strategy,

dedicated
team
to
write
the
phase
1
strategy
in
the
implementation,
mr.
Smith's
team,
as
the
ability
to
draw
on
the
entire
group
of
long-range
planning
and
economic
development
to
do
the
tasks
required
and
by
actually
the
organizational
change
by
merging
those
two
functions
together,
actually
gives
more
bandwidth
for
the
group.
Toxic

would
take
on
this
project
in
the
issue
of
prioritization,
so
we
have
a
series
of
commitments
over
the
next
three
years.

building
engineering
and
Energy
Management
Group,

resides

team
that
works
full-time
on
energy
projects
at

million
dollars
worth
of
projects

certainly
taking
on
additional
responsibilities
from
additional
funding
will
not
be
an
issue
if
they
are
able
to
handle
the
additional
capacity
that
that
would.

would
provide

item

brought
up
was
whether
we
have
the
staff
ability
to
apply

infrastructure

transportation
with

slowing
down
the

2018
work
plan
for

group
includes
the
million
dollars

city
funding

already
anticipates
at
least
another
half

million

the
provincial
funding
we
recently
applied,
for
if
we
get
it,

staffed

don't,
we
will
look
at
other
sources
and
and
continually
apply
for
other
opportunities.

plan

because
we
have
existing
operational
pressures
that

could
invest
in
and
resolve
very
quickly
and
I'll.

council
to
just
look
up

look

lights
that
are
in
this
room.
None
of
this,
none
of
which
are
led
you
going
across
all
of
our
centers
libraries
arenas
and
the
majority
of
the
retrofits
that
are
needed.
That
would
unlock
funds
for
the
operations
are
hidden
right
above
us
all.
The
time
and
I
get
very
frustrated.

done
a
good
job
in
Kevin's
group
to
unlock
the
roads.
The

on
the
roads
through

program

Ottawa,

simply
feel
that
there's
money
that
we're
leaving
on
the
table
that

draining
us
operationally

leverage

unlock
if
we
were
able
to

investment

frustrates

more
is

invest

pressure
on

think
there's
very
easy
ones

can't
seem

unlock
holistically.

have
special
$1,000,000
programs,
people
apply
for
them.
We
put
them
in
measure
but
holistically
across
the
corporation
I
feel
that
we're
in
our
parks,
for
example,
outdoor
parks,
we've
done
all
our
roads.
The
retrofits
in
our
parks
are
in
place.
So
that's
where
I'm
critical.

If
the
energy
evolution
plan
is
I,
find
that
it
misses
the
holistic
approach,
that
would
not
only
be
good
for
the
environment,
but
for
those
who
might
it
might
not
be
of
their
interest,
it's
actually
a
good
fiscal
reason
to
do
it
and
I
find
that
it.
It
falls
short
on
that
program,
so
it
in
my
mind.
I
will
dissent
on
that
basis.
I
think
the
plan
is,
is
a
good
one.
I
just
don't
think
it's
aggressive
enough
to
unlock
the
holistic
measures
that
I
would
love
to
see
happen
so
keep
at
it.

the
plan

little
bit

environment
committee
whenever
that

few
weeks
ago.

the
questions
that
I
asked
then

wondering
if
there's
an
update
is
there
was
this
offer
that
we
had
heard
about
from
hydro
Ottawa
to
play
a
very
active
role
in
helping
with
the
retrofits
of
municipal
buildings,
of
City
of
Ottawa
buildings
and
at
the
time
I
think
the
city
treasurer
mentioned
that
there
was
a
discussion
going
on
about
that
and
I
just
wondered.

worked
out
the
specifics
of
the
approvals
because
we're
not
absolutely
clear
yet
on
what
portions
will
be
negotiated
and
what
directions
it
will
go
in,

certainly
it

authorities
or
approvals
required,
then
yes,
we
would
prepare

report

treasurer
Wendy
Steffensen

engaging
with
the
bed-and-breakfast
community
over
this
last
week
and
look
for
options
to
fix
this.
Since
the
last
fedko
is
well

we've
also
received
a
legal
opinion
that
states
that
we
do
not
give
up
the
authority
to
tax
Airbnb
and
other
online
home
sharing
platforms
by
creating
this
exemption
mechanism
for
traditional
B&BS.

