A
Thank
you
very
much
good
afternoon.
I
want
to
welcome
everyone
to
our
our
meeting
of
the
senate
committee
on
legislative
operations
and
elections.
Today
we
will
be
hearing
senate
bill
84.
Regarding
election
precincts
secretary.
We
do
have
a
quorum
president.
I
believe
we
have
all
our
members
present
a
few
housekeeping
matters.
I
want
to
go
over
quickly
and
I
know
it's
repetitive,
but
I
appreciate
everyone's
patience.
A
A
As
most
of
you
are
doing
now,
you
may
view
committee
meetings
online
through
the
legislature
streaming
service
or
on
the
legislature's
youtube

As
in
previous
sessions,
all
committee-related
information
is
available
on
our
l,
our
legislature
website
nellis
system,
nevada,
electronic
legislative
information
system,
which
is
accessible
from
the
legislature's
website.
For
this
session.
The
public
has
three
ways
to
submit
public
opinion
and
testimony
note
that
each
way
is
a
little
different.
A
Some
become
part
of
the
public
record
and
others
are
opinions
shared
for
legislators.
Information
three
ways
are
providing
testimony
via
telephone
during
committee
meetings,
submitting
written
testimony
and
using
the
opinion
poll
application
testimony
by
a
telephone
to
testify
on
bills
or
provide
public
comment.
During
this
session,
members
of
the
public
should
register
on
the
nella
system
and
then
call
into
the
phone
number
provided
to
register.
You
must
click
on
the
participate
button
under
each
meeting
and
fill
out
the
requested
information.
A
After
registering,
you
must
call
the
number
provided
at
registration
to
be
placed
in
line
to
testify
in
support
opposition
or
neutral
on
a
bill
or
to
provide
public
comment.
Our
broadcast
and
production
services
team
will
prompt
you
when
it's
your
turn
to
speak.
This
is
a
first
come
first
serve
option
and
testimony
may
be
limited.
A
775-684-6500
written
testimony
should
include
the
bill,
number
clear
title
and
the
individual's
name,
and
if
you
are
with
an
organization
all
these
submissions
become
public
exhibits
posted
on
nellis
for
you
and
the
public's
consideration
and
become
part
of
the
record.
The
legislature's
opinion
poll
application
has
been
used
in
previous
sessions.
This
session
is
more
prominently,
displayed
and
located
in
more
places
than
previously
on
our
website.
A
A
During
the
public
comment
portion
of
the
meeting
we
set
aside
time
at
the
end
of
the
meeting
where
you
can
call
in
if
you
miss
a
meeting
and
want
to
know
what
happened
or
want
to
hear
the
testimony,
all
meetings
are
recorded
and
posted
on
the
legislature's
website,
usually
the
following
day.
I
know
that
was
a
lot
of
information,
but
I
appreciate
everyone's
patience.
I'd
like
to
open
the
hearing
on
senate
bill,
84.
we're
very
lucky
to
have
our
majority
leader.
A
Senator
canazzaro,
who
sat
on
the
interim
committee
regarding
reapportionment
and
redistricting
that
that
study
she's
presenting
the
bill
after
her
bill
introduction,
I
believe,
she's
going
to
be
joined
by
some
of
our
county
registrars
of
voters,
mr
gloria
from
clark
county
and
miss
spicula
from
washoe
county
majority
leader.
Thank
you
for
presenting
senate
lady
4
today.
B
And
thank
you
thank
you,
chair
orrin,
shaw
and
members
of
the
committee.
I
appreciate
you
being
willing
to
hear
senate
bill
84,
which
proposes
to
increase
the
maximum
number
of
voters
in
an
election
precinct,
and
thank
you
again,
chair
ornshaw
committee
members.
My
name
is
nicole
cannazzaro
and
I
currently
serve
as
the
senator
from
senate
district
six
in
the
northwest
portion
of
the
las
vegas
valley.
B
I
am
pleased
to
come
before
you
this
afternoon
to
present
to
you
senate
bill
84,
which
again
is
related
to
the
maximum
number
of
voters
that
can
exist
in
an
election
precinct
and
by
way
of
background
information
during
the
2019-2020-20
legislative
interim.
I
was
fortunate
enough
to
sit
on
the
legislature's
committee
to
conduct
an
interim
study
on
the
requirements
for
reapportionment
and
redistricting
in
the
state
of
nevada.
B
B
As
part
of
its
discussions,
the
interim
study
did
hear
from
our
local
election
officials
and
administrators
who
shared
considerations
and
input
regarding
the
political
boundaries
and
precincts
and
the
potential
impacts
of
redistricting
on
election
administration
census.
