A
As
you
know,
our
staff's
been
dedicated
to
visiting
every
ndoc
facility.
We
want
to
thank
the
director
and
his
staff
for
being
so
collaborative
and
sharing
the
work
that
that
you
do
specifically
we're
told
about
the
experience
that
our
staff
had
when
they
visited
the
Lovelock
Correctional
Center,
and
they
observed
the
structured
Living,
Program
or
SLP
in
action.
A
I've
observed
this
program
myself
and
I'm
very
impressed
with
the
work
that
they
do
at
Lovelock.
Our
staff
was
so
impressed
with
what
they
observed.
They
wanted
to
share
that
experience
with
our
commission.
Our
other
stakeholders
and
the
public
I'll
now
turn
this
time
over
to
Georgia
Powers
from
our
ndsp
staff.
To
tell
us
more
about
SLP
Powers.
B
Thank
you
chair
and
commission.
My
name
is
Georgia
Powers
from
Nevada
Department
of
insane
policy.
Living,
Program
or
SLP
is
an
ndoc
program
housed
at
Lovelock
Correctional
Center.
Our
staff
has
visited
LCC
several
times
and
we
were
impressed
with
the
differences
in
the
living
areas,
attitudes
and
atmosphere
of
the
SLP
unit.
Compared
with
other
areas,
we
had
the
opportunity
to
speak
with
participants
and
staff,
their
stories
and
commitment
to
the
program
intrigued
us.
We
have
120
pages
of
participants,
written
experience
of
the
program
and
its
personal
benefits.
B
D
My
name
is
Kirk
whitmar
I'm,
the
chief
of
the
offender
management
division.
Currently
I've
worked
for
the
Department
of
Corrections
for
23
years.
The
first
12
years
I
had
the
opportunity
to
be
at
the
Love
Lock
Correctional
Center
and
started
in
August
of
1999.
Shortly
after
the
Inception
of
the
structured
Liberty
program
at
Lovelock,
Correctional
Center.
C
F
G
My
impressions
of
the
Restriction
of
the
program
is
being
paramilitaristic
environment
me
myself
on
24
years,
retired
military,
so
I
see
in
the
changes
that
helped
me
develop
as
a
person
and
as
men
and
the
decisions
that
I've
made
throughout
my
life.
It's
helped
me
have
that
structure
and
that
discipline
to
make
those
right
decisions,
so
me
being
involved
in
this
program.
It
helps
me
teach
the
inmates
and
the
inmates
that
involved
in
the
program
the
right
way
to
do
things
and
make
those
right
decisions
and
when
maybe
those
decisions.
H
G
The
graduates
they
take,
what
they've
learned
the
discipline,
the
structure
and
that
mindset
that
the
things
that
they've
learned
from
the
program
out
onto
the
yard-
and
they
continue
to
carry
that
discipline
with
this
institution-
has
multiple
graduates,
a
lot
of
graduates
from
the
program
and
they
can
to
this
day.
They
still
can
carry
that
discipline
with
them
from
keeping
themselves
in
compliance.
So
just
the
way
they
carry
themselves
and
their
mindset.
It's
also
allowed
them
to
continue
their
educational
goals,
but
also
apply
for
jobs
within
the
institution.
D
The
the
one
thing
that
I
enjoy
watching
in
a
successful
program
like
SLP
you
have,
if
you
were
to
go
today
or
20
years
ago,
when
you
would
step
onto
the
tier
there's,
there's
a
level
of
excitement
related
to
the
program
itself.
When
you
look
at
the
diversity
of
the
individuals
that
are
in
the
group,
you
will
see
rival
tattoo
gang
tattoos,
you
will
see
races
all
represented.
You
will
see
crimes
that
cover
the
gamut
of
the
types
of
crimes
that
are
in
prison,
and
that
is
all
set
aside.
D
That
is
all
set
aside
for
the
unity
of
the
the
team
Focus
and
those
efforts,
and
that
is
as
real
as
it
was
in
1999
in
the
beginning
parts
of
the
program
as
it
is
today
in
2022.
I
Because
I
would
like
to
you
know
others
to
know
just
because
you're
certainly
like
without
it,
doesn't
necessarily
mean
that
you
don't
have
to
change.
You
know
what
I
mean
I
mean.
This
is
a
good
program
to
help
you
do
that
to
help.
You
continue
that
ongoing
process.
This
program,
like
I,
said
if
they
want
to
change
construction.
Living
Program
is
working
for
me
and
I
see
a
private
future.
D
To
truly
understand
the
structured,
Living
Program
one,
it's
something
that
I
would
always
invite
all
legislators,
stakeholders
to
go
and
visit
and
witness
firsthand,
because
it
is
an
impressive
operation
of
cooperation,
the
willingness
to
learn,
change
and
motivate
one
another
at
the
end
of
the
day
and
whether
we're
dealing
with
somebody
that
is
in
a
re-entry
phase
of
soon
to
be
released
or
an
individual
that
is
serving
a
life
sentence,
whether
they
go
to
the
street
prepared
with
those
trades
or
they
understand
how
to
do
the
remainder
of
those
time
with
those
traits.
C
A
All
right,
thank
you,
Miss
Powers!
Are
there
any
questions
regarding
that
presentation,
all
right
that
was
excellent,
and
so
what
a
what
a
program
to
be
proud
of?
I'll,
close
that
agenda
item
and
we'll
now
open
Agenda
item
11
discussion
of
potential
topics
and
dates
for
future
meetings.
The
dates
for
the
meetings
for
the
rest
of
the
year
are
provided
on
the
agenda.
Our
next
regularly
scheduled
meeting
will
be
on
November
4th
2022..
A
All
right,
thank
you.
If
you
think
of
anything
that
you'd
like
to
be
considered
for
an
agenda
for
a
future
meeting,
please
contact
myself
or
the
director
I'll
now
open
the
second
period
of
public
comment.
If
there's
any
public
comment
either
here
in
Carson,
City
or
Las
Vegas,
please
make
your
way
to
the
table.
We
limit
public
comment
to
three
minutes
per
speaker,
we'll
be
timing
up
here
and
when
you
get
close
to
your
three
minutes,
I'll
ask
you
to
wrap
up.
Let
us
please
start
here
in
Carson
City.
A
Right
looks
like
there's
no
public
there
either,
but
all
right
we'll
seeing
that
we'll
close
our
second
period
of
public
comment,
turn
item
13,
adjournment
and
I
want
to
say
great
work.
Everyone
today,
I'm
still
figuring
out
the
buttons
and
the
timing,
so
I
apologize
about
the
lost
lunch,
but
thank
you
for
your
efforts
and
all
your
your
great
work.
Thank
you
to
staff,
the
members
of
the
commission
and
our
presenters
I
think.
We've
accomplished
a
lot
today,
I'm
looking
forward
to
seeing
you
all
again
in
November
to
continue
our
efforts.
