county
is
the
current
owner
and
operator
of
the
pontiac
sewer
system
and
oakland
county
also
owns
the
clinton
oakland
sewage
disposal
system
back
in
2015
clinton,
oakland
made
a
connection
to
the
pontiac
wastewater
treatment
plant.
It
was
kind
of
a
cost-saving
measure
that
helped
the
plant
and
then
also
helped
save
ratepayers.
Some
money
on
clinton,
oakland
part
of
that
part
of
that
project
was
a
construction
of
a
diversion
pump
station
and
a
forest
main
that
would
connect
the
two
systems
in
2019.

part
of
our
our
regular
inspection
program,
we
identified
some
really
poor
condition:
pipes
in
the
city
of
pontiac,
some
big
ones.
They
were
near
the
silverdome
property
amazon
actually
paid
to
replace
some
of
those,
but
there's
some
others
that
are
north
of
the
silverdome
property
that
that
need
to
be
replaced.
So
when
we
started
looking
at
options,
we
were
about
two
million
dollars
for
a
project
which
is
a
lot
for
the
city
of
pontiac.

looked
at
cost-saving
auction
options
and
we
looked
at
what
we
could
possibly
do
to
save
costs.
One
of
the
options
was:
let's
connect
the
system
and
pontiac
to
the
force
main.
That
goes
to
the
plan
anyway,
and
then
we
don't
have
to
build
new
infrastructure.

use
the
existing
infrastructure
and,
as
a
result,
it
actually
saves
pontiac
ratepayers
money,
even
though
they're
paying
four
hundred
thousand
dollars
to
clinton
oakland
for
the
buy-in
to
the
capital
charge
for

force
main
they're,
still
saving
five
hundred
thousand
dollars
in
pontiac
that
can
be
used
to
fix
other
pipes.
So
it's
an
agreement.
It's
an
act,

transfer
of
funds
between
the
two
is

by

the
president
of
community
housing
network.
We
are
I'm
known
to
many
of
you,
but
not
all
of
you,
but
we
are,
among
other
things,
a
a
affordable
housing
developer.
We
operate
a
number
of
homeless
assistance
programs
that
are
funded
by
the
department
of
housing
and
urban
development.
We
operate
a
housing
resource
center
that
serves
oakland
county
and
receives
over
a
thousand
calls
a
month
from
people
with
various
types
of
housing
needs
and
the
biggest
need
that
we
hear
about
is
for
affordable,
accessible
housing.
I
It's
pretty
much
an
understood
fact
that
there's
a
shortage
of
affordable
housing
for
a
significant
segment
of
oakland
county's
population,
and
that
ranges
from
everything
from
people
with
disabilities
who
are
on
a
fixed
income
elderly
who
are
on
a
fixed
income
all
the
way
through
to
working
people
who
are
in
the
lower
tiers
of
income,
and
that
the
result
is
that
40
of
people
in
oakland,
renters
in
oakland
county
are
what's
considered
rent-burdened,
in
other
words,
they're
paying
more
than
30
percent
of
their
income
toward
their
housing
cost
and
from
an
economic
development
perspective.
I
There
are
a
lot
of
reasons
for
that,
but
one
is
that
the
single
biggest
source
of
investment
in
affordable
housing
is
the
housing
tax
credit
and
that's
been
around
forever.
I
It's
been,
it's
said
well,
since
the
1980s,
so
that's
almost
forever,
and
it's
been
widely
used
across
the
country
across
both
sides
of
the
aisle
many
administrations
to
produce
millions
of
units
of
affordable
housing,
and
I
want
to
make
sure
that
you
understand
that
affordable
or
attainable
housing
is
not
the
projects
that
we
saw
in
the
60s
that
are
not
being
torn
down.
I
mean
the
the
housing
that's
being
developed
now
is
is
desirable.
I
It
is
affordable
and
it's
made
so
using
this
housing
tax
credit
anyway
by
securing
private
investment
oftentimes
from
banks
in
affordable
housing,
development
and
it
be
banks
receive
a
credit
against
their
tax
obligations
for
making
an
equity
investment
in
real
estate
development
and
that
results
in
a
lower
debt
on
the
on
the
real
estate
and
thereby
passing
along
that
savings
to
to
the
to
the
lower
income
people
who
are
living
there.
I
So
it's
a
four
important
tool
and,
as
I
said,
oakland
county
really
hasn't
seen
its
share
of
investment
in
that
and
establishment
of
affordable
housing,
trust
fund
or
attainable
housing
trust
fund
would
would
help
to
remedy
that
because
the
development
of
affordable
housing
involves
tiering
or
layering
and
leveraging
of
financing
so
we're
attracting
we're
using
in
in
this
case,
local
funds
that
are
available
and
specifically,
as
a
matter
of
fact,
permissive
under
arpa.

