C
Thank
you,
mr
clerk.
The
invocation
and
the
pledge
of
allegiance
will
be
led
by
the
honorable,
adam
kochendurfer,
so
call
commissioner
kochendurfer
to
the
podium,
and
if
everyone
could
please
rise.
E
E
C
Thank
you,
commissioner.
Kokenderfer
next
up
is
approval
of
the
minutes
from
may
12th.
Is
there
a
motion
to
approve
the
move
by
commissioner
mcgilvery
seconded
by
commissioner
gingel?
Is
there
any
discussion
seeing
none
all
in
favor
of
approval
of
the
minute
say
aye
aye
opposed,
say,
nay,
let
the
record
reflect
that
the
minutes
are
approved
unanimously
and
moves
us
to
approval
of
the
agenda.
C
Nelson
moved
by
commissioner
nelson
seconded
by
commissioner
hoffman.
Any
discussion
and
approval
of
the
agenda
is
presented,
see
none
all
in
favor,
say
aye
aye
opposed,
say:
let
the
record
reflect
that
the
agenda
has
been
approved
unanimously.
This
will
bring
us
to
communications
and
we've
got
a
couple.
Pres
proclamations
and
first
up,
I
will
call
on
so
I
don't
have.
I
believe
this
is
commissioner
powell
on
the
proclamation,
not
oh
yeah
as
commissioner.
G
Mr
ball,
removing
my
mess
here
we
go
and
you
can
stand
too
left
how
about
that
bless.
H
G
Well,
it
is
my
pleasure
to
introduce
to
some
and
present
to
others
none
other
than
mr
stephen
l
ball,
who
is
a
distinguished
member
of
the
southfield
public
schools
community,
and
so
I
think
it
was
back.
In
february
of
this
year
I
was
looking
at
the
south
hill
sun
shout
out
to
newspapers,
and
I
saw
this
young
man
on
the
court
on
the
front
cover
and
it
said
that
he
was
named
the
first
african-american
person
to
hold
the
post
of
dean
of
students
at
harvard
university.
G
Some
of
you
may
are
familiar
with
it
as
harvard-
and
I
said,
wow.
What
did
this?
What
an
amazing
accomplishment-
and
so,
if
you
would
indulge
me
to
read
a
few
highlights,
because
I
think
it's
important,
especially
as
we
have
some
young
people
in
the
room,
you
can
go
anywhere
in
life.
You
can
do
what
you
want
to
do
with
with
a
good
education,
and
so
stephen
ball
is
one
such
individual
who
was
raised
in
southfield.
G
G
Additionally,
he
earned
his
master's
of
public
policy
degree
from
the
university
of
michigan
and
a
juris
doctor
from
harvard
law
school
so
certainly
accomplished,
educationally,
and
whether
you're
go
blue
or
go
green
or
go
both
of
them.
You
are
proud
of
this
young
man,
so
let
me
just
say
that
mr
ball
is
dedicated
to
opening
doors
for
others.
He
has
a
passion
that
he
demonstrates
in
both
his
professional
work
and
through
his
service
opportunities.
G
G
But
now
they're
on
the
bell
road
side
of
town,
commissioner
jackson,
please
wave
so
they
can
see
you
too,
that
is
the
commissioner.
I
share
the
city
of
southfield
with
so
we're
keeping
in
that.
We
are
happy
that
you
continue
to
show
pride
in
oakland
county
roots
and
that
you
keep
coming
back
and
doing
great
things
in
the
community.
G
So
with
that,
we
therefore
resolve
that
david
t,
woodward,
chairman
of
the
oakland
county
board
of
commissioners,
together
with
myself
and
the
entire
oakland
county
board
of
commissioners,
do
hereby
come
proclaim
special
commendation
to
stephen
l
ball.
We
wish
you
the
best
in
all
your
continued
endeavors
and
if
you
wouldn't
maybe
like
a
minute
60
seconds
of
a
a
little
bit
of
a
speech.
E
Wow
well,
this
is
just
such
an
honor
and
thank
you
to
commissioner
charles
to
the
rest
of
the
board,
to
commissioner
jackson
and
thank
you
to
my
parents
too,
for
being
here
with
me
today.
E
You
know
it's
it's
so
humbling
and-
and
touching
I
don't
do
anything
I've
done
in
life
for
recognition
like
this-
it's
just
in
the
name
of
trying
to
open
doors
for
other
people,
the
way
that
doors
have
been
opened
for
me,
and
so
I
commend
the
board
on
their
work
in
that
regard,
and
I
look
forward
to
carrying
on
my
oakland
county
routes
as
I
continue
in
life
and
telling
the
story
about
southfield
and
what
a
great
place
that
was
to
grow
up
and
what
a
great
place
oakland
county
was
to
grow
up.
E
So
thank
you
again
to
the
board
and
have
a
great
evening.
C
C
I
So
my
colleagues
know
that
I
love
honoring
people
doing
great
things
here
in
oakland
county
and
I'm
not
going
to
be
as
short
as
commissioner,
charles,
because
I'm
going
to
read
everything
that
these
two
have
done,
because
I
think
it's
worth
everybody
hearing
and
listening.
So
with
that
being
said,
I'm
going
to
start
off
with
the
oakland
county
board
of
commissioners
honoring
roland
ross.
Bitcoin,
mr
coy,
is
a
rap
artist
and
let
me
just
go
and
tell
his
story
and
you
can
come
up
in
a
minute
I'll
need.
I
You
come
up
now,
okay,
so
whereas
it
is
the
honor
to
recognize
savvy
creative
oakland
county
residents,
whose
authenticity
are
this,
I'm
struggling
on
that
word
fuel
there.
Thank
you,
fuel
their
achievements
and
inspire
the
community
and
whereas
roland
coyte,
entrepreneur,
rap
artist,
dj
and
mc
is
one
such
individual
raised.
What
was
formerly
known
as
indian
village
neighborhood
in
pontiac
and
currently
resides
in
auburn
hills.
I
Mr
quick
well
quickly
transformed
the
niche
shop
from
a
relatively
unknown
retailer
to
a
landmark
in
the
streetwear
scene.
He
has
released
nearly
20
original
shoes
designed
and
collaborated
with
notable
manufacturers
like
new
balance,
puma
and
fila.
One
partnership
with
reebok
commemorated
the
detroit
red
wing,
stanley's
cup
win.
I
Mr
coy
opened
a
sister
store
218
in
detroit's
eastern
market
area
in
february
2022,
and
whereas
one
of
as
one
of
the
few
black
sneaker
store
owners
in
the
world,
mr
coy
has
been
featured
in
multiple
publications
as
a
high
profile
expert
of
sneaker
culture.
He
was
a
panelist
on
a
forum
dedicated
to
celebrating
african-american
entrepreneurs
hosted
by
the
detroit
institute
of
arts.
We
support
that
institute.
I
Mr
coy
also
served
a
local
as
a
local
brand
ambassador
and
influencer
for
a
premier
global
cognac
maker
for
more
than
three
years,
cognac
everybody
and
we're
asked
in
addition
to
his
entrepreneur
accomplishments.
Mr
coy
has
achieved
notoriety
as
a
dj
and
rap
artist.
Under
the
name
bro
spit
the
rose
spit.
I
A
disco
graph
includes
the
2011
glass
ceiling
projects
for
life
in
2015
and
april
20,
2022
released
coney
item.
He
is
also
half
of
the
rose
gold
hip-hop
duo
and
has
entertained
crowds
and
fans
at
many
of
the
prominent
clubs
and
performance
spaces
in
the
area
and
whereas
mr
koi
serves
as
an
advisor,
so
he
does
all
of
that
and
then
has
a
community
component.
I
I
The
community
organization
also
presents
participates
in
holiday,
toy
and
food
drives,
rewards
to
complement
high
school
graduates
and
partners
with
other
non-profits
that
empower
homeless
and
at
risk.
Girls
and
women,
and
whereas
family
is
an
important
part
of
mr
coyte's
life.
Yes,
I'm
friends
with
all
of
them
and
he
has
the
love
and
support
of
his
wife
of
17
years
sakina
and
his
daughter
sinai
and
sydney,
and
whereas
we
join
with
mr
coy's
family,
friends
and
community,
to
pay
tribute
to
his
many
contributions
in
business,
music,
media
and
youth
advocacy.
I
Now,
therefore,
david
t
wilbur,
chairman
and
of
the
oakland
county
board
of
commissioners,
commissioner
angela
powell
and
michael
ginger,
and
the
entire
oakland
county
board
of
commissioners,
do
hereby
proclaim
special
commentator
roland
coyte.
We
look
forward
to
what
this
renaissance
man
achieves
in
the
future
come
up
here.
Mr
court.
E
J
First
of
all,
I
want
to
thank
everybody.
I
want
to
thank
angie
and
and
the
board
for
for
just
the
recognition
a
lot
of
times.
Oh
and
then
my
beautiful
family,
my
wife,
my
daughter,
sanaa
my
daughter,
sydney
that
they
can
be
here
with
me
today,
a
lot
of
times
over
the
years.
I
just
kind
of
do
I
don't
I
don't
pay
attention
to
what
I'm
doing.
J
I
don't
I
don't
all
the
time
do
it
for,
for
the
best
reason,
a
lot
of
times
it
just
ends
up
being
the
best
reason,
and
I'm
just
gonna
continue
to
do
that
everywhere.
I
go
in
the
world,
I
represent
pontiac
and
I
represent
open.
K
County
and
I
wear
it
on
my-
I
wear
it
on
my
heart,
my
sleeve,
so
thank
you.
I
Okay-
and
I
have
one
more-
and
this
is
honoring
shine-
force
now-
what's
different
with
sean
forbes
is
we
come
from?
Let
me
just
say
this:
I'm
a
child
of
deaf
adults
and
mr
forbes
is
a
entertainer
entertainer
in
the
deaf
and
hard
of
hearing
space,
but
himself
he's
hard
of
hearing,
so
he's
able
to
still
perform
to
various
crowds
and
he's
also
a
performer.
So
I
wanted
to
honor
him
today
as
well.
I
So
let
me
tell
his
story:
honoring
sean
forbes,
whereas
we
are
inspired
by
oakland
county
residents
like
sean
forbes
of
royal
oak,
who
transformed
challenges
into
opportunities
and
whereas
a
high
fever
as
a
child
left
mr
forbes,
with
a
95
percent
hearing
loss
undeterred,
he
pursued
the
passion
that
runs
through
his
musical
family
at
five.
He
showed
king
rhythm
on
drums
and
went
on
to
learn
the
guitar
and
write
songs
mastering
music
through
the
vibrations
he's
felt.
I
Mr
forbes
then
worked
to
acquire
the
language
that
expanded
his
ability
to
communicate
american
sign
language
at
age,
12.
and
whereas
mr
forbes
graduated
from
launcher
high
school
in
bloomfield
hills
and
host
a
bachelor
of
science
and
multi-disciplinary
arts
from
the
national
technical
institute
for
the
deaf
at
the
rochester
institute
of
technology
in
new
york
and
whereas
recognizing
the
