meeting

heard
a
lot
of
what

going

democratic
caucus

had

disclosed,

percent
tax
capture

land
bank

they
lost
out

brownfield
funds
worked
with

state
land
bank

worked
with
woodward
on

they

banks

disturbing
comment
by
the
treasurer

good

economic
development

my
partner

tyrone.
One
of
the
issues
that
you
asked
me
to
comment
on
today
involves
solid
waste
management
and
ties
are
kind
of
expert
in
the
office,
so
he'll
do
a
much
better
job
covering
that
than
I
would
so.

There's
a
there's,
also
the
creation
of
the
electric
vehicle
study
and
then
there's.
I
think
we
talked
about
this
at
our
last
meeting,
which
we
thought
was
going
to
be
in
here.
It
was
the
15
million
liquor
tax
secondary
road
patrol
the
last
few
years.
We've
seen
a
significant
increase
in
liquor
sales
in
michigan.
I
don't
know
if
you
know
that,
but
so
they've
dedicated
much
of
that
to
secondary
road
patrol,
which
is
nice.

That's
pretty
much
the
key
points
of
the
budget
that
I
thought
you
may
be
of
interest
to,
but
there's
a
couple
other
budget
issues
that
passed
I'll
go
I'll,
go
through
them
and
if
you
have
any
questions,
feel
free
to

me.
This
year
we
got
a
six
percent
interest
in
revenue.
Six
percent
increase
in
revenue
sharing
for
counties.
That's
one
percent
more
than
usual,
but
after
this
year
of
the
six
percent
increase,
there's
a
five
percent
annual
increase
ongoing.

Five
million
dollars
were
the
grants
for
local
health
departments,
7.9
million
for
water,
water
supply
oversight,
support
to
local
health
departments,
414
million
to
maintain
the
wage
increases
for
direct
care
workers
that
we
did
throughout
coven.
So
that's
a
nice
chunk
of
change
as
well
and
with
respect
to
the
courts,
there
was
a
5
million
dollar
increase
in
guardian
reimbursements.

All
these
counties,
townships
cities,
villages
have
their
own
systems
and
we're
trying
to
figure
out
if
it
would
be
better
to
have
one
statewide
court
system
that
everybody
shares
the
information.

There's
a
seven
million
dollar
line
item
to
help
clear
the
trial
court
backlogs
that
were
created
under
coved,
one
million
to
reimburse
counties
who
had
do
house
felons
longer
than
the
one
year
that
they
were
to
be
in
the
county
jail.
The
coveted
rules
would
not
let
let
the
counties
transfer
some
felons
from
county
to
state
because
of
the
covet
regulations
and
then
lastly,
10
million
in
in
jail
diversion
programs.

But
when
they
passed
this
year's
budget,
the
21
22
23
budget,
they
left
about
four
and
a
half
billion
dollars
on
the
table
of
federal
funds.
So
they're
used
the
leaders
are
meeting
periodically,
as
I
said
throughout
the
summer,
to
see
if
they
can
agree
on
how
to
spend
that
money.

if
they
come
to
some
agreement.
They'll
bring
the
legislature
in
for
a
day
vote
on
it
and
then
they
will
go
back.
But
there
seems
to
be
a
consensus,
be
with
the
governor
senate
and
house
leadership
that
this
money
has
got.
It
got
to
get
back
to
the
to
the
people
so
other
than
that
there
aren't
really
any
policy
issues
that
are
going
to
take
place
this
summer,
they're
not
coming
in
to
vote
on
stuff
like
that,
so
I'll
stop
there.

know
you
want
to
hear
about
solid
waste
management.

