operating
capital,
budget,
q1
status
report
and
the
capital
adjustments
and
closing
of
projects.
City

rate

I
would
like
to
highlight
that
there
are
a
number
of
operating
Capital
status
reports
provided
to
Canadian
Council
throughout
the
year,
as
part
of
the
council
approved
reporting
framework
in
front
of
you.

we
have
both
two
reports:
the
q1
status
report
and
the
capital
closure
report,
which
we'll
speak
to
a
little
later
in
the
presentation,
operating
reports
present
actual
year-to-date
revenues
and
expenditures
against
the
calamarized
budget
for

corresponding
period.
The
purpose
of
this
report
is
to
present
the
results,
along
with
any
overview
or
underlying
issues
or
risks
that
will
be
monitored
throughout
the
remaining
of
2023..

Overall,
the
tax
supported
service
is
ended,
q1
with
a
12.3
million
dollar
deficit.
Again,
as
I
previously
mentioned,
this
was
mainly
driven
by
the
winter
operations
costs
in
terms
of
the
response
to
the
first
half
of
the
2023
winter
season.
In
addition
to
arbitration
and
legal
costs
associated
with
the
tax
delegation
lawsuit,
there
were
a
number
of
surpluses
across
all
all
other
departments
related
to
vacancies
and
save
vacancy
savings
and
additional
Revenue
Elements,
which
help
reduce
this
overall
deficit.

of
the
mitigations
that
we
have
planned
going
for
for
the
rest
of
the
year
is,
we
have
implemented
a
discretionary
spending
freeze
and
we've
also
implemented
a
cautionary
iron
freeze
to
ensure
that
hiring
is
approved
by
all
GMS.

operational
operational,
critical
resources
and
business
priority
resources

the
Q2
status
report
will
provide

the

management

reserves

in

city's
overall

impacts
both
the
financial
sustainability
and
financial
flexibility.

Credit
Agencies
continues
to
acknowledge
the
city's
Strong
Reserve
levels
and
relatively
low
debt
levels,
which
attributes
to
our
strong
AAA
rating
and
double
a
rating
from
Moody's
in
s
p.
As
a
reminder,
operating
reserves
generally
use
stabilize
and
mitigate
the
impact
of
fluctuations
in
operating
costs
and
revenues
to
accumulate
funds
for
future
or
contingent
liabilities.

Capital
reserves
are
used
to
fund
the
capital
works
and
invested
by
the
city
until
required
for
those
nearby
earning
interests,
restrictive
reserves
are
established
by
Council
and
legislative
requires
funds
received
for
a
special
purpose

segregated

be
used

and

then,
staff

in
2013.
The
ERM
policy
was

fresh
and

delegated
subsequent
updates
to
staff
in
2021
2022.
The
office
of
the
auditor
general
completed
an
audit
of
the
Enterprise
risk
manager
program
and
there
were
seven
recommendations
from
the
other
which
we
are
currently
either
completed
or
in
progress.

on

the

did

out

city

and

recommendations

and

organizations,

current
leading
practices
and
works,
and

risks.

what
is
a
corporate
risk?
Corporate
risks
are
essentially
uncertainty
associated
with
strategic
or
high-level
goals
of
our
organization
and
can
be
connected
to
the
uncertainty
related
to
high-level
goals
that
are
aligned
with
and
support
our
mission
or
Vision.
So
what
we're
talking
about
here
is
is
essentially
the
big
picture
risks.

Corporate
risks
are
reviewed
regularly
by
the
City
Senior
leadership
team,
including
risks
that
are
recommended
by
departments
for
escalation.
As
these
corporate
risks
that
currently
council
is
made
aware
of
risks
through
information
presented
in
reports
often
spoke
focused
on
specific
projects,
initiatives
or
topics.

You
all
note
that,
on
our
Council
reports,
we
have
a
risk
implications
section
that
is
often
a
place
where
we
will
highlight
risks
of
council's
consideration,
but,
up
until
now,
Council
has
not
been
informed
of
significant
risk
exposures

a
Consolidated
single
report
fashion,
the
city
looks
at
corporate
risks
as
either
administrative
or
strategic
corporate
strategic
risks
are
those
that
are
directly
related
to
council,
strategic
objectives
and
the
city
strategic
plan.

indirectly
affect

delivery

tend

cut

the

organization
will
pair

take
that
level
of
curation
and
and
quality
of
place,
keeping
even
higher.

mandates
to

typical

undertakings

pageantry
branding

adding

this
mandate
the

know
that
many
residents
find
themselves

the

Market
are

hosting

and
activations

city-wide
and
National
importance
and
marketing
wired
markets
nationally.

retailers

from
the

redeveloped
the
entire
block

added
multiple
permanent

security
of
the
market
shoplifting
and
aggressive
panhandling
and
having
vagrants
sleeping
on

sidewalk
is
destroying
the
daytime
activity.
Nighttime
security
is
also

issue.
Gangs

shootings
must
stop.
We
as
a
group
need
to
work
with
board
and
others
to
achieve
Security
in
the
market
without
a
return
to
normality
on
security
issues,
our
Market
is
severely
threatened.
Restaurants
and
bars,
May
survive,
but
retailers
and
the
character
of
our
Market
will
slowly
disappear.

of
tent
shelter,
fences
and
Windbreak.
Infra

our
group
will

repetition
of
that
landlords
are
able
to
insist

design
criteria
and
uniformity
with
their
tenants.

