D
Thank
you,
mr.
mayor
mr.
mayor,
it's
my
pleasure
to
introduce
to
you
today
the
Gloucester
songsters,
in
spite
of
their
young
age,
they've
been
around
for
a
long
time.
This
group
has
been
in
existence
for
over
29
years
now
and
they've
actually
graced
the
halls
of
many,
a
City
Hall
in
this
city,
especially
in
the
one.
There
were
the
former
cities
around
and
they
were
a
regular
fixture
at
the
Gloucester
City
Hall,
both
the
former
and
the
and
the
newer
and
under
the
guidance
of
Shirley
Emmons
Edmonds
they're
out
there
performing
all
the
time.
D
This
week
they
were
at
the
good
companions.
Last
week
they
were
at
the
Gloucester
seniors
are
in
and
out
of
seniors
homes.
So
they
get
to
see
how
the
other
seniors
live.
When
they're
not
out
there
entertaining
us
they,
they
might
not
look
familiar
to
you.
They
actually
have
been
here
before,
but
they've
changed
their
uniforms
and
on
the
way
in
they
tried
to
bring
them
into
the
cafeteria
to
start
serving,
but
I
do
love.
I
do
love
your
new
uniforms,
the
Gloucester
songsters.
E
B
Well,
thank
you
very
much.
The
Gloucester
songsters
and
Thank
You
counselor
blow
us
for
suggesting
them.
I
know
they
perform
in
practice
at
the
Ural
Armstrong
Arena
and
Rayner
and
I
were
there
along
with
Bob
Manette's,
and
they
have
a
great
program
at
aural
Armstrong,
and
we
very
much
appreciate
them
coming
down
on
this
snowy
day
to
sing
our
national
anthem
at
this
time.
In
our
program,
it's
my
honor
to
ask
mr.
Jatinder
Ishod
to
come
forward
as
well
as
councillor
jan
harder,
who
is
Jatinder
of
city
councillor.
B
B
B
Past
examples
of
his
generous
spirit
and
hard
work
include
having
raised
more
than
ten
thousand
dollars
for
the
Haitian
earthquake
relief
effort
and
having
organized
a
drive
that
saw
over
three
thousand
cans
of
food
delivered
to
the
food
bank,
although
known
throughout
his
community
for
his
volunteer
work.
Curry
is
particularly
active
in
Ottawa
South
Asian
community.
Here
he
helps
new
community
members
integrate
into
Ottawa
and
for
some
into
Canada
by
offering
advice
and
guidance
on
how
to
integrate
into
their
new
city
or
their
country
don't
set
community.
B
B
Asian
community,
mr.
Chaddha,
has
organized
many
events
and
that
has
brought
together
residents
both
new
and
old.
These
efforts
have
been
a
immeasurably
helpful
to
the
new
South
Asian
residents,
who
have
told
me
they're
very
grateful
for
his
help.
For
the
past
three
years,
he
has
taken
a
new
challenge,
as
the
founder
and
community
producer
of
a
local
television
show
called
as
a
Ottawa.
B
This
program
has
given
a
more
unified
public
voice
to
the
South
Asian
community,
allowing
their
interests
to
be
better
served
as
a
shadow
on
behalf
of
City
Council,
it's
great
to
have
your
parents
here,
and
your
wife
and
brother
members
of
your
family
we're
very
proud
of
the
work
you're
doing
in
your
community
and
on
behalf
of
my
colleague,
Jan
harder
and
all
of
City
Council.
Thank
you
for
the
good
work,
continue
it
and
keep
it
on.
F
Good
morning,
first
of
all,
I'd
like
to
thank
everyone
for
giving
me
this
opportunity
for
this
award
I
like
to
thank
my
family,
my
wife
and
especially,
forgive
me
support
for
last
philosophers.
Last
year's
one
doesn't
decide
to
engage
in
volunteer
activity
in
order
to
to
get
recognition.
One
does
it
first
and
foremost,
to
help
people
or
to
promote
a
cause.
B
B
This
is
an
impressive,
total
and
I
like
to
take
this
opportunity
to
thank
the
leadership
team
who
are
behind
me
as
well
as
members
who
will
call
up
for
the
photo
in
just
a
moment
the
dedicated
City
of
Ottawa
staff,
who
work
very
hard
to
reach
this
remarkable
goal.
I'd
also
like
to
thank
the
members
of
the
executive
committee
that
worked
alongside
Matthew
and
Mark
and
Dan.
Your
generosity
and
continued
support
are
exceptional
and
very
much
appreciated
your.
B
Your
contributions
support
the
vital
work
of
local
health,
wellness
and
other
service
programs,
and
when
you
invest
in
your
community
through
the
United
Way,
you
are
making
a
wise
investment
one
that
is
both
effective
and
efficient.
This
year,
nearly
2,000
city
employees
have
pledged
to
contribute
to
the
United
Way
campaign,
not
just
during
the
campaign,
let's
rope
the
year.
B
Thank
you
to
our
employees
for
this
wonderful
contribution,
and
it
wasn't
just
the
deduction
program
was
a
lot
of
fun
events
that
people
took
place
on
the
the
parva
queue
and
picnic
out
at
constellation,
and
there
were
fifty-fifty
draw
that
was
here.
