A
2015
for
those
who
are
able
to
would
you
please
rise
for
a
moment
of
reflection
and,
as
we
stand
in
this
moment
of
reflection,
I'd
ask
you
to
think
about
the
three
female
victims
who
were
killed
west
of
Ottawa
yesterday,
anastasiya
kusik,
Natalie,
Warmerdam,
Carroll
Cullerton
were
sadly
taken
away
from
their
families.
It
was
sudden,
tragic
and
senseless
as
we
work
to
end
violence
against
women
and
to
build
a
more
caring
society.
Let
us
hold
them
in
our
hearts.
Let
us
remember
them.
A
B
A
The
group
dedicate
decided
to
establish
a
permanent
musical
theater
troupe
and
the
Greeley
players
were
born
earlier
this
year
for
their
25th
anniversary,
the
theater
troupe
played
to
four
sold-out
shows
of
Peter
Pan
Carole
was
passionate
about
education
of
all
kinds,
including
setting
up
a
library
reading
time
for
preschoolers
teaching
music
through
piano
lessons
and
through
musical
theater.
We
send
our
thoughts
and
prayers
to
Carol's
husband,
Roy
and
her
family
news
of
old
Cosby.
To
no
sympathy.
We.
A
B
You
worship,
Evan
short
for
Evangelina,
has
been
taking
singing
and
piano
lessons
for
about
two
years.
She
attends
6th
grade
at
st.
Gregory,
school
and
college
ward
and
is
the
oldest
of
three
kids
and
she
has
a
sister
Sadie
and
a
brother,
Cruz
and,
of
course,
also
can't
forget
the
family
dog
summer.
She
is
an
April
Fool's
baby
born
April
1st
and
she
has
sung
at
the
Canadian
little
league
championships
and
board
member
for
the
championships
former
Mary
Mary
Pitt
is
here
today
to
support
her.
B
She
plays
her
sleek
hockey
with
Nepean
wildcats
and
has
played
in
musicals
such
as
Annie
and
Mary
Poppins,
when
asked
recently
by
her
brother
that
she
wants
to
be
when
she
grows
up.
She
thoughtfully
responded
successful
these
days.
She
wants
to
be
a
lawyer
because
she
likes
to
argue
anyway.
Evan
is
one
kind
of
girl
with
a
big
heart
and
a
drive
to
succeed.
So
Evan.
B
B
C
A
Thank
you
very
much
Evan
for
that
wonderful
rendition
of
Oh
Canada
at
this
time,
I'd
like
to
invite
Omar
Sultan
to
the
podium
to
receive
this
meetings.
Mayor
city
builder
award,
as
well
as
mr.
Sultan's
counselor
counselor
shad
Qadri,
welcome
Omar,
and
thank
you
for
joining
us
with
your
dad
and
wife
and
five
children
and
councillor
Qadri
is
proudly
on
his
way.
A
As
a
father
of
five
young
children,
mr.
Sultan
still
manages
to
find
time
to
be
an
active
member
in
his
community
of
Statesville
through
each
of
his
children.
Omar
has
involved
himself
in
a
wide
variety
of
roles
and
capacities
have
grown
to
touch
the
lives
of
many
as
president
of
the
munster
cooperative
nursery
school
for
the
past
four
years.
Omar's
guidance
has
allowed
the
school
to
grow
and
prosper,
whether
organizing
fundraisers
or
guiding
the
schools
committees
to
ensure
the
longevity
of
this
essential
service.
A
The
association
also
plans
to
host
events
such
as
barbecues
park,
cleanup
days,
humidity
fund,
runs
and
developing
a
community
garden
for
the
past
several
years.
Omar
has
also
found
time
to
coach
various
hockey
teams
within
the
Statesville
Minor
Hockey
Association
and
as
with
many
roles
as
community
Omar
goes
by
many
names
and
titles.
As
the
head
beaver
leader
for
the
Statesville
beaver
pack,
Omar
has
become
recognizable
across
the
community
as
bubbles
to
the
youth
of
Statesville.
A
For
your
continued
leadership
and
dedication
to
your
community,
it's
my
pleasure
to
present
you,
along
with
your
counselor
counselor
Audrey,
the
mayor
city
builder
award
for
all
that
you
have
done
and
continue
to
do
to
make
life
even
greater
in
the
community
of
Statesville.
Congratulations
for
this
test.
You.
B
Well,
it's
truly
an
honor
I
really
want
to
thank
everyone
for
this.
It's
when
I
hear
what
they're
saying
here.
I,
never
really
pictured
it
like
that.
So
it's
it's
kind
of
nice
to
hear.
I've
always
tried
to
instill
on
my
kids
that
those
who
can
should
try
their
best
to
help
those
who
can't
and
much
as
we've
received
much
help
from
our
community
in
the
past
when
we've
needed
it,
it
makes
me
feel
proud
to
be
able
to
give
it
back.
B
At
the
same
time,
my
motives
are
a
little
more
selfish
than
that.
Basically,
I
have
five
kids
over
there,
as
you
guys,
probably
heard
during
the
beginning
to
me.
It's
just
background
noise
at
this
point,
but
they
grow
up
so
fast
and
my
wife
and
I
are
just
trying
our
best
not
to
miss
any
part
of
it.
But
thank
you
very
much.
A
B
A
Born
in
Ottawa
Marian
graduated
from
Trinity
College
in
Toronto
and
began
a
career
in
teaching,
eventually
returning
to
kanata
in
1968,
with
her
husband
Bob,
who
was
here
with
us
today,
and
young
family
as
Canada
was
still
part
of
March
Township.
At
the
time.
With
the
support
of
her
husband
and
Friends,
Maryanne
became
the
first
woman
to
run
for
elected
office
in
that
municipality.
At
a
book,
Oh
Canada
physical
as.
B
A
A
Still
has
many
goals
for
Canada
at
our
city.
It
is
with
great
pleasure
that
I'm
able
to
present
you
today
with
this
certificate
is
a
small
token
of
appreciation.
As
you
celebrate
25
years
of
service
to
your
elected
municipal
office,
I
know,
you've
received
the
pin
from
the
minister
of
municipal
Affairs
and
housing
and
the
certificate,
and
it's
our
pleasure
on
behalf
of
all
of
your
colleagues
on
City
Council
and
staff
and
senior
management
to
say
thank
you
for
25
years
of
tremendous
