sylvia
was
born
in
rural
upstate,
new
york,
the
daughter
of
potato
farmers
as
a
young
girl,
sylvia
excelled
at
math
and
school
and
dreamed
of
graduating,
high
school
and
attending
college.
She
was
smart
and
hard
working
earning
a
scholarship
to
go
to
college,
but
rather
than
graduating,
high
school
and
attending
college.
She
was
told
that
college
is
not
for
girls.
That
is
not
what
girls
do.
Girls,
her
parents
explained,
should
not
endeavor
to
seek
an
education.

She
struggled
to
find
a
job
and
instead
ended
up
working,
multiple
jobs
in
long
hours,
just
to
provide
for
her
kids
when
she
attempted
to
get
a
home
loan
in
order
to
try
and
put
a
roof
over
her
children's
heads,
the
bank
refused
to
see
her.

single
woman
simply
could
not
get
a
loan
without
a
husband,
sylvia's
daughter,
norma
found
herself
looking
for
employment
rather
than
finishing
high
school,
so
she
could
help
her
family.

One
day
she
noticed
an
unexpected
raise
in
pay
and
discovered
another
female
co-worker
had
filed
a
lawsuit,
claiming
there
was
disparity
in
pay
among
male
and
female
employees
and
one
unbeknownst
to
her.
She
was
in
fact
making
less
than
her
male
counterparts
simply
because
she
was
a
woman
when
norma
joined
a
local
community
service
and
civic
organization.
She
looked
to
join
the
ranks
of
leadership,
offering
ideas
about
how
to
obtain
grants
and
ways
to
spruce
up
the
meeting
place.

I
have
been
asked
how
this
is
even
needed,
since
surely
we
have
come
so
far
in
passing
legislation
to
ensure
every
person
is
treated
equally,
and
certainly
with
the
majority
female
legislature
and
with
the
diversity
of
representation
amongst
this
body.
We
have
come
far
from
the
days
of
prohibiting
women
from
getting
home
loans
merely
because
they
were
a
single
woman,
and
certainly
that
is
a
true
statement,
but
this
did
not
simply
happen.
We
did
not
wake
up
one
day
and
suddenly
equality
abounds.

Yet
we
are
often
pointed
to
the
constitution,
or
even
several
nevada
statutes
to
say.
Equality
under
the
law
already
exists.
For
example,
even
within
the
text
of
senate
joint
resolution
number
eight,
there
is
mention
of
nevada,
revised
statute
217.420,
which
deals
with
grants
from
the
account
of
aid
for
aid
of
victims
of
domestic
violence
and
requires
an
applicant
provide
its
services
without
any
discrimination
on
the
base
of
race,
religion,
color,
age,
sex,
sexual
orientation,
gender
identity
or
expression,
marital
status,
natural
origin
or
ancestry.

There
are
disproportionate
numbers
of
males
black
individuals,
middle
aged
veterans
and
the
disabled,
and
in
just
the
last
four
years
we
have
still
fought
for
accommodations
for
pregnant
mothers,
equal
pay
for
equal
work,
paid
time
off,
and
so
many
more
policies
to
address
inequality,
and
it
also
begs
the
question:
if
those
statutes
ensuring
equality
are
acceptable
and
something
that
we
should
hang
our
hat
on.
Why
is
that
not
good
enough
for
our
constitution?

Indeed,
in
the
language
of
the
preamble
to
sjr8,
it
specifically
mentions
the
general
nature
of
the
protections
afforded
by
the
equal
protection
clause
of
the
14th
amendment
in
this
acknowledgment.
There
is
a
lack
of
specificity
in
ensuring
that
equal
rights
diminishes
the
ability
to
challenge
laws
where
the
effect
is
discriminatory.

I
share
with
you
these
stories
of
sylvia
and
norma,
because
these
strong
inspiring
women
are
examples
of
why
equality
is
so
important.
Interestingly
enough
in
an
age
of
proclaimed
equality.
I
share
these
stories
not
for
the
first
time,
but
for
a
consecutive
time,
nearly
four
years
after
I
first
shared
them
with
this
body,
because
the
fight
for
equality
is
still
ongoing
in
2016
sylvia's
granddaughter
norma's
daughter
was
elected
to
represent
the
people
of
senate
district
6
in
the
nevada
state
senate.
O

