A
Can
I
get
a
motion
to
receive
and
file
the
communications
move
by
hoffman
seconded
by
mcgilvery?
Any
discussion
see
none
all
in
favor
of
receiving
communication
say
aye.
D
A
Opposed,
let
the
record
reflect
that
communications
are
received
unanimously.
This
will
now
move
us
to
the
next.
The
the
first
public
comment
of
tonight's
meeting.
This
is
the
opportunity
to
comment
on
any
item
on
the
agenda.
We'll
have
a
second
public
comment
at
the
end
of
the
meeting
to
speak
on
any
item
not
on
the
agenda.
We
ask
we'll
start
with
those
who
filled
out.
We
ask
that
you
keep
your
comments
to
three
minutes.
F
Yes,
I'm
mark
forshay,
I
live
in
oakland
county
and
since
the
agenda
is
part
of
it
is
about
this
is
black
history
month,
and
so
in
relation
to
that,
we
need
to
know
as
much
as
we
can
about
the
issue
of
slavery,
and
this
is
a
book
called
black
and
white
by
thomas
sowell,
who
is
a
brilliant
professor
and
author
and
lecturer
and
just
his
chapter
in
slavery
in
this
book.
Everyone
should
read
it's
mind
opening
so
here's
a
quote.
F
He
says
for
most
of
the
world's
long
history,
which
includes
the
history
of
the
human
race.
Slavery
was
largely
not
the
enslavement
of
racially
different
people,
for
the
simple
reason
that
only
in
recent
centuries
has
either
the
technology
or
the
wealth
existed
to
go
to
another
continent
to
get
slaves
and
transport
them
on
moss
across
an
ocean.
People
were
enslaved
because
they
were
vulnerable
not
because
of
how
they
looked.
F
The
people
of
the
balkans
were
enslaved
by
fellow
europeans,
as
well
as
the
people
of
middle
east
for
at
least
six
centuries
before
the
first
african
was
brought
to
the
western
hemisphere
before
the
modern
era
large
by
and
large
europeans
enslaved,
other
europeans,
asians,
enslaved,
other
asians
africans,
enslaved
other
africans
and
the
indigenous
peoples
of
the
western
hemisphere,
enslaved
other
indigenous
people
of
the
western
hemisphere.
Slavery
was
not
based
on
race,
much
less
on
theories
about
race.
F
Only
relatively
late
in
history
did
enslavement
across
glacial
racial
lines
occur
on
a
scale
as
to
promote
an
ideology
of
racism
that
sadly,
has
outlasted
the
institution
of
slavery
itself.
Whenever
a
separate
people
were
enslaved,
they
were
disdained
or
despised,
whether
they
were
different
by
country,
religion,
caste,
race
or
tribe.
The
europeans
who
were
enslaved
in
north
africa
were
despised
and
abused
because
they
were
christian
in
a
muslim
region
of
the
world
where
they
were
called
christian
dogs
to
make
racism.
F
The
driving
force
behind
slavery
is
to
make
an
historically
recent
factor
the
cause
of
an
institution
which
originated
thousands
of
years
later
earlier.
This
enshrinement
of
racism
as
an
overarching
causal
factor,
accords
far
more
with
current
agendas
than
with
history,
far
from
being
targeted
by
europeans
for
racial
reasons.
As
some
have
claimed,
africa
was
resorted
to
as
a
source
of
large
supplies
of
slaves.
D
G
Okay,
the
item
on
the
agenda
that
I'm
addressing
I'm
applauding
the
sheriff's
extending
their
temporary
increase
in
the
rate
of
overtime
pay
to
reduce
the
employee,
mandatory
overtime
hours
and
the
first
responder
training
and
recruitment.
I
want
to
applaud
and
do
anything
we
can
to
do
to
support
our
sheriffs,
because
there's
a
lot
of
crime
going
on
that
a
lot
of
people
aren't
aware
of
also
up
on
11
a
the
resolution
designating.
G
It's
not
here
yet
we're
14
days
away
from
the
national
random
acts
of
kindness
day
in
oakland
county,
but
I'd
like
the
next
random
act
of
kindness
be
for
agendas
to
be
provided
for
the
public
prior
to
the
opening
of
the
meeting
for
those
of
us
who
do
not
have
access
to
computers
and
have
to
use
our
phone.
