A
For
all
all
right,
we've
got
approval
of
the
minutes.
From
january
12,
2022
moved
by
commissioner
markham
seconded
by
commissioner
wiper,
all
in
favor,
say:
aye
oppose
eyes.
Have
it
now
we
have
a
public
comment
at
this
time.
Oh
I'm
sorry.
Approval
of
the
agenda.
A
A
Anyone
from
the
public
want
to
speak,
I'm
not
seeing
anybody
from
the
public.
So
we'll
call
public
comment
close
at
this
time.
We
don't
have
any
communications.
The
next
is
the
consent
agenda.
We
have
two
consent
agenda
items:
road
improvement,
fiscal
year,
2022
appropriation
with
charter,
township
of
waterford
for
tri-party,
road
improvement,
program,
project
number,
56051
and
road
improvement
fiscal
year,
2022
appropriation
with
the
charter,
township
of
waterford
for
tri-party
road
improvement
program;
project
number:
five,
six,
four
five
one
move
by
commissioner
charles
seconded
by
commissioner
spizz
call
the
roll.
Please.
A
C
A
All
right,
it's
okay,
emotions
pass
consent
agenda
pass.
Now
we
have
the
regular
agenda.
The
first
item
on
the
agenda
is
board
of
commissioners
resolutions
sponsorship
for
2022
international
bocce
tournament
at
is
it
plasno
di
bachi,
plaza
dibachi?
I
need
a
motion
moved
by
commissioner
spitz
seconded
by
commissioner
markham.
Any
discussion.
A
C
E
F
Think
it's
a
thousand!
It's
multiple
it's
over
multiple
days,
yeah!
So
it's
anything
about
ten
000.
wow
I
mean
and
to
add
I
mean
like
that.
So
we
had
sponsored
this
well
for
the
no
was
it
for
last
year,
whatever
it
can't,
it
didn't
happen
and
we
already
actually
did
it
and
sent
the
resources
over
and
they
sent
the
money
back,
and
so
this
is
kind
of
to
put
that,
basically,
that
same
type
of
I
mean
commitment
back
on
track.
B
Yeah,
thank
you.
I
just
wanted
to
say
this
is
funded
through
the
commissioner's
special
project
fund,
which
has
a
study
group
set
up
as
a
new
board
rule,
but
because
we've
done
this
for
the
past
10
years,
this
is,
I
think,
the
general
consensus
is.
This
will
be
excused
from
that,
but
all
requests
for
the
commissioner
special
fund
will
be
going
through
that
new
study
group
forward
fyi.
D
Thank
you,
commissioner
kavel,
for
that,
because
I
did
my
eyes
took
me
directly
to
the
general
fund
expenditure
and
wanted
to
make
sure
that
was
appropriate.
You
know
I'm
all
for
tournaments
and
things
of
this
nature.
My
only
concern
is
that
we
want
to
practice
what
we
preach.
So
when
I
hear
courts,
I
don't
know
if
this
is
outside
or
inside.
But
personally
I
just
think
as
I'll
say
with
this
next
thing
on
the
on
the
agenda.
D
Is
that
I'm
just
hoping
that
the
commission
isn't
going
to
be
on
both
sides
of
a
coin
in
terms
of
saying
to
socially
distance
and
to
say
to
practice
good
good,
covet
19,
you
know
parameters
in
place,
but
then
to
still
have
large
events
and
things
like
that.
So
I'm
a
little
bit
concerned
about
how
that
looks
in
terms
of
our
leadership.
D
A
Well,
I
would
say
that
to
your
point:
we
don't
want
to
be,
as
you
say,
a
dictator
to
events
around
the
county
right.
We
want
to
support
and
show
that
we're
supporting
the
county
as
a
whole
and
the
different
events
that
they
have.
If
we
can,
they
reach
out
especially
international
event,
which
speaks
to
our
welcoming
initiative
as
well,
and
then,
if
it's,
we
rely
on
the
establishment
to
have
those
parameters
right
and
we
don't
want
to.
A
We
don't
want
to
be
out
there
saying
that
everybody
anything
we
do
like
everybody
has
to
be
responsible.
