H
Thanks,
mr
president,
pro
tem
I'm
voting
for
this.
The
only
thing
that
concerns
me
is
we
are.
We
have
some
some
historical
things
that,
frankly,
just
aren't
accurate
in
this
thing,
so
I
just
want
to
get
on
the
record
that
some
of
the
there
was
absolutely
no
question
of
massacre
in
1863
and
it's
a
legitimate
historical
site
for
that
alone.
But
then
they
mentioned
a
massacre
in
1859,
and
one
in
1897
that
are
are.
If
we
want
to
look
at
them.
H
As
you
know,
historical
legends,
fine,
but
the
fact
that
it's
a
law
that
we're
asking
congress
to
to
essentially
set
aside
an
area
on
on
massacres
that,
frankly,
I
don't
believe
occurred.
I
just
want
to
get
that
on
the
record.
I
am
supporting
it.
I
think
we
should
set
aside
some
of
that
area
as
a
special
spot
for
the
goshid
indians
and
the
shoshone
indians.
So
I
do
support
it,
but
I
just
want
to
get
that
on
the
record,
because
there
are
some
historical
anomalies
in
the
bill
that
have
that
are
that
are
questionable.

The
vote
on
senate
resolution
or
assembly
joint
resolution
four
is
21
years:
zero
names
having
the
joint
resolution
having
received
the
constitutional
majorities,
declared,
passed
and
ordered
to
the
assembly.
I
Thank
you,
mr
president,
pro
temp
assembly
joint
resolution,
10
of
the
eighth
session,
proposes
to
amend
the
nevada
constitution
to
set
the
minimum
wage
at
12
per
hour,
12
dollars
per
hour,
beginning
july
1
2024,
regardless
of
whether
the
employer
provides
health
benefits
to
employees.
The
resolution
proposes
to
remove
the
annual
adjustment
to
the
minimum
wage
and
instead
provides
that
if
any
time
the
federal
minimum
wage
is
greater
than
12
hour
work,
the
state
minimum
wage
is
increased
to
the
amount
established
for
the
federal
minimum
wage.
I
Finally,
this
resolution
proposes
to
allow
the
legislature
to
establish
a
minimum
wage
greater
than
the
hourly
rate
set
forth
in
the
constitution.
The
effective
date
resolution
was
approved
in
the
80th
session
of
the
legislation
2019.,
if
approved,
identical
form
in
identical
form
during
2021
legislative
session.
I
The
proposal
will
be
submitted
to
the
voters
for
final
approval
or
disapproval
at
the
2022
general
election,
and
might
I
add,
mr
president,
pro
tempore
one
of
the
good
things
I
think
about
our
constitution
is
we
can
we
can
decide
here
what
we
want
to
in
terms
of
resolutions
or
issues,
but
this?
What
this
resolution
actually
does
is
it
puts
it
really
into
the
hands
of
the
people
and
if
the
people
approve
it,
then
we'll
abide
by
it.
So
that's
all
thank
you.
J
Thank
you,
president
pro
tempore.
What's
interesting
about
this
resolution
that
goes
before
the
people
is
it
actually
takes
away?
The
dollar
increase
that
currently
exists
now,
because
currently
under
nevada
law
under
the
constitution
will
automatically
be
one
dollar
above
the
federal
minimum
wage.
This
bill
is
actually
a
reduction
in
that.
So,
if
the
minimum
wage
goes
up
at
the
federal
government
will
no
longer
be
a
dollar
ahead,
so
it's
actually
a
reduction
of
the
minimum
wage.
J
The
other
question
that
comes
about
we
established
many
years
ago
that
the
constitution
just
simply
creates
a
floor
that
we
as
a
legislative
body.
If
we
truly
believe
in
raising
the
minimum
wage,
we
have
the
ability
to
do
that
right
now,
rather
than
punting
it
to
the
voters.
Therefore,
I
oppose
hr10.
Thank
you.

