Madam

revises
the
eligibility

by
the
governor's
office
of
economic
development
and
changes.
The
administration
of
the
workforce,
innovations

I
Specifically,
the
bill
requires
any
program
of
workforce
development
that
may
be
approved
by
goed
to
result
in
a
post-secondary
or
industry
credit
recognized
credential
or

that
meets

industry
standard.
It
requires

and
review
federal
worker
adjustment
and
retraining
notification
act,
notices
to
ensure
that
businesses
participating
in

certain
criteria.
I
It
additionally
establishes
criteria
for
the
purposes
of
providing
a
priority
to
certain
programs
of
workforce
development
and
requires
the
board
of
economic
development
to
define
the
construct
for
the
priority.
Given
the
programs
providing
high
skill
and
high
wage
jobs,
it
clarifies
the
type
of
expenses
that
may
be
incurred
by
an
authorized
provider
of
a
workforce
development
program.
And
finally,
the
bill
requires
any
money
in
the
win
account
at
the
end
of
the
fiscal
year
to
remain
in
the

and
be
carried

hipps's
health
professions,
shortage
areas
where
we
are
trying
to
get
people
to
go
in
to
have
a
enterprise
of
a
doctor's
office.
This
affects
a
quote
group
practice
of
two
or
more
physicians
who
do
an
additional
service.
The
service
could
be
an
x-ray
machine,
an
ekg
ultrasound
techniques
and
have
the
opportunity
to
grow.
So
I
think
this
has
a
stifling
chilling
effect
on
the
growth
in
the
very
places
where
we
want
to
have
growth,
and
I
will
be
opposed
to
this
particular
bill.
K
Hey,
madam
president,
I
share
my
colleague
from
district
12's
concerns
and
I'm
particularly
concerned
about
section
22.5.
K
This
bill
will
discourage
those
innovative
businesses
from
coming
because
they
can't
protect
their
intellectual
property,
that's
important
to
particularly
in
in
growing
industries
where
innovation
is
required,
because
it
allows
them
to
protect
the
intellectual
property
by
preventing
people
from
coming
in
learning
what
it
is
and
then
taking
it
to
their
competitor.
So
I
just
cannot
support
the
bill
as
it's
written.
We
we
don't
need
to
pass
section
22.5
to
make
this
bill
work
for
its
intended
purposes.
That's
an
unnecessary
addition,
and
I
just
can't
support
it.
Thank
you.
A
B
A
B
O
O
P
A
B
A
All
right
are
there
any
amendments
to
the
bill
as
a
whole
learned.
F
Thank
you,
president
assembly
bill
59
prohibits
the
sale,
distribution
or
offering
of
sale
of
cigarettes,
cigarette
paper
or
other
tobacco
products
to
a
person
under
21
years
of
age.
The
bill
eliminates
the
authorization
for
a
person
who
sells
tobacco
products
through
an
electronic
network
to
require
a
customer
to
create
an
online
account,
thereby
requiring
such
sellers
to
use
an
independent
third
party
age
verification
system
to
establish
the
age
of
a
customer
for
each
transaction
to
the
extent
possible.
F
The
attorney
general
must
arrange
for
an
inspection
of
each
location
that
sells
tobacco
products
to
be
conducted
at
least
once
every
three
years.
The
bill
also
repeals
the
statutory
provision,
creating
criminal
penalties
for
certain
violations
relating
to
the
sale
of
tobacco
products
and
instead
provides
that
a
violation
may
result
in
a
civil
penalty
and
the
suspension
or
revocation
of
that
person's
business
license.
Such
a
violation
also
constitutes
a
deceptive
trade
practice.
Finally,
the
bill
revises
certain
definitions
relating
to
the
regulation
and
taxation
of
tobacco
products
and
makes
various
other
conforming
changes.
O
Thank
you,
madam
president.
I
I'm
voting
no
on
this
one.
The
reason
is,
I
think
it's
ridiculous
that
20
year
olds
19
year
olds,
18
year
olds,
who
can
get
married,
who
can
vote?
Who
can
do
join
the
military,
but
they
can't
decide
whether
or
not
they
want
to
chew
tobacco
or
smoke
cigarettes,
I'm
totally
opposed
to
tobacco
use.
I
honestly
have
never
done
it
myself,
but
I
think
we've
got
to
get
a
little
more
consistent
in
these
things.
O
We
still
have
the
right,
in
some
cases
to
behave
