C
Next
up
we'll
move
on
to
our
oh.
Before
we
go
to
public
comment,
we
got
a
couple
more
items.
Next
up
we'll
go
on
to
the
approval
of
the
minutes.
If
there
aren't
any
changes
or
corrections
to
the
minutes
dated
on
may
17th
2022.
Do
we
have
a
motion
commissioned
by
commissioner
lube's
support
by
commissioner
juliette?
All
those
in
favor
signify
by
saying
aye
aye
opposed
minutes
approved
next
up,
we'll
move
on
to
the
approval
of
our
agenda
again.
C
If
there
aren't
any
changes
or
corrections,
do
we
have
a
motion
motion
by
commissioner
loops
support
by
commissioner
gershenson,
all
those
in
favor
signify
by
saying
aye
aye
opposed
our
agenda's
approved
now
we'll
move
on
to
our
first
public
comment
of
this
morning.
As
a
reminder,
this
is
for
items
that
are
related
to
the
agenda.
C
C
C
C
C
This
recommendation,
thank
you.
Do
we
have
a
motion
motion
by
commissioner
gershenson
support
by
commissioner
lups
roll
call?
Please.
C
B
C
So
what
we
can
do
just
for
time
sake
if
we
don't
have
any
objection,
I'd
like
to
move
on
down
to
item
b
if
and
when
mr
ryan
joins
us.
We'll
then
insert
him
in
at
that
point.
So,
let's
move
on
to
item
b
of
our
regular
agenda.
It's
parks
and
recreation
contract.
Amendment
number
four,
with
oakland
county
4-h,
fair
association
for
improvements
to
the
george
m,
hagar
memorial
garden
on
the
grounds
of
springfield
oaks
county
park,
and
I
believe
we
have
phil
joining
us
here
this
morning.
D
They
would
like
to
improve
the
garden
memorial
garden
out
there
by
constructing
a
new
gazebo
and
then
doing
some
site
work
around
there.
So
this
amendment
solidifies
that
they
will
be
paying
the
cost
of
those
improvements,
but
those
will
then
remain
assets
of
the
county
once
they
are
completed,
so
there
will
be
additional
sidewalks
updating
of
the
pond
and
then
the
largest
part
is
the
gazebo
that
they'll
be
building
and
their
hopes
is
to
get
that
completed
for
the
4-h
fair
next
month.
D
C
I
also
will
be
supporting
this
resolution.
The
hager
family
have
been
long
time
residents
in
kegel
harbor,
and
so
they
are
a
very
active
family
within
the
4-h
affair
association
and
I'm
really
happy
to
actually
see
this
agenda
item.
There
was
a
tragic
accident
here
about
almost
20
25
years
ago
with
their
son,
so
I
definitely
support
this
resolution
and
look
forward
to
to
seeing
all
the
improvements
that
are
being
made
with
that
being
said,
roll
call
prompt
the
boat.
Please.
B
C
C
Commissioners,
we
did
just
get
an
update
that,
unfortunately,
mr
ryan
is
in
committee
today,
so
we
will
postpone
his
update
until
our
next
legislative
affairs
and
government
operations
meeting
next
up,
we'll
move
on
then
to
item
c:
human
resources,
collective
bargaining
agreement,
fiscal
years,
2022
23,
24
25,
with
the
michigan
association
of
public
employees
representing
identified
children's
village
supervisory
employees.
Do
we
have
a
motion
motion
by
commissioner
loop
support
by
commissioner
gershenson
good
morning
abel
good
morning.
F
It's
been
a
couple
meetings.
Are
you
guys
missing
me
at
all?
We
are
we're
happy
to
see
you.
I
have
two
union
contracts
before
you
today.
The
first
one
is
children's
village
supervisors,
that's
new!
It's
a
new
union.
They
had
not
been
represented
prior
to
this
year,
so
this
was
a
new
contract
for
them.
F
F
So
in
this
contract
there
wasn't
too
much
change
again,
very
similar
to
with
with
relates
to
wages,
and
this
year,
though
there
was,
we
looked
at
their
factors
during
the
comp
study,
there
was
a
factor
that
was
off
that
they
should
have
had
a
factor
that
was
a
little
bit
higher,
so
we
had
to
readjust
their
wages
to
to
make
sure
that
it
matched
the
factor
numbers
but
other
than
that.
It's
very
consistent
with
everybody
else.
Two
two
and
one
they've
agreed
to
all
the
health
care
changes
that
we've
talked
about.
F
They
did
readjust
their
paid
holidays
to
match
the
other
mape
group,
and
I
think
those
were
the
big
ones
for
them
again.
They
were
just
memorializing
most
of
the
things
that
they
do
on
a
date
on
a
daily
basis
within
the
contract,
so
nothing
too
crazy.