So
those
kind
since
you
change
the
rules
and
we're
not
allowed
to
address
other
things.
I'd
really
like
for
that
kindness
of
providing
us
with
those
agendas
on
time
to
be
done.
G
So
we
can
make
our
comments
at
the
appropriate
time
and
as
far
as
just
making
a
quick
additional
comment
on
his
we,
we,
I
was
at
a
farmington
hills
board
meeting
where
we
were
told
to
sit
on
the
appropriate
side
of
the
auditorium
masked
or
unmasked,
and
I
don't
think
that
that's
kind.
I
don't
want
to
see
that
happen
in
oakland
county.
I
don't
want
to
see
people
put
put
aside
for
the
fact
that
they're
choosing
not
to
wear
a
mask.
Thank
you.
A
Thank
you
very
much
anyone
else.
I
was
speaking
the
first
public
comment
and
we,
like,
I
said
we'll,
have
a
second
public
comment
at
the
end
of
the
meeting
scene.
None,
I
will
close
public
comment
and
that
will
move
us
to
that.
Will
move
us
to
reports
of
standing
committees
and
the
first
item
is
the
consent
agenda.
Is
there
a
motion
to
adopt
the
consent
agenda
moved
by
commissioner
mcgilvery
seconded
by
commissioner
whitebeard?
A
Oh
excuse
me,
I
I
I
forgot
to
recognize
so
close.
The
vote.
Someone
raise
their
hand
to
speak
on
the
consent
agenda.
So,
commissioner,
charles.
C
A
Okay,
what
item
is
that.
A
11,
what
b,
11
b?
Okay?
So
if
there's
no
objection,
we
will
move
item
b
under
legislative
affairs
and
government
operations
committee
we'll
move
that
to
the
regular
agenda.
This
is
the
designation
of
african
american
history
month
and
then
so,
if
that's
okay
to,
I
think
I
forget
this.
What
was
it
commissioner,
mcgilvery
and
commissioner
weipert
to
move
the
rest
of
the
consent
agenda?
A
Is
that
good,
okay?
Perfect
all
right
any
discussion
on
the
consent
agenda,
which
is
basically
just
moving
the
item
b
under
11b
to
the
regular
agenda,
see
no
further
discussion
now,
mr
clerk,
would
you
please
prompt
the
vote
if
I
didn't
screw
up
the
system.
A
So
the
vote
passed
unanimously
can
staff
turn
on
this.
The
screens
please.
D
A
H
A
E
Thank
you,
mr
chair.
I
will
not
be
supporting
the
sponsorship
resolution
before
adopting
any
sponsorship
resolution.
I
believe
it
would
be
wise
and
responsible
for
the
board
of
commissioners
to
create
a
county
policy
that
states
objective
criteria
that
determines
whether
the
county
should
participate
in
the
sponsorship
of
events.
E
There
are
so
many
amazing
cultural
and
economic
events
that
happen
throughout
our
communities.
Year
round
I
mean
we've
got
the
pontiac
holiday
extravaganza,
milford
memories
dare
to
inspire
riverwalk,
troy
family
days,
ferndale
pride
founders
day,
farmington
state
fair.
There
are
so
many,
and
that
is
just
a
sliver
of
the
amazing
events
that
we
have
that
take
place
across
oakland
county
and
unfortunately,
we
can't
sponsor
them
all.
So
with
that
being
said,
I
do
look
forward
to
bringing
forward
and
introducing
a
sponsorship
policy
in
the
near
future.
So
thank
you,
mr
chair.
I
Yeah
just
want
to
bring
up
please.
A
D
I
D
A
I
J
Thank
you,
mr
chair.
I
just
want
to
make
a
couple
comments.
I
mean
I
appreciate
the
comments
made
by
my
fellow
commissioners
understand
their
their
point
of
view
having
attended
the
international
bocce
tournament
in
the
past,
as
with
other
events
that
we
sponsored
in
oakland,
county
arts
beats
and
eats
things
of
that
nature.
