B
A
I
get
a
motion
penny
seconds
juliet.
Can
we
do
a
voice,
vote
or
okay
voice
vote.
A
A
Sorry,
all
in
favor
who's,
second,
juliet.
B
A
A
Okay,
so
we
will
move
on
to
the
consent
agenda.
Can
I
have
a
motion
to
approve
the
consent
agenda?
Commissioner
lubes
and
the
consent
agenda
consisted
of
recognizing
law
day
in
oakland,
county
I'll?
Second,
okay:
adam!
Thank
you
recognizing
national
nurses,
week,
asian
and
pacific
american
heritage
month,
which
is
in
may
and
peace
officers
memorial
day
as
national
police
week.
So
I
would
imagine
that's
around
memorial
day
so
now
do
we
need
another?
D
Good
morning,
madam
chair
good
morning,
members
of
the
commission
nice
to
see
you,
I
thought
it
would
be
appropriate
if
I
give
kind
of
an
overview
of
what's
going
on
with
the
budget
process.
D
Currently,
forgive
me
because
I'm
going
to
be
kind
of
reading
this
with
a
lot
of
numbers,
and
I
want
to
make
sure
I
get
them
right,
but
as
it
stands
right
now,
I'd
have
to
say
it's
fair
to
say
that
the
only
thing
that
the
house
and
senate
agree
on
is
that
they
want
to
be
done
by
the
fourth
of
july,
so
other
than
that.
There's
a
lot
of
compromise
that
needs
to
take
place
between
then
and
now.
So
essentially,
we
have
what
60
days
to
get
74
million
dollar
budget
done
on
the
governor's
desk.
D
But
procedurally,
all
all
department
budgets
in
both
chambers
have
been
approved
by
their
subcommittees
and
will
be
taken
up
in
the
house
and
senate
floor
this
week.
So
that's
another
bit
of
good
news.
D
Appropriations
chairs
have
taken
different
approaches
in
the
house
and
the
senate.
The
house,
some
of
the
subcommittees
of
the
house
appropriations,
have
chosen
to
include
some
arpa
dollars
in
their
department's
budgets
that
is
different
from
the
senate.
The
senate,
on
the
other
hand,
is
not
including
any
arpa
funding
in
their
departmental
budgets
wanting
instead
to
put
that
into
a
supplemental
to
follow
the
budget.
So
that's
a
big
difference
between
the
two.
D
Thomas
albert
who's,
the
chair
of
the
house
appropriations
committee,
wants
also
to
set
aside
a
billion
dollars
with
the
intent
to
put
that
towards
tax
cuts.
D
D
Revenue
sharing,
there's
a
big
difference
there
as
well.
The
governor
had
proposed
in
her
budget
a
five
percent
increase
in
county
revenue,
sharing
with
a
one-time
five
percent
increase
as
well
on
the
senate
side.
Senator
victory,
the
chair
of
the
subcommittee
agrees
with
the
governor
as
a
for
a
55
increase
in
revenue
sharing
and
as
well
as
the
one-time
bump.
D
Dhh
bus
dhhs
budget,
which
is
the
largest
budget
in
the
state
chairman
whiteford
in
the
house,
recommended
spending
33
billion
for
psychiatric
services,
that's
less
than
the
governor's
proposal.
I
think
you
may
remember
about
a
month
or
so
ago.
She
made
a
proposal
of
325
million
increase
in
psychiatric
and
mental
health
services.
D
There's
some
issues
related
to
counties
as
well
in
the
state
police
budget,
dedicated
funding
source
for
secondary
road
patrol,
cleared
the
house
and
is
waiting
for
senate
action.
The
bill
will
require
that
15
million
annually
from
a
4
4
excise
tax
on
liquor
to
go
to
secretary
secondary
road
patrol.
That's
a
new,
that's,
a
new
funding
source
to
take
money
from
the
the
liquor
tax
and
put
it
in
a
secondary
road
patrol,
but
it
would
create
a
stable
funding
source
for
secondary
road
patrol
which
currently
gets
its
funding
from
civil
infractions.
D
That
means
the
more
tickets.
They
write
the
more
money
they
get,
so
we
drivers
kind
of
might
be
favorable
towards
that
philosophy.
I
don't
know
about
you,
but
also
within
the
state
budget
state
police
budget,
10
million
for
reimbursement
for
local
law
enforcement's.
For
leave
time.
