A
The
most
moved
by
commissioner
markham
second
by
commissioner
wiper,
all
in
favor,
say
aye
aye
aye
opposed
eyes.
Have
it
approval
of
the
agenda.
Need
a
motion
move
by
commissioner,
charles
executive
commissioner
spizz
all
in
favor,
say:
aye
aye,
all
favors
are
all
opposed,
saying
all
right.
I
have
it
now.
We
have
public
comment.
Anybody
from
the
public
interesting
up.
We
have
one
public
comment
here:
give
you
three
minutes
for
public
comment?
Okay,
please!
Yes,
please.
A
D
Very
good,
thank
you.
My
name
is
catherine
kennedy,
I'm
from
lakorian,
and
I
would
like
to
request
that
you
submit
the
agendas
more
promptly
to
the
citizens
to
be
able
to
actually
participate
and
view
again.
We
have
a
version
two
for
this
particular
meeting
that
was
updated
at
12
20
yesterday,
so
it
doesn't
even
fit
the
minimum
18-hour
requirement
under
the
meetings
act.
This
board
I've
seen
this
happen
repeatedly.
D
So
this
is
the
thing.
I
would
really
respectfully
request
that
you
start
to
propagate
the
documents.
Further
in
advance
have
actual
data
out
there
published
even
the
hearings,
the
budget
hearings
for
later
today.
I
don't
see
any
attachments
to
where
you
can
view
the
data,
and
that's
just
for
today.
So,
there's
a
lot
of
issues
that
I
I
think
really
come
down
to
open
with
the
public.
The
public
deserves
to
know
how
the
money
is
being
spent.
They
deserve
to
know
things,
and
I
actually
am
concerned
with
the
lease
that's
on
this
particular
agenda.
D
It
might
be
a
standard
operating
lease,
I'm
not
sure,
but
I
I
don't
understand
how
it
can't
be
part
of
a
budget
process
when,
because
there's
no
revenue
so
because
we're
not
charging
them
any
revenue,
even
though
we're
liable
for
all
the
operational
expenses
we're
liable
for
modifications,
cleanups
we're
liable
for
entire
operations,
we're
liable
to
give
them
one
of
our
officers.
I
think
for
that
or
pay
for
one
of
theirs.
D
I'm
not
totally
clear
based
on
the
verbiage
in
the
lease,
but
it
looks
like
we
have
to
pay
for
all
the
services
for
security,
all
services
for
surveillance,
all
the
heat,
all
the
utilities,
even
chill
drinking
water,
it's
our
responsibility.
Yet
there
is
no
number
that
the
county
is
paying
that's
disclosed
to
the
public.
It's
just
said
that
it
doesn't
need
to
go
to
a
budget
because
we
already
have
it
buried
in
there.
D
Okay,
thank
you
very
much,
so
I
would
really
appreciate
it
if
you
could
pay
more
attention
to
what
the
citizens
are
trying
to
tell
you,
there's
been
a
lot
of
issues
where
they're
trying
to
eliminate
public
comment
or
manipulate
where
it's
appearing
to
eliminate
the
voice
of
the
people,
but
that
is
a
serious
constitutional
violation.
We
need
to
have
free
speech
for
everyone
and
we
need
to
be
able
to
look
at
all
views
and
develop
consensus
and
be
open
and
transparent
which
what's
really
going
on
within
our
county.
Thank
you
very
much.
A
Thank
you,
ms
kennedy.
We
appreciate
you
coming
to
the
committee
and
voicing
your
concerns.
We're
welcome.
Thank
you
all
right.
Any
other
public
comment,
any
other
public
comment
seeing
none
here
or
none
we'll
call
public
comment
closed
and
now
there's
no
communications
and
we'll
start
at
the
regular
agenda.
We
have
a
first
agenda
item
central
service
aviation
division,
airport
land,
lease
assign,
excuse
me
assignment
and
consent
to
assignment
between
ejb
dash,
oc,
comma
llcn,
bh1-oc,
comma
llc.
E
Good
morning,
cheryl
busch
manager
of
aviation,
this
lease
this
morning
is
really
an
assignment
and
a
consent
to
assignment
between
the
same
parties,
so
they
have
created
a
new
entity
to
hold
this
lease
you'll.
Remember
that
we
entered
into
it
back
in
february,
with
ejb
oc
and
now
they're
just
requesting
to
move
it
into
a
separate
entity.
So
there's
no
change
in
terms
there's
no
impact
to
the
budget,
it's
very
clean
and
straightforward
that
bh1-oc
will
be
accepting
all
responsibilities
at
least
going
forward.
F
A
Any
other
discussion,
commissioner,
charles.
G
Yes,
thank
you.
Thank
you,
miss
bush
for
the
heads
up
here.
