one

That's
always
fun
in
this

tonight
we're
going
to
be
talking
about
a
contest
we
had
to
develop
a
stormwater
manhole
cover
contest.
This
was
we
were
looking
for
the
most
beautiful
piece
of
work
that
would
basically
fit
into
our
theme.
Our
theme
is
keeping
polish
out
pollution
out
of
our
storm
drains,
protecting
wildlife
and
promoting
recreational
activities.
The
contest
opened
on
february
2nd
and
closed
on
march
2nd.

We
went
out
to
high
schools
and
colleges
in
oakland
county
to
to
see
if
students
were
interested,
we
ended
up
having
74
entries,
which
is
significant.
We
were
kind
of
surprised
by
that
many
entries
high
school
and
college
students
that
live
and
attend
in
oakland
county
schools.
So
we
we
wanted
to
bring
awareness
of
the
importance
of
managing
stormwater
to
our
students
in
our
schools,
and
this
was
inspired
really
by
at
a
drain
board
meeting.

We
had
back
last
year,
late
last
year
with
david
woodward
and
gwen
markham
they're,
on
my
on
my
board
with
me,
and
we
we
thought
about
it,
and
I
know
that
communities
all
over
the
country
around
around
the
world
really
have
designer
manhole
covers,
for
you
know
significant
places
where
people
will
see
them.

what

those
communities
believe
in-
and
this
is
what
we
ended
up
with
the
winning
design-
will
be
cast
onto
50
storm
storm
water
manhole
covers
throughout
oakland
county
again
in
places
that
people

we're
giving

my
non-profit,
pure
oakland
water.

scholars
scholarship
to
the

the

johnson

tell
her

rhea
johnson,
whereas
the
potential

a
bright,
dedicated
and
driven
young
women
dedicated

people
and
their
important
role

shaping
not
just
their
own
futures,
but
the
future
of
our

county
and
our
country
cannot
be
understated
and
whereas
rhea
johnson
is
one
such
inspiring
individual
reya
a
15
year
old
sophomore
at
troy,
athens
high
school
is
a
state
champion
power
lifter
in
her
age
in
weight
bracket.

two
separate
powerlifting
organizations
and
whereas
rheya
started
lifting
weights
at
age
13.,
I
need
to
join
you
honey
and
earned
a
spot
on
her
high
school
power.
Lifting
team
as
a
sophomore.
She
has
participated
in
five
meets
and
placed
first
in
all
of
them.
In
march,
ray
competed
at
the
usa
powerlifting
nationals
in
illinois.

She
and
her
team
also
won
the
first
place
team
award
and
whereas
because
the
school
district
considers
powerlifting
a
club,
it
does
not
receive
the
same
funding
as
other
sports
and
requires
outside
fundraising
to
purchase
equipments
or
host
events.
Rhea
has
been
very
active
in
raising
donations
from
friends,
family
and
members
of
her
church
hopewell
baptist
church.
That's
in
my
district,
hey
path
again.

was
one
of
the
top
fundraisers
for
her
club
and
received
a
special
thank
you
from
coaching
staff
and
whereas
we
joined
with
reyes,
family
friends,
teachers
and
coaches,
as
well
as
the
entire
troy
athens
high
school
community,

congratulate
her
on
her
remarkable
achievements
within
the
sports
of
powerlifting
and
to
honor
her
commitment,
talent
and
hard
work.

our

rochester
public
schools,

to
serve
oakland
county.

first
I'm
going
to
talk
to
you
a
little
bit
about
what
is
sustainability,
and
hopefully
this
can
progress
properly.

our
oakland
county
strategic
plan,
review
the
aecom
study

give
you
all
an
update
and
then
talk
a
little
bit
about
the
additional
county
efforts
that
I've
been
doing
so
far
since
I've
been
here

october,
specifically
I'll
focus
in
on
the
county,
wide
climate
action
plan
and
a
few
things
called
action
for
you
all
to
look
forward
to
in
the
very
coming
months.

