senate
bill
128,
which
directs
the
state
treasurer
to
conduct
a
study
concerning
publicly
funded
scholarships
and
grant
programs
in
the
state.

bit
of
background,
let
me
begin
to
provide
some
context
for
sb128.
Before
going
over
the
bill's
details.
For
years,
we
have
known
that
publicly
funded
scholarships
and
grant
programs
have
competed
for
the
same
money.
Indeed,
during
these
tough
economic
times,
we
must
even
be
more
mindful
of
where
public
funds
are
allocated
to
ensure
we
are
reaching
the
most
students
with
the
most
need,
as
we
all
experienced
during
the
special
legislative
session
last
summer,.

Programs
such
as
the
governor,
gwynn
millennium,
scholarship,
the
nevada
promise
scholarship
program
and
the
silver
state
opportunity
grant
program
are
all
very
important
offerings
to
nevada
students
and
the
effectiveness
and
success
of
these
scholarships
and
grants
are
critical
to
their
ongoing
viability,
a
holistic
view
of
public,
publicly
funded
scholarships
and
grants.
Programs
is
necessary
to
ensure
that
the
funds
are
meeting
the
needs
of
nevada
students
for
whom
they
were
intended.

The
ultimate
goal
of
sb-128
is
to
provide
greater
insight
into
the
effectiveness
of
these
various
scholarship
and
grant
programs
in
nevada
and
provide
recommendations
for
improvements
to
ensure
public
scholarship
dollars
meet
their
intended
use.
So
how
do
we
accomplish
this?
In
short,
the
bill
requires
a
study
specifically
senate
bill.
128
requires
the
state
treasurer
to
contract,
with
one
or
more
qualified
independent
consultants
to
conduct
a
study
concerning
the
effectiveness
of
publicly
funded
scholarship
and
grant
programs
in
nevada
for
persons
pursuing
high
pursuing
higher
education.

The
study
must
include
a
comprehensive
review
of
student
outcomes
for
scholarship
and
grant
recipients
to
include
graduation
and
dropout
rates
of
recipients.
As
well
as
an
evaluation
of
the
way
such
programs
are
administered,
moreover,
the
study
must
include
a
thorough
evaluation
of
the
short-term
and
long-term
financial
viability
of
these
programs
and
the
projected
future
costs
of
administration.

1
2022
deadline

submitting

report

to
the
legislative
committee

recommendations
for
improving
the
effectiveness,

scholarships
and
grant

Recommendations
must
also
address
improvement

outcomes
for
recipients
in
reduction

grant

endowment
account

state
treasurer

nevada,
revised
statutes,

nevada
state
treasurer.
It's
my
pleasure
to
be
here
today
to
present
senate
bill
128,
alongside
senator
dennis
as
a
little
bit
of
background,
the
state
treasurer's
office
oversees
a
number
of
critical
state
functions,
including
administration
of
the
governor
gwen
millennium,
scholarship
or
ggms,
in
coordination
with
the
nevada
system
of
higher
education.
To
date,
the
scholarship
has
helped
143
656
students
pay
for
college
over
its
21-year
existence.

However,
as
the
population
of
nevada
grows,
an
increasing
number
of
ggms
scholarships
are
awarded
each
year.
The
cost
of
awarding
a
growing
number
of
scholarships,
along
with
a
rising
number
of
publicly
funded
scholarships
and
grants,
has
brought
to
light
the
necessity
of
an
analysis
of
all
publicly
funded
scholarship
and
grant
programs,
their
effectiveness
and
their
financial
longevity.

We
owe
nevada's
families
and
students
predictability
in
state-funded
higher
education
awards,
which
is
why
we've
worked
with
senator
dennis
to
propose
the
legislation
you
have
today
senate
bill
128.
As
he
said,
senate
bill
128
directs
our
office
to
conduct
an
interim
study
on
the
effectiveness
of
publicly
funded
scholarships
and
their
respective
short
and
long
term
financial
soundness.
The
study
won't
just
look
at
the
financial
aspects
of
the
program,
but
also
the
administrative
processes
and
whether
or
not
the
scholarships
are
meeting
their
intended
outcomes.

study
will
conclude
with
recommendations,
whether
they
be
programmatic,
administrative,
or
financial,
for
consideration
by
the
interim
committee
on
education
for
legislation.
During
the
2023
session,
as
noted
in
section
15,
we
have
proposed
the
study
to
be
funded
from
the
college
savings
endowment
account,
which
is
an
account
administered
by
the
treasurer's
office
that
account,
as
a
reminder,
is
funded
by
program
fees
that
we
get
from
the
companies
who
administer
our
529s
and
are
restricted
to
education
purposes.
No
general
fund
dollars
will
be
utilized.

office
looks
forward

working
with

governor,
the
legislature

other
stakeholders
to
ensure
new
programs
and
those
long-standing
programs,
such
as
the
governor

around

the

that

make
sure
that
they're
being
run
as
efficiently
and
that
they're
accomplishing
what
they
need

we
get
it
too
broad,
it
might
make
it
too
hard
to
get
the
actual.

they
don't

the
state,
but

dollars

still

passed
on
for
scholarships

the
efficacy

those
programs
in

their
total
right,

that's

good
benchmark

say

doing
better

worse

promise
doing
better
or
worse
are
the
dollars
best
spent
over
here
over
there.

scholarships

some
of

endowed
privately,

few
of
them
are
from
pooled
resources.

is

set
aside

redistributed

aspect
of
that
is
the
effect
on
diverse
populations,

I've
noted
that
quite
a

of
our
students,
they
self-identify
in
all
kinds
of
way,
but
one
way
they
self-identify
is
as
being
cash
poor,
really
moving
from
month
to
month,
food
scarcity
and
other
issues
that
these
programs
are
vital
for
up.
So
how
these
various
programs
affect
diverse
populations,
including
the
cash
board.

Another
thing
that
should
be
looked
at
is
the
interactions,
not
just
the
individual
programs
and
how
effective
they
are,
but
the
interactions
among
the
programs,
sometimes
when
different
programs
have
different
credit
requirements
or
eligibility
requirements,
they
can
interact
in
odd
ways.
You
lose
one
program
and
that
causes
the
student
to
have
to
drop
the
other
programs
and
also
the
interactions
with
federal
programs
and
other
campus-based
programs.
So
those
are
just
some
things
to
keep
in
mind
when
the
study
is
conducted.

k-12
schools
