B
B
A
A
And
I
need
a
motion.
E
E
E
First
in
succession
and
stop
me
if
I,
if
I
lose
signal,
casey
messeter,
writes
from
saline
hello.
E
A
D
D
A
We
move
on
to
our
consent
agenda.
Now
we
have
a
number
of
items,
we
pulled
one
off.
A
A
A
A
F
But
many
may
be
wondering
why
is
this
on
april
1st
little
history
here
that
a
lot
of
people.
F
F
F
Effective
april,
one
is
because
north
oakland
fire
was
holly
and
and
rose
township,
and
they
are.
F
F
F
F
F
G
F
Detroit
we
service
under
police
contract
dispatch,
including
the
15
municipalities,
that.
F
Later
in
the
year
in
the
fall,
but
we
service
as
the
local
police
department
about
365
000
people.
F
F
F
Contracts
that
are
before
you
today,
I
know,
commissioner,
pulled
off
auburn
hill,
so
we
can
talk.
F
About
that
a
little
bit
more,
not
necessarily
about
auburn
hills,
but
about
all
these
contracts.
F
F
And
mel
and
gaia
can
explain
to
you
how
we
establish
these
rates.
It's
a
long
established
rate.
F
And
and
I'll,
let
gaia
step
in
on
that
and
fill
you
in
as
to
how
the
rates
are
established.
A
Thank
you
good
morning,
commissioners.
So
basically
we
take
the
dispatch
center
budget.
H
They've
done
work
studies
in
the
past,
so
we
know
what
percentage
is
dedicated
to
fire.
What.
H
And
then
we
take
all
of
the
police
officers,
including
the
ones
that
we
contract
for.
H
H
F
We
gaia
and
mel
worked
a
long
long.
Excuse
me
long
long
hours
on
this.
F
Trying
to
get
it
ready
and
bring
it
to
you
today,
but,
like
I
say
normally,
this
is.
F
F
That's
going
on
with
covid,
you
know,
it's
been
a,
it's
been
a
struggle,
but
here
we
are.
Thank
you.
D
Thank
you,
madam
chair.
I
just
had
a
couple
questions
and
basically
I
know.
D
In
auburn
hills
they
went
from
a
in-house
dispatch
to
the
county.
G
Calls
but
it's
pretty
significant
they're,
a
very
busy
city
they're
placed
between
a
freeway.
G
Industrial
and
residential
areas-
they
are
challenged
by
that
and
we
met
that
challenge.
G
Break
up
the
way
things
are
done,
working
with
the
police
department,
the
fire
department,
as
close.
G
G
As
they
did,
this
consolidation
and
I'm
happy
to
report,
this
is
a
success
and
the
relationship.
G
As
we
move
forward,
I
think
we've
seen
efficiencies
in
the
delivery
of
services
and.
F
I
exchanged
a
couple
emails
with
tom
tangy,
the
city
manager
last
friday,
and
he
actually
put.
D
But
the
city
council
was
also
very
very
concerned
that
the
dispatch
would
be
able
to
really.
D
And
you
know,
I
know
we
can't
do
a
public
release
or
public
service
announcement,
but.
C
Thanks
yeah,
I
have
two
questions,
one
probably
more
for
gaya
and
one
for.
C
Mel,
so
for
mel,
I
was
talking
with
someone
from
ochn
and
common
ground.
C
G
G
That
has
been
piloted
around
the
nation
and
we
see
the
benefits
of
that
which
gives
us
the.
F
F
F
F
C
C
C
H
Last
three
year,
average
number
of
calls:
that's
how
we
got
the
per
call
rate
and
then
for
the
out.
H
H
H
A
A
B
F
A
A
I
Still
morning
good
morning,
everyone,
so
this
amendment
is
our
normal
local
health
department.
I
Grant,
you
probably
have
heard
the
the
acronym
we
use
cpbc,
and
so
this
is
specific
to
funding.
I
I
And
then
professional
services,
and
so
that's
where
the
majority
of
the
funding
will
be
spent.
I
Take
appointments,
that
is
contractors
as
well,
so
you
know
we've
kind
of
been
ramping
up
as
we.
I
Continue
to
receive
more
vaccine
to
really
help
expand
our
our
personnel
here
at
the
health.
I
A
B
To
to
find
out
all
the
location
sites
that
you
all
have
in
our
districts,
we
can
provide
those.
I
Right
and
commissioner
powell,
I
want
to
get
out
to
you
and
kind
of
talk
to
you
about
our
plans.
B
J
Hi
leigh-anne
and
thank
you
for
presenting
to
us
today
and
all
your
hard
work.
J
I
just
wanted
to
revisit
a
question
for
you
in
regards
to
the
funeral
home
workers.
