Description
Agriculture and Rural Affairs Committee meeting – August 30, 2016 – Audio Stream
Agenda and background materials can be found at http://www.ottawa.ca/agendas.
A
Good
morning,
everyone
what's
10
a.m.
or
insert
the
I
approach,
a
real
first
committee
meeting
of
Tuesday
August
earlier.
This,
of
course,
is
our
regular
September
meeting,
but
we
bumped
it
up
to
its
August
to
coincide
with
Council
tomorrow.
So
we
get
set.
You
know
a
couple.
Things
would
be
going
to
council
directed
some
more
laughter
today,
so
any
declarations
of
interest,
a
confirmation
of
minutes
from
our
meeting
of
June
29th
2016
here
this
is
a
public
meeting
to
consider
the
proposed
zoning
bylaw
amendments
that
said
items
3.
A
A
If
council
does
not
adopt
amend
that
within
120
days
of
receipt
for
the
application
for
zoning
in
180
days
for
an
official
plan
amendments,
a
comment
sheet
is
available
at
the
door
for
anyone
wishing
to
submit
written
comments
on
these
amendments
so
give
it
to
our
items
the
agenda
here
we
have
item
number
one
was
deferred
from
our
meeting
in
on
in
June
on.
It
was
a
response
to
inquire
from
Chancellor
de
Roos.
We
are
actually
gonna
defer
that
again
I've
skipped
some
counselors.
You
speak
to
it
as
to
why
right
now,
Thanks.
B
Thank
You
chair
and
we've
been
meeting
when
working
with
staff,
and
we
come
to
conclusion
that
is
not
we
don't
have
a
lots
of
nine-one-one
blade
are
effective.
Only
on
measure
vote
so
being
we're
trying
to
establish
you
see
how
much
money
it's
gonna
cost
and
how
many
houses
are
affected,
so
we
with
the
summer
and
things
so
we're
still
working
to
get
this
number.
So
we're
gonna
defer
this
for
next.
A
There
we
go
so
the
issue
is
there
was
a
inferior
signed,
blade
that
were
purchased
by
Oscar
Township
several
years
ago,
and
they
don't
compare
with
the
rest
of
the
ones
that
are
in
the
city
and
they
have
deteriorated
much
quickly,
much
more
quickly
than
some
of
the
others.
So
councillor
has
been
looking
into
finding
a
way
to
replace
the
ones
that
were
were
damaged
not
by
the
only
damage,
because
Osgood
didn't
spend
the
money
to
get
the
railings
yes,
so
on
different
okay.
Thank
you.
A
A
Zoning
bylaw
million
for
part
of
1333
John
Quinn
Road
that
the
I
cultural
affairs
committee
recommend
council
approve
an
amendment
to
zoning
bylaw
2008
f250
for
part
of
1333
John
Quinn
Road
to
prohibit
residential
uses
on
retain
farmland
as
detailed
in
documents
you
now.
This
is
just
surplus
farm
severance.
We
do
have
someone
here
to
speak
to
it,
but
I
assume
that's
they
are
in
favor.
If
we
carry
perfect,
we
always
carry
these
because
they're
simply
just
surpluses,
farm
size.
A
A
A
I'm
not
gonna,
read
that
three
to
five
times
so
I'll
just
say
the
submissions
portion,
because
that's
annoying
number
item
number
four
zoning
bylaw
amendment,
part
of
1035,
John
Quinn
Road,
seem
same
as
I'm
three
that
the
echoes
rule
affairs
committee
recommend
council
approve
an
amendment
to
the
zoning
bylaw
2008
to
5:04
part
of
1075
junkman
Road
to
prohibit
residential
uses
on
retained
farmland
as
detailed
in
document
2,
and
then
the
subsequent
public
health
station
subsection
of
the
ocean
on
the
other,
okay,
1
&,
2
UK.
Thank
you.
A
So
I'm
gonna
hold
that
item.
That
says
only
viola
metaphor
for
source
40,
41,
I'm,
really
dry,
I,
don't
know
which
7
is
the
zoning
bylaw
amendment
for
part
of
9
3,
3,
9,
Russell,
Road
and
Cumberland.
It
is
that
a
Kosovo
phase
committee
recommend
council
approve
an
amendment
to
zoning
bylaw
2008
2
5,
0
4,
part
of
9
3
3
9,
Russell
Rhoads
prohibit
residential
uses
on
the
retained
farmland
as
detailed
documents
you
and
then
the
public
consultation
section
motion
on
the
item
carried
on
1
&
2.
