready,
I'd
like
to
go
to
the
phone
line
to
see.
If
we
have
anyone
in
support,
I
believe
we
might
have
at
least
one
caller.
So
if
you
could
queue
up
the
support
line
and
please
let
me
know
when
we're
ready
to.
B
B
J
J
A
I
D
G
G
D
Good
morning,
chairman
yeager
members
of
the
committee,
my
name
is
john
jones
j-o-h-n-j-o-n-e-s
here
on
behalf
of
the
nevada
district
attorneys
association
in
the
interest
of
brevity
I'll
just
say
that
the
nevada
district
attorney's
association
is
in
support
of
ab27.
Thank
you.
D
That's
pretty
strange
well.
A
Can
we
hold
up
one
second,
because
I
I
thought
maybe
there
was
one
caller,
but
maybe
since
the
meeting
dropped
the
call
or
dropped
I
had
mr
jones
signed
in,
I
think
to
provide
testimony.
G
D
A
Thank
you,
mr
jones,
and
I
understand
that
perhaps
you
already
gave
testimony,
but
I
think
we
were
all
kicked
off
of
the
meeting,
so
I
apologize
if
you
had
to
provide
that
testimony
a
second
time,
but
I
wanted
to
make
sure
that
the
members
of
the
committee
had
a
chance
to
hear
it.
So
we
did
hear
you
loud
and
clear
that
time
broadcast
I'm
assuming
we
don't
have
anybody
else
for
support.
But
can
you
confirm
that
for
me
please.
G
A
K
Mr
chair
just
got
a
note
from
assemblywoman
hanson
that
she's
having
trouble
getting
back
on.
D
G
My
apologies
chair
and
again
the
public
line
is
open
and
working.
There
are
no
further
callers
in
the
participant
list
at
this
time.
A
A
So
I
have
learned
my
lesson
and
I
will
not
say
that
again
the
rest
of
this
legislative
session.
So,
mr
garcia,
thank
you
for
your
your
patience
through
these
technical
difficulties
and
please
provide
any
concluding
remarks.
F
Thank
you
chairman
for
the
record,
joe
garcia,
interim
deputy
administrator
for
the
division
of
welfare
and
supportive
services.
I
just
want
to
thank
you
and
the
committee
for
letting
us
present
ab27
this
morning
and
to
let
you
know
that
we
have
nothing
further.
A
C
Chair
she's,
trying
to
restart
and
relog
on
to
her
computer,
see
if
that
works.
You
know
the
good
old
turn
it
off
turn
it
on
method.
A
Great
well,
let's
I
would
like
to
give
her
a
chance
to
try
to
get
back
on
given
her
interest
in
this
topic
matters
so
committee.
If
we
can
just
be
at
ease
for
let's
say,
8
41,
let's
just
give
her
about
five
minutes
to
try
to
get
back
in.
So
you
know
you're
all
in
your
offices
anyway,
but
don't
don't
go
anywhere
please,
but
let's
see
if
we
can
give
her
a
chance
to
get
back
on
and
we'll
resume
right
about
8
41,
so
we'll
just
be
in
a
brief
recess.
Until
then,.
K
A
Close
enough,
I
think
so
you
know
I
told
folks
841
so,
but
if
you're
at,
if
you
are
a
member
and
you're
at
your
computer,
if
you
could
turn
your
camera
on,
so
I
know
that
you're
there
and
as
soon
as
we
have
folks
we'll
we'll
fire
back
up
sorry
about
those
technical
difficulties,
assemblywoman
hanson,
I
had
that
happen
to
me
the
other
day
and
had
to
restart,
I
think
five
times
to
get
on
so
you're,
not
alone.
C
A
A
Okay,
let's
come
back
to
order
and
let's
go
with
take
two
on
this
morning's
agenda.
At
this
time,
I'm
going
to
move
to
assembly
bill
37,
I
will
formally
open
the
hearing
on
assembly
bill
37
assembly
level.
37
revises
provisions
relating
to
the
enforcement
of
obligations
for
support
of
children.
Mr
garcia
welcome
back
and
your
team,
and
please
proceed
with
your
presentation.
F
F
F
F
Although
many
employers
voluntarily
report
lump
sum
payments
for
their
employees
currently,
past
legislation
has
proven
that
mandatory
reporting
increases
support
collections
for
nevada
family.
