my

I'm
from
lake
orion,
and
I
this
is
actually
a
more
mild
meeting
than
some
with
all
the
gr.
But
we
do
have
the
grand
approvals,
and
I
really
would
appreciate
a
lot
more
time
with
the
data
to
be
able
to
review
things
before
they
come
to
vote.

I
do
see
the
seed
coming
back,
the
loan
fund
and
that
actually
was
voted
before,
but
it
also
seems
to
be
biased
from
a
discrimination
standpoint,
some
of
the
documentation.
So
I'm
very
concerned.
The
legislative
committee
often
is
doing
partisan
resolutions
rather
than
operational
solutions
for
our
county,
and
I
really
would
like
to
see
a
lot
less
focus
on
the
resolutions
that
are
dividing
our
county
and
a
lot
more
emphasis
on
logical,
pragmatic,
operational
programs
and
policies
and
there's
an
awful
lot
that
have
been
implemented,
their
additional
welfare
that
are
going
to
be
permanent
cost.

don't
understand,
there's
way
too
much
prioritization
on
marketing
to
say
how
good
we're
doing
and
not
enough
demonstrating
it
in
actual
policy
and
actions
that
are
for
the
best
interests
of
the
citizens
who
actually
reside
here

fact
that
we
still
have
that
airport
lease
that
was
put
through
that
I'm
very
concerned
about
given
the
environment
and
all
the
other
things.
There's
no
economical
status
to
be
able
to
say
that
lease
is
not
going
to
be
a
cost
to
the
county.

really
am
very
concerned
about
just

overall
mindset,
the
indoctrination
that
is
being
permeating
our
country,
there's
a
lot
of
young
people
that
just
don't
know
it's
not
true
and
there's
a
lot
of

history

read

history,
we'll
know
what
we're
proposing
now
in
this
day
and
age
is
exactly
what
we
tried
before
and
we
almost
went
bankrupt.
So

really
hope
that
people
start
to
seriously
look
at
the
facts,
not
just
the
narrative.

building
is
a

year
old
facility
and

the
best
practices
now
for
data
centers
require
that
the
redundancies
on
the
hva
system
shouldn't
share
any
chilled
water
lines,
valves
or
controls.

was

bid
vetted
through
the
250k
rule
through
purchasing
total
project,
cost
is

with
contingency
and
it
was,
and
as
part
of
our
plan,

plan
that
was
approved.
So
that
being
said,

kind
of

a
county
veterans
service
fund
grant
funded
through
4.2
million
dollars
from
the
legislature.

received
our
share
of
497
000
dollars
this
year
and
we
have
allocated
those
areas
and
where
we
feel
they'll
have
the
most
impact
on
veterans.

You
know
we
can
have
the
best
programs
in
the
world,
but
if
veterans
are
or
their
dependents
are
not
aware
of
it,
you
know
they're
not
going
to
come
in
and
and
take
advantage
of
those
opportunities.

So
and
we've
got
some
new
programs
that
we
want
to
make
sure
that
we
get
the
word
out
another
one
of
the
new
programs
that
we
are
going
to
be
implementing
is
a
transportation
program
which
will
allow
veterans
in
oakland
county
to
get
into
either
one
of
our
offices
at
no
charge
we're
working
with
neil
greenberg
and
smart
to
set
up
a
program
where
they'll
have
a
bus
go
to
each
of
different
regions,
pick
veterans
up,
get
them
to
our
office,
our
dependents
get
them
to
our
office,
get
them
back
to
their
home
or
wherever
they
we
picked
them
up
from
after
we,
you
know,
go
over
all
their
benefits
with
them
and
help
them
with
applications.

We're
also
going
to
continue
to
do
food
package.
Giveaway
events
we've
had
some
of
these
in
the
last
year,
utilizing
both
food
donated
by
gleaners
and
also
some
meyer
gift
cards
that
the
michigan
veterans
affairs
agency
has
been
utilizing.
We've
gotten
a
great
response
to
those,
so
we're
going
to
continue
to
do
those
we're
hoping
to
do
a
10
of
those
events
throughout
the
year.
Those
will
be
located
in
different
generally
at
a
vfw
american
legion
post
throughout
the
county,
we're
going
to
make
sure
we
rotate
them
and
hit
all
areas
of
the
county.