They
were
required
to
use
an
order
to
quarantine
additional
10
million.
If
I'm
going
too
fast,
then
you
need
me
to
stop
and
no.
A
B
D
B
D
Sorry
about
that,
I
always
get
excited
when
we
talk
about
spirits.
Yes,
oh.
C
D
They're
remaining
high
okay,
10
million
also
this
is
these-
are
all
from
the
state
police
budget,
10
million
for
retention
bonuses
of
up
to
5
000
to
public
safety
officers;
first
responders,
corrections,
officers,
public
safety,
telecommunicators
and
juvenile
detention
officers;
another
10
million
from
federal
coronavirus,
fiscal
recovery
funds
for
signing
bonuses
for
new
public
safety
officers,
3
million
for
public
safety
and
first
responder
recruitment
marketing
programs.
D
D
Agree:
57.5
million
for
move
to
michigan
incentives
to
help
eligible
public
safety
entities
attract
out
of
state
personnel.
D
The
senate
subcommittee
on
state
police
added
1
million
to
the
governor's
plan
for
county
road
patrol
grants,
bringing
the
total
to
5
million
from
the
general
fund
and
then.
Lastly,
in
the
judiciary
budget,
the
house
included
250
million
from
federal
funds
for
counties
to
improve
existing
jail
facilities
or
construction
of
a
new
jail
with
a
required
20
match
and
a
cap
of
25
million
per
grand.
D
Now,
lastly,
the
transportation
budget
house
included
100
million
to
support
radio
tower
grants
and
750
million
for
local
road
agencies,
481
million
for
road
commissions
and
268
million
for
cities,
villages
and
townships.
D
D
You
know,
obviously
that's
the
house's
way
of
making
sure
they're
playing
a
role
in
the
targets
and
the
eventual
bottom
line
budget.
So
that's
it
in
a
nutshell
again,
there's
other
things
happening
lansing,
but
nothing
of
any
real
consequence,
because
the
focus
is
on
the
budget.
Actually,
negotiations
today
seemed
positive,
so
house
said:
there's
not
going
to
be
any
voting,
so
that
means
something's
going
on
in
terms
of
negotiations,
which
is
which
is
good.
D
So
again,
the
house
is
the
one:
that's
got
to
make
a
little
bit
of
movement,
because
if
the
senate
and
the
governor
are
on
the
same
page,
it's
pretty
tough
to
come
to
agreement.
D
A
D
Yeah,
that
would
be
additional.
That's
the
house's
use
of
some
harpa
dollars
to
add
to
the
state
budget's
current
amount.
D
It
depends
on
what
they
use
it
for
that's
a
it's
an
outstanding
question
right
now.
Yes,
well.
D
E
D
A
Right:
okay,
very
interesting,
thank
you
for
your
spirited
presentation.
D
A
Yep
we
get
that
okay.
Thank
you
very
much
all
right,
so
we
don't
have
to
do
any
approval
or
okay
all
right.
So
next
on
the
agenda
is
the
solid
waste
planning
committee
and
all
right,
brett
and
whitney
nice
to
see
you
I'm
looking
around.
I
don't
see
you
I'm
happy.
C
Good
morning,
madam
chair
and
committee
members,
my
name
is
brett
razzie
and
I'm
the
manager
of
the
planning
and
local
business
development
division
and
whitney
caglio
is
a
principal
planner
and
whitney
handles
our
solid
waste
plan
related
items
and
also
is
responsible
for
our
no
has
household
hazardous,
hazardous
waste
program.
C
C
C
Now,
as
now,
as
you
know,
known
as
as
eagle
the
department
of
environment,
great
lakes
and
energy,
the
last
amendment
to
the
plan
was
approved
in
october
2014.
It
was
the
addition
of
a
transfer
station
on
baldwin
road
at
kennett
in
pontiac,
and
that's
now.
Operated
by
gfl
operates
that
that
transfer
station.
C
C
C
Eagle
has
started
discussions
on.
If
they
will
call
for
plan
updates,
if
the
legislation
does
not
get
passed,
so
that's
that's
potentially
out
there,
and
the
other
item
is
that
that,
as
we
stated
in
the
agenda
item
background
that
we
are
anticipating
a
request
to
amend
the
oakland
county,
solid
waste
management
plan
in
the
near
future,
and
if
that
request
to
amend
comes
in,
we
will
need
this.
