we'll
ask
councillor
McKenney
to
introduce
our
very
special
guests
who
are
here
to
sing
the
national
anthem.

it's
I
guess
the
way
I
view
the
city
across
the
city,
but
mostly
downtown,
but
they
are,
they
are
based
at
the
Bronson
Center
and
I
was
thrilled
when
they
performed
at
my
most
recent
mental
park,
sale
to
the
delight
of
many
residents,
I
also
want
to
mention
that
they
also
performed
on
Canada
Day
on
the
main
stage,
although
I
promised
them
no
lineups
and
no
rain.
If
they
would
agree
to
come
here
today.

So
orchestra
is
a
social
development
program
for
kids
ages,
5
to
18,
who
are
living
in
underserved
areas
of
the
city
and
their
mission
is
to
empower
children
and
build
community
through
the
universal
language
of
music.
They
carry
out
this
mission
by
providing
kids
with
free
music
lessons
and
the
opportunity
to
learn
important
life
skills
with
respect,
compassion,
teamwork
and
responsibility
through
playing
and
singing
together.

Well,
thank

very

these
great
musicians
from
orchestra.
All
of
these
musicians
I
believe,
except
one
had
the
honor
of
playing
at
the
Juno
Awards
this
year
with
Juno
award-winning
singer
from
Edmonton
Ruth

remarkable
job
in
front
of

think
20,000
people.

always

lend

organizing
skills

enthusiasm

causes

leadership
and
involvement,

so

initiatives

friends

community

not

her
neighborhood
but
throughout
the
city
of
Ottawa,
and
it's
my

along

councillor
brockington,
to
recognize
her
many
contributions
with
the
city
builder
award.
This
award
recognizes
people
who've
demonstrated
an
extraordinary
commitment
to
making
our
city
a
better
place
today
and
for
the
future
through
outstanding
volunteerism
for
exemplary
action.

Rafaela
has
been
involved
with
the
formation
and
promotion
of
Italian
Week,
which
started
in
1974.
She
has
worked
for
more
than
three
decades
in
various
capacities,
having
served
as
the
president
for
eight
years
and
vice
president
for
12
years,
Raphael
has
taken
the
lead,
along
with
other
committee
members,
to
elevate
this
festival
from
a
local
community
celebration
to
a
full-fledged
pop
extravaganza.
A
The
festival
is
a
major
event
that
is
now
advertised
on
tourist
information
sites
throughout
North,
America
and
Rafaela
has
provided
assistance
and
has
been
involved
in
fundraising
initiatives,
including
building
the
long-term
care
center
for
seniors
known
as
Villa
Marconi.
She
has
also
recognized
for
having
gone
door-to-door
in
the
community
to
raise
funds
to
help
people
in
the
freely
region
of
Italy
devastated
by
strong
earthquakes
in
1976.
A
Raphael
has
never
shied
away
from
hard
work
and
long
hours
of
because
her
dedication,
the
community,
has
always
come.
First,
she
became
the
go-to
person
for
translation
services,
a
driver
for
medical
appointments,
a
referral
for
legal
and
medical
services
and
a
support.
A
source
of
support
for
people
in
dire
straits.
She's
become
well
known
for
a
willingness
to
help.
Others
and
her
efforts
have
increased
revenues
for
many
businesses
in
Little,
Italy
and
throughout
the
city
of
Ottawa.
Ultimately,
she
succeeded
in
bringing
the
entire
community
together
to
celebrate
and
savour
Italian
heritage.

