first
bill,
we're
going
to
hear
today
is
assembly
bill
123,
which
revises
the
provisions
governing
special
license
plates,
indicating
support
for
the
vegas
golden
knights
hockey
team,
and
we
have
assembly
woman
howdigy
here
to
present
the
bill
good
afternoon.

nine
days
after
the
tragedy
of
1
october
2017,
the
vegas
golden
knights
played
their
inaugural
opening
home
game
at
t-mobile
arena.
The
golden
knights,
united,
our
city,
brought
hope
to
our
city
and
provided
an
escape
that
helped
us
heal.
Since
then,
the
vegas
golden
knights
and
their
foundation
have
been
loyal.
Supporters
of
our
first
responders
donating
a
million
dollars
to
the
las
vegas
metro
police
department,
but
it
didn't
stop
there.
They
have
worked
enthusiastically
every
day
to
inspire
our
community.

The
foundation
works
to
secure
the
future
of
the
las
vegas
military
first
responders
and
their
families,
especially
those
who
have
suffered
a
sacrifice
for
the
greater
good.
The
foundation
has
donated
bikes
to
families
in
need.
During
the
holidays,
they
have
hosted
thanksgiving
food
drives,
built
homes
for
local
veterans,
awarded
grants
to
teachers
to
upgrade
their
virtual
teaching
technology.

The
foundation
has
established
a
grant
program
that
gives
fifty
thousand
dollars
to
five
charities
that
fall
within
each
of
the
foundation's,
giving
pillars,
health
and
wellness,
education,
military
hunger
and
homelessness
and
youth,
and
these
grants
are
awarded
twice
a
year.
They
have
supported
over
150
charities
and
organizations,
including
24
relating
to
first
responders
and
veterans,
support,
14,
dealing
with
hunger
and
homelessness
and
42
that
strengthen
education.

fees
for
the
vegas
golden
knights
special
license
plate
is
35
for
the
initial
issuance
and
10
for
the
renewal.
There
are
no
additional
fees
generated
by
the
plate,
which
means
that
the
vegas
golden
knight
foundation

receive
any
fees
generated
by
the
special
license
plates
again
chair,
I'm
vice
chair.
I
want
to
emphasize
the
foundation
currently
receives
zero
dollars
from
the
fees
that
are
collected
on
the
from
the
license
plates.

matter
of
fact,
if
you
look
on
the
dmv's
website,
all
charitable
license
plates
show
how
much
is
collected
and
what
portion
goes
to
the
chosen
charity.
There
is
only
one
organization,
not
collecting
fees
and
that's

vegas
golden
knights
foundation
and
under
them.
It
states
quote

support

additional
background
and
testimony
in
support
of
assembly
bill

Although
I
don't
have
the
skills
to
play
hockey,
I
enjoy
watching
it
and
attending
games
at
t-mobile.
Whenever
I
can,
I
used
to
be
a
fervent
detroit
red
wings
fan,
but
my
allegiance
shifted
when
vegas
was
fortunate
enough
to
land
the
expansion
golden
knights
in
the
2017
2018
nhl
season,
and
I
think
my
closet
is
probably
85
golden
knights
gear.
At
this
point,
maybe
much
of
the
chagrin
of
my
wife
who
would
like
me
to
maybe
wear
some
normal
clothing
on
occasion.

Now

have
never
won,
and
I
know
my
chances
are
very
slim,
but
I
also
know
the
money
goes
to
a
good
cause
with
the
pandemic.
The
revenue
that
goes
to
the
foundation
has
really
suffered
because
fans
were

attend
games

almost
a
year,

even
now
the
stadium
is
not

full
capacity,
which
means
that
the

suffered.

the

as

popularity

more
popular,

more
valuable

therefore

extra
exposure

good
for
us
and
finally,
and
certainly
not

it's

a
big

The
foundation
supports,
as
it's

noted
before,

it
has
community
service
is
widespread.

firefighters,

responders

organizations

as

it's

dollars

we
stopped
being

owner
bill
foley
donated

help

give
back

able

get
these
ten
dollars

each
license

grow
programming,
take
care
of
immediate
needs

children

for
those

players

passionate

giving
back
to
this
community.
They

the
love

ice

they
love

give
off
the

one

the
other
areas
that
we've

donating

since
we
started

partnering

boys
and
girls
club
and
making
over

three
hundred
thousand
dollar
commitment
to
build
a
ball
hockey
rink
in

underserved
community,

our
players
will
not
only
just
help
with
building

participate
in
programming
with
local
police
officers
as
well
to
grow
the
game
and
show
different
ways
to
be
successful
in
the
community.