When
sb
33
was
developed
in
2019,
many
insurance
companies
were
already
matching
their
claimants
with
obligors
or
pulling
past
the
support.
F
A
Thank
you,
mr
garcia,
and
I
just
want
to
confirm
there
at
the
end
because
it
sounds
like
you
were
putting
forward
an
amendment.
So
it's
your
intent.
If
we
go
to
page
four
of
the
bill,
which
is
section
five,
you
would
like
to
strike
numbers
14,
a
worker's
compensation,
reimbursement
and
then
number
15.
A
payment
for
back
pay
and
front
pay
from
an
insurance
settlement.
Is
that
correct.
A
Great,
I
was
going
to
ask
about
14,
but
no
need
to
ask
now,
since
it's
going
to
be
removed
from
the
bill.
I
have
a
a
couple
questions,
but
I
want
to
go
first
to
some
of
my
members.
They
often
ask
the
questions
I
had
anyhow
so
we'll
go
first
to
assemblyman
cohen,
with
a
couple
of
questions.
J
Thank
you,
chair,
yeah,
actually,
possibly
more
than
a
couple.
If
that's
okay,
but
some
of
them,
I
just
want
to
kind
of
clarify.
So
we've
got
a
a
legislative
history,
so,
starting
in
in
section
five
on
page
three,
I
just
sub
six,
I
wanna
make
sure
the
incentive
payment
for
moving
a
relocation.
J
Doesn't
that's
a
that's
a
as
it
says,
incentive
payment,
not
a
not
reimbursement
of
the
cost
of
moving
for
relocation.
Correct.
J
Okay
and
then
in
sub
section
5
sub
10,
the
retroactive
merit
increase.
What,
if
that
retroactive
merit
increase,
is
pre
the
birth
of
the
child
or
pre
the
birth
of
the
child,
support
order
and
the
child
support
order
doesn't
go
back
to
the
time
of
the
when
the
merit
increase
was
was
earned.
F
E
Yes,
I
believe
the
intent
of
the
bill
is
and-
and
please
clarify,
members
of
the
state-
if
I'm
incorrect,
it's
not
we're
not
relying
upon
the
the
date
that
the
money
may
be
attributed
to,
in
other
words,
let's
say
an
individual
files
back
taxes
and
chooses
to
do
that,
let's
say
in
2021,
but
they
might
be
for
taxes
that
were
owing
to
the
obligor
prior
to
the
birth
of
the
child.
It's
more
the
date
of
the
receipt
of
the
money,
not
so
much
when
that
money.
E
E
J
Moving
on
to,
I
think,
just
the
toward
the
end
section
21
on
when
the
notices.
J
I
I
guess
I
have
a
comment
more
than
a
question
I
I
cannot
get
behind
electronic
notice,
it's
it's
just
too
easy
for
that
to
be
lost,
and
even
the
first
class
mail
is
a
little
dicey
for
me,
but
especially
that
electronic
notice,
if
someone
hasn't
signed
up
to
agree
for
electronic
notice
is,
is
definitely
an
issue
for
me,
because
I've
seen
too
many
times
where
people
didn't
get
emails
or
you
know
they
got
lost.
J
They
went
into
a
filter,
something
like
that
or
they
just
get
so
much
spam
that
they're
not
even
paying
attention
and
they
see
something
from
the
district
attorney
or
yeah
from
child
support
enforcement,
and
they
just
think
it's
a
it's
a
scam
and
honestly
pass
it
by.
So
that
is
a
big
concern
of
mine
that
I
want
to
put
out
there
and
then
just
give
you
a
chance
to
address
that.
E
So
those
those
wage
withholdings
are
sent
electronically
or
mail,
we
don't
normally
wage
withholdings,
and
this
would
be
the
same
for
private
practitioners
who
send
wage
withholdings
generally,
those
notice
to
the
the
notice
to
withhold
income
or
not
they're,
not
personally,
served
they're
sent
to
the
employer.
E
F
For
the
record,
kathy
kaplan,
the
chief
of
child
support,
will
try
to
address
your
question.
H
D
H
J
We
were
getting
away
from
the
term
employer
because
you
know
when
we're
dealing
with
income
payers.
Sometimes
those
aren't
employers,
so
those
people
aren't
necessarily
signing
up.