J
I
know
that
we
don't
have
an
infinite
amount
of
dollars
and
that
we
do
have
to
choose
and
pick,
and
I
can
tell
you
in
a
test
that
this
this
tournament
gives
oakland
county
exposure
internationally,
that
you
wouldn't.
You
would
not
think
or
believe.
I
learned
that
bocce
is
one
of
the
largest
sports
in
the
world
outside
the
united
states,
and
I
know
that
this
tournament
will
bring
in
individuals
top
players
around
the
world
from
at
least
seven
to
ten
countries
which
brings
in
economic
development,
travel,
entertainment,
everything
else.
J
So
I
I
appreciate
points
of
view.
I
just
want
to
offer
a
different
counter
point
of
view
for
this
particular
event
and
I
do
think
we'll
all
be
proud
of
it,
and
I
know
that
we'll
all
be
invited
to
attend
and
participate
and
and
things
of
that
nature
so
for
those
that
are
able
to
support.
I
appreciate
the
support.
A
H
A
E
H
Thank
you,
mr
chair.
I
just
have
to
say,
as
I
said
this
in
committee,
it
did.
It
was
down
in
the
city
of
detroit
brought
to
oakland
county.
It's
a
huge
honor
that
this
is
coming
to
oakland
county,
seeing
how
big
it
was
in
the
city
detroit
and
how
much
revenue
it
brought
to
the
city
of
detroit.
So
this
is
just
one
more
thing
like
bocce
ball,
I
don't
know
the
right
name,
so
I'm
not
reading
it.
So
I
apologize,
but
it's
another
thing
to
put
us
on
the
map
like
internationally.
A
A
Sufficient
number
voting
the
affirmative.
The
resolution
is
adopted.
A
You
very
much,
I
believe,
all
the
finance
agenda
items
were
taken
up
under
the
consent
agenda
and
that
will
bring
us
now
to
legislative
affairs
and
government
operations,
and
I
will
recognize
commissioner
kristen
nelson.
A
To
refresh
a
little
little
circle
arrow
at
the
top,
because
we
moved
the
one
item
off
the
consent
agenda
on
to
the
regular
agenda.
So
I
will
now
call
on
commissioner
nelson.
E
A
A
Sufficient
number
voting
the
affirmative.
The
appointment
is
confirmed,
commissioner
nelson.
E
Thank
you,
mr
chair.
The
second
item:
15b
oakland,
community
health
network
applications,
the
legislative
affairs
and
government
operations
committee
is
moving
forward
with
reappointing
two
of
the
incumbents
for
the
primary
or
I'm
sorry,
the
secondary
consumer,
and
also
the
appointed
position
that
works
in
the
mental
health
field.
A
B
A
E
C
Thank
you,
mr
chair
still
new
at
this
thing.
So
I'm
not
sure
if
I
need
an
amendment
or
what
would
be
the
appropriate
next
step.
But
I
do
want
to
make
sure
that
it's
articulated
in
my
statement
that,
while
thomas
sowell
is
a
regarded
author
and
scholar
he's
also
a
fellow
with
the
hoover
institute,
so
just
check
the
the
data
on
that.
C
But
as
far
as
this
I'd
like
to
see
us
change
african-american
to
black,
to
just
articulate
more
of
a
more
of
what
the
month
is
and
also
based
on
what
we've
heard
from
the
community
overwhelmingly,
so
that
I
leave
that
there
okay.
C
E
So,
mr
chair,
I
think,
commissioner,
charles,
are
you
saying
to
strike
out
african
and
insert
black.
C
I
think
we're
and
I'm
no
wordsmith,
but
I
think
it's
striking
african-american
in
its
black
history
recognizing
february
as
black
history
month.
A
Okay,
so
we
can
do
that
by
title
I
mean
so
what
I'm
gonna
do
I'm
gonna
recommend
we
take
a
quick
recess
because
it's
the
final,
be
it
further
resolved.
Also
has
it
so
why
don't?
We
do
a
very
quick,
we'll
take
a
brief
recess
to
write
up
that
amendment
and
and
then
take
it
up.
Unless
I
mean
unless
it's
just
two
places,
we
can
just
do
it
on
the
fly
here.
This.
A
Yeah,
I'm
sorry,
commissioner
gingel
before
we
take
that
recess.
Commissioner
genji,
followed
by
commissioner
moss.
