long
standing
issue.
I
actually
have
a
couple
falconers
that
actually
hunt
on
my
ranch
on
occasion.
It
was
always
kind
of
fascinating
to
me
to
work
with
them
on
issues
and
also
in
one
session.

They
came
up
with
a
bill
or
a
situation
where
they
all
had
to
get
rid
of
their
birds
because,
unfortunately,
endow
didn't
have
the
proper
paperwork
done
in
time,
and
luckily,
at
that
time
frame
it
was
kind
enough
of
then
speaker,
speaker,
kirkpatrick,
reached
out
and
actually
gave
us
emergency,
let's
calm,
meeting
during
session.
Just
so
these
guys
didn't
have
to
get
rid
of
their
birds
fascinating
to
watch
them
do
rehab
the
work
they've
done
for,
unfortunately,
animals
and
birds,
sometimes
that
are
injured
and
pretty
phenomenal.

But
in
that
respect
one
of
the
things
that
they
would
run
across
on
rare
occasion
is
a
golden
eagle
that
was
injured
or
an
eagle
that
was
injured
and
under
current
nevada,
revised
statutes.
They
are
not
allowed
to
have
any
rehab
upon
them,
and
what
this
bill
seeks
to
do
is
allow
just
that
and
we're
not
trying
to
allow
the
taking
of
eggs
or
anything
of
that
nature
in
any
way
shape
or
form.

The
language
that
was
brought
forward
to
us
in
the
senate
endowed
had
some
issues
and
concerns
with,
and
did
a
basically
a
gut
and
replace
to
make
sure
that
their
issues
were
dealt
with
and
their
concerns,
and
these
individuals
that
I
worked
with
have
no
problem
with
that.
It's
fascinating
to
me
the
degree
that
they're
willing
to
give
up
of
their
own
freedoms
in
order
to
have
these
birds
when
they
actually
enter
these
agreements.
They
actually
allow
the
federal
government
to
come
in
at
any
time
into
their
property
in
order
to
search
them.

sure
that
these
animals
are
taken
care
of
that's
a
step
further
than
I'd
be
willing
to
do,
but
that's
what
they
like
to
do
is
they
really
love
their
birds,
and
in
that
respect
the
bill
seeks
to
incorporate,
as
it
has
endows
concerns
and
also
some
of
the
committee.
People
on
the
other
side
were
worried
about
the
idea
of
potentially
taking
animals
out
of
the
wild
in
the
state
of
nevada.
You'd
still
be
able
to
do
rehab
of
those
particular
ones,
but
not
take
them
from
the
wild.

and

way
smarter
to

which
isn't
real

federal
regulated
lottery
where
eagles
are
taken
out
of
deput
depredation
zones
right
now,
there's
currently
a
depredation
zone
in
utah,
as
well
as
wyoming,
and
I
think
for
the
whole
country.

tags
that
are
available
to
falconers
and
what's
involved,
is
meeting
with
a
federal
trapper
going
to
one
of
these
depredation
zones
identifying
an
eagle
that
is
preying
upon
livestock,
something
that
you
know
an
eagle
that

normally

know
it
just,
gives
you
a
humane
way
of
taking
care
of
the
problem
and
putting
it
in
the
hands
of
a
licensed
opener,
and
it's
not
just
any
cochrane.

of
the
board
of
directors
of
the
carson
water
sub
conservancy
district
from
11
to
13
members
by
including
two
residents
of
story
county
appointed
by
the
board
of
county
commissioners

county
within
the
district
from
the
taxable
property
on
which
the
board
of
directors

and
it
authorizes
the
state
seater
of
consumer
credibility
to
adopt
and
enforce
a
relationship
relating
to
cannabis,
weighing
and
measuring
equipment.
The
state
sealer
of
consumer
credibility
must
ensure,
through
inspection
and
testing,
that
such
equipment
is
suitable
for
its
intended
use.
It's
properly
installed
and
accurate
and
is
so
maintained
by
its
owner
user.

prohibited
for
a
person
to
have
an
incorrect
weight
or
measure
in
his
or
her
possession
in
a
cannabis
establishment
and
for
a
person
to
sell
the
offer
to
sell
an
incorrect
weight
or
measure
for
use

a
cannabis
establishment.
The
state
cedar
of
consumer
credibility
may
establish
an
annual
license
fee
for
all
cannabis
weighing
and
measuring
equipment.
There

one
amendment
which
was
proposed
by
the
senate
committee,

resources
and
it
makes

changes.