the
gist
of

bill
isn't
changed

the

Las
vegas
is
one
of
the
premier
destinations
for
travel
and
tourism.
Yet
some
of
our
transportation
network
companies
are
not
able
to
offer
its
full
cadre
of
services.
Uber,
for
example,
is
unable
to
offer
their
uber
black
service
and
in
in
the
future,
potentially
uber
green.
Because
of
a
prohibition
in
the
law.
The
prohibition
is
that
a
regulated
transportation
company,
a
certif,
a
company
with
a
certificate
of
public
convenience,
cannot
have
a
driver
who
is
not
an
employee
and
an
employee
of
a
tnc
cannot
work
for
a
certificated
carrier.

The
result
is
ab444
removes
that
prohibition,
and
the
amendment
that
is
being
circulated
is
simply
a
some
technical
fixes
that
tries
to
make
sure
on
that
was
submitted
from
the
transportation
network
company
in
order
to
make
sure
that
the
responsibilities
that
are
required
of
the
driver
are
not
both
required
of
the
driver
and
the
company
and
the
tnc
and
the
transportation
network
company.

approved
nevada
transportation
authority

in
the
state
of
nevada.
We're
proud
of
that.
We
work
with
multiple
other
affiliates
within
the
state
as
well
to
provide
the
best
level
of
service
for
premium
transportation.

I
believe
that
transportation
companies
have
brought
an
immense
amount
of
technology
platform,
convenience
and
consumer
optionality,
but
that's
also
provided
to
a
rise
in
some
congestion
and
what
we
see
as
an
opportunity
to
provide
us
pollution,
and
that
solution
is
to
allow
cpn,
limo
motor
carriers
with
driver
employees
to
accept
and
fulfill
transportation
network
company
demand,
in
short.

So
that
is
why
we
believe
this
bill
is
the
problem
solving
bill.
Multiple
reasons
number
one.
It
allows
companies
like
captain
and
other
limo
motor
buyers
to
employ
more
full-time
drivers
that
have
to
go
through
virtuous
background
and
ongoing
management
and
security
provisions.
We're
proud
of
that.
We
want
to
continue
to
do
that
as
the
employer.

We
feel
there's
an
ample
opportunity
of
coming
out
of
the
pandemic
to
provide
job
creation
through
tp
and
motor
car
status
of
employment,
to
provide
these
drivers
with
job
security,
accountability
with
an
opportunity
to
receive
benefit
and
provide
for
their
families.

At
the
same
time,
we
believe
that
this
bill
creates
an
opportunity
again
for
efficiency
on
the
road
that
efficiency
in
simple
understanding
is
one
of
our
current
vehicles.

Captain
vehicle
the
captain,
fully
employed
gopher
driver,
could
take
a
direct
captain
charter
reservation
fulfill
that
charter
preservation
from
point
a
to
point
b,
drop
off
of
that
charter
reservation.

would
like

see

opportunity
for
that
vehicle
and
that
driver
to
be
available
on
a
tnt
platform.

reconcile

how

we
prevent
the
serving
two
masters?
We've
got
a
regulated
carrier,
who's
working
also
within
a
separate,
entirely
separate
regulatory
scheme,
and
you
gave
me
an
explanation
that
I
thought
was
okay
and
then,
as
I
thought
on
it,
I
still
can't
quite
make
it
fit.

understand
the
drivers,
you
know
our
employees
of
the
regulated
and
right
now
under
the
rules.
We
can't
have
that
cross
connection,
but
what
I
don't
see
is
how
this
bill
allows
the
driver
to
work
for
the
limousine
company
and
still
be
able
to
work
under
the
the
tnc
paradigm.
So
can
you
explain
the
practical
side
of
this?
How
does
this
work
so
that
we
don't
have
a
driver
or
a
company
that
is
subject
to
two
and
potentially
maybe
not
currently,
but
potentially
conflicting
regulatory
schemes.

this

then,
if

myers
can
sort
of
fill
in
the
blanks
where
we
got
it
from
so

This
bill
sort
of
creates
a
new
definition
of
driver,
a
new
class.
Let's
say-
and
I
think
it's
less
thinking
about.