I
guess
perhaps
it's
mine
being
novice
a
little
bit,
but
it
is
interesting
that
we're
they're
changing
their
their
name,
or
at
least
you
know,
people
can
change
business
dbas
and
things
like
that
is
this
something
you've
seen
happen
before.
G
Is
it
something
that
would
rise
to
the
level
of
anything
to
be
concerned
about,
and
I'm
not
going
to
hate
on
companies
that
choose
to
use
only
letters
and
not
like
names,
because
this
looks
so
arbitrary
and
I
mean:
are
we
even
even
able
to
to
vet
these
people
by
doing
a
google
search?
I'm
just
curious,
it
just
seems
a
little
in
ananimonized
a
little
bit.
E
It
is
actually
fairly
standard
and
they
had
requested
at
the
final
hour
as
we
were
entering
in
the
lease
to
change
the
name,
and
it
was
really
too
far
along
in
the
approval
process.
We
asked
them
to
come
back
and
make
that
change
down.
The
road
ejb
has
several
land
leases
with
us
at
the
airport,
and
I
think
this
is
just
ease
for
their
record
keeping.
This
property
was
formerly
referred
to
as
the
becker
hanger,
and
so
they
are
moving
it
into
a
name.
E
A
A
E
E
So
the
any
cost
related
to
our
overhead
to
support
the
customs
and
border
patrol
is
all
paid
by
those
folks
that
are
using
those
services
here
at
the
airport,
it
is
a
part
of
the
airport
fund,
the
airport
is
funded
through
the
airport
fund,
and
so
it's
segregated
from
the
general
fund
over
the
past
four
years.
I
just
did
a
recent
review
of
revenues
versus
expenses
and
we
are
really
at
a
break
even
slight
slight
profit
based
on
expenses
offset
by
revenues
other
than
last
year.
E
We
did
take
a
little
bit
of
a
hiccup
because
of
covid
related
issues
and
with
the
amount
of
travel
between
international
travel.
Our
revenues
were
down
somewhat,
but
that
was
offset
by
the
grant
that
we
received
for
the
corona
virus
dollars
that
came
in.
So
all
expenses
are
paid
by
those
that
are
using
those
services.
H
I
just
have
one
question:
you
answered
my
question
about
why
it
we
don't
pay
for
the
border
patrol
who
pays
and
that's
the
users
of
the
border
patrol,
but
my
other
question
is:
why
do
we
do
this
every
year,
if
it's
nine
more
years,
why
do
you
have
to
come
to
us
every
year
for
this.
E
H
E
Yes,
I
you
know
the
it's
a
very
standard
form,
but
corporation
council
does
review
the
the
form,
so
lisa
cavaluna
had
an
opportunity
to
review
and
and
recommend
that
we
proceed.
Okay,
thank.
F
F
Business
we're
right
we're
in
them
not
not
not
too
subsidized
too
much,
but
it's
you
saw
over
four
years
been
favorability.
E
Yes,
less
than
50
000
in
the
last
the
previous
four
years,
and
I
I
didn't
go
back
any
further
than
2017..
E
F
F
E
Right
the
terminal
is
here:
this
is
the
the
purpose
of
the
terminal
is
to
be
able
to
serve
the
flying
public,
and
this
this
space
was
designed
to
accommodate
that
a
us
customs
and
border
patrol
which
generates
revenue
in
terms
of
just
activity
on
the
airport.
We
collect
landing
fees,
we
sell
fuel,
we
have
other
benefits
for
attracting
international
travel
to
come
into
oakland
county
international
airport,
so
I'm
looking
at
is
just
pure
revenue
and
expenditures
based
on
this
land
lease
or
this
office
lease
and
the
services
that
we
provide.
A
A
Next
agenda
item:
we
have
miscellaneous
resolution
number
21303
board
of
commissioners.
Oh
I'm
sorry!
I
passed
over
one.
Let
me
back
up
next
agenda
items,
facilities,
management
and
health
division,
lease
agreement
for
harm
reduction
program.
I
need
a
motion
moved
by
commissioner
charles
seconded
by
commissioner
spitz
good
morning.
Hi.
C
I
Okay,
awesome
state
of
michigan
granted
the
health
division,
a
two-year
grant
to
help
combat
opioid
epidemic
and
the
hep
c
crisis
in
our
community.
I
And
then
we
went
back
to
the
state
to
talk
about
space
leasing,
space
to
provide
services
to
the
community,
and
so
we
got
jody
involved
and
she's
been
helping
and
paul's
been
helping,
and
we
found
a
facility
at
148
north
saginaw
in
downtown
pontiac,
for
the
storefront
we'll
be
able
to
provide
services
such
as
linking
folks
to
substance,
use,
treatment
and
care.