O
Now,
when
I
sat
here
and
listened
to
some
of
the
supposed
advantages
of
equality,
I
think
immediately
people
understand
that
when
we
give
up
and
become
completely
equal
when
it
comes
to
voting
rights,
we
actually
give
up
advantages,
protections
and
entitlements
that
exist
under
our
constitution,
and
I
just
started
thinking
of
a
handful
of
the
advantages
and
benefits
that
we
have
in
our
laws.
Now
that
protect
women.
O
We
have
athletic
scholarships
for
women,
only
women,
only
sports.
We
have
special
laws
on
alimony,
family
law,
child
custody,
battered
women-only,
shelters,
women-only,
academic
scholarships,
specific
offices
reserved
exclusively
for
women,
additional
penalties
for
harming
pregnant
women,
preferential
treatment
in
custody,
hearings,
blue
collar
labor
standards
with
protections
for
women,
physical
testing
examinations
that
are
different
for
women,
military
draft
bathroom
and
locker
room
facilities.
O
Why
in
the
world
we
want
to
do
that
now.
I
have,
of
course,
a
wife,
a
mother.
I
have
four
sisters.
I
have
four
daughters.
I
have
eight
granddaughters.
I
have
23
nieces,
most
of
all
of
which,
by
the
way,
live
in
the
state
of
nevada,
and
I
don't
want
to
see
them,
give
up
the
rights
and
privileges
advantages
that
the
feminist
movement
frankly
has
put
on
the
books
to
protect
them
and
give
them
advantages,
because,
especially
when
it
comes
to
physical
things,
males
have
a
distinctive
advantage.

Now
the
question
comes
up.
Equal
pay,
disparity
in
pay
that
one
right
now,
if
there
is
that
is
already
against
the
law.
We
have
an
attorney
general
of
the
state
of
nevada
that
would
love
an
opportunity
to
aggressively
prosecute
anyone
in
the
state
that
knowingly
violates
that
and
pays
a
man
more
than
a
woman
or
a
woman
more
than
a
man
for
that
matter.
O