There's
only
16
people
in
this
contract
and
only
two
classifications,
excellent.
E
Commissioner,
julia,
so
this
this
is
a
totally
new
contract.
Then
these
group,
because
we
approved
something
a
while
back
for
reclassification
of
wages
and
that
didn't
have
anything
that
was.
E
All
right
and
then
yep,
that's
it
all
right!
Thank
you.
C
D
C
Flies,
we
had
suspended
the
rules
in
regards
to
the
juneteenth.
C
F
We
we,
because
the
conversation
of
juneteenth
had
happened
a
couple
quite
a
few
times
we
had
to
put
them
in
all
of
their
contracts.
They
all
had
to
me
too,
so
it
was
already
already
in
play.
Excellent.
Thank
you.
Thank
you.
C
Zero
nays
motion
carries
next
up.
We
have
our
final
agenda
item,
which
is
item
d,
human
resources,
collective
bargaining
agreement,
fiscal
years,
2022
23
and
24..
It's
a
supplemental
with
the
united
auto
workers,
local
889,
representing
corporation
council,
and
risk
management,
supervisory
and
non-supervisory
employees.
Do
we
have
a
motion
motion
by
commissioner
loop
support
by
commissioner
gershenson
again.
F
Welcome.
Thank
you.
This
is
our
newest
members
to
join
the
uaw
again.
This
is
incorporation,
council
and
risk
management
department.
They
again
followed
the
master
agreement.
They
had
no
changes,
wages
stayed
the
same.
They
had
a
couple
administrative
things
that
they
adjusted
in
their
supplemental,
just
as
being
some
of
them
being
attorneys
just
kind
of
how
that
works.
But
there
was
no
monetary
changes
to
their
contract
and
things
again
were
just
memorialized
to
what
they,
nor
do
normally
day
to
day.
B
B
Don't
really
yes,
they
do
so
so
is
there
a
connection,
no
risk
management
or
any
of
these
departments?
They
just
chose
that
union
to
represent
them.
F
E
E
E
Anywhere
else,
commissioner,
julia
just
a
question
for
clarification,
and
I
can't
find
the
page
that
I'm
looking
for.
I
noticed
that
it
said
the
county
pays
union
dues,
no,
the
employees
paid
the
union
dues.
That's
what
I
thought.
I
don't
know
where
I
saw
that
now.
E
F
E
F
F
C
C
Morning
april,
next
up
we'll
move
on
to
our
second
and
final
public
comment
of
our
meeting.
At
this
time.
I'd
like
to
open
up
public
comment.
Members
of
the
public
can
speak
on
any
issue
item
that
they
would
like.
So
at
this
time,
if
there's
anyone
from
the
public
who'd
like
to
speak,
please
make
your
way
to
the
head
of
the
table
state,
your
name
and
community,
which
you
reside
in.
G
G
This
is
in
regards
to
the
last
full
board
meeting
with
the
smart,
the
smart
buses,
the
reason
smart
buses
will
never
work.
Our
county
of
funding,
a
non-profit
business
is
providing
the
majority
of
the
operational
costs
compared
to
the
other
three
counties,
contributing
the
operational
costs
exceed
the
revenue
generated
by
134
million
dollars.
G
If
this
were
a
regular
business,
it
would
have
been
bankrupt
long
ago.
It's
not
unusual
to
have
funding
of
these
transportation
systems,
which
is
generally
in
grants
and
tax
dollars.
However,
most
of
the
funding
of
smart
bus
is
from
state
taxes,
local
taxes,
state
grants
and
federal
taxes,
so
the
home
local
homeowner,
is
paying
taxes
on
four
levels.
G
Public
transportation
is
an
important
facet
of
urban
areas
which
are
densely
populated,
smart's
working
on
an
urban
business
plan,
which
does
not
translate
to
a
larger
sprawling,
suburban
area
where
the
population
is
more
sparse.
The
reality
is
that
expanding
services
farther
into
the
region
will
only
create
higher
operational
costs
while
producing
limited
revenue.
The
only
way
for
to
pay
for
this
is
to
keep
increasing
taxes
on
the
local
level,
since
state
and
federal
tax
dollars
will
be
maxed
out.
This
means
this.
That
means
this
growth
will
become
non-sustainable
without
continual
local
tax
hikes.
G
C
See
none.
I
will
close
our
second
public
comment
last
up,
commissioners
on
our
agenda
under
other
business.
We
have
one
item
which
is
item
a
the
solid
waste
planning
committee
appointment
update.
C
I
want
to
first
give
a
gracious
shout
out
to
pam
for
helping
assist
in
application
process
and
review
and
just
providing
us
with
more
additional
information.