We're
going
to
be
doing
testing
for
hepatitis
c
hiv,
providing
immunizations,
doing
harm
reduction
and
providing
clean
syringes
and
works
for
individuals
who
are
injecting
out
of
that
facility.
C
And
so
we
prepared
a
standardly
our
stand,
one
of
our
standard
leases,
it's
before
you
today,
it's
initially
for
two
year
term,
with
three
one
year
renewals
and
during
the
renewal
periods
we
can
terminate
if
for
some
reason
on
90
days
notice,
so
and
the
landlord
pays
for
taxes
and
maintenance
and
insurance
and
we
pay
for
utilities.
So
it's
pretty
standard.
G
Yes,
thank
you.
Some
of
the
names
are
familiar,
but
honestly,
I
don't
know
necessarily
what
you
guys
do
per
se.
So
if
jennifer
and
kate
could
just
tell
me
your
role
with
this
with
the
county.
G
A
B
A
J
J
Good
morning,
thank
you,
mr
chair.
What
you
have
in
front
of
you
today
is
a
resolution
to
assign
two
million
dollars
of
the
arp
money
towards
infrastructure
projects,
and
what
I'm
looking
to
do
here
is
create
what
I'm
going
to
call
seed
money
for
all
the
communities
within
oakland
county
to
start
planning.
J
If
the
infrastructure
bill
comes
from
washington
or
if
additional
arp
monies
get
set
aside
for
infrastructure
project,
water,
sewer,
etc,
that
meet
the
requirements
of
course,
therapy
that
the
community
can
actually
start
talking
actually
past
start
talking,
a
lot
of
communities
are
actually
talking
now.
I
know
I've
heard
from
multiple
communities
that
they
have
this
project,
that
project,
but
nobody's
actually
really
sat
down
at
a
table
with
engineers
and
designers
and
said
okay.
This
is
what
we
need
to
actually
make
this
happen.
J
Ultimate
goal
is
to
get
some
of
these
shovel
ready,
so
when
monies
are
available,
they're
ready-
and
if
many
of
you
remember
back
in
the
day
when
additional
money
came
forth
from
other
from
washington
before
you
had
to
have
a
shovel
ready
project
and
if
you're
not
ready,
you
didn't
get
that
money.
So
I'd
hate
to
see
us
miss
out
on
some
of
these
projects
that
I
know
our
communities
need,
especially
in
the
water
and
sewer
area.
J
We
have
you
know
some
aging
systems
around
the
entire
county.
Some
of
them
are
still
using
wood.
Some
are
over
100
years
old.
Some
have
lead
right.
So
how
do
we
get?
The
communities
actually
start
talking
outside
the
community
if
it
crosses
communities,
because
I
know
there
are
projects
that
do
that
or
within
their
own
communities.
Let's
sit
down
at
the
table,
get
some
designs
going
so
that
we
get
these
projects
ready.
So
what
I'm
proposing
is
a
matching
grant
program,
because
I
want
to
have
those
communities
to
have
some
skin
in
the
game.
J
A
Any
discussion
we
got
heavy
on
the
mr
ward.
K
Thank
you,
I'm
going
to
ask
for
an
office
back
over
here,
though
I'm
going
to
spend
over
here.
I
just
want
to
indicate
our
appreciation
to
commissioner
space.
This
is
a
proposal
we're
happy
to
support,
there's
some
clarifying
language
that
we're
gonna
work
on.
If
you
move
this
to
the
floor,
just
to
address
some
issues
that
guide
house
brought
up,
but
we
are,
we
are
definitely
supportive
of
this
proposal.
A
All
right,
commissioner,
cavall,
followed
up
by
commissioner
markham.
L
Yeah,
thank
you.
This
is,
if
I
remember
right
from
reading
it
before
this
is
a
signing
money
or
set
aside
yeah
it's
setting
aside.
It's
not
deploying
it
correct.
J
Okay,
right
there'll,
be
more
we'll
have
to
do
a
little
bit
more
work
to
put
that
in
place.
Okay,
you
know,
put
a
subcommittee
together,
sure
that
says:
okay,
when
all
the
communities
can
request
the
grant,
so
deploying
is
one
step
farther
after
this.
This
is
just
assigning
the
funds.
This
is
okay.
Now
we
can
take
the
next
step.
L
I've
been
here
in
from
in
the
18th
district,
so
two
parts
and
thanks
for
the
not
the
bullet
thing,
because
in
the
18th
district,
everyone's
got
lead
in
their
water
or
lead
in
the
pipes.