A
We
do
a
lot
of
services
and
every
severance
has
to
come
through
here.
As
you
know,
as
you
might
know,
I've
never
H
is
a
comprehensive
zoning,
bylaw
2008
2,
5,
0,
omnibus
amendments
or
q3
2016.
There
are
a
couple
items
in
this
yeah
more
I
should
hold
that
because
there's
couple
motions
in
a
soldier's
deal
with
it
when
we
get
to
it
I
don't
never
know,
is
a
finite
agreement
for
design
and
construction
of
the
richmond
sanitary
trunk.
Sewer
I,
don't
think
I
know
Shaun
Moore's
here
with
the
presentation.
A
I,
don't
think
presentation
is
necessary.
It's
simply
just
for
an
ending
of
so
sanitary
sewer
construction
work
in
the
village
of
Richmond
in
correlation
with
developments
in
the
East,
the
west
part
of
Richmond.
So
this
is
just
going
to
allow
the
developer
to
move
on
with
the
construction
and
get
it
done
before
the
end
of
this
year.
I
know
there
is
a
to
advance
it
to
counsel,
for
tomorrow.
Do
a
timeline
so
I'll,
just
repeat
the
motion
and
then
we'll
go
and
I
think
yep.
A
Four
and
five
with
the
final
form
and
content
being
the
satisfaction
of
the
city,
clerk
and
solicitor,
and
to
approved
the
financial
dispersement
to
reimburse
the
design
and
construction
costs
incurred
by
five
and
develop
corporation.
Pursuant
to
the
execution
of
the
front
agreement
and
three
approved
payment
of
two
million.
Seventy
nine
thousand.
Seventy
eight
dollars
and
thirteen
cents
plus
applicable
taxes
from
the
development
charge,
forecast
in
2018,
subject
to
the
front,
ending
agreement,
principles
and
policy,
and
then
there
is
an
amendments
from
councillor
de
Roos.
A
That
speaks
to
the
timing
so
because,
because
this
project
is
hasn't
been
approved
yet
in
terms
of
the
funding
the
front
ending,
we
want
to
make
sure
that
it
gets
done
before
the
winter
comes
before
the
end
of
a
structured
season.
So
this
would
normally
come
to
council
on
September
14th.
We're
gonna
bump
it
up
to
two
tomorrow,
so
that
the
the
developer
and
the
contractor
can
get
on
with
the
project
so
therefore
be
resolved,
that
the
reports
proceed
to
Council
on
August,
31st,
2016.
A
Okay,
on
the
on
the
item,
as
amended
great
thank
you
and
item
number
10
is
an
item
that
I've
put
forward
notice,
emotion.
Last
last,
council
meeting,
Alaska
Air
Act
meeting
it's
a
future
Park
at
38,
Nixon
farm
drive
and
then
Richmond,
gage
subdivision.
It's
that's
the
I
closed
real
affairs
committee.
Recommend
council
approve
a
future
that
a
future
park
located
in
the
Richmond
Gate
development
at
38,
Nixon
Farm
Drive,
be
named
Sara
McCarthy
Park.
A
This
was
a
joint
effort
between
the
developer
and
the
family
of
Sarah,
who
came
forward
and
we're
looking
for
a
way
to
commemorate
Sarah's
memory,
and
we
just
couldn't
go
through
the
normal,
the
normal
process
because
didn't
perfectly
fit
the
policy,
so
we
came
through
this
way
and
I
know
that
developers
Dallas
Homes.
It's
quite
pleased
to
be
able
to
do
this.
You
know
the
family
is
very
receptive
to
what
they
were
trying
to
do
as
well,
so
on
that.
So
on
that
naming
great.
Thank
you.
So
we'll
go
back
to
item
number
six.
A
C
Thank
You
mr.
chair,
it
walks
me
April
of
this
year,
National
Research
Council
of
Canada
in
Mississippi,
Mills
Carleton
place
shut
down
their
fire
research
training
center.
We
were.
C
Of
a
multi-million
dollar
grant,
which
we
were
requiring
some
live-fire
training
to
be
conducted
at
Mississippi,
Mills
left
us
without
a
facility
where
we
could
currently
do
that
type
of
training,
and
so
we
identified
working
with
the
Environmental
Services
Division,
a
location
at
the
intersection
of
barnesdale
Road
and
a
moody
Drive
that
would
meet
the
initial
concerns
if
it
was
processed
through
as
a
temporary
rezoning
would
allow
us
to
conduct
live-fire
training.
