battle
represented

So,
needless
to
say,
I've
been
an
elected
official
in
that
entire
window
of
time
and
those
numbers
just
didn't
line
up
with
what
my
understanding
was.
So
I
went
to
three
different
sources.
I
went
to
the
united
states
department
of
justice,
bureau
of
justice
statistics,
the
fbi,
uniform
crime
reporting
and
to
the
reno
city
itself,
and
between
the
years
2010
and
2020
an
11-year
window.
The
number
of
black
fatalities
involving
an
officer-involved
shooting
was
one
not
15
one.

It
was
very
interesting
and
very
disturbing
because,
as
everybody
in
this
room
understands
in
the
in
the
last
year,
there
has
been
an
aggressive
effort
to
defund
the
police
and
to
make
them
out
to
be
the
bad
guys.
G
So
if
the
whole
movement
is
black
lives
matter,
then
the
best
thing
that
we
could
possibly
do
in
this
nation
is
to
increase
the
funding
for
our
police
forces
instead
of
holding
them
accountable.
Is
that
somehow
they
are
responsible
for
these
murder
rates?
Now
some
have
suggested
to
that.
Well,
the
problem
is
so-called
gun
violence.

I
noticed
every
single
person
in
this
room,
including
those
who
are
very
aggressively
in
favor
of
gun,
control,
walk
past
the
law
enforcement
people
in
this
very
room
who
are
carrying
guns
that
are
highly
lethal.
In
fact,
our
average
legislative
police
has
about
a
hundred
bullets
on
his
semi-automatic
pistol
available.
Yet
there
has
been
one
move
in
this
in
this
chamber
to
disarm
our
own
legislative,
police
and,
logically
so,
because
guns
aren't,
the
problem.

In
spite
of
the
fact
that
guns
are
exceptionally
common
and
very
very
prominent,
every
one
of
our
districts,
so
when
I
look
at
these
statistics,
especially
this
attack
on
the
police,
it
is
not
only
unjustified,
but
it's
actually
harmed
the
very
people
that
the
people
are
spreading.
This
propaganda
claim
to
to
be
trying
to
protect,
which
are
disproportionately
young
black
people
that
are
being
murdered.

You
know
it's
hard
to
prove
that's
aspect
of
it,
but
it's
perfectly
clear
to
prove
that
when
you
look
at
the
statistics
that
the
police
in
the
united
states
have
done
a
phenomenally
good
job
in
protecting
all
american
citizens,
all
lives
matter
and
the
police
should
be
held
up
for
being
the
heroes
that
they
really
are.
And
when
I
see
these
kind
of
so-called
experts
show
up
with
phony
statistics
which
are
totally
100
percent
wrong
and
and
essentially
calling
the
cops,
the
bad
guys,
not
the
criminals,
but
the
cops,
the
bad
guys
it
just
breaks.

My
heart
makes
me
sick
at
heart,
and
I
just
do
not
want
to
see
any
more
of
these
acts
of
injustice
by
this
body.
We
should
be
proud
of
our
police
forces
and
our
law
enforcement
community
and
the
fantastic
job
they
do
in
the
state
of
nevada
and,
in
fact,
across
the
nation.
So,
madam
chair
pardon
me
if
I
feel
a
little
bit
passionate,
but
I
think
when
an
injustice
of
this
type
occurs
in
our
own
chambers
to
the
very
people
that
we
should
be
respecting.

remind
everybody.
Today
is
national
mom
and
pop
business
owners
day.
National
mom
and
pop
business
owners
day
is
observed
on
march
29th,
2021,
mom
and
pop
businesses
is
not
is
a
synonym
for
small
businesses,
mom
and
pop
business
owners
day
celebration
celebrate
small
business
owners.

Therefore,
in
this
case,
this
special
has
been
dedicated
to
a
literal,
mom
and
pop
business,
namely
that
of
parents,
rick
siegel
from
florida,
his
mom
and
pop
started
a
small
hat
shop
which
arose
to
a
million
dollar
business
here
in
the
state
of
nevada.
We
have
several
mom
and
pop
shops,
a
matter
of
fact.

We
have
several
here
in
the
city
of
carson
city
that,
if
they
were
lucky
enough
to
survive
over
the
last
year,
are
trying
to
recuperate
and
to
move
forward,
and
I
just
wanted
to
you
know
remind
everybody
that,
hopefully,
with
the
things
changing
and
the
sort
of
coveted
winds
changing
in
the
favor
of
our
society,
that
we
might
help
out
these
small
businesses.

I
know
that
when
we
began
the
lockdowns
and
the
the
directives
coming
from
the
governor's
office,
it
was
under
the
under
the
basically
under
the
the
direction
of
trying
to
do
two
things.
One.
We
wanted
to
impact
the
health
care
making
sure
we
kept
people
from
the
hospitals
making
sure
we
didn't
inundate
them
with
too
many
cases.

Two.
We
wanted
to
make
sure
that
we
were
protecting
our
front
line
workers,
making
sure
that
they
were
protected,
so
they
could
then
help
those
who
were
coming
in.
I
think,
with
the
gains
that
we've
seen
lately,
meaning
that
we
are
now
offering
the
covid
vaccine
to
anybody
over
the
age
of
15.
So
if
you're,
16
and
older
you
have
access
to,
we've
had
lots
of
time
now
to
receive
both
vaccinations
or
one
vaccination
if
you're
taking
one
particular
type
of
medication.