J
A
D
Commissioner
gingel,
that
was
entirely
my
suggestion
as
well
and
I'll
be
happy
to
second
that.
A
Excellent,
okay
sometime,
we
have
to
do
this
a
little
bit
on
the
fly
that
I
mean
that
we
are
going
to
strike
the
african-american
where
it
like,
speaks
to
the
month
and
strike
that
just
and
replace
it
with
the
word
black
so
that
the
title
reads:
black
history
month
and
everywhere
else
throughout
the
resolution,
where
that's
appropriate,
make
that
change
sound
good!
A
A
A
sufficient
number
voting
affirmative
the
amendment
is
adopted.
That
brings
us
back
to
the
main
emotion,
that's
before
us
any
further
discussion,
and
I
would
just
like
to
thank-
I
mean
commissioner,
charles,
for
bringing
that
up.
I
think
I
mean
there's
been
a
lot
of
community
feedback
and
make
sure
this
resolution
appropriately
recognizes
black
history
month.
Seeing
no
further
discussion.
A
A
D
A
I
Thank
you
chair.
Yes,
I
have
an
amendment
that
I'd
like
to
bring
forward
that
says,
be
for
the
the
board
requests
the
county
administration
to
work
with
the
sheriff's
office
to
contract
with
an
independent
third
party
to
conduct
a
market
analysis
and
cost
analysis
of
this
contract
and
other
outsourced
contracts
relevant
to
this,
and
this.
A
I
I
A
J
This
is,
in
my
mind,
not
germane
to
our
movement,
to
approve
funding
and
that's
that's
an
opinion.
The
other
thing
I
want
to
say
is
that
in
the
committee
the
sheriff's
department
did
talk
about
when
they
used
to
insource
all
this
work.
I
believe
it
was
around
2010
and
the
cost
at
that
time
was
roughly
6.1
million
dollars
which
is
lower
than
what
this
contract
will
be
with
with
the
increase.
J
However,
if
you
just
apply
a
three
percent
increase,
that's
not
even
annualized
right,
it's
not
even
it's
not
even
compiled,
but
just
apply
a
three
percent
interest
to
the
6.1
million
that
we
were
paying.
That
gets
you
at
6.7
million.
So
part
of
my
issue
is
that
I
feel
like
we're
trying
to
continually
micromanage
the
sheriff's
department
I
feel
like
you
know.
J
This
isn't
really
our
jurisdiction
and
when
these
things
come
to
the
board
of
commissioners
on
our
agenda,
in
my
experience
is
that
the
county
executive,
the
administration
is
familiar
with
them
and
essentially
has,
in
my
opinion,
agreed
with
them.
Otherwise
they
would
be
raising
objectives.
I'm
not
aware
of
the
county
executive's
office
raising
objectives.
J
The
last
thing
is
my
experience
on
this
board
is
that
the
board
can
form
ad
hoc
study
groups
anytime
they
want,
and
if
we
want
to
go
out
and
get
an
outside,
consol
consultant
or
spend
money
to
do
it,
it
has
to
come
back
to
this
board
to
be
approved,
but
if
we're
not
spending
money,
it
doesn't
so.
This
just
doesn't
seem
germane
to
me.
It
seems
like
we're
trying
to
continually
micromanage
the
sheriff,
and
I
know
that
was
said.
J
A
Commissioner
moss,
I
withdraw
it.
Okay
thanks,
I
mean,
I
guess
I'll
speak
to
it.
A
I
mean
I
did
work
with
the
the
county
administration
that
I
mean
a
best
practice
is
to
review
our
outsourcing
practices
or
anything
to
make
certain
that
we're
getting
the
best
best
value
for
the
service
that
we're
doing,
and
as
my
colleague
mentioned,
we
are
approving
the
money
to
be
able
to
fund
this,
and
I
would
argue
to
make
certain
are
do
to
do
our
due
diligence
in
our
appropriate
oversight
to
make
certain
that
we
are
able
to
deliver
on
this
important
service,
the
medical
care
services
for
the
those
in
the
jail
to
whether
or
not
in
part
or
in
whole,
that
possibly
exploring
bringing
those
services
back
into.
