Thank

madam
president,
assembly
joint
resolution
3
urges
president
joseph
r
biden,
jr
and
the
congress
of
the
united
states
to
support
a
long-term
goal
of
protecting
50
of
the
planet
in.
Oh,
I
think
there
is
a
typo
30
of
the
planet,
inland
waters
and
oceans
and
urges
state
and
local
agencies
in
nevada
to
work
cooperatively
with
the
federal
agencies
and
tribal
governments
to
protect
30
of
the
lands
and
waters
in
the
state
by
2030.
F
F
It's
just
wrong.
You
know
I
was
thinking
about
this.
We
have
entire
generations
of
young
people,
okay,
I'm
60
years
old.
There
are
people
in
this
room
that
are
half
my
age
or
less.
We
live
in
the
best
time
in
the
world's
history.
Any
reasonable
thing.
You
look
at
food,
shelter,
clothing,
energy,
transportation,
medicine,
communications,
health,
longevity,
infant
mortality,
poverty,
wealth.
We
live
in
the
greatest
time
in
the
history
of
the
planet,
better
than
the
romans,
the
greeks,
the
egyptians,
the
chinese
yeah.
F
I've
been
watching
this
issue
for
decades.
You
know
I
got
a
book
right
here
in
my
hand,
30
million
copies
of
this
sold
in
1968
the
population
bombed
by
paul
ehrlich,
a
scientist
from
stanford.
No
less
here
was
his
prediction:
1968
the
battle
to
feed
all
of
humanity
is
over
in
the
1970s,
the
world
will
undergo
famines,
hundreds
of
million
people
or
hundreds
of
millions
of
people
are
going
to
starve
to
death,
in
spite
of
any
crash
programs
we're
doing
now.
F
Ecosystem
collapse
is
what
they've
been
talking
about
forever
and
guess
what
it
never
happened.
Everybody
in
this
room,
who's
old
enough
to
remember
the
70s-
remember
that
we
didn't
have
any
famine.
In
fact,
we
all
got
overweight.
The
whole
world
is
doing
better.
There
are
seven
million
people
on
the
planet
now
and
yet
they're
still
preaching
this
economic
ecosystem
collapse
nonsense.
F
Just
in
the
last
50
years,
they
predicted
mass
starvation,
global
cooling,
acid
rain,
nuclear
winter,
mercury
and
fish
peak
oil
running
out
by
2000,
running
out
of
common
metals,
rainforest,
disappearing
pesticide
poisoning
and
recently
wildfires
polar
bears,
hurricanes,
fracking
acidity
of
the
oceans
disappearance
of
the
coral
reefs,
droughts,
glaciers,
melting
hurricanes,
melting
ice
caps,
tornadoes,
desertification,
rising
sea
levels.
I
mean
and
guess
what
in
every
single
one
of
those
I
just
mentioned,
they've
been
not
only
wrong
but
horribly
wrong.
F
I've
got
in
my
hand
an
inconvenient
truth
by
former
vice
president
al
gore,
and
you
can
read
it.
This
is
only
14
years
old.
Every
single
prediction
in
it
has
been
wrong
so
for
all
the
young
people
out
there
and
the
young
senators
here.
I
would
urge
you
to
step
back
and
look
at
the
long
term
success
of
these
pro
procrastinators
of
doom,
frankly
they're
these
apocalyptic
things
that
we're
all
going
to
die
and
that's
what
this
is
based
on
by
2050.
F
F
E
Thank
you,
madam
president.
I
just
wanted
to
clarify
for
the
record.
I
just
want
to
clarify
for
the
record
really
quick.
I
misread
this.
It's
to
support
a
long-term
goal
of
protecting
50
of
the
planet,
inland
waters
and
oceans,
and
then
the
other
part
is
to
protect
30
of
the
lands
and
waters
by
this
in
the
state
by
2030.
Just
want
to
make
sure
that
the
record
reflects
that.

in

I

it
basically
narrows
the

in
that
respect,
makes
it
weak
and
makes
less
transparent.
In
that
respect,
I
oppose
it.