I
I
Kind
of
really
moved
away
from
the
phases,
so
they
they
started
with.
You
know
health
care.
I
I
I
Such
demand
from
from
that
that
group,
which
was
great
but
the
state,
has
kind
of
opened
the.
I
Eligibility
now
using
you
know
the
ages,
and
so
starting
last
week
it
was
50
and
over
with
a.
I
Disability,
you
know
and
they
really
didn't
define
disability,
but
you
know
basically
said.
I
I
I
I
J
Well,
I
just
want
to
say
that
the
funeral
home
that
has
been
contacting
me
about
that
in
my.
J
District
is
very
disappointed
because
her
some
of
her
workers
were
able
to
get
vaccinated
because.
J
They
were
high
prioritized
the
high
priority
was
given
to
them
in
detroit,
and
so
for
detroit
to.
J
Who
have
died
from
covid
and
their
families
who
have
been
exposed
during
that
process?
So
I
just.
J
J
Would
just
ask
you
if,
at
all
possible,
we
could
get
that
group
of
workers
moved
in?
I
know
what
the.
J
State
is
doing,
but
I
know
the
county
has
decision,
making
opportunities
as
well
and
a
lot
of
those.
J
Workers
aren't
over
65
and
they're
dealing
with
this
up
close
and
personal
in
their
workplace.
I
Yes,
if
you
will
forward
me
their
information,
if
you
could
just
just
send
me
an
email,
let.
I
I
A
Except
that,
commissioner
cavell,
I
I
have
a
question
before
you're,
sorry,
so
leigh-anne.
What
about.
I
I
We
we
are
we're
working
through
them.
Obviously,
if
they're
also
on
save
your
spot,
they
could
be.
I
Invited
that
way,
if
they're
a
certain
you
know
in
a
certain
age
group,
but
we
have
been
working.
I
Through
the
certain
groups
and
so
hr
and
the
health
division
we'll
continue
to
work
through.
I
I
Invited
these
employees
to
our
existing
clinics,
similar
to
like
we
do
with
our
our
population,.
C
Thank
you,
chair,
hi
leigh-anne.
I
two
things
one
with
the
thing
you're
talking
to
us.
C
That
you
know
we
put
money
in
the
advertising
again,
we
know
there
are
are
lots
of
ways
we
need.
I
I
I
C
C
C
I
Yeah
so-
and
I
just
replied
to
an
email
at
the
beginning
of
this
too,
so
we're
working.
I
With
a
couple
of
organizations,
so
ochn
we're,
probably
gonna
reach
out
to,
we
will
reach
out.
I
I
They're
we're
we're
partnering
with
them
to
talk
about.
You
know
some
special
opportunities.
I
Where
we
can
offer
some
vaccine
clinics
the
I
think
the
the
eligibility
right
is
one
thing.
I
I
I
I
I
I
Then
the
16
and
plus
with
disabilities,
those
caregivers
that
were
considered
higher
priority
so.
I
Eligibility
group
is
expanding,
but
again
the
vaccine
availability
is
still
limited
right.
C
C
I
Right
that
have
special
needs
and
then
50
and
over
and
that
16
and
plus
with
disabilities
really.
I
I
I
Sign
up
for
save
your
spot,
it
was
just
that
we
were
pulling
people
based
on
what
their
priority.
I
I
I
We're
able
to
pull
people
on
the
list
so
that
that's
you
know
they
can
call
nurse
on
call
as.
I
A
A
A
K
Of
our
emergency
solutions
grant
additional
covid
funding.
This
is
additional
funding
to.
K
Help
support
agencies
that
are
responding
to
people
experiencing
homelessness
and
people
who.
K
K
Who
are
in
the
process
of
being
housed
and
so
part
of
this?
We
have
a
small
portion
that
we
take.
K
Dollars
that
was
used
for
very
similar
type
activities
over
55
of
that
has
already
been.
K
Spent
and
is
out
the
door
and
the
rest
is
quickly
on
its
way
to
going
for
those
same
activities.
K
And
because
the
pandemic
is
ongoing,
there's
going
to
be
a
continued
need
for.
K
So
that's
the
big
picture
of
this
particular
acceptance
agreement
that
you
have
in
front
of.
D
Thank
you,
madam
chair.
I
did
have
a
couple
questions
and
I
appreciate
the
opportunity
to.
K
For
the
emergency
services
solution
grant
it's,
you
know
to
be
honest
with
you.
It's.
K
If
I
remember
correctly,
the
agreement
says
we
gotta
have
this
spent
out
by
june
of
2022.
K
Internally,
in
our
own
division,
we
have
three
hud
certified
housing
counselors
that
can.
K
Very
detailed
ways
of
getting
somebody
able
to
buy
a
home
or
get
them
into
a
rental
situation
and.
