A
A
Moss,
you
know
what
he
was
just
trying
to
call
me,
so
I'm
gonna
touch
base
with
him
markham
here
in
novi.
Madam
chair,
you
have
a
quorum.
B
Great
thank
you
and
with
that
we'll
do
the
pledge
of
allegiance.
B
B
Opposed
say,
nay,
the
minutes
are
approved
next
item
on
the
agenda
is
our
next
item
is
approval.
B
B
Anybody
everybody
agrees
moved
by
commissioner
long
supported
by
commissioner
charles.
B
B
Good
afternoon
you
currently
have
no
public
in
the
auditorium.
B
Communications,
so
I
need
a
motion
to
receive
and
file
the
communications.
A
Thank
you,
madam
chair.
I
was
just
going
to
suggest
maybe
going
forward
if.
A
A
The
other
governments
are
taking
part
in.
It's
got
these
codes
in
the
spreadsheet
and.
A
I
guess
some
of
them
are
quite
obvious,
like
internet,
some
of
them
are
a
little
bit
less.
C
Hi
commissioners,
if,
if
you'd
like
me
to
address
yes,
I
can
one,
I
can
answer
any
questions
about.
C
Those
codes,
but
I
will
get
a
key
added
to
that
report
for
the
next
time
we
submit
it.
C
Yeah
I'd
be
happy
to
do
that.
We
do
submit
that
quarterly.
C
A
It's
just
a
voice
vote
to
receive
a
file;
okay,
all
right,
all
in
favor
of.
E
Thank
you,
madam
chair,
thank
you,
commissioners,
and
I
think
michael's
gonna
pull
that
up.
E
All
right
that
sounds
great.
Okay,
appreciate
the
opportunity.
E
Madam
chair,
you
have
mentioned
that
just
to
get
an
an
update
in
regards
to
the
cares
actually.
E
That's
really
important
at
this
point
in
time
I
see
some
before
you
go
on,
can
can
I
ask.
E
Okay,
all
right,
so
I
just
wanted
to
make
sure
that
you
all.
E
Were
keeping
abreast
of
what
happened
on
the
cares
act
from
last
year.
E
E
And
some
of
these
slides
are
similar
to
what
the
this
committee
may
have
seen.
E
That
are
on
this
committee,
so
but
this
is
the
cares,
act
and
state
grant
funding.
E
As
you
can
see,
the
county
received
219.4
million
dollars
from
the
cares
act.
Last
april.
E
That
amounted
to
24.7
million
dollars
and
then
there's
some
fema
expenses
at
least.
E
Year-To-Date
that
are
reporting
or
funding
or
reimbursements
of
3.4.
We
think
that
that.
E
Number
will
go
up,
but
that's
where
we're
at
at
this
point
in
time.
Next
slide
regards
to
the.
E
State
grants
this
is
just
a
quick
review.
Crlg
was
a
revenue
share,
replacement
grant
that.
E
And
then
some
health
grants
in
there
as
well
next
slide,
so
we
had
21
resolutions
actually.
E
I
need
to
update
this.
There
was
actually
22
resolutions
because
the
restaurant
relief
program.
E
Needs
to
be
added
to
this,
but
we
did
have
five
key
foundational
pillars
of
our
ecosystem.
E
School
community
and
individual
support
and
working
families,
or
were
some
of
the
key
areas.
E
Villages
and
townships
represented
105
million
dollars
in
support
small
business
support.
E
Was
over
81
million
on
non-profit
a
little
bit
of
the
nonprofit
is
also
in
the
individual.
E
E
This
these
two
pinwheels,
whatever
you
want
to
call
them
here,
colorful
graph
in
the
lime.
E
Green
represents
all
the
different
programs
that
we
did
for
small
businesses,
a
small
business.
E
E
With
the
pandemic
in
regards
to
providing
supplies,
one
of
the
key
reasons,
if
you
remember.
E
That
we
went
on
is
to
provide
small
businesses
with
3d
printers
in
the
catalyst
was
last
year.