So
what
is
sustainability
sustainability
is
the
intersection
of
these
three
items
that
you
can
see
on
the
screen.
Here
it
is
equity,
it
is
the
social
variables
or
the
people
variables,
such
as
education,
access,
justice
and
empowerment,
health
and
well-being.
It's
the
environment,
those
environmental
factors
such
as
the
natural
resources,
water
and
air
quality,
and
then
the
economy,
those
economic
variables
dealing
with
the
fiscal,
stewardship
resource,
development,
asset
management
and
return
on
investment.

And
then,
when
you
start
to
see
the
intersection
of
those,
you
start
to
notice
how
it
can
be
connected
even
further,
so
between
equity
and
environment,
for
example,
you
see
the
sustainable
natural
and
built
environment
between
equity
and
the
economy,
equitable
social
environment
and
then
between
the
environment
and
the
economy,
the
sustainable
economic
development
so
now
bringing
that
into
a
more
global
context.
I
really
like
this

because
it
starts
to
show
the
breadth
of
sustainability
here
on
the
screen.

For
example,
a
lot
of
different
organizations
use
this
as
a
foundation
for
their
metrics
and
for
their
information
lead
for
cities,
for
example.
This
is
very
similar
to
the
lead
lead
program
for
buildings.
Leed
stands
for
leadership
in
in
energy
and
environmental
design,
and
we
recently
were
approved
to
participate
in
a
cohort,
along
with
14
other
communities,
to
review
our
how
well
we're
doing
as
a
county
and
participate
in
the
lead
for
cities
program.

So
again,
you
see
the
connection
to
the
sustainable
development
goals
and
I'll
draw
your
attention
to
the
good
health
and
well-being,
and
you
can
kind
of
see
how
that
will
be
played
out
for
good
health
and
well-being
in
relation
to
water,
quality,
water
efficiency,
quality
of
life.
And
then,
when
you
pull
up
things
further,
you
can
see
the
connection
to
air
quality,
such
as
relation
to
asthma
rates
and
reduction
in
exposure
to
environmental
injustices.

great
thing
is:
is
that
we're
already
thinking
about
this
as
oakland
county?
So
as
though
this
is
a
new
position,
and
this
is
a
new
effort
that
the
county
is
taking
on
we're
already
thinking
that
way
as
you're
familiar
with
this

the
seven
goals
for
the
strategic
framework.
You
have
thriving
and
inclusive
economy,
healthy
residents,
skilled
and
educated
workforce,
livable,
neighborhoods,
environmental
sustainability,
public
safety
and
fairness
in
the
criminal
justice
system
and
organizational
excellence.

That
means
good
health

well-being,
healthy
environments
and
inequities.
So
moving
further,
you
can
kind
of
see
I
will
move
on
to
the
aecom's
sustainability
plan
to
talk
a
little
bit
more
about
that.

a

sustainability
for
oakland,
county
facilities

operations

create
a
foundation

framework

future
success

allow
oakland
county
to
be
leaders

climate
action
plan

spend

time
on
that.
So
what
is
a
climate
action
plan?
It's
a
detailed
and
strategic
framework
for
measuring
planning
and
reducing
greenhouse
gas
emissions
and
related
climate
climate
impacts,
centered
around
equity
and
framed
around
the
nexus
of
mitigation
adaptation
and
resilience.

This
is
really
important
to
frame
it
around
equity,
because
climate
change
affects
some
members
of
our
community
differently
than
others.
Mitigation
focuses
on
the
reduction
of
greenhouse
gas
emissions,
resilience,
prepares
communities
for
and
reduces
the
impacts
of,
the
realities
of
climate
change
and
adaptation
provides
resources
and
tools
for
how
to
adapt
to
those
realities
of
climate
change.