to

me
with

I

Work
accomplished
every
day
by
city
employees
and
the
achievements.
The
United
Way's
on
paid
really
go
hand
in
hand
with
one
another,
since
it
was
designated
the
corporate
charity
of
choice
for
the
City
of
Ottawa
in
2001
city
employees
have
raised
more
than
six
million
dollars
for
United
Way
song
trade.
The
incredible
contributions
of
City
of
Ottawa
employees
have
helped
to
change
the
lives
of
more
than
5,000
people
in
the
community.
In
the
last
five
years
alone.
A
During
the
2016
campaign
to
the
employees
raised
three
hundred
twenty
eight
thousand
seven
hundred
and
five
dollars
changing
the
lives
of
1174
residents
this
year.
The
city's
employee
campaign
goal
is
to
help
twelve
hundred
and
fifty
people
by
raising
a
total
of
three
hundred
and
fifty
thousand.
So
it's
a
little
bit
more,
which
means
we
all
have
to
dig
a
little
deeper
to
help
this
important
cause.
Now
the
connection
between
the
City
of
Ottawa
and
United
Way
is
long,
is
well
known,
Lille,
a
QC
level
that
what
the.
A

A
To
support
more
than
90
local
programs,
helping
people
with
disabilities,
at-risk
youth,
children,
homeless,
youth
people
facing
mental
health
and
addiction
issues
and
many
others.
A
few
examples
include
the
Boys
and
Girls
Club
WorldSkills
employment
center
and
the
distress
Center
of
Ottawa.
The
United
Way
continues,
can
continually
fosters
partnerships
between
business
government
and
the
community
at
large.
Some
thread
consider
the.
A
To
have
the
United
Way's
on
trade
to
help
identify
where
support
is
needed
and
I
know
Michael
and
his
capacity
as
council
liaison
for
Refugees.
We
work
very
closely
if
it
wasn't
for
the
United
Way
and
the
Community
Foundation,
together,
raising

believe
to
a
million
dollars
Michael
to
help
the
2,200
Assyrian
refugees
who
arrived
as
new
residents
of
our
city.
They
really
helped
stepped
in
to
run
the
website,
the
collecting
the
funds,
and
it
was
not
part
of
their
goal
or
their
objectives
for
that
year.

was
something
that
really
came
upon
us
relatively
quickly.
We
had
to
move
fast
and
very
proud
of
the
way
the
United
Way
help
partner
with
the
City
of
Ottawa
to
welcome
those
2,200
men,
women
and
children.
So,
on
behalf
of
the
City
Council
and
the
entire
administration,
we're
gonna
do
our
very
very
best
to
meet
that
goal
and
hopefully
exceed
that
goal,
because
we
know
how
important
United
Way
is
for
so
many
agencies.
We
deal
with
on
a
regular
basis
and
I'd,
ask
Michael
Allen
the
CEO
to
say
few
words.

the
mayor
spoke,
it
was
a
real
privilege
to
work
so
closely
with
the
city
and
many
other
partners
that
both
the
mayor
and
council
urkesh
LED
during
that
test
for
the
city,
when
we
were
called
upon
to
to
welcome
to
a
new
home
those
affected
by
the
Syrian
crisis
and
and
those
refugees,
and
so
that
work
continues
and
it
continues
to
be
a
pleasure.
Likewise,
I
want
to
thank
Dan,
I,

know
it

years
Dan,
congratulations,
we
have
a
pin.

What
will
this
enable
us
to
do
is
provide
your
campaign,
leadership
and
the
city
with
real-time
reporting,
so
as
soon
as
a
donation
is
made,
we
will
have
that
collected
and
in
fact,
I
think
Rainer
is
gonna,
have
an
opportunity
for
a
pledge
to
be
set
up
outside.
So
mr.
Mehra,
if
you'd
like
to
use
that
opportunity,
we'd
welcome
you
at
that

We
also
will
have
a
better
opportunity
to
use
electronic
communications
to
communicate
more
effectively
again
in
real
time
with
donors.

many
things
change
many
things
stay
the
same
and
at
the
time
we
responded
by
segmenting
the
problem
around
young
people
and
youth
and
and
how?
What
could
we
do
to
try
and
work
upstream
to
prevent
young
people
from
being
exposed
to
or
managing
the
temptations
of
drugs?
And
so
a
project
was
born
called
Project
step
step
stands
for
support,
treatment,
education
and
Prevention,
and
in
the
past
10
years
we
have
seen
the
construction
and
the
opening
and
the
servicing
of
to
permanent
youth
addiction
centers
in
a
city
both
in
French
and
in
English.