We
can
be
responsible
as
we
see
fit,
and
you
know
the
mask
mandate
for
us
is
only
for
the
county
buildings
not
for
other
buildings,
so
we
want
to
make
sure
the
establishments
can
still
run
properly.
So
I
just
want
to
add
that
thank
you,
yeah
any
other
discussion.
A
Yeah,
I
would
actually
like
to
see
it
too,
like
it's
pretty
intense,
I
hear
so.
If
there's
no
other
discussion
call
the
role
prompt
the
vote
for
the
other
ones.
F
E
B
A
Motion
passes.
Thank
you.
The
next
agenda
item
is
board
of
commissioners
resolution
appropriation
of
america.
Rescue
plan
act,
local
fiscal
recovery
funds
for
the
2022
winter
blast
royal
oak
festival
matching
grant
need
a
motion
moved
by
commissioner
woodward
seconded
by
commissioner
wiper
discussion.
F
Woodward
has
I
can
speak
to
that,
so
this
is
an
outdoors,
so
I
would
say
completely
outdoor
85,
there
are
some
tents,
adherence
and
recommending
people
should
be
vaccinated.
Mass
should
be
worn
if
you're
gonna
go
inside
the
tent,
but
it's
85
outdoors
and
and
one
of
the
so
the
history
of
this.
This
is
an
event
that
used
to
be
in
the
city
of
detroit
started,
really
with
the
super
bowl
for
a
number.
A
number
of
reasons.
I
don't
have
all
the
details.
F
I
think
cranes
covered
as
a
series
of
other
things,
is
that
the
organizational
capacity
to
host
the
event
around
can
the
campus
marches
area
wasn't
able
to
happen
this
year,
and
so
this
opportunity
came,
I
mean
to
move
forward,
and-
and
so
just
I
mean
talking
to
folks,
especially
just
like
where
the
anxiety
of
people
are
to
be
able
to
the
economic
value
and
impact
to
what's
relatively
a
slow
period
of
time
is
positive.
F
Outdoors
makes
it
I
mean
safe
and
fun
for
a
family,
and-
and
I
and
I
share
you
like
to
commissioner
charles
point-
I
mean
the
the
strict
adherence
to
safety
protocols
is
a
is
a
top
priority.
This
is
also
I
mean
consistent
with
other
things
and
matching
local
community
buy-in,
which
was
really
the
catalyst
of
doing
this
and
maybe
can
become
a
tradition
going
forward.
A
I
would
say
that
I
think
it's
great
that
oakland
county
was
considered
and
accepted
because
it
wasn't
the
city
of
detroit
and
seeing
the
city
detroit,
how
it's
growing
it's
different
than
it
was
started
right,
the
first
time
it
was
there
they
had
it.
That's
when
the
super
bowl
was
here
right
and
there
was
a
few
murders
on
that
day.
People
still
showed
up
and
the
city's
changing.
Now
it's
getting
better
than
it
was
back.
Then
right.
So
it's
it's
like.
A
F
Yeah
I
mean,
I
think
I
mean
quicken
was
a
huge
sponsor.
I
mean
quickens
having
some
leadership,
changes
and
other
things,
and
I
I
I
just
think
you
and
you
add
the
the
the
planning-
that's
required
to
execute
this
and
it
wasn't
a.
I
mean
everyone's
like
this
was
great.
Maybe
it
comes
back
in
the
future,
but
this
is,
I
mean,
maybe
build
a
tradition
going
forward.
I
guess
one
other
thing.
A
Any
other
discussion,
commissioner
markham.
E
Yes,
thank
you.
So
I
see
this
is
this
funding
will
come
from
the
arpa
dollars.
So
if
somebody
could
just
you
know,
describe
how
this
fits
with
the
arpa
dollars
for
the
record.
F
I
mean,
as
I
mean
economic
development
creates,
I
mean
creating
safe
outdoor
spaces
for
recreation.
It
aligns
with
that
and
consistent
with
our
past
practices,
and
I
mean
run
through
by
guide
house
and
everything
like
that
too,
and
similarly,
it's
being
matched
with
arpa
dollars
from
the
local
community
too.
