A
And
an
administrator
take
action,
get
involved,
make
things
better:
soil,
community,
gardens,
permaculture
and
pollination
so
much
knowledge,
food
and
inspiration
with
bodies
and
minds
and
souls
sated.
We
await
the
next
growing
season
with
breath.
Abated
for
now
will
looking
up
on
the
snow
and
hear
the
howling
winds
blow
with
dreams
of
the
plants
we
will
nurture
in
the
seeds
will
sow.
The
fruits
of
our
Labor's
will
again
grow
with
Sun
soil,
seed,
water
and
lofty
aspirations.
A
We
make
the
future
brighter
for
next
generations,
a
vision
for
our
neighborhood
organizations,
more
communication,
more
sharing,
more
community
collaboration.
Imagine
Ottawa
Valley
growing
50%
of
our
food
locally
organically
by
2050.
Let's
build
hope
in
the
plan
for
food
security,
it's
possible.
You
know
in
parks,
schools,
churches
and
common
grounds.
We
can
grow
plant,
a
seed,
nurture
water
and
weed
Ottawa
takes
the
lead
for
our
communities
to
better
feed,
so
many
benefits
will
accrue
to
decide
as
all
we
need
to
do.
Spending
time
with,
you
has
been
swell.
A
May
you
in
your
gardens,
farewell
and
now
this
is
a
message
of
greeting
and
oneness
from
Bob
Lovelace
who's,
an
indigenous
elder
from
North
Frontenac,
love
the
land
and
get
to
know
it
you're
a
human
being,
and
you
belong
to
the
land
from
which
you
eat
and
drink,
take
care
of
it
because
you
are
with
the
land's
family.
So
it
is
all
about
food.
A
So
thank
you,
your
worship,
councillor,
Cavanaugh
councillors
and
guests
and
staff,
and
most
of
all
to
my
ever
loving
and
long-suffering
wife,
more
egg
for
the
conditions
that
bring
us
here
today,
thanks
to
the
Providence
that
dropped
me
in
a
tiny
agrarian
village
and
gratia
to
my
Zia
Lucia
and
my
momma
Joe
Vanina
and
my
brother-in-law
Fedele
for
teaching
me
the
importance
and
love
of
tomatoes
and
all
the
other
things
that
go
along
with
them.
A
little
closer
to
home,
there's
so
many
other
far-seeing
caring
and
compassionate
organization
that
does
deserve
a
shadowed.
A
Parkdale
food

just
food
growing
up
organic,
the
Ottawa

a
library,
my
permaculture
teachers
who
changed
my
life
at
58
years
old
and
a
lot
of
local
growers
who
work
tirelessly
enduring
and
rejoicing
and
growing
good
food
for
us
all.
They
comprise
a
lot
of
pieces
of
the
15-minutes
city
puzzle
in
reality,
as
citizens
can
only
do
so
much
you,
the
council,
people
and
city
staff
are
the
true
city
builders.
Thank
you
for
choosing
to
be
a
public
service.
It
can
be
thankless,
sometimes
maybe
most
times,
I
have
another
vision.
A
I
hope
you
will
share
and
work
towards.
Can
we
imagine
a
civic
hospital
teaching
organic
farm
of
the
experimental
farm
to
grow
good,
healthy
food
for
patients
and
also
to
produce
future
crops
of
regenerative
farmers?
You
know
we
need
them
and
all
the
while
we're
doing
this
meaningful
work,
let's
not
forget
to
be
kind
to
each
other.
Thank
you.

Regarding

the

B
B
G
G
Briefly,
counselor
I
apologize,
mister,
giving
you
a
heads
up.
Question
is
so
right
now
we're
asking
of
our
TGR
camp
and
it
eats
the
opening
of
the
LRT
of
member
fourteenth.
Well
I
wonder
if
we
would
expect
similar
response
fourteenth
and
if
like,
how
can
we
gain
information
from
what
I
would
describe
contract
provider
in
in
this
environment?
G
H
Count,
sir,
my
recommendation
is
that
you
ask
us
whatever
questions
you
want
us
to
ask
and
RTG
and
RTM,
and
every
every
sub
on
that
job
has
been
very
good
in
terms
of
releasing
information
when
we've
asked
them
in
terms
of
that
stuff.
So
I
don't
know
the
particulars
of
what
you're
looking
for
but
happy
to
to
take
whatever
question.
If
you
want
to
meet
and
we'll
put
it
through
the
through
and
I
give
you
the
answer.
H
B
G
Is
a
technical
piece,
I
I
recall
previous
to
when
I
was
elected
in
2010,
that
council
had
some
sort
of
governance
within
committees
which
I
was
surprised,
like
I
assumed
that
if
someone
was
vice
chair
of
a
committee,
if
something
was
to
happen
to
the
chair
that
automatically,
that
person
would
become
the
chair,
so
I'm
curious
to
see
what,
in
our
governance,
has
changed.
I,
don't
understand
what
that
that's.