E
Supplies
we
had
fema
intercept
some
of
our
oakland
county
supplies
at
a
shipping
port.
E
Have
in
this
county
that
that
we
can't
be
resilient
and
provide
our
own
products
so.
E
Part
of
part
of
those
situations
created
this.
This
support
the
reopen
kit,
six
million
dollars.
E
Also
with
our
michigan
works
team,
there
was
a
million
dollars
there
and,
of
course,
the
restaurant.
E
E
Now
and
these
nurses
have
been
critical
for
the
administration,
you
could
see.
E
Is
oakland
county
is
a
special
place.
You
know
you've
heard
me
say
many
times
that
we're
kind
of.
E
Take
away
from
here
is:
this
really
represents
the
ecosystem
for
oakland
county
and
how
important.
E
It
was
for
us
to
invest
in
our
community
in
these
different
programs,
so
next
slide.
E
These
are
the
different
programs
and
if
I
could
just
explain
the
chart
because
you'll
see
this.
E
In
the
next
five
to
six
slides
the
gold
co
color,
there
represents
spent
the
blue.
E
Is
obligated
so
it
hasn't
been
expended
at
this
point
in
time
and
then
appropriation.
E
Remaining
so
we
appropriated
a
certain
amount
of
dollars.
In
some
cases
we
do
have
a
balance.
E
E
So
you
can
see
there's
six
different
programs
that
the
county
executive's
office
was
involved.
E
With
whether
it
was
the
safe
county
operations
where
we
allocated
64.3
million
dollars,
it's.
E
A
lot
of
things
to
make
sure
that
we
could
have
our
workforce
work
from
home,
whether
it
was.
E
Getting
it
support
laptops,
you
know,
there's
just
different
adjustments
that
needed
to
be
made.
E
Ppe
supplies
also
falls
in
there
and
eligible
payroll
is,
is
a
key
number
in
that
64
million.
E
35
million
dollars
set
aside
there
so
next
slide.
This
next
slide
represents
economic
development.
E
And
there's
two
slides
for
economic
development.
You
can
see
the
small
business
stabilization.
E
The
saving
business
saving
lives,
grant
the
small
business
recovery,
the
recovery
for
local.
E
E
The
ppe
resilience
this
project
diamond
project
that
we
partnered
with
automation,
alley
and.
E
I'm
really
excited
in
regards
to
what
this
this
program
is
gonna
be
be
able
to
provide
moving.
E
Forward
restaurant
relief
program,
if
you
recall
we
did
10
million
dollars
in
the
restaurant.
E
E
E
E
Some
of
them
have
changed
ownership,
so
so
those
checks
came
back
to
us,
so
I
I
just
want.
E
To
make
sure
that
I'm
pointing
that
out
there's
a
lot
of
slides
covered
here.
Madam
chair,
I
don't.
E
B
B
I
do
gwen
okay,
commissioner
long.
Thank
you
sean,
so
I
was
going
to
ask
you
so
the
the.
F
E
E
Operate
outside
was,
I
believe,
close
to
two
point,
six
two
point:
seven
million
dollars.
F
F
Open
so
now
they're
all
empty.
You
know-
and
I
know
it's
federal
money,
but
it's
still
tax.
F
Are
open,
I'm
a
little
concerned
giving
the
restaurants
money
for
that
when
they
could
use
it.
F
For
something
else,
because
now
you
I
mean,
I
think
you
saw
it
too
now,
like
cj's
brewery,
they're.
F
All
empty,
because
everyone's
inside
now,
but
a
couple
restaurants,
I
just
saw
them
pop
up
and.
F
F
Coming
up
now
in
the
future
yeah,
I
would
my
comment
to
that
would
be.
I
would
agree
with
you.
E
You
know,
as
you
know,
in
michigan,
it
still
can
be
cold
in
april
and
and
you're
right.
E
Who
knows
about
the
restaurants?