F
A
A
B
G
Good
morning,
commissioners
morning,
catherine
kennedy
from
lake
orion,
it's
actually
the
first
day
I've
gotten
my
car
out
of
the
snow
since
it
snowed.
So
it
took
me
a
little
while
to
clear
the
snow,
and
then
I
had
to
wait
for
the
ice
to
melt.
So
I
apologize
for
being
late,
although
I'm
not
supposed
to
check
it
or
punch
in,
I
guess
they
call
it.
Yeah
alrighty.
G
G
The
first
item-
I
remember,
was
the
item
for
the
royal
oak
arpa
money
and
I
think
that's
what
I
walked
into
when
I
came
into
the
meeting
that
that
was
probably
the
very
final
end
of
the
discussion.
So
I
don't
even
know
what
the
amount
was.
My
concern
was
at
7
00
am
when
I
logged
in
and
downloaded
the
documents
for
this
meeting.
There
was
nothing
there
for
that
item
at
all.
G
So
so
I
just
that
is
a
big
concern
for
me
because,
as
public
citizen
I
feel,
100
percent
of
the
dollars
should
be
easily
accessible
and
accountable
to
all
public
citizens
at
any
time
at
any
place,
and
if
we're
having
meetings
to
hand
out
money,
I
don't
understand
why
there
aren't
documents
connected
that
say
what
the
dollars
are.
So
I
saw
the
bocce
one
was
fifteen
thousand,
so
I
don't
know
if
the
other
one
was
more
than
fifteen
thousand
I'm
guessing.
G
Maybe
but
I
actually
have
no
idea,
because
there
was
nothing
there,
there
was
only
the
entry
that
says
there
was
that
item,
but
nothing
linked
to
say
what
that
item
really
meant
other
than
a
title,
so
that
is
actually
one
of
my
biggest
complaints
with
this
board
throughout
the
entire
time.
I've
paid
attention-
and
it
scares
me
a
lot
that
I
started
paying
attention
on
april
27th
of
2021..
G
It
maybe
is
partly
because
my
forte
and
my
strength
for
decades
has
been
through
finance
investments,
legal
types
of
things,
and
that
was
my
area
of
expertise.
So
maybe
that's
why
I
see
things
other
people
don't,
but
it's
I
don't
approve
of
the
way
things
are
done
so
quietly,
there's
so
many
things
that
are
being
done
as
mere
communications.
G
A
E
E
The
entrance
once
you
get
into
the
campus
by
the
health
department
and
all
those
other
buildings,
it's
all
just
deteriorating,
so
I
would
like
to
see
something
from
facilities
or
whoever
does
the
roads
in
on
our
campus.
Do
they
have
a
plan
for
what
they're
going
to
do?
Because
I
think
you
know
you
give
them
12
more
months
and
we're
going
to
have
big
potholes
out
here
and
I
don't
think,
that's
necessary.
E
F
Think
at
the
next
meeting
you
could
bring
ed
joss
here
and
I
mean
I
know
there
is
a
capital
improvement
plan.
That's
in
place
right
now
I
mean
some
of
it.
I
mean
we'll
wait,
maybe
a
little
bit
longer
until
it
wrote.
I
mean.
F
A
F
F
F
A
All
right,
well
all
right.
Well,
that's
definitely
noted
well!
Thank
you
get
that
out
here
and
then
any
other
business
yeah.
I.
F
F
I'll,
be
honest,
like
I
am
not
a
big
enthusiast
of
billion-dollar
tax
credits,
that's
done
the
thousands
of
new
jobs
that
are
being
created
and
so
asking
economic
development.
I
know
that
our
executive
and
economic
development
were
up
at
the
announcement
in
lansing
and
I'm
sure
that
they
could
come
and
give
an
update
about
what
it
means
here.
I
think
it's
news
to
celebrate
and
I
think
has
a
potential
of
spurring
other
type
of
eevee
activity
in
this
area.
So
it's
pretty
cool
so.