need
for
equal
opportunity
for
deaf
and
hard
of
hearing.
Mr
ford
partnered
with
the
owner
of
54
sound
studio
in
ferndale
to
create
deaf
d.
I
I
Bringing
recording
artists
work
to
the
estimated
30
million
americans
with
hearing
loss
since
it
launched
d-pan,
has
become
the
central
location
for
additional,
high-quality
sign
language
content,
providing
simultaneous
live
stream,
asl
and
captioning
for
the
2016
and
2020
presidential
debates,
as
well
as
asl
access
to
colvin,
19
response
team
press
briefing
from
the
white
house
and
whereas
mr
forbes
also
writes
and
performs
original
hip-hop,
including
two
full-length
albums.
He
made
history
in
early
2020
by
becoming
the
first
deaf
musician
to
break
into
the
billboard
music
charts,
including
the
top
200,
with
little
victories.
I
The
release
hit
the
number
one
spot
on
itunes
for
hip-hop
albums
and
on
amazon,
music
for
all
genres
and
whereas
mr
forbes
also
spearheaded
spearheaded
the
sold
out
2018,
deaf
and
loud
sim
suff
fun
sephonic.
Thank
you
experience
a
multi-sensory
concert
for
both
deaf
and
hard
of
hearing
attendees
with
the
detroit
symphony
orchestra
and
some
of
the
world's
best
known
deaf
performers
and
whereas
one
of
his
high
his
one
of
his
most
high
profile
accomplishments
came
in
2022
when
he
provided
asl
interpretation
for
the
super
bowl.
I
What
number
is
that
yeah?
Thank
you.
Thank
you.
I
couldn't
read:
I'm
sorry
at
least
I'm
honest,
56
halftime
show
a
hip-hop
extravaganza,
featuring
legendary
performers,
eminem
dr
dre
snoop,
dogg,
kendrick
lamar
and
mary
j
blige.
It
was
the
first
time
the
nfl
incorporated
asl
performance
as
part
of
their
halftime
presentation.
And
yes,
I
watched
the
whole
thing
good
job.
Sean
y'all
did
an
amazing
job.
Mr
ford's
performance,
which
transcends
traditional
interpretation
by
incorporating
dance
and
expressive
movement
to
fully
communicate.
The
music
was
seen
by
over
200
million
people
worldwide.
I
Video
of
the
engaging
performance
is
is
available
on
dpan
dot
tv
if
y'all
wanna
see
it
it's
dpan
dot
tv
website
and
on
mr
forbes
youtube
channel,
and
whereas
mr
forbes
recognized
oh
sorry,
whereas
mr
ford's
recognition
included
the
outstanding
hip-hop
artist,
outstanding,
rap,
composer
and
outstanding
rap
emcee
awards
from
the
detroit
music
awards,
as
well
as
well
as
his
induction
into
the
oakland
county
40
under
40
class
of
2017
and
whereas
a
passionate
permanent
for
the
deaf
and
hard
of
hearing
community.
I
Now,
therefore,
david
t
wilber,
chairman
of
oakland
county
board
of
commissioners
and
commissioner
andrew
pyle,
and
the
entire
oakland
county
board
of
commissioners,
do
hereby
proclaim
special
contact
to
sean
forbes.
We
look
forward
to
seeing
what
the
future
holds
for
him
and
we
know
he
will
continue
to
represent
oakland
county
with
sincerity
and
artistry.
Come
up.
Mr
ford.
I
E
E
C
And
thank
you,
commissioner
powell,
for
always
cutting
out
the
space
to
recognize
the
talent
and
artistry
and
the
incredible
people
that
make
oakland
county
the
great
place
that
it
is
next
up.
We
are
going
to
move
on
to
a
presentation.
I'm
gonna
bring
up
recognize
the
general
manager
of
smart
dwight
pharrell,
our
the
new
general
manager,
smart,
to
give
a
presentation,
an
update
on
the
service,
the
service
and
the
work
and
growth
that
smart
is
having
moving
underway
and
I'll.
C
J
It
is
indeed
a
privilege
to
be
in
oakland
county.
I
was
very
moved
by
the
presentations
of
the
wonderful
citizens
of
oakland
county.
Having
lived
in
lots
of
cities,
they
say
atlanta
traffic
is
bad
well,
they
have
not
been
up
here
at
five
o'clock
in
the
afternoon
and
so
as
smart.
We
want
to
see
what
we
can
do
about
that
to
my
left
is
robert
cramer.
Here
is
our
deputy
general
manager.
J
J
Both
I
believe
are
residents
of
oakland
county
madonna
van
fossen,
who
is
our
ombudsman
and
and
and
beth
gibbons,
who
is
our
manager
of
communications
and
marketing.
J
So
we
have
a
lot
of
talent
at
smart
and
we
are
excited
about
smart,
and
so
we
are
going
to
be
brief
and
we're
going
to
get
on
with
it.
Oh
there
it
is,
I
got
the
clicker,
but
I
want
to
make
sure
that
it's
not
on
that
one.
It's
on
this
one
see
I
was
looking
over
there
and
I
think
that's
the
one
down
here.
That's
why
I
take
robert
because
robert
shows
me
the
right
buttons
to
push.
J
So
smart
vision,
smart,
it's
been
fascinating
here.
There
are
lots
of
people
in
this
community
that
have
lots
of
different
opinions
about
smart,
but
one
of
the
things
that
we
are
talking
about
is
that
smart
is
going
to
be
the
system
that
you
can
depend
on
we're
going
to
be
accountable,
transparent,
inclusive,
sustainable
and
valued.
J
Accountability
is
very
important.
We
we
get
your
tax
dollars
and
so
it's
important
to
us
as
an
organization
that
you
see
the
return
on
your
investment.
Now
I
cannot
speak
about
anything
that
happened
before
september.
20Th
2021.,
I
almost
said
1921
hell.
I
wasn't
even
born
2021,
but
I
can
speak
about
those
things
that
have
happened
since
then,
and
we
are
talking
about
a
different
organization.
J
J
I
never
thought
that
a
person
who
could
who
had
hearing
challenges
could
play
the
drums,
which
is
an
amazing
thing,
and
so,
as
we
talk
more,
we
will
talk
about
the
smart
and
how
we
help
people
that
we
don't
think
about,
even
though
we
may
not
use
the
service,
and
it's
certainly
important
that
we
are
that
we're
valued
so
smart
future
people
focused,
you
can't
do
your
job
as
county
commissioners
and
the
ca
and
oakland
county
can't
do
its
job
for
its
citizens
without
people
we're
the
same
way.
J
J
Now
I
don't
care
where
you
are
on
the
political,
the
political
continuing
it
doesn't
really
matter
to
me.
At
the
end
of
the
day,
we
all
need
smart
forward
thinking
we're
going
to
talk
about
this
a
lot.
This
is
not
your
grandfather,
smart.
J
Now
I
was
talking
to
somebody
today,
the
smartphone
that
you
had
the
first
iphone
and
I'm
not
an
iphone
user.
Those
of
you
who
are
in
the
iphone
the
and
the
apple
cult
god
bless
you,
but
but
that
technology
is
not
the
same
as
it
was
when
it
started.
It
has
subsequently
evolved
and
smart
is
in
the
process
of
doing
exactly
that.
J
Economic
development,
coordinator,
collaborator,
no
municipality,
county
city
or
otherwise
is
sustainable
without
business.
None.
If
you
are
a
county
and
you
have
to
rely
just
on
taxes
for
personal
property,
you
will
not
get
it
done.
So
smart
is
wants
to
be
at
the
table
for
any
kind
of
business,
expansion
or
business
relocation
in
oakland
county
in
the
areas
that
we
serve,
because
getting
access
to
talent
is
the
name
of
the
game
in
the
21st
century.
J
Continuous
improvement,
I
talked
about
that
iphone
that
iphone
has
evolved
and
I've
got
a
smart
watch
and
I
get
a
new
one
every
year
because
they
change
everything.
And
so
we
are
smart,
embarking
upon
a
continuous
quality
improvement
process.
How
we
did
business
yesterday
is
irrelevant,
there's
a
saying
in
transit
that
you're
only
as
good
as
your
last
rush
hour.
J
J
J
J
One
thing
I
know
about
the
region
is,
and
I
don't
care
what
anybody
told
you.
It
is
not
because
you
don't
have
talent
with
all
the
universities
in
this
area.
Talent
is
the
least
of
the
issues,
but
transportation
is
an
issue,
and
that's
one
of
the
things
that
we
want
to
try
to
tackle,
to
make
sure
that
we're
more
competitive
for
the
next
hq2
or
anything
else.
That's
coming
down
the
pike
quality
of
life.
J
J
J
Trust
me
when
I
say
they
want
to
do
other
things
with
their
money,
so
we're
committed
to
providing
increased
mobility
across
the
entire,
the
region
for
the
areas
that
we
serve.
I'm
qualifying
it
for
the
areas
that
we
serve,
and
now
now
we
face
the
same
challenges
that
everybody
else
here.
I've
talked
about
one
of
them
that
being
the
access
to
talent,
but
if
you
we've
got
almost
300
vehicles,
so
you
can
imagine
what
our
fuel
bill
is.
J
It's
not
cheap
the
cost
of
health
care
I
can
go
on
and
on
about
the
things
that
we
are
facing
as
we
go
forward,
but
there's
also
one
thing
that
I
also
want
to
make
sure
that
we
educate
you
on
times.
People
talk
about
their
local
contribution
for
every
dollar
of
local
contribution.
That's
made.
We
get
a
dollar
and
34
cents
from
the
state
and
federal
government.
J
The
local
funding
alone
cannot
sustain
smartphones,
it's
not
possible.
In
fact,
the
local
funding
for
no
transit
system
can
be
done
without
now.
One
of
the
things
that
is
unique
about
michigan,
which
is
a
really
really
good
thing,
is
that
the
state
of
michigan
does
a
local
match
on
all
the
federal
projects.
J
J
We
want
to
deploy
a
single
application
that
allows
you
to
plan
your
trip,
pay
for
your
trip
and
ride,
regardless
of
what
you're
going
to
ride.
It's
really
immaterial
to
us
whether
you
use
our
flex
service,
our
fixed
route,
our
long
term,
and
what
I
mean
long
term,
I'm
not
talking
about
10
years.
I'm
talking
more
like
two
three
years
is
to
integrate
uber
lyft
bikes
scooters
all
into
a
single
application.
J
J
J
So
we're
you
know,
we
have
a
lot
of
community
partners
where
we
provide
vehicles.
We
certainly
want
to
be
able
to
use
this
to
integrate
with
them
so
that
they
can
provide
a
greater
service,
and
so
one
of
the
things
that
we're
also
going
to
do
is
we're
going
to
spend
a
lot
of
time
and
effort
on
marketing
and
communications
to
increase
the
awareness