J
And
for
everyone's
benefit,
there
was
a
letter
circulated
yesterday
from
the
Ottawa
Aboriginal
Coalition
later
in
the
day.
I
also
circulated
a
response
to
that,
so
everyone
should
have
seen
it.
In
essence,
the
Ottawa
Aboriginal
coalition
had
reached
out
to
request
that
indigenous
people
be
identified
as
a
priority
group
for
the
Canada
Ontario,
as
in
benefit
program
in
consultation
with
staff
and
taking
a
further
look
at
the
report.
J
The
report
specifically
identifies
survivors
of
domestic
violence
and
human
trafficking,
as
well
as
people
at
risk
of
or
experiencing
homelessness,
focusing
on
single
women
and
lone
female
led
households,
noting
that
this
is
inclusive
of
other
vulnerable
populations,
however,
did
not
name
indigenous
people.
So
I
have
a
motion
here.

B
N
N
Is
that
since
September
14,
or
are
you
talking
about
a
longer
period
of
absenteeism
thanks
for
the
question?
First,
the
monitoring
agent
will
verify
the
compliance
of
the
training
of
staff
for
all
groups,
including
our
p.m.
Austin
OC
Transpo.
All
staff
that
were
the
verified
were
in
compliance
and
trained.
N
N
So
the
purpose
here
was
to
ensure
that
the
process
was
in
place
so
that
an
employee
who's
absent
for
a
long
period
of
time
will
be
met
to
check
his
training
needs.
So
it's
not
a
non-compliance
item,
but
rather
something
to
ensure
the
continuity
of
their
training.
On
a
long-term
basis
and
I
didn't
hear
in
your
presentation,
a
I
mean
you're
there
to
to
recommend.
N
To
maintain
a
certain
standards,
but
I
was
curious
about
the
number
of
employees
in
the
RTM
maintenance
group.
We
don't
have
a
charter
of
all
the
positions
you
were
not.
We
don't
really
know
about
that,
and
I
haven't
heard
anything
on
that
and
in
the
past
little
wild.
We
heard
that
whether
it
is
a
failure
in
matin
in
the
maintenance.
So
could
you
explain
what
you
can
do.
N
N
We
are
assessing
or
inspecting
the
rails.
The
documents
that
are
used
by
RT
M
ahlstrom
to
confirm
that
they
are
meeting
the
requirements
as
set
in
those
documents.
So
to
get
back
to
what
you
were
asking
about
the
number
of
resources,
that's
not
part
of
the
RCM
mandate,
mr.
man,
Kony,
could
you
comment
a
bit
we've
been
listening.
N
We
listen
to
the
various
teams
are
coming
to
talk
to
us
to
reassure
us
to
say:
listen,
we
had
issues
but
we're
confident
that
we
can
get
to
an
acceptable
standard,
I'm
worried
about
the
maintenance
issue
with
RT
M
we've
heard
about
issues
in
this
regard,
but
what
kind
of
control
do
we
have
on
the
number
of
FTEs
in
the
that
chart
there?
The
confidence
that
we
have
in
their
ability
to
deliver
if
RT
M
was
to
manage
all
of
the
maintenance
area.
H
To
assess
the
number
of
resources,
and
in
fact
when
we
had
those
multiple
delays
to
RSA,
we
went
very
hard
on
the
maintenance
front.
In
that
we
we
insisted
and
they
responded
with
additional
resources,
particularly
with
any
rails.
Startup
you're
gonna
have
issues
at
the
front
end,
and
so
so
that
was
done
post
launch.
Maybe
you
know
once
we
started
to
get
into
the
challenges,
we
invoked
all
our
rights,
so
we
have
extra
boots
on
the
ground
monitoring
them.
They
have
brought
in
additional
resources.
H

L
Very
much
mayor,
I'll
read
it
out
and
we
pass
this
today,
whereas
in
2019,
the
province
of
Quebec
enacted
bill

which
prohibits
certain
public
servants
from
wearing
religious
symbols,
including

All
that
was
a
government

an
important
role
protecting
our
shared

of
tolerance
and
diversity
and
where's.
Other
municipalities,
including
Brampton
Calgary,
Mississauga

Victoria,
along

the

have
condemned

F
O

that
the

O
The
Orleans

has
advised
the

that
he's
resign

the

whereas
it
is
important
that
the

have
full
representation

the

taking

B
K
You,
your
worship
and
good
morning,
everyone
just
very
briefly.
The
Bank
of
Canada
has
an
open

soliciting

for

$5
note
Canadians
are
being
asked
to
provide
some
submissions
for
that
note
and
suggesting
that
the
City
of
Ottawa
endorse
Terry
Fox,
one
of
the
greatest
Canadians
I
believe
that
lived
in
Canada.
K
Certainly,
his
contributions
are
well
known:
the
Marathon
of
Hope,
the
Terry
Fox
foundation,
the
millions
of
people
who
collect
money
and
for
cancer,
research
and
awareness
in
this
country,
and
there
are
many
Canadians
being
considered
for
this
honor
and
certainly
Terry
Fox-
is
one
of
them
that
rises
to
the
top.
So
the
motion
reads,
therefore:
be
it
resolved
that
the
mayor
on
behalf
of
the
City
of
Ottawa,
as
part
of
the
consultation
process
led
by
the