So
this
is
so
electronic
is
only
for
people
who
sign
up.
They
register
to
get
electronic
notice
correct,
correct,
okay,
good
thanks
and
then,
if
it's
by
mail,
we're
moving
to
we're
getting
away
from
certified
to
first
class,
and
I
I
guess
I
still
am
somewhat
concerned
about
first
class.
J
I
understand,
there's
an
expense
issue,
but
when
you're
dealing
with
someone
who
isn't
necessarily
an
official
employer
type
like
or
a
big
business
that
has
different
departments
that
handle
things,
I
I'm
concerned
about
the
letters
kind
of
getting
lost
in
the
shuffle
if
you've
got
a
small,
independent
business
or
something
like
that
or
again
someone
seeing
it
not
realizing.
Oh
no.
This
is
real.
This
isn't
a
scam.
H
Kathy
kaplan
for
the
record
in
our
normal
everyday
business,
we
do
just
first
class
mail,
those
notices
to
the
employer
or
electronically,
if
that's
what
they
prefer,
but
in
the
event
that
we're
not
getting
a
response
from
the
employer,
we
would
take
that
next
step
to
serve
them
with
a
certified
letter
and
get
a
return
receipt
so
that
we
know
that
they're
getting
that
information.
The
other
alternative
that
we
would
do
is
pick
up
the
phone
and
call
that
employer
and
say
we
would
mail
you
on
a
wager
holding
and
you're
not
responding.
J
Okay,
thank
you.
I
appreciate
that
that's
good
to
know,
and
then
I'm
sorry
chair
just
one
more
in
sections,
21
and
22.
J
I'm
kind
of
surprised,
because
I
know
it's
it's
it's
in
existing
language,
but
the
an
order
for
support.
That's
going
to
the
enforcing
authority
has
to
be
a
certified
copy,
but
the
enforcing
authority
has
access
to
finding
out
the
orders
online.
J
So
do
people
really
have
to
send
a
certified
copy
when
the
enforcing
authority
can
just
check,
has
has
access
to
the
court
records
to
check
and
make
sure
it's
a
valid
order,
because
we're
you
know
we're
taking
away
some
we're,
making
things
a
little
bit
easier,
getting
out
the
information
to
the
employer
or
wage
payer,
but
we're
still
saying
that
people
who
are
trying
to
get
orders
changed
with
the
enforcing
authority
have
to
go
to
the
effort
of
getting
a
certified
copy,
which
is
an
expense
and
if
it's
a
long
order,
I
don't
know
if
it's
still
a
dollar
a
page,
but
it
used
to
be
a
dollar
a
page.
J
So
then,
they're
having
to
go
to
court
get
a
copy
of
a
certified
order
which,
during
covid
lawyers,
are
having
trouble
doing
and
then
getting
it
to
the
supporting
authority.
Who
has
access
to
looking
up
the
orders
online
to
confirm
whether
it's
authentic
or
not,
which
is
why
you
would
send
a
certified
copy?
F
Joe
garcia
for
the
record,
thank
you
for
that
question.
I'm
going
to
defer
that
to
kim
if
she
can
respond
to
that
I
mean
kara.
Sorry.
A
E
I
apologize
karen
cliff
on
behalf
of
the
clark
county
district
attorney's
office.
I
understand
the
concern
with
that
language.
E
We
could
run
into
some
difficulties
and
that
we
do
enforce
orders,
for
you
know
pretty
much
every
state
as
well
as
countries
that
we
have
reciprocity
with.
So
it
is
easier,
assemblywoman
cohen,
to
look
for
the
you
know,
orders
that
are
in
odyssey
locally,
but
we
would
run
into
some
difficulties
as
we
don't
have
access
to
other
state
systems
as
well
as
other
countries.
E
We
would
have
we
would
have
to
request
them
from
the
initiating
jurisdiction
or
the
initiating
agency
on
behalf
of
the
other
country,
but
there
is
not
a
uniform
system,
you
know.
In
other
words,
if
I
wanted
to
access,
you
know
a
different
county
in
in
florida.
I
wouldn't
have
access
electronically
to
that.
A
Okay,
so
I'm
gonna
go
next
to
assemblyman
wheeler,
who
had,
I
think
he
has
a
question
for
legal
and
then
to
assemblywoman
kasama.
So
please
go
ahead.
Assemblyman
wheeler.