Those
around
this
table
will
remember,
of
course,
that
the
city
had
a
big
scare,
an
understandable
scare
that
that
parents
reached
out
to
city
officials
taught
about
public
health
organizations
like
United
Way
when
Benton
all
the
crisis
around
fentanyl
hit
the
city,
and
so
like
we
did
in
the
context
of
the
Syrian
refugee
crisis.
We
began
a
fundraising
campaign
to
provide
services
and
support,
but
the
great
news
was
that,
unlike
almost
any
other
city
in
North
America,
we
had
the
10-year
partnership,
a
project
step
to
fall
back
on.
It
included
Public
Health.
D
We
raised
we
to
date,
almost
$200,000,
and
we
deployed
with
the
advice
around
that
table,
including
organizations
like
Ottawa
public
health
supports,
for
what
we
feared
was
going
to
be
a
very,
very
high-risk
time,
as
schools
were
beginning
to
host
their
proms
and
although
early
days
in
terms
of
the
data
assembling
and
the
evidence
of
it,
we
heard
last
week
that,
with
the
support
of
the
smart
prom
training
that
was
done,
that
there
was
not
a
single
reported
overdose
of
a
young
person
during
the
prom
season
or
at
a
festival.
So
again,
it's
early
days.

It's
early
days
to
say
that
that
we
have
addressed
this
issue
fully,
but
we've
come
through
a
period
of
time
when
the
concerns
were
very
heightened
and
that
speaks
to
the
partnership
of
all
of
those
organizations,
including
those
that
deliver
the
service,
Rita,
wood,
Maison,
fraternity
and
the
partnership
that
exists
between
us.
So
I
want
to
thank
you
for
that
partnership.

to

council

and

I

them

recommendations
related

long-range
financial
plan

the
city's

asset
management

funded

the

the

remember

difficult,

this
first
came
to
our
attention
we
were
thinking
about-

though

neighborhood
to
the
north
of

where

Cedar
Hill
and
of
course
those
folks
were
against
the
path

changed

path

worked
really

cents,
I
think
what
was
over
the
year
doesn't
sound
like
a
lot
of
money,
but
it
absolutely
was
the
principle
of
it
for
us.

So
we
raised
the
flag
again
and
I
know
that
councillor
Moffat
and
councillor
de
Roos
is
the
chair,
and
vice
chair
and
other
rural
councillors
really
worked
hard
with
Sarah
in
your
office
to
come
up
with
something
that
meets
that
voted
on
threshold
to
5%.
So
I
just
wanted
that
clarification,
and
thank
you
very
much.

questions
with
respect
to
the
the
longer-term
implications
of
what
we're
proposing
to
do
today
by
adding
more
to
the
to
the
debt
on
page
15
of
the
report
in
table
8,
it's
speaks
to
the
the
debt
servicing
costs
and
and
the
the
ceilings
there,
ranging
anywhere
from
thirteen
point
three
to
fourteen
point,
one
percent
in
twenty
twenty
six,
the
debt
servicing
is
upwards
of
fourteen
point.
Eight
percent
of
those
rate
revenues.

be
bringing

we
determine
what
the
2019
rate
will
be,
because
we've
been
asked
to
go
back
and
look
at
a
number
of
different
non-financial
strategies
and
also
additional
financial
strategies.
One
of
the
things
we're
aware
of
because
most
of
what's
happening
in
your
storm
water
world
is
the
result
of
climate
change.

If
the
intention
is
to
keep
that
increase
to
to
roughly
that
five
percent
or
so
I
would
I
would
be
really
loath
to
see
us
adding
three
million
three
or
whatever.
The
number
is
today
3.1
million
every
year
when
those
interest
costs
are
adding
1.9
million
dollars
in
our
debt
servicing.
That's
that's
a
burden
that
you're
put
you
know
future
taxpayers
future
ratepayers.