about
smart.
J
J
I
guarantee
we
will
be
back
here
again,
we'll
be
back
here
so
much
you'll
say
why
don't
you
all
go
home
because
it
goes
back
to
the
accountability
and
the
transparency
piece
that
I
was
talking
about.
J
But
I
want
you
to
understand
as
we
as
we
find
out
more
things
about
ourselves,
particularly
our
economic
impact
in
the
region.
We
want
you
to
know.
We
can
understand
what
that
is
so
flex.
Have
you
seen
these
little
vehicles
rolling
around
here
wherever
the
pictures
are
so
we're
we're
intending
to
expand
this
beyond
the
pilot
areas?
J
I
L
Thank
you
dwight
nice
to
be
able
to
see
everybody
this
evening,
including
those
standing
behind
me
and
true
story.
I
do
love
maps,
that's
very
true
yeah,
so
the
the
smart
flex
right
now
we're
piloting
this
in
three
zones.
L
Now
we
actually
started
just
in
in
the
troy
clawson
area
in
oakland
county,
we
added
pontiac
the
middle
of
last
year,
pontiac
and
auburn
hills
and
then
just
recently,
we
actually
added
the
farmington
farmington
hills
area,
so
in
oakland
county
right
now
we
actually
have
three
of
these
zones,
and
you
can
see
this
is
kind
of
our
current
map
of
the
county.
Again,
this
is
zoomed
in
to
the
areas
that
include
our
opt
in
communities.
Of
course,
the
county
is
much
larger
than
this.
L
So
the
areas
that
here
in
this
red
or
orange
shading
again
pontiac
auburn
hills.
True,
we
are
part
of
troy
and
claussen,
and
pharmacy
and
farmland
hills
are
currently
zones
where
we're
piloting
this
service.
L
We
did
a
study
a
couple
years
ago,
right
before
kovit
and
into
the
beginning
of
kova
that
took
a
look
at
our
entire
fixed
route
system
and
some
of
those
recommendations.
The
phase
one
recommendations
have
actually
all
been
implemented,
which
included
restructuring
some
of
our
routes
in
the
pontiac
area.
We
split
the
telegraph
route
into
two
routes.
L
For
example,
we
extended
it
through
to
the
former
silver
dome
site
to
provide
access
to
the
amazon
buildings
that
are
there,
but
another
thing
that
came
out
of
that
study
was
the
idea
of
finding
a
way
to
provide
more
access.
A
more
convenient
service
to
more
areas,
especially
given
that
most
of
smart
service
area,
including
our
areas
in
oakland
county,
are,
are
relatively
low
density,
at
least
there's
good
portions
of
them
that
are
low
density.
L
Well,
it's
a
new
spin
on
an
old
concept.
Right
dial-a-ride
is,
has
been
around
for
a
long
time,
but
die
ride
is
much
more
difficult
to
use
and
it's
it's
a
manual
dispatch
micro
transit
uses
technology,
in
this
case
we're
partnering
with
a
company
called
via
and
has
an
algorithm
and
a
system
that
allows
you
to
have
a
an
experience
very
similar
to
uber.
But
with
a
with
the
confidence,
let's
see
how
you
did
that
before.
L
Yes,
with
the
confidence
and
safety
that
you
have
dedicated
vehicles
dedicated
drivers
that
all
meet
the
fta
requirements
the
same
one
that
we
use
for
our
drivers
as
far
as
safety
background
checks,
drug
alcohol
screening,
all
that
sort
of
stuff
and
also
the
service
is
there.
Our
service
cannot
turn
people
away,
whereas
some
of
the
other
providers,
it
really
is
up
to
them
whether
they
want
to
be
on
the
road
at
all
and
if
they
can
provide
that
service.
L
So
currently
I'm
getting
a
little
ahead
of
myself.
Currently,
you
can
see
this
map.
I,
like
maps,
is
intentionally
kind
of
confusing.
It's
actually
pretty
difficult
for
us
to
explain
all
the
different
things
that
smart
does
so
most
people
who
know
smart
know
it
for
something
in
particular:
either
they've
used
the
fixture
out
bus
to
compute
to
work
their
elderly
neighbor
or
their
parent
has
used
the
senior
services
to
get
if
they
aren't
able
to
use
fixed
route
buster
drive.
Maybe
a
community
center
has
a
bus
that
goes
to
the
senior
center
in
their
community.
L
All
those
are
different
elements
that
we
are
working
to
to
orchestrate
together,
but
it's
difficult
to
explain
the
true,
smart,
true
benefit
or
without
being
able
to
really
capture
all
of
that,
and
it
is
difficult
to
display
on
a
map
as
well,
so
the
the
flex
service.
This
is
actually
the
the
total.
L
This
is
monthly
ride,
so
we
just
passed
our
one
year
anniversary
two
months
ago
and
you
can
see
that
we've
seen
really
good
sustained
growth
and
that
red
line,
which
is
the
one
that's
just
under
the
black
dotted
line,
that
is
the
pontiac
auburn
hill
zone,
which
was
launched
in
august.
So
you
can
see
that,
even
since
the
beginning
of
this
year,
the
ridership
in
that
zone
has
doubled,
it
really
has
been
very
successful
in
an
area
that
also
has
good
fixture
out
services.
That
has
continued
that
that
service
has
continued
to
succeed
as
well.
L
You
can
see
the
red
and
the
blue
lines
here
are
taking
the
fixed
routes.
We
have
that
have
been
successful
and
actually
improving
the
service
there.
So
that
is,
people
are
feeding
into
those
they're
getting
more
frequent
service,
something
that's
really
convenient
and
reliable,
and
then
the
the
dots
are
again.
This
is
conceptual,
but
the
dots
are
aimed
to
signify
the
idea
that
there
will
be
areas
where
we
intentionally
are
adding
amenities
throughout
all
of
the
communities
in
our
service
area
in
oakland
county
that
allow
those
interchanges
to
make
to
take
place
right.
L
So,
if
you're
using
the
flex
service.
But
you
need
to
go
downtown
detroit.
The
flex
will
take
you
to
one
of
these
nodes
where
it
intentionally
has
the
amenities
and
comfort
that
you
need
to
wait
for
the
bus
you're
transferring
to,
and
vice
versa.
And
so
the
investment
across
the
community
means
that
no
matter
where
you.
E
L
And
that's
a
great
point
so
that
we've
hear
from
communities
quite
often
saying
that
you
know
they
they
have
a
per
perception
a
perceived
need
for
additional
amenities.
We
want
to
make
sure
that
their
partners
as
we
make
investments
to
get
to
this
point.
So
this
is
just
kind
of
a,
for
instance
to
demonstrate
kind
of
how
that
map
that
I
had
up.
There
might
work
right.
So
when
you
expand
the
flex
to
connect
to
everyone,
it
means
again
that
in
some
cases
you
may
only
be
using
flux
right.
L
So
in
troy
you
can
see
in
the
upper
right
corner,
maybe
you're
going
from
your
home
to
the
hairdresser
appointment,
you're
meeting
friends
at
the
park
and
you're
going
back
home.
You
can
do
all
that,
obviously,
without
getting
on
a
fixed
route
bus.
In
other
cases,
you
may
be
commuting
to
a
job
at
a
supplier
in
auburn
hills,
there's
a
number
of
suppliers
that
are
kind
of
in
the
north,
northeast
corner
that
you
wouldn't
want
to
walk
to
from
great
lakes
crossing.
L
But
if
you
can
get
to
great
lakes
crossing
and
take
a
van
to
get
the
rest
of
your
trip
that
allows
you
now
to
have
good
convenient
access
to
the
woodward
fast,
really
in
all
corners
of
auburn
hills
and
the
other
examples
speak
for
themselves.
But
the
idea
is.
L
This
is
a
different
way
to
think
about
getting
around
where,
rather
than
asking
residents
employees
visitors
to
conform
to
our
the
lines
on
our
map,
we're
saying
we
want
to
make
sure
that
it's
available,
no
matter
where
you
are
in
the
county
and
where
you
need
to
go
and
with
that
we're
available
to
answer
any
questions.
But
that
concludes
our
presentation.
M
Okay,
good,
I'm
glad
I
raised
my
hand
so
fast.
So
thank
you
for
the
presentation
and
I'm
gonna
open
pandora's
box
a
little
bit.
I'm
sorry,
but
there
is
rumor
going
around
that
the
smart
millage
renewal
might
put
in
the
opt
out
communities.
Is
that
false
on
the
ballot?
Because
I
represent
commerce,
township
and
as
I
I
do
respect
smart
for
the
communities
that
want
in
mass
transit
and
you
know
and
it
works
for
them.
M
Okay,
but
you
haven't
heard
anything
I
mean
my
municipality
keeps
going
to
meetings
with
western
oakland
transportation
and
they
they
are
hearing
it.
So
I
just.
M
Okay
and
then
when
would
this
be
on
the
ballot?
What
august
or
november
your
renewal
isn't
that,
due
this
year,
you're
smart.
J
M
What
I
thought
so
it
would
be
november,
okay.
Well,
that
was
one
of
my
things.
I
was
hoping
you
could
answer.
The
opt
out
opt
out
communities,
because
that
is
a
big
question.
I
am
getting
representing
my
municipalities
and
one
other
question.
I
love
the
app
idea,
but
what
do
you
do
with
elderly
people
or
people
that
don't
have
a
smartphone.
M
J
I
also
want
to
make
sure
that
we
do.
I
have
a
my
sister
is
70,
and
you
would
think
that
she
is
80
as
it
relates
to
technology.
K
J
No,
we
also
want
to
make
sure
that
we
have
books,
because
there
are
books
that
are
available
that
are
geared
specifically
to
seniors,
to
show
them
how
to
use
smart
technology,
whether
it's
iphones
or
what
have
you.
So
obviously
we
want
to
get
people
where
we
where
they
are,
but
if
there's
a
way
for
us
to
be
able
to
educate
people
on
how
to
use
the
technology
because
it's
actually
more
convenient
for
them.
We
want
to
do
that
too.
I
I
just
have
a
comment.
I
just
want
to
say
thank
you
all
for
creating
the
flex,
because
I
see
the
flex
I
I
represent
pontiac,
even
though
we
see
the
numbers,
but
I
just
want
to
thank
you
because
it's
used
regularly.
I
see
it
all
the
time
in
my
city,
so
thank
you
and
it's
good
that
it's
being
used.
So
thank
you.
C
And
I
mean
thanks
to
commissioner
long's
question:
there's
gonna
be
a
lot
of
transit
conversation
that
this
board
will
be
having
over
the
next
couple
months