So
one
of
the
most
like
egregious
examples
of
that
is
royal
oak
township,
not
really
local
royal
township,
the
city
with
almost
50
poverty
rate,
who
we're
in
the
midst
of
working
with
the
water
resource,
commissioner
and
the
resolution's
been
submitted
and
is
under
review,
and
all
that
and
should
come
before
us
on
august.
L
25Th
is
for
four
hundred
thousand
dollars
using
arpa
money,
because
royal
oak
township
got
a
three
million
dollar
loan.
That
is
forgivable
because
that's
some
sort
of
legalese
with
art,
but
it
can't
be
a
grant,
is
alone.
So
there's
a
loan
from
the
state
for
three
million
dollars
to
do
lead
line
replacement,
but
royal
oak
township
needs
3.4
million
dollars
to
actually
activate
the
program
and
administer
and
run
it.
But
they
don't
have
that
extra
400
000,
because
their
budget
for
a
whole
year
is
638
and
it's
a
fifty
percent
poverty
rate
district.
L
L
J
J
L
Here's
another
question
in
hazel
park:
I
was
just
at
city
council
last
night
talking
to
them
and
they
said,
there's
a
big
difference
between
entitlement
communities
and
non-entitlement
communities
in
terms
of
what
they
got
in
arpa
money.
So
I
don't
know
what
you
think
about
this,
but
I
mean.
Could
there
be
more
conversations
about
kind
of?
I
guess
you
don't
call
it
an
ally.
It's
like
an
amendment.
L
Maybe
make
an
amendment,
I
don't
know
what
everyone
else
thinks,
but
perhaps
we
could
discuss
it
briefly
here
if
the
chair
is
willing
of
adding
to
this
fund
just
to
set
aside
money
to
then
think
on
later
about
how
entitlement
communities
could
access
this,
because,
as
I'm
sure
we
all
know
from
our
cities,
it
started
out
everyone
thinking.
Arpa
was
going
to
be
this
great
godsend
once
in
a
generation
of
money
to
do
amazing
things
and
then,
when
a
lot
of
communities
got
their
money
city
of
royal
oak
aside,
they
went.
L
L
J
L
J
L
J
H
Are
you
done?
Yes?
Thank
you,
okay,
thank
you.
I'm
in
support
of
this.
This
is
very
much
like
the
lrip
program.
As
I
am.
As
I
understand
it,
there
will
be
two
million
dollars
set
aside.
Every
community
has
an
opportunity
to
potentially
put
one
project
forward.
Hopefully
it
is
a
shovel
ready
project.
A
lot
of
communities
have
probably
things
in
mind
and
they
can
quickly
put
it
into
some
sort
of
form.
That
makes
some
sense,
so
I
am
in
in
support
of
of
doing
this.
H
H
J
H
F
To
follow,
I
think
you
got
a
little
bit
ahead
of
it
because
it
this
is
to
do
planning
and
engineering
things
like
that.
You
were
talking
about
400
thousand
dollars
to
complete
the
project
right,
so
you
gotta,
you
got
ahead
of
it.
I
mean
two
million
dollars.
Two
million
dollars
isn't
across
the
county
is
not
that
big
we're
talking
about
getting
stuff
shelved
already
do
the
pacer
pacer
studies,
the
gis,
the
master
plans
where
you
can
then
apply
for
the
the
money
you
need.
C
G
L
G
F
H
G
Well,
I
think
my
comments
are
are
geared
toward
the
work
groups
and
a
little
confusion
that
I'm
having,
and
so
this
comment
is
also
going
to
be
relative
to
five
as
well,
which
is,
did
I
go
to
sleep
and
we
decided
to
do
stuff
with
the
money
and
because
then
I've
got
stuff
that
I
want
to.
You
know
bring
before
before
this
body.
G
So
if
you
could
clarify
that
and
then
seeing
that
it
says
cvts,
mr
commissioner
spez
immediately,
I
think
of
commissioner
mcgill
livery,
who
is
the
the
lead
co-lead
of
the
cvt
work
group
space.
So
I
was
just
curious
if
this
has
been
talked
about
with
that
that
body
at
all.
As
far
as
you're
aware.
J
G
G
Thank
you.
I
appreciate
that
totally
in
support
of
it
we'll
talk
offline
about
how
you
were
able
to
get
it
here
today
for
us
on
the
agenda
so
that
I
can
too
and
then,
if
we
like,
I
said
I'll,
probably
vote
in
support
of
it,
but
I
really
want
to
make
sure
that
commissioner
mcgilvary's
got
a
lisa
heads
up,
because
this
could
be
right
at
his
wheelhouse
and
again
we're
cooperative
here.
So
thank
you.
H
Yeah,
I
just
want
to
make
clear
that,
with
this
big
pot
of
arp
money
that
we're
trying
to
figure
out
how
to
spend
it,
the
work
groups
are
going
to
happen
and
they're
very
important
as
to
helping
us
prioritize.