So
hopefully
we
are
coming
up
with
something
other
than
just
borrowing
more
every
year.
In
order
to
keep
to
that
5%,
particularly
when-
and
you
know,
counselor
harder
has
has
spoken
about
the
principle
that
is
important,
but
in
real
dollars
that
$2
a
year
seems
it's
not
worth
putting
our
future
generations
even
more
indebted
to
take
care
of
that.

Had
before
we
had
a
seven
and
a
half
percent
ceiling
for
the
entire
city,
and
but
recognizing
that
water
and
sewer,
which
is
basically
a
utility,
is
so
capital
intensive,
keeping
it
at
seven
and
a
half
percent
didn't
didn't
on
line
with
what
we
saw
actually
real
utility
companies
having
as
their
debt
to
equity
ratio
and
I.
Think
in
the
report
we
talked
about
that
most
utility
companies
run
around
26%
in
debt,
so
even
at
fifteen
were
considerably
less
than
than
most
utility
companies.

Changing
interest
rates
have
an
impact,
because
what?
If,
for
example,
if
you
had
a
hundred
million
dollar
adventure
that
retired,
but
the
rate
changed
so
that
the
rate
went
up,
we
actually
only
would
issue
enough
debt
that
corresponds
to
how
much
debt
servicing
is
built
into
the
budget.
So
that
could
take
it
down
to
say
90
million.
If
the
rates
went
up,
so
we
we
don't
work
with
the
actual
death.
That's
retirement
work
with
the
debt
servicing
that's
available,
and
we
issue
the
debt
to
fill
that
debt
servicing
capacity.

But
I
can
tell
you
that
when
we
build
these
long-range
financial
plans
for
you,
we
take
a
fairly
conservative
approach
with
respect
to
what
the
interest
rate
is
going
to
be.
We
do
not
go
with
today's
low
rates.
We
know
that
they're
going
up
so
we
average
it
out
and-
and
we
will
take
a
more
conservative,
four
and
a
half
or
five
percent
for
a
depth
rate
when
we're
actually
issuing
at
probably
three
and
a
half
today,
okay,.

makes
it
sound
yeah,
it's
the
first,
therefore,
but
it
also
makes
it
sound
that
we're
going
to
be
getting
new
information
that
we
didn't
have
in
terms
of
the
list
of
projects
or
perhaps
more
details
that
we
did

not
sure
what
exactly
we'd
be
receiving
in
that
report
that
we
haven't
already
received
and
voted
on.
I
can
only
speak.

discussions.
We
wanted
to
provide
a
list
of
those
projects
that
would
be
able
and
below
the
the
line
as
new
information.
For
instance,
I
know
a
number
of
councillors
wanted
that
information,

aspect

we
would
be
able
to
provide
much
more
detail
as
to
what's
getting
done
in
each
Ward
ditches
culverts
so
long
as
I'd,
correct
treasure
and
energy

we
didn't
indicate

we

be
able
to
provide
directly
our
discussion
with
the
councillors
in
terms
of
what
we're,
anticipating
in
terms

works,
taking
place.

think
that
when
we
look
at

additional
information
could
be
forthcoming,
when
we
look
at
the
comprehensive
asset
management
report,
we
do
speak
to
non-financial
strategies.

of
it
is

at
their
level
of
service,
because
the
funding

assets

support
services

the
public.

counselors

the

additional
work

term

financial
type

strategies.

rates

up

increases
on
stormwater,
side

dollar

It
sounds
like
nothing,
but
it's

As
councilor
harder
said,
it
is

principle

have
increases
over
years,
we're
at
6%
every
year,
five
percent
every
year
and
the
second
you
remove
that
rate
from
that.
The
water
and
sewer
continues
go
up
by
five
percent,
but
the
storm

goes
up
by
13
percent.

