Park

1972

represent
a
vital
source
of
teamwork
and
music
appreciation
across
the

congregation
has
several
active
groups
of
hand
bell
ringers,
who
believe
that
community
outreach
through
music
is
a
major
influence
that
allows
the
sharing
of
talents
with
others.

and

weddings,

award

mr.
Patrick
Lin,

the
founder
of
reto,
stone,
Art
Center
and
is
being
recognized
for
promoting
cultural
exchanges

the
people
of
China
and
Canada.

past
February
mr.

organized

concert

the
Beijing
Symphony
Orchestra
and
Ottawa
Symphony
Orchestra
in
celebration
of
Canada's
150th
anniversary.

concert
was
absolutely
spectacular:

the
honor
of
being
there
and
was
a
font
of
phenomenal
success.

strengthen
the
ties
between
Ottawa
and
our
only
sister
city,
Beijing
Patrick,
and
his
wife
Yvonne,
who
is
with
us
here
today,
are
active
patrons
of
the
NAC
foundation
and
they're,
proud,

partners

poet
laureate
program
is
administered
by
verse,
Ottawa.

the

group
was
composed
of
individual
poets
representatives
from
verse,
Ottawa,
the
Ottawa
International
Writers
Festival,
Carleton
University
and
the
Ottawa
Public
Library.
This
is
a
significant
cultural
and
educational
initiative
and
the
renewed
poet
laureate
program
will
support
programs
and
events
that
promote
poetry,
Ottawa's
poet
laureates
will
act
as
ambassadors
of
poetry.
Here
in
Ottawa
and
anywhere
they
are
asked
to
speak
as
a
teacher,
a
fall

a
Cree

Mention
for
the
first
time
in
our
city's
history,
we
have
both
an
English
and
a
francophone
poet
laureates
before
it
was
simply
just
an
English
poet,
laureate,
I,
believe,
literature
and
poetry,
inspiring,
unite
and
help
us
reach
out
to
the
community
and
beyond,
as
Canada
celebrates
its
hundred
and
fiftieth
birthday.
National
Poetry
Month
takes
on
greater
significance
providing
a
unique
opportunity
to
acknowledge
the
past
as
we
plan
and
look
forward
to
what
will
come
next.

to

the
poets
and
writers
who
teach
and
inspire
us
help
us
bring
meaning
to
our
experiences
and
our
words
to
our
emotions.

acknowledge

groups

organizations

it

its
destiny
into
fulfillment,
like
an
infant
born
with
infinite
possibilities

rip
its
pages

its
spinal
journal
fold?
The
edges
like
wings,
raise
it
to
the
throne
of
heavens
feet
and
serve
it
to
the
sea,
to
set
it
free
to
gift
it
back
to
the
Oblivion
from
whence
it
came
to
learn
from
its
creation
and
allow
its
existence.
Spark
revolutions
like
when
civilizations
accept
new
definitions
of
love
in
their
laws
and
lexicons.
I
But
what
does
it
mean
to
write
your
lonely
into
discovery
until
the
ink
of
the
pen
runs
dry
until
the
voice
of
the
poet
forges
into
an
unforgettable
crescendo
until
all
things
past
and
future
filter
into
the
Covenant
of
time?
To
remind
us
that
the
present
is
truly
our
present
and
if
there
were
only
three
minutes
left
to
finish
this
poem

to
let
the
tears
fall
hard

your
eyes,
like
angry
rain
from
the
sky?
Because
for
what
seems
like
centuries,
you
have
kept
so
much
pain
inside
to
ignore
the
work,
the
phone,
the
door?
Also,
you
can
let
this
poem
pour
out
of
your
soul.
The
way
it
has
been
scratching
at
the
surface
of
your
core
digging
at
the
space.
You
consider
to
be
your
last
hope,

source,

place

you

determine
how
the
City
of
Ottawa
could
participate
in
the
process
for
the
lebreton
flats
redevelopment
as
you're
all
aware,
on
November
24
2016,
the
NCC
formally
designated
rlg
as
the
preferred
proponent
for
the
redevelopment
of
lebreton
flats
today
I'm
pleased
to
announce
that
I
will
be
seeking
a
mandate
from
committee
and
council
to
allow
the
City
of
Ottawa
to
enter
into
formal
negotiations
with
rlg
the
NCC
and
other
government
partners
on
the
redevelopment
of
lebreton
flats.
This

Increased
level
of
engagement
with
our
LG
over
the
course
of
the
next
year
and
I
feel
it's
important
to
get
a
clear
mandate
from
the
public
and
from
Council
on
the
path
forward
for
this
project.
As
you're
all
aware,
excuse
me,
I've
asked
staff
to
prepare
a
report
for
consideration
by
the
Finance
and
Economic
Development
Committee
between
now
and
the
fall
to
outline
council's
vision
and
mandate
for
future
negotiations
on
this
important
and
transformational
project
lebreton
has
the
potential
to
be
a
tremendous,
City
and
community
building
opportunity.