I
want

my
appreciation
to
the

the

program
that
has
been
ongoing
now
for
a
number
of
years
as
a

with
a
significant
corporate

A
The
integrity
of
our
road
infrastructure
is
vitally
important
in
support
of
commerce.
This
year
the
oakland
county
board
of
commissioners
awarded
the
city
of
auburn

90
128
dollars,
which
will
be
applied
toward
the
total
reconstruction
of
corporate

within
the

This
roadway
accommodates
traffic
to
and
from
such
industry
leaders
as
apollo
america,
encore
automation,
lucerne,
international
distacco,
tmxain
plastics
and
menlo

logistics.
As
you
can
see
from
this
list,
the
commission's
contribution
to
this
project
is
meaningful,
as
well
as
impact
impactful.
Thank
you
again
for
your
continued
support.

This
will
now
move
us

This

the

on

items
again
on
the

F
Thank
you,
mr
chair,
good
evening.
Everyone,
my
name
is
robert
pulaski
and
I'm
from
south
gateway
county.
I
spend
a
lot
of
time
in
the
county,
doing
business
and
also
employment
as
well.
First
thing,
I'd
like
to
start
off
with
is,
I
know.
Dwight
and
robert
won't
be
here
to
listen
to
this,
but
it
was
a
wonderful
presentation.
F
This
is
the
future
of
our
county,
not
just
oakland
county,
but
we
macomb
and
possibly
monroe
county
as
well.
What
we
see
in
ridership
numbers
is
absolutely
remarkable
on
462
and
461.,
the
direct
connection
between
great
lakes
crossing
and
detroit
has
remarkably
changed.
The
system
with
economic
development
and
ridership
we've
seen
tons
of
people
get
on
buses,
not
just
commuting
riders,
but
also
seeing
new
riders
come
in
from
other
portions.
You
know
we
have
park
and
ride
customers
that
now
want
to
get
on
fast
to
come
to
detroit.
F
It's
the
existing
riders
that
really
bring
the
system
to
a
growth,
but
it's
also
the
new
riders
that
change
the
way
we
look
at
smart.
You
know
from
the
ridership
levels
in
pontiac
and
troy,
and
also
farmington
hills
now
being
a
part
of
the
system
of
flex.
It's
absolutely
amazing
to
see
what
we've
done
in
this
county.
You
know
going
back
onto
dozens
of
presentations
with
d.o.t.
F
The
presentation
that
we
saw
today
with
direct
connections
from
each
end
of
the
county
is
absolutely
amazing,
especially
along
12
mile,
where
there's
a
lot
of
businesses
there's
a
lot
of
connection
corners,
especially
royal
oak
transit
center
and
the
heart
of
royal
oak
we've
seen
so
much
and
to
have
that
direct
connection
to
and
from
one
part
of
the
county
to
the
other
part
of
the
county
north
to
south
east
to
west.
It's
the
best
compared
to
what
we
see
now
there
are
tons
of
routes.
Let
me
give
you
an
example:
route
400.
F
It's
basically
a
curve
like
this
throughout
farmington
hills
compared
to
most
routes,
where
they're
just
a
straight
shot
like
this.
Those
routes
have
no
ridership
that
constantly
go
in
curves.
I've
been
on
route
400.
It
is
not
a
it's
not
a
big
route.
It's
basically
low
ridership.
It's
basically
one
person
from
certain
parts
of
the
route
to
the
end.
F
Those
routes
technically
don't
really
benefit
the
county,
we're
putting
more
money
on
the
road
and
more
people
out
driving
these
buses
to
just
get
one
person
I
mean.
I
think
that
what
we
saw
in
the
presentation
today
to
expand
flex
to
keep
the
county
to
county.
You
know
direct
connection
route
is
what
we
need
in
this
county.
You
know
under
dave,
woodward's
leadership.
We
will
definitely
get
that
done
and
we
will
continue
to
make
oakland
county
thrive.
This
is
the
future
of
our
region.
This
is
the
future
of
transit.
C
Thank
you.
Next,
I
got
ross
bronco.
K
Those
are
not
relative
relative
to
today,
they're
all
last
month,
last
week,
days
of
may
and
june
3rd,
where
in
orange
on
june
3rd,
what
what
relevance
does
that
have
today?
K
C
Thank
you,
sir
thomas
jesbeck,
followed
by
heather
smiley.
D
I'll
try
to
talk
loud.
Thank
you,
so
hello
I'll
go
ahead.
Can
you
guys
give
me
another
extra
30
seconds
sure.
E
D
You
okay,
so
my
name
is
thomas
gaspec.
I
work
for
a
non-profit,
called
transportation,
writers,
united.
We
support
and
advocate
for
good
public
transportation
in
metro
detroit,
which
obviously
includes
oakland
county.
I
live
in
rochester
hills,
michigan.
I
actually
took
the
bus
to
get
here,
so
I
took
the
smart
bus
to
get
here
to
the
meeting.
Today
it
was
clean,
it
was
efficient.
D
You
know,
I
think
everyone
saw
the
presentation
and
the
vision
that
smart
is
creating
for
to
go
forward,
but
I
want
to
just
draw
attention
to
some
facts
that
just
smart
is
for
oakland
county
smart
has
about
40
000,
regular
riders
per
day
that
amounts
to
over
a
million
riders
per
year.
D
Now
the
support
the
political
support
for
smart
and
open
county
has
been
extremely
strong,
actually
in
2018
the
last
time
that
the
smart
military
had
to
be
approved.
There
was
not
a
single
precinct
to
my
knowledge
in
all
of
oakland
county
and
all
the
communities
that
voted
and
voted
no
just
in
in
auburn
hills.
For
example,
I
have
looked
up
the
information
of
the
past,
the
past
three
or
four
rounds
of
the
smart.
N
D
It
was
a
consistent
70
to
75
of
people
at
support.
Smart.
So
you
know,
smart
is
essential.
Oakland
county
voters
appreciate
smart,
but
I
do
want
to
draw
attention
to
something.
I
live
in
one
of
the
cities
that
opted
out
of
smart
and
I
live
frustratingly
close
to
a
lot
of
smart
bus
stops
and
services
which
I
have
to
drive
in
order
to
access.
D
Most
people
are
not
as
lucky
as
I
am.
There
are
many
people
in
my
community
who
are
stranded.
You
know
who
we
do
have
a
service
that
serves
people
with
disabilities
and
seniors,
but
you
know
even
for
those
people,
it's
not
convenient.
It's
not
useful.
Fixed
route.
Bus
services
really
are
needed
in
rochester.
Is
it
that
difficult
to
get
a
route
going
up,
rochester
road
to
connect
rochester
to
royal
oak
or
to
detroit?
Wherever
it's
going
to
go?
I
don't
see
that
as
anything
radical.
D
D
This
is
really
what
we
are
advocating
for
myself
and
other
transportation
advocates
is
to
not
get
rid
of
transit,
but
to
maintain
what
we
have
and
potentially
expand
it,
because
you
know,
like
dwight
carroll
said
there
are
reasons
why
companies
like
amazon
did
not
choose
to
locate
in
metro
detroit.
You
know
their
headquarters
right.
Public
transportation
is
an
expectation
for
a
modern,
functioning
city,
a
modern
functioning
region.
It's
something
that
is
essential.
It's
not
something
that's
optional
or
can
be,
you
know,
traded
for
other
things.
It's
essential!
That's
what
I
want
everybody
here
to
understand.
O
I
feel
rude
being
all
so
close
to
what
I'm
doing
good
honey.
No,
no
it's
good.
My
name
is
heather
smiley,
I'm
from
lake
orion,
I
have
to
say
it's
very
hard,
keeping
up
with
the
agenda
when
I
checked
yesterday
to
do
my
homework,
it
was
different
than
it
is
today.
I'm
glad
that
we
had
a
smart
presentation.
I
think
that,
as
commissioner
long
stated,
communities
should
definitely
have
the
opportunity
to
opt
out,
especially
in
my
area,
where
it's
a
little
more
rural.
O
As
someone
from
detroit,
maybe
I
shouldn't
say
this:
I
know
a
lot
of
people
that
had
to
have
a
court
appointed
attorney.
I
feel
the
problem
is
with
the
young.
We
need
to
invest
our
money
in
the
young
children
as
they
grow,
so
then
they
don't
turn
into
criminals.
I
think
there's
a
lot
of
families
that
don't
have
fathers,
they
don't
have
structures
that
don't
have
the
financial