N
F
Thank
you.
Madam
president,
I
am
in
opposition
to
assembly
bill
286.
This
is
the
so-called
ghost
gun
bill.
During
the
hearing,
I
requested
data
on
how
many
crimes
were
actually
committed
or
have
been
committed
in
nevada,
with
this
type
of
a
weapon
haven't
got
that
to
this
date.
After
talking
to
law
enforcement,
apparently
it's
almost
non-existent.
F
Testimony
also
in
committee
recognize
that
approximately
90
percent
of
the
people
that
are
that
have
been
convicted
of
gun
crimes
got
those
guns
on
the
black
market.
There's
an
extensive
black
market
that
exists,
so
the
idea
that
serial
numbers
somehow
help
reduce
crime
just
doesn't
add
up.
F
F
It's
interesting
too,
that
there's
been
a
surge
in
gun
sales,
united
states,
the
last
few
years,
disproportionately
being
purchased
by
women,
people
of
color
and
the
lgbt
community,
especially
in
areas
where
the
police
protections
have
been
compromised,
so
we're
actually-
and
these
are
inexpensive
compared
to
standard
handguns
about
500.
These
kits
can
go
around
300
so
for
people
that
are
financially
limited
means.
F
This
is
an
opportunity
for
them
to
be
able
to
do
some
some
level
of
self-protection
and,
last
but
not
least,
in
the
absence
of
any
significant
evidence
that
these
are
actually
being
used
in
crimes,
we
should
err
on
the
side
of
caution.
This
is
a
second
amendment
issue
that
is
an
individual
liberty,
a
right
that
we
have
in
our
bill
of
rights
and
therefore,
in
the
absence
of
any
evidence
of
criminal
activity
using
these,
I
would
urge
my
colleagues
to
vote
no
on
assembly
bill
286..