square
food
bank
and
the
food
bank
of
northern
nevada
to
provide
an
explanation
for
how
the
current
public
health
crisis
has
impacted
food
insecurity
rates
in
nevada
and
a
decline
in
federal
nutrition
assistance.
Programs
such
as
the
emergency
food
assistance
program,
commonly
known
as
the
tefap
three
square,
is
southern
nevada's.

my
name
is
shane
piccianini
and
I
am
representing
the
food
bank
of
northern
nevada
and
I
have
got
a
very
short
presentation
that
has
been
uploaded
to
nellis,
for
you
just
to
walk
through
the
bill
and
what
it
does.

It's
important
to
note
that
we
had
to
amend
the
bill
because
the
draft
as
it
was
written,
was
amending
an
existing
program
within
the
department
of
agriculture,
and
we
wanted
to
create
a
new
program
which
we
cleverly
called
the
home
means
nevada
agriculture,
food
purchase
program,
and
I
promise
this
is
really
short.

One
in
five
children
are
struggling
with
hunger,
and
this
is
the
part
that
breaks
my
heart
the
most,
but
nevada
is
tied
in
fourth
place
with
louisiana
as
one
of
the
most
food
insecure
states
in
the
union
at
about
20
percent-
and
this
was
you
know,
post
well,
we're
still
in
the
pandemic.
So
these
are
pandemic
numbers
in
2019.

Nevada
was
ranked
20th
at
12.8
percent,
so
we
lost
a
lot
of
ground
and
equally,
as
tragic
nevada
is
tied
in
first
place
with
louisiana
with
the
highest
food
security
rate
for
children
at
30.3
or
32.3
percent.
In
2019.
J
We
were
in
ninth
place
and
I
just
want
to
say
that
in
2019
you
know
from
2000
to
2019
the
two
food
banks
in
nevada
had
put
a
lot
of
work
into
trying
to
improve
our
food
security
numbers.

So
here
is
essentially
what
sb
370
would
do.
It
would
build
a
process
to
help
nevada
become
a
more
food,
secure
state.
It
creates
economic
opportunities
for
nevada
agricultural
products.
The
partnership
with
the
two
food
banks
leverages
a
statewide
distribution
network,
ensuring
that
every
community
in
need
is
reached.

The
nevada
department
of
agriculture
and
the
two
food
banks
have
experience
in
distributing
federal
commodities
programs
such
as
the
tfap
program
that
senator
danyante
referenced
in
his
opening
remarks
and
the
families
to
farmer
food
box
program
which
the
trump
administration
created
in
response
to
the
pandemic.
That
was
allowing
agriculture
to
directly
ship
food
boxes,
to
the
feeding
america's
200
food
banks
and,
just
as
a
side
note
states
with
emergency
food
assistance.
Programs
similar
to
the
one
that
we're
asking
to
create
in
nevada,
include
massachusetts.

Hold
on
sb
370
represents
an
economic
opportunity
to
support
agriculture
in
nevada,
and
I
really
want
to
sort
of
like
bring
this
point
home
that
we
really
do
with
this
bill.
We
want
to
support
nevada
agriculture,
nevada
agriculture
has
an
economic
output
of
almost
5
billion
in
2020,
and
that
includes
ranching
and
farming.

So
in
ranching
and
farming,
that's
you
know
almost
788
million
dollars
and
then
the
food
beverage
and
manufacturing
I
mean
that's
almost
four
billion
dollars
right
there
and
then,
as
you
can
see,
that
there
are
a
lot
of
products
that
are
in
nevada,
not
only
the
sheep
and
cattle
and
lamb
hogs,
but
there's
also
dairy
products,
cereal
flour,
beverages,
grains
fruits
and
vegetables.
Nevada
is
actually
a
fairly
agriculturally
diverse
state.

Considering
that
we're
a
pretty
arid
state,
and
then
I
just
want
to
say
this
last
thing
in
closing:
nevada
received
a
food
value
from
the
federal
government,
approximately
47
million
through
the
tfap
and
through
the
senior
commodities
box
and
the
farmer
to
families
to
farmer
box.
So
in
that
47
million,
very
little
of
that
was
actually
sourced
from
the
state
of
nevada,
and
so
that
is
in
a
nutshell,
what
sp370
would
do
and
with
that
ashanti
and
I
would
be
happy
to
take
any
questions
that
you
may
have.

we

accept
grants,
donations

revenue
opportunity
open

future
directors
of
the
department
of
ag

mean.

