bill
83,
authorizes
nevada
department
of
education
to
temporarily
waive
or
pause
the
requirements
to
administer
certain
examinations
that
measure
the
achievement
and
proficiency
of
pupils.
If
the
united
states
department
of
education
allows
for
such
waiver
or
pause
if
such
a
waiver
is
allowed,
the
bill
also
authorizes
the
nevada
department
of
education
to
temporarily
waive
or
pause
certain
reporting
requirements
based
on
assessment
results,
measuring
the
achievement
and
proficiency
of
pupils.
Finally,
sb
83
makes
conforming
changes
to
other
state
statutes
related
to
the
waiver
or
pause
of
certain
testing.

that
this
is
something
that
came
up
during
the
interim.

with
the
pandemic
and
everything
there
was
some
emergency
measures
that
had
to
be
taken
in
order
to
postpone
some
testing,
so
this
would
allow
the
department
to
be
able
to
have
that
flexibility
to
request
from
the
federal
government,
a
waiver
as
well
as
to
waive
the
the
one
at
locally,
so
urge
your
support.

This
is
not
something
that
we
anticipated
as
we
went
into
a
pandemic,
but
definitely
it
gives
the
flexibility
to
be
able
to
to
move
forward
and
not
penalize
folks,
students
and
or
teachers
for
that
matter,
because
they,
you
know,
because
of
all
the
things
going
on
with
education
during
this
pandemic,
so
urge
support
things.

that
is
requested
by
the
state
department

education
from

feds?

local
school
district
be
able
to
make
the
same
thing
I
mean?
Would
they
be
able

put
the
tests
in
place
say
if
they
were
in
a
district
that
was
holding
in
in-person
classroom
instruction.

that
this
works
is
it
gives
the
department
of
education
the
ability
to
waive
that
so
the
districts
would
work
with
the
local,
with
with
the
department
of
ed,
the
local
districts
work
with
department
of
ed
to
decide
on
whether
they're
going
to
use
the
tests
or
not.

I
just
wanted
to
remind
the
body
that
this
past
week
on
thursday,
my
colleague
from
senate
district
14
had
given
a
very
impassioned
speech
imploring
the
the
body
and
the
leadership
of
the
body
to
look
at
our
numbers
and
to
reflect
upon
the
fact
that
the
the
work
of
the
people,
the
state
of
nevada,
is
being
done
in
this
building,
and
it
would
be
nice
if
we
actually
had
the
people
of
the
state
of
nevada
here
to
actually
see
the
the
work
that's
being
done
to
comment
and
to
help
the
work
along.
I
What
was
mentioned
was
the
fact
that
new
cases,
hospitalization
and
deaths
were
going
down
in
the
state,
and
that
trend
continues
to
happen.
We
did
have
a
bit
of
a
spike
yesterday,
but
the
trend
is
going
down
and
certainly
like
to
see
it
continue
to
go
down.
I
know
the
mitigation
steps
that
we've
put
into
place
have
been
very
important
and
we
consider
that
and
continue
to,
and
we
would
like
to
continue
to
consider
the
health
and
safety
of
a
very
citizen
of
the
state
of
nevada.
I

The
business
needs
to
be
conducted
in
the
open,
and
I
think,
in
closing
I
would
just
refer
to
the
fact
that
this
past
thursday,
we
heard
from
the
governor,
the
increases
in
the
number
of
of
people
in
buildings
across
the
state
of
nevada
was
increased
from
25
to
35
percent,
and
I
think
that
we
can
also
see
that
here
in
the
building
and
find
ways
to
allow
that
that
same
percentage
to
occur
here
in
the
building.

With
that
indicated,
there's
no
reason
this
body,
in
my
opinion,
cannot
follow
the
same
guidelines,
making
sure
we
only
have
a
limited
percentage
capacity
within
the
rooms
and
within
the
building.
We
can
maintain
the
six
foot
distancing
or
the
plexiglass,
as
we
currently
have
in
most
places.
We
can
all
still
require
the
issue
of
mask
and
follow
the
proper
protocols
to
make
sure
that
everyone
is
safe.