the

They're,
none
section

this
act

O
Thank
you,
president
assembly
bill
296
establishes
a
civil
cause
of
action
against
a
person
who
disseminates
personal,
identifying
information
or
sensitive
information
of
another
person
without
the
consent
of
that
person.
Knowing
that
the
person
could
be
identified,
the
act
of
disseminating
such
information
is
commonly
referred
to
as
doxing
a
person
is
found
liable
for
doxing.
O
If
the
dissemination
of
information
would
cause
a
reasonable
person
to
fear
the
death,
bodily
injury
or
stalking
of
himself
or
herself
or
a
close
relation
or
causes
the
death
bodily
injury,
stalking
or
mental
anguish
of
the
person
whose
information
was
disseminated
or
a
close
relation
to
that
person.
If
the
person
is
found
liable,
the
person
whose
information
was
disseminated
may
recover
damages
reasonable
attorneys
fees
and
costs.
O
Under
certain
circumstances,
a
court
may
also
issue
a
temporary
restraining
order
or
a
permanent
or
temporary
injunction
to
prevent
the
dissemination
of
any
personal,
identifying
information
or
sensitive
information
of
that
person.
Lastly,
the
measure
clarifies
that
these
provisions
do
not
apply
to
the
dissemination
of
such
information
under
certain
circumstances,
including
good
faith,
communications
and
furtherance
of
the
right
to
protest
or
the
right
to
free
speech
in
connection
with
an
issue
of
public
concern.
I
Up
during
the
bill
was
a
discussion
that,
under
this
doxing,
it
seemed
to
actually
exempt
out
law
enforcement
and
basically
allow
that
to
occur
to
them
for
them
to
be
harassed.
But
in
that
respect
I
was
wondering
if
I
could
be
allowed
to
phone
a
friend
by
talking
to
somebody
on
from
senate
district
20.
That's
on
the
phone.
L
I
agree
with
my
colleague
from
douglas
county,
as
I
read
section
one
sub
three
b,
while
it
doesn't
necessarily
expressly
authorize
the
doxing
of
or
the
the
publishing
of
personal,
identifying
or
sensitive
information
about
law
enforcement
or
public
officials
by
accepting
them
from
the
bill,
I
believe
it
impliedly
does
so
and
though
reasonable
legal
minds
may
disagree,
I
think
it's
important
to
avoid
the
kind
of
things
that
we
saw
from
the
emotional
testimony
heather
karbulic,
who,
at
the
time
she
testified,
wouldn't
have
been
protected
by
the
bill.
L
We
had
to
amend
it
to
make
sure
that
that
occurred,
but
I
don't
think
that
amen,
because
this
does
impliedly
authorize
the
doxing,
the
personal
publication
of
personal
information
enforcement
and
elected
officials
for
the
purposes
of
of
harassment.
I'm
going
to
be
a
no
on
this.
Thank
you,
mr
president.
H
Thank
you.
Madam
president,
I
read
this
bill
several
times
and
when
I
looked
at
section
1
1
a
I
think
it's
a1
would
the
intent
to
aid
assist,
encourage,
facilitate
further
promote
any
criminal
offense
which
would
be
reasonably
likely
to
cause
death,
bodily
injury
or
stalking,
and
then
recognize
the
exclusion
for
law
enforcement
electives
it
it
was.
H
Thank
you,
madam
president,
and
I
I
fully
agree
with
my
colleague
from
senate
district
15
that
this
doesn't
go
far
enough
to
protect
people
who
deserve
it,
but
I
do
believe
it
takes
a
step
forward
in
protecting
those
who
deserve
it
and
while,
while
it
doesn't
capture
everyone
I
would
like
to
protect,
I
think
the
intent
is
is
moving
us
in
the
correct
direction
and
just
just
because
it
does
doesn't
go
as
far
as
I
would
like
doesn't
mean
that
I'll
I
I
would
vote
against
it,
so
I'll
be
supporting
the
bill
today
and
hoping
that
in
future
years
we
can
move
further
down
the
road.
N
Thank
you.
Madam
president.
I
just
wanted
this
body
to
be
aware
that
we
did
address
these
questions
in
the
judiciary
committee
hearing
and
we
did
have
legal
weigh-in
and
it
was
legal's
interpretation
that
the
bill
does
not
implicitly
or
explicitly
allow
the
taxing
of
anybody,
be
the
elected
public,
official
peace
officer
or
another
public
officer.
N
Indeed,
the
bill
does
have
some
differing
language
for
members
of
the
general
public,
as
opposed
to
those
of
us
who
have
chosen
to
be
elected
and
opened
ourselves
up
to
some
additional
levels
of
scrutiny
and
are
expected
to
be
made
available
to
our
constituents.
But
this
bill
does
not
in
any
way
shape
or
fashion,
allow
for
the
publication
of
personal
identified
information
of
police
officers
or
peace
officers
and
in
fact
they
are
also
protected
under
other
parts
of
the
nevada,
revised
statutes.
N
Moreover,
the
bill
does
not
exclude
public
officers,
and
we
did
make
that
change
specifically
to
ensure
that
anybody
who
is
working
in
our
government
and
has
agreed
to
become
a
public
servant
but
has
not
signed
up
for
everything
that
being
elected
entails
is
protected
by
this
bill.
So
it
really
does
provide
protections
for
everybody
and
for
elected
officials.
It
provides
some
protections
as
well
they're,
not
as
strong
as
they
are
for
other
members
of
the
community,
because
we
put
ourselves
in
these
positions.
N
So
I
think
that
this
bill
has
been
expertly
crafted
to
to
cover
the
situations
that
we
want
to
cover
and
not
to
cover
the
situations
that
we
don't,
and
those
are
some
of
the
exceptions
that
you
see
in
there.
Things
like
allowing
for
the
publication
of
a
photograph
that
might
have
a
peace
officer
or
a
public
officer
in
it,
which
is
different
from
publishing
a
photograph
of
your
neighbor
or
somebody
who
has
not
signed
up
to
be
in
the
public
eye.
N
And
so
for
that
reason
I
am
very,
very
strong
support
of
this
bill,
and
I
hope
that
my
colleagues
will
join
me
in
voting.
Yes,.
O
O
So
I
think
that
it
will
be
certainly
a
great
aid
if
a
person
is
attacked
through
doxing,
but
it's
not
going
to
replace
current
civil
actions
for
harassment,
defamation
that
would
already
be
available,
but
I
think
that
this
will
help,
and
I
think
that
this
technological
age,
we're
in
now
with
the
internet
and
cyber
stalking
cyber
bullying,
all
these
things
that
are
happening
now.
The
bill
like
this.
A
statute
like
this
is
needed
so
I'll
be
supporting
it.