What
that
is
what
I
don't
want
to
see
happen
is
individual
projects
coming
here
that
haven't,
you
know,
been
part
of
an
overall.
This
is
the
strategy
we're
moving
forward
on.
So
that's
why
I
like
what
commissioner
spitz
has
done,
because
that
kind
of
kicks
off
here's
a
pot
of
gold.
H
A
A
You
know
I
don't
want
to
deter
any
commissioner
away
from
having
any
ideas
that
they
just
came
up
or
they
heard
at
a
meeting
or
what
have
you
or
like
say
a
sim
cod
meeting
or
whatever
you
know,
so
we
definitely
want
to
keep
the
open
dialogue
on
all.
You
know
ideas,
because
this
is
new
to
everybody
across
the
country.
A
We
have
a
special
guest
here.
Thanks.
K
Again,
sorry
for
coming
up
twice
one
of
the
things
I
do
want
to
frame
this
at
because
conversation
has
been
ongoing
between
commissioner
spitz
and
the
executive
is.
This
was
really
brought
up
during
that
whole
acute
discussion
of
spending
dollars
on
a
you
know,
short-term
basis
to
deal
with
immediate
needs.
K
Anybody
who's
been
in
local
government
knows,
there's
a
whole
lot
of
work.
You
have
to
do
in
order
to
really
be
ready
to
be
eligible
to
pull
down
dollars
like
that.
You
know
these,
whether
it's
shovel,
ready,
ready
or
shovel
worthy.
You
know,
there's
a
lot
of
preliminary
engineering
work
and
planning
work
that
has
to
be
done
to
get
on
the
list
of
eligible
projects.
So
that's
really
why
the
administration
was
happy
to
support
this.
L
Just
it
seems
worth
adding
that
to
commissioner
charles
I
like
what
you
said
about
the
work
groups,
because
I
love
the
idea
of
sharing.
My
google
drive
folder
with
you,
commissioner,
miller
of
all
the
ideas
and
mrs
we
got
in
draft
form
that
aren't
fully
baked
out
yet
insane
yeah
arp
money.
I
got
100
million
dollars
worth
of
ideas
for
the
18th
district.
L
Let's
do
it
so
I'm
down
I'm
super
down,
but
I
also
understand
what
commissioner
mark
I'm
saying
that
this
one
and
like
what
you
said
chris
kind
of
got
in
before
the
cut
off
or
whatever,
because
I
I
appreciate
that
if
we
are
going
to
do
a
work
group,
we
should
all
come
together
with
here's
our
six
ideas
for
infrastructure.
Here's
our
five
ideas
for
child
care:
here's
our
six
ideas
for
seniors
or
whatever-
and
I
I
see
the
value
in
that
too.
H
H
Yeah
and
then
you
know
so
that
would
be
potentially
a
project
that
could
come
through
this
pot
of
money
because
we're
talking
appropriate
acute
and
you
know,
depending
on.
E
H
J
D
H
Need
another
one
of
these
down
the
road
for
other
projects,
but
this
is
the
first
one,
but
so
if
you
had
a
fifty
thousand
dollar
water
project
and
could
get
the
match
that
could
flow
through
this
right,
commerce,
township
and
all
of
their
failing
septic
systems,
same
sort
of
thing:
okay,
gotcha!
Thank
you.
I'm
sorry.
C
L
A
A
K
Did
bring
it
up
to
their
attention
after
some
feedback
and
didn't
receive
any
negative
feedback
at
this
point,
but
you
know
there's
some
of
these
systems
that
are
operated
by
the
water
resources.
Commissioner,
some
of
them
are
operated
by
the
local
governments,
so
the
devil
will
be
in
the
details
of
the
appropriation
phase
of
this.
You
know,
there's
quite
a
bit
of
work
that
will
have
to
be
done
to
determine
who's
going
to
administer
this
program.
What
are
the
basis
of
dispersing
the
money?
What
are
the
eligible
expenses,
etc?
Yeah.
A
J
J
A
All
right,
I
appreciate
that,
and
now
is.
A
Is
this
is
what's
the
checks
and
balances
on
this
like
so
we
give
them
the
we
give
the
community
the
money
that
say
they
already
they've
done
this
already
right
and
they're
just
waiting
to
get
that
matching
or
is
it?
What
is
it
going
to
be?
Well,
we
try
to
do.
It
doesn't
make
sense
like
how
we're
going
to
make
sure
we
spend
this
money.
You
know
yes,
why
is
it
because
I'm
all
I'm
all
being
good
steward
of
money,
but
I'm
also
all
about
infrastructure.