We've
also
got
some
money
for
temporary
emergency
housing.
So
if
a
veteran
is
temporarily
homeless,
we
can
put
them
in
a
hotel
for
up
to
five
days.
We
work
with
the
also
other
agencies
that
provide
housing
to
veterans
and
the
intent
is
to
get
them
just
temporarily
there.
While
we
work
on
a
more
permanent
solution,
we
also
are
going
to
work
on
a
veterans
hire
program
which
will
help
connect
veterans
with
employers
also
connecting
helping
veterans
owned
businesses.

the

it
was
ideas

presented
and
went
up
the

agency.

transportation

that
gets
people

works
for

transportation

program

allow

was
the

could

comply
with
that,

had
to
try
and

get
them

our
office,

help
them
apply

those

be
a
little
bit
of
a
stretch
to
start
taking
them
to
grocery
stores.

can
always

budget
amendments
up

last
quarter
of
the
year,
and
we
have
done
that
in
previous
years,

we
saw
that
certain
areas
were
not
being
utilized
and
we
switched
the
funds
like.
Last
year
we
switched

lot

the
funds
to
covet
19
emergency
assistance
after
the
second
quarter,
because
we
were
not.

had
originally
intended
to
have
a
transportation
program,
but
with
the
offices
kind
of
shut
down
and
not
doing
much
in
person,
we
were
able
to
reallocate
those
dollars
and
make
sure
that
we
use
them
for
again
for
kelvin

emergency
assistance,

the
time
was
where
we
were
seeing
the
needs.
So
we
can
go
back
to
the
michigan
veterans
affairs
agency
and
do
a
budget
amendment
and
again
that
would
have
to
go
through
the
same
process
as
this

marketing

try

people

offices

situation

to
make
sure
that
they're
connecting

we
start
up
this
transportation

the
issues

great
program

that

coming
into
veterans,
homes

trying
to
get
to

as

think
one
of
the
biggest
challenges
that
we
have
is
actually
the
awareness
that
these
programs
and
benefits

opportunities

resources
exist.

that's
that's

probably
half
the
battle
is
just
getting

touching

their

experience
working
on
marketing
advertising,

even
recently
in
downtown
birmingham

strategic
campaigns

it's
just
really
really
working
to
address

touch

those
different
veterans
and
their

at
their
maximum
potential.

is
the
orion
meyer
brownfield
project
off
I'm

road.
It's
located
at
1107,
south
lapierre
road,
two
parcels,
totaling,
seven
and
a
half
acres.
The
project
is
a
facility.
It
is
contaminated
from
a
former
kmart
service
center
that
was
on
site
starting
in
1977,
and
the
service
center
service
center
closed
in
2002.
I
I
Oh
excuse
me,
the
overall,
it's
a
27
million
dollar
project
with
100
full-time
equivalent
jobs
created
when
it's
completed
the
actual
eligible
activities
or
reimbursement
for
the
developer
is
1.249
million
dollars,
which
includes
the
vapor
barrier,
as
I
mentioned
in
the
removal
of
hoist
if
there
are
in
the
ground
and
any
other
material
associated
with
those
hoists,
there's
also
asbestos
in
the
building
and
obviously
the
demo
of
the
the
former
facility.
I
So
this
is
a
proposed
to
be
a
16-year
payback
period
in
our
brownfield
tip
table.
However,
it
does
go
a
little
bit
longer.
The
orient
township
has
about
a
cap
at
20
years,
but
hopefully
it'll
be
paid
back
in
16
years
and
go
back
on
all
the
tax
rolls.
So
with
that,
that's
my
basic
overview
I'll
be
happy
to
answer
any
questions.

end
of
that
site
right

the
service
based
out
there

1970

it's

broad

reimbursed

the
site,
so
that
would
be
cleaning
up
the
property
demolition
dealing
with
the
asbestos
getting
in
the
ground
or
removal
of
the
soil
associated
with
the
chlorinated
solvents
in
the
hoist
areas.
So
whatever
soil
needs
removed,
they
have
to
do
it
properly
and
dispose
of
it
properly
in
a
properly
designated
landfill
area,
so
that
that's
the
majority
of
the
cost.
For
that,
that's
the
eligible
activities
for
the
developer,
reimbursement.

So
I'll
give
you
a
quick
example-
and
these
are
just
rough
numbers
if
the
if
the
property
was
drawing
ten
thousand
dollars
and
after
the
myers
built
it's
it's.
A
million
dollar
tax
base,
you're
eligible
to
capture
the
9.99
million
in
capture.
Again,
that's
rough
numbers
that
doesn't
equate
to
what,
but
that
is,
captured
and
reimbursed
to
the
developer,
so
just
increase
taxable
value
of
their
project.

make
it
at
this.
This
is
the
process
and
get
it

brownfields
if
in
place
it
goes
edi,
then
it
goes
to
the
full
board.

the

hearing
and

when
it
becomes
the

resolution
of
understanding

releases

project
to

the

they
know
it's
going
for
a
brownfield.

know
they
looked
at
the
brownfield
plan,
just
as
you
are
at
the
edi
committee

fully
approve
supportive
moving
forward.

we
have
those
two
resolutions
from
this
from
our
internship.