This
committee
committee,
seated
with
that
with
that
background,
I'll
I'll
pause
and
whitney
and
I'd,
be
happy
to
answer
any
questions
that
you
may
have.
C
E
You're
talking
about
the
what
we're
expecting
for
the
amendment-
yes,
yes,
potentially
adding
an
additional
transfer
station,
we
have
a
company
that
is,
is
falling
under
their
operating.
What
they're
operating
is
falling
under
technically
under
a
transfer
station,
so
it
would
be
an
additional
transfer
station
added
into
the
solid
waste
management
plan.
A
All
right,
thank
you.
You're
welcome
any
other
questions
whitney.
I
have
one
this
additional
transfer
station.
What's
the
cost
that
would
be
associated
with
that
and
who
would
cover
that.
E
The
company
would
cover
the
cost
of
of
that
there
in
our
solid
waste
plan.
It
does
say
that
when
an
amendment
request
comes
in
and
as
the
the
county
staff
will
kind
of
tally
up
hours
and
figure
out
what
kind
of
fee
might
be
associated
with
that.
So
at
this
point
we
haven't
really
looked
into
that.
A
Kind
of
yeah
and
then
the
other
question
you
started
with
brett
was:
would
this
committee
like
to
work
with
you
on
on
picking
or
finding
people
to
serve?
My
response
would
be
absolutely
yes,
because
we've
had
a
lot
of
trouble
there.
There
are
specific
criteria
you
have
to
meet,
and
so,
if
any,
if
there's
any
objections,
but
I
think
the
a
partnership
would
be
great.
I
think
that
would
increase
our
likelihood
of
filling
the
spots
very
good,
so
you'll.
Let
us
know
what
you
need
from
us.
You
need
us.
C
C
If
you
like,
we
could
do
a
preliminary
review
even
but,
but
that
would
be
up
to
you,
but
we
can
help
promote
the
need
for
the
committee
members
and
specifically
target
the
ones
that
need
to
be
associated
with
the
solid
waste
industry
that
will
have
to
have
to,
I
think
kind
of
kind
of
hand
identify
some
of
those.
The
governmental
reps,
I
think,
would
fall
more
appropriately
into
into
the
commissioner's
role.
The
county
city
and
township
representatives.
C
Can
we
talk
about
talk
with
staff
about
that
yeah?
Commissioner,
thank
you.
C
To
fill
the
seeds,
oh
you
know,
there's
there's
not
a
date
starting
deadline.
I
I
mean
ideally
within
two
months
I
would
say,
would
be
a
reasonable
target.
A
C
A
Okay,
so
can
I
get
a
motion
to
authorize
our
staff
to
move
forward
with
this.
A
B
A
E
E
A
E
I
was
just
going
to
say
that
we
do
reach
out
to
communities
that
offer
their
own
program
each
each
fall
to
ask
about
joining
for
the
following
year,
and
we
have
a
couple
that
you
know.
We
may
start
talks
with
soon.
That
may
be
interested,
so
there's
always
the
chance
that
other
communities
will
come
into
the
program.
A
B
Commissioner,
juliet
a
quick
question:
well,
I
more
than
to
reiterate
what
the
actual
cost
waterford
township,
I
believe,
participates
in
this
program
and
pays
a
percentage
and
do
you.
I
think
that
the
cost
to
residents
is
eleven
dollars
per
car.
C
You're
welcome
now,
commissioners,
I,
if
I
could,
the
75
is
the
is
the
fee
that
we
charge
non-member
community
residents.
The
the
actual
cost
that
is
built
to
member
communities
is
what
whitney
with
the
admin
fee,
440
box.
E
A
A
B
I
thought
someone
was
going
to
be
here
too.
Oh.
A
B
A
A
It's
my
understanding
that
the
gentleman
that
has
been
has
been
recommended
was
did
has
not
a
term
in
six
years.
So
to
reappoint
someone
for
for
12
years
is
a
long
time.
I
thought
so.
I
think
this
gentleman
that's
being
recommended.
It
filled
a
partial
term,
that's
right,
so
it
so.
I
was
much
more
comfortable
with
reappointing
him.
B
A
Court,
exciting
yeah,
I'm
pretty
sure,
because
I
did
reach
out
to
kevin,
often
because
when
I
saw
it
was
a
six-year
term,
I
thought
that's
a
lot
to
reappoint
someone
to
for
12
a
12-year
commitment.
F
I
I
agree:
very
talented
has
actually
represented
oakland
county
this
board
and
other
cases
does
a
great
job
understands
this.
