actually
a
sad
bill
for
me
when
it
was

to
our

was
essentially
about
undoing
the
sagebrush

and
how
bad
the
sagebrush

was,
and
this
is
where
term
limits
frankly
really
hurts
our

Most
of

to

give

some
level
of
sovereignty
over
what
happens
within
the

2000
that
sent
the
forest
service
we're
shutting
down
roads
since
that
time.
K
Because
of
those
activities
in
the
state
of
nevada,
we've
been
able
to
keep
our
public
lands
open,
and
we
don't
even
realize
that
those
things
don't
just
happen
by
you
know
the
goodness
of
the
federal
government.
These
were
actual
men
and,
ladies
who
pushed
this
aggressively,
and
now
we
benefit
from
it
and
instead
of
being
thankful
to
senator
rhodes
and
carpenter
and
all
these
people
that
did
this
before
us,
we
instead
mocked
them.
Because
of
our
misunderstanding,
you
know
the
sagebrush
rebellion
started
when
the
mx
missile
came.
K
Not
many
remember
that,
basically,
all
of
eastern
nevada
was
going
to
become
an
underground
nuclear
missile
silo
and
that's
where
the
sagebrush
rebellion
actually
had
its
initial
routes.
You
know
last
session,
we
voted
to
try
most
of
us
to
block
the
air
force
from
taking
a
half
a
million
acres
away
from
the
in
the
backyard
of
clark
county,
the
navy
in
churchill
county
these
kinds
of
things.
We
have
no
sovereignty
over
anymore
and
we're
we're
giving
up
the
little
bit.
We've
got
in
state
law
when
we
passed
this
bill.
K
It's
a
big
mistake
and
I'm
thinking
too
about
the
irony
too,
whether
you
realize
it
or
not.
We
yesterday,
I
think
it
was
we
all
voted
on
assembly
bill
171,
that's
the
swamp
cedar
bill
in
that
bill,
as
our
colleague
from
eureka
correctly
pointed
out,
we
violated
federal
law.
We
basically
told
the
federal
government
that
we're
going
to
allow
nevada
government
officials
to
go
in
the
swamp
cedars
and
enforce
our
laws.
We
have
no
business
doing
that,
but
just
so
all
the
all
the
democrats
that
voted
for
the
bill.
K
Along
with
myself,
I
was
the
only
republican
that
was
an
open
act
of
sagebrush
rebellion,
defiance,
the
federal
government.
We
basically
passed
a
law
saying
we're
going
to
determine
that
those
swamp
cedars
should
be
used
by
the
shoshone
and
the
ghost
chute
indians
as
a
sacred
area.
It
wasn't
our
land
to
make
the
decision
you
guys
all
participated
in
open
act
of
the
sagebrush
rebellion
gave
you
gave
giving
those
kinds
of
sovereignty
rights
to
our
state.
K
Frankly,
we
should
be
able
to
give
the
indians
a
sacred
piece
of
ground
without
having
to
go
and
crawl
on
our
belly
to
the
federal
government.
When
I
think
about
we
had
a
bill,
we're
talking
about
nine
million
acres
that
were
burned
up,
got
news
for
you.
If
we
had
the
control
over
those
lands,
our
colleague
from
eureka
could
give
us
very
quickly
some
ideas
on
how
to
prevent
all
those
fires,
because
I
can
guarantee
you
right
now.
K
If
we
had
been
in
control
of
the
lands
of
the
state
of
nevada,
we
wouldn't
have
seen
nine
million
acres
burn
up.
That
was
because
of
mismanagement
by
the
federal
agencies,
which
we
have
absolutely
no
say
over.
So
I
would
encourage
my
colleagues
vote
no
on
this,
let's,
let's
in
the
in
the
in
respect
to
dean
rhodes
and
these
people
that
that
are
literally
pioneers
in
these
areas
and
helped
give
us
the
right
the
little
bit
of
sovereignty
and
equal
footing
that
we've
got
in
state
law.
K
You
know
it's
just
it's
shocking
to
me
that
we
just
don't
understand
the
history
behind
this
stuff,
and
I
hear
young
legislators
who
mock
the
whole
sagebrush
rebellion
concept,
while
at
the
same
time
being
frustrated
when
the
federal
government
ignores
us
completely
takes
away.
Millions
of
acres
from
the
state
doesn't
deal
with
the
horses
and
the
fires
and
takes
away
our
land,
and
then
we
turn
around
and
say.
Well,
we
want
to
give
even
more
power
to
the
federal
government,
it's
crazy,
so
I
would
encourage
you
to
think
very
carefully
on
these
kind
of
laws.
K
This
is
a
a
law
that
harms
our
right
as
legislators
to
protect
our
own
public
lands
within
the
boundaries
of
our
own
state.
So
for
me,
it's
like
when
I
think
about
the
a
great
man
like
dean
rhodes,
I'm
going
to
say
strong.
No!
This
is
something
that
if
he
was
here,
he
could
defend
effectively
and
this
bill
if
debbie
smith
frankly
was
still
with
us.
This
bill
wouldn't
have
got
out
of
the
assembly
so
anyway,
I
would
urge
my
colleagues
to
vote.
K
B
E