K
Hey,
thank
you,
mr
chairman
yeah.
It
is
for
legal.
I
went
on
and
looked
on,
nellis
and
didn't
see
any
fiscal
notes
on
this.
I
don't
see
any
kind
of
revenue
enhancement
to
the
state
on
this,
so
I'm
trying
to
figure
out
why
in
the
world,
this
is
a
two-thirds
bill.
K
E
Yes
well
in
terms
of
the
fiscal
note
I'll.
Oh
I'm
sorry,
this
is
karen
cliff
hold.
D
Chairman,
mr
chairman,
mr
wheeler,
I
was
just
checking
that
section.
I
don't
see
the
answer
to
that
right
away
as
to
why
that
what
kind
of
revenue
increase
there
would
be.
K
A
So
I'm
gonna,
I'm
gonna,
take
a
shot
at
that.
I
wonder
if,
by
changing
employer
to
income
payer
or
broadening
we're
broadening
the
scope
of
who's
going
to
receive
these
notices,
because
it's
essentially
including
independent
people
who
employ
independent
contractors,
and
so
these
additional
two
dollars
will
be
generated
to
the
state
treasurer
by
expanding,
because
the
the
the
phrase
income
payer
should
be
broader
than
employer.
So
I'm
just
guessing,
but
that's
the
only
thing
I
can
think
of
why
it
would
potentially
be
a
two-thirds.
A
C
I
think
it's
been
answered,
it
was
with
assemblywoman
cohen
regarding
the
first
class
mail
that-
and
I
I
think,
the
you
know
parties.
Let
us
know
that
they'll
pursue
with
you
know
certified
mail
afterwards
or
a
phone
call
or
whatever.
C
A
We
lost
you
a
little
bit
on
the
end
of
the
audio,
but
I
believe
your
question
was
just
for
an
explanation
for
why
14
and
15
are
being
stricken
on
page
four.
So,
mr
garcia,
if
you
want
to
correct
touch
on
that,
please.
F
F
C
F
F
Well,
can
I
defer
that
part
of
the
question
to
karen
cliff.
E
Well,
it
could
be
included,
I
mean
like
as
mr,
this
is
karen
cliff.
E
We
could
include
it,
you
know
it
would
be
duplicative,
but
if
the
state
wishes
to
include
it,
I
you
know
clark
county
has
has
has
no
opinion
on,
including
that
it
would,
it
would
benefit
and
perhaps
be
a
bit
clearer,
because
everything
would
be
noted
in
one
area
in
terms
of
income.
C
Yeah,
I
don't
know
why
we
don't
include
it,
because
if
it's
a
source
of
income-
and
we
already
have-
you
know-
ratios
how
much
you
know
the
person
has
to
pay
out.
So
I
don't
know
why
we
don't
include
that
as
a
source
of
income
as
well.
A
A
There
was
a
bill
from
last
session
senate
bill
33
that
was
passed
and
enacted
that
basically
put
the
mandate
on
insurance
companies
before
they
paid
out
settlements
to
to
notify
the
attorney
or
the
claimant
that
they
were
going
to
be
withholding
that
money
and
paying
it
directly
for
child
support
arrears.
A
So
I
think
that
same
with
workers
comp,
I
I
think
it
doesn't
typically
flow
through
the
employer,
which
was,
I
think,
the
reason
we
didn't
include
it
in
the
list
here
in
terms
of
what
lump
sum
payments
would
be
when
we
give
notice
to
the
income
payer.
So
I
don't
know
if
that
helps,
but
I
think
those
two
are
covered
in
statute
already.
C
Are
they
covered
in
statute
already,
because
because
now
we're
not
using
employer
we're
using
income
payer,
and
it
just
seems
to
me
if,
if
I
was
a
single
mom
and
I
needed
money-
and
I
knew
you
know
my
ex
was
going
to
get
a
settlement
payment.
I
I
would
want
to
make
sure
that
I
could
collect
some
funds
out
of
that.
A
Yeah
assuming
kasama,
if
you
have
a
chance
to
look
at
particularly
senate
bill
33
from
the
last
session,
there's
a
whole
procedure
in
place
for
insurance
companies
before
they
can
pay
personal
injury
settlements.
They
have
to
actually
go
in
and
and
run
somebody
in
the
system
that
stays
back
child
support
and
that
money
never
actually
gets
paid
to
the
claimant
or
the
attorney.