A
I
mean
oakland
county
in
a
collaborative
way,
with
the
executive
and
purchasing
and
the
sheriff
office
and
the
health
department.
I
think
it
is
actually
very
prudent
and
responsible
of
us
to
do
that,
and
I
mean
this
amendment
was
crafted
in
partnership
with
with
the
executive's
office.
So
that's
why
I
will
be
supporting
it,
but
I
mean
I
do
realize.
Maybe
I
think
it's
important
to
realize.
Also
that
I
mean
this
is
the
contract
for
all
the
medical
services
in
the
jail
and
the
dollar
amount,
that's
towards
it.
A
If,
if
it
came
back
to
all
of
us
that
we
can
deliver
the
very
same
quality,
if
not
better
quality
for
less,
I
think
all
of
us
would
say
we'd
like
to
pay
less,
and
I
know
that
I
imagine
the
sheriff
office
would
like
to
redirect.
Some
of
that
I
mean
savings
to
other
initiatives,
so
I
I
do
strongly
support
the
amendment
commissioner
gingil
for
a
second
time
followed
by
cabell.
J
So
I
just
want
to
make
the
point
that
this
this
contract
and
the
request
for
went
through
our
county
rfp
process
through
purchasing
like
every
other
contract,
that
the
county
goes
through.
No
one's
opposed
to
saving
more
money.
I
just
don't
think
we
need
an
amendment
on
this
resolution
to
say
that
we
want
to
look
into
options
to
to
potentially
take
other
actions
around
these
services
and
we
don't
have
to
have
an
amendment
we're
approving
funding,
we're
going
to
approve
the
contract
next
week.
J
Our
next
meeting,
because
we
have
to
keep
the
rail
train
on
the
rails
right,
got
to
keep
things
going.
Contract
has
a
90
day
out,
so
we
can
cancel
it
upon
90
days
notice,
and
during
that
time
we
can
do
whatever
study
we
want
with
purchasing
not
with
purchasing.
But
this.
This
went
through
a
process
like
every
other
contract
does
through
the
administration
in
the
purchasing
department,
underneath
the
county
executive.
A
Thank
you,
commissioner.
Cabell.
I
Yeah
two
quick
things:
first,
adding
this
amendment.
I
understand
what
you're
saying
about
the
procedural
aspect,
but
this
is
an
attempt
to
be
a
more
transparent
public
body,
as
is
our
job.
Second,
the
only
consideration
is
not
just
cost
right.
There
also
quality
and
the
benefit
we're
providing
to
the
public
with
their
tax
dollars.
I
So
I
understand
what
you're
saying
about
the
potential
for
this
being
something
that
might
be
a
bigger
bill,
but
that's
not
the
only
thing
we're
thinking
about
what
is
the
quality
of
service,
we're
providing
to
people
in
the
jail
or
to
the
people
of
oakland
county.
A
D
A
A
Okay,
english:
we
erased
the
vote
on
that,
so
I
need
people
to
cast
so.
Mr
clerks
of
the
cast
of
the
vote,
I
prompt
the
vote
again
on
the
amendment.
A
A
F
A
The
amendment
that
we
were
talking
about
before
what
it
I
mean
it,
it
requests
that
the
county
administration,
working
with
the
sheriff
the
the
health
department
to
do
an
independent
analysis
of
possibly
bringing
in
some
or
all
of
the
men,
the
medical
treatment
for
in
the
jail
in-house.
A
Okay,
so
again
as
an
insufficient
number
of
voting,
the
affirmative,
the
amendment
fails.
That
brings
us
back
to
the
main
motion.
Motion's
already
been
made
any
any
further
discussion
on
the
resolution.
A
Sufficient
number
voting
the
affirmative.
The
resolution
is
adopted,
commissioner,
loops.
A
A
I
was
just
doing
the
order
and
the
in
the
system.
Commissioner,
I.
I
Yeah
I'd
like
to
bring
forward
a
resolution
called
the
oakland
together
housing
security
initiative.
A
A
Moved
by
a
request
to
spend
the
rule
moved
by
commissioner
spitz
seconded
by
commissioner
miller,
all
in
favor
of
suspending
the
rules
say
aye
aye.
D
A
D
Thank
you,
mr
chair,
for
those
that
may
not
be
aware.