service
to
our
community
Marian.
Congratulations.
D
It's
said
that
behind
every
successful
woman
is
a
surprise.
Man
and
I
went
when
I
used
to
some
come
up,
sometimes
and
say
I've
been
thinking
and
he
always
got
extremely
worried.
But
I
have
my
younger
son
Andrew.
Here
he
was
four
months
old.
My
first
election
looked
besides
women
now
and
that
was
46
years
ago
and
his
wife
Brenda
is
here
with
him.
My
daughter,
who
is
the
head
of
science,
that
long
field
Dave's
in
height,
happens
to
always
volunteer
things
and
she's
on
training
today
for
health
and
safety
for
her
school.
D
D
It
was
that
Nortel
and
now
he's
teaching
physics,
so
they
weren't
able
to
be
here
today
and
my
oldest
son
and
his
wife
are
in
Brampton
with
the
7
year
old
twins
and
it's
a
little
bit
far
for
them
to
come,
but
they
go
in
a
very
supportive
family.
They
had
to
put
up
with
an
awful
lot,
because
when
your
very
small
children
and
your
mother
is
Mayoress
things
like
that,
they
actually
get
taunted,
sometimes
and
things
like
that,
and
they
grew
up
with
it.
D
He
doesn't
like
doing
door-knocking,
for
example
election.
So
he
looks
after
science,
which
is
very
helpful
too,
but
they
are.
There
are
things
in
a
family
that
you,
you
have
to
work
with
the
family
together
and
I'll,
say
to
my
colleagues
if
you
need
to
have
the
support
of
your
families
and
I
think
all
of
you
do,
because
without
that
you
can't
do
the
job.
My
biggest
thing
is
an
advantage.
I
have
over.
D
D
At
that
time
we
shared
it
with
another
Township
and
we
had
a
vote
I
vote
so
that
we
alternate
year
after
year
and
so
I
had
to
be
there
and
vote
for
that
to
going,
and
that
goes
back
a
long
time
when
the
region
was
buried
the
first
years
of
the
region,
but
because
it
was
small,
we
had
no
staff
in
panning
we
had
no
staff
and
Recreation.
We
had
four
in
the
office
we
as
a
clerk
and
his
wife.
D
So
I've
been
a
counselor
in
a
Township
I've
been
a
Reeve
of
a
Township
I've
been
a
mare
in
a
city,
I've
been
a
counselor
in
a
small
city.
You
know
a
counselor
in
a
big
city,
I've,
never
moved
I
mean
there's
probably
just
keeps
changing,
but
the
key
thing
all
along
is
you
have
to
like
people
and
I'm,
a
very
grassroots
person.
To
me,
the
community
is
the
most
important
things
and
the
things
I
get
most
out
of
it's,
not
the
big
arenas
and
the
recreation
complex
that
we
do.
D
But
it's
when
somebody
comes
to
me
and
said
you
helped
me
that
one
person
came
to
me
and
said
thirty
years
ago.
I
was
in
real
problems,
then
I
told
you
and-
and
you
came
to
my
house
and
helped
me
I-
can't
even
remember
doing
that,
particularly,
but
for
that
person
it
made
a
change
in
her
life,
and
so
the
things
you
do
you
never
know
you
make
changes
in
people's
life,
just
like
the
United,
Way
does
and
they're
here
today.
That
makes
a
difference
and
the
more
you
can
do
it
for
the
individuals.
D
A
Thank
you
and
congratulations
again.
Councillor
Wilkinson
tomorrow
here
at
City,
Hall,
local
politicians,
media
personalities
and
volunteers
will
kick
off
the
United
Way
song,
Cade
Ottawa
community
campaign,
an
annual
tradition
where
the
people
of
this
great
city
raise
funds
for
people
in
need
who
need
it.
The
most
some
of
the
most
generous
donors
are
right
here
at
the
City
of
Ottawa,
since
it
was
designated
the
corporate
charity
in
20,
2011
or
2001
city
employees
have
raised
more
than
7
million
dollars
for
the
United
Way
and
helped
change
change.
A
The
lives
of
17,500
people
to
coincide
with
the
launch
of
the
greater
community
campaign
tomorrow
also
marks
the
start
of
the
City
of
Ottawa
United
Way
employee
campaign.
I
encourage
employees,
members,
the
council
and
their
staff,
especially
those
who
are
new,
to
sign
up
for
payroll
donation
to
support
much-needed
programs
and
services
in
our
community.
These
programs
help
children,
parents,
the
elderly
and
new
immigrants,
and
they
really
do
change
lives.
So
a
program
VN
these.
A
Just
to
keep
these
programs
alive,
this
year's
campaign
runs
until
December
11th
and
be
a
hero
by
helping
those
who
need
it.
Most
I'd
now
ask
Michael
Allen
and
Dan
Shen
yet
to
come
forward.
Dan
is
our
chair
again
of
the
campaign.
Michael,
of
course,
is
the
president
of
the
United
Way
of
Ottawa
and
does
such
a
great
job
and
I
don't
know
who's
gonna
speak
first
Michael.
The
podium
is
yours:
Thank.
B
B
Sorry,
in
the
place
that
we
have
with
this
institution,
I
look
around
the
table
and
I
see
the
people
who
do
such
unbelievably
important
work
at
the
grassroots
level
and
and
I
do
feel
like
City
Hall
is
the
cradle
of
our
team
carrying
in
our
community
work.
But
this
is
our
campaign
time
and
to
that
end,
one
of
the
things
that
I
was
asked
to
do
today.
Mr.
mayor
was
delivered
to
you
your
pledge
card,
so
I
offered
you
your
pledge
card,
but
at
the
same
time
in
modeling.
B
What
we
hope
will
be
recognized
increasingly
across
the
City
of
Ottawa,
but
particularly
here
at
this
institution,
is
that
we
would
do
want
to
recognize
individuals
who
have
made
ongoing,
lasting
and
important
contributions.
The
mayor
actually
has
been
a
donor
for
19
consecutive
years
to
United
Way
in
our
work
and
it's
my
privilege
today
to
present
him
with
his
15-year
pin
and
next
year,
I'm
going
to
be
delighted
to
come
back,
if
only
he
can
hang
in
there
one
more
year
beyond.
We
would
be
delighted
to
do
that.