That
would
flouse
then
complete
this
grant
process
that
we're
doing
with
our
international
partners.
C
The
intention
is
that
we
would
be
using
approximately
six
seed
type.
Containers
that
are
modified
to
permit
small-scale
burning
burning
that
is
planned
is
nothing
larger
than
probably
approximately
six
pallets
size
loads.
Six
loads
of
placing
the
empty
pallets
is
equivalent
size
so
considerably
less
than
even
what
we
would
have
happening
with
an
open-air
burning
permit.
B
C
A
Ali,
the
intent
here
would
be
just
the
because
the
timelines
with
their
training
program
and
getting
it
done
within
the
period
that
they
are
required
to
in
partnership,
I
believe
with
the
NRC.
They
have
to
go
through
the
temporary
zoning
right
now,
but
if
they
want
to
use
the
site
longer
term,
it
would
go
through.
We
wouldn't
extend
the
temporary
zoning.
They
would
go
through
a
full
rezoning
process
for
that
property.
That
property
is
currently
CEO
and
it's
currently
used
by
it.
A
It's
been
used
in
the
past
by
the
buyout
railroad
facility
for
a
beef
and
yard
waste
processing-
I,
don't
just
some
resistive
I
mean
the
site
is
located
within
Reno
Coburn
and
a
lot
of
speculation
regarding
the
Mississippi
mill
site.
So
some
of
the
comments
that,
what's
you
know,
how
are
you
contain
the
fire?
How
are
you
you're
putting
it
over
at
worse,
the
the
water
around
how
much
water
is
used?
These
sorts
of
questions,
of
course,
come
up.
A
C
Mr.
chair,
what
had
happened
at
Mississippi
Mills
is
concerned
with
regards
to
foam
that
was
used
10
to
20
years
ago,
when
they're
testing
so
they're
a
victim
of
basically
their
past
sins.
What
we
are
looking
at
doing
at
this
particular
site
is
using
a
minimum
amount
of
water,
all
water
that
you
it's
collected
on
site
will
be
sent
for
treatment
through
the
city,
waste
services
and.
C
A
Appreciate
it
Thank
You
G,
so
thank
you
for
coming
so
yeah
before
with
the
a
year,
so
that
papers
were
fiscally
recommend.
Council
approval
amendments
to
zoning
bylaw,
2008
2,
5,
0,
4,
4,
0,
4,
1
moody
drive
for
the
training
facility
bottle
fire
services
for
a
temporary
term
of
two
years
as
showing
document
1
in
detailed
document
and
that
I
coach
for
any
approve
public
on
station
section
of
this
report.
So
on
that
on
the
end
carrying
on
1
&,
2,
Thank,
You
chief
appreciated.
A
B
Thank
You
mr.
chair
and
the
motion
is
therefore
that
the
following
changes
be
made
to
staff
report
one-man
document
1
by
editing.
The
map
shows
us
figure,
4
and
replacing
it
with
the
map
attached
to
motions
and
to
amend
document
3
by
replacing
the
proposed
exception
with
the
following,
and
we
have
a
graph
here
and
be
it
FURTHER
RESOLVED
that
there
being
no
further
notice
pursuing
the
section
34:17
of
the
Planning
Act,
because.
A
A
She
is
relating
specifically
to
this
Ashton
Station
Road
property
because
of
timelines
for
building
permit
and
whatnot,
but
the
entire
reports
be
advanced
and
this
as
well
as
moved
by
Councillor,
to
ruse
that
the
the
report
proceeded
to
City
Council
on
August,
31st
2016
and
that
no
further
notice
pursuant
pursuant
to
section
34,
subsection,
17
and
funny
after
be
given.
So
we
do
have
a
speaker
on
36:13
ash,
the
station
or
Pamela
Reid.
Do
you
want
to
come
up
in
this
week?
If
you
like,.
A
D
We
go
I'm,
Pamela,
Reed
I
live
our
own
36
Ashton
Station
Road.
We
just
basically
applied
for
a
building
permit
and
everything
is
approved,
except
for
the
zoning
where
we
found
out
that
it
was
changed
from
mxr
to
mr
at
the
time
in
2008.
It
should
have
been
Mr
1,
because
all
properties
that
had
a
dwelling
that
were
MMX
are
where
changed
to
my
eyes.
Mr
1,
so
I
understand
that
this
exception.
That
is
what
is
being
proposed
on
our
side.