nominate
Terry

Please
say
it
like
hell,
sir
King.
G
Miss
mr.
man,
this
is
a
an
annual
tradition
now
at
this
table,
where
we
come
and
support
the
national
health
and
fitness
day,
whereas
the
participation
rates
in
Canadian,
engaging
in
healthy
physical
activity
has
declined,
while
inactivity
and
obesity
continues
to
rise
in
Canada,
whereas
health
and
fitness
ought
to
be
promoted
and
embraced
by
Canadians
of
all
ages
and
abilities.
G
Revenues,
which
staff
had
advised
can
be
absorbed
with
an
existing
budget,
therefore
be
resolved.
That
City
Council
declared
Saturday
June
6
2020
to
be
national
health
and
fitness
day
in
the
City
of
Ottawa
FURTHER
RESOLVED.
That
council
approved
that
the
city
offered
two
for
one
swimming
public
swimming
at
all.
20
city
operated
swimming
pools
and
two
for
one
admission
to
all.
17
city
operated
weight
and
cardio
rooms
on
Saturday
June,
6
2020,
in
recognition
of
the
2020
national
health
and
fitness
t12.
B
M
Thank
you.
This
is
on
behalf
of
myself
in
councillor
Menard.
Since
the
beginning
of
this
term
of
council
division
has
been
fostered
through
committee,
appointments
which
ignore
broad
regions
in
Ottawa
for
political
purposes.
This
is
meant
that
our
nonpartisan
based
municipality
within
a
large
amalgamated
City
has
not
functioned
as
well
as
it
should.
The
makeup
of
fedko
does
not
represent
the
regional
complexities
of
Ottawa
nor
the
tax
base.
M
When
we
look
at
the
infrastructure
in
our
city,
the
contentious
debates
we
have
had
and
the
core
economic
drivers,
these
are
predominantly
located
in
the
center
of
the
city
which
go
unrepresented
on
the
municipal
finance
committee.
The
process
is
flawed.
With
discussion
and
debate
shut
down.
When
members
try
to
ask
questions
about
appointments,
the
question
arises:
why
are
appointments
and
power
being
afforded
in
this
way?
Is
it
based
solely
on
the
qualifications
of
who
can
do
the
best
job
for
our
entire
city?
The
Municipal
Act
is
clear
in
its
direction
regarding
councillors
roles.
M
Are
we
being
good
stewards
of
the
whole
municipality?
By
doing
this?
Are
we
being
representative
of
the
whole
city
by
doing
this
and
are
we
being
the
best
possible
policy
makers
by
excluding
entire
regions
of
this
city?
So
my
inquiry
is
to
mr.
O'connor
the
city
clerk.
What
professional
suggestions
can
the
clerk's
office
offer
to
store
balance
in
our
municipality
to
return
a
regionally
representative,
less
divisive
council
each
independently
elected
to
bring
both
a
citywide
and
local
perspective
to
the
table?
Thank
you.
Thank.
B
You
any
other
inquiries
I
just
do
a
quick
comment.
Obviously
we're
expecting
the
most
severe
storm
of
the
season
later
today
and
tomorrow.
So
two
members
of
public
who
are
able
to
work
from
home,
we
would
strongly
suggest
that
to
try
to
keep
as
many
vehicles
off
the
roads
as
possible,
and
we
want
to
thank
in
advance.
Our
work
works
crews
for
the
great
work
that
they
have
done.
N
N
B
P
Mayor
mr.
mayor
I
can
answer.
Procedurally,
mr.
James
would
be
in
a
position
answer
substantively.
So
yes,
of
course,
the
chair
has
the
authority
to
cancel
a
meeting
of
Planning
Committee.
The
result
of
that
would
be
is
that
all
the
items
which
notice
had
been
given
would
have
to
be
Regan
for
the
next
meeting
of
planning
committee,
which
I
think
is
in
late
March
the
significance
of
that
I
turn
over
to
mr.
James.
P
It's
just
mr.
mayor
that
there's
a
there's
an
item
on
there
for
rezoning
to
allow
parking
garages,
which
is
probably
there's
some
also
my
heritage
items
on
there
as
well.
That
would
just
be
moved
to
to
a
later
date
because
of
that,
but
have
to
if
the
weather
is
bad
and
they
just
be
dealt
with
at
that
time.
I
think.
B
It
would
be
difficult
for
members
of
the
public
to
get
down
here
if
they're
expecting
this,
we
get
the
snow
they're
expecting.
So
why
don't
we
just
ask
counts,
are
harder
to
take
it
offline.
If
we're
able
to
make
that
decision
under
her
authority,
we
notify
the
public
in
the
media
as
quickly
as
possible.
Okay,
thank
you.
Councillor,
lulav
adjournment.
Please.
B
D
From
earlier
this
month
on
him
he's
being
investigated
for
sexual
misconduct,
allegations
in
the
workplace,
Charlie's
wife
has
now
tweeted.
He
had
to
show
up
to
counsel,
because
there
was
no
way
that
his
colleagues
would
have
permitted
him
to
take
medical
leave
due
to
their
bias
