eight

a
half
additional
positions
for
the
prosecutor's
office
to
help
prosecute
these
cases
in
oxford,
the
two
different
cases.
It
also
includes
an
additional
five
hundred
thousand
dollars
for
mental
health
for
the
victim
and
their
families
of
the
oxford
situation.

twenty
thousand
dollars
for
the
sheriff's
department
and
also
includes
an
additional
hundred
thousand
dollars
for
some
of
the
small
businesses
within
oxford
that
had
to
help
support
during
those
first
two
weeks
at
during
and
after

incident

happened.

with
that,
I
asked
for
everybody's
approval
on
this.

only

citizens
of
oxford,
but
I
think
for

citizens
of
oakland
county,
the
citizens

in

this

best

make
sure

fullest
extent
of
the
law

can.

I
want
to
start
by
thanking
this
board
of
commissioners
for
their
support
to
ensure
that
people
in
oakland
county
have
access
to
mental
health
services,
and
recently
the
support
came
in
the
form
of
approving
a
school
mental
health
navigator
program.
This
program,
which
will
be
deployed
by
oakland
community
health
network,
really
supports
families
and
students
within
the
school.
It
will
help
families
in
private
schools,
public
schools
and
charter
schools
actually
navigate
the
mental
health
system.

This
is
one
of
the
reasons
we
know
the
value
of
the
school
mental
health
navigator
will
help
families
further
in
terms
of
healing
in
this
community
we
have
to.
We
could
not
have
done
it
without
our
partnerships
with
our
partners,
which
include
easter
seals,
honor
community
health
among
many
others.
These
were
volunteers
that
actually
work
within
our
provider
system
who
signed
up
over
259
clinical
volunteers
who
showed
up
at
the
oxford
school
and
met
and
worked
with
that
community.

continue
our
work
through
this
program
and
many
more.

know
that
our
providers
are
currently
working
with
the
school
district
to
expand
those
mental
health
services
in
school
and
I'll.

This
is
a
true
example
of
how
we
can
work
together

really
support
this
community

they
begin
to
heal.

think
it's
important
to
demonstrate
that
we
came
together
coordinated
activities
assigned
volunteers
to
work
in
the
school
on
their
own
time
and
really
went
in
to
offer
the
support
of
the
staff,
the
students
and
their
families.

thing
I
wanted

talk
about-
and
it
aligns
with
our
strategic
priorities
of
improving
access
and
expanding
crisis,
is
we
are
in
the
process
of
building
out
a
children's
crisis,
stabilization
unit,
which
will
be

resource
and
crisis
center
on
this
campus,
we're
looking
at
starting
construction,
probably
at
the
end
of
next
month-
and
we
are
anticipating-
we
shall
be
open,
probably
at
the
end
of
the
summer.

board

being
appointed

10
years
ago,
I'm
in
my
second
year

the
board
chair,

already

most
of
the
facts,
speeds
and
fees
about
our
organization.

support

000
folks,
providing
services
and
supports
for
persons
with
developmentally
disabled
developmental
disabilities,
severe
mental
illness,
kids
with
severe
emotional
disturbances,
those
with
autism
and
those
with
substance
use
challenges.

Yes,
we
do
it
for,
for
those
that
are
under
medicaid,
but
we
also
do
it
for
anyone
else
who
lives
here,
as
you've
heard
work
here
or
those
that
just
need
it.
We
are
there
to
help.

We
are
so

speak,
the
younger
or
the
little
sister
at
oakland
county
and
its
health
department
when
we've
had
a
close
relationship
that
you've
known
and
it's
only
grown
closer
with
time.

crisis
center
is
on
the
grounds
of
the
county
building

sure
many
of
you
pass
it
all
the
time
we're
glad
to
be.

we've
been
there
now
for
10
years.

hope
to
be
there
another

incident
happened
at
oxford
senior
high,
we
stepped
up
again
again
with

county,
alongside
of
you
guys,
to
help
those
in
need

that
need
continues
and
even
though
it's
no
longer
a
lead
story
on
tv
or
the
front
pages,
it's
it's
a
need
that
people
they
need
help,
and
I'm
glad
that
you
guys
passed
a
resolution
earlier
in
terms
of
addressing
some
of
that
issue
and
then,
lastly,
as
dana
talked
about,
was
to
continue
this
tighter
engagement.

now
worked
with
you
guys

add
school
navigators
to
help
those
that
are
trying
to
navigate
through
the
various
kinds
of
benefits
they
have
either
public
or
private,

we
hope
to
grow
this
to
help
all
schools
across

district.

impacted

this

suggested

the

look

the

I
know
a
couple
people
stood
up
and
so
I'll
start
with
this
list
that
people
signed
up
and
then
anybody
else
can
come
to
the
to
the
front,
and
so
I
will
start
with
our
own
colleague,
commissioner,
bob
hoffman.

