lands

aggregate
uses
that
are
further
west.
The
Finlay
Creek
municipal
drain
runs
through
the
two
properties.

site
is
approximately
40
hectares
inside
width
in
size,
with
a
410
meters
of
frontage,
along
Rams,
evil,
Road
and
the
site
currently
contains
approximately
51,000
square
metres
of
greenhouses.

development
proposal,

convert
and
retrofit
the
existing
greenhouses
from
the
growing
of
food
products
to
the
growing
of
medical
marijuana
and
to
convert
an
accessory
package
and
processing
building,

of
the
new
product.
They'll
be
parking
added
to
accommodate
the
operations,
and
these
details
will
be
fleshed
out
more
with
the
site
plan,
control
application,

has
been
provided

the
site

Plan
designation
for
this
property
for
these
properties
are
agricultural
resource
area,
with
the
intent
to
protect
major
agricultural
areas
from
loss
to
other
uses
and
to
not
introduce
uses
which
would
result
in
conflicts
with
agricultural
operations.

The
zoning
is
agricultural
subsume
with
the
purpose
of
restricting
the
range
of
permitted
uses
to
preserve
primary
cultural
lands
from
lost
to
other
uses
and
to
regulate
uses
in
a
manner
that
respects
the
character
of
the
area
and
minimizes
land
use
conflicts.

details
of
the
specific
amendment
are
is
currently
the
site
is

currently
bisected

an
easement

the
TransCanada
pipeline,

zoned
open
space
that
won't
be
changing.

will
be
a

exception

requirement
for
the
parking
lot

two
vehicle
loading
spaces
in
terms
of
the
permitted
lock
coverage
currently
or
AG,
two
lands,
that's
normally
20%.
However,
there
was
a
minor
variance
application
approved
back
in
2012,
allowing
33%
coverage
on
one
of
the
two
properties,
and
the
27%
is
is
of
more
of
a
balance
to
still
allow
the
same
amount
of
lock
coverage.

currently
permitted,
but
balanced
over
the
two
properties.
The
parking
space
rate,
the
parking
rate,
is
being
asked
to
be
modified
in
the
number
of
loading
spaces
in
order
to
minimize
the
an
impact
on
the
land
of
loading
spaces
and
parking

allow
what
is
actually
necessary
for
this.
For
this
specific
proposal,
and
so
the
report
recommendation
is
that
Council
approved
an
amendment
to
the
zoning
bylaw
or
5130
and
5208
Ramsey
railroad
to
permit
a
medical
marijuana
production
facility
and
to
add
specific
sodium
provisions
for
that
use.

for
these
types
of
facilities
across
the
city.

that
no
government
was

it's

what
we
approved
it's
different
than
what
this
would
be
today
and
why
this
is
all
right
under
the
federal
process.

use

industrial
zones
in
the
City
of
Ottawa.

that
time,
the
staff
had
had
thought
that
that
was
the
more
conservative
approach
to
ensure
that

areas.
The
reason
this
is
being
can
considered
now
as
we're
looking
at
the
specific
content
of
the
proposal,

main
thing

cultural

lose

agricultural
production

the
area
of
Ottawa
on
a
per
capita
basis.
Rural
residents
use
para
Transpo
only
about
one-fifth
of
the
rate
of
the
urban
residents
and
rural
residents
pay
a
fair,
almost
3
times,
that
of
an
urban
resident.
Irrespective
of
the
distance.

The
trip
I've
advocated
for
a
serious
review
of
the
the
rural
urban
inequities
since
at
least
rural
summit.
What
was

Transpo
at
a
recent
meeting
with
the
seniors
roundtable
indicated
that
they
were
open
to
consideration
of
improvements.

a
need
for
improvements,

have
to
be
a
significant
voice

group

rural
counselors
in

to
effect

change
when
I
discussed

service
with
staff
and
urban
residents,

frequently
encounter
two
rationalizations
behind
maintaining
the
status
quo.

It's
reasonable:
they
pay
a
lot
more
to
the
first
item
of
it
being
a
citywide
service.
I
remind
of
the
constant
reassurance
that
staff
gated
during
the
storm
water
management
public
consultation
sessions.
We
were
constantly
reminded
that
we
should
pay
according
the
level
of
service
being
provided
that
principle
is
not
being
practiced
with
para
Transpo
and
we
pay
a
greater
increased
fare
for
the
lesser
service
that
we
do
receive.
As
to
the
second
point,
on
the
average
distances,
that's
an
unfair
comparison.

When
you
look
at
the
charts,
the
shorter
local
trips
that
might
have
been
taken
in
the
rural
areas
are
simply
not
allowed.
They
don't
figure
into
the
the
distance
is
a
key
factor.
Why
are
we
not
employers
own
fare
system
across
the
entire
system?
The
rural
community
centers
have
become
increasingly
involved
in
compensating
for
the
Transpo
deficiencies,
to
the
extent
that
they're
now
providing
rides
in
almost
three-quarters
of
the
rate
of
the
numbers
of
para
Transpo
and
about
half
the
cost.

This
table
I
want
to
highlight
some
of
the
contrast
between
para
Transpo,
the
rural
service
and
the
the
work
that
the
community
centers,
the
reserve.
Centers
are
doing
to
satisfy
the
needs
of
the
rural
residents.
Looking
first
at
the
top
green
arrow,
you
can
appreciate
how
significantly
involved
the
C
or
C's
have
stepped
in
to
fill
the
void.
They're
now
functioning
somewhat
like
the
practice
of
the
former
municipalities
with
paid
and
volunteer
drivers.

This
service
has
increased
to
the
extent
that
they
now
provide
about
three-quarters
of
the
numbers
of
rides
for
the
rural
residents,
as
does
para
transport.
The
center
three
headed
arrow.
You
can
see
that
the
community
reserve
centers
have
set
their
fare
model
for
their
longer
distance
trips
to
be
somewhat
similar
to
that
of
para
Transpo
in
order
to
manage
the
demand,
but
the
para
Transpo
fare
for
a
rural
passenger
is
2.7
times
that
of
an
urban
client.

The
rural
community
reserve
centers
have
been
doing
a
great
job
in
helping
to
meet
the
rural
transportation,
need
it's
not
being
addressed
by
a
pair
of
transport.
Indeed,
with
changes
in
their
delivery
models
and
some
reduction
in
fares,
the
Western
Ottawa
community,
Reserve
Center,
has
tripled
their
clients
over
the
last
year.

bigger
ease
of
opportunity,
funding,
speaking
of
opportunity,
fundings
we've
recently
been
advised
that
some
potential
opportunity
for
financial
assistance
is
available
through
the
vehicle
for
higher
accessibility
fund.
The
CRC's
are
now
considering
submissions
they're
looking
at
the
possibility,
but
it
has
a
serious
disadvantage
of
not
being
sustained
funding
and
approvement
without
the
confidence
of
that,
continued
funding
is
difficult.

sustainable

problem.

issue
that
we
did
do
have
with
it
from
the
time
we
established
it
in
2011
to
this
year
we
weren't
increasing
it
with
inflation.

was
an
issue
we
addressed
that
by
putting
in
the
extra
one
thousand
dollars
in
2018.
It'll
now
increase
the
inflation
from
here
on
out.

only
is
it
sustainable
from
going
forward.
It'll
also
increase
annually,
as
it
should
have
in
the
past,
but
yes,
I've
also
talked
to
Ross
and

sure
the
other
CRC's

can

vehicle

higher
accessibility
to
form
$4,000
from
uber
and
hopefully
future
local
fire
programs
in
the
future
come
