bill
that

being

a

session

assembly,
bill,
116,
correct,
and
that
is
assembly.
Bill
116,
as
amended,
provides
that
certain
violations
of
traffic
or
civil
infractions
unless
a
criminal
penalty
is
prescribed
for
the
violation
by
a
specific
statute.

This
was
heard
on
may
3rd,
the
department
of
public
safety,
transportation
and
safety
provided
a
fiscal
note
of
310
thousand
dollars,
which
agency
indicated
could
not
be
eliminated
with
the
with
the
amendment.
This
would
provide
for
enhancements
to
the
nevada
process
web
site.
It
would
provide
updates
to
the
system
to
accept
new
civil
infraction
citations.

This
would
provide
for
statewide
device
level
updates,
as
well
as
updates
to
the
barrasso
interface
and
provide
training
to
law
enforcement
agencies
who
use
the
web-based
device
level
software.
In
order
to
address
the
fiscal
impact.
The
department
of
public
safety
transportation
would
require
a
highway
fund
appropriation
of
three
hundred
and
ten
thousand
dollars,
which
would
be
needed
in
order
to
facilitate
those
expenditures
in
budget
account,
4688,
which
is
public
safety
and
public

and

would
be
provided
in
the

first
year.

want

point
out
that
what
we
have
seen
with
respect
to
this
practice
in
local
jurisdictions
is
not
only
the
absence
of
a
cost
but
the
presence
of
savings,
and
I
think
that
we
would
be
remiss
if
we
didn't
acknowledge
that
the
jurisdictions
that
have
tried
this
voluntarily
have
experienced
not
only
no
cost
but
a
savings
and
an
increase
in
the
collection
rate.

So
the
the
the
proof
is
in
the
pudding
as
far
as
whether
or
not
that
results
in
the
same
kind
of
savings
that
we've
actually
already
seen
in
nevada.
But
I
also
think
that
there
is
an
unspoken
cost
about
treating
an
un
a
non-violent
offense,
such
as
a
traffic
citation
as
if
it
is
a
violent,
offense
and
and
increasing.
Thus,
the
the
chances
of
some
type
of
negative
interaction.

we
can
operate
with
a
reaction
that
reflects
the
non-dangerous
nature
of
a
traffic
infraction
and
it
simply
to
me
seems
to
be
a
cost
of
printing
new
tickets.

think

costs

outweigh
the
benefits
and

long
way
in
changing
the
nature
of
the
typical
interactions

law
enforcement.

over

sent
them
sliding
down
into

be
able
to
get
back
out
and
or
that
traffic
ticket
inspired
them
to
go
to
a
payday
lender,

then
we
had
a
payday
lender
issue
to
deal
with.

I'm

that
we're
finally
trying
to
address
this
issue.

legislators,

it
from
all
parts

the
spectrum
of
the
political
world

brought
this
bill

number
of
times
and

think
we're
finally

submitted
a
fiscal
note
of
one
hundred
and
seventy
eight
thousand
eight
hundred
dollars
in
fiscal
year.

eligibility

medicaid
for
persons
who

incarcerated.
The
bill
authorized
a
person
who
is
incarcerated
in
certain
circumstances,
to
apply
for
enrollment
and
medicaid
before
he
or
she
is
released.
In
addition,
the
bill
requires
the
director
of
the
department
of
corrections
to
complete
paperwork
to
enroll
such
a
person
in
medicaid.

to
the
fiscal
impact,
the
nevada
department
of
corrections
submitted
a
fiscal
note
of
eight
hundred
and
seventeen
thousand
four
hundred
three
dollars
in
fiscal
year.

Unfortunately,
our
history,
with
the
department
of
corrections,
has
been
that
we
have
given
the
money,
and
the
program
has
never
really
happened,
and
then
they've
come
back
for
more
money
for
something
else,
so
I
believe
giving
them.
The
six
positions

start

is
is
a
good
start.
Let
them
move
forward
with
that
and
then
come
back
and
talk
to
us
about
how
it's
going.
We
definitely
want
to
be
able
to
see
folks
be
able
to
have
their
medicaid
ready
for
them
when
they
leave.

think
that's

important.

know
that
when
folks
don't
succeed,
sometimes
it's
because
because
of
their
medications,

I
also
believe
that
there's
a
lot
of
ways
to
do
this
without
the
full

and
we

always

future
conversations

they're
just
going
to
be
gearing
this
up
and
they
have
such
a
high
vacancy
rate
to
begin
with,

sure

long
it
will

think
this
is
another
example
of
a
measure
that
is
going
to
have
the
state
realize
savings
as
well
working
with
indigent
defendants.

