food
cards
and
also
purchasing
food
items
from

Outreach
material
technology
needs

will
help

we're
doing

working

renewals
and

one

first
one
here

a
lease
at
the
Quality
Pontiac.
We
call
it
Quality
Pontiac,
that's
a
forty,
seven
thousand
square
foot
building
the
tariffs
office
stores

vehicles
and
operations
there.
So
it's
an
important
property.

had
to
Retro
this
lease
because
it
looks
like
it
goes
back
in
time,
but
as
the
lease
options
came
up,
we
wanted
to
renew
them,
but
then
legal
said:
hey.

better
just
get

lease

for
five
years
we
Sheriff's
Office
had
the
particularly

advantage
of
low
rates
over
there,
but
then
the
landlord

up

was
a
three
year
lease
with
two
options.

years

the
sheriff's
office
has

Aviation
unit
there

helicopters

Aviation
team,

there

hanger

helicopter
is
at
and
the
services
that
are
provided
in
in
that
contract.

that
lease,
it's
a
it's
a
wonderful
location
and
they
love
the
service
of
that
that
provider.

Sheriff's
Office
can
add

two
people

this
amendment

IP
system

case
we
have
a
catastrophic
failure
with
the
voice
over
IP
system.

even
Centrex
is
changing

a
technology
perspective
and
from
a
business
continuity
perspective.

cell
phones,
and
that
has
become
a
backup
communication
mode
for

many

personal
lives
as
well
as
even
operationally,

spots
in
the

spots
on
the
County
Campus,
where
cell
phone
coverage
is
really
not
very
good
depending
on

carrier,

all
of
those
signals
are
affected
by,

particular,
this
building
the
courthouse
building
proper.

a
significant
amount
of
reinforced
concrete,
which
does
not
carry
Wireless
signals
very
well.

the
heart
of
that
are
some
really
exciting:
win-win
agreements
that
we
have
reached
with
local
governments
that
represent
some
of
our
more
urban
core
population,
centers
and
communities
to
really
utilize
These
funds
as
a
catalyst
to
make
a
real,
a
game-changing
three
alignment
in
our
relationship
as
Oakland
County,
Parks
and
Recreation,
to
address
long-term
issues
that
we've
had
in
terms
of
our
presence
and
our
proximity
and
our
ability
to
serve
residents
of
those
areas.

We
are
blessed
with
about
7
000
Acres
of
Parkland,
at
Oakland
County,
and
of
that
seven
thousand
acres.
Only
24
acres
are
located
in
majority.
Minority
communities
are
in
that
section
of
Oakland
County,
that's
south
of
12
Mile
and
Farmington
Hills
on
straight
over
to
Hazel
Park,
where
about
30
percent
of
our
population
lives.

So
this
these
Arrangements,
these
agreements
that
are
outlined
in
this
letter
of
the
letters
of
intent
that
follow
we'll
provide
an
opportunity
not
only
for
us
to
rejuvenate
some
pretty
amazing
park
locations,
but
where
revitalization
and
Rejuvenation
is
really
needed.
I
know
several
of
you
took
us
up
on
an
opportunity
to
tour
those
sites
and
we
would
welcome
the
other
two
of
you
to
come
along
as
well.

I
I
think
several
of
you
really
enjoyed
especially
getting
out
on
the
golf
carts
and
running
around
the
park
in
Southfield,
but
I
hope
that
all
of
you
that
were
able
to
visit
were
able
to
see
really
the
potential
there.
But
in
each
one
of
these
cases
either
chronic
under
investment,
deteriorating
infrastructure
or
outdated.

Recreation
amenities
have
made
these
park
locations
underutilize
and,
in
some
case
not
even
utilized
in
at
least
one
case.
So
we
have
worked
very
hard
with
our
local
government,
friends
and
and
leaders
to
develop
basically
I
would
say
broad
terms
of
agreement
that
we
would
be
able
to
enter
into
either
long-term
lease
or
an
intergovernmental
agreement
to
allow
these
parks
to
be
transitioned
to
become
local
County
parks.

In
three
cases
they
would
be
new
Oakland,
County
Parks,
one
in
Pontiac
right
around
the
corner,
Hawthorne
Park,
which
talk
about
in
more
detail
when
we
get
to
that
item.
Shepard
Park
in
the
city
of
Oak
Park
and
a
portion
of
beechwoods
Park
in
the
City
of
Southfield,
and
then
the
item,
that's
immediately
in
front
of
you
is
the
ambassador
Park
in
the
city
of
Madison
Heights.