The
michigan
high
school
sports
athletic
association
has
recognized
the
entire
month
of
february
as
oxford
strong
month,
and
I
believe
this
friday,
all
the
sports
and
athletic
teams
around
the
state
of
michigan
will
be
representing
oxford
in
their
athletic
events.
So
we
as
oakland
county,
should
join.
In
that
event,.
A
Excellent
recognizing
february,
as
oxford
strong
month,
move
by
commissioner
spitz
seconded
by
commissioner
gingel
any
discussion.
D
A
Sufficient
number
voting
the
affirmative.
The
resolution
is
adopted
next,
commissioner.
Nelson,
thank.
A
Referred
without
objection,
thank
you.
Thank
you.
Is
there
any
other
new
miscellaneous
business?
I
don't
believe
so.
They'll
move
us
to
announcements.
Are
there
any
announcements,
commissioner
miller.
H
Thank
you,
mr
chair.
I
just
want
to
invite
everybody
tomorrow
at
two
o'clock
simcog,
I'm
chairing
the
traffic
safety
task
force
to
come
up
with
simcogg's
next
safety
test
safety
program
for
roads,
for
bikes,
for
anything
with
wheels
on
it
and
walking
so
you're
all
invited
like
to
hear
the
input.
Thank
you.
A
Great,
thank
you
very
much.
Any
further
announcements
see
none.
This
will
move
us
to
the
the
second
public
comment
of
tonight's
meeting.
This
is
an
opportunity
for
the
public
to
comment
on
any
item
before
this
board.
We
ask
that
you
please
identify
yourself
and
community
resident
and
then
please
keep
your
comments
to
three
minutes
and
I'll
start
with
those
who
signed
up
and
but
then
I'll
go
to
anybody
who
else
would
like
to
speak.
So
let
me
start
first
up
on
here
is
sandra
caroline,
caroline
again,.
A
Okay,
nicholas
you're
up
next
here
welcome.
K
K
I
want
to
use
this
three
minutes
to
bring
to
your
attention
an
article
written
by
mr
vine.
Prasad
is
an
hematologist
oncologist
and
an
associate
professor
of
epidemiology
and
biostatistics
at
the
university
of
california.
San
francisco,
the
article
you
can
find
on
google
is,
is
a
title:
the
cult
of
masked
school
children.
So
I'm
going
to
just
skim
to
the
article,
but
I
will
invite
you
to
to
look
at
it
for
yourself.
K
We
enter
in
the
third
year
of
the
pandemic.
Every
child
age,
five
and
up
is
eligible
to
receive
a
covet
vaccine
in
the
united
states.
Oddly,
though,
this
development
has
been
accompanied
by
an
increased
pressure
on
kids
to
wear
masks
in
school,
there
has
been
no
scientifical
study
conducted
to
prove
that
it
has
any
opposition
effect.
K
Cloth
masks
don't
work,
but
in
the
united
states,
in
spite
of,
for
instance,
what
the
world
health
organization
advises.
The
pressure
is
oddly
very
hard
on
on
young
kids,
even
as
young
as
age.
Two,
the
the
cdc
advises
that
the
kids
should
wear
masks.
K
K
It
means
that
masking
was
not
associated
with
a
large
effect
in
slowing
down
the
spread.
Basically,
the
article
shows
that
masking
is
not
going
to
help
prevent
the
spread
of
the
of
the
of
the.
K
Virus
among
the
society
it
might
if
it
works,
it
might
slow
it
down,
but
at
some
point
everybody's
gonna
eventually
catch
it
and
if
it
doesn't
work
which
I
believe
it
doesn't
work,
it
has
very
negative
effect
for
our
school
for
our
school
children
and
I'm
gonna
just
get
back
to
the
conclusion
of
the
article.
But
I
don't
do
it
justice.
I
would
encourage
you
to
read
it
for
you.
Here
is
what
what
stroke
my
my
my
mind
and
my
heart
actually.
K
A
G
G
Would
one
of
the
attorneys
on
the
side
of
the
aisle
address
whether
that
is
accurate,
that
a
public
comment
is
limited?
I've
seen
other
people
put
children's
comments
on
here.