impacted

ability

Market
as

singular
Heritage
attraction

by
the

market
Bia
to
support
their
discussions

a
working
group
of
the

to

area
and
the
bia's

little
bit
of
background.
The
ogha
represents
approximately
just
under
12
000
hotel
rooms
in
the
region.
55
00
of
those
hotel
rooms
are
within
a
10
minute,
walking
distance
of
the
byword
market,
and
we
have
two
new
unique
and
exciting
properties
opening
in
the
byword
market.

next
year
they
will
add

350,
more

but,
more
importantly,
these
hotels
represent

a
half
a
billion
dollars
worth
of
investment

our

a
huge

of

of

visitors

we

governance

been
dominated
by
two
narrow
perspective
for
too
long,

has
helped
to
create

monoculture
that
doesn't

the
byword
market
or
ottawa's
long-term
interests
to
be
sustainable.

market

be
a
thriving
mixed-use
urban
area
that
appeals
to
both
the
visitors
and
Ottawa
residents
alike,
a
thriving
District
that
has
a
reputation

being
safe,
compelling,
culturally
diverse

to
succeed

mandate,

believe

must
devote

resources

the

and
internationally

believe
that

tax

is
appropriate

case
to

prevalent
issue

people's
health

that

one
is

businesses
are
not
happy.
The
residents
house
and
unhoused
are
definitely
not
happy
and
the
feedback
that
I
get
over
and
over
is
there's
too
many
meetings
and
not
enough
action.
Today
is
the
day
we
get
to
action.

everyone

on
that
mechanical

I'm
happy
to
not
only
support
the
move
towards
the
new
District
Authority,
but
I
encourage
everyone

check
out
other
Municipal
service
corporations
such

Granville
Island

are
operationally
self-sustaining
and
have
found
harmonious
balance
between
residents,
businesses,
cultural
life
and
tourism.

District
Authority

municipal
Services
Corporation.

the
structure
that's
in
place
right
now
for
the
municipal
Services
Corporation
remains

MSC

accountable
to

is

member

report
out
at
an
annual
general
meeting
of
the
member
every
year,
and
that
will
happen
this
year
on
June,
the
28th
at

boundary

concerns
with

because

think
there's
some
advantages

to

about
expanding

boundary
or
shrinking

Market
was,
where
the
most
commercial
assessment
is
where
the
most
investment
needs
to
be
in
terms
of
public
realm,

business
case
that
we've
developed

predicated
on
that
boundary.

is
that
it
is
somewhat
of
an
artificial
boundary.

maintain

level
to
a
higher
order

they
will

is
a
long
process.

option
of

several

the
board
in
terms

the
operating
budget
of
four
million
dollars.
It's
built
up
with
rents
from
the
retail
spaces
that
that
are
managed
by
right
now,
Ottawa
markets,
farmers
markets,

modest
Revenue,
but
also
handing
over
the
public
Realms,
so
think
of
the
revenues
that
currently
are
extracted
from
the
market.

temporary
construction,
encroachments,

curbside

model
for
this

of

of

to

certainly

our
view
is
on
the
macro
level.
The
city
has
evolved
from
two
public
markets
Parkdale
and
byword.

We
now
have
22
beloved
markets
in
many
of
your
Awards
and
so
let
alone
the
dynamic,
the
dynamic
of
farm
boy,
Home,
Depot
Costco,
now
entering
into
fresh
food
and
and
plantings,
the
farmer's
market
has
changed
within
within
Ottawa.
So
on
a
macro
level,
the
attractiveness
of
coming
down
twice
to
two
public
markets.
Seven
days
a
week
has
diminished
the
reality
of
farming.
Y
Now
in
Ontario
is
that
many
young
farmers
are
not
looking
to
to
to
participate
in
a
public
market
seven
days
a
week,
one
day
a
week,
two
days
a
week.
So,
on
the
macro
level,
there
are
certainly
challenges
that
all
farmers
markets
are
are
undertaking
that
are
not
just
specific
to
to
byword
and
into
Parkdale.

But
I
do
want
to
note
and
I
think
you'll
hear
from
Zach
that
a
lot
of
good
things
are
going
on.
There
are
approximately
180
Farmers
Artisans
creators
that
are
on
the
auto
markets
roster
this
year,
so
they're
cycling
through
both
properties.
That
is
material.
That
is
that,
is
you
know
if
you
go
down
to
byword
or
Parkdale
on
a
Saturday
or
Sunday,
those
markets
are
full.
So
there
is
a
lot
of
good
good
things
happening
at
those
sites.

By

why
we're
investing
in
are
planning
to
invest
in
in
William
and
Bayern
Market
Square,
as
as
a
first
order
of
of
priority
is
because,
as
Mr
Leahy
indicated
as
Mr
becta
indicated,
there
is
definitely
a
dearth
at
those
at
those
properties
of
electrical
water
to
get
farmers
and
craters
down
to
those
sites
Parkdale
not
as
bad,
but
we're
missing
the
our
infrastructure
that
we
need
to
devise
folks
to
come
even
two
days
a
week.
So
Mr
dealer
will
have
a
lot
more
to
say
on
the
28th,
but
those
are
some
initial
thoughts.

with

in

residents
have
obviously
responded
extremely
positively?

the

the

partnership,
the

market

their

live

suburbs