In
this
case
it
is
a
seven
acre
park
that
is
immediately
adjacent
to
the
Red
Oaks
County
Park
acquiring
this
park
in
adding
it
to
our
Park
footprint
and
Red
Oaks
is
going
to
be
well,
it's
only
seven
acres,
it's
a
it's!

A
gonna
make
a
great
impact
there,
because
Red
Oaks
Park
had
some
unique
issues
in
that
the
vast
majority
of
that
Park
is
located
over
the
George
W
drain,
and
so
we
have
some
limitations
in
terms
of
what
we
can
do
with
that
property
and
some
realities
that
we'll
have
to
face
with.
Whenever
those
you
know,
Those
portions
of
that
Park
are
going
to
have
to
be
dug
up
and
the
drain's
going
to
have
to
be
replaced.

This
Parkland
is
not
located
over
the
Georgia
vehicle
drain
and
that
opens
up
a
great
deal
of
more
possibilities
in
terms
of
how
we
can
utilize
that
property
there's
some
existing
tennis
courts
there
that
we've
come
to
agreement
with
the
city
of
Madison
Heights
that
we
would
convert
to
pickleball
courts,
one
of
the
most
popular
items
that
we
have
heard
as
we've
done.
Our
public
engagement
in
developing
the
proposals
and
the
projects
for
each
of
these
Parks
there's
a
need
for
restrooms,
and
why
I
tell
you
on
this?

You
know
a
little
less
than
a
year,
I've
been
on
this
job.
I've
certainly
learned
that
restrooms
are
one
of
the
more
important
things
in
in
parks
and
maybe
not
readily
apparent
to
the
public.
But
if
you
don't
have
working
restrooms,
it's
a
pretty
urgent
matter,
so.

Hours
we
open
reasonable
hours
and
we
have
a
a
green
restroom
plan
for
this
area.
Water
use
with
Glenn
Markham
in
mind.
Well,
we'll
name
it
after
you.
If
you'd
like
one,
we
got
to
leave
a
legacy
behind,
but
water
use
is
a
big
issue
at
that
Park,
it's
one
of
the
few
Parks
we
have
that
is
connected
to
public
water,
so
just
the
water
costs
because
they
meter
charge
combined,
sewer
and
water
there.

So
reduction
of
water
used
not
only
for
an
environmental
standpoint
but
also
in
terms
of
just
operating
costs,
is
an
important
thing.
So
so
that's
just
a
little
overview
of
the
Madison
Heights
letter
of
intent.
These
letters
intent
are
not
binding.
It
is
essentially
a
mechanism
that
allows
us
to
give
you
as
you're,
considering
this
Appropriations
measure
some
reasonable
confidence
that
both
parties
are
supportive
and
are
in
basic
agreement
upon
broad
terms.

required
under
the
property
acquisition
policy,
the
county
and
your
board
rules,
this
will
get
us
to
the
next
step.

Appropriations
measure
passes
to
get
us
into

lot

conversations
about
Red
Oaks
and
how
to
best
support
that,
as
well
as
the
the
drainage
drain
system
there
that
unless
you're
a
commissioner,
you
really
don't
even
think
about
that

Heights,
specifically
I,
heard
the
conversation
yesterday
about
Red
Oaks
I
listened
in,
but
generally,
how
did
you
talk
to
the
residents
about
what
you
want
to
do
here?
Did
you
talk
to

residents

how
did
you
do
that
and
what
kind
of
feedback
did
you
get.

One
of
the
more
I
would
say
controversial,
but
you
know
it's
brought
a
lot
of
attention.
We
did
take
a
look
at
potential
of
converting
the
golf
course
at
Red
Oaks,
which
has
a
very
strong
user
group
that
has
been
very
vocal
and
then
we
also
have
gotten
a
lot
of
feedback
from
the
city
of
Madison
Heights,
especially
we've
done
focus
groups
that
are
on
the
other
side
of
this
issue.
That
really
would
like
to
see
us
move
forward
with
converting
the
golf
course
to
a
public
park.

