Description
The Election Compliance Audit Committee is an arm’s length City of Ottawa Committee and does not report to Ottawa City Council. Election Compliance Audit Committee reviews applications for compliance audits of the election campaign finances of candidates and registered third-party advertisers and considers report(s) from the City Clerk and Solicitor on apparent contraventions of contribution limits.

know
what

counsel
decision
is.

not
aware
that
it's
within
mr.
Manette's
discretion
to
refund
the
contribution
that's
been
made,
in
fact,
I'm.

convinced
that
that's
not
legal,
so
you
may
not
have
known
that,
and
understandably
you
may
not
have
known
that,
but
I
think
that
was
a
false
promise,
but
I'd
like
to
know
what
this
July
18

clerk

that

context
about
the

legislative
services
in

clerk's
office

my
responsibilities,
is
under
section
15
of
the
Municipal
Elections
Act,
the
clerk
delegates,
his
authority
for
me
to
carry
out
on
his
behalf.
Under
the

was
a
motion
considered
by
Ottawa
City
Council
related
to
the
2018
election
at
its
July
11th
2018
meeting.

Expenses
related
to
those

candidate
would
have
been
required
to
turn
that
money
over
to
the
municipality.
So
the
only
tool
that
council
had
to
address
this
matter
was
to
amend
its
contribution
rebate,
bylaw
to
increase
the
amount
that
could
be
available
in
a
rebate
situation
for
a
contributor
to
a
candidate
who
had
withdrawn
prior
to
nomination
day.
So
it
the
motion
did
increase
the
rebate
amount.
It
did
not
effect
the
spending
or
excuse
me
the
contribution
limit
under
the
legislation.

Under
the
Act,
the
under
the
Municipal
Elections
Act,
the
final
day
to
become
a
candidate
or
to
withdraw,
is
known
as
nomination
day,
so
a
candidate
who
there's
also
a
nomination
period,
and
so
prior
to
the
last
day.
If
the
candidate
withdrew,
then
the
contributors
to
that
campaign
would
have
been
eligible
for
a
more
significant
rebate.

Thank

short

wife
and
I
were
making
campaign
contributions,
as
we
often
do
her.
Total
contributions
were
much
less
than
mine,
but
at
the
end
of
the
day
the
Lynch
campaign
had
recorded
two
checks
from
our
family,
my
wife
and
myself
to
my
name,
as
opposed
to
one
to
my
wife
and
one
to
me.

the

was
away

signing
authority
in

it
was
her
letter

being
received

year.
I
circulated
a
letter
to
the
committee
through
mr.
pelo,
as
well
as
to
the
city
clerk
and
candidate
David
Goulet,
which
indicated
that
mr.
Gurley
had
improperly
shown
a
contribution
by
mr.
Tomlinson
of
$500
to
his
campaign
when,
in
fact,
the
contribution
had
been
made
by
mr.
I
Talman
since
spouse,
Amy
Tomlinson
I
attached
a
copy
of
the
canceled
check
from
Amy
Tomlinson
signed
by
her,
which
clearly
indicates
that
the
contribution
was
from
her
that
$500
contribution
would
have
taken
mr.
Thomson
over
the
$5,000
limit,
correcting
that
would
be
under
the
$5,000
limit.
I
copied
that
letter,
which
I
believe
you
all
have
the
city
clerk
kindly
agreed
to
circulate.
That
letter,
there's
also
an
email
for
mr.
Gurley
dated
December,
2nd
2019,
where
he
indicates
that
he
had
made
an
inadvertent
data
entry
in
the
course
of
his
2018
campaign
related
to
mr.