There
has
to
be
a
contract
between
the
company
and
the
tnc
and
there's
a
fee
that's
paid,
and
then
it's
there
are
responsibilities
that
are
mainly
under
the
certificated
carrier
for
regulatory
things,
such
as
collection
of
excise
tax
or
or
in
some
cases
the
tnc
is
required
to
collect
that
excise
tax
in
in
this
particular
case
it
is,
but
that's
that's
the
theory
and
that's
how
it
goes.
Perhaps
mr,
mr
myers
might
add
some
color.

sure
the
driver
is
only
subject
to
employment
and
management
by
the
tcm
america,
the
relationship
that
we
have
formed
to
date
with
the
a
current
tnt
carrier
in
the
state
of
nevada.

The
details
of
that
relationship
were
that
the
dnc
has
a
map,
a
large
amount
of
consumer
demand.
They
continue
to
specialize
in
marketing
and
activation
of
consumers
and
for
the
purposes
of
asset
for
higher
transfer
our
side
of
the
relationship
that
we
specialize
in
recruitment
on
board
management
of
full-time
driver
employees.
We
also
specialize
in
the
ability
to
work
with
the
nevada
transportation
authority
on
and
on,
as
well
as
accountability,
to
ensure
that
our
vehicles
are
properly
regulated
are
properly
insured.

We
have
ongoing
standard
safety
measures
to
make
sure
that
there
is
possible
on
the
vehicle
transporting
consumer.
So
at
the
end
of
the
day,
the
question
is
answered
by
the
fact
that
the
driver
is
not
fully
employed
or
working
for
a
cpc-10
motor
one
hour
and
then
working
for
the
next
trip
tower.
The
driver
is
100
of
the
time
employed
by
captain
or
another
seat
and
motor
carrier,
and
all
now
able
to
do
with
or
purport
is
receive.

dead
horse

but

concern
is
this:
one
thing
that
we've
seen
from
the
legislative
standpoint
is
when,
for
example,
we
have
different
and
I'm
going
to
use
a
family
law
example
because
that's

most
recent
experience,
but
we
have
child
custody
laws
strewn
across
multiple
sections
of
of
the
statute.
So
for
talking
about
paternity,
that's
under
nrs
126.,
if
we're
talking
about
child
custody
and
visitation,
that's
under
125c,
if
we're
talking
about
support,
that's
125b
and
125..

I
can
see
this
happening
in
a
manifold
way
between
two
arguably
competing
regulatory
bodies
where
the
transportation
authority
might
come
up
with
certain
regulations
that
benefit
and
and
support
their
operation,
where
the
tnc's
may
come
up
with
a
very
different
set,
and
so
we're
talking
about
taking
someone
that
remains
regulated
under
the
the
the
transportation
authority
or
the
tax
cab
authority,
whichever
one
it
is
and
then
at
the
same
time,
they're
now
going
to
be
subject
to
regulation
under
the
tnc's.

So
unless
we
have
two
separate
operations
that
can
maintain
that
separation,
my
fear
is
that
we
run
the
risk
of
creating
a
beast
that
is
serving
two
masters
and
thus
serving
neither
well
I'm
not
suggesting
I'm
antagonistic
to
the
bill.
I'm
just
trying
to
think
through
this
at
a
permutation
at
a
time,
and
my
concern
is
that
by
opening
this
door,
without
some
pretty
clear
regulatory
authority
and
and
designations
who's
responsible
for
what
we
may
be
opening
this
up
to
a
real
quagmire
for
the
operator
who's,
just
trying
to
make
a
living.

if
I
may
sort
of
maybe
address
senator
pickard's
concern,
david
goldwater
tncs
are
regulated
by
the
by
the
same
regulated
regulator
that
the
certificated
carriers
are.
So
I
I
think
they
understand.

They
understand

scope
of
these
regulations.
They
understand
how
they
interact
and
it's
there's
also
going
to
be
a
contract
between
the
two
companies
and
I
think
what
we
tried
to
do
in
this
bill,
and
I
think
the
amendment
from
uber
sort
of
makes
it
a
little
delineates
it
a
little
more
clearly.