Geography,
specifically
census
blocks,
are
the
basis
for
any
redistricting
plan
and
nevada
census
blocks
share
the
same
boundaries
as
our
election
precincts.
B
Finally,
it
was
noted
that,
since
the
proposed
increase
sets
forth
a
maximum
number
of
active
voters
per
precinct
jurisdictions
such
as
rural
counties,
could
continue
to
create
smaller
precincts
as
needed
or
leave
existing
precincts
unchanged
senate
bill.
84
is
thus
very
simple,
as
you
can
see,
it
amends
nevada,
revised
statutes,
293.207
to
increase
from
3
000
to
5000
registered
voters
the
maximum
size
of
a
precinct,
mr
chair
and
members
of
the
committee.
That
does
conclude
my
brief
presentation
of
senate
bill
84,
and
I
definitely
urge
your
support
joining
me
today.
B
A
C
Good
afternoon,
mr
chairman,
joe
gloria
register
our
voters
in
clark
county.
Thank
you
for
the
opportunity.
A
C
Thank
you
for
the
opportunity
to
come
forward
today.
This
bill
will
assist
in
clark
county
the
density
of
population
in
certain
areas,
especially
with
the
large
apartment
complexes
that
are
being
built
throughout
the
valley
and
especially
in
the
suburb
areas,
where
they
sometimes
conflict
with
current
precinct
lines.
C
Expanding
it
from
3000
to
5000
would
do
just
what
senator
cannizzaro
mentioned
that
will
allow
us
to
avoid
having
to
unnecessarily
split
precincts,
and
since
we
utilize
vote,
centers
and
many
people
also
utilize.
Every
voting
there's
no
harm
to
the
voter.
In
that
we
won't
be
overburdening
any
polling
place
by
increasing
the
number
of
voters
in
each
precinct.
So
I
would
support
passage
of
the
bill.
Thank
you
for
the
opportunity.
A
D
All
right,
thank
you
just
for
the
record
deanna
speguila,
the
washington
county,
registrar
of
voters.
Thank
you,
chairman
orrin
shaw,
and
I
really
want
to
thank
senator
caninzaro
for
bringing
this
bill
forward.
D
As
joe
mentioned,
the
same
issues
and
the
same
concerns
apply
to
washoe
county,
especially
in
the
in
light
of
community
growth,
especially
in
as
he
had
stated
in
those
largely
densely
populated
areas
where
we're
splitting
precincts
in
between
even
college,
our
college
campus
that
we
have
up
at
unr
and
just
in
it
just
this
increasing
those.
The
number
of
registered
voters
that
we
can
allow
in
each
precinct
will
avoid
having
to
unnecessarily
split
split
precincts.
D
It
helps
with
election
management
again
not
having
to
assign
precincts
to
polling
locations
anymore,
because
we
do
operate
under
the
vote
center
model
again
no
harm
to
the
voters
and,
basically
there's
you
know
just
more
benefits,
and
there
would
be
no
downsides
to
to
passing
this
so
again,
thank
you
and
I'll
be
available
for
any
questions.
A
I'm
not
seeing
any
questions.
Thank
you
all
for
your
presentation.
E
A
All
right,
thank
you,
broadcasting
and
I
kind
of
want
to
give
it
just
a
little
more
time
in
case
there's
anybody
trying
to
call
in
or
log
in,
but.
A
I
believe
I
do
think
I
have
on
zoom
of
the
night
county
clerk
sam
rolino
in
support.
I
don't
know
if
she
wants
to
speak
or
just
just
here
to
answer
questions
registered.
F
Merlino
thank
you
chair
and
thank
you
senator
I'm
absolutely
in
support
of
this.
I
really
don't
have
anything
to
add
to
either
registrar,
but
I'm
absolutely
in
support.
Thank
you.
A
A
A
A
All
right:
well,
I'm
not
not
hearing
any
other
comments.
Broadcasting.
A
F
Chair
this
is
vice
chair
lying.
I
make
a
motion
that
we
accept
sv84.
A
A
All
right
secretary,
if
you
would
take
the
roll
call
vote.
A
Thank
you
very
much.
The
senate
ability
for
past
unanimously
and
I'll
take
the
floor
statement
and
majority
leader.
If
you
could
be
my
backup
on
that
one,
because
you've
got
the
expertise
of
the
interim
committee.
I
appreciate
that.
Thank
you.
Thank
you
committee.
Now
I'll
move
to
our
last
item,
public
comment
or
broadcasting.
Is
there
anyone
on
the
line
who
wishes
to
make
public
comment.