I'm
really
looking
forward
to
seeing
how
this
develops,
but
one
of
the
proposals
is
to
create
an
advisory
committee
that
includes
community
partners
such
as
our
business
community,
our
nonprofits
our
residents
and
then
a
climate
youth
committee

geared
towards

through
eighth
graders
and
then
nine
through
twelfth
graders,
which
is
going
to
be
pretty
exciting.
We'll
then
develop
certain
tools
and
resources
for
all
of
the
city's
villages
and
townships,
so
they
can
deploy
some
of
these
sustainability
goals
themselves
and
then
certainly
have
a
dashboard
that
shows
all
the
metrics.

be
transparent
and
measure
our
successes
against
so
again
just
a
wrap
up
of
expectations
for
the
board
in
the

sustainability
draft
plan
for
internal
review

come
through

may
so
keep

the
public

kind
of
cool
we're

be
deploying
it
in
a
lot

different

we're

to
have
that

transportation
remains

priority

my
administration

we
have
an
opportunity
to
shape

planning
direction

the
southeast
michigan
region

transit
authority.

we
recover

pandemic
to
ensure
that
all
that
our
businesses

funding

utilized

entity

million

no
defined
projects
to
fund,

the
trust
board,

will
be

up

political
friends,

have
to
account

their
actions

recall
back

june

2021,
the
michigan
department
of
health
and
human
services
did
a
video
boasting
how
they
were
going
to
spend
300
million

resource
advocates

force
schools

pcr,
antibody
testing
and
quarantine.

The
legislature
became
aware
of
that
and
nixed
it
from
the
state
budget.

coming

federal
grant

given

the

matching
component

state

dollars

know

The
commission
has
not
shown
why
another
seven
million
dollars
is

michigan
state
housing
development
authority
gives

plan

monitoring

nine

dollar
fund

example,
no
quarterly
reporting
is
required

entire
oakland

housing

administration

position

we
have
a
head
of
hr
in
oakland
county
and
I
would
assume
that
that
individual
would
be
accountable
and
responsible
for
the
labor
relations
negotiations
and
effort
around
that.

before,
but
there
are
more
unions
now
than
there

back
then

the
county,
as

as
I've
negotiated

years
and
labor
relations
in
big

partnership

training

all
those
things
that
are
part
of
hr,
in
addition
to
labor
negotiations
and
managing
employee,
whether
they're
grievances
with
a
labor
contract
or
other
concerns
that
get
brought
up
because
of
supervisors,
disciplinary
action,
the
public
appeals
board
and
a
series
of
other
things.

position,
I
believe,
would
be
very
useful
in
helping
facilitate
it's,
not
just
union
employees,
it's
all
employees
across
the
county.

believe
we
can
bring
some
expertise
in
and
actually
save
money
instead
of
going
outside

hiring
specialized
labor
council.

I'll

supporting
this

building

people

working

home
in
their
living
rooms
or

basements

part
of
the
home,

would

to
the
administration
for
the
fun

that
insurance

the
argument
is
made

insurance

the

restrictions

fundamental

issues

torn

to
work
at

moving
target

environment

changed
from
two
years
ago

think

know

playing

employee

powers

the

don't
have,

involved

the
fare,

bar
over
my

not
gone

Health
leaders

washington
dc
tells
us
it
will
continue

morph

animals

know

vaccines

not
working

work

spread

illness

drivers,
who

exposed
to

people

read

detroit
closed
several
bus
routes

to
not
having
enough
drivers.

drivers
have
lost
their
jobs

medical
choices
or
refusal
to
wear
ineffective
medical
equipment
that

for
sustainance

life
and
brain

transportation
plan

not
how

special

that

people

drive

Uber
vouchers
or

hemorrhaging
talent.

employer

we

subway

support

bringing

enacting

personal

our

good

households

see
the
impact
of
oil
shocks
at

forget
diesel
fuel

buses
costs

massive
at
nearly
eight
percent

year

go

means
bus
repairs,
parts,
drivers
and
management
costs
will
soon
skyrocket,
too
food's
no
longer
on
our
store
shelves

quantity

variety
as
before.

even
talk
that
a
recession
may
be
on
its
way,
it'd
be
wrong
to
penalize
seniors
and
the
working
poor
with
even
more
property
tax
and
expansion
should
be
funded
by
the
people
who
want
to
use
the
transit
service.