A
J
A
I
appreciate
that
the
other
one
concern
I
have
with
the
line
in
the
summary
excuse
me
is
it's
the
this
for
in
the
first
sentence,
the
the
end
where
it
says
and
other
professional
services
pertaining
to
ctv
water
and
sewer
infrastructure
projects.
A
I
just
want
to
make
sure
that
that
doesn't
go
to
construction
of
it.
Other
service
professional
services
could
be
very
wide,
broadly
wide,
where
they
get
say
a
million
dollars
from
us,
hypothetically
and
now
sudden
they're
building
the
thing
you
know
and
also,
and
then
here
comes
infrastructure
package,
and
we
got
money
for
that
and
now
we're
kind
of
hosed
on.
We
gave
this
community
all
this
money,
they're
done,
and
now
we
can't
even
use
we're
left
out.
A
A
J
A
Right
so
I
just
if
we
can,
I
don't
know
if
we
can
have
a
clarify.
A
A
J
A
No,
I
understand
that
I
just
want
to
make
sure
we're
being
good
stewards
that
we're
not
just
giving
it
to
a
say,
a
ctv
that
has
their
neighbor.
That's
doing
it
right
and
who
knows
you
know
what
I
mean
I
mean
we
know
this
stuff
happens
and
I'm
not
trying
to
beat
the
dead
horse
here,
but
I
want
to
make
sure
that
we're
protecting
you
know
our
best
interests
yeah.
H
The
albert
program
is
set
up
with
all
of
that
in
mind,
there's
oversight
and
rights.
You
know,
so
I
would
hope
that
this
program
would
be
pretty
much
a
mirror
of
that.
Yes,.
C
L
Well,
this
made
me
think
of
one
more
question.
I've
talked
with
a
couple
of
our
city
managers,
one
of
which
was
in
ferndale,
and
he
said:
they're
y'all
talking
smack.
No,
yes,
so
the
city
manager
of
ferndale
said
they
spend
two
hundred
thousand
dollars
to
a
million
dollars
a
year
on
just
water
planning
and
infrastructure
planning,
and
then
so.
This
could
be
a
question.
L
K
No,
I
mean
one
of
the
one
of
the
issues
with
arp
is
that
we
cannot
pay
for
things
that
we're
committed
to
before
I
think
march.
First,
whenever
the
bill
passed.
Okay
so
and
that
wouldn't
be
revenue
replacement,
because
it's
sort
of
an
expenditure
replacement.
K
G
A
A
Right-
and
this
is
going
to
be
on
the
regular
agenda,
we're
saying
is
that
to
add
the
amendments?
Yes,
okay,
thank
you.
So
now
we
have.
The
next
agenda
item
is
miscellaneous
resolution
number
21,
326
board
of
commissioners
assignment
of
american
rescue
plan
act;
local
fiscal
recovery
funds
for
matching
grant
program
to
develop
skate
parks
throughout
oakland
county
need.
A
motion
move
by
movement,
commissioner
miller.
C
A
Yes,
so
this
is
is
a
idea
that
I
had
for
skate
parks
around
the
county
for
underserved
communities.
As
you
see,
the
tony
hawk
foundation
skate
park.
Project
foundation
does
matching
grants.
They're
not
saying
they'll
all
be
part
of
that,
but
that
would
be
the
idea
for
underserved
communities
and
that's
not
just
saying
just
you
know
the
pontiac
there's
one
pontiac
that
I
have
an
idea,
there's
already
starting
one
in
that
underserved
community.
A
The
idea
is
to
get
the
community
to
build,
be
part
of
the
skate
park
to
build
it
and
to
have
some
kind
of
recreational
where
normal
there's
nothing
there
where
they,
you
know.
Typically
people
just
get
in
trouble
right
because
there's
nothing
there
for
them
to
do
having
a
skate
park
being
involved,
we're
finding
more
youth
and
more
we'll
say,
girls
or
younger
women
are
getting
involved
at
more
numbers
than
we've
ever
seen.
I
used
to
skate
in
the
skate
industry,
which
is
amazing.
A
You
know
I
love
it,
see
it
all
over
the
place
in
my
town,
all
over
the
town.
So
that's
the
idea
for
this.
I
am
going
to
not
call
a
vote
on
this
today,
we're
going
to
wait
to
get
more
information
from
guide
house,
because
I
have
a
few
things
they
want
to
run
through.
So
I
want
to
make
sure
I
give
them
the
due
diligence
to
go
through
that
because,
like
I
said,
we
want
to
be
good
stewards
of
our
money
and
make
sure
we're
doing
the
right
thing.
A
I
will
say
that
the
tony
hawk
foundation
trevor
he's
here
from
tony
hawk,
not
here,
but
in
michigan
right
he's,
they're
really
excited
about
this.