I
remember
last
year,
I
got
to
dump
matthew
flurry
and
the
dump
tank
out
at
west
standard
constellation
and
whatever
the
contribution
you
make
to
choose
over
bigger
small,
it
has
the
power
and
impact
of
helping
our
community.
Together,
we
can
build
a
brighter
tomorrow
by
investing
in
the
United
Way
song.
A
A
To
take
a
moment,
the
mayor
thanked
quite
well
all
of
the
folks
who
and
they're
seated
here
a
lot
of
the
hard
work
and
heavy
lifting
organizing
things,
but
Matt
and
I
wanted
to
take
a
moment
to
thank
both
just
the
folks
who
contributed
to
the
campaign.
You
know
through
the
City
of
Ottawa,
whether
it's
payroll
deduction
or
coming
out
to
one
of
those
events,
your
contribution,
whether
it
was
large
or
small,
whether
you
made
it
part
of
your
your
payroll
or
whether
you
did
at
one
time.
It
really
does
make
a
difference.
A
It
really
does
have
an
impact
in
the
community,
and
on
that
you
want
to
thank
the
United
Way
as
well.
It's
it's
one
thing
to
raise
the
money,
but
taking
it
and
doing
something
meaningful
with
it
requires
a
lot
of
effort
and
so
Michael
to
you
and
your
team.
Thank
you
very
much
for
the
work
that
you
do.
A
C
Was
fantastic
for
us
this
year
to
meet
staff
that
are
receiving
assistance
from
the
United
Way,
not
only
this
year,
but
in
previous
years?
So
on
one
hand,
we
thank
people
who
contributed
and
participated
to
the
events,
but
on
the
other
hand,
we
know
that
we
have
employees,
friends,
families
in
our
staff
who
benefit
from
the
United
Way's
assistance.
So
that's
a
message
to
the
community.
A
Citywide
campaign
is
still
ongoing
until
March
31st,
we're
close
to
our
goal,
we're
just
a
million
short.
So
again,
the
message
out
there
is
all
the
good
work
that
United
Way
is
doing,
but
also
that
at
some
point
in
our
lives
we
know
someone
a
family
member,
our
selves
or
a
friend
that
requires
the
assistance
of
one
of
the
agencies
that
United
Way
helps.
So
we
want.
We
want
to
convey
that
message.
Once
again,
we
have
a
month
left
and
we'll
a
million
short
so
keep
the
message
on.
Thank
you.
B
It
will
ask
the
rest
of
the
campaign
that
team
to
come
forward
come
on
up
because
you
folks,
as
mark
and
Matt,
she
said,
did
a
lot
of
the
heavy
lifting
and
we
like
to
as
politicians
like
to
do
unveil
jumbo
novelty
checks,
and
here
we
go.
We
get
everyone
together
and
Roger.
You
tell
us
and
Michael.
You
want
to
come
up
and
say
a
few
words
before
we.
We
get
everyone
posted
here,
Michael
Allen,
who
does
such
a
great
job.
It's
the
president
of
the
United
Way
to
have
you
back.
G
G
C
G
To
thank
counsel
I
know
that
that
Matthew
and
people
like
Jan,
who
misses
her
gig
this
year,
Eli
I
know
has
been
chair.
Catherine
has
been
chair
and
she's.
Gonna
have
a
big
event
right,
I'm
told
there's
so
many
members
of
council
who
have
committed
themselves
to
the
work
of
the
United,
Way
and,
of
course,
their
community,
but
through
United
Way
and
that's
very,
very
difficult.
G
But
a
unique
feature
of
our
relationship
with
our
City
Council
I
would
be
remiss
if
I
didn't
acknowledge
the
presence
of
a
couple
of
our
board
members
Matthew
forces
campaign
chairs
on
our
board,
but
Clarence
Dungy,
as
well
as
who
here
at
the
city,
represents
QP
503
and
together
with
CIA
VP
and
OFS
PA
and
Q
P
5500
are
a
very
important
component
of
not
only
our
community
and
the
city's
campaign,
but
as
well.
His
leadership
and
support
the
board
is
very
much
appreciated.
G
G
We've
got
some
tremendous
leadership
with
the
United
Way,
not
only
in
terms
of
our
volunteers,
but
our
staff
support,
but
it
happens
here
because
of
the
people
behind
me
and
and
hundreds
and
hundreds
more
who
are
responsible
for
canvassing
their
colleagues
for
for
making
the
asks
for
encouraging
the
donations
for
doing
all
of
that
work.
And
that
comes
not
because
they
are
city
employees
it
becomes.
G
It
comes
because
of
what
they
are
personally,
which
leads
them
to
be
city
employees,
which
leads
them
to
be
good
members
of
the
community,
which
leads
them
to
do
things
that
go
above
and
beyond.
The
call
of
duty.
I
know
that
outside
of
this
chamber-
and
there
are
times
when,
when
City,
Hall
and
public
servants
who
support
our
community's
work,
are
the
subject
of
much
debate
and
I
know
that
that's
sometimes
a
difficult
thing
as
public
servants.
G
But
it
is
important
for
those
of
us
who
meet
institutions
like
the
United
Way
and
countless
others
to
recognize
the
treasure
that
we
have
in
our
public
service
here
at
the
City
of
Ottawa.
They
are
a
committed
group
of
individuals
not
only
to
their
institution
and
their
community,
but
to
organizations
like
the
United
Way,
and
it
would
be.