B
A
A
I've
talked
to
people
the
last
few
days
in
last
week,
just
that
have
ev
vehicles
and
they're
having
problems,
especially
with
the
mustang
that
so
they
get
300
miles
to
the
gallon
or,
as
you
call
it
to
the
charge
or
what
have
you
it
in
summer,
but
in
the
winter
they're
only
getting
100
miles
because
it's
cold
right,
so
they
want
to
go
on
right,
yeah
right,
so
they're
trying
to
figure
out
like
it
wasn't
a
good
investment
for
them
to
even
get
an
ev
because
we
live
in
michigan
and
they
want
to
go
to
the
u.p
or
for
snowmobiling
or
you
know
whatever
you
know.
A
So
that's
the
talk
just
to
give
you
the
reality
and
also
the
charging.
I
was
talking
to
one
gentleman.
He
said
to
get
up
to
80
45
minutes,
but
the
last
20
percent
takes
you
four
to
five
hours
with
the
mustang.
I
don't
know
if
it's
for
all
cars
but
he's
like
he's
like
so
it's
I
got
to
do
45
minutes
for
80
and
then
I
got
to
hopefully
get
to
my
next
destination.
A
F
Good,
well,
I
mean
along
that
I
mean
this
is
a
conversation
I
mean
some
colleagues.
I
know
I've
had
the
conversation
with
with
gwen
and
at
our
try
our
tri-county
summit,
that
we
had.
We
had
trevor
paul,
who
is
the
executive
director
of
the
office
of
mobility
with
the
michigan
economic
development
corporation
and
had
some
great
site
conversations
they're
looking
for
pilot
projects,
but
the
big
question
I
kept
asking
how
many
of
these
I
mean
charging
stations.
Do
we
need
in
the
public
space?
F
How
do
we
align
our
public
assets
to
help
make
it
any
more
convenient?
We
can't
shove
them
off
to
the
most
inconvenient
place.
How
do
we
bring
them
on
here
and
happy
to
report?
There's
a
conversation
even
on
this
campus.
I
know
I
mean
commissioner
marcum
has
brought
me
pounded
this
drum
for
a
while.
F
The
question
is
not
if
it
is
when
and
how
many
is
part
of
the
process,
but
I
mean,
I
think,
actually
from
a
county
government
perspective
and
from
a
planning
perspective
you
bring
in
the
experts
to
figure
out
what
I
mean.
What
is
the
charging
capacity
that's
needed
in
the
infrastructure.
That's
necessary
and
help
facilitate
that.
The
good
thing
according
to
mr
paul
is
that
there
is
a
sizable
amount
of
resources.
The
infrastructure
bill
has
resources
in
it
and
so
figure.
How
do
we
deploy
it?
To?
I
mean
for
oakland
county
to
lead.
F
F
B
F
I'm
actually
talking
to
him
next
week,
because
we
come
back
and
probably
whether,
through
this
committee,
a
sub-committee
of
this
committee
to
kind
of
work
on
like
facilitating
that
planning
to
roll
out
and
help
guide.
I
don't
even
know
if
it
necessarily
needs
public
investment.
It's
probably
more
aligning
access
to
our
public
rights
away
in
other
places
so
that
we
could
actually
have
the
the
charging
capacity
for
people
to
get
from
point
a
to
point
b,
reliably.
E
Well,
I
have,
I
have
a
volt,
I
just
paid
it
off.
I've
been
driving
at
five
years.
What
you
say
is
true:
in
the
summer
after
I
charge
it
all
night,
I
get
my
car.
It's
got
45
miles
worth
of
electric
today
when
I
got
in
my
car,
it
had
31
miles
of
electric,
so
it,
but
I
have
a
hybrid,
so
it
kicks
over
to
gas
and
as
far
as
charging
stations
go,
you
make
a
really
great
point
about
where
they
put
them,
because,
meyer
out
by
me,
eight
mile
and
all.
E
E
Lady,
like
me,
is
not
going
to
park
there
to
go
shop
at
meijer
right
and
let
my
car
charge
so
yeah.
There's
a
lot
of
work
to
be
done.
The
other
thing
I
will
say
is
that
I
don't
know
if
I
saw
it
through
mac.
I
think
I
did
about
a
year
ago.