I
hope
that
they
stay
open,
but
if
they
don't
at
least.
F
F
F
E
All
right
any
other,
I
got
here
late,
so
I
may
have
missed
it.
What
was,
can
I
get
a
copy
of
the.
D
Powerpoint
slide
yeah,
absolutely
michael,
has
a
pdf
and-
and
he
can
certainly
send
that
out
to.
E
G
G
From
what
I
said
earlier
in
economic
development
committee
meeting,
so
I
see
that
you
have
28.
G
Was
made
due
to
actually
like
two
slides
ahead,
two
slides
back,
if
you
want
to.
G
Focus
in
on
that
yeah
right
there,
the
28
million
in
the
bottom
lower
corner
very
interested
in.
G
How
that
was
managed,
I
don't
know
if
that's
on
my
lane,
I
like
to
stay
in
my
lane,
so
how
it
was.
G
G
G
G
Covert
report,
which
I'm
very
grateful
for
that
15,
000
or
so
had
gone
out
or
had
been
signed
up.
G
As
far
as
people
were
hit
pretty
hard
and
I'd
like
to
know
if
any
thought
was
put
in
and.
G
Valley
is
already
back
in,
and
so
that
is
a
concern
and
I'm
seeing
that
other
contiguous.
G
G
G
G
About
questions
from
what
you've
covered
so
far,
so
I
don't
want
to
go
ahead.
I
want
to
make
sure
to.
G
G
G
Figure
it
out
but
yeah.
I
don't
really
see
the
value
and
igloos
really
at
this
structure.
G
E
Based
upon
the
number
of
students,
that
was
certainly
one
of
the
weighted
factors
and
criteria.
E
Hardest
by
covid,
so
that
was
a
weighted
factor
as
well,
so
that
was
part
of
the
equation.
E
E
That
was
that
was
part
of
the
aspect,
and
then
they
needed
to
work
with
the
county
in
regards
to.
E
What
were
they
using
it
for
so
that
it
was
a
reimbursable
expense
according
to
cares,
act.
E
So-
and
I
certainly
understand
commissioner
long's
concern
as
well
as
yours,
regards
to
those.
E
Restaurants,
what
I
would
say
is
you
know
this
pandemic,
unfortunately,
and
covet
is
probably.
E
Gonna
be
with
us
longer
than
just
the
summer,
so
those
weatherization
grants
and
igloos
can
be.
E
To
spending
any
more
money
on
that,
we
could
have
went
out
and
and
did
a
big
buy
with
home.
E
Depot
early
on,
we
did
750
000,
so
we
could
get
some
of
those
igloos
up
and
and
help
some
of.
E
E
To
handle
things
now,
of
course,
that
took
us
a
little
bit
longer.
You
know
to
get
that
approved.
E
So
I
can
understand
why
you're
scratching
your
head,
saying
well
wait.
They're
open
now
do.
E
We
really
need
those,
but
I
I
stand
by
the
direction
and
decision
to
do
that.
I
I
do
think
in.
E
In
the
long
run
it
it
is
the
right
decision
and
it
will
help
us
prepare
for
the
future
as
well.
A
E
The
other
second
slide,
as
it
relates
to
economic
development
veterans
relief
program,
michigan.
E
To
the
veteran
relief
program
veterans,
which
is,
if
you
are
looking
from
left
to
right,
it
would
be.
E
E
Purposely
done
I'll
come
back
to
that
and
I
just
wanted
to
draw
your
attention
to
it.
E
It'll
make
more
sense
when
we
get
a
little
a
little
further
along
in
the
slide
deck
next
slide.
E
E
E
E
A
lot
of
schools
ended
up
just
just
going
virtual,
and
so
there
was
a
balance
there
next
slide.
E
These
are
the
different
projects
from
the
board
of
commissioners.
We
had
the.
E
E
So
this
is
still
fluid.
This
isn't
you
know,
but
this
is
where
we're
at
it's
an
update
and.