I've
heard
people
read
comments,
so
it's
not
allowed
to
for
me
to
play
a
three
minute
comment:
you're
you're
prohibiting
me
my
voice
and
my
free
exercise
of
speech.
G
Okay,
well,
you
know
what
I'm
I'm
unhappy
with
the
way
that
public
comments
going,
unfortunately,
because
of
the
weather
we
didn't
have
as
many
people
here
tonight,
but
those
of
you
who
have
been
here
know
that
we
have
had
auditoriums
full
of
people
for
a
year
now
talking
about
what
this
gentleman
who
I
just
met
tonight
has
been
addressing
the
mask
mania
that
you
know
and-
and
I
I
applaud
your
right
to
do
this
if
you
choose
to
and
if
you
feel
that
it's
helpful
for
your
mental
health
or
for
your
physical
health.
G
I
I
support
your
right
to
do
that.
I
support
their
right
not
to
do
that,
and
I'm
here
tonight
to
tell
you
that
for
a
year
we
have
brought
osha
people,
we
have
brought
doctors,
we
have
brought
nurses,
we
have
brought
professionals
from
air
quality
and
that
can
speak
to
micron
sizes
and
viruses
and
things,
and
I
think
that
this
body
needs
to
address
the
issue
of
mask
and
vaccine
mandates.
Now
that
they're
lowering
it
to
six
months
to
five-year-olds,
and
I
think
that
we're
destroying
our
entire
country
there
are
countries.
G
I
think
it's
denmark
that
has
decided
to
treat
it
like
the
common
cold
and
I
think
that
we
better
wake
up.
We
have
a
prison
north
of
us
that
relatives
of
my
family
cannot
come
into
our
country
because
they're,
not
u.s,
citizens
cannot
leave
by
air
rail,
plane
or
private
car
and
I'll
tell
you
it's
it's
dangerous.
What
you're
doing?
G
So
transparency
aside-
and
I
would
like
to
talk
about
that
too,
but
when
you
put
things
up
on
the
screen,
you
put
it
up
so
fast.
We
want
it
left
up
there.
If
we're
going
to
be
transparent,
let's
see
who's
voting
for
what
so
we
can
see
who
we
need
to
replace.
A
Thank
you
that
that
was
who
signed
up.
If
any
anybody
else
would
like
to
come
and
speak.
If
you
could,
just
for
the
record
just
state
your
name
again,.
F
My
name
is
mark
forshay.
I
live
in
oakland
and
just
some
practical
matters,
these
name
plates.
When
we
have
all
these
people,
sir
people
can't
read
the
name
plates.
We
don't
know
who
they
are.
It's
all
blurry
get
new
ones
with
big
letters
and
please
turn
up
the
microphones,
because
half
the
people
have
masks
and
it's
hard
hearing
people
turn
up
the
microphones,
please
and,
as
sandy
said,
the
screens,
it
should
be
when
a
vote
is
taken,
just
leave
it
up.
F
There
there's
no
reason
to
make
it
go
blank
until
another
vote,
or
something
else
is,
is
on
the
screen.
Also
a
lot
of
the
things
that
are
on
the
screen,
they're
just
illegible.
I
was
trying
to
see
who
the
names
were.
I
could
see
the
red
and
the
green
votes
and
then
at
other
times,
there's
been
information,
and
I
can't
read
it.
So
that's
something.
F
Maybe
you
could
have
big
letters
and
you
could
scroll
it,
so
people
could
actually
have
a
good
idea
of
what
they're
seeing
it
would
be
legible
and
also
this
agenda,
I'm
fairly
new
here,
but
it
seemed
to
me
we
were
at
the
at
the
minutes
and
then
all
of
a
sudden
we
were
talking
about
bocce
ball
on
13
and
then
we
jumped
to
15.
I
think
for
me
this.
This
is
hard
to
follow,
because
there's
all
this
other
things
that
it
seemed
like
we
didn't
even
get
to
whoever
is
creating
the
agenda.
F
I
think
there's
more
clarity
needed
there,
so
that's
feedback
from
a
relative
rookie
here.
So
thank
you.
A
See
none,
I
will
close
public
comment
and
that
will
oh,
actually,
I
think,
there's
is
there
one
more
person,
okay,