stupidly
and
I
think
we're
being
big
brother
with
this,
and
I
would
think
that
when
you're
reached
that
age,
if
we
are
going
to
allow
them
to
do
all
the
things
I've
listed
and
that's
a
short
list
by
the
way,
they
should
certainly
have
the
right
to
determine
whether
or
not
they
want
to
use
tobacco
products.
So
I'm
voting
no
just
symbolically.
O
I
guess
because
I
realize
everybody
thinks
it's
some
terrible
thing
and
I
agree,
but
again
we
need
to
be
a
little
more
consistent
on
how
we
behave
towards
people
that
are
adults
in
so
many
other
respects.
Thank
you,
madam
president,.
K
Thank
you,
madam
president.
I
actually
pose
this
bill
in
a
different
point
for
my
colleague.
I
understand
his
reasoning,
I'm
actually,
okay
with
the
t21
concept
of
tobacco
21.
I
object
to
section
six,
which
actually
creates
a
thousand
dollar
civil
penalty
per
violation
in
discussion,
the
committee.
It
came
to
a
situation
where
you
have
a
store
clerk
and
it's
his
last
day
he's
a
disgruntled
employee
and
he
decides
to
sell
to
a
bunch
of
aged
kids.
K
Is
that
one
violation
for
the
evening
the
whole
set
if
he
sells
like
20
people
or
is
it
20
violations,
and
I
find
it
problematic
that
a
small
mom-and-pop
little
store
could
also
have
20
000
in
violations
because
of
the
basically
criminal
actions
of
one
individual
and
therefore
I
oppose
that
bill.
Based
on
that
section,
thank
you.
P
Thank
you,
madam
president.
I
guess
guinness
should
probably
record
this
moment,
because
I
am
one
of
the
reasons
that
I
am
having
difficulty
with.
This
is
because
I
know
that
for
service
members,
especially
those
who
are
going
overseas
and
reaching
you
from
the
cdc,
if
you're
a
service,
member
or
military,
veteran,
you're
more
likely
to
use
tobacco
products
than
civilians,
cigarette
smoking
is
more
common
among
service
members
who
have
been
deployed
overseas,
and
so
I
know,
as
a
former
company
commander,
I
know
many
times
they
may
start
when
they
get
into
the
military.
P
So
the
military
id
piece,
I
think,
is
something
that
we
should
consider
at
the
federal
level,
and
I
also
think
that
there
should
be
something
in
federal
law
that
exempts
stores
and
other
commercial
outlets
on
military
bases
from
this.
So
I'm
not
real
sure
which
way
I'm
going
to
vote,
but
I
know
that
at
18,
if
you
can,
you
can
be
ordered
to
go
into
war
and
get
killed.
P
A
Oh
well,
here
we
go
further
remarks.
Senator
danyante.
N
F
Thank
you
president.
Thank
you
for
the
second.
I
just
in
reply
to
one
of
the
comments.
The
other
senators
made.
The
penalties
here
in
assembly
bill
59
would
be
on
someone
who
who
offers
or
to
sell
to
that
18,
19
or
20
year
old,
not
on
the
18,
19
or
20
years.
I
just
want
to
make
sure
that
that's
clear
in
the
bill.
C
C
I
still
think
that
the
arguments
made
by
my
colleagues
hold
a
lot
of
merit
and-
and
we
are
completely
inconsistent
in
how
we
treat
humans
as
adults
in
this
country,.
G
Thank
you,
madam
president.
I
think
my
colleague
from
district
three
probably
said
it
better
than
I
could,
but
I
did
just
want
to
clarify
that
this
does
bring
us
into
compliance
with
federal
law,
and
so
our
law
would
then
match
the
federal
statute,
which
has
some
other
implications
for
our
law
enforcement
officers
and
for
our
health
inspectors
and
for
other
regulations
within
the
state.
G
So
I
think
that
is
an
important
factor
to
consider
and
that's
why
I
will
be
supporting
the
bill,
though
I
do
share
some
of
the
perplexion
regarding
the
different
ages
for
different
rules
that
we
implement.
A
B
D
Thank
you.

N
Icky
man,
president
assembly
bill
171,
declares
that
it
is
a
policy
of
the
state
of
nevada
to
protect
the
spring
valley
population
of
rocky
mountain
junipers,
known
as
swamp
leaders
that
occur
within
the
basawabi
traditional
cultural
property
in
waipan
county.
This
bill
makes
it
unlawful
for
any
swamp
seeder
within
the
property
to
willfully
or
negligently
be
cut,
destroyed,
mutilated
or
removed
without
first
obtaining
a
special
permit
from