E
And
that
you
guys
have
visual
on
each
one
of
these
next
slide.
The
elections,
division.
E
E
And
then
voter
education,
which
only
50
000,
was
spent
there.
So,
even
though
that
there.
E
Was
some
big
appropriations
there?
Some
money
that
was
not
spent
next
slide.
E
So
when
we
add
up
all
the
money
in
regards
to
dollars
that
were
left
over,
if
you
recall.
E
E
Operating
under
the
the
assumption
that
all
of
these
funds
needed
to
be
expended
by
december
30th.
E
Because
that's
what
the
law
had
said
that
was
written
back
in
april
and
that
was
passed.
E
And
we
used
those
funds
for
the
program
that
we
ran
for
small
business
stabilization.
E
Share
the
decision
that
was
made
at
that
time,
higher
education
partners,
so
money
was
provided.
E
To
oakland
community
college
as
well
as
oakland
university,
a
little
over
a
million
dollars
now.
E
Excuse
me,
the
veterans
services,
so
if
you
recall,
I
had
brackets
around
those
two
other.
E
And
so
that
amounted
to
530
000
and
then
also
for
our
veterans
relief.
We
really
punched.
E
E
Sent
out
some
emails
yourself,
I
know
commissioner
markham
did
to
encourage
our
veterans
to
apply.
E
We
ended
up
having
enough
grants,
come
in
that
was
over
51
000.
So
if
we
go
back
to
that,
that.
E
Slide
that
581
represents
making
sure
that
we
were
able
to
handle
those
obligations.
E
E
Eligible
payroll
expenses,
as
defined
by
the
cares
act
mostly
applies
to
our
health
department,
as.
E
Well,
as
as
well
as
to
our
our
law
enforcement,
so
we
worked
with
our
consultants
to
understand.
E
The
eligible
payroll
was
43.7
million
during
that
time
period
from
july
1st
to
september
30th.
E
It
was
25.5
we
submitted
23.8,
so
we
had
eligible
payroll
of
over
68,
but
we
submitted
for
23.8.
E
E
To
make
up
for
some
of
the
eligible
expenses
in
the
previous,
so
the
nice
thing
about
this.
E
An
audit
does
come
in
place
and
suggest
that
a
certain
program
was
not
eligible.
Then
we
do.
E
The
country
they
made
sure
that
they
were
paid
first,
I'm
proud
to
be
part
of
a
county
and
with.
E
These
county
commissioners
that
are
on
this
call
right
now
that
we
leaned
in
to
support.
E
Our
small
businesses
and
our
families,
of
course,
we
we
used
some
payroll
for
ourselves
as
well.
E
E
Provide
you
some
coronavirus
relief
legislation,
so
this
is
the
legislation
that
you
know
was.
E
E
You
may
have
heard
about
it
whether
you
watch
fox
news
or
cnn.
You
know
it
generally.
E
E
I
said
hey,
we
want
to
make
sure
that
we
are
leaning
in
in
regards
to
vaccine
operations.
E
Testing
and
contact
tracing
those
dollars
that
are
coming
to
the
state
of
michigan.
E
Division
m
title
three,
so
I
just
I
thought
that
that
would
be
good
information
to
share.
E
E
That's
moving
through,
but
this
is
this
is
the
legislation
that
was
was
passed
next
slide.
E
Lessons
learned,
you
know,
I
think,
adopting
an
overarching
framework.
We
need
to
be
prepared.
I've.
E
E
E
We
definitely
need
to
augment
our
staff
with
outside
resources
if,
in
fact,
additional
funding.
E
And
then
a
foot
that
they
don't
even
have
you
know
in
regular
operations,
so
so
we're
going.
E
To
need
to
augment
staff
if
this
is
is
gonna
happen
and
a
new
relief
package
comes
our
way.
E
So
we
are
preparing
for
that,
but
I
thought
I'd
share
some
of
those
lessons
in
the
next
slide.
E
Thing
is
to
not
stop
questioning,
so
I
I
welcome
any
and
all
questions.