Unless
the
public
body
has
adopted
a
policy
authorizing
all
persons
employed
in
a
similar
position
to
receive
the

two
any
bonus
unless
the
bonus
is
based
on
merit
and
awarded
in
a
public
meeting
three
certain
wages
and
other
payments
upon
termination
of
the
employment
of

a
cause
or
resignation
of
the
officer
or
the
employee
when
the
investigation
related
to
his
or

employment
is
pending.
This
bill
also
prescribes
certain
payments
and
benefits
to
which
an
officer
or
employee
of
a
public
body
is
entitled
or
remains
entitled
upon
termination
of
employment.
A
L
Madam
president,
I
appreciate
the
transparency
that's
provided
in
this
bill,
but
I
don't
think
the
state
should
be
telling
local
governments
and
quasi
governmental
entities
had
a
contract,
and
so
that's
why
I'm
not
supporting
the
bill.
But
again
the
transparency
makes
a
lot
of
sense
to
me.
Thank
you.
A
C
J
Thank
you,
madam
president,
I
initially
was
against
this
bill
and
in
talking
with
the
cities
and
the
counties
and
henderson
and
the
bill's
sponsor,
I
was
able
to
get
the
agreement
to
move
the
effective
date
and
they
all
agreed
on
it.
So
I
think
this
is
a
good
bill
and
I
would
encourage
you
to
vote
in
favor
of
it.

Thank
you,
madam

it's
kind
of
odd
that
I
speak
differently
and
vote
differently
than
my
colleague
down
there,
but
in
that
respect
I
had
an
opportunity
to
reach
out
to
some
of
the
wedding
chapels.
I
realized
this
creates
a
savings
of
time
and
resources
potentially
for
the
clerk's
office,
but
by
deviating
from
the
statutory
hours
it
creates
a
situation
where
less
weddings
are
likely
to
result
which
interesting
enough.