Thank
you,
mr

president
pro

I
generally
vote
in
favor
of
any
bill
that
would
improve
the
ability
for
parents
to
collect,
do
child
support,
but
this
goes
a
little
bit
too
far.
It
allows
the
da's
office
to
issue
orders,
which
is
the
sole
province
of
the
judiciary
or
a
judicial
officer,
and
so
I
simply
cannot
support
the
bill.
I
think
that's
inappropriate.

Mr
president,
assembly
bill
34
revises
various
provisions
governing
the
control
of
pests,
noxious,
weeds
and
pesticides.
Specifically,
the
bill
authorizes
the
director
of
the
state
department
of
agriculture
to
adopt
regulations
that
establish
and
administer
a
program
to

certain

exempts
a

from
the
requirement

the
department

state

revises

and
revises
provisions
governing
the
certification
of

pesticide
applications.
It
defines
the
term
control
as
it
applies
to
noxious
weeds
and
makes
various
other
changes
concerning
certification
and
regulation
of
pesticide
applicators.
J
Thank
you,
mr
president,
for
temporary,
within
this
bill
on
section
1.5
in
section
2,
it
actually
indicates
that
we
will
defer
to
the
north
american
invasive
species,
species
discussion
and
within
douglas
county,
and
some
of
the
counties
I
represent.
There's
been
discussion
of
that
in
the
past.
By
doing
that,
you'll
then
get
into
everything
from
goat
heads
to
other
species
that
are
more
nuisances,
not
really
noxious
weeds
and
within
dulles
county.
J
What
this
has
led
is
there's
a
lot
of
businesses
that
are
actually
applying
to
the
wheat
free
program
that
decided
to
no
longer
participate
to
no
longer
worry
about
spraying
their
weeds
because
it
became
too
onerous
having
to
actually
go
out
and
spray
all
the
goat
heads
on
your
property
versus
actually
the
noxious
weeds.
So
that
creates
a
huge
concern,
also
within
section
8.
J
It
states
that
even
conservation
districts
will
then
have
to
be
licensed
to
spray
weeds
and
again
in
douglas
county
last
year
alone,
they
spent
over
seventy
five
thousand
dollars
through
the
conservation
district
to
spray
noxious
weeds.
If
you
make
that
requirement
that
they
have
to
be
licensed,
they
will
not
be,
and
you
will
see
a
proliferation
of
noxious
weeds
within
that
area
within
the
carson
river,
which
then
spreads
to
the
other
counties
I
represent.

Assembly

expands
the

F
The
measure
number
one
removes
the
weight
requirement
for
children
under
six
years
of
age
requiring
child
restraints.
Number
two
requires
that
a
child,
less
than
57
inches
tall,
be
secured
in
a
child
restraint
system
and
three
requires
that
a
child
less
than
two
years
of
age
generally
be
secured
in
a
rear-facing
child
restraint
system
in
the
back
seat
of

F
Children
less
than
two
years
of
age
must
be
secured
in
a
rear-facing
child
restraint
system
in
the
backseat
of
the

unless
any
airbag
on
the
passenger
side

deactivated
and
special

or
the

is

N
A
N
You,
mr
speaker,
pro
tem
yeah.
I
rise
in
opposition
to
the
bill.
I
understand
the
the
intent
of
the
bill,
the
sponsor
done
a
good
job,
there's
one
half
of
the
bill
that
talks
of
making
sure
that
children
are
57
inches
tall,
which
actually
corresponds
to
the
the
manufacturing
of
the
particular
vehicles
and
how
they,
the
seat
belt,
will
cross
across
you
know
across
their
chest,
and
that
makes
sense
the
other
part
of
the
bill.
N
However,
designates
you
know
the
age
of
a
person,
who's
asked
to
sit
in
a
car
seat,
rear-facing
car
seat.
It
just
seems
like
it's
an
arbitrary
number.
Several
children
who
are
a
year
of
age
are
tall
enough.
Their
knees
are
in
their
their
chins
and
it
just
seems
like
a
parent
should
be
able
to
make
a
a
decision
based
on
the
size
of
that
particular
child,
and
for
that
reason
I'm
just
going
to
say
no
to
the
bill.