B
Well,
thank
you
sean.
It's
I'm
really
glad
for
a
good,
comprehensive
report
to
all
of.
B
F
Opened
after
december
30th,
as
of
my
kids
wall
lake,
don't
have
the
school
nurses.
So
if
we.
F
Or
signs
if
they
get
in
there
get
into
a
nurse.
You
know
we
can't
expect
our
educators
to
know.
F
The
flu
and
you
were
in
there,
but
I
know
they
haven't
been
there
a
while,
but
I
think
with
cool.
F
Nurse
I'm
sure,
but
so
I
just
I'm
just
a
little
concerned,
I
would
like
the
nurses
to
be
able
to
go.
F
To
all
the
school
districts
that
are
open
just
so
there's
someone
there
that
someone
has
symptoms.
F
They
can
send
them
home
and
give
them
the
proper
advice
and
stuff
and
for
their
care.
So.
E
The
school
nurse
I
mean
here
in
valley,
I
think,
might
have
18
buildings.
We
had
two
or
three.
I
know.
E
Wald
lake
probably
has
just
as
many,
if
not
more
right,
because
you
have
three
high
schools.
E
So
so,
but
I
I
do
believe
that
we've
tried
to
figure
out
how
to
keep
the
nurses
in
there.
E
You
know
on-call,
they
weren't
all
full-time
though
either,
but
we
were
trying.
Nurses
are
in.
E
H
E
That
I
think
having
a
framework
is,
is
helpful
for
for
everybody
early
on.
I
think
when
we.
E
E
E
To
each
of
these
to
each
of
these
buckets,
let's
do
one
resolution
or
three
resolutions
get.
E
That
out
the
door:
let's,
let's
create
a
couple
of
committees:
joint
committees,
because
those.
E
Are
important,
I
think,
for
the
county
executive
just
to
make
sure
that
we're
you
know
working
with.
E
E
We
must
have
met
with
that
committee
once
every
two
weeks
to
go
over
here
are
all
the
recommended.
E
Awardees
and-
and
so
so
that
was
helpful,
so
so
I
think
those
are
some
of
some
of
the
notes
that.
E
I
you
know
have
and
have
tried
to
reflect
on
over
the
past
nine
months.
Okay,
is
there
then,
to.
H
H
E
E
E
H
Might
show
up-
or
this
is
the
package
that's
been
introduced
by
president
biden
and
is
being.
E
Debated
by
congress,
so
I
I'm
not
sure
you
know,
I
think
when
during
the
last
administration.
E
To
us
was
about
three
or
four
weeks
after
you
know
the
signature,
so
so,
whenever
kinda.
G
Thanks
again,
sean
I
believe
you
can
hear
me:
okay,
yeah.
I
have
three
questions
that
I.
G
Jot
it
down
and
we'll
send
you
via
email
and
just
three
that
I
wanted
to
check
with
you
now.
G
G
Calls
whenever
grants
are
opened,
she
has
to
literally
wait
like
nine
hours
and
then.
G
G
G
Chart
you
mentioned
a
7.5
million
was
designated
under
the
executive
guys
and
I
just
was.
E
Can
we
go,
I
just
want
to,
I
think
it
might
have
been
just
before
the
new
legislation.
Lisa
is.
E
That
the
slide
that
you're
yeah,
I
think
so
I
think
it's
this
one
go
back
out
right.
There
yeah.
E
B
Oh,
oh,
various
programs
haven't
haven,
wick
united,
oh
geez.
I'm
thinking
trying
to
think.
E
United
way
of
southeast
michigan
running,
some
of
our
nonprofits
was
through
there
as
well.
G
E
Extension,
health-
I
will
talk
to
mr
hobbs
to
see
if
he
he's
aware
of
of
this
concern.
E
And
discuss
that
with
him
and
then
in
regards
to
the
nail
salons.
Let
me
just
share
with
you.