means
to
be
able
to
give
their
children
the
time
that
they
need
to
kind
of
keep
them
on
the
straight
and
narrow.
O
I
also
know
that,
as
far
as
the
you
guys
spend
a
lot
of
time
on
picking
out
dates
and
making
them
for
something,
I
would
have
one
suggestion
as
far
as
the
national
gun
violence,
maybe
we
can
make
it
november
30th
in
honor
of
the
oxford
shooting
that
would
make
it
to
this
calendar
year
as
well,
wherever
ross
went
again,
there's
a
lot
of
stuff
that
is
different.
That
is
not
what
I
had
set
up
for.
So
I
think
that
transparency
like
when
did
was
this
updated.
O
O
Please
look
into
even
though
it's
through
msu
look
into
possibly
repopulating
caterpillars,
because
I
know
from
experience
and
I
checked
with
experts
in
this
field.
That
is
the
best
option,
but
it
still
eliminates
90
of
the
caterpillars,
so
we
might
have
to
think
about
putting
and
repopulating
caterpillars
that's
about
it
have
a
great
day.
C
You
yes,
jerry
riley,.
P
Again,
I'd
like
to
express
my
concern
of
receiving
the
federal
funding
that
causes
an
increased
dependence
upon
our
government,
who
are
we
listening
to
in
this
day
and
hour
that
we
are
living
in
the
god
of
the
bible?
The
creator
is
causing
his
righteous
government
to
increase
his
government
of
righteousness
is
here
and
now
light
is
increasing.
Darkness
is
being
exposed,
hidden
things
are
being
revealed.
P
This
is
happening
in
a
global,
national
and
local
dimension
and
in
individual
lives.
God
has
promised
to
shake
everything
in
heaven
and
on
earth
and
we're
all
experiencing
such
a
shaking
bear
with
me.
I
have
a
point:
what
government
are
we
listening
to
here's
a
lesson
from
history
that
will
clarify
my
point
after
the
korean
war,
compassionate
american
missionaries
poured
resources
into
south
korea.
P
The
south
korean
government
knew
that
if
this
continued
their
economy
would
never
start,
it
was
real
simple.
Why
make
shoes
if
you
can
go
to
the
mission
and
get
them
for
free?
The
south
korean
government
went
to
the
state
department
and
asked
them
to
stop
this
destructive
charity.
What
a
phrase
destructive
charity.
The
result,
the
south
korean
economy
got,
kicked
into
high
gear
so
that
they
had
the
sixth
largest
economy
in
the
world
in
one
of
the
greatest
christian
revivals
in
history,
both
economical
and
spiritual
dimensions
were
affected.
P
C
Q
C
You
can
set
the
mic
right
there,
all
right.
That's
the
only
people,
I'd
sign
up
for
the
first
public
comment
again,
there's
another
second
public
comment
at
the
end
of
the
meeting.
Anybody
else
for
the
first
public
comment:
that's
five,
just
like
come
to,
I
say,
come
up
to
the
mic,
but
pick
up
the
mic.
N
E
N
Oh
now,
it's
green.
It
was
red
before
okay,
sorry,
too
much
tech-
I
guess
okay,
so
I
I
am
actually
very
frustrated,
like
miss
miley
noted
about
the
agendas
that
often
change,
and
I
did
attend
the
democratic
caucus
right
before
this
to
find
out
some
new
business
items.
In
addition
to
the
I
was
planning
to
complain
about
the
indigene
defense
program,
where
we're
expanding
to
create
an
entire
public
defender
office
for
this
county.
N
We
already
have
so
many
millions,
and
I
was
offended
the
first
time
when
they
created
it
last
year
for
1.8
million
at
the
same
time
as
they
defunded
the
share
of
1.5
million.
So
to
me
priority
government
job
one
is
to
secure
and
protect
the
citizens
of
the
community,
and
you
seem
to
neglect
that
one
regularly,
so
it
we
also
heard
about
a
brand
new
foreclosure
surplus
funds
program.
N
The
treasurer
introduced
it
because
there
were
so
many
foreclosures
last
year.
In
fact
they
sweeped
an
extra
seven
million
at
the
end
of
the
year
for
legal
fees.
I
don't
know
if
it's
just
that,
but
I
know
that
was
a
big
deal.
A
lot
of
people
lost
their
homes
in
oakland
county,
so
it
really
offends
me
catherine.
I
N
Also
county
tax
levy,
so
I
don't
know
how
you
call
10
a
and
10
b
for
that
meeting,
not
a
levy,
so
the
new
positions,
oh
and
then
the
they
have
a
new
program
for
the
land
sales.
They've
turned
it
off
over
to
a
subcontractor
tax
sale
info,
which
it
seems
that
that
would
actually
enable
people
from
outside
the
region
to
take
over
real
estate
without
any
control
whatsoever.
N
So
I
have
a
real
concern
about.
A
lot
of
things
are
going
on
the
infrastructure
that
was
in
here.
Let's
see
these
were
blank
when
they
were
approved,
the
all
the
road
improvement
items
that
were
on
fifty
six
three
eleven,
fifty
six,
seven
eleven,
fifty
six,
seven,
eighty
two
68
112
and
56
821.
N
N
N
I
don't
understand
how
this
money
is
being
thrown
around
as
if
we
have
it,
especially
given
the
deficit
that
was
discovered
in
december
six
meeting
in
twenty
twenty
one.
We've
spent
all
this
money
in
deficit
spending
today.
This
is
not
okay
and
the
citizens
cannot
afford
to
keep
losing
their
homes,
because
you
keep
spending
money
that
we
don't
have.
Thank
you
thank.
Q
Q
My
name
is
mark
forshay,
I'm
from
farmington
hills
and
the
two
gentlemen
who
were
here
were
talking
about.
Well,
we
spend
one
dollar
local,
but
we
can
leverage
it
to
another
dollar
34
for
satan
and
feds.
Well,
that's
not
leverage,
that's
a
euphemism
for
we're,
paying
not
only
local,
we're
paying
state
taxes
and
we're
paying
federal
taxes
for
another
program,
and
the
problem
with
this
is
once
a
program
government
program
is
established.
It
is
there
forever.
The
only
two
things
that
are
eternal
are
heaven
and
government
programs.
Q
Q
Government
programs
tend
to
be
very
bureaucratic,
rules,
written
and
coercive.
We
need
businesses
to
do
it
rather
than
the
smart
bus
system,
which
I
assume
we
would
be
subsidizing
it
forever.
It
sounds
like
that.
That's
how
these
things
seem
to
go.
So
I
am.
I
just
want
to
say
that
I
am
just
completely
opposed
to
this
and
it
seems
like
there's
no
end
to
the
things
that
politicians
want
to
do
for
us.
Q
We're
pretty
clever
people
in
this
country
and
we
can
do
a
whole
lot
of
things
without
all
of
this,
and
I
have
experience
with
government
bureaucracy
and
the
stupid
things
they
do.
We
don't
need
this.
These
two
gentlemen
were
articulate,
but
I
I
know
firsthand
how
this
works
or
more
accurately,
how
it
doesn't
work.
So
I
just
want
to
say:
I'm
completely
opposed
to
it,
and
someone
needs
to
say
that.
E
B
I
was
just
going
to
sit
and
observe
my
name
is
bob
hill,
I'm
mayor
pro-tem
from
the
city
of
auburn
hills,
but
I
have
to
come
up
when
I
hear
the
discussion
on
smart.
The
word
disingenuous
comes
to
mind
with
me.
I've
sat
on
a
committee
for
the
last
year
as
we
tried
to
figure
out
how
we
were
going
to
get
better
service
in
the
city
of
auburn
hills
for
our
public
transportation.
B
B
The
statute
written
in
1996,
I
think,
is
probably
one
of
the
most
misunderstood
and
since
county
commissioners
have
there's
been
a
lot
of
change
since
then,
it
probably
would
be
good
to
be
a
refresher
course
and
the
the
comment
that
you
asked
a
question
this
long
about
the
opt
out
and
if
communities
are
going
to
continue
to
do
that,
and
it's
our
understanding
that
there
is
a
move
afoot
to
eliminate
that
opt-out
privilege.
You
just
ask
the
wrong
person.
C
Thank
you.
Anybody
else,
okay,
see.
Nobody
else,
will
close
the
first
public
comment
and
we
will
move
on
to
reports
of
standing
committees.
The
first
item
up
is
the
consent
agenda.
Is
there
a
motion
to
adopt
the
consent