That's
open
to
a
greater
audience
than
the
limited
number
of
folks
that
that
are
golfers
there.
The
real
issue
that
has
kind
of
plagued
that
Golf
Course
forever
is
that
it
is
the
one
that
requires
the
greatest
amount
of
our
subsidization
and
we
have
a
policy
that
I
think
is
right,
that
we
should
not
be
taking
money
out
of
our
taxpayers
wallets
and
supporting
and
subsidizing
somebody
to
play
a
golf
game
in
in
where
it's
even
more
exacerbated.
There
is
that
particular
Golf
Course.
K
Given
the
location,
we
have
a
very
large
percentage,
perhaps
even
more
than
50
percent
of
people
don't
even
live
in
Oakland
Housing,
so
they're
not
paying
the
property
taxes
that
support
our
facilities.
So
we
did
look
at
this
as
an
opportunity
to
expand
the
people
that
would
benefit
from
the
park
to
a
wider
audience
and
to
address
this
long-term
subsidization
issue
that
public
water
issue
I
mentioned
earlier.
That
really
makes
it
extremely
difficult
for
us
to
operate
at
a
surplus
there.

We
run
about
80
to
100
000
a
year
and
water
bills
to
irrigate
the
golf
course
which
is
actually
more
than
double
the
cost
of
the
water
to
have
a
water
park
there.
So
it's
a
heavy
water
user
for
essentially
seven
months
of
operation.
If
we
were
able
to
get
a
change
in
the
city
policy
that
we
wouldn't
be
charged,
both
sewer
and
water
to
irrigate
that
would
help
be
helpful.
There
we're
looking
at
other
options,
maybe
because
the
drain
is
there,
there's
actually
an
opportunity
to
access
some
of
the
water.

They
utilize
to
flush
the
drain
to
capture
that
for
in
a
retention
pond,
it's
not
going
to
solve
the
whole
problem,
but
it'll
help
get
us.
You
know
closer
to
the
solution.
Lego

especially
a
commissioner

clear
in
her
feelings
that
absolutely
opposed
to
utilizing
these
rescue
plant
dollars
to
convert
that
golf
course
and

the

listened

take
that
off
the
table.

found

it
got
a
bit
abused.

we
did
not.
Have
it
really
a
the
safeguards

people
could

filled

survey
more
than
once,

so
people
were
actually
online.

seven
times,
and
so
when
we

able
to
track
back
a
significant
number
of
the
responses
to
IP
addresses
and
of
those

was

percent
of
those
people
are

one
side

guess

side

was

weren't
able

to
verify
the
legitimacy
of
the

two

focus
groups

really
brought
in
especially
the
local
government
folks

stakeholders

the
outcome
there

clear,

focus
group
of
support
of
moving
towards
a
public
park.

beyond
that,
we
decided
to
take

more
scientifically
representative
approach

this

actually
do
a
poll
of
the
people
that
live
in
the
service
area.

mean
we
feel
that
there's
there's
reasonable
support
for
it.
Our
commission
is
struggling
with
this
issue
because
there
it
is
a
popular
golf
course,
and
if
there
is
a
route
there
to
get
it
to
an
operating
Surplus
I
my
senses,
they
probably
would
prefer
to
stay
on.
That
course.
We
had
a
banner
year
there,
golf
surprisingly
after
20,
some
years
of
a
steady
decline
is
in
an
amazing
Resurgence
right
now
that
we
thought
maybe
covid
the
worst
of
covet.

It
was
a
limited
time,
but
this
year
was
even
more
popular
than
the
year
before.
So
those
are
all
things
Weighing
on
the
minds
of
our
commissioners
and
our
plan
had
been
to
really
study
the
issue
in
depth.

some
public
hearings
and
meetings
with
the
community
really
lay
out
for
the
public?
What
this
would
look
like
what
you
know
visually
what
those
alternative
uses
are
and
but
with
the
action
of
the
committee
yesterday
as
I
said,
I
mean
it's
really
I
guess
I
would
say
not
the
hill.

want
to
die
on

we
want
to
focus
on
where
we
get
the
broader
support
and
move
this
forward.
So
always
and
I
know.
We've
got
another
shot

this

your

we'll

not
an
easy
question

whereas
I
think
everywhere
else,
I
think
we've

pretty
good,
solid
consensus
on
everything

we've
put
together

backed

public
engagement

surveys,

engagement

plan
process

we

in
between
spot.
So
we
haven't
done
the
public
engagement
except
through
the
local
governments
and
then
access
what
the
they've
already
done
for
these
Parks,
because
they're
their
Parks
right
now.

is
a
chance
to
operate
a
community
where
we
don't
have
a
lot
of
history,
and
so
it's
going
to
be
a
learning
process
and
we're
going
to
be
looking
for
quite
a
bit
of
Engagement
with
communities
and
it's

disruptive
and
to
people
who
have
a
sense
of
ownership
of
these
parks
and
in
worrisome
making
these
changes
so

This
is
just
the
beginning
of
the
public
engagement.