The
priority
has
to
be
for
child
support,
so
that
is
captured,
and
I
know
that
the
workers
comp
reimbursement
is
captured
too.
A
Correct
it
was
included
sort
of
its
own
procedure
to
make
sure
that
we're
getting
at
the
actual
entity,
that's
paying
the
money
out,
which
in
this
case,
would
not
be
the
income
pair
as
defined
in
this
particular
piece
of
legislation.
It
would
be,
for
instance,
for
the
insurance
company,
basically,
who.
C
A
C
A
Great,
so
other
questions
from
members.
If
you
could
give
me
a
show
of
hands,
I
think
I
have
you
all
on
my
screen,
so
minister
wilkinson
did
say
in
the
chat
that
I
suppose
assemblyman
wheeler.
My
analysis
was
correct,
so
I
get
a
gold
star.
Today
we
are
amplifying
the
category
of
income
payer,
so
that
could
potentially
generate
additional
revenue
to
the
state
treasurer's
office
in
the
form
of
the
two
dollar
fee.
So
I
feel
good,
I
feel,
like
my
law.
School
education
was
worthwhile.
A
I'll
take
it
I'll,
take
a
silver
star
today
on
friday.
Okay,
any
other
questions.
I
I
have
one,
mr
garcia.
I
don't
know
if
it'd
be
for
you
or
for
somebody
else,
but
I
think
I
know
the
answer
to
it.
I
just
want
to
ask
to
confirm
so
we're
essentially
amplifying
the
definition
of
you
know.
Income
payer
includes
the
phrase
employer.
An
employer
is
somebody
who
basically
has
an
employee
or
an
independent
contractor,
and
so
here's
my
question.
A
If
I
am
I'm
just
giving
you
a
good
example,
if,
if
I
have
a
person,
I
hire
to
do
my
landscaping
at
my
house,
you
know
that
person's
probably
an
in
contractor
they're,
not
they're,
not
employee,
but
you
know
was
there
any
obligation
on
me
as
as
a
private
citizen,
do
I
now
fit
into
the
definition
of
income
payer?
A
F
A
A
Did
that
question
generate
any
additional
questions
from
committee
members
does
not
look
like
it.
So,
mr
garcia,
I
want
to
thank
you
and
your
team
and
cliff
for
presenting
assembly
bill
37.
I
will
come
back
to
you
with
for
some
concluding
remarks,
but
for
now
what
I'd
like
to
do
is
open
it
up
for
well,
let
me
see
assemblyman
o'neil.
Did
you
have
a
question?
Do
you
want
to
ask
that
before
we
open
up
for
support.
K
How
do
you
ever
know
to
collect
money
from
me
if
I'm
in
arrears,
who
I
could
just
keep
going
house
to
house
to
house
they're,
not
obligated,
I'm
making
money,
my
child
isn't
getting
anything.
H
Kathy
kaplan
for
the
record.
We
would
hope
that
we
would
have
an
income
withholding
order
to
that
person
or
that
they
would
be
court
ordered
to
make
their
child
support
payment.
If
they're
they're
only
employer
themselves,
it's
their
only
business,
they
have
no
other
contractors
that
they
have
hired.
They
would
be
obligated
by
a
court
order
to
pay
that
child
support.
H
Gabby
kaplan
for
the
record.
We
do
have
additional
enforcement
remedies
in
our
program
that
we
could
take
you
to
court
for
contempt
if
you're
refusing
to
pay
your
child
support.
D
K

program
for
the
record,
sir,
in
addition
to
traditional
income
withholdings,
we
do
have
additional
enforcement
measures
for
those
that
are
not
paying
directly.
If
an
income
withholding
is
not
an
option,
we
do
have
driver's
license
suspensions
and
contempt
actions
available
to
answer
your
question
on
whether
or
not
an
individual
would
have
to
submit
their
their
income
or
proof
of
their
income.
B
That
would
be
done
in
the
establishment
process
when
we
are
establishing
that
court
order.
Once
that
obligation
is
established,
they're
no
longer
required
to
annually
or
monthly
submit
proof
of
income
they
would.
If
we
did
not
have
a
method
to
intercept
that
income,
they
would
be
still
responsible
for
paying
that
directly.