H
Thanks,
mr
president,
pro
tem,
I
just
want
to
kind
of
throw
out
there
that
the
cdc
did
have
changes
in
mass
policies.
I
noticed
we're
going
to
be
last
two
weeks
of
session.
We're
going
to
be
opening
things
up.
I
don't
know
who
actually
makes
the
call
as
to
determining
whether
or
not
we
still
need
to
wear
masks.
Far.
H
As
I
know,
everybody
in
this
room
is
now
vaccinated
for
those
that
are
not,
they
should
certainly
have
the
opportunity
voluntarily
to
continue
to
wear
masks
if
they're
worried
about
it,
but
it
seems
as
the
since
we're
the
leaders
of
the
state
of
nevada
that
we
should
set
a
example
by
now
taking
away
some
of
the
fear
that
we
no
longer
need
to
have.
You
know,
I've
got
these
little
red
vaccinated
buttons
that
I
bought,
that
I've
been
sharing
with
everybody
and
wearing
on
my
lapel.
H
For
anybody
that's
worried.
They
can
know
that
I'm
vaccinated.
I
know
for
a
fact
that
the
staff
is
very
frustrated
with
continuing
to
have
the
mask
policy
being
mandatory,
so
I
would
like
to
encourage
whoever
in
the
heck
it
is
around
here.
That's
making
these
decisions
to
say
why
don't
we
who
are
vaccinated
especially
have
the
mask
shift
to
an
optional
position,
as
the
cdc
guidelines
clearly
recommend.
So
I
would
like
to
encourage
my
colleagues
whoever
it
is
that
get
to
make
these
calls
to.
H
Let's
let
our
staff,
the
last
two
weeks
of
the
session
act
like
grown-ups,
who
should
be
treated
like
such
and,
if
they've
been
vaccinated,
that
they
don't
have
to
wear
their
mask
anymore,
like
a
bunch
of
kids
in
kindergarten
being
ordered
around
by
their
teachers.
Thank
you,
mr
speaker.
Pro
tem
excuse
me,
president
pro
tem.
A
Thank
you.
Anyone
else,
senator
scheible.
F
I
just
wanted
to
let
everybody
know
that
senator
judiciary
did
not
start
at
1
pm.
We
will
be
starting
at
2
30
p.m.
So
I
will
see
you
in
our
committee
room
or
on
zoom
at
2
30.
E
Thank
you,
mr
president,
pro
tem,
I
just
in
the
spirit
of
public
health
and
and
just
understanding
where
we
are
in
the
course
of
the
pandemic.
I
did
want
to
just
say
one
thing:
I
don't
want
to
wear
this
mask
anymore.
I'm
tired
of
this
mask
my
complexion's
awful
I'm
a
woman
of
a
certain
age
and
it's
annoying
as
heck
to
be
wearing
this
at
many
many
times
during
the
day.
E
It
is
of
high
pressure
work
to
get
done,
and
I
think
that
for
me
anything
that
we
can
do
to
continue
to
make
our
employees
feel
comfortable
in
this
space
is
important.
So,
for
me,
it's
not
necessarily
about
the
science
it
is
about.
Are
we
taking
the
highest
level
of
precaution
as
an
employer
for
our
employees,
so
I
just
felt
it
was
important
to
say
that.
A
Thank
you.
Anyone
else
wishing
to
give
remarks
for
the
senate
committee
on
education,
we'll
start
at
2
15.
K
C
You,
mr
president,
pro
tempore-
I
did
want
to
take
a
moment
just
to
acknowledge
and
to
wish
my
colleague
from
senate
district
12
a
very
happy
happiest
of
birthdays.
So,
if
you
all
join
me
in
wishing
our
friend
a
happy
birthday
today,
I
think
that
would
be
appropriate.