Asking
that
committee
and
council
give
the
city
manager
and
I
a
formal
mandate
to
negotiate
on
behalf
of
the
City
of
Ottawa
I,
look
forward
to
hearing
from
members
of
council
and
from
public
delegations
on
the
scope
of
that
mandate
later
this
year,
I
feel
it's
important
to
speak
publicly
about
how
the
city
should
support
the
redevelopment
of
lebreton
flats.
For
example,
all
the
partners
need
to
agree
on
how
the
public
realm
improvements
will
be
delivered
and
who
has
ongoing
responsibility
for
operations
and
maintenance.

We
need
to
know
how
the
arena
will
be
financed,
delivered
and
maintained
and,
of
course,
how
the
remediation
of
the
site
will
be
completed
and
financed
as
part
of
the
report.
I'm
also
very
mindful
of
the
potential
economic
loss
to
Stateville
Kannada
and
the
West
End
of
our
city.
Should
the
Canadian
Tire
Center
be
closed,
I
work
with
the
Ottawa
Senators
organization,
West,
End
councillors,
businesses
and
residents
to
ensure
that
appropriate
options
are
being
developed
to
help
make
up
for
the
loss
of
the
arena.

And
complexity
requires
a
strong
team
with
a
mutually
defined
set
of
goals
and
clear
lines
of
accountability.
We
need
to
know
who
is
responsible
for
each
aspect
of
this
complex
project.
This
report
is
the
first
step
in
defining
what
the
city's
role
will
be
in
moving
the
project
forward,
I'd
like
to
take
a
moment
to
go
over
some
of
these
reasons.
Why
I
believe
this
project
is
so
important
to
our
city
and
its
future?

Not
only
does
this
redevelopment
support
the
city's
intensification
and
community
building
policies,
it
also
promotes
connectivity
with
the
city's
pedestrian,
cycling
and
multi-use
pathways.
Lebreton
will
connect
the
downtown
core
and
center
town
chinatown,
Hintonburg,
wellington,
west
and
the
innovation
center
at
Bayview
yards
as
well
as
Little
Italy,
will
also
improve
access
to
the
historic
Ottawa
River
shoreline
in
ways
not
seen
in
literally
decades.

Lebreton
flats
will
support
transit,
oriented
development
along
the
Confederation
line
and
stage
2
LRT,
increasing
the
long-term
viability
of
our
LRT
investments
and
bolstering
transit
use
across
the
city,
bordered
by
the
new
Central
Library
and
the
Innovation
Center
at
Bayview
yards
Timothy
and
Bayview
stations
will
become
attractive.
Hubs
for
entertainment,
innovation
and
access
to
the
Ottawa
River
lebreton
is
also
another
opportunity
for
us
to
strengthen
transit,
economic
and
tourism
ties
with
the
city
of
Gatineau,
so
development
of
montréal
availability,
the
nose-heavy
cities
mandala
trail-
is
a
the
mem
could
use
this.

Also
see
fewer
people
driving
to
major
events
at
the
arena,
I'd
like
to
provide
one
practical
example
of
what
lebreton
means
for
our
city
in
2015
events,
that
the
Canadian
Tire
Center
attracted
over
2
million
individual
visits
about
50,000
people
traveled
to
the
CTC
by
OC
Transpo.
If
a
major
Event
Center
were
relocated
to
lebreton,
it
is
estimated
that
over
80%
of
people
would
use
public
transit
or
active
transportation
to
get
to
the
event.

That
means
over
1.5
million
people
previously
using
their
cars,
clogging
up
our
roads
and,
frankly,
wasting
precious
time
would
be
using
OC
Transpo.
This
is
a
stunning
example
of
how
beneficial
the
redevelopment
of
Lansdowne
could
be
for
our
city,
for
our
residents
and
for
the
environment
and
the
economy
just
take
a
second
to
consider
how
much
easier
it's
going
to
be
to
get
to
a
game
or
a
major
event
from
anywhere
in
the
city,
from
a
hotel
located
in
Orleans
from
downtown
or
the
airport
or
from
our
world-class
post-secondary
institutions.

That
student
can
come
directly
from
the
Algonquin
campus
and
Nepean
all
the
way
to
the
new
center
at
lebreton
and
it's
example
of
smart
growth
because,
as
we
all
know,
over
70%
of
Ottawa
residents,
thanks
to
Sage
to
LRT
expansion,
will
be
within
5
kilometers
of
an
LRT
station
to
facilitate
access
to
the
new
center
at
lebreton,
with
Park
and
Ride
options
along
LRT
in
the
transit
way.
We
believe
the
car
traffic
to
and
from
the
venue
will
decrease
significantly,
as
we've
witnessed
at
Lansdowne.