optics
are
incredibly
poor,
you're
the
second
year
into
a
four-year
phase
in
and
we're
recommending
a
major
increase
in
the
percentage.

the
dollar

we
can
go
through
the
budget.

there's
pages

fees
and
services.
At
the
City
of
Ottawa
that
we
charge
less
than
$50.
We
can
increase
every
single
one
of
those
fees
by
four
or
five
bucks.

be

to

increases
you'd
be
upset
by

sympathy

fact

increase,

a
sudden
seems

jarring.

debt
servicing,

there

a
way
of
addressing
the
issue

stormwater

consolidated
single
rate
increase
for
2018

therefore

spend

1.9
million

available

introducing
the
new
bill
next
year
and
people
will
be
able
to
see
when
we
need
to
move
to
the
fixed
into
the
variable
component
and

pleased

see
that
Magilla
university
recognized
our
efforts
in
that

we're
leading
the
country
in
terms
of
what
they
thought
was
basically
visible
and
fair
water
and
used
sewer
user
fees.
So,
unfortunately,
I,
don't
think
there's
a
way
for
us
to
do
it,
given
the
reality
of
who
actually
is
paying
right.

Therefore,
be
it
resolved
that
staff
be
directed
to
review
the
longer-term
funding
strategies
for
the
rate,
supported
programs,
as
described
in
this
motion,
to
be
reported
back
to
committee
and
council
following
the
report
on

updated

strategies

the
comprehensive
asset
management
program,
update
water
and
sewer
rates,
supported
programs
report
and
that
this
report

presented
as
early
as

the
next

council
approved
that
the
draft
2018
rates
supported
operating
and
capital
budgets
be
developed,
such
that
an
additional
3.1
million
dollars
of
the
planned.

five
percent

the
basis
to
calculate
the
2018
stormwater
rates,
as
described
in
this
motion,
and
be
it
further
resolved
that
the
mayor
on
behalf
of
City
Council
continue
to
work
with
the
federal
and
provincial
governments
on
establishing
a
predictable
long-term
funding
program
for
the
renewal
of
general
municipal
infrastructure
such
as
roads,
culverts
and
bridges.

one
hand,
the
debate
there
was
described
as
the
angst
that
occurred
over
the
last
week
was
predictable.
On
the
other
hand,
I
suppose
I
did
not
expect
it
to
happen,
and
therefore
we

deal
with
it.
After

fact,
there
is
an
unfortunate
reality,
which
is
the
fact
of
amalgamation
in
a
period
in
which
certain
classes,
particularly
rural,
but
not
just
rural
of
homeowners
and
ratepayers,
did
not
pay
for
their
stormwater
services
for
a
number
of
years,
but
are
now
fairly
being
assessed
to
pay
for
them.

We've
got
some
I,
don't
know.
If
the
right
analogy
is
teething,
pains
or
birthing
pains
with
bringing
this
into
practice
in
this
coming
year,
there
were
expectations
associated
with
that
and
the
numbers
that
were
seen
in
front
on
the
report
that
came
to
the
committee
last
week
to
go
against
what
some
people's
expectations
were.
I
do
want
to
make
very
clear.
It
is
my
belief
that
this
is
not
a
rural,
suburban
urban
issue.

We
have
a
big
city,
that's
trying
to
work
together
as
a
big
city,
and
we
have
done
an
admirable
job,
I
believe
as
councillors.
In
the
two
terms,
I've
served
of
trying
to
work
as
one
city
team
and
it's
really
incumbent
on
all
of
us,
though
it
is
a
challenge
to
try
to
show
to
our
constituents
that
everybody
is
being
treated
as
fairly
as
we
can
do.
We
are
trying
to
assess
people
the
cost
of
what
it
costs
to
deliver
services
to
them.

