You
very
much
so,
as
the
mayor
mentioned,
our
special
guests
here
to
sing
today
is
from
the
village
of
cars.
My
lovely
hometown,
grace
all
choir
she's
a
15
year
old
student
from
South
Carroll,
my
high
school
she's
on
the
so
Karl
in
high
school
basketball
team
when
she
had
practiced
this
morning
at
6:30.
So
she
was
already
at
school
today.
Come
down
here
and
she's
got
go
back
to
school
after
this.
C
So
it's
great
to
have
her
here
today.
She's
also
competitive,
a
synchronized
swimmer,
so
very
busy.
I
first
had
a
pleasure
here
saying
because
I
was
having
to
be
at
my
daughter's
piano,
recital
and
I
didn't
know.
Grace
could
sing
as
well
as
she
could
so
I
figured.
This
is
a
perfect
opportunity
to
have
her
come
and
sing
the
national
anthem.
So
without
further
ado,
grace
la
guerre
Oh.
D
D
A
Welcome
Russ's,
wife
and
daughter
who
are
with
us
here
today
Russ
this
award
recognizes
people
who've
demonstrated
extraordinary
commitment
to
making
our
city
a
better
place
through
outstanding
volunteerism
and
exemplary
action.
I
appreciate
this
opportunity
to
recognize
Russ's
dedication
to
community
building
and
thank
him
for
his
enduring
contributions.
Miss
Ouiser
heard
that,
while
occasion
I.
A
In
growing
his
community
in
Cumberland,
he
has
held
several
high-profile
positions,
volunteer
positions
with
the
community
association
with
the
Cumberland
farmers
market
and
the
Cumberland
Heritage
Village,
Museum
and
I'm,
always
promoting
the
Heritage
Museum,
because
I
said
don't
bother
going
to
Upper.
Canada
village
in
Morris
burg
come
to
Cumberland
for
the
beautiful
heritage,
village
museum.
That
is
really
a
gem.
That
is
not
that
well
known
in
the
rest
of
the
city.
A
Russ
served
as
a
member
at
large
of
the
Cumberland
Community
Association
and
has
been
president
or
co-president
since
2013
when
he
caught
where,
where
he
constantly
works,
to
improve
his
local
committee
and
provides
leadership
on
community
issues.
Major
US,
Fed,
bmp-2
Zarkov
he's
been
arrested.
That's
much
more
than
farmers.
Market
rust
was
responsible
for
incorporating
the
market
at
markets
governing
body
and
he's
always
wanted
to
take
on
any
task.
Great
or
small
sue.
Vaalu,
cuvee,
Russ,
o
ma
che
you'll.
A
Coffee
Russ
is
filled
among
other
roles,
that
of
cook
Advisor
negotiator,
greeter
repairman,
whatever
the
task
is
Russ
is
there
that
attitude
carries
into
Russ's
evolvement
with
a
calm,
Cumberland
Heritage
Village
Museum
Russ
is
currently
the
chair
of
the
departmental
consultative
group
that
has
helped
shape
the
strategic
direction
for
the
museum
in
the
East
End
La
Russa's
involvement
doesn't
stop.
There
he's
involved
in
many
aspects
of
the
museum
and
its
programming.
Here
are
a
few
examples
of
some
of
the
things
he's
done
for
the
museum.
A
He
construction
installs
items
for
the
annual
haunted,
Halloween
village
he
created
and
designed
the
trebuchet,
how
it's
called
yep
trebuchet
used
for
the
Smashing
Pumpkins
event,
not
the
band
but
tossing
pumpkins.
He
helps
develop
and
maintain
the
site's
gardens
and
annually
designs,
prepares
and
assembles
flower
presses
for
Ottawa
Public
Library
summer
programming,
and
he
helps
to
install
some
of
the
30,000
Christmas
lights
for
the
annual
vintage
village
of
Lights.
There
really
isn't
much
a
Russ
doesn't
do
for
Cumberland
in
the
community.
It's
very
appreciative
of
his
hard
work
and
dedication.
A
E
Well,
thank
you.
Thank
you
very
much
indeed,
for
the
award
and
for
acknowledging
the
work
that
has
been
going
on
in
Cumberland.
They
I'm
accepting
the
award
really
on
behalf
of
a
small
group
of
volunteers
who
really
activate
the
village
and
make
the
village
the
place
that
we
want
it
to
be.
I'd
also
like
to
thank
councillor
for
all
the
support
that
he
provides
us
with
over
the
past
few
years,
particularly
for
him.
E
A
Thank
You
Russ
and
nice
to
meet
your
wife
and
daughter
and
pleased
now
to
present
a
city
of
Auto
award
for
heroism
to
a
member
of
our
emergency
and
Protective
Services
Department
on
behalf
of
City
Council
and
senior
management.
I
have
to
invite
our
guest
of
honor
David
McAvoy,
one
of
our
parking
control
officers
to
come
forward
and
also
go
ask
his
ward
councillor
Michael
kakiage
to
come
forward
as
well
so
Dave.
If
you
like
to
come
here,.
A
Welcome
a
City
of
Ottawa
Ward
for
heroism
was
presented
to
employees
who
take
decisive
actions
to
benefit
others
under
extraordinary
circumstances.
Nominees
go
beyond
their
normal
responsibilities.
To
perform
an
act
of
courage,
take
quick
action
to
provide
assistance
in
a
critical
situation,
save
a
life
or
prevent
serious
injury
damage
or
disaster.
This
honor
is
a
significant
acknowledgement
of
someone
who
provides
special
assistance
in
the
time
of
need
to
prevent
a
tragedy
set
on
our
ground
in
a
poll
Tahoma.
This.
B
A
A
On
Boulevard,
he
quickly
acted
taking
control
of
the
situation.
He
performed
several
rounds
of
CPR
on
the
baby.
Until
the
baby's
chest
began
to
rise
and
fall,
he
then
waited
for
emergency
responders
to
arrive.
Your
actions
undoubtedly
affected
the
outcome.
What
of
what
could
have
been
a
truly
tragic
situation
and,
on
behalf
of
the
City
of
Ottawa
and
the
entire
community
Dave?
Thank
you
very,
very
much
for
taking
that
action
that
saved
that
young
child's
life.
Congratulations.
A
F
Just
just
a
brief
comment
and
reflection,
and
first
of
all,
you
know
what
happened.
What
date
was?
Yes,
it
was
the
anniversary
of
9/11
and
and
truly
the
heroes,
are
all
those
that
just
step
out
and
do
something
for
the
community.
We
saw
what
happened
in
2001
in
New
York,
but
we
also
see
what
we
can
do
here
in
the
City
of
Ottawa
as
community
members.
F
You
know
within
our
own
community,
but
outside
it's
just
taking
that
step
and
whether
it
means
giving
somebody
a
sandwich
you're
a
hero,
whether
it
means
smiling
at
somebody
you're
a
hero,
so
it
doesn't
mean
that
I'm,
a
hero,
I
just
stepped
out
and
did
something
to
help
a
community
in
a
whole
but
also
help
a
family.
It
was
more
rewarding
to
see
that
family
hold
their
child
than
it
is
getting
this
reward.
Believe
you
me,
but
at
the
same
time
we're
all
heroes.
So
thank
you
so
much
for
this
opportunity.
A
I
gotta
say
this:
guy
is
the
friendliest
parking
control
officer,
although
I
don't
think
people
get
a
ticket
from
you
feel
like
a
hero,
but
Dave
is
great.
I
saw
him
and
manitech
the
other
day.
Big
smile
on
his
face
really
a
delight
to
have
him
working
with
our
family
here
at
the
City
of
Ottawa.
So
thank
you
very
much.
Miss