It
is
important
for
us
to
remember
that
and
to
say
thank
you
and
I
know
that
the
mayor
is
fond
of
Henrik.
Ibsen's
quote:
I'll
bring
another
one
this
morning,
mr.
G
B
Before
we
get
to
roll
call,
I'm
gonna
ask
counselors,
hubely
and
McCray
we're
holding
a
very
special
event
again
this
year
and
they're.
They
and
their
offices
have
been
actively
involved
in
organizing
this
event.
To
give
us
a
comment
about,
do
it
for
Darren
and
and
what
we're
doing
today,
counselors
Mel.
H
C
and
thank
you
very
much
mr.
Mehra,
it's
a
real
personal
privilege
from
you,
mr.
Mehra,
to
be
standing
here
with
our
colleague
and
our
friend
counselor
hubely
again
this
year.
It's
our
second
annual
pizza
fundraiser
for
the
Mental
Health
Foundation.
No
one
has
do
it
for
Darin
want
to
acknowledge
the
unbelievable
generosity
of
Gabriel's
pizza,
who
have
done
two
things
one
is
they
donated
all
the
pizzas
again
for
our
event,
five
bucks
for
two
slices
and
we
have
800
slices
of
pizza
coming
for
noon.
H
We
have
tremendous
support
from
city
staff
and
colleagues
and,
of
course,
local
employees
of
other
places
that
are
coming
to
City
Hall
today,
the
people's
place,
but
the
other
thing
that
Gabriel's
pizza
is
doing
is
they're,
giving
one
dollar
for
every
single
pizza
that
they
sell
today
in
every
single
of
their
stores,
which
are
thirty
stores
all
day
long
for
do
it
for
Darren
as
well,
and
we
also
have
an
anonymous
but
generous,
drink
sponsor
who's
in
815
cases
of
soft
drinks
as
well.
So
mr.
mayor
I
want
to
acknowledge
and
say
thank
you.
H
The
sponsorship
I
want
to
thank
you,
mr.
mayor,
for
helping
us
get
the
day
together
and,
of
course,
our
staff
who
are
making
council
chambers
or
Jean
picket
available,
but
I
want
to
acknowledge
as
well
that
in
the
last
two
years,
working
on
this
issue
and
I
started
doing
work
in
mental
health
last
term
as
well.
H
This
event
has
allowed
employees
to
actually
come
by
our
offices
and
talk
to
us
about
mental
health
and
I
actually
had
one
employee
write
to
my
personal
home
account
to
tell
me,
for
the
first
time
outside
of
her
family
of
his
family's
member,
who
actually
had
been
diagnosed
with
schizophrenia,
and
she
felt
the
fact
that
our
council
has
been
so
open
and
having
a
funny
event.
In
addition
to
awareness
raising
that
she
could
tell
me
about
the
pain
that
their
family
had
gone
through,
and
so
I
want
to
acknowledge.
H
How
that
is
to
me
personally
and
I
know
that
our
counsel
shares
some
in
in
the
pain
that
families
go
through
and
friends
of
families
go
through
in
dealing
with
mental
health
issues.
So
so
mr.
Mehra,
with
your
indulgence,
counselor
Hubie,
would
like
to
say
a
couple
words.
So
thank
you
for
the
opportunity
to
say
a
lot
of
stuff
this
morning.

So.

Councillor

and

we'll

from
you.
We'll
just

the

G
Americ
committee
there
was
some
discussion
about
the
back
property
line
and
the
distance
from
the
entrance
I
guess
to
the
pregnant
gurage
and
a
wall
to
the
back
property
line,
and
there
was
a
discussion.
Although
we
approved
the
zoning,
we
encouraged
a
Planning
Committee
encourage
the
applicant
to
meet
with
the
counselor
to
see
if
there
could
be
a
greater
setback
from
that
back
property
line
to
be
achieved.
M
Do
I
just
wanted
to
speak
briefly
to
it,
though,
because
I
think
there
are
a
couple
of
points
that
should
be
noted
here.
First
of
all,
the
local
residents
were
quite
clear
in
the
problems
they
had
with
this
building,
mostly
to
do
with
with
light
loss
and
quite
a
large
wall
that
they
were
now
going
to
be
facing,
starting
almost
immediately
the
end
of
their
back
yards.
We
were
able
to
work
with
the
developer
in
this
case,
by
reducing
just
two
parking
spaces.
M
We
were
actually
able
to
minimum
reduce
the
size
of
the
parking
garage,
bring
down
this
the
height
of
that
wall
and
move
it
back.
So,
although
it
will
still
be
a
change
and
seen
by
many
as
a
negative
change
in
the
conditions
for
people
who
live
along,
Muriel
I
think
it's
a
considerable
improvement.
I
also
wanted
to
point
out
that,
in
that
shift,
in
order
to
address
the
loss
of
green
natural
landscaping,
a
green
roof
Wilma
has
just
been
added
to
the
design.
M
We
don't
see
enough
of
those
in
Ottawa
buildings
and
it
will
be
good
to
see
it
built
and
see
how
it
performs-
and
my
final
point
is
simply
that
we
are
seeing
a
lot
of
intensification
in
this
area
now
along
bronson
Carling.
We
hear
a
whole
lot
about
and
this
building
is
relatively
modest
height,
although
required
a
change
in
zoning
at
five
storeys.
