next

this
transformation

to
put

invented

initiative
authenticity

dealing
with

lost
in
an
electronic
transmittal.

bill

the
enabling
language

starts

four-year
development
process

now

I'm

sounds

regulation,

up
with
the
standards
of
care

authenticity

bill

expand
their

criteria,

regulations,
so
that
each
of
the
jurisdictions
in
the
nation
can
act
in
the
dmvs
in
each
jurisdiction
in
the
nation
can
have
and
work
on
technology.

For
that
very
same
thing,

as
the
driver's
license
around
the
driver's
license
real
id
and
so
forth,
we
have
right
now
to
speak
to
the
authentication
and
verification
systems.
We
have.
One
of
the
vendors
that
we
have
right
now
is
also
a
vendor
in
many
of
the
jurisdictions
dmvs
throughout
the
nation.
They've
been
working
with
amva,
the
our
dmv
hub
service,
as
well
as
homeland
security
on,
and
they
have
an
actual
system
that
we're
looking
at
in
in
aligning
with,
in
our
current
contract,
amending
to
down
the
road.

this
comes
available-
and
it's
very
it's
it's
around
the
authentication
and
verification
process
that
you
speak
of

because
that
is
crucial
for
every
dmv.

cannot
compromise
our
system
on
that
and
thank

priority

maintain

system
and
they
have

system

place
now

working
with
homeland

understanding
is
those
regulations

be
done
by
the
end

this
summer,

takes

tow
car
operator
who
was
concerned
about
the
level
of
training
for
operators
in
the
industry
and
tow
car
operators
are
required
to
receive
certificates
of
public
convenience
and
necessities
called
cpn.
Sometimes
you
see
them
on
the
side
of
people,
the
from
the
nevada
transportation
authority,
the
nta
and
are
they
are
regulated
by
the
authority
under
existing
law.

Tokar
operators
are
required
to
comply
with
the
statutes
and
regulations
affecting
motor
carriers,
but
trying
to
keep
up
with
new
regulations
and
bills
passed
during
legislative
sessions.

easy
task,
and-
and
I
know
this
because
I
have
some
bills
in
the
past-
and
sometimes
it
takes
a
while
for
it
to
get
down
to
them-
that
they
actually
start
to
to
implement
this
bill
is
designed
to
change
that
and
make
sure
that
operators
do
not
run
afoul
of
the
law
or
regulations.
They
were
unaware
of
section.

annual
training
is
mandatory,
but
if
no
new
laws
or
regulations
were
enacted
in
the
preceding
year,
then
the
training
would
not
be
held

One
includes
most
of
chapter
706
of
nevada,
rice,
revised
statutes

scope

training,
the
training
curriculum.

exception
of
the
taxi
cab
authority
provisions.

person
to
file

lanes
out
there
and

know
as
well
as

do
those
of
you
that
commute
between
vegas

carson

it

daytime,

I'm

they're
used
to
at
a
thousand
feet,
and
so

really

think,

we
look
at
the
existing
statute

the
bill

one
daytime
running
lights,

statute
is
just
marker
lights.
It
also
gets
into
implements
of
husbandry
again.
They
would
be
required
on
any
two
lane
to
have
have
lights
during
the

daytime.

think
that's
good
one
that
might
draw
a
little
higher
out
in
my
rural
communities.

vehicles
also
would
have
to
have
some
type
of
a
running
light,
and
then
bus
trucks,
tractor
trailers
and
any
combination

be
required

the
long
and
short

is

long
needed
bill
when
you
take
all
the
thousands
of
miles
of
tulane
now

think
the

cost
would

to
provide
the
signage,

they
forwarded
that
to

chair
at

an
unsolicited
fiscal

scary,

warranted

million
dollar
fiscal
note
to
sign
all

highways

say

shall

headlights

daytime

a
two
lane
where
the
present
existing
statute.

the
criteria

in
order
for
you
to
be
cited
for
not
having
your
headlights
on,
so
I'm
hopeful
that
that
we
get
a
little
traction
on
this
bill
without
having
having
it
end
up

front

mr
brooks
senator
brooks
and
in
finance,
trying
to
figure
out
how
we're
going
to
post
2
million
dollars
to
put
a
really
truly
a
good
law
in
place
that
it's
all
about
the
safety
of
the
people
in
nevada.
It
only
pertains
to
two
lanes.

Indot
also
suggested
we
just
do
u.s
highways,
which
is
93.95,
I
think
roots
out.
But
I
think
it's
it's
a
big
enough
issue:
hey
if
you're
going
to
run
headlights
most
modern
vehicles
today,
over
half

them
automatically
turn
their
lights
on
anyway,
and
it's
not
a
big
issue.

hope
we
can.

this
built
out
and
get
some
safety
out
on
these
highways
and
with
that
I'm

office

traffic
safety
has
received
information
today
from

national
highway
traffic
safety
administration
nitsa.
Regarding
daytime
running
lights.
The
stats
provided
are
from
a
multiple
studies
conducted
over
the
years.

Some
of
the
data
we
have
is
daytime
running
lights,
reduce
opposite
direction,
daytime
fatality
crashes
by
five
percent.
That
would
be
on
the
two
lane
roads
where
you
have
vehicles
traveling
at
each
other,
in
both
directions,
daytime
running
lights,
reduce
opposite
direction.
Angle,
daytime
fatal
crashes,
also
by
five
percent,
that'd
be
vehicles
from
the
intersection,
so
you
can
actually
see
the
cars
coming
on
the
roads
where
the
senator
works.

those
who
have
daytime
fatalities
and
single
vehicle
crashes,
the
studies
show
they're
reduced
by
12
and
a
really
big
one
is
the
daytime
running
lights,
reduce
date
time
opposite
direction:
fatal
crashes
of
a
passenger
vehicle
with
a
motorcycle
by
23.