just

fact
that
they're
going
to
get
reimbursed
their
tax,
they
pay
their
tax
bill

up

it
just
happens

be
captured,
reimbursed
to
the
developer
over

will
be
frozen,
so
they
won't
even
pay
a
certain
amount
here.
They
pay
their
full
tax
bill
and
actually
the
base
value,
so
that
whatever
was
established
at
the
base
level
still
goes
those
taxi
jurisdictions,

to
increase
value.

was
on

project

things
from
a
developer
just
reaching
out
contacting
me.
We
have
some
uscpa
grants
to
help
identify
properties
through
phase
one

phase

environmental
investigations,

we
get
them
for
a
number
of
different
places.

basically
closing
the
loop
on
the
process
that
we
began
over
a
year
ago,
so
just
to
refresh
your
memories
and
to
highlight
this
for
anybody
who
might
be
new
to
this
meeting.
This
is
for
the
oakland
county
revolving
loan
fund.
What
this
is
is
a
gaap
financing.
H
Opportunity
is
a
loan
for
small
businesses
that
can
not
normally
get
access
to
funding
from
conventional
sources,
such
as
some
of
our
banks
and
credit
unions,
so
this
allows
a
small
business
to
get
approximately
what
we're
looking
at
anywhere
from
fifty
thousand
to
two
hundred
thousand.
That's
the
range.
The
ideal
target,
though,
for
these
loans
is
the
hundred
thousand
dollars,
and
this
allows
someone,
though,
to
get
money
for
fixed
asset
loans.

So
this
it
can
include
acquisition
and
improvements
of
real
estate,
new
construction
or
renovation
of
existing
facilities,
demolition,
demolition
and
site
preparation
facility,
modernization
and
expansion,
acquisition
of
new
or
used
machinery,
equipment
and
assets,
and
working
working
capital
loans
such
as
inventory
purchases
and
operating
expenses.
So
the
bottom
line
is
this
came
about
during
the
pandemic.
This
was
a
partnership
through
the
economic
development
administration.

The
requirement
was
that
oakland
county
had
to
provide
some
funding
and
they'd
match
so
oakland
county
agreed
in
the
early
on
process
of
this.
To
put
a
thousand
excuse
me,
one
million
dollars
towards
this
program
and
the
economic
development
administration
has
put
in
three
million
dollars
of
match,
and
this
was
to
assist
our
businesses
that
were
negatively
affected
and
adversely
affected
through
covid
and
subsequently
afterwards.

So
this
is
going
to
target
it's
it's
available
to
all
these
small
businesses,
but
we're
also
hoping
that
we
can
really
market
this
and
get
this
access
to
people
in
some
of
our
distressed
target
areas.
You
know
hoping
that
our
women
owned
our
minority
owned
our
veteran-owned
businesses,
especially,
will
take
advantage
of
this
program.
Just
to
refresh
your
memory
too.
On
this
we
have
different
loan
programs
that
are
available
through
the
economic
development
department.

So,
right
now
we
have
a
seed
lending
program
and
that's
a
micro
loan
that
goes
up
to
50
000.
On
the
other
end
of
the
spectrum,
we
have
the
oakland
county
business
finance
corporation.
That
offers
the
sba
504
loan
program-
that's
usually
150
000
up
to
13
million,
so
the
revolving
loan
fund
was
really
to
address
that
gap
in
financing
for
that
50
000
to
200
000
range
that
we
were
seeing.
Small
businesses
have
a
difficult
time
getting
access
to
that
money.
So
we
brought
this
back
in
may
of
2020..

So
then
we
received
notice
in
october
2020
of
this
award
from
the
economic
development
administration.
We
came
in
front
of
the
board
on
november
2020
with
miscellaneous
resolution,
two
zero
five,
seven
seven
to
approve
the
preliminary
acceptance
of
this,
and
then
we
received
the
formal
approval
from
the
eda
in
2021.

So
I
think
everything
that
you
covered
was
spot
on.
I
would
add
that
we
learned
following
the
the
may
2021
resolution
that
we
completed
here
with
the
board
of
commissioners
that
the
eda
and
an
internal
process
did
finally
approve
the
revolving
loan
fund
administrative
plan
that
we
had
already
approved
here
at
oakland
county,
and
so
this
is
part
of
that
part
of
that
process.
As
ingrid
mentioned
us
again,
reaffirming
our
acceptance
of
that
plan
and
moving
forward.

things
one:
if
I'm
reading
the
resolution
right
this
sunsets
in
2024,
so
the
the
the
revolutions
of
the
fund
end
after
three
years
or
this
fund
is
a
true
revolving
funding,
will
last
in
perpetuity.

intended
to
be
an
evergreen
fund.
If
you
will
program,
interest
and
income
are
meant
to
drive,
program,
maintenance
and

continue
to
carry
the
administrative
costs
of
the
program.
So
oakland
county
did
agree
to

first
two
years
of
operation,
and
the
goal
is
that
the
fund
would
continue
in
perpetuity,
as
is
the
revolving
loan
fund
model.

we

our
small
businesses

oakland
county
and
the
seed
program
is
one
of
them.

only
question

this
case

000

administration
costs.

you
expand
on
that
cost?
It
seems
a
little
high
to
me.

for
the
million
dollars.

so
so
the
trouble
we
had
naturally
was
that
we
couldn't
use
any
of
the
working
capital
for
the
fund
to
provide
for
administrative
oversight.