M
It
is
in
that
zone
of
the
type
of
intensification
that
we
can
imagine
being
good
for
the
street,
considerable
increase
in
population
density
on
that
piece
of
land
and
yet
not
a
great
big
tower
with
what
comes
with
that.
So
we
are
starting
to
see
an
evolution
of
Bronson,
that's
for
certain,
but
seeing
apartments
and
a
high
density
come
in
here
is,
for
the
most
part,
a
positive
evolution.
Thank.
B
You

thank

in

we
get

we

we

B
E
Thank
you,
mr.
Meredith.
This
year's
theme
for
Women's
Day
as
designated
by
the
United
Nations,
is
the
gender
agenda
gaining
momentum.
The
theme
is
not
only
designed
to
recognize
the
significant
gains
that
women
around
the
world
have
towards
equal
rights,
but
also
acknowledges
the
continuous
momentum
needed
to
make
sustainable
changes.
Friday
March
8th
will
be
the
day
to
reflect
on
the
remarkable
achievements
that
women
within
our
communities
have
reached
through
hard
work
and
determination
and
I
know.
E
A
number
of
my
council
colleagues
are
hosting
International
Women's
Day
events
in
their
wards
this
year,
including
I,
think
council,
hubely
and
councillor
Wilkinson
and
councillor
sure
le
not
sure
if
there's
others
and
myself
as
well.
It's
a
tradition
that
I've
had
for
a
number
of
years.
So
I
would
certainly
encourage
all
my
council
colleagues
to
recognize
this
day
and
celebrate
those
who
continue
to
strive
for
quality
and
excellence
for
women.
E
Thank
You
mr.
mayor
I
just
want
to
also
say
there
are
other
groups
around
the
city
that
are
doing.
Events
and
I've
been
involved
with
these
for
many
many
years,
but
it
not
only
is
looking
at
women
in
Canada
but
internationally
as
well
and
I.
Think
at
some
times
we
need
to
reflect
on
what
we
have
here
compared
to
what
women
have
to
deal
with
in
other
countries.
Remember
at
FCM,
one
of
our
members
was
at
a
seminar
in
Africa
where
they're
training
women,
why
the
women
mayor's
was
that
late.
E
B
H
Thank
you
very
much.
Mr.
mayor,
many
of
us
will
recall
mr.
mayor
the
good
work
that
mr.
Kirkpatrick
did
in
conjunction
with
our
lawyers,
our
legal
team
to
actually
sign
the
Palacio
commercial
deal
before
the
end
of
2012.
At
the
time.
Mr.
mayor,
mr.
Kirkpatrick
was
very
transparent
and
very
honest
and
upfront
in
telling
counsel
that
there
may
be
some
changes
that
needed
to
come
forward
to
that
deal.
Mr.
Kirkpatrick,
respecting
the
will
of
counsel,
wants
to
make
sure
two
things
happen.
H
A
that
there
was
a
thorough
opportunity
for
committee
and
the
public
to
speak
to
any
of
these
changes.
So
we
know
that
there
will
be
a
report
coming
back
to
the
Environment
Committee,
but
mr.
mayor,
as
we
do
know,
there's
also
an
end
of
March
up
set
date
with
respect
to
financing
for
PLAs
Co.
So
the
purpose
of
the
motion
by
myself
and
vice-chair
Moffitt
is
number
one
to
allow
mr.
H
Kilpatrick
to
continue
working
with
PLAs
Co
and
to
not
allow
the
agreement
to
expire
because
of
an
artificial
deadline
given
to
counsel
by
PLAs
go
with
regards
to
financing,
and
the
second
purpose
of
the
motion
is
to
ask
mr.
Kirkpatrick
to
come
back
between
now
and
the
end
of
August
with
his
report
that
he
would
like
to
bring
to
committee
with
any
other
changes.
So
there
could
be
other
extensions
asked
for
at
the
time
there
could
be
extreme
or
changes
with
regards
to
the
location
and
what
we've
asked
mr.
Kirkpatrick
is.
H
Let's
get
this
done
once
so
we're
not
coming
back
subsequent
times
so
mr.
Mehra
I.
Obviously,
as
the
move
of
this
motion,
I'm
going
to
be
forwarding,
it
I,
don't
want
to
see.
Plas
go
died
because
of
an
artificial
deadline
that
they
gave
us
with.
Regards
to
March
and
again,
I
want
to
acknowledge
mr.
Kirkpatrick,
not
just
the
hard
work
he
did.
He
had
to
pull
together
lands
down
in
LRT
and
so
many
other
files
in
a
quick
period
of
time.
H
With
our,
but
doing
so
in
a
very
transparent
way
in
as
soon
as
he
found
out
about
issues
when
the
contract
was
signed,
he
brought
them
to
our
attention
and
made
it
very
clear
to
us.
We
have
a
few
things:
I
need
to
change,
but
I'm
not
going
to
do
it
without
your
permission,
Council
and
I
will
be
coming
back
appropriately
to
committee
and
council.
So
thank
you
through
the
mayor,
mr.
H
D
L
B
L
D
Thank
You
Mickey
mr.
mayor
I'm,
not
sure
about
artificial
deadlines,
I
guess
any
any
deadline.