We
all
have
to
be
in
this
together
and
we
all
have
to
share
this
collective
commitment
to
making
lebreton
a
place
where
residents
and
visitors
will
live,
work
and
play.
This
important
piece
of
land
has
remained
under
used
for
close
to
five
decades
and
it's
time
to
give
new
life
to
this
part
of
our
city.
In
summary,
in
recent
years
the
unprecedent
level
of
cooperation
between
the
City
of
Ottawa,
the
province
of
Ontario,
the
Government
of
Canada
and
the
private
sector
has
led
to
groundbreaking
developments
that
are
now
serving
as
transformational
investments
for
our
future.

the
Confederation
line:
Stage
2
LRT,
the
Innovation
Centre,
the
new
Ottawa
Art
Gallery,
the
Arts
Court,
a
Lansdowne
Park,
and
the
Ottawa
River
action
plan.

believe

the

project
that
can
inspire
our
city
building
efforts.

City
of
Ottawa
is
committed
to
continuing

work
closely
with
our

on
this
exciting
development

transportation

taxed
half
of
what
an
office
building
is,

interested

for

honest

transparent

likely
to
change
in
advance
of
a
new
secondary
plan

reflects

reality

at

Army

permission

build

The
Salvation,
Army
and

are

support

letter

from
the
CEO

the
Ottawa
Airport
Authority.
Mr.
LaRoche's
letter
talks
about
why
this
proposal
or
application
should
be
refused.

are
three
main
reasons
from
his
letter:
one
that
there
are
multiple
government
directives
and
applicable
planning
policies
that
are
expressly
intended
to
prohibit
noise,
sensitive
land
uses
within
the
airport
operations.
Inclusion
zones
to
safeguarding
the
public's
economic
interest
by
protecting
a
long-term,
continuous
and
successful
operation
of
the
import
of
the
airport
and
third
preventing
adverse
effects
of
airport
aircraft
noise
on
the
public
well-being,
which
I
think
are
three
strong
arguments
that
we
need
to
take
in
consideration.

Also
from
his
letter
he
talked
about
city
staff,
consulting
with
the
ministry
of
the
environment,
for
advice
and
in
a
letter
from
the
MOA
in
January
quote.
We
agreed
that
the
house
of
worship
exemption
was
intended
to
address
an
increasingly
common
conflict
with
industries
that
and
that
there
was
no
intention
of
applying
the
exemption
to
the
matter
of
airplane
noise.

Specific
examples
of
noise,
sensitive
uses,
included
places
of
worship,
so
by
permitting
an
exemption
to
the
established
policies
that
are
already
in
place,
the
ministry
of
the
environment,
environmental
noise
guidelines,
as
well
as

city's
own
official
plan,
would
be
detrimental
to
the
economic
contribution
of
the
OTO
International
Airport
should,
in
the
ways
or
other
airport
related
issues
impacting
this
proposed
development
lead
to
operational
sanctions.
So
the
fear
is
real.
This
is
not
about
one
particular
case.

about
what
will
permitting
development
in
the
AO

lead
to
going
forward,
and
if
you
look
at
sanctions
in
place
now,
even
within
our
own
country,

Montreal,
Trudeau
or
Pearson,
that,
because

concerns

noise

aircraft,
use
that
does
limit
the
airport's
ability
to
expand
going
forward.
So
again,
it's
hard
to
look

what
the
impacts
will
be
on
the
airport.

concern
is:
if
you
allow
one,
then
there
will
be
other
cases
that
we
will
have
to
consider
as
well,

you
say
no,
it's
difficult
when
you
have

entity
like
the
Salvation
Army,
which
does
such
great
work
and
contribute
so
much
to
our
community
and
that
there
is
certainly
a
strong
level
of
support
to
see
them.
Expand
I
want
them
to
expand
as
well.

the
question
is
whether
this
is
an
appropriate
area
for
them
to
do
so
and
by
permitting
it,
what
will
the
impacts
be
on
the
airport
going
forward
and
I
think
that's
the
very
real
question
that
we
have
to
wrestle
with

own.

well,
we
can
permit
this,
it's
a
great
use.
It
provides
great
services
to
our
community,
but
again,
what
is
the
long-term
impact
and
what
could
the
long-term
impact
be?

all
agree,

airport

an
economic
engine
of
our
community.

significant
employer
and
we
want
it
to
continue
to
flourish
and
function,
but
I
do
have
concerns
about
this
application
and
permitting
this

fact
is,
the
churches

actually
in
this

source

where
most

the
complaints
are
coming
from,
and
so
what's
happened
is,
as
the
airport
has
developed
over
the
years.

interest
in
getting