one

right

be
shuttled
wherever
they

go

else's

because
people

south
oakland
county
want

more
rural
parts

mass
transit
system

smart

the
citizens

then,
absolutely
nothing
has
changed.
This
mass
transit
system
still
provides
no
benefit
to
most
oakland
county
citizens,

that
is
why
most
oakland
county
cities
and
townships
choose
to
opt
out
of
the
smart
millage.

economy,

flex
bus
service
would
directly
compete
with
citizens

to
make
a
living
driving

uber

irony

very
same

pushing

masks,
vaccines

social
distancing

they
want

oakland
county
resident
nearly
my
whole
life.
I
grew
up
in
waterford
and
lived
there
on
and
off
for
the
last
25
years.
As

know,
waterford
doesn't
have
any
public
transit
options
whatsoever.

At
times
during
my
adult
life,
I
didn't
have
access
to
a
car
due
to
financial
issues.
It
was
a
very
isolating
experience
at
times.
County-Wide
transit
would
have
opened
up
opportunities
for
me
to
seek
appropriate
employment
during
the
times
that
I
had
no
car.
It
would
have
allowed
me
to
save
up
for
a
car
which,
as
we
all
know,
are
very
expensive.

Transit
also
would
have
given
me
access
to
my
friends,
my
family,
a
library
and
so
many
other
resources
that
every
young
adult
benefits
from
being
able
to
access.
This
expansion
will
positively
impact,
so
many
waterford
and
other
oakland
county
residents
lives,
including
mine,
I'm
also
a
future
social
worker.
Currently
in
the
msw
program
at
wayne
state,
I
work
as
an
intern
at
a
local.

I'd
like
to
speak
about
the
impact
that
regional
transit
would
have
on
the
clients
that
I
work
with.
As
you
may
imagine,
clients
that
come
to
this
shelter
are
in
crisis.
Lack
of
transportation
is,
and
I'm
not
exaggerating,
an
issue
for
an
extreme
high
majority
of
our
clients,
who
are
already
experienced.
As
you
can
imagine,
a
horrible
crisis
regional
transmit
may
provide
our
clients
with
access
to
their
support
systems
during
this
crisis
that
includes
family
friends,
loved
ones,
it
would
provide
them
with
access
to
grocery
stores
and
other
vital
resources.

thousands

of
people
who

drive.

be
physically
unable

not,
they
might

legally
or
financially
unable.

have
access,
should

still
be
able
to
get
to
church?

they
still

visit

able

work

make
a
living
for
their
families?

Excuse

expanding
transportation
options
throughout

county
will
help
ensure

tens

thousands
of
people

authority

not
on
the
ballot

said
they

They

not
going
to
be
on
the
ballot

year,

anybody's
worried
about

measure,

ensures

funds
raised
in
a
county

spent

that
county,

any
dollars
raised
will
be
spent

seems

lot
of
concern

my

my
voice
to
share
what

visitors

what

offer
economically

recreationally

other
things,
but

few
years
ago
I
was
faced
with
a
situation
where
my
car
needed
repairs
done
and
I
had
to
leave
it
in
a
shop
for
over

week
I
looked
at
our
public
transportation
options
to
make
it
to
and
from
my
full-time
nine-to-five
corporate
job,
and
I
was
astounded
that
it
took
over
one
hour
to
make
it
somewhere.
That
was
only
15
a
15-minute
drive.

I
was
fortunate
enough
to
find
accommodations
with
friends,
since
I
didn't
want
to
spend
the
30
dollars
one
way
for
an
uber.
Additionally,
whenever
I
go
to
other
u.s
cities,
whether
it's
chicago
denver,
minneapolis
or
even
cleveland
ohio,
they
all
have
public
transportation.
That
is
more
robust
than
what
we
have
to
offer
because
they
have
made
this
investment
in
their
communities.

makes
it
nice
to
visit
these
cities
because
of
their
public
transportation.
We
are
the
motor
city.
People
in
metro
detroit
will
always
have
their
cars.
You
can't
take
that
away
from
our
history,
but
by
adding
public
transportation,
we
increase
mobility

those
who
need
it,
as
well
as
have
a
reliable
option
when
you
need
it,
among
many
other
positives,
such
as
reduced
cars
on
the
roads,
which
would
mean
less
fixing
the
roads
as
well
as
reduced
emissions
plus
public
transportation
is
great
for
individuals
coming
in
and
out
of
town.