That's
brought
forward
by
either
party
could
be
considered
artificial
until
such
time
as
a
final
deal
is
enacted.
But
just
in
terms
of
the
risk
to
the
city
and
I
know,
we
keep
repeating
that.
There's
no
financial
risk
to
us,
but
we
are
consuming
resources
in
terms
of
working
with
classical.
What's
the
risk
to
the
city,
though,
in
terms
of
reputation,
if
this
doesn't
we'll
start
working
out
soon,.
L
Counselor
I
guess
that
would
be
answered
differently
by
different
individuals.
In
my
own
view,
and
this
has
been
discussed
before
I
think
that
is
the
the
risk
the
city
carries
in
with
regard
to
this
partnership
is
a
reputational
risk
in
that
this
has
been
an
initiative
that
the
city's
supported
for
many
years,
and
there
has
been
time
and
energy
and
focus
spent
on
it.
In
my
own
opinion,
I
guess
that's
how
it
is
I
answering
your
question
with
my
own
opinion.
I
think
that
Glasgow
to
date
has
been
successful
simply
from
an
economic
development
initiative.
L
It's
brought
profile.
It's
brought
investment.
It's
brought
attention
to
the
City
of
Ottawa
they've,
raised
over
I,
think
approaching
a
quarter
of
a
billion
dollars,
a
lot
of
which
has
been
spent
in
the
local
economy
in
the
in
Theriault
economy
and
I
think
simply
from
the
what
counsels
identified
as
its
goals
and
objectives
from
in
terms
of
mandate
around
economic
development
in
the
role
of
the
city
and
that,
just
from
that
perspective
alone,
I
think
it's
been
a
success.
L
So
if
it
were
to
prove
not
to
be
successful
in
the
end,
I
think
the
time
and
the
effort
the
focus
of
the
city's
given
it
would
be,
have
been
well
worth
it
simply
from
that
perspective
alone.
And
if
it
is
successful,
as
we've
discussed
in
the
past,
is
world
changing
technology
and
is
going
to
allow
council
to
achieve
its
diversión
objectives
at
a
fraction
of
the
cost
that
other
municipalities
are
are
doing
it
with
looking
at
incineration
and
other
things.
L
So
as
councillor
or
chair
McRea
has
indicated,
I
think
it
artificial
I
think
that
I
think
the
I'm
sure.
The
point
that
the
chair
was
making
was
that
this
date
was
one
that
was
set
by
PLAs
Co.
There
is
no
incremental
or
additional
risk
to
the
city
by
agreeing
to
extend
it
and
they
requested
it.
They
require
the
extension
of
it.
I
think
there
had
been.
Several
issues
have
gone
into
that
one.
It
took
them
longer
to
secure
a
power
priced
agreement,
the
province
of
Ontario
than
they
anticipated
and
other
issues
like
that.
D
Terms
of
the
the
overall
waste
management
strategy
for
the
city,
councillor
Manette
and
I
both
attended
the
open
house
in
Carlsbad
Springs
this
this
week
and
I
mean
part
of
the
premise
there
would
be,
and
none
of
us
I
think
are
in
favor
of
creating
any
more
landfill
sites.
So
we're
looking
for
that
salvation!
That's
gonna!
You
know
it's
going
to
provide
enough
diversion
whether
it's
a
class
Co
initiative,
whether
it's
diversions
in
the
IC
I.
D
But
how
does
this
affect
the
calculations
for
the
city
overall,
the
looking
at
the
IC
I
sector
for
looking
at
domestic
or
a
residential.
The
numbers
would
change
dramatically
of
class,
go
where
to
come
on
stream,
successfully
come
on
stream
and
enter
into
a
full
agreement
with
us.
But
in
the
meantime
there
EA
is
going
forward
that
are
based
on
certain
assumptions
and
a
certain
premise
for
the
City
of
Ottawa
I
mean
the
City
of
Ottawa,
not
the
corporation,
but
the
global
City
of
Ottawa.
L
Councillors,
your
as
you're
aware
the
the
proposed
agreement
well,
the
signed
agreement
and
proposed
commercial
facility
that
that
agreement
relates
to
with
PLAs
Co
between
Barcelona
City
relates
to
the
city's
mandated
role
in
in
waste
management
in
this
region,
which
is
residential
waste
collection.
So
I
believe
that
the
environmental
assessments
for
those
other
privately
held
or
proposed
privately
owned
landfills
are
not
counting
on
a
share
of
the
city's
residential
waste
stream,
which
currently
goes
to,
as
you
know,
Trail
Road
landfill
facilities.
L
So,
to
answer
your
question
directly
and
if
Costco
is
successful
and
city's
residential
waste
is
being
processed
most
of
it
being
processed
there,
it
would
simply
extend
the
life
of
trail
Road.
It
may
even
allow
us
to
change
the
operating
modality
of
trail
Road
and
which
would
have
a
and,
if
you
recall,
the
report
that
was
in
front
of
Council
in
December
2011.
It
projected
the
financial
benefit
alone,
the
environmental
benefit,
but
the
financial
benefit
of
alone
of
being
able
to
defer
much
into
the
future.
L
I
L
That's
what
if
so
deal
with
the
last
part,
the
question
first
counselor,
if
I
could?
The
this
relates
to
the
contract?