agenda
moved
by
commissioner
lewis
seconded
by
commissioner
kowal
any
discussion
on
items
on
the
consent
agenda,
commissioner
wiper.
Q
Thank
you,
mr
chair.
Just
if
you
a
majority
of
the
consent
agenda
has
on
a
tri-party
and
just
as
a
little
reminder,
tri-party's
unique
program
to
oakland
county.
Our
board's
committee
committed
to
assisting
all
our
local
cvts
with
with
road
commission
projects
with
the
construction
maintenance
improvement
repair
of
those
roads.
Q
As
part
of
the
passing
our
budget,
we
all
put
in
two
million
dollars
for
the
local
local
road
improvement
project
and
the
tri-party
project
and
we're
helping
all
our
cities,
villages
and
townships,
and
on
on
our
packet,
all
the
programs
were
described.
I
mean
tonight
we
tonight
we
are
passing
projects
that
are
about
1.5
million
dollars
in
road
improvement
projects
in
the
entire
cvts.
Q
C
C
Sufficient
number
vote
in
the
affirmative.
The
consent
agenda
is
adopted.
This
will
move
us
on
to
the
regular
agenda.
There
are
all
the
items
for
economic
development
and
infrastructure
committee
as
well
as
the
finance
committee
were
taken
up
under
the
consent
agenda.
They'll
bring
us
to
the
legislative
affairs
and
government
operations
committee
where
we
have
an
item.
Commissioner,
nelson.
E
C
Commissioner
nelson
moves
seconded
by
commissioner
cavell
and
I
believe,
there's
an
amendment
to
be
offered,
and
I
will
recognize
commissioner
biz
to
move
the
amendment
seconded
by
commissioner
hoffman.
Commissioner
spitz.
B
Speaking
to
the
amendment
chair,
it's
a
relatively
simple
amendment,
just
to
make
sure
everybody
realizes
that
we
initially
joined
this
initiative
back
in
2016.
and
it
looks
like
we
have
reaffirmed
it
in
18,
20
and
21.
So
this
is
nothing
new
to
the
to
the
board
of
commissioners
or
oakland
county.
It's
something
we're
just
reaffirming
with
naco
and
throughout
the
country
to
support
mental
health
illness
issues
in
our
jails.
Great.
C
E
C
C
C
Thank
you
very
much.
I
will
now
recognize
the
chair
of
the
public
health
and
safety
committee.
Commissioner,
penny
loops.
E
C
Sufficient
number
voted
in
the
affirmative.
The
resolution
is
adopted,
commissioner
loops.
C
Okay,
I
think
that
takes
up
took
up
the
regular
agenda
items
moved
to
reports
of
standing
special
committees.
There
are
none
special
order
of
business,
none
unfinished
business,
none.
This
will
bring
us
to
new
and
miscellaneous
business,
and
I
believe
we
have
a
number
of
resolutions
in
a
second
here.
C
And
that
will
be
referred
to
finance
finance
referred
to
without
objection.
Next
up,
I
will
call
on
commissioner
hoffman.
H
Thank
you,
chairman
woodward.
I
have
three
resolutions
tonight.
The
first
one
is
a
resolution
supporting
senate
bills,
818
and
819
to
require
the
detroit
institute
of
arts
and
the
detroit
zoological
society
to
comply
with
the
michigan
freedom
of
information
act
on
the
michigan
open
meetings,
act
referred
to
lago.
H
H
C
Referred
to
ligo,
without
objection.
Next
up
on
commissioner
gershenson.
N
Yes,
mr
chair,
I'd
like
to
introduce
a
resolution
recognizing
juneteenth
or
june
19th
as
an
oakland
county
government
holiday
for
2022,
and
I'd
like
to
suspend
the
rules.
C
E
C
M
Thank
you,
chairman
woodward,
although
I
I
do
realize
this
is
a
very
important
day
on
june
19th.
I
will
not
be
supporting
this.
I
know
it's
a
it's
an
unfunded
mandate
that
we've
been
put
onto
the
county,
and
I
mean
I
just
think
it
was
unfair.
They
gave
us
two
weeks
and
I
realized
you
know
I've.
I've
heard
the
presentation,
it's
nothing
that
we
can
do
about
it
as
a
county,
but
I
will
not
be
supporting
it.
M
I
just
don't
think
there
was
a
fair
shake
that
the
state
did
this
to
us
at.
You
know
that
last
minute,
two
weeks
before
so
I
won't
be
supporting
this
tonight,
not
because
of
the
holiday
just
because
of
the
unfunded
mandate.
Thank
you.
Thank.
B
Thank
you,
mr
chair.
I
I
appreciate
the
points
from
my
fellow
commissioner,
but
I
actually
will
be
supporting
this.
I
mean
juneteenth
is
an
important
date
for
a
significant
portion
of
our
population.
It
is
actually
a
federal
holiday
just
like
columbus
day
that
we
do
celebrate
and
because
of
the
fact
that
it
is
a
federal
holiday.
I
think,
a
year
ago,
when
we
had
this
discussion,
I
actually
suggested
that
it
become
a
commie
holiday
and
so
I'll
be
supporting
it.
B
Thank
you,
mr
chair.
I
am
I'm
a
little
perplexed
on
how
the
supreme
court
could
put
something
in
place
so
quickly.
I
know
they've
been
talking
about
it
for
a
while,
but
to
put
out
an
edict
on
june
1st,
for
something
to
take
effect
on
june
20th
to
me
is
is
outlandish
right.
If
they
wanted
to
put
it
in
place
for
next
year.
Okay,
then
we
have
time
to
put
in
place,
so
it
becomes
difficult
for
this
board
to
to
do
something
in
that
short
a
period
of
time.
B
Fortunately,
we
had
a
board
meeting,
or
we
would
have
had
to
have
a
special
board
meeting
to
be
able
to
do
something
in
this
case.
But
from
our
perspective,
I'm
just
wondering
I
know,
there's
some
difficulties
and
nothing's
ever
easy,
but
why
do
we
have
to
do
the
whole
entire
county
on
that
date?
Why
can't
we
still
just
do
the
courts
for
now
and
then
in
2023,
as
we
discuss
it
through
budgets,
come
up
with
a
proposal
that
is
satisfactory
for
the
entire
county.
Thanks.
C
Thank
you
any
further
discussion.
C
Okay
see
no
further
discussion
up
yolanda.
Oh
I'm
sorry
yolanda
commissioner,
charles.
G
C
Sure
so
I
mean,
I
think
that
there
are.
There
are
a
couple
things
as,
as
has
been
mentioned.
C
C
We've
got
some
deputies
that
are
in
the
courts,
I
mean
in
the
district
courts
and
the
courts
all
around
oakland
county
and
so
while
you're,
not
necessarily
a
direct
court
employee,
all
of
all
of
which
are
paid
by
the
taxpayers
of
oakland
county,
all
pay
all
employees
of
oakland
county
that
we
find
ourselves
in
a
situation
that
the
courts
will
be
closed.
C
The
court
has
ordered
the
supreme
court
has
ordered
the
courts
to
be
closed,
and
so
we
are
trying
to
figure
out
a
way
that
not
only
minimizes
confusion
but
treats
all
of
our
employees
across
oakland
county
fair.
So
this
res
what
this
res?
What
this
resolution
does
is
recognize
it
for
this
year,
because
on
juneteenth
the
19th
it
will
be
observed
on
the
20th
if
it
lands
on
a
sunday,
it's
reserved
on
a
monday
if
it
lands
on
a
saturday.
C
It's
observed
on
a
friday
and
I
mean
going
forward,
and
then
we
will
take
the
next
few
months
as
we
go
through
the
budget
process,
to
figure
out
how
to
how
to
handle
this
issue
going
forward,
but
we're
kind
of
in
a
tight
time
crunch.
We
don't
want
anyone
to
be
left
without
being
paid,
especially
people
who
would
plan
to
do
their
job,
and
we
need.
I
mean
time
beyond
june,
20th
to
figure
out
how
we
want
to
go
forward.
E
Just
to
confirm
what
you
were
saying
and
help
with
the
explanation
of
no
vote,
then,
is
denying
if
this
does
not
pass
and
enough
votes
come
up.
No.
This
will
then
deny
sheriff's
deputies
and
other
24
7
workers
for
the
county,
the
overtime
that
they're
owed,
either
in
their
contracts
or
as
part
of
their
deal
with
working
for
the
county.
On
monday,
the
20th.
C
C
C
I
would
urge
people
to
vote
for
it
and
then
in
the
budget
process,
we
figure
out
a
long
long-term
way
to
pay
for
this
or
how
we
go
forward.
But
this
juncture,
I
think
it's
improper
to
treat
employees
differently.
We've
never