Madam
president,
assembly
bill
399
prohibits
certain
farm
owners
or
operators
from
knowingly
confining
an
egg-laying
hen
in
an
enclosure
that
does
not
comply
with
the
bill's
provisions,
with
certain
exceptions
and
requires
such
owners
or
operators
to
obtain
a
renewable
endorsement
from
the
state
department
of
agriculture
indicating
compliance
before
selling
or
transporting
the
sale,
eggs
or
egg
products
in
the
state.
The
department
may
use
a
government
inspector
or
a
private
inspection
or
process
verification
provider
to
ensure
such
compliance.
H
These
requirements
do
not
apply
to
the
production,
sale
or
transport
for
sale
in
nevada
of
shale
eggs
by
a
farm
owner
or
operator
who
has
an
annual
shell
egg
production
from
3000
or
fewer
egg
laying
hens.
If
all
shell
had
eggs
sold
or
transported
for
sale
in
the
state
are
derived
from
those
hens.
The
bill
declares
that
the
legislature
finds
a
regulation
of
egg
production
on
farms
and
the
sale
of
eggs
and
egg
products
in
the
state
is
necessary
to
protect
the
health
and
welfare
of
its
citizens,
promote,
promote
food
safety
and
advanced
animal
welfare.
K
Thank
you,
madam
for
I'm.
Gonna
go
no
on
this
I'll.
Tell
you
why
we've
had
several
bills
and
discussions
on
the
fact
that
there
are
people
in
nevada
that
still
struggle
with
hunger
and
eggs
are
one
of
the
most
inexpensive
foods
you
can
have.
You
can
buy
a
dozen
eggs
for
about
a
couple.
Bucks
cage,
free
eggs
are
like
five
six
bucks.
I
know
cause
my
assembly,
woman
wife
buys
cage-free
eggs,
but
but
in
all
seriousness
you
know
a
few
dollars
adds
up
for
some
folks
and
I'm
not
dr
doolittle.
K
So
I
can't
ask
the
chickens
themselves
what
size
cages
they
want,
but
from
what
I
can
tell
they've
been
doing
fine
for
a
long
time
and
to
make
poorer
people
pay
more
for
eggs
down
the
road
which
is
really
what
this
bill
would
ultimately
do,
I
think
is,
is
not
right,
so
I'm
going
to
vote
no,
not
to
be
cruel
to
chickens,
but
to
ensure
that
poor
people
have
opportunities
to
pay
as
little
as
possible
for
good,
solid
food.
Thank
you.
Madam
president,.
F
Thank
you.
Madam
president.
I
also
rise
in
opposition
to
399,
and
I
know
the
industry
somewhat
supported
it,
but
I
do
feel
the
restrictions
imposed
by
399
may
well
impair
the
poultry
or
egg
production
in
the
state
forever,
and
the
second
piece
of
this
I'd
like
to
know
who,
in
the
department
of
ag
is
going
to
count
three
thousand
chickens.
Thank
you.
E
G
E
Voted
for
this
bill
in
committee
and
I'm
gonna
stick
with
my
vote.
The
industry,
I
think,
wants
some
consistency
and
this
is
a
standard
that's
being
adopted
around
the
country.
So
I
think
it's
a
it's
a
win
for
big
egg,
but
in
the
end
you
know
this
will,
I
think,
effectuate
effective
egg
production
across
the
country.
So
I'll
stick
with
my
vote
from
committee.
Thank
you.
F
Thank
you,
madam
president,
in
regards
to
this
bill,
I
think,
through
this
pandemic.
E
It's
very
clear
to
us
just
how
impactful
zoonotic
diseases
can
be
and
the
impact
that
can
do
to
human
health.
So
I'm
in
full
support-
and
I
urge
my
colleagues
as
well.

Thank

President
assembly
bill
424
expresses
the
intent
of
the
legislature
to
discourage
courts
from
imposing
bail
or
a
condition
of
release
or
both
on
a
person
in
a
manner
that
would
cause
the
person
to
remain
detained
because
of
his
or
her
inability
to
pay
the
amount
of
bail
or
costs
associated
with
the
condition
of
release.
It
removes
the
requirement
that
an
arrested
person
show
good
cause
before
being
released
without
bill
and
instead
provides
that
a
court
may
only
impose
bail
or
condition
of
release
or
both
on
a
person.
H
If
the
imposition
is
necessary
to
protect
the
community
and
to
ensure
the
appearance
of
the
person
in
court,
the
bill
requires
a
court
to
conduct
a
pre-trial
release
hearing
under
certain
circumstances
and
establishes
procedures
for
doing
so.
A
pre-trial
release
hearing
must
be
held
within
48
hours
of
arrest,
except
for
good
costs
shown,
in
which
case
a
continuance
may
be
granted.
Additionally,
the
bill
requires
the
preventative
detention
with
bail
set
in
an
amount
that
accused
cannot
afford
is
the
lowest
priority
custody
determination
available
to
a
court.
H
Revisions
are
also
made
to
provisions
regarding
when
certain
governmental
entities
may
release
a
person
who
has
been
arrested
for
a
felony
while
released
on
parole
or
probation.
The
bill
expands
the
ability
for
remote
communication
and
pretrial
release
matters
and
allows
the
justice
of
the
peace
to
hold
a
hearing
for
a
person
located
in
another
township
parties
to
preach
our
release.
Hearing
are
entitled
to
counsel,
are
entitled
to
review
certain
documents
prior
to
the
hearing
and
may
present
evidence
at
the
hearing.
H
Finally,
the
bill
consolidates
existing
provisions
regarding
certain
arrests
and
documents
related
to
pre-trial
release,
that
a
person
must
sign
and
file
with
the
clerk
of
the
court.
And,
madam
president,
if
I
may
just
briefly,
this