Thank

we're
all
familiar
with
the
michigan
supreme
court
ruling
from
july
of
2020,
the
supreme
court
ruled
that
the
state's
general
tax
act,
provisions
that
allowed
counties
to
to
collect
delinquent
real
property
taxes
through
foreclosure
sale
and
keep
all
the
property
owner's
equity
realized
from
such
a
sale
is
unconstitutional.

The
court
ruled
that
such
action
is
a
taking
without
just
compensation.
In
essence,
according
to
a
federal
court
is
tantamount
to
stealing.
Shortly
after
the
supreme
court
ruling,
the
county
board
of
commissioners
set
up
a
committee
of
three
two
democrats
and
one
republican,
and
I
was
the
republican
on
that
committee.

I
thought
our
I
believed
our
charge
was
to
identify
these
people
who
lost
their
property
because
of
this
unconstitutional
law.
Locate
them
have
a
system
in
place
and
give
them
their
money
back
to
avoid
further
the
consequence
of
ongoing
litigation.
It
didn't
take
me
long
to
realize
that
that
was
not
the
intent
of
oakland
county
at
all.
Rather,
the
intent
of
oakland
county
was
to
keep
as
much
of
these
ill-gotten
gains
and
to
avoid
returning
all
of
an
owner's
equity
as
required
in
furtherance
of
this
intent.

Oakland
county
filed
a
motion
in
oakland
county
circuit
court,
asking
the
circuit
court
to
rule
that
the
supreme
court
ruling
was
prescriptive.
The
circuit
court
concurred
with
this
motion.
This
meant
that
anyone
who
lost
their
property
after
the
supreme
court
ruled
in
july
of
2020
would
not
lose
the
equity
in
their
home,
but
all
the
people
that
lost
their
property
before
that
without
just
compensation
would
not
return
the
equity
in
their
property.
The
ruling
the
oakland
county
circuit
court
is
now
on
appeal,
causing
the
county
to
incur
more
legal
fees.

As
a
member
of
the
three-member
committee
of
board
of
commissioners,
I
asked
the
county
on
whose
authority
did
you
file
this
motion
in
oakland
county
circuit
court?
No
one
responded
on
june
10
2021.
I
sent
a
letter
to
oakland
county
corporate
council,
copied
the
county,
exec
and
all
the
commissioners,
and
I
asked
them
on
whose
authority
did
the
county
file
this
motion
in
oakland
county
circuit
court?
My
written
request
was
totally
ignored.
Where
is
the
transparency
required
for
any
of
us
as
commissioners
to
make
informed
decisions
on
these
matters?

lodging
of
what
the
county
is
seeking
to
accomplish?
Let
me
give
you
an
example:
let's
assume
for
a
minute,
we
have
an
employee
in
oakland
county
and
we
catch
that
employee
embezzling
and
when
we
catch
them
they
say
to
us.

I
you
caught
me
from
the
day
forward
that
you
caught
me.
I
promise
I
won't
steal
any
more
of
the
taxpayers
money,
but
how
about
the
money
I
stole
before
you
caught
me?

Most
importantly,
these
cases
are
being
pursued
as
class
class-action
suits
in
the
federal
court,
representing
potentially
thousands
of
oakland
county
property
owners.
These
cases
have
a
six-year
statute
of
limitations
under
federal
statutes
in
the
federal
court
cases,
actions
assert
and
to
the
date
the
united
states.
Sixth
court
of
appeals
has
confirmed
the
counties
taking
oni's
equity
under
the
general
tax
act
is
unconstitutional.

Currently,
the
status
of
the
federal
class
action
suits
is
that
the
u.s
district
court
for
the
eastern
district
of
michigan
has
entered
a
judgment
that
damages
our
owed
for
the
amount
of
the
owner's
equity
so
taken
based
on
the
tax
sale
price
for
the
property
involved,
together
with
interest
and
attorney
fees.
An
open
issue
currently
on
appeal
before
the
u.s
sixth
circuit
court
of
appeals
is
whether
the
measure
of
damages
should
be
the
greater
the
equity
loss
based
upon
the
foreclosure,
sale
price
or
the
fair
market
value
of
the
property
taken.