Oak,
Park

Southfield
have
recently
done
their
five-year
Recreation
Master
plans.
Oak
Parks
is
wrapping
up
right
now

Southfield,
already
had
a
great
plan

beachwoods

lot
of
what
we're
looking
to
do
lines
up
perfectly
with
what
they
were
looking
to
do
as
well.
So
we
kind
of
can
rely
on
all
the
public
engagement,
great
support
that.

the
overall
plan
that

thinking
about
with
the
new
millage

needs

it

county

acquired

property
up
north.
You

years
ago
when
it
was
really
cheap
and
turned
some
of
it
into
golf
courses,
and
you
know
that
sort
of
thing,
but
making
Oakland
County
Parks
serve
all
of
Oakland.
County
is
a
message
that
we're
going
to
have
to
tell
more
than
once
right.

about
putting
together

pressed
off
joining

board

the
county
executive
to
kind
of
kick
that

but

organization

primarily
supported

millage

everybody

pay

funds

important
to

is
a

kind

the

issue

Oakland
County
Parks.

the
rescue
plan
funds
really
really
gave

catalyst

an
opportunity

seriously
look

it,

was
some
funding
potentially
to
to
move
it
forward.

commission

process
of
really
dialing
in
on
that
pretty
seriously
and
we
have
to
have
a
updated
Park
master
plan
in
overall
Recreation
master
plan
that
we
have
planned.

going
to
have
that
taken
up
in
January.

was
going
to
be
addressed
within
that
and
that
under
the
statute
has
to
come
over

for
approval

trails

fastest

through
the
trail

woods,

well

going

major

building
out
Meandering
wandering
trail
system.
People
can
really
get
out
and
enjoy
and
walk
in
those
woods
and
appreciate
them.

opportunity

build
a

universally
accessible
playground,
the
playgrounds
there

needed

attention
and
there's
Pavilion
space.
Public
gathering
space
is
very
important,
especially
in
the
urban
communities,
our
family
gatherings

events,

also

Pavilions
there,
some
of
which
are
kind
of
deteriorating,

we're
gonna
make
some
Investments
there.

one
point

were
looking
at
operating

nature
center
out
of
a
former
cable
commission
building,

cities

change
in
plans
and
so

think
we're
going
to
move
away
from
that

we've
adjusted
our
plans

with
Hazel
Park
to
do
some
joint
Recreation
facilities,
which
we

Park

just
lack
of
funding
and
investment
over
time.
The
infrastructure
there
has
deteriorated.
If
you
were
to
visit
there
right
now,
you'd
find
boarded
up
restroom
facilities
with
holes
in
the
ceiling
and
just
overall
General
conditions.

They
are
not
conducive
to
really
create
a
welcoming
environment
where
people
can
enjoy
the
park
to
the
extent
that
they
really
should.
If
there's
a
great
opportunity
there,
where
Upper,
Silver
Lake
is
there's
access
to
Upper
Silver
Lake,
there
there's
quite
a
bit
of
invasive
species
there
that
we
will
need
to
work
on
over
time,
but
as
we
address
that
you're
really
going
to
create
a
great
aquatic
Recreation
opportunity,
as
that
Lake
connects
to
a
whole
Chain
of
Lakes.

connects
to
the
Clinton
River
that
Circle
straight
through
Waterford
and
comes
right
back
down
to
Pontiac
and
the
south
end
so
longer
term.
There's
a
I
think
there's
a
great
vision
to
address.
There's
a
disc
golf
course

that
the
city-
actually
it
was
an
association
that
put
together
and
it's
a
great
disc
golf
course-
needs
a
little
bit
of
attention
that
we
will
give
to
it.

that's
something
that's
going
to
be

a
menu
we
can
put
into
use
fairly
immediately
there
there's
a
large
wooded
area
there,
there's
no
Trails,
so
there
again
an
opportunity
to
get
people
out
of
the
woods

into
nature

enjoying
it

long

schools
had

program

take
us
all
out
to
Hawthorne
Park

glad
to
see
us
once
again
taking
a
park
that
has
not
had
the
love
that
maybe
it's
needed
to
become
the
park,

it
can

again
to
serve
a
fairly
large
population.

this
part,

basically
beechwoods
Park.