live
out

state
that
are
surprised
by
the
lack
of
public
transportation

metro
detroit
and
some
who

never
move
here
because
of
the
fact
it's
time

county
makes
initiatives

move
us

municipalities

upcoming
smart
operational
millage
ballot.

include
every
community
in
oakland
county
to
expand
reliable
public
transportation,

renewals

municipalities
that
already

went

college
became

engineer.

money
to
buy

place
out

made
a
nice

acre
spread
with
that
money
and
working
locally.
As
an
engineer,
I
was
fortunate
enough

able
to
manage
my
own
property
and
such
the
previous
owner
had

bunch
of
pine
trees
about
300
of
them,
but
they
were
spaced
about
two
feet
apart
and
they
were
about
four
or
five
years
old.
They
were
going
to
die.

managed
to
use
some
of
the
money
from
selling
some
of
those
trees
to
literally
replant
the
forest
of
about
200
trees
back
out
on
that
piece
of
property
and
sold
the
other
trees
to
help
pay
for
it.
So
it's
kind

sustainable
thing.

my
own
money.
I
was
able
to
do
that.

didn't
have
to
ask.

knew
it

good
thing
to

into

sustainability

investment

economic
development,

budgets
and

weird

hear
people

budget,
discuss
taxes

they
work.

everything
that
they

quoted

When,
when
someone

we're
discussing
taxes
paying
for
things,
for
example,
we

wanting
to
pay
for
transit.

our
taxes
pay
for

same
roads,
freeways,
police
departments,
fire
departments
and
the
things
that
we
rely
on
as
community
quality.

yet
when
it
comes
to
expanding
those
things
to
meet
the
needs
of
other
people,
it
becomes
a
problem.

I
don't.

don't
come
here
to
speak.
You
know
from
a
place
of
privilege.
I
am
a
22
year
old,
who
won
pontiac
city
council
solely
off
of
my
own
back,
as
my
county
commissioner,
would
know
from
the
ages
of
16
to
19.

Because,
let's
talk
about
economic
development,
I
mean
I
personally
love
having
all
the
jobs
and
opportunities
down
in
southern
oakland
county
where
I
have
transit.
However,
as
a
person
who
cares
about
others,
I
think
it's
an
amazing
idea
to
expand
transit
to
meet
everyone
in
oakland
county.
That
way,
everyone
in
oakland
county
can
prosper
and
take
some
of
the
prosperity
that
our
county
has
as
one
of
the
richest
kinds
in
the
nation
and
for
the
fact
that
we
have
this
conversation
about
funding,
something
that
benefits
a
large
swath
of
people.
This
is
disappointing.

people

jobs
getting
people

go
where
they

can't
drive
they're
people

don't
want
to
drive
and
they
need
a
way
to
get
around

participate
fully
in
life

about
the
expansion
of
the
smart
area
within
oakland
county.
This
is
about
serving
oakland
county
residents
and
connecting
them
to
where
they
need
to
go
now.
You're

hear
another
variation
on
the
story,
getting
people
where
they
need
to
go
so
a
bit
about
myself.
I
in
my
day,
job
I'm
an
automotive
engineer.
I
work
at
general
motors.
I
work
at
the
gm
tech
center
and
when
I
first
got
the
job
I
didn't
have
a
car
I
commuted
by
bus.
I
I
took
the
smart
bus
over.
I
waited
at
the
stop
outside
the
tech
center,
but
I
never
waited
alone.
There
were
other
folks
who
were
commuting
from
the
tech
center.
There
are
a
few
other
engineers,
but
mostly
it
was
the
essential
workers,
the
blue
collar
workers,
the
custodians,
the
food
service
workers
who
kept
the
tech
center
running.
I
They
can't
work
from
home.
The
tech
center
will
not
exist.
The
lights
will
not
be
on
without
them.
I
was
just
came
from
the
office
today.
There
were
folks
waiting
outside
the
bus.
Stop
at
the
tech
center
get
people
to
where
they
need
to
go.
That's
what
the
question
of
accounting?
Why
smart
is
about?