I
think
it's
about
time
that
we
open
up
our
businesses,
so
that
folks,
who
are
running
these
small
businesses,
can
continue
to
thrive
and
continue
to
contribute
to
our
society,
providing
jobs,
healthcare
and
others
to
the
people
who
really
make
that
state
of
nevada
go
and
so
in
honor
of
them.
Today,
we
wanted
to
make
sure
we
highlighted
the
national
mom
and
pop
business
owners
day.

like
to
take
a
moment
today
to
recognize
one
of
our
colleagues.
Congratulations
to
senator
mo
dennis
for
earning
the
scouts,
bsa
silver
beaver
award
from
scouts
bsa.
Last
week,
senator
dennis
has
participated
in
scouting
for
the
last
51
years.
He
started
as
an
eight-year-old
cub
scout
and
progressed
through
scouting
to
earn
his
arrow
of
light
eagle
scout
rank
youth
and
adult
religious
awards
and
the
district
award
of
merit
as
a
leader
in
scouting.
I
He
has
served
as
explorer
post
advisor
varsity
scout
coach
chartered
organization
representative
scout
committee,
chairman
district
council,
nominating
committees,
urban
emphasis,
outreach
committee
chair
and
is
currently
on
the
las
vegas
area
council
executive
board.
He
has
been
a
faithful
member
and
leader
in
various
capacities
for
the
church
of
jesus
christ,
of
latter-day
saints.
I
His
proudest
achievements
are
his
marriage
to
a
sweetheart
susan
of
37
years.
His
five
children,
all
three
sons
earning
the
eagle
scout
award
and
his
six
grandsons
and
I'm
honored
to
serve
with
him
on
the
executive
board
and
all
that
he
does
for
the
our
students
to
get
them
into
the
scouts
program.

I
wanted
to
take
a
moment
and
acknowledge
that
today
is
nevada.
Today,
in
the
nevada
legislature
is
philanthropy
and
non-profit
day.
I
think
many
of
you
know
that
I've
had
the
luck
to
have
a
wonderful
career
serving
in
many
non-profits,
and
this
is
an
exciting
day
for
me,
because
these
non-profits
do
such
phenomenal
work
in
the
state
of
nevada.

I
would
like
to
recognize
nevada's
leaders
and
organizations
who've
worked
tirelessly
tirelessly
to
meet
the
challenges
this
past
year,
and
I
did
want
to
highlight.
We
talk
a
lot
about
the
environment
and
health
and
human
services
and
the
many
many
issues
education,
the
many
many
issues
that
nonprofits
impact,
but
we
don't
get
the
opportunity
to
talk
about
the
arts
very
often,
and
I
think
in
this
last
year
of
the
pandemic,
the
arts
played
such
a
critical
role.

They
helped
us
to
cope,
connect
to
find
hope
in
dark
times.
Do
you
remember?
Maybe
the
videos
of
italians
singing
to
each
other
from
their
balconies
or
your
favorite
artists,
who
was
performing
from
their
living
room
or
many
many
different
moments
that
we've
experienced
our
own
unr
performing
arts
series?
That
does
events
virtually
collectively.
Our
hard
moments
were
made
variable
through
music
in
the
performing
arts.

So
while
this
may
be
a
risk
of
picking
one
favorite
non-profit,
I
did
just
want
to
give
a
shout
out
today
to
one
nevada,
non-profit
and
that's
notable
musical
therapy
services
in
reno.
Many
of
you
have
had
the
benefit
of
hearing
concerts
from
this
group.
They
help
two
thousand
nevadans
a
year,
cope,
connect
and
thrive
in
rio
area
and
are
now
expanding
into
rurals
via
telehealth.

This
means
that
nevadans
with
disabilities,
mental
health
issues,
addiction
and
neurological
disorders
now
have
access
to
affordable,
music
and
music
therapy
services,
no
matter
where
they
live.
So
with
that,
I
know,
we've
all
felt
a
heightened
anxiety
over
the
past
year.
If
you
can
imagine
what
our
vulnerable
populations
have
felt.

I
just
wanted
to
take
a
moment
to
note
on
nonprofit
and
philanthropy
day
to
thank
all
of
the
arts
organizations,
the
nonprofit
organizations
who
coped
through
a
very
challenging
year
and,
more
importantly,
helped
us
all
cope
happy,
non-profit
and
philanthropy
day,
big
shout
out
to
notable
music
therapy
and
all
of
the
non-profit
arts
organizations.

blessed
with
many
people
and
we
still
have
lingering
problems
with
the
veterans
and
their
health,
and
today
we
heard
the
statistic
that
70
of
the
veterans
that
are
in
need
and
being
treated
as
clients
with
dental
care
are
from
the
vietnam
war
era.
So
this
is
a
time
where
we
can
in
a
bipartisan
way
appreciate
those
who
served
in
the
vietnam
war
era.

to
note

nonprofit
and
philanthropy
day
at
the
legislature.

course,
last
year

non-profit,
philanthropy
and
government
sectors
came
together
to
support
each
other
and
nevada's
individuals,
children
and
families
during
the
covid
pandemic.

of
course,
grateful
for
all
of
their
hard
work

dedication
to
each
and
every
nevadan
throughout
the
state
and
excited
to
celebrate
that
day
with
them
today,
and
they
do
have
a
noon
briefing
with
non-profit
leadership
in
focus,
strengthening
the
safety
net
and
so
in
southern
nevada.

hopefully
many
of
us
will
have
an
opportunity
to
join
them
today,
as
we
not
only
congratulate
and
thank
them
for
all
of
their
hard
work
during
the
last
year,
but
also
in
commemoration
of
nonprofit
and
philanthropy
day,

that.