This
bill
also
revises
the
existing

for

natives
to

who
gather
flora
for
certain
reasons
to
remove
the
requirement
that
such
indians

N
Madam
president,
the
only
other
comment
that
I'd
like
to
make
mention
about
this
is
lies
within
the
recognition
of
the
trauma
shared
by
the
tribal
members
who
reside
in
these
areas
and
of
course,
we
cannot
deny
the
massacres
that
have
occurred
on
this
line
and
it's
important
for
us
to
stand
in
solidarity
with
the
voices
that
have
been
left
behind
or
forgotten,
and
I
think
we
can
make
that
first
step
by
protecting
the
swamp
cedars
and
that
I
urge
everyone's
support.
Thank
you.
J
Thank
you,
madam
president,
and
I
guess
we're
not
supposed
to
rise,
but
I
in
opposition
to
171
my
concerns
are:
there's
been
no
formal
process
for
withdrawing
these
lands.
These
are
multiple
use
lands
administered
by
the
department
of
interior
and
the
forest
service,
and
what
we're
doing
here
is
telling
the
state
forester
fire
marshal
to
impose
restrictions

Additionally,
these
those
persons
or
a
person
employed
by
a
private
employment
agency
licensed
by
the
labor
commissioner
may
perform
for
a
contractor
work
that
does
not
require
a
contractor's
license.
The
measure
revises
a
list
of
acts
that
constitute
cause
for
disciplinary
action
against
the
licensee
of
the
state.
Contractor's
board
to
include
entering
into
agreement
with
a
natural
person
who
is
not
employee
of
a
licensed
contractor
are
not
licensed

a

for
the
license

any
work
that
requires
a
contractor's
license.
L
In
addition,
interdisciplinary
action
or
other
action
that
may
be
taken
against
the
licensed
contractor,
such
as
an
agreement
void
and
unforeseeable.

passage

the

adopting
any
regulations
and
performing
other
predatory
administrative
tasks
and,
on
october,

for
all
other
purposes.
K
Some
have
suggested
private
employment
agencies
simply
recruit
the
laborer
and
then
turn
them
over
to
the
contractor.
Those
are
people
who
clearly
have
no
idea
how
business
works.
Even
labor
unions
force
their
workers
to
pay
high
union
dues
to
the
union
to
cover
the
cost
of
finding
them
work,
but
the
private
employment
agencies
can't
do
that.
What
business
would
spend
the
time
and
money
to
recruit
a
worker
only
to
give
them
away?
K
It's
ludicrous.
Let's
be
clear.
This
is
a
bill
that
will
unnecessarily
destroy
an
industry
that
has
been
in
place
for
half
a
century
and
has
been
a
standard
practice
in
the
highly
regulated
construction
marketplace
for
more
than
30
years.
One
recent
case
legacy
specialties
versus
the
nevada
state.
Contractor's
board
is
the
first
and
only
case
upon
which
the
proponents
of
this
bill
rely,
but
in
reality
the
legacy
case
did
not
deal
with
licensed
private
employment
agencies
at
all.
K
It
dealt
with
an
outfit
out
of
texas
that
provided
laborers,
who
didn't
get
paid
but
who
legacy
specialties
made
whole
as
soon
as
they
found
out.
The
workers
were
shorted.
They
did
everything
they
should
have
done,
except
for
making
sure
they
were
working
with
a
licensed
private
employment
agency,
though
that's
not
currently
required
of
any
contractor
in
nevada.
K
They
claimed
to
have
had
several
cases
where
they
had
to
go
after
a
licensed
private
employment
agency
for
some
kind
of
problem,
though
they
did
not
specify
whether
those
were
for
payment
issues
or
for
the
quality
of
construction,
which
falls
solely
to
the
contractor
for
whom
that
temporary
laborer
worked.
We
asked
for
a
list
of
cases
supporting
that
testimony.
K
It
turned
out
that
the
contractor's
board's
representations
were
false.
They
provided
us
with
a
list
of
six
cases,
only
one
of
which
dealt
with
a
licensed
private
employment
agency
at
all
the
single
case.
They
cited
that
dealt
with
a
licensed
private
employment
agency,
american
fire
and
electric
actually
contracted
the
board's
present
position.
K
In
that
case,
the
administrative
law
judge
paid
by
the
board,
but
acting
independently,
found
that
there
was
no
industry
problem
at
all.
That
judge
noted
that
the
wage
earning
employees
leased
from
properly
registered
leasing
companies
by
licensed
contractors
are
in
fact
the
regular
full-time
employees
of
the
licensed
contractor.
K
The
employees
are
not
or
the
employees
are
under
the
supervision
and
control
of
the
license
contractor
and
and
that
alj
did
not
see
how
the
employee
leasing
model
presented
in
the
case
conflicts
with
the
legislature's
mandate
that
the
provisions
of
chapter
624
are
intended
to
promote
public
confidence
and
trust
in
the
competence
and
integrity
of
licensees
and
protect
the
health,
safety
and
welfare
of
the
public.
Thus,
the
contractor's
board
deliberately
misled
this
body
and
went
after
an
industry
that
has
served
small
contractors
well
for
more
than
30
years.
K
We
had
one
representative
of
this
community,
a
black
veteran
testify
in
person
that
passage
of
this
bill
would
put
his
family
in
jeopardy,
and
if
we
had
one
who
was
determined
enough
to
get
into
the
building
to
testify,
you
can
bet
there
are
thousands
more
who
would
have
who
would
have
had
they
been
able
to
do
so.
This
body
has
a
bad
habit
of
harming
the
very
communities
we
seek
to
help
because
we
don't
understand
the
realities
of
the
industries
and
rely
on
bad
information
from
the
outside.
K
Are
we
going
to
do
it
yet
again?
Are
we
going
to
vote
to
pass
this
measure
now
that
we
know
the
contractor's
board
wasn't
giving
us
good
information?
I
sure
hope
not.
I
urge
my
colleagues
to
vote
this
measure
down
and
keep
our
workers
and
small
big
small
contractors
working.
Thank
you,
madam
president,.
A