We
would
like
to
have
it
just
made
what
it
should
have
been.
D
It
should
have
been
MX
1,
rather
than
just
add
an
exception
to
the
mo.
Mr
sorry,
mr
1,
instead
of
just
an
exception
to
mr
does
that
make
sense
at
the
time
in
2008,
it
should
have
been
changed
to
mr
1.
Yet
this
proposal,
it's
suggesting
it
stay,
mr
with
an
exception,
so
just
to
because
it
wasn't
an
issue
on
our
side,
we're
just
requesting
that
it
be
made
what
it
should
have
been
made
in
2008.
D
A
E
A
E
A
Yes,
so
on
the
motion
on
3639
Station,
Road,
okay,
thank
you.
So
in
the
report
there's
also
two
other
trailer
items
with
respect
to
the
rural
area.
One
was
we
had
somehow
switched
the
zoning
of
the
church
through
all
the
roads.
That's
being
corrected.
I
know
that
some
of
my
office
said
given
brand
is
right.
There
I
worked
on
that
with
the
with
the
with
the
AB
with
people,
probably
on
that,
it's
just
a
confusing
confusing
thing
that
happened
a
few
years
ago,
I
guess
and
then
there's
also
just
to
Siler.
A
This
other
element
that's
allows
agricultural
uses
to
actually
be
used
on
high
cultural
properties
that
at
one
point
for
some
reason,
wasn't
allowed.
So
there's
just
a
strange
pocket
of
properties
that
were
sort
of
caught
up
in
that.
So
this
is
just
changing
that
to
permit
a
culture
uses
in
smaller,
Lots
I
guess
you
could
say
in
the
agricultural
zone.
So
on
me
on
the
amendments
to
bring
it
forward
to
Council
tomorrow,
Tate
and
then
on
the
reports
as
I've
ended
your
great
thank
you
so
see
into
the
regular
agenda.
A
F
F
A
F
F
If
that
becomes
a
permanent
access
to
the
property,
for
other
reasons
as
much
rather
have
it
for
putting
a
rather
moody
dry
because
I
know
what
happens
when
people
try
to
go
into
the
CA,
if
that
becomes
a
garbage
facility.
The
gate
is
closed.
Everything
is
pumped
in
a
ditch.
You
know,
you
know.
Lord
of
shingles
they've
got
a
an
old
fridge
and
whatever
and
for
seeing
all
they're.
Also,
all
the
plays
that
it
was
a
belong
in
the
farm
field
and
so
on.
F
A
F
Mind
is
hurt
just
light
on
a
landscape,
and
you
know
it's
become
an
eyesore,
obviously,
because
it
impacts
our
property
and
we're
pretty
proud
of
our
farm
or
actually,
you
know
talked
about
it
before
if
you're
really
nice
and
clean
and
the
other
thing
is
the
smoke
I
know
it's
not
a
big
issue,
but
you
know
if
you
have
to
look
at
it
every
day
and
certified
AZ
air
learner.
That's
not
you
weekends,
but
it
I
was
hoping.
F
A
For
one
understand,
it
would
be
renewed
Sun,
burning
every
day
and
I
think
the
smoke
emitted
from
the
containers
that
they're
burning
within
is
no
more
than
let's
say
your
backyard.
Bonfire
yeah,
so
it
shouldn't
be
I
mean
certainly
agricultural
burning.
That
happened
here
by
the
property
for
the
last
several
years
has
been
more
impactful
than
what's
gonna
happen
on
this
property
yeah.

Well,
yeah
Shawn
that
has
already
sent
me:
we've
had
some
communication,
let's
get
Bert
and,
as
I
said,
I'd
rather
have
him
as
a
neighbor
than
an
Oakland
San
thing
thanks
very
much
I
just
wanted
to
minimize
is
small
for
anything
to
be
done
to
like
out
of
sight
out
of
mind.
You
know
like
if
it's
burner
all
the
time
and
just
just
is
a
bit
of
a
blight
and
that
can
be
minimized.
That's
the
only
thing
that's
left
on
my
end.
A
A
Thank
you.
Thank
you,
miss
really,
it's
so
loud,
so
no
more,
no
more
registrants
for
the
open
mic
session
and
you
notice
the
motion.
Ok,
inquiries,
other
business
on
a
German.
Okay,
thank
you
watch.
Our
next
meeting
is
Thursday
October
6
at
this
same
venue
same
time,
but
on
a
Thursday
all
right.
Thank
you.
