to

parliament

funds
and

funds

certain
positions
that

recommended

be
held
vacant
or
eliminated
in
the
governor's
recommended
budget,
and
also,
at
the
same
time,
preliminarily
granted
authority
to
use
american
rescue
act
or
american
rescue
plan
funds
to
fund
those
positions
in
the
upcoming
biennium
beginning
october,
1st
of
of
2021..

those
updates
did
is
it
removed
the
number
of
fte
that
funding
would
be
restored
to
by
by
three
or
by
two
and
then
also
changed
some
of
the
the
general
fund
reductions
for
the
eliminations,

budget
for
the
department
of

and

over
18
000
licensed
educators
and
is
the
largest
independent
teachers
association
in
the
country.
We
engage
in
bipartisan
advocacy
to
advance
the
public
education
in
nevada,
although
the
k-12
budget
will
not
be
before
this
joint
committee
today.

also,

wanted
to
remind
you
of
the
importance
of
the
decision
that
you
will
have
to
make
this
week
on
the
people-centered
funding
plan,
as
we
transition
to
the
pcfp
ccea
encourages
everyone
on
this
body
to
review
the
commission
on
school
fundings
april.

that
suggests
restoration
with
one
of
the
four
plans
to
gradually
increase
revenue
to
put
our
students
first
in
fund
education
in
nevada.

Ccea
understands
that
the
arp
money
that
we're
receiving
and
the
current
funds
alone
are
not
enough
and
that
we
must
pass
new
revenue.
However,
to
pass
new
revenue,
we
know
that
it
has
to
be
a
bipartisan
ever
effort
led
by
the
governor,
and
we
are
cautiously
optimistic
that
this
can
occur
this
session.

Most
importantly,
we
also
believe
that
the
arp
funds
can
be
utilized
to
invest
in
the
hardest
hit
communities
by
this
pandemic.
Specifically
our
el
and
at-risk
students.
However
again
arp
funding
into
the
weights
is
not
going
to
be
enough
and
we
do
need
that
new
revenue
that
will
be
able
to
support
our
k-12
education
system.
This
can
happen
this
session,
but
we
also
need
your
help.
Please
join
us
in
helping
to
support
our
educators,
but,
most
importantly,
supporting
our
students.

stands
ready

work
with
the
legislature,
the
governor
gaming
and
mining,

find
a
solution.
Lastly,
we

that,

nevada
plan
was
rebranded,
we
had
come
up
with
a
better
name
for
base
funding.
I
think
there
is
potentially
a
negative
connotation
associated
with
these
funds,
but,
as
the
subcommittee
heard
from
staff,
we
have
a
unique
opportunity
to
set
the
base
amount
as
close
to
adequate
and
optimal
as
possible.
To
start
this
funding
formula
off
on
the
right
foot
for
every
single
public
school
student,
we
know
that,
as
it
currently
sits,
the
base
per
pupil
is
significantly
below
the
9
238
dollar
figure.
That
apa
recommends
as
full
adequacy
base.

Funding
should
be
prioritized
until
this
time
and
we
would
expect
that
base
the
base
per
pupil
amount
to
grow
proportionally
is
outlined
in
nrs,
387,
0.1214,
subsection
5c.
We
know
that
base
funds
are
the
livelihood
of
our
schools.
This
is
the
pot
of
funds
that
goes
to
determine
how
many
teachers
we
can
hire
and
thus
determining
the
the
determining
factor
in
class
size.
We
use
these
funds
to
hire
school-based
mental
health
professionals,
which
would
help
us
address
the
overwhelming
caseload.

These
people
are
currently
handling
and
we
will
use
these
funds
to
comply
with
early
literacy
efforts
like
read
by
three
dual
credit
teacher
incentives,
and
I
could
go
on
and
on
and
by
base
funding
by
funding
the
base
per
pupil
amount
at
a
higher
level.
We
are,
by
definition,
increasing
the
weighted
funding,
since
it's
designed
to
be

together
is

undertaking

offer
extensive
expertise
from
our
district
staff

recipients
of
these
funds.

the
education
budget
closes
correctly.

is
the
most
important
education
decision
in
over
50
years.
That
will
be
made
the
nevada
plan,
while
good
intention
has
not
served
the
majority
of
students
in
this
state
for
a
very
long
time.
This
new
model
is
not
about
north
again
south,
it's
not
against
rural
against
urban.
It's
about
students.
What
do
students
need
to
be
successful?

great
job
this
morning,
walking
through
a
number
of
the
concerns
that
we
all
have.
I
trust
that
this
body
will
review
each
of
these
so
that
we
can
address
them
and
ensure
every
weight
and
aspect
of
this
formula
meets

needs
of
our
state
school
districts.

sincerely
urge
this
body
and
the
legislature
to
consider

recommendations
on
the
commission
on
school
funding

been
working
on
this
historic
formula

over
18
months.

some
context.
While
I
sit
here
representing
the
clark
county
school
district
and

proud

do
so,
it's
much
more
than
that.
I'm
representing
three
hundred
ten
thousand
students
and
forty
two
thousand
employees
who
work
tirelessly
every
single
day
for
that
we're
grateful
to
each
and
every
one
of
our
employees,
who
continue
to
do
more
with
less
every
day,
as
you
make.