Assembly
bill
257
requires
the
board
of
trustees
of
a

and
the
governing

of
a
charter

to

the

of

the
ventilation,
air
filtration
systems
of
a

and
ensure
that
systems
are
performing
adequately
and
efficiently.
The
bill
also
sets
forth
requirements
for
certain
personnel
to
access
and
perform
updates
to
systems
rates
and
monitors
in
school
for
filtration
ventilation,
heating,
air

and
carbon

The

2023.
Q
Thank
you,
madam
president.
I
know
that
the
intent
of
the
bill
is
is
worthy.
We
all
want
to
have
clean
air
in
the
schools.
Q
However,
I
think
that
it's
over
prescriptive,
the
bill
is
asking
that
everything
be
repaired
in
a
certain
way,
certain
method,
whereas
I'd
rather
put
the
the
concern
on
the
shoulders
of
the
school
districts
who
have
come
back
and
said
that
they'd
like
to
be
able
to
fix,
said
hvac
units
or
heating
units,
but
still
be
able
to
do
it
in
in
such
a
way
that
they
can
still
put
more
money
back
into
the
classroom,
fix
them
to
certain
standards
that
get
them
working
and
doing
what
they're
supposed
to
be
doing,
but
then
take
that
the
money
and
be
able
to
figure
out
where
the
money
should
go
in
their
school
districts,
and
so
for
that
reason,
I'm
going
to
oppose
the
bill.
K
Thank
you.
Madam
president.
I
agree
with
my
colleague
before
me
in
opposition
to
this
bill.
I
was
on
a
keep
improving
dallas
county
school
system
and
talking
with
all
the
maintenance
people
there.
It's
always
a
simple
situation
with
hvac
system.
You
know
how
often
does
it
fail
currently
puts
it
in
the
line
to
be
replaced
or
its
age
or
even
its
efficiency.
K
So
they
understand
that,
but
it
seems
improper
to
micromanage
them
in
that
respect
and
just
allow
them
to
do
what
they're
doing
at
this
point
in
time
and
make
those
decisions
based
on
individual
school
by
school
hvac
system
by
hvac
system,
rather
than
having
them
forcing
them
to
prepare
a
plan
county-wide.
Thank
you.
K
K
This
is
unnecessary
to
the
extent
that
they
already
do
that,
and
ultimately,
this
just
forces
the
school
districts
to
put
dollars
for
infrastructure
and,
and
things
are
already
doing
ahead
of
the
money
for
the
classrooms.
I
think
that
we've
got
our
priorities
backwards.
We
ought
to
put
kids
first.
Thank
you,
madam
president,.
A
Thank
you
senator.
L
Lange,
thank
you,
madam
president.
I
think
this
bill
is
really
important,
because
it's
talking
about
people's
health
and,
if
you're,
in
a
building
that
has
bad
ventilation
and
it's
not
being
fixed.
That's
a
problem,
and
we
heard
in
committee
from
a
teacher
who
told
us
about
how
it
rained
and
the
ceiling
fell
in
affordable
and
the
school
district
came
to
fix
it
and
the
way
they
fixed.
L
I
had
school
districts
tell
me
that
there
wasn't
a
problem
in
their
district,
yet
their
teachers
told
me
there
was.
I
think
this
oversight
is
important
and
these
are
people,
kids,
lives
and
teachers
lives
and
support
staff's
lives,
and
we
need
to
take
that
seriously.
I
urge
you
to
support
this
bill.

concerned
that
some
of
the

may

be
worth
the
squeeze
when
it
comes
to
these
types
of
investments,
and
a
successful
strategy
in
the
short
term
could
lead
to
something
that
is
detrimental
to
the
state's
finances
in
the
long

in
deference
to
a
more
conservative

I'll