So
I
don't
see
any
possible
logical
reason
to
essentially
undo
what
several
generations
of
the
feminist
movement
have
successfully
placed
in
law,
and
I
didn't
even
touch
on
title
ix,
those
sorts
of
situations
we
actually
have
by
the
way
our
own
version
of
title
ix
in
nac
385.
If
you'd
like
to
look
it
up
and
when
I
look
at
situations
like
we
just
had
a
beauty
pageant
where
a
all
the
women
contestants
were
actually
defeated
by
a
biological
male
right
here
in
nevada
and
that's
a
stepping
stone
to
becoming
miss
nevada.
O
Are
we
going
to
really
deny
the
women
those
opportunities
to
get
those
scholarships
and
they
have
that
unique
title
of
miss
nevada
by
allowing
somebody
who
is
actually
biologically
a
male?
I
mean
we
have
some
incredibly
confused
thinking
in
our
our
nation.
At
the
moment
we
have
parents
who
are
going
to
wait
till
their
children
grow
up
to
determine
whether
or
not
they're
a
boy
or
a
girl,
and
they
get
to
make
the
determination
you
might
as
well.
O
Wait
for
them
to
also
say
which
planet
is
the
sun
and
which
planet
is
the
moon,
because
there
are
biological
factors
called
the
x
and
y
chromosomes
that
determine
that
prior
to
birth.
So
I
think
we
need
to
also
spend
a
little
bit
of
time.
You
know
there
are
people
in
this
room
that
have
said:
don't
you
believe
in
science
ira.
When
it
comes
to
the
climate
debate,
I
do
believe
in
science.
I
also
believe
in
science
when
it
comes
to
biology-
and
I
don't
know
anything-
that's
more
basic
in
science
than
that
now.
O
I
would
also
say
that
there's
a
certain
sense
of
deja
vu.
You
know
when
alice
paul
wrote
the
equal
rights
amendment
in
1923.
She
just
included
the
word
sex.
We
have
added
nine
additional
categories
to
that
original,
equal
rights
amendment
and,
in
my
opinion,
most
of
those
early
feminists.
If
they
were
to
review
this
and
see
that
basically,
all
the
advantages
that
have
been
placed
in
law
are
going
to
be
stripped
away,
just
as
we
would
strip
away
our
voter
rights.
O
O
The
equal
rights
amendment
was
on
the
ballot
in
nevada
and
it
was
defeated
by
more
than
two
to
one
and
the
most
aggressive
opponents
were
grassroots
women
of
nevada.
Who
did
not
want
to
give
up
the
advantages
they
had
so,
and
I
think
frankly,
this
thing
when
it
goes
on
the
ballot
is
facing
a
similar
defeat
simply
because
of
one
inclusion,
gender
identity
and
expression
which,
if
placed
in
law,
will
allow
biological
males
to
compete
in
all
of
the
areas
currently
reserved
exclusively
for
women.
O
I
That's
what
I
grew
up
with,
but
you
know
what
we
have
not
given
up
yet
and
we
will
not
give
up
now.
Those
born
in
privilege
have
no
idea,
no
idea
what
it
feels
like
to
be
excluded
based
on.
If
you
want
to
call
it
sex,
you
want
to
call
it
gender.
I
don't
care
what
you
call
it,
because
at
the
end
of
the
day,
my
gender
is
also
accompanied
by
my
blackness
that
has
experienced
and
still
experiences
racism
and
sexism
and
oh
by
the
way,
as
a
member
of
the
lgbtq
community
homophobia.
I
So
how
about
that?
How
about
that?
We
don't
give
up
we're
going
to
we're
going
to
persist,
abolitionists
persisted
to
end
the
heinous
practice
of
slavery,
negroes,
as
we
were
called
then
in
the
south,
persisted
to
end
jim
crow.
African
americans
also
persisted
to
get
the
1964
civil
rights
act,
cesar
chavez
and
migrant
workers
persisted
to
improve
working
conditions.
I
I
When
we
stop
and
think
about
this,
I
ain't
asking
nobody
to
give
me
the
right
to
be
equal.
Let
me
be
clear
about
that,
because
you
know
what
I
was
born
equal
the
era
does
not
does
not
say.
This
is
the
only
way
you
can
be
equal.
What
we're
saying
in
the
era
is
recognize
my
equality
again,
I
say
those
who
were
born
in
privilege
and
never
had
to
walk
into
a
store
and
be
followed
around
and
ask.
What
are
you
doing?
I
Those
who
are
walking
walked
into
grocery
stores
and
had
to
be
careful
about
what
you
said.
What
you
did,
those
who
lived
in
the
south
and
you
were
concerned
about
being
lynched
women,
women
who,
even
when
they
are
raped
by
someone
who
is
not
drunk
and
because
they
are
an
athlete,
oh
boys,
will
be
boys
bs
bird
seed.

Just
like
you
recognize
my
womanist
recognize
that
recognize
that
if
you
look
through
the
lens
of
the
lived
experience
of
most
women-
and,
I
would
venture
to
say
probably
all
women
in
the
bipap
community,
because
to
a
certain
extent,
white
women
have
been
placed
on
a
pedestal,
which
was
one
of
the
reasons
they
had
mammies
mammies.
You
probably
read
about
that
in
history
mammies,
so
that
they
could
take
care
of
the
kids
and
let
the
newborn
babies
suck
on
their
breasts.
That
really
had
no
no
milk
in
it,
but
that's
what
they
did.

If
you
can
comprehend
what
it
means
to
have
to
fight
every
day
of
your
life
to
be
recognized
as
equal.
If
you
understand
that
you
know
why
we
should
vote
yes,
I
understand
it
because
ain't,
no
equality
come
to
me
easy
and
I
know
ain't.
It's
probably
not
a
proper
word,
but
I
got
three
degrees,
so
I'm
gonna
use
it
again.
We
ain't
gonna,
stop
fighting
not
now
not
ever
yes
in
1978
nevadans
overwhelmingly
defeated
an
era
amendment
which
was
all
by
the
way
after
the
first
black
man
to
be
a
senator
in
nevada.
I

Even
here
in
nevada,
shot
with
rubber
bullets,
they
didn't
have
any
guns.
They
didn't
have
poles
to
bleed
to
beat
police
with
they
weren't
shouting
obscenities.
They
were
just
asking
for
justice
if
you
understand
why
I'm
so
passionate
about
fighting
for
equality,
you
know
exactly
what
I
have
lived
through.
All
of
my
life
discrimination
after
discrimination
clothed
in
we're
just
trying
to
help
you.
No,
I
don't
need
your
help.
What
I
need
you
to
do
is
recognize
my
equality,
that's
what
sjr
is
about
and
I'm
sure
there
are
many
in
this.
I
Many
in
this
room
that
will
vote
quote
their
conscious,
and
I
want
them
to
do
that
because
I'm
gonna
vote
my
conscience
and
I'm
gonna
vote
the
conscience
of
my
mother
and
I'm
gonna
vote
the
conscience
of
my
grandmother.
I'm
gonna
vote
the
conscience
of
my
sisters.
I'm
gonna
involve
the
conscience
of
my
great-grandmother.
I'm
gonna
vote
the
conscience
of
every
woman
that
I
have
ever
met,
who
has
struggled
for
equality.