Realistically,
this
is
probably
a
question
that
would
be
best
answered
by
them,
but
I
can
tell
you
that
when
we
were
talking
with

department
of
ag,
we
wanted
to
leave
it
open
to
any
opportunity
that
the
agency
would
have
to
be
able
to
purchase
food
for
the
program.
The
second
question
about
whether
this
would
be
offsetting
any
purchases
coming
into
the
state
and
the
answer
to
that
is
no.

full
disclosure,
I'm
the
executive
director
of
the
united
labor
agency
of
nevada,
and
we
consider
three
square
to
be
an
excellent
partner
and
we
have
truly
enjoyed
working
with
them
and
to
be
quite
blunt,
they
saved
our
butt
last
summer
because
we
couldn't
keep
our
food
pantry
full,
but
they
were
there
when
we
needed
them
to
be
assemblyman
wheeler
this.
This
doesn't
create
an
expenditure.
It
doesn't
reduce
a
revenue,
it's
not
a
budget
implementation,
so
there's
no
real
fiscal
handle
on
it.
I
I
I
believe
that
was
the
items
you
listed,
so
I
I
think
that
might
have
been
answered,
but
I
one
of
the
the
questions
I
have
is
so,
as
this
program
moves
forward,
these
foods
will
be
purchased
and
then
given
to
the
two
food
banks,
if
I'm
understanding
correctly,
so
how
are
we
going
to
get
it
to
southern
nevada
because
we
don't
grow
a
whole
lot
down
there?

do
some,
but
not
a
whole
lot.

but
this
is
where
the
great
relationship
is
between
three
square.
The
food
bank
of
northern
nevada
and
the
department
of
agriculture
comes
in
is
that,
from
the
very
beginning,
all
of
us
have
agreed
that
we
would
distribute
the
food
wherever
the
need
was,
and
I
think
you
know,
having
had
many
conversations
with
the
department
that
we
would
through
you
know,
like
a
regular,
the
regulatory
process.

As
this
program
is
created,
we
would
figure
out
ways
to
make
sure
that
it
was
equitable
for
not
just
southern
nevada
and
northern
nevada
in
the
two
populist
counties,
but
also
to
ensure
that
the
rural
counties
which
have
also
got
high
needs,
especially
in
tribal
areas,
benefit
from
this.
So
I
mean
and
to
be
realistic.

I
would
imagine
in
the
beginning,
this
program
is
going
to
be
fairly
small,
because
there's
not
a
lot
of
money
right
now
for
these
purchases,
so
we're
really
just
trying
to
to
establish
a
process
that
would
you
know,
make
sure
that
nevada
growing
products
are
are
making
it
out.
The
door
to
the
people
who
really
need
it
and
also
to
help
nevada
agriculture,
create
a
new
market
within
the
state
of
nevada.

I
don't
know
if
that's
particularly
helpful
for
you
so
assemblywoman,
but
this
is
stuff
that
we
would
we
would
work
out
as
we
implement
the
the
program
we
would.
You
know
we're
committing
to
the
fact
that
this
is
going
to
be
an
equitable
distribution.
I
And
thank

very

do
appreciate
that
and
I
hope,
as
you
look
through
what
is
it
section-
1.7
sub
3,
a
and
b,
when
you're
looking
at
operating
the
program
purchasing
transporting
and
and
distributing
there's
a
lot
that
goes
into
nutritious
foods
and
a
lot
of
food
pantries
are
associated
with
three
square
and
with
the
northern
nevada
food
bank.

So
if
it's
not
just
with
those,
but
if
it
helps
with
the
the
tree
of
the
dispersion
of
food,
that
that
would
be
very
helpful
too
because
whatever
happens
to
three
square
comes
comes
impacts
all
the
different
food
pantries
and
other
access
points.
So
if,
as
as
you're
looking
at
that,
that
would
be
very
helpful-
and
I
see
in
here
that
this
would
be
sent
to
the
food
bank
at
no
cost
to
the
food
pantries.
So
would
there
actually
be
a
cost
to
the
food
banks,
or
would
this
mere?