The
council
approved
had
a
drop-dead
date
in
it
that
set
a
timeline
for
PLAs
Coe
to
accomplish
several
things,
one
of
which
well
but
most
fundamental,
one
of
which
was
be
able
to
show
that
they
had
secured
the
financing,
both
construction
financing,
equity
and
long-term
debt
financing.
L
That
would
be
in
place
at
the
end
of
the
construction
to
build
the
commercial
facility
and
that
they
had
to
be
able
to
put
on
the
table
before
2013.
They
also
had
to
have
issued
purchase
orders
for
I
think
it
was
three
million
dollars
worth
of
the
first
component,
so
in
other
words,
a
significant
demonstration
of
we
have
the
capacity,
the
financial
capacity
to
build
the
plant
and
we've
we've
initiated
using
those
financial
resources
to
do
that.
So
it's
it's
those
things
that
relate
to
this
deadline.
L
It
would
be
a
significant
period
after
that
for
the
construction
of
the
facility,
but
it's
that
deadline
that
this
motion
shifts
from
March
31st
to
to
the
end
of
August
and
as
I
responded
to
an
earlier
question.
Mr.
Brydon
has
assured
me,
when
I
put
the
question
to
him,
that
that
timeline
provides
all
of
the
latitude
they
need,
in
their
opinion,
to
complete
that
to
meet
that
requirement
in
the
contract.
So.
I
L
Well,
they
those
dates
all
are
in
the
language
of
contract.
Excuse
me
are
all
tied
to
a
date.
That's
called
the
operations
date
which
is
set
from
that.
Doesn't
change
with
regards
to
this
that's
correct,
I'm,
trying
to
recall
when
that
date
was
then
I
can't
2015.
Was
it
again
the
answer
you
questions,
those
dates,
don't
change.
Okay
and
I'm.
I
A
little
concerned
with
you
said
that
the
city
was
not
at
risk
here
were
not
at
risk
for
financial
costs
related
to
PLAs
Co,
but
we
are
at
risk
because
we've
been
putting
all
our
eggs
in
the
PLAs
called
since
2005
correct
is
there
if
there
is
any
more
movement
in
this,
are
we
going
to
be
able
to
try
and
catch
up
with
some
other
technologies
to
handle
this
place
so
that
we
don't
have
to
have
a
whole
bunch
of
new
landfills?
So.
L
Counsel,
that
was
an
issue
I
know.
You'll
recall
that
was
I,
think
discussed
a
lot
at
the
floor
of
Council
in
December
2011.
Should
we
enter
into
this
contract?
Are
there
better
alternatives
to
this
that
exists
or
are
on
the
verge
of
commercial
existence?
That
would
allow
would
be
a
better
alternative
for
Council
to
achieve
its
diversion
targets,
diversion
from
landfill
targets
and
I.
Think
Council
heard
an
assessment
of
that
in
2011.
L
I
know,
Council
heard
an
assessment
of
that
2011
I
believe
council
felt
after
hearing
that
that
this
does
represent
our
best
alternative
at
this
point
in
time.
In
my
own
opinion,
nothing
has
changed
since
December
of
2011
I
think
the
major
comparison,
the
other
alternative.
That's
out
there
in
Ontario
region
of
Durham
Thank
You
councillor
I,
was
about
to
say
Halton,
which
would
have
been
incorrect
region
of
Durham
with
their
incineration
project
with
Covanta.
Those
metrics
are
still
the
best
metrics
as
a
comparator.
L
To
this
one-
and
you
know
environmentally
classical,
the
proposed
process
will
be
better
environmentally,
but
it
is
orders
of
magnitude.
Cheaper
Durham
will
be
investing
upwards
of
a
quarter
of
a
million
dollars
in
the
financing
the
plant
and
then
will
be
paying
a
tipping
fee
higher
than
the
tipping
fee
that
the
contract
council
approved
with
PLAs
Co
would
be
in.
Of
course,
council
remember.
The
city
doesn't
pay
anything
other
than
the
tipping
fee
under
that
agreement.
I
L
My
understanding
of
the
situation
in
California
is:
it
relates
to
the
consideration
of
what
that
technology
will
get
in
the
way
of
a
power
price
contract,
and
it
was
a
change
there
that
has
caused
the
it
was
a
connect
of
North,
Salinas,
County
I
think
it
was
that
was
looking
seriously
at
PLAs.
Co
has
deferred
that
because
of
a
change
in
the
the
regulatory
framework
that
related
to
the
power
price
that
the
state
would
pay
and.
K
Mr.
Muir
just
a
two
question:
one:
an
extension
of
the
mayors
and
the
second
extension
of
councilor.
She
always
you
would
indicate
it
that
you
were
comfortable,
that
we
wouldn't
need
another
extension
for
the
financing
after
the
August
31st.
Can
you
give
us
a
sense
of
what
what
the
difficulties
are,
what
the
roadblocks
are
to
getting
financing?
So
we
have
some
context
for
that,
for
that
guarantee.
K
L
Counselor
I'll
first
I'll
start
if
I
could,
by
just
being
clear
that
what
I
said
in
response
to
that
question
is
that
when
I
posed
the
same
question
mr.
Brydon
his
answer
was:
he
believes
that
this
date
gives
classical
all
the
latitude
they
require
in
order
to
get
this
accomplished.
L
That's
the
basis
of
my
opinion,
I'm,
responding
to
you
with
what
mr.
Brydon
has
told
me.