heard

fedko
last
week,
there's
overwhelming
support
from
the
rest
of
the
tourism
sector
to
go
forward
with
this
proposal
for
a
municipal
accommodation
tax,
but
I'm
pleased
we're
able
to
come
to
the
solution
for
the
small
players
in
the
industry
and
I
want
to
thank
everyone
who
provided
their
feedback
for
their
efforts
and
their
patience.

fund

Ottawa's

destination

choice,

just

tourist
but
to
conferences
and
conventions
and

like
that.

not
paid
for
by
taxpayers
that
it's
paid
for
by
visitors
and
we
use
their
their
time
in
our
city
to
to
again
re,
invest
into
the
city
through
what
will
be
collected
and
then
used
by
to
Ottawa
tourism.

do
have
some
concerns,
or
at
least
there
may
be
some
risks
with
this
and
I
just
want
to
ask
staff
of
a
few
questions.
First.
Is
there
any
risk
to
the
city
proceeding
with
a
mandatory
4%
tax
on
our
hotel,
motel
stays
in
dissuading
tour
groups
convention
groups
from
coming,
knowing
that
they're
gonna
have
an
extra
four
percent
added
onto
their
bill?
Has
there
been
any
analysis,
particularly
in
cities
where
this
has
been
initiated,
where
you
can
get
some
intelligence?
Has
this
had
any
impact
at
all
on
future
visits
from
tourists
or
conference.
I
Thank
You
counselor
for
that
question,
voluntary
destination
marketing
fee
was
introduced
in
Ottawa
in
2004,
and
what
we've
seen
is
an
investment
and
I'm
going
to
suggest
to
you
a
strategic
investment
in
marketing
Ottawa
as
a
top
choice
destination,
and
we
have
seen
our
tourism
increase
over
that
time.
We
are
the
first
moving
forward
with
this
tax,
but
I
can
tell
you.
I
There
are
other
municipalities
who
will
also
follow
in
our
footsteps
and
implement
mandatory
tax
and
really
what
this
is
going
to
do
is
this
is
going
to
create
a
level
playing
field
in
terms
of
the
investment
that
we're
making
and
really
set
the
budget
in
terms
of
what
we'll
be
able
to
spend
and
invest
to
market
Ottawa.
So.

role
of
the
City
of
Ottawa
or
the
corporation
after
this
is
passed
after
a

law
goes
into
effect?
If,

there
are
concerns
raised
within
the
industry

maybe

settled

there
any
other
way
that
the
city
is
going
to
be
involved?

is
this
just
we

passed
this
bylaw

up
to
Ottawa
tourism
to
govern

any
disputes

forward

tax,

city

governance
over
that,
as
well

bylaw

set
in
terms
of
the
mechanisms
for
collection,

audit
provisions.
What
will
happen
in
terms
of
the
revenues
that
come
in?
We
have
recommended
that
the
Ottawa
Gatineau
Hotel
Association,
be
our
collector
for
this
revenue
and
Ottawa
Tourism
will
work
in
conjunction
with
its
membership,
in
terms
of
how
that
money
is
divided
up
and
how
that
money
is
spent.
The
city
will
have
representation
on
those
committees
and
have
a
say.

very,
very
quick
comment
because
it's
been
a
very
long
day,
but
I
just
want
to
thank
my
colleagues
who
agreed
with
me
at
committee
last
week
that
we
should
refer
this
to
Council,
to
give
staff
an
opportunity

to
try
and
solve
this
this
problem
and
to
meet
with
the
bed
breakfast
operators.

take
this
very
quick
opportunity

comment.
I
moved
the
original
motion
from
planning
committee,
because
I
thought
that
it
was
worth
another
kick
at
the
can
to
see
whether
or
not
this
building
could
be
lowered
before
the
parapet
and
maybe
respond
to
the
concerns
expressed
by
residents
and
some
of
the
federal
agencies
at
play.
I
can
say
that
this
is
not
quite
as
ambitious
and
outcome
is
I
would
have
liked
to
have
seen.