If
we
do
this,
they
look
they've
been
talking
to
different
underserved
communities
that
have
are
willing
to
do
this.
They
just
don't
know
how
right
and
also
we
might
if
it
comes
to
the
parks.
If
the
parks
want
to
do
one
of
our
parks,
we
might
do
a
matching
grant
with
them
right.
So
we
don't.
We
want
to
leave
it
open,
not
just
to
the
tony
hawk
foundation
right.
A
That's
that's
the
the
idea
of
it
how
it
started,
because
there's
matching
grants
and
underserved
communities,
but
we
want
to
make
sure
that
we
give
the
parks
and
recs
an
opportunity
to
give
that
if
they
want
to
do
that
in
their
parks.
Right,
because
we
see,
like
I
said,
more,
youth
are
going
towards
outside
recreational,
especially
since
covid
right,
because
it
could
be
a
skatepark
slash.
You
know
bike
park.
It
depends
on
what
we
design
right.
There'll
be
design
team,
so
yeah.
G
So
if
I'm
not
mistaken
tracy,
I'm
sorry,
I
think
this
is
true.
K
You
I
want
to
certainly
appreciate
we
had
a
good
conversation
before
the
meeting
commissioner
chairman
miller
and
myself.
I
appreciate
the
willingness
to
continue
the
conversation.
We
do
have
some
issues
that
we
need
to
work
through
in
terms
of
the
details
of
this
proposal
and
issues
that
guide
house
brought
to
our
attention.
K
We
don't
want
to
move
forward
in
a
one-off
proposal,
perspective
and
kind
of
speaking
to
what
commissioner
charles
said,
you
know
a
larger
picture
of
how
we
want
to
expend
funds
in
that
chronic
long-term
investment
category,
so
just
want
to
again
appreciate
your
willingness
not
to
move
forward
on
this
today
and
for
us
to
continue
that
conversation.
G
Seeing
that
we're
still
on
this
item,
mr
commissioner
covella,
you
have
something.
L
Yeah
well,
one
funny
like
I
guess,
anecdote
you
can
use
at
your
next
like
party
when
there's
like
a
loan.
The
conversation
tony
hawk
apparently
moved
to
woodbridge
a
few
years
ago,
the
woodbridge
neighborhood
of
detroit.
So
that's
kind
of
funny
and
then
more
to
the
point,
though
I
looked
at
this
and
thought
I
don't
I've
never
been
a
skater
and
never
understood
the
value
of
it.
But
my
wife,
my
wife,
is
a
counselor
at
berkeley,
high
school
and
she
runs
the
alt-ed
program.
L
L
All
hang
out
at
the
huntington
woods
skate
park
every
saturday,
sunday
friday
night,
and
it
seems
like
to
what
commissioner
miller
was
saying.
I
said
yeah,
but
this
is
just
a
bunch
of
like
white
boys
right.
She
said
no,
it's
all
the
kids
and
they're
varied
in
race
and
demographic
and
age,
and
all
that
so
my
eyes
have
seen
the
light
with
this
one.
So
good
idea,
commissioner
miller,
if
it
works
with
arp
or
not,
you
know,
sounds
nice.
G
Yeah
well
we'll
pick
commissioner
markham
and
then
commissioner
miller.
H
K
H
Especially
in
areas
where
their
communities
have
not
been
able
to
fund
it
long
term,
you
know
not
to
invoke
my
dad,
but
I
can
remember
when
they
were
put
in
a
bmx
track
in
waterford
oaks
park,
and
there
was
a
lot
of
people
who
said.
Why
would
we
do
that?
You
know
we're
just
encouraging
young
people
to
drive
motorcycles
fast
and
all
these
and
my
dad
said
at
the
time.
H
H
I'm
glad
to
hear
you
say
we're
postponing
this,
because
I
agree
with
mr
ward.
We
and
I'll
go
back
to
what
I
said
on
the
previous
item.
We
need
to
put
this
in
the
context
of
acute
long-term
and
prioritize
it
as
part
of
the
groups,
but
you
know
yeah.
I
like
the
idea.
I
just
want
to
make
sure
we
walk
through
the
process
properly.
H
I
mean,
I
think
we
heard
in
public
comment
today
that
our
public
wants
us
to
make
sure
we've
talked
about
and
spelled
out
why
we're
spending
our
money
the
way
we
are
and
that
we're
doing
it
properly.
So,
whatever
we
have
to
do
to
move
these
things
along
is
what
I
want
to
do,
but
I
want
to
do
it
in
the
right
order,
so.
C
L
A
Right
right,
so
I
will
tell
you
I
appreciate
what
you
said,
commissioner
markham,
because
that
is
true.