K
K
Assistance
program-
and
that
is
right
now
we're
not
taking
any
additional
applications
for.
K
That
until
we
get
the
agreements
officially
accepted
to
get
in
some
additional
dollars,.
K
Probably
that'll
happen
by
the
end
of
april,
beginning
of
may
but
again,
if
there
are
certain.
K
K
Cares
related
esg
funding
to
support
similar
type
work
of
those
various
community
service.
K
Agencies
that
are
set
up
to
do
a
lot
more
directly
with
people
experiencing
homelessness.
K
And
people
at
risk
of
experiencing
homelessness,
and
so
they
will
do
rapid
re-housing
activities.
K
And
so
what
we
do
is
we
put
out
a
request
for
you
know
for
applications
from
these.
K
And
frankly,
not
every
agency
thinks
the
money
is
worth
it
to
do.
That.
K
K
Homelessness
are
done
by
other
third
party
service
agencies
and
we're
using
this
funding
to.
K
Pay
a
little
bit
more
to
entice
people
to
come
out
and
assist
in
different
ways
at
their
agency.
So.
K
A
lot
of
this
funding
goes
to
support
those
kinds
of
get-get-funding
holes.
D
Thank
you,
madam
chair,
but
I
could
just
ask
a
couple
more
questions
in
this
resolution.
It.
D
Eat
your
your
job
over
there
yeah,
so
I
don't
believe
if
they
have
been,
then
this
is
a.
K
Typo
we
need
to
address,
I
don't
believe,
they're
new
positions,
they're
current
positions.
K
That
will
be
partially
supported
with
this
funding
and
those
are.
K
To
support
the
processing
of
the
paperwork
and
getting
the
funding
out
to
these
service
agencies.
D
Okay-
and
I
might
have
misread
that
with
regard
on
on
page
295
of
our
packet-
it
has.
D
Something
about
a
third-party
documentation
not
needed.
Do
you
know
what
that's
about.
D
For
for
certain
individuals
to
get
help,
they
they
don't
need
third-party
documentation.
K
Oh
okay,
so
this
is
simply
loosening
the
restrictions
on.
K
With
hud
funding
under
regular
esg,
we're
required
to
have
different
entities,
basically.
K
Provide
that
third
party
documentation
and
it's
an
effort
to
make
sure
that
this
funding.
K
D
A
B
A
A
A
F
You,
madam
chair,
this
particular
dog
lex,
is
a
belgian
melano.
It's
one
of
our
explosive
dogs.
F
Expectations,
sadly,
to
report
to
you,
this
dog
is
we're
selling
it
to
deputy
loken.
F
To
deputy
loken,
as
you
may
know,
has
been
on
tv
is,
unfortunately
has
stage
four
pancreatic
cancer.
F
F
Dogs
are
part
of
the
family,
they
live
with
the
family,
and
this
is
again
one
of
the
traditions.
F
F
Well,
actually,
commission,
you
know,
commissioner
gershenson's
been
very,
very
helpful
in
that.
F
B
L
L
Creating
this
blueprint,
if
commissioners
are
interested
in
where
that
is
it's
the
last.
L
More
information
in
regards
to
those
funds,
because
there
is
no
need
for
a
budget
amendment.
L
To
answer
any
questions
that
commissioners
may
have
in
regards
to
the
development
of
this.
B
Be
part
of
that
committee,
since
I
am
one
of
those
silver
tsunami
folks,
okay,
commissioner
kuhn,.
D
Boarded
that
around
and
I'll
speak
to
it
once
we
have
a
second
thank
you.
A
So
you
missionaries
made
an
amendment,
does,
does
everybody
have
the
amendment
in
front
of
them.
A
We
need
a
second
all
right.
We
need
a
second
for
the
amendment
support
from
commissioner
hoffman.
A
D
This
is
such
a
huge,
huge
issue,
and
just
restricting
it
to
three,
I
think
is,
is
doing.
D
Hoc
committee
of
three
it's
it's
sort
of
awkward
and
I
know
going
from
a
study
group
to
a
to
an.
D
D
M
M
And
one
from
the
majority,
I
just
think,
as
commissioner
kuhn
said,
there's
so
much.
M
And
mcgillivray
and
I
think
it'd
be
better
to
have
five
other
committees.
You
can
just
you.
C
C
C
Report,
the
first
one,
commissioner
nelson,
was
elder
abuse
senior
services.
It
was
like
a
whole.
L
Understanding-
and
I
was
not
obviously
a
part
of
the
silver
tsunami
commissioner
cavall,
however,.
L
L
To
other
abuse
and
housing
and
transportation
and
a
variety
of
others,
so
I
strongly
encourage.
L
L
Into
the
information
of
updating
the
silver
tsunami,
but
I
definitely
would
like
to
revisit.