There
is
an
organization
through
the
state
who
has
put
together
a
plan
for
150
miles
charges
all
across
the
state.
E
C
C
Be
on
a
private
lot
somewhere,
because
you're
gonna
have
to
go
into
a
buyer.
You're
gonna
have
to
go
into
a
grocery
store.
You're
gonna
have
to
go
where
somewhere
shopping,
while
you're
doing
unless
you're
just
gonna
sit
there
with
your
book,
which
you
could
do
yeah,
but
that
all
has
to
come
into
play
and.
A
E
Up
in
up
north,
where
we
have
our
our
condo
they're
talk,
the
city
is
talking
about:
where
are
they
going
to
put
them?
And
so
the
condo
complex
is
talking
to
the
city
about
being
part
of
their
plan
and
they're
working
actually
with
consumers,
which
is
the
electric
supplier
up
there.
C
Another
thing
that
needs
to
come
into
play
is
technology
yeah,
because
right
now
you
mentioned
the
45
minutes
to
charge
for
up
to
80
by
85
85,
but
there
are
companies
working
on
fast
charges,
so
you
don't
want
to
go
out
and
spend
millions
of
dollars
putting
in
the
technology.
That's
going
to
be
updated
in
a
year
right.
B
B
C
A
I
guess
it's
just
my
side
I'll
ask
you
guys.
So
besides
tesla
are
all
the
other
charging
stations
universal
mm-hmm,
I
I
don't
know.
I
don't
have.
B
A
F
Accept
tesla,
but
I
think
that
I
mean
it's.
My
understanding,
though,
that
there
are
different
types
of
grades
of
charging
stations.
There's
a
super
high
charging,
one
that
can
charge
the
people
within
like
25
minutes.
That
is
true,
which
is
like
a
hundred
thousand
dollars,
and
then
there's
I
mean
ones
that
are
slower.
C
Yeah,
there's
even
I
mean
for
private
ones.
If
you
want
to
put
when
you're
home,
there's
multiple
different
levels
you
can
put
in,
but
also
out
there,
which
I
don't
think
it's
talked
about
enough-
is
the
electrical
infrastructure
in
the
grid,
because,
let's
say
in
your
subdivision,
everybody
put
one
in
those
garages
that
would
shut
down
the
grid.
Oh.
B
C
C
A
Yeah,
so
I
mean
it's
definitely
a
great
topic.
How
do
we
figure
out?
What's
in,
like
like
commercial
space,
we're
saying
the
demand
right?
If,
if
we,
if
we
can't,
if
they
can't
figure
out
to
have
the
full
capacity
battery
in
wintertime,
then
the
demand
in
michigan
might
not
be
as
high
as
we
want
it
to
be
correct.
E
A
E
D
So
my
comment
in
terms
of
other
business
is
related
to
yesterday's
oakland
county
cvt,
update
meeting
on
the
arpa
state
and
local
fiscal
recovery
fund,
and
there
was
a
couple
of
things
I
just
wanted
to
make
sure
got
into
the
airwaves
in
case
people
actually
do
listen
to
these.
These
youtube
meetings
was
simply
a
few
areas,
so
it
as
a
edi
committee
I
feel
like
we
really
should
be
driving
in
some
way.
D
The
conversation-
because
I
do
see
here
that
the
executive
side
of
the
county
is
focused
on
economic
development,
and
so
I
would
hate
to
for
us
to
kind
of
have
a
lagging
indicator
versus
being
a
leading
indicator
for
how
the
decisions
are
being
made
and
so
like
when
we
talk
about
economic
impacts
of
food
programs,
rent
mortgage
utility,
cash
transfers,
eviction,
prevention,
training,
assistance
for
jobs,
aid
to
tourism,
travel
or
hospitality.
Just
how
can
we
churn
ideas
and
and
be
at
the
table
versus
being
on
the
table?
D
Is
my
my
attitude
about
things
and
then
the
part
here
that
talks
about
municipalities
and
how
they
can
participate
as
well.
So
any
of
our
cvts.