A
You're
welcome
we're
gonna
go
next
to
a
question
from
assemblywoman
hanson.
I
Thank
you
chair
and
mr
garcia
or
others
on
the
panel
along
those
lines
to
to
launch
off
from
my
colleague.
I
Is
there
a
mechanism
when
they
renew
their
licensing,
whether
a
city
license
a
state
like
business
license
that
would
catch
an
independent
contractor
if
they
were
in
the
system
owing
child
support
when
they
go
to
renew,
does
it
catch
them
anywhere
in
there
if
they
haven't
been
paying
it?
If
we
were
to
take
this
scenario
of
you
know
an
independent
contractor,
maybe
he's
the
only
person
do
we're
doing
the
work?
B
Smallie
for
the
record:
yes
ma'am,
we
are
able
to
look
at
intercepting
and
business
licenses
gaming
licenses
different
types
of
licenses
that
people
would
have
issued
to
them
driver's
license.
We
are
able
to
suspend
those.
A
E
Karen
cliff
for
the
record
on
behalf
of
the
clark
county
district
attorney's
office,
we
are
in
support
of
ab37
it
it
moves
to
treat
obligors
fairly
and
we
are
very
much
hoping
for
its
passage.
Thank
you.
A
Thank
you
so
much
miss
cliff.
I
don't
think
we
have
anybody
else
on
the
zoom
with
us,
but
bps
could
we
go
to
the
phone
line
to
see
if
there
is
anybody
else,
who'd
like
to
testify
and
support
on
the
phone.
G
G
C
C
S-E-R-E-N-A-E-V-A-N-S
and
I'm
the
policy
specialist
with
the
nevada
coalition
to
end
domestic
and
sexual
violence,
we're
here
today
in
support
of
ab37
keeping.
It
brief.
I
will
just
say
that
many
victim
survivors
rely
on
child
support
and
we
are
in
favor
of
any
measures
that
would
expand
the
ways
in
which
victim,
survivors
and
others
would
be
able
to
obtain
the
child
support
that
they
are
entitled
to.
Thank
you
so
much
for
your
time.
A
G
D
A
G
A
A
F
Bill
garcia
for
the
record
interim
deputy
administrator
for
the
division
of
welfare
and
support
services.
Chairman
jaeger
committee,
I
want
to
thank
you
for
the
time
to
present
eb
37.
I
want
to
thank
you
for
your
questions
and
I
also
want
to
let
you
know
that
we
are
more
than
willing
to
work
with
anyone
who
may
wish
to
amend
some
of
the
language
where
we
had
some
of
those
questions.
A
Thank
you
so
much
for
being
here
with
us
this
morning,
mr
garcia
and
miss
cliff
as
well
appreciate
you
taking
some
time
on
a
friday
morning.
So
at
this
time
I
will
close
the
hearing
on
assembly
bill
37.
That
takes
us
to
our
final
item
on
the
agenda,
which
is
public
comment.
As
a
reminder,
we
will
take
up
to
30
minutes
of
public
comment,
callers
and
public
comment.
We'll
have
two
minutes
to
provide
comment.
Bps.
Could
we
see
if
there's
anybody
on
the
public
comment
line?
A
G
A
A
Okay,
I
don't
see
anything
I
want
to.
Thank
you
guys.
I
know
it
was
an
early
start
on
a
friday
morning
and
we
had
some
technical
difficulties,
but
we
got
through
those
and
want
to
thank
bps
for
helping
us
work
our
way
through
those
issues
in
terms
of
next
week,
monday
is
a
9
a.m,
start
and
we'll
have
a
couple
of
presentations,
and
then
we
sh
we
have
agendas
out
through
the
end
of
next
week.
So
the
plan
right
now
is
tuesday.
A
Through
friday
we
will
be
starting
at
eight
o'clock
each
day
and
we
have
two
bills
scheduled
each
of
those
days
and
so
we're
going
to
start
ramping
up
the
workload
pretty
substantially
with
bills
coming
out
and
just
keep
your
eyes
open
for
agendas
and
we'll
let
you
know
if
there
are
any
changes
that
are
going
to
be
made
but
again
committee.
I
want
to
thank
you
for
working
hard
this
week.
I
think
we
may
be
the
only
committee
in
the
building
that
met
all
five
days
this
week.
So
I
appreciate
your
attention.