E
E
E
E
No
good
deed
goes
unpunished,
so
we
have
to
inform
you
know
close
to
5000
companies
that.
E
They
didn't
win
an
award,
but
I
will
tell
you
I
will
look
at
the
nail
salons
because
I
am
very.
E
E
That
came
in
it
was
open
for
almost
eight
weeks.
We
had
80
approval
rate
in
regards
to
awards.
E
Veteran-Owned
companies
that
won
so
that
32
million
dollar
program
that
we
ran.
E
Was
if,
if
we
have
money
in
the
future,
that's
how
we
would
would
set
the
program
up?
We
don't.
E
E
You
know
people
lose
out
in
that
situation,
so
anyways
that
that
would
be.
You
know
my
reaction.
E
B
A
A
So
doing
the
best
we
could
and
did
a
great
job
of
allocating
the
funds,
but
I
think
going
forward.
A
A
A
lot
of
the
pressure
off
of
everybody,
so
I
I
just
I
like
that
approach
just
wanted
to
wanted.
A
A
E
And
all
of
the
grants
we
are
also
looking
how
we
pull
in
some
of
the
other
grants
that.
E
Have
been
distributed,
but
we
need
to
work
on
the
commissioner
districts
right
now.
We've.
E
With
the
districts,
unfortunately,
the
districts
are
are
cut
a
little
awkward,
so
that
makes
it
a.
E
B
B
Right
now
so
yeah
we've
been
pulling
that
number
okay.
I
see,
commissioner
powell
has
her
hand
up.
A
If
we
are
in
need
of
that
report,
how
soon
can
that
information
be
sent
to
us
sean
and
how
do
we
go.
A
E
B
To
make
for
the
commissioners
who
are
new,
the
the
reimbursements
that
we
gave
the
funds
that
we.
B
Just
want
you
to
know
that
that's
where
some
of
that
came
from,
and
I
am
really
grateful
that.
B
B
And
also
with
the
executive
office
and
everybody
in
the
in
the
county,
so
it's
to
think.
B
That
we
could
distribute
220
million
dollars
in
nine
months
and
keep
track
of
it
all
and
be
proud.
B
And
I'm
grateful
like,
I
said
to
have
the
opportunity
one.
The
one
other
question
I.
B
B
E
The
legislation
that
you
saw,
if
you
look
at
one
of
those
buckets
and
rose
in
there,
you
will
notice.
E
E
But
we
worked
like
hell
because
we
weren't
going
to
leave
anything
on
the
table
and.
E
We
just
weren't
sure,
and
so
we
made
that
decision
early
on
to
do
to
do
all
these
programs.
So
you.
B
Okay,
madam
chair,
yes,
would
you
like
to
entertain
a
motion
to
receive
and
file.
B
Powerpoint
commissioner
kowall
supported
by
commissioner
mcgillivray,
all
in
favor,
say
aye
aye.
B
Contract
number:
zero,
zero,
four,
six:
nine
zero
extension
through
2024.
It's
I
need
a
motion.
B
Somebody
supporter,
commissioner
long
thank
you.
Okay,
mr
tim
welcome,
yes,
thank
you,
commissioners,.
C
C
A
year
on
the
devices
for
the
rfp,
the
software
and
the
contract
that
we're
talking
about
here.
F
Work
in
in
play,
you
know
a
lack
of
a
better
word
and
do
we
need
all
new
cash
registers?
Are
you.
F
C
Is
the
the
product
name
of
the
company
for
our
new
erp
system
and
as
we
implement
that'll,
be.
C
Independent
of
workday
we're
just
waiting
from
a
timing
perspective
to
do
it
so
that
we.
B
Okay,
anybody
else
have
any
comments
or
questions.
If
not,
we
can
call
the
roll
I've.
D
B
Item
information
technology
first
quarter,
2021
development,
appropriation
transfer
again,
mr
tim.
B
We
need
a
motion,
mr
moss,
commissioner,
moss
supported
by
commissioner
charles
great.
Thank
you.