So,
although
this
rain
tax
stormwater
issues,
somehow
degraded
at
certain
times
as
being
an
imposition
on
some
residents,
particularly
in
rural
I,
really
hope
that
we're
getting
over
that
and
that
we
will
stormwater
services
are
essential
to
all
of
us,
although
they
are
often
as
invisible
to
urban
as
to
rural
residents,
they're,
typically
under
the
ground,
we
don't
look
at
them.
We
don't
really
care
about
them
until
they
fail
and
when
they
fail.

We
really
really
care
about
them
and
we
wish
somebody
had
done
something
about
it
and
they
we
wish
they
had
spent
the
money
that
they
should
have
spent
on
maintenance
before
they
failed.
So
that's
when
it
becomes
a
human
cost,
as
well
as
a
financial
cost.
No
one
wants
the
human
cost.
We've
had
sinkholes
we've
had
vehicles
fall
into
them,
but
we've
not
yet
had
a
casualty
and
I
don't
want
to
be
sitting
in
this
chair.

to

someone
who
had
sat
in
this
chair
when
that
happens,
because
we
didn't
do
the
maintenance
that
we
should
have
done.
We
asked
our
staff
to
provide
us
a
list
of
maintenance
that
needs
to

done,

prevent

much
as
we
can.
We
could
prevent
those
sorts
of
things
from
happening.
They
brought
that
forward
to
us
professionally
and-
and
we
are
now
voting
on
a
motion
which
has
rejigged
a
few.
Things
responded
to
concerns
that
we've
heard,
but
I
couldn't
vote
for
this.

If
I
felt
that
we
were
shortchanging
or
underfunding
critical
infrastructure,
it
doesn't
do
that
in
fact
we're
actually
spending
19
million
dollars
more
than
in
2017
on
stormwater
infrastructure.
That
is
an
investment
and
it's
an
essential
investment.
So
I
do
bring
this
forward,
despite
it
being
somewhat
of
a
compromise
from
what
was
originally
there.

plenty
of
time
to
talk
about
future
years,
but
in
this
year
it
is
not
a
compromise
in
terms
of
safety,

proudly

this

forward

something

we've
worked
together

will
ensure

funded
and

hope
we'll
put

rest

idea
that
any
resident
of
this
city
is
being
unfairly
treated

zoning

is
a
licensing

zoning
components
of
it.

think

have
the
motion
in
front
of
you

the
relevant
parts

the

council
direct
staff
in
planning
infrastructure
and
Economic
Development
Department
to
add

their
2018
work
plan

preparation
of
a
report
recommending
regulations
for
payday
loan
establishments

the

zoning

to
do

loans

result

this

because
we
have
not
yet
done

work

standards

land-use
perspective.

the

stage
from
the
land-use
perspective

we'll

next
year
developing
performance
standards

it
relates

the

need

new
law

help
make
our
city
clean
and
green

recommends.

hospital
serving
our
communities

our
city

together

second

Originally,
we
came
together
for
what
was
the
acute
care
for
the
elderly
project
that
they
were
raising
money
to
build
a
unique
elderly
Center
at
the
Queensway
Carlton
this
year.
Their
goal
is
over.
The
next
year
is
to
raise
money
for
the
Quinjet
Carlton
hope
rising,
which
is
for
the
mental
health
unit.
I
Queensryche
Carlton
is
the
place
where,
if
you
have
someone
with
mental
health,
you
are
going
to
be
going
there
too.
They
cannot
be
admitted
the
Royal
Ottawa.
They
have
to
go
through
the
Queen's
Carlton
they've
increased
their
staff
there
by
50%
already,
and
because
we
have
a
relationship
and
understand
the
significance
that
that
Community
Hospital
provides
councillor
egg-like
councillor,
Sorelli,
deputy
mayor
Taylor,
councillor
Qadri,
councillor
Alcantara
and
councillor
Wilkinson
myself,
councillor
hubely,
councillor,
Kat,

and
councillor

we're
coming
together
again

ambassadors

raising
hope

our
Queens.