So
what
we
were
asking
for
is
a
significant
investment
in
a
housing
trust
fund
that
would
be
locally
controlled
and
that's
the
big
distinction,
because
oakland
county
could
direct
these
funds
to
the
kinds
of
real
estate
development
that
are
desired
by
the
board
of
commissioners
and
by
the
development
community
and
by
the
end
users
in
oakland
county.
So
a
million
dollar
investment
in
an
affordable
housing
trust
fund
would
result
in
at
least
10
million
dollars
in
economic
investment
and
economic
activity
in
this
county.

units

affordable
housing

funded
through
housing,
tax
credits,
the
tax
credits
were
purchased
by
actually,
in
this
case
they
were
purchased
by
unitedhealthcare,
and
so
that
was
a
I'm
making
up
around
numbers,
but
that
it
was
a
15
million
dollar
development
to
create
to
create
60
units,
including
20
units
that
were
in
the
old
thomas
jefferson
school.
That
was
long
since
abandoned
by
the
ferndale
housing
or
ferndale
board
of
education
and
of
that
15
million
dollars.

The
other
investments
in
in
that
included
that
were
purchased
by
unitedhealthcare
other
investments
that
were
included
in
that
included
a
capital
contribution
from
community
housing
network
that
we
were
able
to
make
a
grant
from
the
federal
home
loan
bank
of
indianapolis
a
grant
from
the
oakland
community
health
network,
a
permanent
loan
from
huntington
bank
and
about
three
other
layers
of
financing
to
fill
the
gap
between
what's
paid
for
by
the
credits
and
the
total
development
cost
of
that
project.

and
because
the
tax
cred,
the
sale
of
the
credits,
does
not
pay
for
the
entire
total
development
cost
of
the
project.
But
you
can't
put
you
can
put
little
if
any
debt
on
the
project,
because
that
would
push
your
rents
out
of
out
of
the
affordability
zone.

have

able

get
all
the
money

the
federal

is
one
of
those
things

just
a

federal

do

paperwork
and

I

acquisition

project

the
biggest
thing
is
one
you're
facing
competition,
statewide
right
now
from
state
tax
credits
second
year,
because
the
state
housing
development
has
like
a
50
million
dollar
fund.
But
that
means
that
there's
only
50
million
dollars
to
go
around
to
83
counties.
So
that's
what
he
meant
when
oakland
county
doesn't
get
his
fair
share.
Second,
there's
like
you
talked
about
united
healthcare
and
then
third,
there's
banks
that
have
to
do
these
sorts
of
investments
to
keep
their
bank
charter
to
be
community
reinvestment,
act,
appropriated
or
appropriate.

So
there's
a
huge
amount
of
competition
in
being
able
to
kind
of
rise
above,
and
so
this
funding
would
then
allow
say
chn
or
a
for-profit
developer.
That's
the
other
big
thing
that's
got
to
be
mentioned
is
robertson
homes,
yeah,
there's
a
bunch
of
them,
there's
a
bunch
of
them
that
there's
a
bunch
of
them
that
I've
been
talking
to.
Also
that
have
said
that
have
signed
on
saying
we
support
this.
You
know
pnc
banks
vice
president
for
cra
signed
on.

So
this
is
one
of
those
things
where
they're
all
seeing
that
this
is
a
pool
of
money
that
can
help
rise
above
and
basically
help
banks
get
better
cra
credits
to
leverage
their
funding
because
they
get
points
for
leveraging
to
keep
their
charter.
This
helps
for-profit
developers
be
more
competitive
in
building
something
and
non-profits
too,
because,
like
mark,
can
use
than
this
trust
fund
to
buy
land
to
then
have
a
good
application.
So
that's
one
of
my
big
questions.

we've
written
it
is
a
million
dollars,
but
again
in
conversations
with

housing
department
they

maybe
we
should

go
up
to

million
dollars

important

this

being
able
to
adjust
every
deal

adjust

size

deal

be
supported

the
trust
fund
dollars

worthy
project
being
able
to
have
this
panel
of
experts
be
able
to
review
something
that
the
housing
department
gives
them
to,
then
let
the
housing
department
do
its
work
is
important.

I
hope
that
answers
that

mark

really
well
about
this,

that's
actually,

the

big
secret
is
that
li-tech
development,
low-income
housing,
tax,
credit
development.
You
get
a
certain
amount
of
points
if
you're

bank

that's
putting
into
a
project.
So
you
you
get
a
certain
amount
of
points
based
on
how
many
units
are
affordable.
So
if
there's
50
units
and
20
are
affordable,
you
get
more
points
than
if
10
are
affordable,
but
none
of
these
are
doable
if
all
the
units
are
affordable.

that's
the
big
thing
about
this
is
when
mark
built
a
60
unit
thing
like
20
of
them
were
at
30
to
50.

them
were
at
50
to
80

the
rest
were
market
rate.

that's
how