done
that
before
and
I
don't
think
we
should
start
now.
E
Thank
you,
mr
chair.
I'm
just
troubled
by
all
of
this
because
I
feel
in
a
way.
Okay
scale
meant
this
for
the
courts,
but
it's
much
more
entangled
than
that.
So
to
me,
not
only
is
it
an
unfunded
mandate,
they
are
legislating
from
the
bench
in
my
mind
and
that's
why
I'm
really
really
having
trouble
with
this
today.
So
I
feel
like
by
voting.
No,
we
at
least
send
the
message
that
you
know
we're
not
happy
with
this
and
and
don't
pull
this
again.
You
know
just
they
probably
will,
but
we.
N
E
Only
send
the
message
that
we
don't
like
this.
This
is
last
minute
and
this
is
kind
of
a
back
door
approach
and
just
a
lot
of
different
reasons.
Nothing
against
the
holiday
at
all,
but
just
the
way
this
has
been
done
is
is
objectionable.
I.
C
K
Thank
you,
mr
chairman.
We
have
to
remember
that
there
are
several
reunion
contracts
throughout
the
county
and
most
of
them
have
me
too
clauses
so
in
the
end,
they're
going
to
get
it
through
an
arbitration
or
whatever
anyway.
So
it's
just
wrong
for
us
to
turn
down
now.
Is
it
right
for
the
supreme
court
to
give
us
15
20
days
whatever
it
is?
No,
that's
not
fair,
either,
but
unfortunately
we're
in
a
spot.
So.
E
Thank
you,
mr
chair.
I
just
wanted
to
make
sure
that
it
was
clearly
stated
that
there
is
favorability
in
the
sheriff's
budget
to
cover
this
this
year.
C
Budget
to
be
able
to
to
cover
this
year's
costs
right,
and
that
gives
us
time
to
figure
out
how
we're
going
to
handle
it
and
deal
with
it
going
forward.
Thank
you.
Any
further
discussion
see
none.
Mr
clerk,
please
prompt
the
vote.
C
E
Thank
you,
mr
chair.
I
would
like
to
introduce
a
miscellaneous
resolution.
Sponsoring
the
oakland
county
pioneer
historical
society,
grounds
improvement
project.
That
is,
this
is
the
area
where
all
of
our
historical
artifacts
are
kept,
and
I'm.
This
is
a
special
project
of
the
board
of
commissioners
and
I'm
referring
it
to
finance.
C
Referred
without
objection,
I
believe
I
got
all
the
new
and
miscellaneous
business
anything
else.
I
missed
nope
moves
on
to
announcements,
the
announcements
commissioner.
H
I
got
a
few,
so
I
was
appointed
to
the
governor's
traffic
safety
advisory
committee
as
a
county
commissioner,
and
out
of
today's
meeting
just
a
few
things
this
friday,
it's
a
road
to
restoration
driver
license
clinic
in
pontiac
at
the
flagstar
strand,
theater,
that's
from
nine
to
five,
a
couple
bills
that
are
going
for
for
road
worker
safety,
which
is
you
know,
that's
my
my
thing
is
automated
speed
enforcement
and
work
zones
only
then
we
have
positive
protection,
concrete
barriers
for
night
work,
that's
a
bill
that
actually
I
wrote
with
rep
rep
o'malley,
so
that
one
I'm
kind
of
pride
on
that
one
and
then
one
that's
very
important
that
a
lot
of
people,
probably
don't
understand,
is
house
bill.
H
4701
is
oral,
fluid
test,
drug
and
alcohol.
So
the
there
was
a
case
ruling
people
versus
perry
where,
if
you're
under
21
and
you're
under
the
influence
of
any
drug,
it's
going
to
be
a
criminal
or
friends
or
whatever
they
want
to
do
it's
just
like
alcohol
right
and
over
there's
certain
amounts.
So
it's
getting
harder
and
harder
to
test
because
you
got
all
the
e-cigarettes
and
all
that
stuff
and
the
gummies
so
they're
doing
some
crackdown
on
that
which
is
definitely
needed.
So
those
are.
These
are
bills
just
to
watch.
C
C
Did
you
take,
oh
commissioner
miller,
can
you
bring
that
michael?
Can
you
bring
cabell's
mike
up
to
the
oh
leave
it
to
commissioner
markum
she'll
take
care
of
it.
C
F
F
I
think
there's
with
these
opted
out
communities
there's
a
benefit
with
transit
in
them
and
with
having
smart
and
commerce
township
with
the
amount
of
traffic
with
novi
and
commerce
township
having
tons
of
shopping
centers,
especially
novi
with
12
oaks
mall.
We
have
tons
of
people
coming
from
detroit
to
support
big
metro.
Detroit
malls
like
this
smart
is
needed
not
just
flex
but
fixed
route
service.
Getting
back
onto
the
direct
connection
point
you
know
having
a
direct
connection
with
either
a
fast
route
to
local
malls
like
great
lakes
crossing
in
this
county.
F
We
we
basically
bring
everybody
from
macomb
county
to
wayne
county
to
monroe
county
to
livingston
county.
We
bring
everybody
here
for
shopping.
We
bring
everybody
here
for
work.
You
know
there
are
tons
of
opportunities
in
this
county.
I'm
a
huge
supporter,
smart,
I'm
a
huge
supporter
of
the
rta
and
there's
dozens
of
systems
that
have
direct
connections
to
certain
places.
You
know
with
oakland
county.
We
could
be
the
next
ann
arbor
because
they
have
tons
of
sprouts
going
to
certain
places.
You
know
where
you
can
get
to
work
and
go
to
home.
F
That's
what
I
see
with
oakland
county.
You
know,
with
smart
flex,
we've
seen
tons
and
tons
again
with
having
the
direct
connection
by
having
someone
pick
up
to
your
house
and
taking
you
home
same
thing
with
fixed
route.
Fixed
route
is
one
of
the
main
big
keys
in
here,
especially
with
the
detroit
zoo.
You
know
what
the
zoom
to
the
zoo
thing
was
one
of
the
best
things
that
we
rolled
out
in
2019.
F
Am
I
a
big
supporter
of
flex
slightly?
Am
I
a
huge
supporter
of
fixed
route?
100
percent
fixed
route,
I
think,
is
one
of
the
best
things
for
oakland
county,
especially
along
woodward
avenue.
Do
I
see
smart
flex
coming
into
oakland
county?
I
don't
even
see
it
thrive
in
dearborn
too
much,
especially
if
it's
not
even
showing
up
hall
wrote.
That's
completely
different,
but
when
it
comes
to
fixed
route
service
fixed
route,
either
it's
cutting
back
routes
or
expanding
more
routes.
I
think
there
needs
to
be
more
routes
expanded
in
this
county.
F
Most
of
all
the
proprietorship
levels,
the
more
promoting
we
do,
the
more
advocacy
work.
We,
the
more
activist,
work
that
we
do
on
our
part
to
bring
you
guys
more
business
into
the
county.
I
bring
tons
and
tons
of
feedback.
You
know
I
tell
people
oakland
county
is
the
destination
for
what
we
have.
We
have
tons
of
malls.
We
have
tons
of
businesses
destination,
think
of
oakland
county
fixed
route,
smart
flex,
all
of
it
smart
is
needed,
not
just
smart.
The
rta,
the
rta
is
one
of
the
big
keys
in
this
county.
F
C
Thank
you,
sir
jerry
reilly,
followed
by
ross
branco.
P
Good
evening,
jerry
riley
from
waterford
I'd
like
to
make
some
comments,
addressing
a
vote
that
this
commission
had
on
may
12th
regarding
the
center
for
advanced
manufacturing.
Just
today,
I
read
an
article
dated
june
122
from
switzerland.
It
says
a
world
economic
forum
launches
its
first
thematic
center
of
advanced
manufacturing
today
in
the
u.s.
We
know
that
that's
michigan,
and
we
know
that
it's
oakland
county.
P
P
Let
me
explain
jesus
said
and
I'm
going
to
quote
him.
He
said
if
two
or
more
agree
about
anything
touching
heaven,
it
shall
be
done
for
them
by
my
father.
That
word
agreement
is
the
word
that
we
get
our
word
symphony
from
so
he's
basically
said
if
two
or
more
agree
or
in
agreement
or
harmony
or
orchestrated
together
in
whatever
they
agree
upon,
it
shall
be
done
for
them
now.
This
is
a
principle
that
works,
whether
you
believe
it
or
not.
Now
he
did
not
say
it
only
works
on
a
good
principle.
P
It
also
works
on
a
bad
principle.
Let
me
give
an
illustration.
The
negative
side
of
this
would
be
in
the
illustration
of
of
an
abusive
relationship
where
the
victim
is
being