My
understanding
with
this
body-
and
they
don't
meet
very
often
that
they
kind
of
like
set
the
general
protocol
on
what
the
jury
pool
looks
like
and
the
agreement
on
what
software
is
used
to
pull
people
in
and
review.
Are
we
getting
an
appropriate
sample
of
the
public,
that's
proportional
to
the
county
and
all
those
types
of
things?
And
so
I
think
mr
quick
is
a
great
attorney
and
I
mean
a
great
choice.
A
That
makes
me
feel
much
better.
Both
sides-
everybody
agrees.
So
do
we
just
have
take
a
vote
on
that.
A
Can
I
get
a
motion,
commissioner
kochendorfer
supported
by
commissioner
lubes,
that
we
will
take
this
to
the
board
you'll.
A
Just
for
the
record
text
or
email
kevin,
so
he
maybe
he
can
come
to
the
next
meeting
and
just
go
over
it
because
I
know
there's
two
more
coming
up.
I
don't
think
it's
this
year,
but
I.
F
I'm
looking
right
in
counties
having
a
population
of
two
million
or
more.
The
jury
board
consists
of
seven
qualified
electors
in
the
county
appointed
for
six-year
terms
by
the
county
executive,
with
concurrence
of
the
board
of
commissioners
on
recommendation
of
the
circuit
court,
in
which
the
judicial
circuit
of
the
county,
which
is
situated
and
not
more
than
four,
shall
be
from
the
same
party.
This.
A
So
if
you
could
it's
a
little
weird,
we'll
get
a
rec
an
update
from
him
having
a
population.
A
A
A
B
It's
act
like
you
said
it
is
commissioner
weipert's
event.
He
did
ask
me
if
I
wanted
to
co-sponsor-
and
I
said
sure-
and
I've
been
you
know,
putting
the
posters
up
around
here.
I
think
it's
been
going
on
for
a
few
years.
It
draws
a
lot
of
people,
it's
a
fun
family
event.
It's
a
two-day
event.
B
It's
got
free
kites
for
kids,
it's
got
professional
kite
flyers,
music,
the
whole
deal
so
out
in
our
part
of
the
county.
We
don't
have
a
lot
of
these
kinds
of
events,
I'm
very
jealous
reading
about
royal
oak.
This
royal
oak
bass
that's
annoying.
This
is
one
of
the
bigger
events
that
we
see
out
on
the
west
side
of
the
county.
So
I
like
it.
B
A
So
I'll
take
a
motion
on
the
amendment
and
I
think
the
amendment
is
just
to
clean
up
some
language
support
by
commissioner
lube
seconded
by
commissioner.
Juliet
do
we
need
a
prompt,
yeah.
F
Historically,
I
know
that
economic
development
has
also
reviewed
this
for
standard
language,
so
we
might
I
mean
we
might
have
to
like
just
tweak
this
again
like
on
the
floor,
but
I
think
this
is
fine
going
forward.
I
just
historically
think
the
spotlight's
great
I
mean
economic
development
had
been
the
sponsor
now
I
know
where
this
is
like
one
of
our
special
event
things,
so
this
might
be
fine.
I
just
think
if
staff
can
just
check
to
make
sure
this
is
good
or
if.
A
Okay,
so
let
me
read
the
amendment
which
is
the
last
the
second
from
last,
be
it
further
resolved
that
the
board
of
commissioners
request
that
corp
council
negotiate
an
agreement
with
lion
events
organization
and
authorizes
the
board
chairperson
or
his
designee,
to
execute
an
agreement
and
any
related
documents
between
oakland,
county
and
lion
events
organization.
A
So
we've
already
approved
the
amendment.
F
B
A
Amendment
passes
so
now
on
the
original
resolution.
Can
I
do
I
need
another
motion
as
amended.
Can
I
get
a
motion
question?
I
already
have
it
all
right.
So
then
we'll
just
prompt
the
vote
on
the
lion.
Township
kite
festival
resolution,
as
amended.
A
Motion
passes
and,
as
I
see
on
my
agenda,
that
concludes
the
business
of
the
meeting
white
right,
but
the
actual
business
okay.
So
now
we
will
move
into
the
second
public
comment
you're
going
to
pass.
No
one
else
is
here,
so
I
will
close
public
comment.
Is
there
any
other
business
before
we
adjourn
for
the
committee?