It's
probably
it
would
be
better
for
mr.
Brydon
to
speak
to
all
of
the
the
reasons
why
they
have
not.
They
were
not
able
to
meet
the
March
date.
My
understanding
of
some
of
the
high-level
ones
I
mentioned
earlier
is
I
think
it
took
mr.
I
took
classical
longer
to
negotiate
a
power
price
agreement
with
the
OPA
than
was
anticipated.
L
I
think
it
took
longer
to
complete
the
the
processing
runs
that
were
completed
through
October,
November
and
December
to
allow
for
the
independent
engineer
assessment
of
how
well
that
worked,
which
is
all
it's
all
information
that
a
prospective
financial
institution
that's
going
to
provide
the
construction
financing
needs
to
consider,
as
well
as
the
equity
investors.
They
need
to
see
those
results
before
they're
prepared
to
move
forward
in
negotiating
the
agreement
to
provide
the
funds
to
build
the
specific
plant
beyond
that.
Frankly,
it's
it
isn't.
L
K
L
Well,
counselor
its
I
don't
have
a
guarantee.
The
answer
was
I
believe
because
of
frankly,
we
were
discussing
a
shorter
timeframe
initially,
and
it
was,
it
said
to
mr.
Bryton
I.
Think
counsel
isn't
going
to
want
to
see
a
you
know,
can
a
repeat
of
this
and
so
set
a
time
frame
that
you're
comfortable
gives
you
the
latitude
to
accomplish
this.
It
was
with
that
discussion
that
August
was
set.
I
can't
I
can't
guarantee
that
it's
mr.
L
K
To
be
clear,
I
wasn't
asking
for
you
to
guarantee
it
and
I.
Thank
you
for
giving
us
that
context
that
you
pushed
them
on
wanting
to
make
us
comfortable
that
this
would
be
the
last
the
last
date
now,
if
for
the
counselor
she'll
be
if
I
understood.
The
answer
you
gave
to
his
question
was:
was
this
extension
in
time,
for
the
funding
deadline
will
not
affect
the
proposed
operational
date
of
the
facility?
Is
that
my
understanding?
K
That's
correct?
Okay,
I'm,
having
a
little
bit
of
difficulty
with
that,
because
if
the
funding
was
supposed
to
be
in
place-
and
presumably
shovels
were
supposed
to
be
in
the
ground
and
that's
what
that
original
date,
how
that
was
arrived
at
if
shovels
are
not
going
to
go
into
the
ground
for
that
much
longer
down
the
then
what
what's
the
basis
for
class
go
saying?
There
will
be
no
impact
on
the
ultimate
operational
date
that
that's,
where
I'm
having
the
trouble
I.
L
Think
that
the
answer
that
probably
lies
in
the
fact
that
PLAs
Co
believes
that
they're
going
to
be
it
I
mean
the
work
that
they're
doing
in
terms
of
the
sequencing
of
the
work
that
needs
to
happen
in
terms
of
the
designing
of
the
facility
sourcing,
the
the
firms
that
are
going
to
construct
the
modules
of
the
facility
is
ongoing
at
the
same
time
that
they're
looking
to
accomplish
the
this.
What
they
need
to
accomplish.
It
relates
to
this
deadline,
which
is
the
evidence
that
they
have
the
financing
approved
to
build
it.
So.
K
J
J
J
Wanna
touch
also
on
the
counselor
Eli's
comment
about
the
drop-dead
date
and
leaving
ourselves
open
for
future
extensions.
I
know
that
at
anytime
you'd
asked
for
a
future
extension,
but
it
would,
it
would
add
some
messaging
mins
given
to
mr.
Brydon,
and
are
we
going
to
be
clear
that
you're
a
certain
date
that
there
will
be
no
more
extensions
that
you
know
either
either
it's
a
move
ahead
or
you
know
it's
time
to
look
for
alternatives.
I.
L
Think
counselor
what
I
would
say
there
is
consistent
with
what
I
responded
to
counselor
a
guy
with,
and
that
is
in
the
discussion
around
the
request
for
the
extension
of
this
date.
What
I
said
to
mr.
Brydon
was
I
think
it's
important
to
set
a
date.
That
is,
is
the
one
that's
going
to
stick.
That
counsel
would
not
my
opinion.
Was
that
counsel
wouldn't
look
favorably
on
a
subsequent
request
for
an
extension
that
was
that's
the
extent
of
that
type
of
discussion
that
I
had
with
mr.
J
L
Counselor
I
think
it
would,
it
would
depend
on
the
situation
at
the
time
as
I
responded
to
to
counselor
who
Blees
a
question.
You
know
sitting
here
today
with
this
request
for
an
extension
you
know,
I
think
what's
important
in
terms
of
what
I
would
recommend
to
council
be
considered
in
considering
a
request
for
extension,
is:
is
there
a
better
alternative
today?
Is
there
a
financial
cost,
the
city
to
extending?
Are
there
any?
What
are
the
implications
to
the
city
for
saying?
L
Okay,
we'll
give
you
more
time
today,
I,
don't
believe
there
are
any
in
the
future.
It
would
be
the
same
kind
of
consideration
if
there
was
a
request
for
an
extension
to
come
from
class
Co
I
would
I
would
inform
Council
on
what
I
think
the
issues
are
related
to
providing
extension,
and
at
that
point
in
time,
I
I
would
consider
whether
I'd
recommend
making
an
extension.