abused
when
the
victim
continues
to
enable
the
abuser,
that
is
a
form
of
an
agreement.
It's
a
negative
power
of
an
agreement,
this
power
in
agreement.
P
This
commission
has
come
into
agreement
with
the
world
economic
forum,
wef
just
finished
meeting
last
month
in
davos,
switzerland.
They
no
longer
hide
their
agenda.
I
was
stunned
at
the
reports
that
I
saw
coming
out
of
devos.
They
are
globalists,
they
are
elite
who
want
to
dominate
and
control
the
world.
It
is
an
evil
agenda.
P
K
It
shouldn't
be
funded
by
the
county's
taxpayers
dollars
and
I'm
kind
of
disappointed
that
more
people
didn't
vote
against
this
and
just
went
with
the
pressure
given
from
the
supreme
court
when
the
supreme
court
justice,
who
is
here,
never
gave
any
basis
for
the
foundation
of
the
supreme
court's
authority
to
do
this,
and
I
think
that
the
commission
really
needs
to
go
back
and
re
revisit
this.
Thank
you.
C
Q
About
smart,
I
just
want
to
add
that
the
opt-in
option
is
crucial
or
opt-out,
I
should
say,
is
crucial,
because
that
means
the
localities
have
the
freedom
to
do
it
or
not.
Do
it
if
it's
not
working
for
them,
they
leave,
but
if
it's
forced,
if
everyone
in
the
county
has
to
be
forced
into
this,
that's
far
more
indicative
of
political
authority
as
the
issue
rather
than
compassion.
E
Hi,
my
name
is
annette
lebaron
and
I
live
in
bloomfield
hills.
My
comment
is
going
to
be
regarding
smart,
you
know
living
in
bloomfield
hills,
community
community,
mostly
of
residents
and
private
homes.
E
N
Catherine
kennedy
is
that
better,
okay
yeah.
I
would
like
to
talk
to
a
couple
of
things
I
actually
found
out
today
at
the
earlier
meeting
that
there
was
a
new
program
in
addition
to
the
foreclosure
surplus
funds,
which
were
only
going
to
be
available
for
citizens
to
apply
by
july
1st,
in
order
to
prevent
losing
their
homes
and
also
the
fact
that
the
entire
land
sale
process
for
back
taxes
has
been
contracted
out
to
a
different
company.
N
The
entire
land
sale
will
be
done
online,
no
more
in-person
auctions.
They
said
there
were
437
properties
available
for
back
taxes,
344
of
those
were
vacant,
land
for
sale
and
they
had
a
form
to
submit
by
july
1st.
So
if
you
had
a
notice
of
foreclosure-
and
they
had
all
of
this
contracted
out
to
a
tax
dash
sale,
dot
info,
which
is
totally
different,
so
this
actually
really
concerns
me
a
lot.
Given
the
fact
that
the
world
economic
forum
has
already
gotten
the
infrastructure
money
they
wanted
out
of.
N
The
critical
infrastructure
was
the
last
item,
and
then
we
had
the
three
million
that
we
gave
to
support
our
initiation
invitation
into
this
agreement.
But
this
is
ridiculous.
This
doesn't
make
sense
for
our
county
and
we
have
been
spending
like
we
actually
have
assets
to
spend.
We
went
through
300
million
extra
dollars
in
no
time
and
we're
creating
a
lot
of
programs
that
will
not
go
away
they're
going
to
be
here
and
in
it
will
obviously
affect
our
residents,
who
have
to
keep
paying
increased
taxes.
N
I
don't
believe
they
understand
what
the
financials
really
are
and
all
these
programs
just
because
you
started
because
you
got
arpa
money
to
spend
then
what
happens
two
years
down
the
road.
So
I
really
think
it's
very
important
that
we
focus
on
the
things
that
are
for
our
county.
We
are
still
paying
on
our
property
taxes,
dia
and
zoo.
Those
were
supposed
to
be
temporary
to
bail
out
those,
so
the
creditors
didn't
take
the
art
and
zoo.
We
were
all
for
that
as
a
temporary
measure.
That's
still
on
our
taxes.
N
We
still
have
oakland
county
parks
as
well
as
metro
parks,
not
sure
what
all
that
is,
but
we've
also
created
entire
welfare
programs
for
rent,
where
landlords
can
rent
to
people
that
don't
qualify
for
normal
credit
standards
and
still
get
bailed
out
three
thousand
a
person.
So
even
this
deficit
we
still
did
attainable
housing,
global
economic
forum
and
regional
chance
being
discussed.
To
add
to
our
taxes,
please
reconsider!
Thank
you.
C
Thank
you,
mr
kennedy.
I
there's
something
that
you
share.
That's
absolutely
incorrect,
that's
I
think
troubling
and
damaging.
So
I
got
to
correct
it.
The
july
1
deadline
is
for
anyone
that
has
an
interest
on
a
house.
That's
in
foreclosure
must
file
their
form
by
july
1
to
ensure
that
their
interest
that
they
can
get
whatever
surplus.
If
there
is
a
surplus
in
the
in
the
auction,
so
it
has
nothing
to
do
about
preventing
it.
The
house
has
already
gone
into
foreclosure,
which
means
it
hasn't
paid
its
taxes
in
three
years.
C
C
There
are
27
occupied
homes
and
I
think
for
those
who
went
through
the
great
recession,
we
also
I
mean
that's
almost
zero.
I
mean
in
terms
of
the
number,
the
ten
thousand
that
we
saw.
These
are
very
few
properties
and
I
I
don't
know
the
condition
of
all
of
them,
but
it's
not
the
july.
One
deadline
is
the
form
that's
on
the
website
of
the
treasurer's
office.
C
O
Heather
smiley
lake
orion
just
a
couple
comments:
a
lot
of
the
other
meetings
I've
been
to
they
allow
for
either
zoom
access
or
write
in
public
comment,
so
either
the
day
before
deadline,
what
not
and
then
they
post
it
on
their
website
or
read
it
into
the
minutes.
I
know
that
some
of
you
are
definitely
in
favor
of
that.
O
Another
thing
I
know
I
see
that
another
thing
that
I
wanted
to
touch
base.
Oh
now,
you
made
me
lose
my
truck,
we'll
just
talk
about
smart
for
a
second
until
I
get
back
on
the
track.
Yes,
I
think
that
should
be
an
opt-in
availability
and
an
opt-out
availability.
I
think
that
people
that
don't
use
it
shouldn't
have
to
pay
for
it
and
darn
it
charlie.
O
O
The
person
that
runs
the
business
is
a
bad
person
to
get
involved.
With
it's
going
to
tarnish
our
name.
It's
going
to
turn
us
our
reputation.
It's
going
to
tarnish
our
economy.
I
am
all
in
favor
of
development
and
making
automotion
alley
the
u.s
hub,
but
I
think
that
we
can
do
it
with
funding
from
natives
citizens,
not
necessarily
foreign
entities
who
are
on
a
socialist
platform
to
basically
run
everything
we
do
from
our
business
from
our
banking
for
at
one
point
in,
I
think
it
was
2020.
O
He
had
a
the
what's
his
name:
klaus
schwab.
He
had
an
interview
where
he
said
we
will
be
able
to
use
our
minds
to
make
a
phone
call.
We
no
longer
will
need
phone
calls.
We
will
be
able
to
use
our
minds
to
tap
into
the
internet.
How
is
that
possible
unless
they're
trying
to
chip
us
like?
I
don't-
have
a
wi-fi
in
my
tooth?
Maybe
some
people
do,
but
I
don't
so.
O
So
I
think
that
we
should
really
just
kind
of
take
a
couple
steps
back
and
see
who
we're
getting
in
bed
with
and
who
we're
doing
business
with,
because
we
don't
want
to
see
two
or
three
down
years
down
the
year
down
the
road
when
they
spent
three
million
six
million
nine
million.
However
much
money
we're
going
to
eventually
give
them
be
funding
terrorism,
be
funding.
Biological
warfare
be
funding
chips
in
our
brains,
so
we
can
call
communist
countries
whatever
it
may
be.
O
I
just
think
that
there
is
too
much
negative
too
much
tarnish
on
that
particular
company
to
get
in
bed
with
to
make
it
lucrative
for
our
community
and
again
I'm
for
automotion
automotive
alley
and
development,
but
with
the
nafta,
it
really
has
screwed
the
united
states.
We
need
to
rely
on
local
companies,
local
manufacturing,
local
businesses-
not
you
know:
switzerland,
russia,
ireland,
whatever
local
companies.
Thank
you.