billion

oakland
county
receive
or
will
be
receiving

know

formula

a
very

government

honorable
commissioners,
my
name
is
tyrone
sanders
and
a
couple
of
things
that
I
wanted
to
add
to
jim's
report.
I
There
were
two
tax
cut
proposals
that
passed
the
legislature
and
the
governor
veto.
Both
of
them
there
is.
There
was
an
attempt
to
do
an
across-the-board
business
tax
cut,
as
well
as
increase
the
earned
income
tax
credit
and
also
an
effort
to
pause
the
state
gas
tax.
Those
are
the
primary
issues
that
are
being
negotiated.
In
addition,
the
governor
would
like
to
also
get
rid
of
the
pension
tax
in
the
state
of
michigan.
I
The
legislature
literally
only
has
about
eight
weeks
of
session
three
days
a
week,
so
we're
talking
about
less
than
30
days
between
now
and
the
time
that
they
recess
at
the
end
of
the
year
wow.
So
not
a
lot
of
time
to
get
a
lot
done
and
so
to
jim's
point.
They
will
have
some
opportunity
to
talk
about
some
of
those
things
over
the
summer,
but
again,
even
once
they
come
to
come
to
an
agreement.
I
So
I
just
wanted
to
again
add
that,
in
addition
to
what
jim
reported
again
there,
I
think
at
the
last
meeting
with
some
questions
about
the
revisions
to
part
115,
which
is
a
state
state,
solid
waste
act.
I
Today,
the
administration
has
proposed
to
get
that
number
up
to
45
percent
and
and
up
to
30
percent
over
the
next
few
years,
we're
woefully
behind
other
states
where,
on
average
nationally,
the
recycling
rate
is
about
32
percent.
I
One
of
the
reasons
that
we
want
to
increase
the
recycling
rate
is
because
the
things
in
our
recycling
stream
have
value.
I
Many
of
our
businesses,
for
example,
utilize
in
contract
with
our
our
disposal,
companies
and
and
utilize
their
recycled
materials
to
create
other
items
that
we
use
on
a
day-to-day
basis
that
are
consumable
items,
and
so
that's
the
overarching
goal
behind
this
bill.
Additionally,
well
one
of
the
reasons,
let
me
back
up
and
say
one
of
the
reasons
that
this
bill
continues
to
sit
in
the
regulatory
reform
committee,
even
in
light
of
the
overwhelming
support
that
it
does
have
really
comes
down
to
two
things.
I
One
of
one
of
the
things
is
is:
is
an
adjacent
community
provision
in
the
bill
which
allows
which
allows
communities
that
are
adjacent
to
a
community
that
actually
is
considering
some
type
of
increase
in
their
disposal
capacity,
for
example,
they
could
be
talking
about
allowing
a
landfill
expansion
and
adjacent
communities
now
would
would
have
well.
They
have
a
voice
in
it
today
and
that's
the
argument.
Many
from
the
ways
community
essentially
said:
hey
look.
The
existing
part.
I
I
What
can
and
can't
go
on
at
a
one
of
the
disposal
company
sites,
so,
for
example-
and
this
was
this-
was
something
that
that
was
you
know
brought
up
in
in
the
committee
hearing.
You
know.
A
local
community
could,
for
example,
dictate
to
a
company
that
you
know
we
don't
like
the
the
hedges
and
the
flowers
that
you
have
outside,
and
these
are
the
type
of
hedges
and
flowers
that
you
have
to
have,
and
that
was
an
example
that
was
used
in
committee.

I
It's
my
hope
that
that
that
parties
will
continue
to
talk
to
see
how
how
those
provisions
could
be
made
less
objectionable.
I
And
if
there
is
a
desire
by
the
committee,
I
could
make
available
an
analysis
that
we
did
once
the
bill
left
left
the
house.

for
your
consideration.

there's
like
two
parts
to
it:
there's
a
funding
part
and
then
there's
the
actual
bill
package
that
would
implement
the
regulations
that
has
got
a
lot
of
opposition.
This
is
the
senate
majority
leader
sherkey's
package,
and
it's
according
to
him.

His
number
one
issue
to
get
done,
but
he
doesn't
have
the
support
in
his
own
caucus
to
move
the
bills,
but
what
he
did
last
month
or
a
month
and
a
half
ago
was
he
moved
the
funding
mechanism
through
the
senate
and
out
of
the
senate.
So
the
money
is
there.
So
now
it
builds
our
tie
bar
those
bills
are
going
to
have
to
pass
in
order
for
everything
to
come
together.

Let
me
let
me
add
to
that
there
there
are
really
two
competing
proposals.
There
is
a
senate
proposal
again
the
one
that
jim
alluded
to
and
there's
a
house
proposal
that
actually
has
been
put
together
by
representative
mary
whiteford
and
those
two
entities
are
negotiating
on.
Ultimately
what
the
package
looks
like
there
is
vehement
opposition
to
privatize
period.
I
However,
there
is
a
hope
that
by
taking
the
best
aspects
of
both
of
those
proposals
that
they
can
reach
consensus,
but
to
jim's
point,
there
is
a
there's:
supplemental
funding,
that's
tied
to
the
passage
of
of
of
something,
whether
it
be
the
shurkey
bills,
whether
it
be
the
wife
or
bills,
or
whether
they're
subbed
out
and
have
some
combination
of
both
both
packages.
I
So
again,
I
want
to
remind
you
that
we
got
30
days
essentially
less
than
30
days
to
go
before
the
end
of
this
year.
So
there's
still
a
lot
that
would
need
to
happen
before
you
know.
We
got
to
that
point.
There's
a
lot
of
negotiating
yet
to
be
had
into
jim's
point.
The
administration
at
this
point
has
not
weighed
in
in
favor
or
opposition
of
either
package.

first

all,
thank

taking
this

These
bills
have
been
out
there
for
a
while
they
originally
were
tie
barred,
and
there
was
a
lot
of
push
back
by
our
organizations.