thanks

H
K
H
K
Mayor
we're
still
working
with
legal
services
to
assess
the
implications,
the
change
in
legislation
and
that
look
part
of
our
work
plan
and
that
we
present
to
the
first
planning
committee
meeting.
But
our
gut
reaction
is
is
that
up
until
the
Minister's
decision,
everything
will
be
as
it
was
in
the
previous
rounds
in
terms
of
the
process,
it
really
becomes
a
matter
of
what
becomes
subject
to
the
ministers
discussion
and
any
any
efforts
by
people
to
appeal
or
even
challenged
in
the
courts.
Minister's
decision
thank.
H
You
and
I
believe
it's
typical
of
many
of
us
here
today
have
only
been
through.
Even
those
of
us
who
are
finishing
a
second
term
have
just
been
through
one
official
plan
review.
Believe
there
was
a
sponsors
group,
quite
representative,
of
the
different
parts
of
the
city.
Is
that
something
you
would
anticipate
if
that
even
false
may
not
be
your
decision,
but
a
few
would
anticipate
and
feel
a
good
idea.
Mr.
K
A
A
I
You,
mr.
mayor,
this
is
a
situation
where
we
entered
in
good
faith.
We
being
the
city
entered
into
good
faith
with
Canada
Inc,
eight
six,
oh
nine,
four,
five,
four,
under
the
understanding
that
everything
had
been
improved.
That
normally
is,
however,
we
found
out.
Since
then.
The
director
of
titles
for
the
province
of
Ontario
did
not
certify
such
agreement
and
therefore
remove
the
instrument
from
the
title:
the
property,
no
municipal
e,
as
121
Parkdale
Avenue,
and
so
it
caused
a
trigger
effect.
Basically
for
the
timing
and
that
sort
of
thing.
I
So
what
we're
saying
is
be
resolved.
The
council
approved
that
eight
six,
oh
nine
five
fork
and
Inc
be
permitted
to
pay
their
development
charges
at
the
rate
in
place
for
April
26
2018,
which
they
would
have
been,
and
that
was
the
good-faith
part
as
long
as
the
next
building
permit
is
issued
prior
to
December
31st
of
this
year
and
with
adherence
to
all
causes
within
the
executed
deferral
agreement,
including
interest.
A
Questions
sincerely
for
seconding
of
that
almond
favor
carry
the
flurry
Li
promotion
of
which
notice
was
given
at
the
City
Council
meeting
of

been
withdrawn.

You

Any
questions
part
of

is

carried.
Are
there
any
other
motions
requiring

as
yet
is

shown?
I
noticed
the

for

of

that