expansion
of
smart
could
bring
more
resources
to
those
local
agencies
and
help
those
communities
decide
how
to
meet
their
needs.
The
fact
is,
a
silent
majority
of
oakland
county
supports
smart,
and
you
can
see
that
in
the
poll
numbers
every
year
when
the
millage
is
up
for
renewal,
I
think
it's
time
for
a
county-wide
solution.
We
can't
have
any
more
gaps
in
the
system
that
make
it
impossible
to
plan.
We
don't
have
gaps
in
our
roadways.
We
don't
have
gaps
in
our
water
system.
Let's
spring
smart
county
wide.
Now
is
the
time.

It
was
bad
when
I
tried
to
get
my
son
on
it
would
work
in
the
afternoon.
In
the
morning
time
we
had
to
just
wing
it.
Lyft
and
uber
are
very
expensive
and
unreliable
to
ride
the
bus.
Today,
if
you
do
regular
it's
two
dollars,
a
transfer
is
two
dollars
and
fifty
cents.

We
just
got
a
bus
that
goes
to
troy,
beaumont
hospital,
and
it
is
maybe
about
30
minutes
from
my
house
and
I
can
walk
to
it.
So
I
can
get
to
stuff
that
is
in
detroit
or
in
sterling
heights,
because
there's
no
transportation,
I
feel
landlocked
and
I
love
the
school
district.
It
was
wonderful,
that's
why
I
moved
there,
but
I
didn't
consider.

There's
no
transportation
and
my
28
year
old
would
walk
in
the
night
because
he
had
to
work
in
that
car.
That's
just
a
whole
other
nightmare
to
think
about
in
itself.
Nobody
thinks
about
the
disabled
people.
One
of
my
kids
friends
is
doing
an
internship
at
troy
beaumont.
He
rides
his
bike
to
and
from
and
it's
dark
when
he
leaves
he's
got
reflective
book
bag
he's
got
a
reflective
jacket,
so
you
know
he's
out
riding,
but
that's
a
worry
for
me
and
he
ain't
even
my
child.

revenues
down
housing,
values
plummet
and
we
ended
up
with
crumbling
roads
and
infrastructure.
What
I
hear
tonight
are
proposals
that
oakland
county
taxpayers
can't
cash
inflation
is
coming
and
it's
just
starting.
The
proposals
currently
have
flow
down
dollars
which
are
nice,
but
what
happens
when
those
dollars
aren't
enough
or
they
stop
upkeep,
becomes
your
downfall.

People
make
real
life
decisions
and
they
find
end
up
being
hurt.
Affordable
housing
becomes
unaffordable,
homeless,
bad
homeless
beds.
You
get
what
you
subsidize
when
you
can't
subsidize
it
anymore.
You
still
have
it
right.
Oakland
county
needs
to
slow
down
and
get
ready
for
this
pay
down.
The
debt
don't
take
on
nice
to
have
programs
maintain
and
upgrade
what
we
do
have
I
live
in
troy
on
the
beaumont,
troy
beaumont
power
grid.

Over
the
past
year,
I've
had
numerous
outages
enough
that
I
finally
had
to
buy
a
generator.
Okay,
inflation
is
coming
hard
and
it
will
not
be
transitory.
Shadow
stats
shows
that
it's
up
to
17.2
the
producer
price
index,
which
is
a
four
runner
for
compute
consumer
price
index,
is
rising
at
a
higher
rate.