This
decision
in
the
coming
days
know
that
your
decision
will
affect
hundreds
of
thousands
of
students
in
southern
nevada,
two
hundred
seventy
three
thousand
students
on
free
and
reduced
lunch,
forty
thousand
students
with
disabilities,
fifty
thousand
english
language
learners,
seventeen
hundred
students
in
the
foster
care
system
and
nearly
ten
000
students
who
are
homeless.
These
students
are
counting
on
each
of
you
sure
we
can
discuss
ccsd
at
length
and
the
good
and
bad
that
comes
with
the
district
or
any
other
district
across
the
country.

What
we
cannot
debate
is
that
these
students
need
the
support
and
resources
necessary
to
have
every
chance
to
be
successful
as
you
move
forward
in
this
process,
I
respectfully
ask
you
to
remember
each
of
these
students,
these

harmed

decades

a
broken
funding

not
continue

disadvantage

hybrid,

see

students

about

to

students
in
the
room
each
day

incredible,
because
I've
gotten
to
speak
to
each
one
one-on-one
every
day
in
every
every
other
day
in
every
class
period
and
give
them
the
attention
they
need.
But
next
year
I
will
have
40
in
every
single
class
period.

six
minutes
per
student

week
to
talk
to
them.
That's
an
insane
amount
for
a
teacher
to
have
with
a
student,
and
I
will
not
have
enough
desks
for
my
students.
I
have
to
hope
that
kids
will
be
absent

they
don't
sit
on
the
floor
and
for
a
teacher
to
hope
that
students
are
absent.
There's
something
wrong
with
that
system,
and
so
I'm
begging
you
to
please
invest
in
that
and
not
only
restore
the
cuts
but
invest
in
nevada
education.

fixing

broken
education
system
here

calling

urge
this

to
restore
the
money
that
is
being
proposed
to
be
taken
out
of
class
size
reduction
and
early
literacy
specialists.

As

guys
all
should
know.
Nevada
has

largest
class
sizes
in
the
entire
country.
Class
size
is
not
only
a
detriment
to
student
learning
outcomes,
but
also
a
working
condition
that
is
extremely
detrimental
to
educators.
Nevada
has
one
of
the
highest
teacher
turnover
rates
in
the
entire
country
as
well.

The
school
funding
commission
had
suggested
that
we
increase
educational
funding
by
two
billion
dollars
annually
and
we
are
looking
at
making
cuts
that
will
further
impact
all
of
our
students
and
school
district
employees.
If
we
are
going
to
start
actually
addressing
the
educational
system
in
nevada,
we
have
to
start
now.
We
cannot
simply
cut
our
way
out
of
this
mess.
We
need
to
invest
in
public
education,
we
need
this
is
going
to
take
some
time
and
we
need
to
start
right
now
with
this.

do
want
to
speak

To
my
fellow
democrats.

am
a
democrat.
I've
only
voted
for
democrats,
my
entire
voting
career.

guess
you

say
I

want

let
you
guys
know
that,
especially

terms
of
educators
and
their
families,

you
were
alienating
your
base,
educators

their
families
voted
for
you.
They
have
campaigned
for
you.

have
made
phone
calls

stuff

envelopes
for

you're
lackluster.

need
both
democrats

republicans

nevada
to
actually
support
our
education
system
and
not
simply

it

campaign
promise

get
elected,
because

neither
party

truly
supporting
education

quite

48th
in

nation
in
per-pupil
funding,
and
we
have

of

lowest
funded

under-resourced
education
systems
in

entire
country.

none

you
can
sit
up
here
with
a
straight
face
and
tell
me
that
either
party
is
adequately
supporting
our
education
system,
so
voters
are
watching

we're
watching
very
closely.

students

setting

express

dire

so

Funding
affects
every
sector

education
down

basic
fundamentals

having

pencil

paper
for
our
students,
which,
surprisingly
even
those
items
are
scarce.

district,

school
site
alone
this
year

fantastic
teachers
to
different
states
or
another
profession.
The
staffing
losses
include
phenomenal
support
professionals
to
help
run
our
schools.
I
urge
you
to
please
please
fund
our
schools
and
not
only
make
nevada
number
one
in
tourism,
but
number
one
in
education.

lack

Nevada

objectively
failing
education
system
with

largest
class
sizes
in

nation,
when
I
taught
at
vegas
middle
school
back
in
2013
my
largest
class
size
as
a
brand
new
educator
was
38
8th
graders
from
2014
to
2015,
my
largest
was
40.

other
features
in
my
school
had
similar
and
even
larger
class
sizes.
They
say
that
teaching
under
such
circumstances
is
overwhelming
is
an
understatement.
To
say
the
class
size
issue
will
be.
The
death
of
my
teaching
career
is
entirely
accurate
and
I
can
tell
you
from
countless
conversations
that
I
am
not
the
only
educator
feeling
this
dream.
Please
do
not
cut
funds
dedicated
to
class
size
reduction.

not
cut
educator
jobs
when
we
all
know
it's
the
last
thing.
Our
state
needs
instead,
please
do
the
opposite
and
hire
the