I
support
sjr8
today,
as
I
did
two
years
ago.
This
is
actually
the
third
time
I've
supported
a
measure
on
equality
of
rights
over
the
last
three
legislative
sessions.
The
first
time
I
was
a
lone
republican,
and
last
time
I
was
joined
by
several
several
of
my
republican
colleagues.

I
do
not
view
equality
as
a
partisan
issue.
Members
of
this
body
are
elected
to
review
material,
get
the
facts
and
make
decisions,
particularly
on
this
piece
of
legislation,
the
reddit,
the
rhetoric
is
rampant
and
the
what?
If
scenarios
are
ample?
I
have
close
friends
and
family
on
both
sides
of
this
issue.
This
resolution
raises
our
emotions
because
it
feels
very,
very
personal.

We
have
passed
dozens
of
statutes
to
make
sure
people
cannot
be
fired,
denied
housing
or
deny
public
services
because
of
race,
color,
creed,
sex,
sexual
orientation,
gender
identity
or
expression,
age,
disability,
ancestry
or
national
origin.
Our
state
level,
equal
rights
amendment
will
strengthen
strengthen
these
protections.

Specifically,
we've
had
questions
concerning
religious
protections.
I
firmly
believe
we
must
have
freedom
of
religion.
I'm
a
lifelong
practicing
catholic
and
my
religion
is
important
to
me
during
the
senate's
legislative
operations
and
elections
committee.
I
specifically
asked
about
protection
of
religious
beliefs.

The
record
clearly
established
that
the
word
creed-
the
word
creed,
covers
religious
beliefs,
but
in
addition,
the
nevada
constitution
in
article
1
already
protects
freedom
of
religion,
so
there
is
already
a
constitutional
provision
that
prohibits
laws
that
provide
unequal
treatment
based
on
religious
beliefs,
as
those
laws
would
be
impinging
on
freedom
of
religion.
The
reference
to
creed
provides
the
same
type
of
protection
that
would
already
be
included
in
article
one.
It
is
also
protected
by
the
first
amendment
of
the
u.s
constitution.

This
amendment
secures
religious
freedom.
We've
also
had
questions
on
athletics
when
asked
about
gender-specific
sports
teams
for
schools.
The
legislative
council
bureau
legal
division
responded
to
my
questions
to
state
that,
because
of
the
state,
because
the
state
has
a
compelling
governmental
interest
in
ensuring
competitive
balance
and
the
integrity
of
school
sports,
the
amendment
would
not
prohibit
prohibit
having
gender
specific
sports
teams
for
schools
again.

The
amendment
would
not
prohibit
having
gender
specific
sports
teams
for
schools
regarding
abortion
in
1972,
texas,
amended
its
state
constitution
to
include
equality
under
the
law
shall
not
be
denied
or
bridged
because
of
sex
race.
Color,
creed
or
national
origin,
despite
the
language,
the
state
still
has
many
restrictions
on
abortion.
In
contrast,
new
york
has
not
amended
its
constitution
to
include
a
prohibition
on
sex
discrimination,
but
is
considered
one
of
the
most
aggressive
abortion
rights
states
in
the
country.

Clearly,
the
intent
of
this
resolution
is
not
to
restrict
religious
freedom,
undermine
women's
athletics
or
expand
abortion
practices
in
nevada.
Rather,
the
intent
is,
as
stated
to
provide
equality
of
rights
under
the
law.
Our
system
of
checks
and
balances
will
see
challenges
and
direct
and
address
all
these
issues.
Over
time
we
were
elected
to
make
hard
decisions.
I've
weighed
the
facts
and
consciously
set
aside
the
hyperbole,
I'm
left
with
the
conclusion
that
equality
is
essential
to
our
society.

rise

support

Lord
once
said.
When
I
dare
to
be
powerful
and
use
my
strength
in
the
service
of
my
vision,
then
it
becomes
less
and
less
important,
whether
I
am
afraid
these
words
have
fueled
my
life
as
a
woman.
In
my
life
as
a
black
woman,
it
fueled
my
mother's
life
as
a
mulatto
woman.
The
era
is,
and
was
a
powerful
movement.