the
result
of
the
work
of

Madam

may

madam

this
bit
is
another
bill
that
came
out
of
the
interim
committee
on
the
study
of
pre-trial
release.
We
are
doing
something
very
large
here.
I
don't
know
if
the
body
was
aware,
but
if
the
court
issues
a
no
contact
order
in
the
past,
those
have
been
fairly
difficult
to
actually
enforce,
as
law
enforcement
generally
does
not
have
access
to
those
records.
This
bill
would
create
a
centralized
system
where
police
officers
will
be
able
to
know
when
a
no
contact
order
has
been
issued
by
the
court
and
assist
in
keeping
victims
safe.

Think,
madam

amendment

to
assembly
bill
440
does
the
following.
It
replaces
the
term
crime
of
violence
with
the
term
prohibited
offense
and
defines
a
prohibited
offense
for
the
purposes
of
the
bill
to
include
the
current
crime
of
violence,
as
well
as
a
violation
of
a
temporary
protective
order.
Driving
under
the
influence
and
stalking
clarifies
that
the
bill
applies
to
misdemeanor
traffic
offenses
and
does
not
apply
to
dui
and
vehicular
manslaughter
offenses
and
clarifies
the
circumstances
under
which
a
peace
officer
has
a
discretion
to
issue
a
traffic
citation
or
a
misdemeanor
citation.
A
C
H
Thank
you,
madam
president,
assembly

440
requires
peace

to
issue
misdemeanor,
citations,
traffic,
citations,
vessel
citations
and
wildlife
citations
under
certain
circumstances
for
offenses
punishable
as
misdemeanors
that
do
not
constitute
repeat

or
prohibited

including
crimes
of
violence.
Additionally,
the
bill
revises
the
discretionary
issuance
of
misdemeanor

and
traffic
citations
by
requiring
an
officer
to
issue
subcitations
in
accordance
with
the
standards
set

in

H
E
Thank
you,
mr

I'm
hoping
that
maybe
my
colleague
could
give
a
little
bit
more
layman's
term
explanation
of
what
the
implications
of
this
bill
is,
because
I'm
trying
to
read
the
amendment
quickly
and
I'm
not
making
it.
H
H
The
officer
must
issue
you
a
citation
as
opposed
to
arresting
you
now.
If
you
refuse
to
provide
identification
so
that
the
citation
can
be
issued,
the
officer
may
arrest.
If
they've
had
issues
with
you
previously,
the
officer
may
arrest
as
well
as
if
the
officer
believes
that
it
is
likely,
the
offense
will
continue.
Even
with
the
citation
the
officer
can
again
arrest.
A
Senator
kieckefer
all
right
further
remarks
all
right
hearing
that
the
secretary
will
I'm
sorry