J
You,
madam
president,
assembly
bill
326.
Various
various
changes
makes
various
changes
related
to
cannabis.
It
authorizes
a
district
attorney
or
city
attorney
to
bring
civil
action
against
a
person
who
engages
in
certain
activities
related
to
cannabis
without
the
required
license
or
registration
card
issued
by
the
cannabis
compliance
board.
The
bill
prohibits
a
person
from
acting
as
a
receiver
for
a
cannabis
establishment
subject
to
a
receivership.
J
Unless
the
person
has
been
issued,
a
cannabis
establishment,
agent
registration
card
for
cannabis
receivers
and
set
forth
as
set
forth
in
certain
requirements
for
obtaining
the
card.
The
bill
provides
that
holding
cannabis
establishment
agent
registration
card
is
revocable
privilege
and
such
card
may
not
be
used
if
any
proposed
owners,
officers
or
board
members
have
previously
had
this
type
of
card
revoked.
J
The
board
must
adopt
regulations,
prescribing
procedures
and
requirements
by
which
the
court
opponent
receiver,
who
has
an
appropriate
cannabis
establishment
agent,
agent
registration
card,
may
take
possession
of
manage
the
operations
of
and
take
any
other
action
authorized
by
the
court.
With
respect
to
a
cannabis
establishment,
the
board
may
adopt
regulations
to
give
priority
to
a
transfer
of
license
to
another
party
who
is
qualified
to
hold
such
a
license
if
the
transfer
is
subject
to
a
receivership
involved
in
recapitalization
or
party
to
a
court
proceeding
involving
financial
distress.
J
A
O
There
was
once
a
man
from
las
vegas
who
married
a
woman
now
famous.
She
sits
on
the
board
that
polices
the
hordes
of
cannabis
stores
and
their
patrons
since
that
man
from
las
vegas
is
me
due
to
our
standing
rule
23.
I
must
abstain
from
this
vote,
though
my
disclosure
is
wrote.
I
tried
to
be
brief
as
you
see,
but
this
is
all
due
to
rule
23.
O
President
I'd
like
to
thank
my
very
talented
colleagues
from
senate
district
8
and
senate
district
9,
who
I
did
not
realize
until
today
that
they
are
poets.
In
addition
to
lawmakers.
F
Probably
shouldn't
say
anything
after
such
a
nice
thing:
by
the
way
does
everybody
know
his
wife
is
going
to
have
a
ban?
I
didn't
know
that
so
I
found
out
today.
She
is
eight
months
along,
so
the
lady
that
was
in
the
poem
is
also
going
to
be
a
mother's,
and
so
congratulations
bring
it
back.
Unfortunately,
to
a
question
I
totally
surpr
bring
it
back
to
marijuana.
Sorry,
I,
as
usual
ira,
is
the
unwelcome
guy
in
the
room,
but
here
we
are.
I
support
the
bill.
F
First
of
all,
I
want
everybody
to
vote
for
it,
but
I
just
thought
it
was
interesting.
The
testimony
because
we
all
you
know
recently
passed
this.
The
voters
in
the
state
one
of
the
main
arguments
was
it
would
eliminate
or
greatly
reduce
the
illegal
trade
in
cannabis
in
marijuana.
Yet
the
testimony
in
the
hearing
indicates
that
if
anything
is
expanded
and
when
I
talk
to
metro
about
it,
they
believe
there's
more
illegal
marijuana
on
the
streets
now
than
prior
to
the
passage
of
the
bill.
So
you
know
our
hope
was
to
capture
a
market.
F
Everybody
smokes
stuff
apparently
and
uses
it,
and
we
were
trying
to
capture
it
for
tax
purposes,
but
it
is
kind
of
interesting
in
spite
of
our
best
efforts
that
that
black
market's
actually
expanded
in
the
state-
and
we
have
more
of
it-
that's
not
being
taxed
then
actually
may
be
being
taxed
according
to
testimony
on
that
bill.
So
anyway,
I
urge
my
colleagues
to
support
ab326,
but
you
know
at
some
point
we
may
want
to
revisit
the
whole
marijuana
and
tax
issue.
Thank
you,
madam
president,.