think
that
madam
chair,
you
pointed
out
many
of
the
issues
that
we
have
with
respect
to
individuals
that
are
released
and
unable
to
take
care
of
their
medical
needs.

believe
that
this
will
save
the
state
a
significant
amount
of
money
and
also
contributes
significantly
to
a
reduction
in
recidivism
by
virtue
of
making
sure
that,
by
the
time
folks
are
ready
to
be
released,
they're
ready
to
be
released
with
the
tools
they
need
to
be
more
successful
in
in
our
community.
So
with
that,
I
think
this
is
just
another
example
of
some
a
policy
that
will
result
in
savings.

conduct,

is

unlawful,
but
is
an

the
declared
public
policy
of
the
state
and
any
actions
taken
in
response
to
such
complaints.

office

courts,

conceptual
amendment
that
has
been
provided

office

courts
testified

their
reading
of

On
behalf
of
the
charter
school
association
of
nevada,
I
actually
tried
to
be
with
you
saturday
morning.
I
was
in
the
queue
for
public
comment,
but
invisible
to
broadcasting.
Apparently
so
here
I
am.
We
just
wanted
to
share
a
couple
items
with
you,
as
did
all
of
the
education
sector.
On
saturday
morning,
csan
2
concurs
with
the
need
for
increased
per-pupil
funding.

The
commission
on
school
funding
actually
has
done
yeoman's
work
with
their
report
on
the
path
to
adequate
and
optimal
funding.
That
is
solid,
and
I
hope
that
as
a
body
it
can
move
forward
in
the
future.
Csan
supports
the
move
to
per-pupil
funding
established
in
sb
543
last
session.
However,
at
that
time
and
today,
on
behalf
of
the
12.7
percent
of
nevada
students
who
attend
public
charter
schools,
csan
must
point
out
that
the
formula
as
currently
constructed
is
inequitable
and
unworkable
for
public
charter.

Schools
charters
were
left
out
of
the
small
school
small
district
adjustments
in
sb
543.
Despite
my
best
efforts-
and
they
are
still
in
time
out
yet
since
last
session-
and
thanks
to
the
work
of
our
sadly
departed,
assemblyman
tyrone
thompson
and
at
ab
462
of
last
session,
which
he
led
public
charter
enrollment
in
new
schools,
is
now
matching
the
demographic
and
sub-populations
statewide,
and
the
number
of
four
and
five-star
seats
that
public
charters
are
offering.

Students
is
continuing
to
grow
charters,
just
simply
must
receive
the
same
per
pupil
funding
as
their
district
counterparts
because
they
operate
in
the
same
cost
environment.
The
same
labor
market
pay
the
same
for
goods
and
services.
This
inequity
is
greatest
in
our
small
counties
and
deeply
challenging
for
small
charters
as
well.

So
there
is
a
three-word
fix,
it
is
to
add
public
charters
to
receiving
the
district
size
adjustment
by
attendance
area
that
their
district
counterparts
receive.
Finally,
however,
we
on
behalf
of
csan
and
public
charges
in
nevada.
We
greatly
appreciate
the
move
that
you
have
already
taken
to
fund
all
pupils
hold
harmless
at
the
per-pupil
level,
but,
as
was
discussed
at
that
meeting,
this
still
needs
a
statutory
fix.
So,

Restoring
faculty
and
staff
positions
for
the
nevada
system
of
higher
education,
with
funding
from
the
american
rescue
plan
authorizing
the
refilling
of
positions
being
held
vacant
and
keeping
them
in
the
base
budget
will
prevent
permanent
harm
to
energy
programs
from
the
pandemic
revenue
crisis.
So
thank
you
very

the
senate
introduced
sb
451
the
funding
bill
for
the
public
employees
benefits
program.
The
state
contributions
to
health
care
benefits
have
been
about
flat
for
the
past
decade,
727
per
month
for
fy
2022
and
sb
451
versus
734
per
month
in
fy
2013.,
while
over
the
same
time,
healthcare
costs
have
risen
about
40
percent.

Employee
premiums
for
the
base.
High
deductible
plan
are
33
percent
higher
for
fy
2022.
This
coming
fiscal
year
than
the
pre-pandemic
2020
premiums,
the
elimination
of
the
long-term
disability
insurance
removed,
an
essential
safety
net.
The
state
of
nevada
has
chosen
not
to
participate
in
social
security
is
therefore
the
state's
responsibility
to
provide
a
substitute
for
social
security,
disability
income.