C
And
commissioners,
so
so
for
a
few
of
the
newer
commissioners,
let
me
just
kind
of
do
a
brief.
C
Introduction
of
some
of
the
the
funds
and
the
way
funds
work
within,
particularly
it's
so.
C
C
C
Of
a
special
revenue
fund
so
as
they
consume
it
services
for
projects
once
a
quarter,
we
come.
C
To
nearly
two
million
dollars
for
this
quarter
and
that's
a
pretty
typical
magnitude,
if
you.
C
A
B
Mr
timm,
yes,
thank
you
and
thank
you
again,
commissioners.
This
is
my
last
item
for
today.
C
C
C
C
Has
requested
that
we
bring
these
agreements
into
the
board
for
review
and
signature
before
the.
C
C
Services,
if
you
will
that
we
provide
to
these
other
agencies
in
the
report
that
was
submitted.
C
Go
online
and
you
can
pay
court
costs,
you
can
go
online
and
you
can
pay
to
get
an
accident
crash.
C
Fines
right
there
at
the
counter.
You
can
pay
your
local
taxes
through
these
systems,
so.
C
These
these
services
that
we
provide
these
are
agreements
that
are
being
renewed.
They
have.
C
A
five
year
life,
so
you
can
see
that
in
the
table.
All
of
these,
except
the
very
last.
C
And
then,
which
services
that
they
they
are
subscribing
to
many
of
the
out
of
county
would.
C
D
Of
the
other,
all
right,
I
do
have
a
question.
It's
just
kind
of
a
informational
for
me.
C
Yeah,
that's
a
great
question.
Those
were
carved
out
originally
because
they're
they're,
basically.
C
Intended
for-
and
there
have
been
some
times
in
the
past,
where
a
local
city,
village,
township.
C
C
Us
troubleshoot
this
issue
and
we
have
used
that
in
the
past
this
and
we
we
go,
we
say
yes,
we.
C
Respond
and
we
help
them
as
best
we
can,
you
know,
do
their
troubleshooting
and
remediation.
C
To
protect
the
county
from
a
liability
standpoint
as
well
as
the
the
other.
C
G
G
G
G
Last
year,
with
the
federal
government,
multiple
agencies
were
all
logging
in
and
accessing.
G
Like
their
password
backup
systems
all
through
the
same
access
point
and
for
lack.
C
And
then
also
there
are
standard
rates
and
fees
that
are
established
already
for
all
of
these.
C
Services
as
well,
and-
and
yes,
if,
if
you'd
like
I
can,
I
can
reach
out
to
you
via
email
and
we
can.
A
B
All
right,
thank
you.
Thank
you,
commissioners,
chair
markham,
may
I
add
just
a
quick
update
on.
C
Wireless
networks
sure
I
apologize
for
for
asking
this
now,
but
I
I
did
know
that
the.
C
County
campus
for
wi-fi
as
well,
but
we
are
working
through
from
a
funding
standpoint
to
make
sure.
C
Because
it
is
coupled
with
our
voice
over
ip
implementation,
you
know
so
that's
the.
C
B
B
Supported
by
commissioner
mcgillivray
all
right-
and
we
have-
I
think
we
have
gaia
here
right.
A
So
we
have
our
annual
marine
safety
grant
application
in
front
of
you
today.
This
is
actually.
A
Our
46th
year,
so
it's
been
in
place
for
a
really
long
time.
We
are
asking
for
about
475
000.
A
Eligible
expenditures,
unfortunately,
as
you
know
most
like
most
state
funding,
there's
not
enough
to.
A
Go
around
so
the
money
comes
from
annual
vote
registrations
and
then
it's
split
between
the
dnr.
A
Revenue,
so
I
can
answer
any
questions,
but
this
this
is
our
our
annual.
It's
it's
as
an.
A
B
I
waited
long
enough
for
mr
cavell
yeah
right.
I
just
wanted
to
say
to
gaia
thanks
for
helping.