We
all
know
that
property
sold
in
a
tax
foreclosure
auction
is
not
fair
market
value.
How
the
court
will
rule
on
this
year's
issue
remains
open,
however,
take
notice
that
what
is
decided
is
that
the
property
owners
are
entitled
to
full
return
of
their
equity
plus
interest
and
reasonable
attorney
fees.
My
urgent
message
to
you
is
mark
my
words.

The
county's
course
of
action,
or
lack
thereof,
has
and
will
cost
the
taxpayers
oakland
county
millions
more,
and
I
believe,
two
or
three
times
more
than
the
millions
it
would
have
cost
had
we
set
up
a
system
identified.
These
people
contacted
them
and
gave
them
their
money
back.
The
county
is
treating
this
as
if
it's
just
another
tip
solely
within
the
jurisdiction
of
the
oakland
county
circuit
court.
It
is
far
more
expansive
than
this
based
upon
federal
court
ruling.
The
appellate
court
level
oakland
county,
is
facing
substantially
greater
liability
than
its
current
proposed
settlement.

Efforts
are
contemplating
the
county
is
pursuing
a
misguided
resolution
without
transparency
among
the
members
of
this
commission
in
hopes,
the
taxpayers
affected
will
keep
their
heads
buried
in
the
sand
and
not
react
to
the
federal
court
rulings.
This
is
totally
unbelievable
to
me.
We
wonder
why
people
don't
have
respect
for
government.
We
wonder
why
people
don't
like
politicians.

is
a
prime
example
right
here.
We
all
know
what
the
right
thing
is
to
do.
We
have
a
sworn
duty
and
a
mandate
mandated
obligation
to
uphold
the
constitution.
We
have

authority
to
fix
this.
This
is
absolutely
simple

need

lead
by
example,
and
dare
to
be
different
when
the
difference
is
right.

we
don't
openly
and
fairly
address.

failure

receive
reports

actions

behalf

issue

final
decision-making

need

demand
answers
to
our
concerns

status
of
the
potential
liability
to
the
county
arising
out
of
these
class
action
lawsuits.

information

formed

analyze
the
impact
of
the
supreme
court
ruling
as
it
impacted
oakland
county,
and
to
assess
that
in
doing
so,
we
made
a
recommendation
to
this
board
and
we
funded
a
forensic
audit
to
get
a
full
handle
on
what
the
cost
exposure
was.

addition,
setting
new
policy
to
ensure
that
no
property
in
oakland
county
gets
foreclosed
for
less
than
a
thousand
dollars.
That
was
a
recommendation
and
that
came
back
to
this
board
and
the
characterizations
of
what
that
committee
was
supposed
to
do
were
inaccurately
described
there.

on

called
mysophobia
or
misophobia.

Misophobia
doesn't
simply
inspire
fear
and
avoidance.

phobia
can
be
all-encompassing

life-altering,
while
people

muscophobia

recognize

reactions

irrational.

can't
control
them.
They

avoid
going
out
in
public
developing
intimate
relationships
because
misophobia
affects
so
much
of
a
person's
life.

can
lead
to

mental
health

as
depression,

isolation
and

avoidance

contribute
to

development
of
health

antibacterial

disinfectant

in

spread

thing

said
is:
there's

battle
between
resources
and
we
there's
lots

funds.
We
see
all
the
funds
coming
through
oakland
county.

they're
tested
every
single
week
if
their
test,

they
test
positive,

certain
amount
of
their
pay
100
of
their
pay.
Then
at
some
point
in
time
they
get
80
of
their
pay,
while
they're
out
with
coved

recently
had
covet
or
not.
Recently,
sometime
recently
had
coveted,
was
still
home,
not
feeling
well
got
a
call
from
the
captain,
never
even
asked
him
how
he

first

at

place

sheriff's
department
come
and
talk
about
trying
to
recruit
new

staff
members
and
there's

real
struggle.

figure
out
something

the
safety
of
our
community

risk

sheriffs
are
being
this
strained
and
strapped
at
the
job.

do
want
to
say
they're,
allowing
people
to
come
back
and
work
if
they're
symptom-free.

gut

care

of

once
they
retired.

guys
have
given
literally

put
their
lives
on
the
line

protect

need
to

something

show
them

we're

their
service

sheriffs

always

because

think

very
important
that

office

asked

support

board