Yet
black
women
still
struggle
for
equality.
We
continue
to
ask
for
the
equal
right
to
be
paid
the
same
as
other
as
our
other
racial
counterparts.
We
still
seek
not
to
be
cast
into
the
deep
myth
of
stereotypes
that
have
blemished
our
lives.
This
nation
has
chosen
who
they
would
like
to
give
rights
to.
It
has
been
super
selective
about
the
power
it
wishes
to
bestow
upon
groups
in
1920.

Women
got
the
right
to
vote,
but
this
didn't
apply
to
black
women,
who
were
still
disenfranchised
by
poll.
Taxes
test
on
the
constitution
and
violence
in
1924
native
american
women
under
the
citizenship
act
were
given
the
right
to
vote
in
1952
asian
american
women,
who
happened
to
be
a
naturalized
immigrant,
were
then
given
the
right
to
vote
under
the
walter
mccarran
act
in
1975.

The
united
states
then
allowed
people
with
limited
english
to
then
get
the
right
to
vote.
This
was
an
amendment
to
the
1964
voting
rights

the

it

arguments

conjecture.

look

face

us

the
people
of
the
state
of

them

vote

believe
that

know
we
cannot
state
that
everything
is
equal.
We
know,
that's
not
true.
If
they
were
true,
then
I
would
be

the
nba
and
I'd
be
making

lot
of
money
right

body

equal

foot,
ten
very
athletic,
very
young
person.
It
just
doesn't
happen
that
way.
We
know
that
geography
sometimes
will
dictate.

earn

living

some

there
are
certain
rivers
in
the
world
where
you
don't
have

ability
to
navigate
and
therefore
the
economy
is
not
the
same
as
another
place

afforded
to
those
who
lived
on
that
river.

there's
lots
of
things
that
are
not
equal
in
this
world.
Those
are
just
some
examples,
but
under
the
law
we
can
all
be
equal.

therefore,
I
cannot
good
conscious
vote
against
something
that
calls
for
nothing
more
than
equality
under
the
law
for
all
people.
Although
I
look
forward
to
the
discussions
that
will
happen
in
the
future,
I
will
say
this
nevada
has
always
led
the
way
when
it
comes
to
freedom
and
equality
under
the
law.
It's
at
the
very
root
of
the
foundation
that
made
our
state
in
1864.,
and
it
holds
true
today
by
enshrining
the
rights
of
women
to
be
treated
and
all
other
groups
in
this
amendment
to
be
treated
equally.

for
arguments
like
what

woman's
place
is

passed.

daughters
and

wife.

speak
for
my

never

trouble

fact

daughters

look

house

the

and

somebody

them

solidarity,

realizing
the
trauma

consequences

would
follow
us

This
is
an
issue
that
is
sown
within
our
own
culture,

it

cannot
fail

ignore
anymore.
The
burden
of
gun
violence
in
the
united
states
and
here
in
nevada,
has
shown
to
us
just
how
valuable
prevention
and
deterrence
can
be,
but
there
is
still
so
much
work
to
be
done
and
far
fewer
ways
for
us
to
be
held
accountable.

not
surprising
to
me
that
every
time
this
occurs,
we
can
already
assume
that
was
probably
some
young
male
melting
teenage
male
that
had
pushed
on
the
boundaries
of
insecurity
and
fragility,
and
yet
we
remain
in
standstill,
wondering
how
we
can
take
action
to
support
forgetting
that
we
have
an
underfunded
mental
health
system
right
in
front
of
us
gun.
Violence
is
not
inevitable,
it
can
be
prevented
and
just
like,
we
are
seeing
right
now
with
the
policy
actions
for
kobe
19..

when
we
politicize
human
suffering
and
public
health,
we
fail
to
act
on
issues
that
have
restrained
us
for
far
too
long.
May
we
pray
for
the
families
that
were
affected,
support,
public
health,
research
and
programming
to
help
reduce
the
burden
of
gun,
violence
and
fight
for
a
day
when
we
no
longer
have
to
send
our
thoughts
and
prayers
for
a
tragedy
that
could
have
been
easily
prevented.