If
they're
listening
would
be
able
to
piggyback
in
a
way
with
guidehouse
to
make
sure
that
the
things
that
they're
proposing
would
fall
into
the
the
proper
buckets,
and
so
in
case,
I
know
that
they
made
a
big
effort
to
contact
all
of
our
cvts.
D
I
think
it's
60
of
them
to
be
able
to
get
the
word
out.
So
I
just
want
to
you
know.
Sometimes
people
need
to
hear
it
three
and
four
five
times
to
be
motivated
and
then
our
residents
as
county
residents
who
live
in
these
cvts,
maybe
their
management
teams.
You
know
maybe
they've
heard
it-
maybe
they're
not
as
motivated,
and
this
allows
for
the
voters
in
those
communities
to
say
hey.
D
We
we
have
access
to
resources,
let's
partner
in
ways
that
we
can
and
then
the
last
thing
I
was
going
to
say
was
just
about
the
actual
infrastructure,
investment
and
jobs
act,
which
I
didn't
even
know,
that's
what
it
was
called,
but
the
I
I
ija
of
2021-
and
I
am
going
to
shout
out
president
joe
biden
on
november
15
2021,
when
the
bill
passed
in
the
senate
69
to
30
in
the
house,
2022
228
to
206,
which
is
the
largest
heart
infrastructure
piece
of
legislation
in
american
history,
and
that
also
michigan
looks
to
benefit.
D
But
it's
not
going
to
be
like
how
our
funds
were.
This
is
going
to
be
something
where
I
guess
people
would
have
to
apply
and
and
something
along
those
lines.
So
I
really
want
us
to
make
sure
that
we're
at
the
forefront
of
that
as
well
on
this
side
of
the
governmental
structure
of
the
county
and
that's
about
it.
So
I
thought
this
would
be
appropriate
time
to
speak
on
that.
Thank
you,
commissioner.
B
So
that
was
one
one
very
important
thing
with
we're
doing
the
oakland
county
cooperative
contract,
which
so
guide
house,
has
an
agreement
with
oakland
county
that
allows
all
our
local
governments
to
piggyback
on
our
guide
house
contracts
and
they
can
use
their
arpa
funds
for
that,
and
so
they
they
don't
sometimes
have
the
expertise
at
the
local
level
to
figure
out
the
culprit,
compliance
and
arpa
compliance
and
we're
we're
here
with
the
contract,
and
we
can
educate
them
and
we
want
to
leverage
the
funds
together.
So.
A
Yeah,
so
we
should
a
good
point,
so
we
should
talk
to
staff
about
sending
out
an
email
to
our
ctvs.
With
that
information
administration.
F
Well
and
too
I
mean
commissioner
charles
point,
I
think
we
can
get
our
michigan
lobbyists
to
come
in
and
actually
talk
about
these
dollars
are
coming
largely
into
the
state
to
gather
information
like
how.
How
are
these
decisions
being
made,
I
mean,
are
I
mean,
do
they
have
to
be
appropriated
by
the
state?
Do
departments
have
it
does
it?
Does
the
road
money
go
through
act,
51
normally,
and
so
that
helps
to
get
an
estimate
of
like
how
much
road
money
will
flow
into
our
local
communities
etc.
I
can
work
on
that.
D
Because
it
does
feel
like
the
cvts
are
looking
to
the
county
to
kind
of
be
the
subject
matter,
experts,
if
nothing
else,
and
so
no
time
like
the
present
to
get
to
thinking
about
these
things.
A
A
So
that's
so
we'll
just
have
to
wait
for
them
to
vote
on
it
their
next,
the
next
meeting
and
then
I'll
go
to
the
house
and
then
I'll
go
to
the
governor.
So
we're
like
the
money
will
come
directly
to
the
county
and
the
ctvs
and
then
exciting
news
for
me
is.
I
was
asked
to
moderate
a
breakout
session
at
for
workforce
development
after
covert
how
to
attract
people
at
enaco.
A
A
That's
right,
so
that's
anybody
else,
anything
else
for
other
bert
business.
A
If
I'm
not
seeing
anything,
we'll
call
adjournment
what
is
it
10
we
got
like
1990
19..
I
like
it
all
right.