But
listen,
it's
not
the
first
time
there
there
there's
been
an
imperfect
bill,
and
I
know
that
you
of
all
people
don't
want
the
perfect
to
be
an
enemy
of
the
good.
This
is
definitely
a
step
down
the
right
path
for
improving
the
transportation
situation
in
our
valley,
and
if
we
have
to
come
back
here,
hopefully
we'll
be
before
you
too,
to
fix
it.

there
is
such
a
thing,
I

doubt
it

clarify
that
what
mr
goldwater
stated
that
nrs
706
governs
via
the
nevada
transportation
authority,
all
tptn
motor
carriers,

transportation
network
companies
at
devon's
magnetic.

there
is
a
clear
regulation
in
place
that
that
is,
you
know
the
the
cpcn
motor
carrier
and
the
transport
network.
These
are
governed
by
the
same
authority

in
this
bill.

pickup
location
for

that
look

this

attempting
in
our
relationship
with
our
tnt
provider,
as
well

in
concert
with
department
of
aviation,
as
well

las
vegas
convention
center

major
resorts
that
currently
have
a
contract
in
terms
of
on
the
strip
boulevard,
to
work,
to
assess
more
seamless
and
more
elevated
options
for
the
convenience
of
the
user.
So,
for
example,
let's
use
a
resort
property.
There's
there's
many
differing
pickup
locations
at
the
current
resort
properties.

you
were
to
use
a
limousine
service
versus
a
dnc
server
and
really
doesn't
provide
you
any
additional
value.
If
you
were
to
use
a
high-end
premier
service,
I've
done
currently
at
a
unique
or
more
favorable
pickup
location,
using
that
we
believe
that,
with
the
relationship
with
the
motorcar
that
may
have
a
existing
current
relationship
with
that
property
that
we
would
be
able
to
use
the
preferred
pickup
location
for
more
seamless
convenience
for
the
ultimately.

is
a
bill
that
will
bridge
that
gap
by
bridging
that
gap
bill.
An
organic
part
of
this
is
going
to
be
that
as
this
relationship
grows,
less
vehicles
will
be
needed
to
do
more
trips
and
we
believe,
that's
a
huge
value
in
the
current
marketplace
as
we
recover
from
the
pandemic,
and
we
see
airline
traffic
rise
and
the
occupancy
levels
rise,
which
is
great
for
the
economy
that
we
don't
need
during
the
valley.

to
the
governor

not

equal

but

that
has
not

don't
know
if

hammond
is

if
he

perhaps

his
reservation

remember
it,

think
he
made
the
statement

then
I
think
that
was
all

party
and
the
majority
party
chooses
and
puts
places
people
on
the
committees
from
the
majority
party.

advisory
committee.

spells
out
exactly
who
they
want
to
be
on

committee

sure
they
have
expertise
in
certain
areas
and
then,
on
top
of
that,
then
the
majority
party
gets
to
make
a
recommendation
for

appointment
or
a
point
d,

in
the
past
we
have
seen
that
both
majority
and
minority
parties
have
made
appoint
appointments
to
these
kinds
of
committees.
These
aren't
the
regular
legislative
committees
and,
like
our
colleague
down
the
other
end,
senator
pickard
had
mentioned.

happened
during
that
committee
and
it
just
seems
to
be
able
to
increase
the
flow
of
communication
between
those
who
participate
and
then
those
who
you
know
are
elected
officials,
so

speak,

that's

hesitation-

this
is
a
the
second
bill
that
I've
encountered
during
this
session,
and
I
think
other
people
have
noted
other
bills
that
they've
encountered
in
their
committees.

again
seem
to
say
hey.
You
know
we
like
to
have
a
smaller
committee,
which
is
understandable.

don't
like
to
have
large
committees,
but
in
order
to
do
this
smaller
committee,
it
just
seems
like
the
minority
party
is,

being
you

taken
out
of
the
equation,
and
I
was
just
saying

think
we
need
to
try

reverse
that,

that's
what
that
was
my
point.

restraints
for
children
transported
in
motor
vehicles.
It
removes
the
weight
requirement
for
children
under
six
and
includes
children.
Less
than
57
inches
tall
be
secured
in
child
restraint
systems.
Instead,
it
also
requires
that
a
child
less
than
two
years
of
age
generally
be
secured
in
a
rear-facing
child
restraint
system.

the
back
seat
of
a
car,
children
less
than
two
years
of
age
must
be
secured
in
the
rear-facing
child
restraint
system
unless
any
airbag
on
the
passenger
side
of
the
front
seat
is
deactivated
and
special
healthcare
needs
of
the
child,
require
the
child
to
ride
in
the
front
seat
and
there's
a
written
statement
signed
by
a
physician
certifying
this,
which
is
carried
in
the
motor
vehicle
or
two.