Oakland
county
revenue
streams
will
not
keep
up
with
it
prop
a
will
not
allow
it.
Michigan
has
lost
population
in
clout
for
over
50
years.
Foolhardy
proposals
and
programs
are
part
of
the
reasons.
So
I
ask
you
slow
down.
Retrench
hard
times
are
coming,
don't
write
checks
that
oakland
taxpayers
cannot
cash.

structured
my
points,
so
I
can
stay
in

My

auburn
hills,
I'm
here
because
I'm
concerned
some
people
are
talking
about
putting
even
more
money
into
the
smart
bus
system.
Let
me
share
some
facts
that
I've
researched
with
you.
It's
no,
it's
no
snow.
It's
we
all
know
that
we
have
about
1.3
million
people
living
in
oakland
county
right
now
in
2022
we're
putting
144.9
million
into
the
smart
system,
which
is
about
115
dollars
per
person.
R
During
the
12-month
period
bus
fares
was
collected
from
only
about
3.88
million
riders,
including
both
the
fixed
routes
and
the
connective
services,
buses
of
the
144.9
million
spent
by
smart
excuse
me,
bus
riders,
paid
4
million
in
fares
and
only
2.7
percent
of
the
cost,
with
only
3.88
million
people
climbing
aboard
a
bus
during
the
12-month
period.
That
means
an
average
of
only
15
000
persons
use
this
per
day,
which
is
only
about
0.4
of
the
population
using
it.
No
wonder
so.
Many
buses
are
looking
empty.
R
If
you
calculate
bus
usage
based
on
having
and
510
thousand
households
in
the
county,
the
usage
of
the
bus
is
still
just
under
three
percent.
Given
the
average
bus
fare
collected
is
about
a
dollar
three
cents.
Smart
is
charging
less
than
eleven
dollars
per
week
for
people
to
ride
back
and
forth
to
work
monday
through
friday.
Certainly,
smart
could
provide
more
services
if
the
riders
pay
fair,
pay,
the
fair
share
of
the
cost.

This
information
comes
right
out
of
the
smart
fiscal
year,
2022
operating
budget,
so
I
just
want
to
say
if
you
can
consider
not
expanding
services
by
assessing
more
taxes,
we
pay
a
lot
of
taxes
already
in
this
area.
Look
at
how
little
smart
charges
for
bus
fare,
encourage
them
to
find
ways
to
both
increase
the
bus
utilization
and
increase
fares
to
those
who
use
it.
The
one
dollar
and
three
cent
average
fare
is
really
low.

So
what
I
do
want
to
talk
about
for
some
stuff,
and
I
do
respect
what
everybody
has
said
tonight.
You
know
one
thing
my
father
told
me
before
he
passed
everybody
as
a
human
has
a
right
to
their
opinion,
doesn't
necessarily
mean
that
your
opinion
is
always
right,
but
you
have
a
right,
and
I
find
it
ironic,
that
we
have
folks
that
are
coming
from
other
counties
which
respectful,
respectively
you're
coming
from
another
county,
but
you're
telling
us
to
pay
taxes
that
benefits
people
from
another
county.

Just
like
how
we,
I
heard
somebody
mention
about
the
great
lakes
border,
how
we
even
have
highland
park,
where
we
have
other
counties
like
oakland
county,
and
we
have
other
counties
like
macomb
county
that
are
paying
monies
for
highland
park.
So
what
I
want
to
say
is
that
it's
not
I
do
respect
people
having
you
know
we
we
have
to
get
around.
We.
We
have
to
do
these
things.
However,
I
feel
that
is
not
my
obligation.

If
somebody
I
heard
somebody
say
you
know
people
that
don't
know
how
to
drive,
I
don't
want
to
drive
that
should
not
be
an
obligation
of
the
tax
paying
citizen
in
inside
a
resident
inside
this
county.
So
I
know

about
the
politics

the
history
of
transit,
there
has
been
a
long,
long
long
list
of
racism
that
has
started
this
in
the
first
place,
where
we
were
not
allowed
to
be
in
transit
for
quote-unquote,
low-income
people,
but
if
we
want
to
take
it
a
step
further,
we'll
say
african-american
people,
and
so
we
know
that
in
the
history
that
people
didn't
want
african-american
people
in
their
community
and
that
should
not
be
allowed
in
not
only
just
in
oakland
county
but
in
the
state
of
michigan.