H
A
D
B
A
G
I
I
believe
it
was
discussed
in
econ
earlier
today,
but
if
the
gentleman
wouldn't
just.
A
Sure
I
appreciate
the
question
commissioner.
So
right
now
we
are
targeting
a
sale
date.
A
Of
april
28th,
if,
if
things
were
to
materially
change
between
now
and
then.
A
We
would
consider
in
the
negative
we
would
consider
postponing
there's
not
much.
We
can.
A
Bond
rating
for
the
county
and
preparing
all
the
documentation.
So
from
the
standpoint
of.
A
Things
moving
in
the
positive
interest
rates
we
we
pulled
it
earlier
today
remain
at
or
near.
D
On
the
side
and
a
bunch
of
green
lettering
on
it,
but
that
one
was
you
know,
conceived
to
shade.
D
B
D
If
you
recall
this
was
back
when
pontiac
had
the
french
manager,
the
third
french
manager
had.
D
The
wherewithal
in
the
last
piece
of
the
puzzle,
to
help
pontiac
get
back
on
her
feet
to
sell
us.
D
And
this
was
the
money,
the
transaction
that
resulted
from
that
55
million
dollars.
D
True
was
there
today
and
with
that
one,
even
though
the
paperwork
shows
that
city
pontiac.
D
Forward
through
the
construction
years
ago,
at
the
perry
street
pump
station
force
main.
D
Through
contracts
with
the
clinton
open
system
through
the
communities
of
sydney,
you
know.
D
B
Okay,
commissioner
powell,
did
you
have
some
questions
about
this
one?
No,
I
I
think
I
can
I'm.
A
Following
what
are
you
saying,
if
I
I'll
review
everything,
and
if
I
have
any
other.
A
A
B
D
B
D
D
D
D
It's
just
nice
to
know
how
much
we,
how
much
we
did.
Oh
before
we
roll
it
over.
D
D
A
D
Okay,
so
out
of
the
you
know,
just
double
checker
sort
of
the
original
bonding
amount
of.
D
The
original
bonding
amount
of
what
53,
480
40
is
still
outstanding.
Did
I
get
that
right.
A
Is
not
being
refunded,
it's
maturities
2022
through
the
final
maturity.
D
You'll
get
used
to
it
sure,
commissioner,
no
problem,
so
no
these
these
two
are
going
to
be
the
same.
A
Taxable,
if
we're
yeah,
I
get
that
yeah
and
in
the
refunding
the
2021
bonds.
A
Not
callable
in
the
in
this
case
the
maturity
date
is
june,
1,
which
will
also
be
the
call
date
so.
D
A
That
it
can
be-
and
that's
that's
a
structuring
question
and
so
that.
A
Without
getting
too
far
into
the
weeds
of
structuring
it,
the
when
these
bonds
are.
A
For
structuring
purposes,
the
interest
rate
cannot
be
over
five
percent,
which
would
be
the
maximum.
A
But
the
the
interest
rate
on
these,
if
we
sold
them
today,
would
be
roughly
1.85
or
less
oh.
B
Thank
you,
mr
moss.
Commissioner
moss
is
anybody,
commissioner?
Mcgillivray,
do
you
have
a
question.
B
No
okay,
anybody
else
have
a
question
or
a
comment.
B
All
right,
if
not
then
go
ahead
and
please
call
the
roll.
A
A
B
B
All
right,
we
already
went
through
item
number,
seven
on
our
agenda.
B
So,
and
thank
you
to
you,
gentlemen,
for
waiting
as
we
did,
that
does
anybody
have
any
other.
D
On
the
cares,
act
stuff
that
that
was
really
it
was
really
well
done,
and
I'd
like
to
see
it.
B
D
Enough
to
come
down
to
the
detroit
leagues,
but
no,
we
were
in
the
saginaw
valley.
At
that
time
we.
B
D
D
B
You
want
to
bring
up
at
this
time,
otherwise
I
will
call
this
meeting
adjourned
at
1
36.