siversky
senator
scheible,
I'm
sorry
just
going
in
order.
L
Thank
you.
Madam
president,
I
just
wanted
to
clarify
that
this
policy
is
also
in
line
with
what
many
of
our
police
departments
are
already
doing.
Issuing
citations
for
misdemeanors
is
very
common,
probably
the
norm,
rather
than
the
exception
to
the
rule,
and
so
this
codifies
that
practice
to
ensure
that
people
are
not
being
held
in
detention
for
misdemeanors.
That
ordinarily
would
only
be
citation
for
which
they
would
ordinarily
only
be
issued
a
citation.
A
Thank
you,
senator
sievers
cancer.
No,
yes,.
L
Thank
you,
madam
president,
you
know
I'm
trying
to
look
these
things
up.
If
you
look
at
nrs
44b,
it's
like
a
speed
contest
once
work
zone,
another
one's
a
crash.
If
you
don't
report
a
crash,
those
are
sort
of
the
levels
of
offenses,
but
it
is
difficult
to
go
through
a
bill
when
we're
given
it
moments
before
we
vote
on
it.
Thank
you.
F
Thank
you,
madam
president.
From
the
hearing
there
was
a
lot
of
concern
both
in
the
assembly
and
within
the
senate.
There
were
some
discussions
from
metro
that
this
would
actually
potentially
apply
to
what
there
are
some
people
consider
minor,
but
if
they're
my
daughters,
I
don't
consider
it
minor
the
concept
of
peeping
toms
violations,
restraining
orders
and
things
of
that
nature.
So
for
that
reason
I
will
be
opposing.
L
Thank
you.
Madam
president.
I
wanted
to
clarify
also
the
list
of
prohibited
offenses.
We
have
defined
in
the
bill
through
the
amendment
rather
than
crimes
of
violence,
prohibited
defenses,
which
includes
stalking.
It
includes
a
violation
of
any
kind
of
temporary
protective
order,
and
the
categories
of
offenses
involving
vehicles
or
traffic
offenses
are
taken
directly
from
another
portion
of
the
statute
or
another
portion
of
statute,
which
outlines
the
the
offenses
that
this
legislature
has
already
deemed
serious
enough
or
important
enough
that
people
cannot
enter
into
an
automatic
plea
and
pay
their
fines
online
they're.
L
The
the
enumerated
list
of
offenses
are
the
list
of
offenses
that
require
you
to
come
in
front
of
a
judge.
So
the
list
of
events
that
required
you
coming
from
a
judge
will
be
the
same
offenses
that
allow
an
officer
to
either
arrest
or
issue
a
citation.
The
only
time
when
that
the
officer
will
be
required
to
issue
a
citation
would
be
in
the
case
of,
for
example,
a
speeding
ticket,
a
parking
ticket.
L
Failure
to
signal
left
turn
right
turn
things
like
that
and
the
the
way
that
I
felt
reassured
that
we
had
delineated
the
right
traffic
offenses
was
by
utilizing
that
other
statute,
where
the
legislature
had
already
done
this
in
very
great
detail.
And
finally,
I
also
want
to
point
out
that,
as
it
relates
to
the
other
misdemeanors,
we
did
consider
enumerating
in
the
statute.
All
you
know
every
misdemeanor
that
we
could
think
of
and
instead
included
those
catch-alls
like
an
offense.
That
would
continue
if
the
person
is
not
arrested.
L
So
I
think
that
would
capture
stocking
or
peeping
tom,
because
one
could
assume
that
if
you
do
not
remove
the
person
from
the
location
where
they
are
engaging
in
this
behavior,
they
would
continue
to
engage
in
the
behavior.
It
also
includes
a
place
where
a
threat
to
a
person's
property
or
person
remains
if
the
person
remains
on
the
scene.
So
again,
something
like
stalking
violating
and
violating
a
temporary
protective
order
is
actually
outlined,
specifically
in
the
bill.
Some
of
those
others
where
it
could
be.
L
We
didn't
want
to
limit
ourselves
to
a
particular
list
of
offenses,
so
we
wanted
to
give
officers
discretion
to
understand
when
someone's
safety
or
the
or
property
may
be
threatened,
as
well
as
a
violation
that
is
a
repeat
offense,
as
well
as
when
a
person
is
not
complying
with
police
officers.
So
I
think
that
we
have
covered
most
really
all
scenarios
in
which
an
arrest
would
need
to
be
effectuated,
because
certainly
our
intention
is
to
improve
public
safety
here,
and
I
urge
my
colleagues
support.

too
late
and
I
feel
bad
for
this.
But
yesterday,
just
in
case
anybody
was
wondering
was
the
21st
day
of
the
21st
week
of
the
21st
year
of
the
21st
century
and
we
lived
through
it
barely
and
the
yankees
got
a
triple
play
in
the
game.
Just
so
you
wanted
nothing.
D
I
think
I'll
I'll
do
the
same
thing
as
of
five
minutes
ago,
38
years
ago,
my
sweetheart
decided
to
spend
her
life
with
me,
and
I
have
been
grateful
for
that
and
just
wanted
to
give
her
a
shout
out
since
I'm
here
and
she's
there
and
we'll
celebrate
some
other
time,
but
just
wanted
to
give
a
shout
out
to
my
wife,
susan.
Thank
you.
B
Thank
you,
madam
president,
for
the
for
anybody
who
hasn't
had
a
chance
to
walk
by
this
excellent
photograph.
On
my
colleague's
desk
from
senate
district
2,
there
is
a
pretty
sweet
suit
and
an
awesome
hairdo,
so
I
advise
that
you
check
it
out
with
that.
Madam
president,
I
move
the
senate
stand
and
adjournment
until
the
hour
of
11
a.m.
On
monday
may
24th
wait.
No
monday,
you've
heard
the
most.