This
would
be
purchased
by
the
department
of
ag
and
then
it
would
be
a
pass-through
to
the
partner
agencies,
and
so
the
food
bank
of
northern
nevada's
got
around

Ashanti
can't
probably
give
you
an
accurate
number
for
three
square
partner
agencies,
but
our
intention
really
is
to
distribute
whatever
the
product
is
that
we
obtain
through
the
program
through
as
many
partner
agencies
as
the
supply
will
allow.

I'm

throw
you

little
bit
of
a
curve

guys
full
disclosure
fully
supportive
of

crisis
we
had
food
brought
in
from
california
to
us
and
you're
limiting
this
to
just
purchasing
food
in
nevada.

say
that
the
temporary
assistance,
I'm
sorry
the
temporary
emergency
food
program,
tfap
and
and
then
there
was
a
whole
bunch
of
food
that
we
brought
into
the
state
through
the
federal
coronavirus
relief
programs
that
we
did
source
from
other
states.
So
the
supply
chain
was
broken
and
the
supply
chain
was
broken
across
the
country.

As
you
may
recall,
you
know
from
what
late
march
into
early
at
least
late
may
early
june
of
last
year.
So
this
is
a
conversation
that
is
definitely
worth
having.
We
wanted
to
create
this
program
to
ensure
that
there
was
a
market
for
nevada-grown
products
and
and
produced
products,
but
as
far
as
like
how
we
could
fix
the
supply
chain,
I
think
that's
a
conversation,
a
much
larger
conversation
that
we
would
want
to
have,
maybe
in
the
interim,
to
figure
out
some
other
solutions
for
that,
because
that
that's
a
big
problem.

would

banks

affiliated
with
feeding

and

rigorous

reason
why
we
chose
to
do
it
this
way
was
because
we
already
have
experience
in
running
a
program
similar
to
this,
which
is
the
tfap
program,
the
temporary
emergency
food
assistance
program
that
we're
modeling
this
off
of
more
or
less
and
then
from
there.

would
be
distributed
through
our
partner
agencies,
both
in
the
north
and
the
south
across
the
entire
state,
and
we
thought
that
this
would
be
the
most
equitable
way
to
make
sure
that
tribal
communities
and
rural
communities
and
then
the
state's
larger
urban
communities
from
douglas
county
through
washoe,
county
and
clark
county
and
parts
of
nye
county
would
be
able
to
access
the
products
equitably
like
it
was
just
a
way
because
we
have
those
the
infrastructure
already
in
place.

was
a
way
to
ensure
that
the
products
would
get
out.

census
of

community
reaches
concern
between
this
the
two
food
banks
that
there's
only
really
two
that
are
that
are
considered
food
banks,
which
is
three
square

food
bank

northern
nevada.

have
got
every,
we

county
covered,

know
either
through
a
partner
agency
or
through
one
of
our
own
mobile
distributions.

pounds

handled
almost
89
million
pounds
of
food,
and
so
we
have

logistics
program

to
make
sure
that,

food
is
distributed
through
our
to
our
clients
through
either
one
of
our
direct
programs,
which
for
us
would
be
our
mobile
pantry
program,
which
is
primarily
for
fresh
produce
or
through
our
partner
agencies
and
three
square,
is
similar

my

sarah
sanchez
s-a-r-a-h-s-a-n-c-h-e-z

I'm
the
director
of
the
carson
valley,
community
food
closet,
the
food
closet's
been
serving
residents
of
douglas
county
since
1989,
and
each
month
we
provide
an
average
of
700
people
with
supplemental
food.
So
over
the
course
of
a
year,
that's
more
than
230
000
meals
provided
to
people
in
need.

Occasionally,
local
gardeners
and
small
farms
will
make
donations
of
fruits
and
vegetables,
but
nowhere
on
the
scale
for
what's
needed
to
give
our
clients
nutritional
items
with
each
visit.
These
new
fruits
and
vegetables
we
receive
from
the
food
bank
will
go
a
long
way
to
help
offset
the
high
sodium
high
sugar
products
we
often
receive
as
a
small
rural
food
pantry.
This
connection
is
invaluable
to
us.
The
fresh
new
products
that
the
food
bank
is
able
to
procure
and
mobilize
is
something
we
can
never
do
on
our
own.