A
F
Thank
you
all
just
said,
provide
a
brief
overview
of
the
annual
reports
for
2014
and
then
I
do
have
a
just
a
quick
motion
that
came
from
our
last
a
last
meeting
of
the
board
so
essentially
in,
as
some
of
you
may
know,
as
some
of
you
may
not
know,
the
city
acquired,
but
five
or
six
properties,
actually
back
in
2007
in
Dickenson
square.
Four
of
the
properties
were
from
over
from
the
Amidah
Valley
Conservation
Authority
and
then
and
then
they
did
acquire
two
additional
properties
which
had
a
significant
impact
on
the
on
Dickenson
square.
F
So
those
were
acquired
as
well
over
the
course
of
last
several
years
under
its
mandates
to
promote
and
protect
the
heritage.
Nature
of
the
square,
as
well
as
to
recoup
cost
that
were
put
into
acquiring
the
properties.
We've
moved
forward
with
with
sales
of
certain
properties
and
in
2014
we
successfully
sold
the
cloud
property
which
is
1125
Claflin.
That's
going
to
become
a
45
units,
seniors
Independent,
Living
Center,
without
a
bear
parking
as
well
as
a
coffee
shop
on
the
on
the
corner
of
bridge.
F
We
do
and
still
have
three
properties
coming
into
2015,
but
one
has
since
been
sold,
so
it
was
listed
in
2014.
It
was
sold
in
2014,
but
that
fell
through
we've
gone
back
out
and
listed
that
and
resold
that
in
in
20
in
2015,
leaving
us
with
two
two
remaining
properties
which
are
Dickenson
house.
These
dog