Individual
who's
focused
on
driving
activity
for
the
fund,
they'll
have
somebody
who's,
providing
administrative
oversight
for
the
fund,
and
I
believe
they'll
also
have
a
ptne
focused
on
driving
activity
for
the
fun.
So
that
was
really
it
was
personnel.
It
was
software
costs
and
any
other
administrative
costs,
including
promotional
activity
for
the
fund.

for
purposes
of
our
application,
we've
really,
you
know
we
really
define
small
business
as
under
500
employees.
Of
course,
this
is
something
that
that
we
are
actually
going
to
be
actively
working
on.
Part
of
the
plan
for
the
revolving
loan
fund
is
to
put
in
place
a
loan
advisory
committee
and
that
loan
advisory
committee
will
be
made
up
of
individuals
from
the
banking
community.

be
made
up
of
attorneys,
and
certainly
business
owners
and
folks
that
operate
businesses
inside
of
oakland
county
and
the
goal
is
to
have
those
individuals
not
only
inform
you
know
how
we
define
businesses
and
how
we
work
to
to
reach
those
businesses,
but
help
us
determine
what
the
application
process
will
be
and
how
we
can
create
a
smooth,
transparent
processes
for
businesses
that
are
interested.

also
like

just
add
to

thing

is
in
terms
of
that
small
business

getting
the
word
out
is.
We
are
also
concurrently
working
on
the
business
navigator
program,
where
we're
going
to
have
small
business
assistance,
counselors
navigators

going

be
out
in
some
of
our
underserved
communities,
but
also
accessible
they're
throughout
the
county,

they're
accessible
and
more
available
to
all
of
our
different
communities
and
small
businesses.

are

they

to
me
a
lot

grants

the

citizens
object

showed

brand

level

no
positive
quality
improvement
with
that
change.

never
any
alley.

anything

that

people

even
aware

cause
our
entire
system
to
be
increasingly
socialized

the
reality

because
we

not
have
socialized
medicine,

differentiator

people
in
other
countries

have
the
means

come

our
country

medical

time
regularly
people
from
canada
when
they

allowed
to
cross
the
border
regularly
came
to
our
hospitals
for
treatments
medically?
Here
I
have
friends
who
are
from
canada
and
hate
the
system.

canadian
health
minister,
before
we
created
the
affordable
care
act,
which
was
never
more
affordable
for
the
people.
It
was
more
affordable
for
a
lot
of
the
global
corporations
who
reduced
and
eliminated
insurance
for
their
employees,
and
I
not
only
have
been
one,
but
I
also
know
others
that
retired
had
fully
paid
health
insurance
and
all
of
a
sudden
after
their
past
cobra.
Oh,
we
won't
do
that
anymore.

changed
our
policy
and
there's
no
protection,
so
it's
really
problematic
when
you're
looking
at
things
and
I
brought
to
a
different
media,
show
and
tell
basically
of
a
medical
bill
that
it
was
received
and
despite
the
fact
that
it
was
simply
for
swollen
knee,
there
were
additional
charges
that
were
denied
by
blue
cross.

Almost
eight
thousand
dollars
was
worth,
as
I
recall
that
were
billed,
but
were
not
legitimate.
There
was
no
need
for
a
depression
diagnostic,
which
was
actually
built
for
two
different
codes.
Even
though
there
was
no
depression
requested,
it
was
a
swollen
knee.
There
was
another
billing
that
was
just
the
the
blue
cross
actually
said
this
type.
This
doesn't
even
exist.
This
test
doesn't
even
exist.
It's
not
even
a
valid,
go
ahead
and
wrap
up
your.

So
I'm
very
concerned
if
we
let
the
government
control,
like
we
used
to
in
the
70s
our
medical
systems
instead
of
the
insurance
companies
who
are
currently
managing
our
medicare
programs
and
have
some
oversight
over
it
and
have
actually
improved

quality
of
our
systems
dramatically
over
the
years.
So
I
really
don't
want
to
see
us
go
backwards
and
I
think
this
would
be
a
drastic
move
backwards
for
100
percent
of
the
people
in
the
state.