If
you
look
at
the
individual
data
from
carson
city
since
the
day
that
we
opened,
we've
had
declining
single
digit
numbers
and
therefore
to
me
that
I
don't
see
the
reason
why
we
should
not
be
in
conformity
with
constitution
which
says
that
this
building
and
meetings
need
to
be
open
to
the
general
public.

I
wanted
to
make
an
announcement
today
tomorrow,
and
this
is
a
little
unusual,
but
tomorrow
is
mental
health
day
and
probably
at
a
time
in
our
life,
when
many
of
us
are
paying
more
attention
to
mental
health
and
how
some
of
the
stressors
in
our
world
affect
our
mental
health.

just
want
to
acknowledge
this
as
educators
today,
and
I
just
want
to
acknowledge
one
of
the
international
organizations
that
support
them
by
delta,
kappa.

Madam
president,
yesterday
I
had
the
opportunity
to
read
the
las
vegas
review
journal,
article
on
comparing
west
virginia
with
the
state
of
nevada
and
its
outreach
for
getting
people
vaccinated,
and
it
was
heartening
to
see
how
west
virginia
reached
out
to
people
who
don't
have
necessarily
the
means
to
reach
out
themselves
electronically
and
schedule
their
immunizations
for
the
covid
virus,
and
I
I
think
we
do
ourselves
a
disservice
when
we
don't
involve
community
organizations,
including
faith-based
organizations.

I
recall
the
dunkirk
rescue
of
the
english
troops
every
boat
that
floated
went
across
the
english
channel
and
rescued
everything,
and
I
think
we
have
to
take
that
kind
of
model.
So
if
we
ignore
the
reality
of
mistrust
in
the
medical
world
by
people
of
different
demographics,
we
will
miss
out
on
people
that
are
at
higher
risk
and
that
need
to
be
vaccinated
and
need
to
contribute
to
the
herd
immunity.

And
so
I
would
implore
all
of
us
to
do
what
we
can
to
involve
faith-based
organizations
community
organizations
to
help
people
get
the
vaccine.
The
more
we
vaccinate,
the
more
we
will
be
able
to
justify
getting
more
vaccines.
I
think
if
we
wait
too
long,
we
will
miss
out
on
helping
people
literally
survive.

So
my
plea
is:
let's,
in
fact,
I
would
say,
a
prayer
that
we
use
people
who
have
faith
to
get
those
vaccines
to
the
people
who
seem
to
not
trust
the
big
organizations
and
the
big
opportunities
that
come
with
four
thousand
or
six
thousand
at
a
time.
We
need
to
meet
those
people
where
they
live
and
in
their
communities
and
where
they
go
to
church.

that
we
can
focus
as
we
go

session
on
the
things
that
we
can
do
to
help
help
our
kids
to
learn
and
to
provide

resources

teachers

that
are
administrators,
so
that
we
can
have
a
bright
future
because,
as
we
know,
our
kids
are
our
future
and
education
is
the
way
that
we
can
help
them
achieve
that
future.

dual
personality
in
that
regard,

certainly
would
not
be
sitting

if
it
weren't
for
really
amazing
public
educators,
who
not
only
took
an
interest
in
my
education
personally,
but
also
in
all
of
my
classmates
and
and
my
siblings
as
well,
and
without
that
education.
Without
those
amazing
teachers
standing
beside
me,
I
don't
know
how
a
kid
like
me
would
have
made
it
to
do
to
do
the
amazing
work
of
the
state
of
nevada
and
a
job
that
I
love.

huge
huge
piece
of
gratitude
of
my
heart
goes
out
to
all
of
our
educators,
who
do
the
hard
work
every
day,
but
are
especially
doing
it
in
unimaginable
circumstances
now.