They
have
a
beautiful
Recreation
Center
and
they
plan
to
put
in
a
splash
pad
and
a
new
playground.
So
we're
going
to
focus
on
nature
and
they're
going
to
focus
on
more
active
Recreation
we're
going
to
work
together.
We're
going
to
share
resources,
that's
our
plan,
share
maintenance
facilities
and
equipment
and
complement
each
other,
so
I
think
it's
a
it's
a
good
start
to
what
we
hope
to
be
a
really
good
partnership
that
will
benefit
the
residents
of
the
area.

This
park
is
not
only
located
in
the
City
of
Southfield,
but
it's
really
on
the
southwest
corner
of
the
city
about
a
mile
from
Farmington
Hills,
so
it
captures
a
much
wider
audience
than
just
Southfield
residents
and
all
together,
these
I
would
say.
As
we
look
at
our
map
of
coverage,
this
is
going
to
make
a
major
difference
in
wiping
out
those
gaps
in
our
our
15-mile.
You
know
Drive
area
and
really
open
up
our
ability
to
serve
a
much
larger
portion
of
our
residents
and
we'll
be
back
with
another
park.

I'd
be
happy

any

issue

we're

work
on
a
joint
new
entryway
and
parking
lot
together,
and
that's
mentioned

that
letter

crises
colliding

had
a
program
called
Sierra
which
has
been
running
throughout
covid.
That
has
just
ended
so
then,
as
people
can
attest,
there's
this
huge
Iceberg
or
this
looming
Cliff
of
thousands
of
people
facing
eviction,
because
they
cannot
afford
their
rent
due
to
covid.

cannot
afford

utilities
due
to
covid
and
then
also
the
basic
needs
that
go
into
that.
So
I
just
wanted
to
lift
this
up.
This
is
something
that
I
think
has
been
talked
about
around
our
caucus,
at
least,
but
I
want

just
give
a
couple
of
points.

data
points

what's
happening
and
what
you've
done

last
year
and
what
the
need
looks

assistance

had

applications
by
the
time

you

rejected
individuals
that
were
not
eligible
connected

are

though
there's
an
affordable
housing
issue

our
community

think
we

talked

have
things
coming
up

future

address

those
needs,

meantime,
going
from

helping

households

have
a
few
hundred
thousand
dollars
available
for
this
type
of
activity.

the
Michigan
energy
assistance
program
and
also
received
some
of
those
dollars
through
the
state.
We
anticipate
we'll
receive
about
a
hundred
thousand
dollars
for
this
fiscal
year,
which
runs
October

September

You
know
some
of
the
dollars
compared
to
the
the
pandemic
funds
that
we
received
the
Sarah
program
for
utilities,
with
about
seven
million
dollars
across
Oakland
County.
We
had
a
cares
program
at
Olsa
and
that
helped
us
around
1.8
million
dollars
in
utilities.

just
be
aware,
so
Leah
talked
about

000
families
looking
to
be
kicked
out
of
their
houses,
particularly
in
Southfield,
Oak,
Park
and
Pontiac,
due
to
inability
to
afford
rent

just
saying,
there's
already
a
list
in
OSHA
for
the
Meep
program,
which
went
like
you
said
from
1.8
million
to
one
hundred
thousand
dollars,
so
we're
going
to
have,
as
people
have
been
saying,
about
inflation,
a
hard
Landing.

So
there
are
like
thousands
of
people
that
are
like
90
days
away
from
being
evicted,
particularly
in
Southfield,
Oak,
Park
and
Pontiac,
but
also
every
zip
code
in
the
county.
So
please
look
ahead
or
look
out
for
or
please
have
conversations
with
our
leadership
about
a
short-term,
acute
basic
needs
fund
and
then
also
coming
up
with
a
longer
term
strategy
over
the
winter,
to
figure
out
how
to
make
sure
that
people
that
can
go
back
to
work,
people
that
can
get
these

an
hour.

Jobs
at
Wendy
are
getting
those,
but
then
also
the
people
that
cannot
having
a
plan
for
what
there
is
to
be
done,
especially
using
this
arpa,
because
this
is
extremely
covered
related.
Another
thing,
just
to
note,
is
I,
don't
know
if
any
of
you
have
been
getting
this,
but
I've
been
getting
calls
from
constituents
about
the
need
for
legal
aid,
because
Lakeshore
legal
aid
is
super,
backed
up
they're,
telling
people
to
call
back
at
5,
PM
or
at
8
30
in
the
morning,
because
they
can't
handle
calls
during
the
day
we've
given
them
money.