M
M
M
Not
an
you
know
a
wild
number
to
work
with,
and
there
is
so
much.
You
know
knowledge
on
on
the.
M
M
C
Just
such
a
robust
conversation
right,
it
keeps
going.
Thank
you
chair.
C
Project-
and
I
just
want
to
say,
though
I
would
love
to
have
conversations
with.
C
Work
group,
so
I
would
be
very
happy
to
keep
that
going.
You
know,
as
you
all
see
fit.
D
Thank
you,
madam
chair.
This
really
wasn't
motivated
by
minority
or
majority,
actually.
D
It
was
just
as
commissioner
hoffman
indicated,
as
commissioner
mcgillivray
indicated,.
D
This
is
a
big
issue
and
if,
if
you
want
to
have
an
extra
a
majority
member,
that
would
be
great
too.
D
Have
it,
and
even
you
know,
have
a
six-person
committee
with
four
democrats
and
two
republicans.
D
L
Thank
you,
madam
chair.
I
would
just
like
to
add
the
intentions
of
this
ad
hoc
committee
was
solely.
L
L
L
L
Can
come
back
to
the
table
with
after
having
a
strategic
blueprint,
created
and
updated
from
the.
A
Thank
you,
commissioner.
Mcgillivray.
Thank
you,
madam
chairwoman.
I'm
going
to
be
voting
in
favor
of.
B
The
amendment,
the
reason
being,
I
think,
when
it
comes
to
seniors
it's
a
very
important
issue.
B
And
the
more
the
merrier
I
I
think
that
that
it's
important
that
anybody
would.
A
Thank
you,
commissioner
jackson.
Thank
you,
and
I
agree
with
commissioner
mcgillivray
that
seniors.
J
J
First
step
this
silver
tsunami
report
that
was
finalized
in
2008
and
the
work
that
has
been
done.
J
In
between
that
time
and
now
and
as
commissioner
nelson
stated,
a
ad
hoc
committee
could
lead.
J
J
A
A
On
this
item,
commissioner
hoffman,
yes,
I
just
have
one
question:
we're
allocating
50
000.
M
L
So,
together
with
triple
a1b,
has
been
and
was
apart,
a
large
part
of
the
silver
tsunami
report.
L
L
Worked
on
this
report
through
aaa
1b
10
years
ago,
who
are
also
going
to
be
assisting.
L
Us
with
not
only
updating
the
data
from
the
silver
tsunami,
but
also
working
with
tripoli,.
L
L
In
the
works
in
regards
to
there's
a
high
high
possibility
that
we
will
have.
L
Additional
monies
to
help
support
this
strategic
plan
outside
of
the
up
to
50
000.
L
And
from
what
I
understand,
there
is
high
hopes
that
we
already
have
a
good
indication
that
we.
L
Do
have
some
grants
to
help
offset
the
cost
from
the
money
from
the
board
of
commissioners.
M
L
L
Out
exactly
what
you're
asking
at
our
first
ad
hoc
committee,
what
I
can
share
with
you
is.
L
The
cost
similar
to
the
silver
tsunami,
it's
paying
time
put
in
to
gathering
the
data
that
has.
L
A
L
L
L
A
Did
I
see
your
hand
up?
No
sorry,
thank
you
all.
A
Yes,
yes,
all
right,
clarify
commissioner
hoffman's
budgetary
questions.
Yes,
so
I.
B
Was
working
with
triple
a1b,
as
you
mentioned,
commissioner,
very
correctly,
they
were
working.
B
On
a
report
in
2010-
and
we
came
up
with
the
potential
budget
proposal-
work.
B
Of
scope,
but
nothing
can
be,
you
know
decided
until
the
ad
hoc
committee
is
created
and
they.
B
B
To
approve
it
so,
as
commissioner
nelson
said
correctly
consultation,
there
will
be
a
survey.
B
Is,
as
commissioner
nelson
correctly
said,
a
rough
estimate
of
how
the
50
000
or
up
to
50
000.
A
We're
on
to
other
business-
and
I
understand
undersheriff
mccabe-
would
like
to
make
a
comment
in
this
area.
F
I
apologize
madam
chair,
I
meant
to
mention
earlier.
I
know
barbara
doesn't
want
me
to.
F
Do
this,
but
I'm
doing
it
anyway,
we
had
a
large
amount
to
cover
today.
As
you
know,
under.
F
A
You're
on
you,
okay,
thank
you,
madam
chair,
and
thank
you,
commissioner
cavell.
I
just
had
this.
D
So
that
we
could
ask
some
questions,
just
a
thought:
yeah,
you're,
referencing.
The
first
item
correct.
D
Transparency
and
such
it
might
be
further
help
if
we
had.
Somebody
here
could
answer
questions.
