employs
the
legislature
to
continue

work

address
structural
state
under
funding
of
public
education.
Last
summer,
nfca
supported
the
work
of
the
department
of
education
to
develop
nevada's
path
forward,
a
framework
for
a
safe,
efficient,
equitable
return
to
school
buildings.
We
felt
this
was
the
proper
framework,
along
with
consultation
with
local
health
districts
to
safely
reopen
and
operate
school
buildings
this
school
year,
educators
as
much
as
anyone
else
appreciate
the
importance
of
returning
to
school
for
in-person
learning.

educators
have
also
been
very
concerned
about
their
health
and
the
health
and
well-being
of
students.
The
fca
has
consistently
raised
concerns
since
last
summer
that
districts
lack
the
resources
needed
to
follow
the
recommendations
to
safely
open
and
operate
school
buildings
during
this
pandemic.

the
same
time,
we
know
these
funds
will
only
serve
as
a
temporary
patch
uses
of
funds
are
restricted,
so
they
can't
be
used
to
backfill
cuts.
Also
before
the
pandemic.
We
know
nevada
ranked
near
the
bottom
in
states,
in
most
education
metrics
in
the
2020
quality
council
report
from
education
week,
nevada
rank
47th
in
school
finance
and
50th
and
overall
chance
for
success
index,
and
we
all
know
nevada
has
the
largest
class
sizes
in
the
country
at
the
legislature.

fiscal

there

particular

funds

coupled

directly

the
local
jurisdictions

provide
rental
assistance.
Statewide
the
bill
requires
that
90
of
the
funding
must
be
used
for
one

more

five
areas:
rent
rent
arrears,
utility
utility
arrears
and
other
housing
related
expenses
incurred
directly
or
indirectly,
due
to
the
pandemic,
as
defined
by
the
secretary
of
the
treasury.

county
social
service
is
working
with
all
the
local
jurisdictions

mentioned,

provide

one-stop
portal
for
anyone
living

will
go

reno
housing
authority

14.3
million
from
washoe
county
and
the
city
of
reno,
for
an
estimated
24
million
and
combined
rental
assistance
for
those
residing
in
washoe
county
14.8
million

go
to
the
nevada
rural
housing
authority
for
assistance
in
the
balance
of
the
state
outside
of
washoe
and
clark
counties.

requesting
6.2
million
for
housing
stability
services,
which
at
this
point

undefined

the
division

bit
of
flexibility,

know

folks
are
out
of
work
and
we
want
to
make
sure
they
stay
in
their
house,

we

actually,

governor
has
put
a
moratorium
on
eviction,
notices
and
we're
offering
this
low
of
this
rental
assistance.

do
we
track
that
the
landlords
are
actually
getting
paid
this
money
so
that
they
too
can
make
their
mortgage
payments
or
whatever
their
obligations,
are,
make
sure
it
just
isn't
getting
paid
to
this
these
folks,
and
then
they
don't
have
to
pay
their
rent
anyway?
Is
there
any
way
to
track
that
make
sure
that
these
monies
actually
get
paid
for
their
rent
so
that
we
can
help
with
our
our
landlords.

overarching
program,

funds

are

approved

actually
will
go

landlords

behalf

receive

rental
arrears

potential
utility
arrears
and
it
really
is
kind
of
a
two-part
process.
It
does
require
landlord
cooperation
and
tenant
cooperation
to
get
this
money
out
the
door.

struggles

have
with
this
particular
funding
is
currently
under
the
current
guidance
self-advocation
for
need
by
the
tenant

not

we
understand
it
that
may
change

the
landlord
in
this
particular
program,
as
it
sits
right
now,
is
the
potential
compromise
of
the
pii
of
the
tenant.

set

date

sub-grantee

not
able

either
expend
those
funds,
we
could
basically
take
those
fundings
back
now.

in
discussions
with
in
formulating
this
that
we

again,
if
we're
talking
about
providing
the
city
of
reno

million
dollars
in
assistance
they're,
not
just
going
to
get

million

clarity

consolidation

the
act
was
signed
on
december
27th,
so
it
kind
of
threw
everybody
a
little
bit
of
a
lifeline
in
regards
to
those
fundings.

heard
is
that
treasury
will
come
out
with
a
definition
of
obligation,
but
that's
going
to
be
determined
at
a
later
date
and
I
think
in
fairness
to
treasury,
what
they're
trying
to
do
is
is
figure
out.

upfront
processes
and
and
deal
with
that
obligation
issue.

we
get
closer.

saw

different
entities
have
different
levels
of
success
in
enacting
the
rental
assistance
program
and
then
getting
them
off
the
ground
and
then
getting
dollars
out
the
door.

assumption

be,
since
it's
kind
of
a
continuation
of
the
program
that
we
won't
kind
of
see
that
slow
start
that
we
would
anticipate
things
to
continue
on
at
a
good
level,
but
I
will
be
interested
in
seeing
if,
at

beginning,
we
had
some
discrepancies
among
the
agencies
and
how
many
applications
are
being
approved
and
kind
of
what
percentage
of
ami
they
tend
to
be
approving
people.
So
that's
just
kind
of
a
comment
for
the
record
that
I
think
we'll
continue
to
be
mindful
of
that
information
as
we
go.

sometimes

cooking
with

standpoint

accepting

application

then

was
about
two
weeks
that

reporting
back
to
us
and
I'll

folks

estimated

be

agencies

coverage

that

successful

things
that
clark
county
did
in
the
last
funding
was
to
go
directly
to
the
clark
county
school
district
and
that
proved
to
be

beneficial.

like

low-cost
social
media
outreach
things
of
that
nature.
That
primarily
will
be
used
and,
to
be
very
very
frank,
it
doesn't
take
a
lot
of
potential
outreach
to
get
the
the
lines
queued
up
to
get
this
assistance.

school
system
and

curious

appreciate
that
it's
going
to
be
spread
out
over
various
other
budgets,

really
are
we
looking
at
supplementing
or
supplanting
a
budget,
so
a
pretty
significant
addition
to
our
school
budget.

So,
looking
at
details
on
where
this
is
spent,
how
this
is
being
used,
as
you
pointed
out,
making
sure
there's
equity
across
for
all
students,
I
think
will
be
interesting
to
see
if
there's
any
actual,
you
know
where
the
benefits
are
from
this
additional
monies
and

how
well
it's
spent
wisely
to
make
sure
these
kids
are
getting
the
the
appropriate
education,
and
so
I'm
looking
forward
to
for
the
details
on

the
best
practices
where
this
money's
been
used.