So,
commissioners,
if
you
can
recall
during
our
may
17th
lago
meeting,
I
believe
commissioner
gershwin
shared
that
committee
at
that
date,
it
was
decided
that
we
wanted
to
advertise
the
various
seats
to
appoint
members
to
the
solid
waste
planning
committee.
C
C
With
that
being
said,
we
still
have
two
categories
that
we
did
not
fill
and
the
first
one
was.
We
did
not
receive
any
applications
from
an
elected
official
representing
a
city
in
oakland
county
and
we
didn't
receive
an
application
from
a
representative
of
an
industrial
waste
generator
who
resides
or
conducts
business
here
in
oakland
county.
Historically,
these
are
some
tricky
seats
to
fill
because
they
are
so
specific.
C
So
at
this
time
I
just
wanted
to
provide
not
only
an
update
but
also
ask
and
assistance
if
we
know
any
local
community
leaders
that
anyone
thinks
would
maybe
be
interested
in
sitting
or
applying
for
the
representative
elected
official
in
a
city
as
well
as
the
industrial
waste
generator.
Commissioner.
C
So
that's
a
really
that's
a
that's
a
tricky
question,
because
right
now
it
really
is
an
inactive
board.
If
you
can
recall
here
a
couple
months
ago,
when
we
brought
this
forward
previous
logo
meeting,
we
had
received
some
information
from
the
state
that
they
were
going
to
update
the
solid
waste
planning
committee.
A
Yeah,
I
can
forward
the
link
to
whoever
you
like.
Just
if
you
find
someone
interested
you
know.
Just
let
me
know,
and
I
can
can.
G
A
C
You,
commissioner,
gershon
said
followed
by
commissioner
julia.
B
Obviously,
right
yeah,
so
I
think
well,
let's
try
to
send
it
around
to
those
of
us
that
do
represent
cities,
because
we
are
right.
We
all
don't
right.
Have
we
had
someone
representing
in
the
industrial
waste.
A
In
the
past
we
did
now
one
thing
too
wendy
or
whitney
caglio
and
brett
raskin
were
assisting
us
too,
with
they
reviewed
the
applications
as
well,
and
you
know
assured
me
that
I
put
them
in
the
right
categories
she
did.
I
did
ask
if
she
could
provide
a
list
of
companies
that
represent
an
industrial
waste
generator
within
oakland
county
that
maybe
I
could
reach
out
to
and
see
if
someone
might
be
interested
that'd.
A
Option,
I
know
you
probably
want
to
ideally
appoint
everyone
all
at
once,
if
you
can
so
sure,
but
but
yeah,
that's
where
we
we
stand
with
that
when
you
offer
to
do
that.
For
me
right.
E
Julia
followed
by
mr
lewis,
I
was
just
going
to
ask
about
the
industrial
waste
if
whitney
is
compiling
a
list.
If
you
could
send
me
that
link
also
to
the
applications
and
if
there's
anybody
within
you
could
send
me
the
list
and
I
can
vet
to
see
if
they're
in
my
district
or
not
as
we
all
can
to
see
if
we
can
reach
out
and
possibly
bank
a
call.
B
B
B
C
C
Southern
commissioners,
it
seems
that
moving
forward
with
what
we've
just
talked
about
that
at
this
point
we'll
reach
out
to
communication
within
our
cbts,
it
sounds
like
we'll
get
links
sent
for
the
application,
in
addition
to
getting
some
more
concrete
definitions,
specifically
with
the
waste
generator.
C
With
that
being
said,
do
we
have
a
motion
to
receive
and
file
this
update
motion
by
commissioner
joliet
support
by
commissioner
loops?
All
those
in
favor
signify
by
saying
aye
hi
opposed
motion
carries
since
we
are
talking
about
the
solid
waste
planning.
I
know
that
one
of
the
questions
I
was
going
to
ask
jim
ryan
today
was
if
there
was
a
legislative
update.
As
I
said
previously,
we
did
hear
some
chatter
months
back
that
there
was
a
potential
amendment
coming.
C
B
Thank
you
chair,
but
not
at
this
time.
Okay,
the
conversation
about
the
solid
waste
position
was
very
interesting.
I
have
someone
that
I'm
thinking
of
right
now,
oh
excellent.
C
I
think
it
would
be
great,
maybe
we'll
send
it
out
to
all
commissioners
and
then
during
our
next
board,
meeting
during
caucus.
I
think
it
would
be
a
great
discussion
to
have
just
to
make
sure
that
everybody
is
aware
that
we
are
looking
to
fill
these
two
specifics.
That's
a
great
idea!
Thank
you
with
that
being
said,
commissioners.
Is
there
any
other
business
to
come
before
the
legislative
affairs
and
government
operations
committee
this
morning.
