measure
revises
provisions
relating
to
agriculture.

Thank

allowing
me
to
appear
before
you
today
to
present
senate
bill
454,
which
provides
one
part
of
a
two-part
solution
to
solve
the
budget.
Problems
that
exist
in
budget
account
4546
the
livestock
inspection
program
for
the
department
to
provide.

For
the
budget
account
that
funds
the
livestock
inspection
program,
because
the
budget
was
projected
to
go
into
the
negative
in
the
next
biennium
as
part
of
the
department's
response
for
the
long-term
financial
sustainability,
we
created
a
business
plan
that
not
only
solved
the
budget
portion
but
also
addressed
long-standing
quality
training
and
customer
service
issues.
With
the
program,
the
business
plan
was
submitted
to
the
june
2020
ifc
ifc
and
submitted
as
a
budget
amendment
in
the
fiscal
year
2223
biennium
budget.

As
I
mentioned
this
part,
this
bill
is
a
part
of
a
two-part
solution.
The
first
solution
is
an
increase
in
fees
for
services
that
have
to
go
through
the
administrative
rulemaking
process.
We
have
begun
that
process
and
have
had
two
workshops
with
the
industry.
The
first
workshop
held
january
14th
and
the
second
workshop
held
just
this
week
on
may
18th.

The
next
step
in
the
process
is
a
hearing
with
the
intention
of
requesting
participation
on
the
first
legislative
commission
agenda.
After
this
session,
the
second
part
of
the
solution
is
the
bill
in
front
of
you.
The
bill
was
a
recommendation
by
in
to
reduce
the
need
to
solve
the
entire
budget.
Shortfall
by
fee
increases
approximately
5,
700
individuals
or
families
in
nevada
register
a
brand
with
the
department
of
agriculture.

This
brand
is
recorded
for
one
hundred
and
twenty
dollars
every
four
years.

changes
the
brand
re-recording
time
period
from
120
every
four
years
to
one
hundred
and
twenty
dollars
every
three
years.
This
will
provide
approximately
one
hundred
and
twelve
thousand
dollars
to
the
budget
account
as
part
of
the
overall
livestock
inspection
program
solution.

dealing
with

rewrite

provisions

nevada
brand
inspection
program.

components

process

business
plan
that
the
department
of
agriculture
has
prepared
to
bring
the
state's
brand
inspection
program
to
a
financially
sustainable
operation.

concerned
because
of
the
notification
process.
If
they
you're
going

notify

there

need

re-record

clearly

people

when
they're
active
accounts
and-
and
it
says
at
your
discretion
whether
you
notify
them
by
email
or
by
writing
and

again,

it's

got

thousand

miss

simply

easily,

prefer.

cancel
or
suspend
somebody's

their
failure
to
re-record,
especially

they're

iron,

them

letter
notifying
them.

age
is
often
preferred
by

but
it's
again
at
our

If
we
have
emails

also
a
cost
saving
measure.

if
we
only

an

on

going

opportunities

I

I
had
a
neighbor
once
years
ago
had
that
iron
forever
of
the
circle
and
failed
to
record
it
and
and
missed
it
and
then
ended
up
having
to
rebrand
the
cowherd
and
because
it
was
one
of
those
irons
had
been
had
multiple
when
we
were
recording
by
counties,
then,
when
it
went
to
the
state
level,
there
were
a
half
a
dozen
circle,
irons
recorded
and
he
missed
a
deadline
and
ended
up
rebranding,
his
cowards,
so
you
people
know
who
these
people
are
that
are
actively
using
them.

business

old

for
sale
and

apply

one

knew

one

they
have
been
lost
to
record,

include
some
that
are
canceled

some

they're

renewed