J
Taking
mr.
Mehra
I
mean
I
think
that
a
line
field
is
definitely
not
the
solution
for
in
the
future,
and
we
have
to
look
for
alternative
solution
and
I
was
very
pleased
with
classical
when
it
first
came
in
and
I'm
opened
up.
We
proceed,
you
know
and
make
it
a
successful
operation.
Take
my
summer
thanks.
A
A
L
Any
discussion
with
perspective,
equity
or
investors
or
lenders
in
terms
of
from
the
city's
perspective,
is
around
the
contract
that
represents
the
city's
respective
relationship
with
Pascoe.
You
know
how
much
money
will
we
pay?
What
are
the
terms
around
how
much
waste
we
are
committed
to
provide?
What
are
our
options
to
adjust
the
throughput
commitment
we
have
for
plastico?
Those
are
all
the
things
that
an
equity
or
debt
provider
would
be
interested
from
the
city's
perspective.
So
it's
quite
clear
that
contract
that
represents
the
city's
commitment
to
class
Co.
All
right.
Thank.
B
B
F
Thank
you
very
much
mr.
mayor
and
yes,
this
motion
put
forward
by
myself
and
seconded
by
Councillor
I,
went
here
bleah
and
it's
regarding
mr.
mayor
about
a
project
that
was
put
on
the
table.
I
guess
about
two
years
ago
by
the
Ottawa
Sports
Authority,
in
order
to
develop
or
build
a
ramp
or
at
squisher
Bank
place
for
the
eastbound
lanes
of
the
Queensway,
and
it
was
done
through
the
provincial
government
agreement
and
the
funding
did
come
through
now.
This
is
just
an
agreement.
F
Approval
from
the
City
Council
to
go
be
part
of
that
agreement,
as
we
have
been
from
day
one
and
what
it
basically
reads
is
that
there
where's,
where
the
government
of
Ontario
requires
that
the
City
of
Ottawa
and
the
government
of
Ontario
execute
the
agreement
by
February.
28
2013,
therefore
be
it
resolved.
F
On
behalf
of
the
City
of
Ottawa
as
soon
as
possible,
after
the
approval
of
this
motion
and
be
it
FURTHER,
RESOLVED
at
Council
authorized
the
deputy
city
manager
of
planning
and
infrastructure
to
make
any
administrative
revisions
to
the
agreement
considered
necessary
by
the
government
of
Ontario.
And
at
this
point
the
mr.
mayor
I'd
like
to
thank
yourself
MPP,
Bob
Shirley
and
the
Ottawa
Sports
Authority
in
terms
of
our
sorry
capital,
Sports
Authority.
In
terms
of
putting
this
item
on
the
table,
and
hopefully
agreement
this
morning
from
Council.
B
Thank
you
just
could
I
just
ask
mr.
Shepherds
a
question.
This
is
a
an
issue
that
we
have
known
about
and
we
made
an
announcement
about
a
little
while
ago
and
councillor
Qadri
I
know
is
very
supportive
of
this
as
its
councillor
hubely,
and
it
will
allow
buses
to
exit
much
more
quickly
after
games,
which
is
good
from
a
public
transit
point
of
view
and
helps
with
the
congestion,
because
that's
one
of
the
complaints
we
get
all
the
time
you
know
after
a
game.
It's
this
chock-a-block
parking
lot.
E
B
E
E
E
Through
you,
mr.
mayor,
the
City
of
Ottawa
has
has
contribute,
is
committed
to
contribute
up
to
250,000
towards
the
ramp,
and
the
province
has
committed
500,000
and
beyond
that.
There's
there's
a
contribution
from
the
Sports
Group
to
cover
the
design
costs
and
anything
in
excess
of
that
in
terms
of
the
cost
for
the
actual
construction
of
the
ramp
itself.
So
both
the
province
and
the
city
have
a
maximum
contribution
established
good.
E
So
it's
it's
it's
not
as
good
as
the
Brydon
contribution
back
when
he
built
that
entire
massive,
probably
our
largest
interchange
in
the
in
the
city,
but
the
it
it's
almost
as
good,
because
it's
our
commitment
is
restricted
to
two
hundred
and
fifty
thousand,
and
we
won't
no
one's
going
to
come
back
and
ask
us
for
money
for
funding
for
the
for
the
provincial
highways
ramp.
F
Thank
you
very
much
and
again
just
one
further
clarification.
Mr.
mayor,
regarding
the
lamp
itself,
it's
not
only
going
to
help
the
game,
traffic
or
the
event
traffic
after
the
events
or
the
game,
but
it's
also
going
to
help
the
traffic
flow
for
the
bus
routes
that
are
now
traveling
through
the
Scotiabank
park-and-ride
that
was
just
created
this
year.
So
that's
the
other
added
advantage
to
this
ramp,
going
forward
great.
B
B
J
J
The
notices
of
motion
is
in
front
of
you
and
I'm
going
to
be
working
with
city
staff
and
Rogers
to
see
if
there
is
a
solution
to
the
problem
that
has
arisen
and
if
not
I'll,
be
asking
council
to
support
a
recall
of
the
concurrence
that
the
city
has
given
to
Rogers
communication
that
our
next
meeting.
Thank
you.
Okay,.