Just
because
you
live
in
oakland
county,
you
are
not
on
an
island.
You
live
here
in
michigan,
and
so,
if
you
want
to
be
a
part
of
this
state,
then
you
have
to
recognize
the
diversity.
That
is
a
part
of
this
state,
no
matter
if
you've
been
here
for
72
years
or,
if
you're
being
here
for
two
years
and
lastly,
I
would
like
to
state
that
I'm
out
here
with
writers
all
the
time
that
no
they
might
not
live
in
oakland
county
because
they
can't
afford
it,
but
they
work
here.

They
they
serve
you
your
food.
They
make
sure
that
you
have
groceries
at
the
store.
They
make
sure
that
you
can
shop
at
whatever
shopping
place,
that
you're
going
to.
So,
let's
not
discredit
the
people
that
live
outside
of
here,
because
they
still
contribute
to
your
community.
And
lastly,
I
would
like
to
say
we
need
to
have
more
love
in
politics.

too
much
divisiveness
that
goes
on
in
politics
and
for
us
to
not
think
about
what
what
people
care
about
then-
and
you
can't
tell
me
that
you
care
about
people
if
you
don't
care
about
the
history
of
what
happened
and
where
we
are
now.

especially

see

diversity,

young

reasons

one
reason
that's
very
very
close
to
my
heart
is,
and
I've
become
kind

an
advocate
for
is
that
when
I
was
a
kid
back
in
my
day
I
learned
to
drive
at
my
high
school.
It
was
a
free
education.
It
was
part
of
my
high
school
education
learn
to
drive.

My
dad
was
a
driver,
ed
teacher
and
everyone
that
I
knew
got
their
driver's
license
when
they
were
16..
You
should
drive
red.
It
was
a
thing.
It
didn't
cost
you
anything
and
you
got
your
driver's
license
today
in
michigan,
and
I
don't
know
if
all
the
boomers
and
the
gen
xers
in
the
room
realize
this.
It
costs
a
lot
of
money
to
get
a
driver's
license
now,
because
you
have
to
pay
for
private
instruction.

But
you
gotta
have
a
job
to
get
the
money
to
get
the
car,
and
if
you
don't
have
a
way
to
get
to
the
job,
then
you
can't
do
the
job.
It's
it's
a
vicious
circle
and
it's
a
never-ending
nightmare
for
people
for
young
people
who
don't
have
licenses,
and
so
I
think
that's
just
something
that
people
need
to
consider.
It's
not
low-income,
folks,
necessarily
that
use
public
transportation.

It's
all
kinds
of
people
from
all
walks
of
life
who
just
don't
have
access
to
a
vehicle
for
one
reason
or
another
and
and
I'll
you
know
full
disclosure.
I
lived
overseas
for
a
while,
and
so
I
was
lucky
enough
to
take
public
transportation
to
oktoberfest
in
munich
or
to
the
passion
play
in
over
amargao
or
to
the
eiffel
tower
or
buckingham
palace,
or
to
a
coffee
shop
in
amsterdam,
and
it's
nice
that
you
don't
need
a
designated
driver
when
you're
taking
public
transit
to
the
ball
game.

I've
ridden
on
the
dc
metro
with
people
to
the
fireworks
there
were.
Thousands
of
us
we
all
took
the
metro
didn't
need
to
park,
could
have
a
few
pops
and
not
have
to
worry
about
getting
popped
for
drunk
driving.
So
there
are
a
lot
of
reasons
for
transit
beyond.
Just
the
you
know
day-to-day.
You
know
somebody
needs
to
get
to
work.
There
are
leisure
activities
and
things
that
strengthen
our
economy.

expenses
are
exponentially

operating
at

state

federal
funding.

only
reason
it's

bankrupt

but
we
have
to
be
good
stewards
of
what
we
already

prior

expanding

more
of
what
isn't
working
isn't
going

work
better

we
throw
more
of
our
money

board
acts

a

bus
systems
spend

going
and
just
driving
around
and
looking
at
buses
down
woodward,
they
don't
seem
full
to
me.

to
see
some
more
data,
some
more
information
in
terms
of
making
sure
we're
working
with
the
capacity

we
have
and
how
can
we
make
spend
our
money
smartly.

out

detroit

highland
parks

paying

water

paying

the

to

struggling