say
that
the
proponent
has
communicated
that
there
would
be
an
interest
in
further
refining
this
plan
at
UD
RP,
which
I
think
is
important,
and
so,
while,
if
counsel
is
prepared
to
agree
to
the
schedule
as
such
I
think,
the
message
should
be.
That
doesn't
mean
that
there
aren't
opportunities
for
further
improvement
of
this
proposal,
and
I
would
certainly
encourage
staff
to
can
you
to
do
to
work
with
the
applicant
to
see
whether
or
not
further
refinement
at
UD
RP
and
that
site
plan
could
address
some
of
these
issues
that
have
come
up.

a
bit
of
an
unusual
position
of
my
own
choosing
in
actually
moving
a
motion
which
is
recommending
that
my
colleagues
accept
this
motion
except
this
amendment
and
ultimately
accepts
this
project.
That's
unusual
because
on
a
project
where
the
community
is
quite
divided
and
some
quite
passionate
voices
in
opposition,
the
easiest
thing
for
me
to
be
doing
is
to
say
well,
I'll,
vote
against
it
and
then
leave
the
hard
work
of
voting
for
it
to
my
colleagues.

I'm
not
going
to
do
that
and
I'm
not
going
to
do
that,
because
this
is
truly
a
conflicted
file
in
front
of
us.
You
will
have
seen
the
emails
coming
in
waves
over
the
last
number
of
months,
the
dozens
of
emails
against
it,
arguing
why
it's
not
compatible
with
the
existing
residential
fabric
of
the
immediately
adjacent
streets,
concerns
about
the
view
scape
from
the
canal
and
from
Bank
Street
possible,
excessive
density.
Then
you
will
have
received
the
waves
of
emails
from
the
advocates
of
the
project,
explaining
that
it's
the
best
attempt
to
do
compatible
infill.

That
is
both
contemplated
within
the
Official
Plan
and
also
allows
fourth
South
Minster
Church
to
continue
not
just
as
a
church
but
as
an
important
cultural
institution
and
deliverer
of
social
services,
of
cultural
events
of
Scouts
and
and
after
out
of
the
cold
suppers
and
many
other
things.
What
we
find
is
two
objectives
that,
if
not
in
conflict,
there
certainly
aren't
completely
complementary,
either.

There's
a
desire
to
allow
for
a
viable
future
for
this
important
institution,
as
well
as
a
desire
to
promote
good
planning
and
compatible
infill
and
development
in
the
neighbourhood.
I
saw
my
goal
as
trying
to
see
those
reconciled.
Of
course,
it's
not
my
project,
so
I'm,
not
the
one
who
brought
it
forward
and
said.
Please
build
this
I'm,
also,
not
one
who
has
said.
Please
stop
this
at
all
costs.
I
recognized
the
importance
of
the
institution
and
the
importance
of
trying
to
achieve
an
outcome
that
accomplished
all
of
those
things.

could
say
that
was
an
impossible
goal
because
accomplishing
all
of
that
to
everybody's
satisfaction,
achieving
the
economic
outcome
for
the
applicant,
the
church
and
the
developer
that
they
had
as
well
as
protecting
all
of
the
requests
desires.
Needs
of
the
immediate
community
may
not
have
been
possible.

forward

you

arguing
against
it,
not
planning
to
vote
against
it
myself
for
the
simple
reason
that
I
believe
it's
the
best
outcome
that
I

achieve
and
the
best
outcome,
perhaps
that
we

rules

have
in
front
of
us
and
with
the
process
that
we
have
followed
I,
know
full
well.
I
will
take
criticism
for
not
having
achieved
quite
enough
on
either
side,
perhaps
but
I
do
believe
it
does
allow
for
an
imperfect
but
still
quite
complimentary.

site

do
know
that
there
will
be
plenty
of
people
who
would
wished
it
could
be
lower.
I
had
wished,
it
could
be
lower
in
the
end
with
the
economic
imperative
of
the
applicants
something
that
week.
You
know
we
can
never
see
the
books
opened
and
and
argue
for
or
against.
That
was
as
far
as
they
were
willing
to
go
and
short
of
using
other
tools
outside
of
a
council
decision.
I
believe
this
is
the
best
we
can
achieve
here
today,
so
for
that
reason,
I
will
be
supporting
this
motion.