Another
study-
and
these
are
all
studies
that
nitsa
gave
us-
show
the
daytime
running
lights
in
light
trucks
and
vans
significantly
reduced
light.
Truck
and
van
involvement
in
two
vehicle
crashes
would
be
head-on
crashes
by
5.7
percent
and
five
percent
might
not
see
him
a
lot.
But
if
you
have
two
hundred
feet
tallies
a
year,
that's
potentially
10
less
people
dying
in
crashes,
in
our
roadways
in
that
year
and
for
those
families
that
is
significant.

Not
only
is
the
deputy
chief
of
the
nevada
air
patrol
he's
responsible
for
200-plus
troopers,
but
as
a
parent
of
three
boys
who
drive
on
these
two-lane
roads
of
the
senator
mentioned
here
in
rural
nevada,
having
spent
most
my
time
with
the
highway
patrol
assigned
to
rural
areas,
wanna
mock
elko
a
few
times
and
I
travel
all
the
same
roads,
u.s
routes
and
all
that
east
west
north
to
south
and
back
again
more
times
than
I
ever
would
have
thought
I
have.

I
never
would
have
thought
I'd
put
on
40
000
miles
in
one
year
driving,
but
I
do-
and
I
see
a
lot
of
stuff
I've
traveled
on
busy
and
only
two
lane
highways
that
have
posted
speeds
of
70
miles
per
hour
and
on
these
roads
drivers
do
pass
other
slow
moving
vehicles
and
the
reality
is
that
people
do
travel
when
they're
tired.
I
wish
they
wouldn't,
but
they
do.

If
you
work
live
in
a
city,
you
usually
don't
drive
more
than
a
couple
miles
here
and
there
in
the
rural
areas,
people
are
driving
300
400
miles
a
day,
think
they
can
do
it,
and
sometimes
you
get
a
little
tired
by
having
the
other
vehicles
coming
at
you
with
their
headlights
on
it
might
wake
you
up
a
little
bit.

You
might
see
that
vehicle
and
say:
oh
okay,
maybe
I'll
pay
more
attention,
but
over
the
years
I've
just
had
discussions
with
a
number
of
my
troopers
sergeants,
lieutenants
and
captains
about
this
utilizing
headlights
during
daylight
hours
and
for
the
past
four
or
five
years.
I've
done
so
in
my
own
personal
vehicle,
as
well
as
my
state
issued
cruiser,
my
children
been
educated
in
as
well
as
our
building
in
elko.
We
share
a
building
dmv.

I
do
go
over
there
and
lecture
to
speak
to
all
the
kids
getting
their
licenses
and
explain
to
them
keep
distance
and
make
sure
you
keep
your
headlights
on.
So
you
can
be
seen.
It
is
important,
and
over
the
past
few
days
since
senator
gokuchi
reached
out
to
us,
the
topic
of
daytime
running
headlights
has
resurfaced.
We've
had
a
lot
of
conversation
and
within
our
office
I've
talked
to
our
captain
scotty
simon
who's,
assigned
to
our
major
accident
investigation
team
for
the
majority
of
his
career.

You
think
you
can
see
for
10
20
miles,
but
there's
dips
in
the
road
and
all
this
that
you
might
not
realize
are
there
in
the
headlights
on
you
actually
do
take
note
of
the
vehicles
I
spoke
to.
Lieutenant
howell
was
actually
sitting
in
the
corner
here
telling
me
to
not
speak
too
fast.
If
I
do
he's
doing
a
good
job-
and
I
asked
him-
and
he
said
it
makes
you
seem
to
see
so-
you
can
see
through
the
heat
waves
and
mirages
if
you've
ever
traveled
on
these
roads
in
the
summertime.

You
know
what
I'm
talking
about
looks
all
hazy.
It
looks
like
an
ocean
up
ahead,
the
headlights
I
can
see
through
it-
if
not,
you
really
can't.
So
it
is
a
danger
for
me.
As
a
deputy
chief
of
the
higher
patrol
and
a
parent
of
children
who
drive
cars,
I
am
personally
in
support
of
this
bill
as
well.
I
believe
it
does
make
a
difference
and
I'll
end
with
many
years
ago,
when
I
first
moved
to
nevada,
I
saw
on
the
back
of
a
walmart
tractor
trailer.

They
decided
lights
on
for
safety,
and
I
thought
to
myself.
One
of
the
largest
corporations
of
the
world
turned
the
lights
on
for
safety.
It
must
be
worth
doing
something
to
do
something
we
should
consider,
but
I
supported
so
the
highway
patrol
and
I
think
it's
a
no-brainer,
a
common
sense
law.

statistically
speaking

travels
both

eastern
up
to
white
pine
county
and
then
of
course,
up
to
here,
there
are
already
large
segments
of
the
highways
that
are
required,

you're
required
to
have
your

lights
on.

the
crash

look
at
those
based
on
the
crash
rates,

look

through
coordination
with
our
safety
and
nhp,
and
then
once
we
have
that
data
compiled
and
everything
else,
just
like
what
mr
simpson
was
talking
about,
then
we'll
go
out
there
and
work
with
our
districts
to
sign
those
segments
of
road.
Currently
there
are,
I
think
it
is
seven
segments
throughout
the
state
that
we
have
signed
on
our
existing
facilities,
which
are
the
u.s
routes.