Michigan
association
of
register
of
deeds
and
the
county,
treasurer's
association
and
the
legislature
ended
up
breaking
the
tie
bar
and
did
pass
the
so
far
the
the
house
passed
the
bill
that
affects
the
treasurer's
office
directly.
I've
been
watching
these
bills
from
the
beginning.
I've
been
talking
to
kyle
john
about
it,
because
this
would
have
a
huge
negative
impact
on
our
on
our
revenue
in
my
office
in
robert's
office.
If
there's,
the
other
bill
affects
equalization,
this
is
a
greedy
corporation.

deal
you

don't
know
why
they
would
get
something
better,
a
better
deal
than
what
our
taxpayers
would
get.

don't
support
that.

mentality
and

tell

lot

other
boards

passed

resolution

think
it
would
be
great
if
oakland
county
could
join
that
coalition,

associations

opposing

right
now

changes

been

goal

sponsors

the

bills

work

us

as
part
of
the
michigan
association

county
treasurers,
to
make
sure
that
we
are
not
subsidizing
private
corporations.

taxpayers
are
subsidizing
private
corporations.

a
michigan
association

counties

part

the
coalition
against
this

through

currently

the
housing
market
just
purchased
a
new
home
zillow
is
a
great
useful
tool
for
people
who
are
selling
buying
for
the
real
estate
market.

they're
a
profit
driven
organization
and
that
they're
looking
to
lower
their
their
costs
and
to
bring
this
data
in
now,
they
provide
again
they
provide
a
great
public
service,
a
great
service
to
people,
a
tool
for
looking
for
homes
and
selling
homes,
but
they're
also
brokering
data.
Every
time
that
I
click
on
there
and
look
at
it.
We
all
know
that
this
is
the
new.
This
is
the
business
model
of
the
internet.

is
that
they
take
our
data,
they
sell
it
and
package
ads
and
whatnot,
so
the
county
treasurer
the
register
of
deeds,
we're
the
guardians
of
public
information
and
we're
the
ones
that
keep
it
on
behalf
of
the
county.

On
behalf
of
decision
makers,
like
yourselves
and
behalf
of
the
public
that
we
serve
and
this
would
this,
legislation
would
be
an
end
run
around
that
responsibility,
and
you
know,
cut
costs
for
for
out
of
state
data
brokers,
including
zillow,
who
is
kind
of
the
the
force
behind
this,
and
so
we're
just
respectfully
asking
that
we
add
oakland
county
to
list.
I
have
counted
13
counties
all
across
the
state
who
have
weighed
in
I'm
sure
there
are
more,
but
we
would
certainly
not
be
alone
or
an
outlier
in
making
this
statement.

think
there
are
actually
considerably
more
than
that
because
on
our
list
serve
for
the
michigan
association
of
county
treasurers,
we
keep
seeing
every
every
week
there's
another
county.
That's
passing
a
resolution
opposing
this
legislation.

would.
I

wager
that
it's
like
near
half
or
more
of
the
counties
that
I
have
seen
and
we
can
actually
get
a
number
if
that's
of
interest
to
any
of
you,
but
they
just
keep
coming
through.
Just
because
again,
this
is
ultimately
taxpayer
subsidizing.

covers
classification
and
salary
grade
studies
that
have
been
conducted
and
completed
through
the
month
of
may.
This
report
requests
to
increase
the
salary
grade
of
three
current
classifications,
which
will
impact
seven
full-time
positions
within
the
departments
of
facilities,
management
and
district
court.

they've
the
inmate
casework
services
unit
has
kind
of
restructured
their
operations
in
order
to
provide
better
case
management
and
more
efficient
use
of
the
case
and
make
case
workers
time
so
they've
taken
the
a
clerical
support
position
and
assigned
it.

responsibility
of
taking
in
these
inmate
mental
health,
referrals
and
analyzing
those
doing
self-harm.

new

those
are
part-time,
seasonal
employees,

going

be
made
part-time,
regular
employees.

them
to
post
with
illustrative
titles
with
the
intention
of
we
would
go
a
season
and
then

back
and
create
classifications.

we

was
success
in
that
with
covet
19
and
the
impact
of
that
parks
really
needed
that
that
flexibility
to
move
employees
move
staff
around
as
they
needed
them
for
understaffed
areas.

now,
we've
again
this
year
posted
these
illustrative
titles
for
these
seasonal
positions,
and
it
seems.

more
workers