It's
like
getting
the
youth
out
and
I
will
say
at
riley,
skate
park
where
my
hometown
is
there's.
Actually
I
don't
know
the
exact
name
for
it,
but
it's
the
older
generation
like
myself
and
older.
They
come
in
the
morning
before
the
youth
get
there
and
they
skate
before
they
go
to
work
right
because
it's
back
because
growing
up
is
you'd,
find
a
bump
or
curb,
and
that's
where
you
probably
see
like
the
wax.
A
You
know
you'd
see
in
different
buildings,
and
you
saw
that
people
would
put
clips
on
there.
So
nobody
could
skate
there
right
because
there
wasn't
anything
right.
So
this
keeps
them
out
of
trouble.
It
keeps
you
know,
like
skaters,
don't
feel
like
they're
vandalizing
things
when
they're
skating
a
bump
or
a
curve,
but
that's
all
they
have
right.
So
it
gets
out
of
that
aspect.
So
you
know
businesses
aren't
worried
about
that.
You
know
get
like
say,
give
them
a
place
to
go
and
it's
it's
multicultural.
There
is
no
race
for
this
right.
A
Everybody
loves
to
skate
and
it's
all
over
the
place,
and
if
you
watch
the
olympics
I
mean
you'll,
see
there's
so
much
13
years
right.
Can
you
imagine
a
13
year
old
with
a
gold
medal
right
now
for
skateboarding
pearl
so
but
yeah?
I
appreciate
that-
and
this
is
for.
I
just
want
to
stress
that
one
thing
we're
looking
is
the
underserved
communities
right.
They
get
the
youth
involved
and
even
if
the
parents
want
to
be
involved
when
it
goes
to
that
planning
of
that
skate
park
right.
A
So
it's
like
you
take
ownership
of
it
when
you're.
When
you
plan
something
you
take
ownership
right,
you
know
so
it's
the
upkeep
and
all
and
what
have
you
and
they
protect
it
right.
They
don't
want
anybody
coming
and
messing
it
up.
So
we
have
seen
that
in
the
communities
where
even
ferndale
is
a
skate
park
right
and-
and
the
last
thing
to
add
is
tony
hawk's
wife
is
from
west
bloomfield.
A
G
Great
discussion
on
that
I
do
want
to
say,
though,
as
the
resident
tony
hawk
and
then
I
was
gonna,
say
nintendo
ps,
queen
playstation
queen.
I
have
lots
of
love
for
tony
hawk
lots
of
thumb
hurting
from
playing
too
many
hours
but
yeah.
Let's
call
for
that
vote.
Miss
miss
stoles
field,
failed.
B
A
A
A
G
Yes-
and
this
is
just
the
the
top
tip
of
the
iceberg
conversation
I
just
wanted
to
make
those
aware-
I
had
a
mind-blowing
conversation
to
this
week
with
the
folks
from
basically
people
who've
been
affected
negatively
by
the
pa
21
bill
from
2019,
and
I
know
this
is
a
state
level
issue
where
the
state
will
have
to
do
something
and
it
sounds
like
they're
they're
making
some
some
things
happen,
but
I
do
know
that
there's
been
an
economic
impact
for
ptot
providers
in
the
in
that
service
space,
because
now,
based
on
the
codes
that
the
medical
insurers
have,
they
are
not
able
to
get
reimbursed
at
100
percent.
G
Now
it's
45,
so
a
lot
of
these
businesses
are
going
out
of
going
out
of
business
as
a
result
and
then
who
does
that
really
impact
and
hurt
it's?
Those
folks
who
are
paraplegic
who've
had
brain
injury,
and
things
like
that.
So
thank
you,
charlie,
for
bringing
that
to
my
attention
and
I've
actually
been
doing
some
digging
further
on
that
and
it's
my
hope
that
we
can
over
the
next
couple
of
weeks,
because
some
of
these
things
are
we
talk
about
acute.
G
You
know
it's,
it's
really
sobering,
because
you
know
we
all
have
access
to
our
limbs
and
and
ability
to
use
them,
and
so
we
think
oh
we'll
vote
on
something
in
october.
They
can
get
their
money
in
january,
whereas
these
folks
are
really
desperately
in
need
of
some
some
intervention.
G
So
it
is
my
hope
over
the
next
couple
of
weeks,
the
next
time
we
meet
that
I'll
be
able
to
bring
some
more
information
about
how
we
could
possibly
advocate
just
in
the
mr
space.
You
know
that's
about
all
we've
got
here,
but
I
think
it
would
be
a
good
show
of
support,
and
so
I
bring
that
to
this
committee
because
of
the
economic
space
and
hopefully,
sean
carlson
and
his
team
are
listening
and
will
be
able
to
give
us
give
us
some
feedback
on
that
too.