which
was

shed.
F
There
is
a
another
property
that
was
acquired
back
in
2007
1116
Bridge
Street,
it's
known
as
the
Holloway
property
back
in
2014
several
2014.
It
was
voted
council
voted
to
retain
that
property.
It
has
no
actual
development
potential
due
to
the
setback
from
the
river
and
the
slope
bus,
any
sort
of
slope,
stabilization
issues
with
that
property.
So
I
do
the
the
committee.
Sorry,
the
board
had
voted
at
the
last
meeting
to
to
formally
dedicate
that
areas.
Parkland
I
just
have
a
motion
on
that.
F
On
that
item,
it
was
moved
by
Councillor
sincerely
at
the
committee
and
seconded
by
Margaret
belongs
a
Margo
is
in
the
process,
so
it
was
Jerry
Reed
back
there.
The
two
public
members
of
the
board,
the
council,
members
of
the
board,
are
myself:
council,
chef,
Seri,
councilor,
hubely,
councillor,
reason,
councillor
bleh,
and
that
motion
essentially
just
says
that
the
Holloway
property
being
described
as
parts
of
a
lot
one
concession
a
broken
front,
north
core,
as
in
ng,
108,
93
and
being
approximately
sixteen
hundred
and
forty
eight
square
meters
in
size
be
dedicated
as
parkland
again.
F
The
city
already
owns
this.
It's
actually
already
zoned
as
park
for
park
space,
but
this
is
just
a
formal
dedication.
There
is
a
community
group:
that's
working
to
develop
a
remembrance
park,
it's
right
next
to
the
senate's,
a
thematic.
So
it's
going
to
be
one
sort
of
large
remembrance
area
for
for
the
village.
So
that
motion
is
on
the
floor.
F
It's
now
seconded
by
myself,
of
course,
but
but
that's
that's
essentially
just
that
we
move
forward
in
2015
with
again
the
Ayers
building
and
then
the
other
two
properties
we'll
be
looking
at
in
the
coming
months
and
into
2016,
which
I
will
then
tell
you
about
a
year
from
now
when
we
table
the
2015
and
report
right.
So
on
the
motion
that
we
have
here
again,
that
said
that
the
Halle
property
be
dedicated
as
parkland
I.
Think.
A
We're
not
going
to
deal
with
that
now.
It'll
come
at
the
end
of
the
meeting
twice:
okay
check
them,
but
we'll
deal
with
the
recommendations
from
your
corporation
that
received
the
audited
financial
statements
at
a
point
or
instant
yong
carried
and
update
LC.

you

But
thanks
mister

I,
wanna
start
by
thanking
city

for
the
countless
hours
of

and
dedication
to
create

I
specifically
want
to
is
say
thank
you
to

Chris

of

in
our

They
have
gotten
to
know
Lester,

very
well
over
the
last
year
and
a
half
and
I
thank
them
for
listening
to
the
hundreds
of
community
comments
which
were
incorporated
within
the
final
document
before
us
today.
C
I'd
also
like
to
take
a
minute
to
recognize
the
work
in
cooperation
by
smart,

representative
Erin
Claude,
who
represented
the
South

The
idea
for
the
South

community

plan
came
from
a
local
community
association
back
in
2012,
asking
for
help
from
my
office
to
see
how
the
city
could
help
in
making
the
South
case
shopping
center.
A
more
people

as
it
happened.
The
owners
of
the
shopping

land
had
a
desire
to
advance
initiative
and
wanted
to
discuss
resuming.
C
It
was
the
perfect
time
to
approach
staff
to
commence
the
CDP
for
this
portion
of
Bank
Street.
Well,
a
community
primarily
has
a
suburban
feel.
The
South
coupon
Center
site
has
a
unique
characteristic
that
positions
us
to
see
a
change
in
growth
in
the
near
future.
This
Okies

Bank

has
allowed
us
to
vision,
strategize
and
think
ahead
in
a
creative

collective
fashion,
where
the
vibrant

in
Gloucester
Southgate
and
I'm,
proud
of
all
of
the
public
input
feedback
and
hard
work
by
so
many
stakeholders.
C
In
order
to
form
the
final
plan.
I
worked
throughout
this
process
to
ensure
there
will
be
future
perks,
gathering
spaces
and
safe
access
to
public
transit
I
wanted
assurances
that
good
design
principles
would
be
met
in
order
to
create
a
sense
of
place
for
all
to
enjoy,
while
working
in
collaboration
with
residents,
businesses
and
our
local
community
associations.
Together,
we
achieved
appropriate
zoning
changes,
address
traffic
and
pedestrian
concerns
and
designed
for
better
neighborhood
connectivity
into
the
future.
C
I
support
the
recommendations
to
see
banks
joy
transformed
into
a
complete
Street
in
the
future,
allowing
for
safer
travel
for
pedestrians
and
cyclists
alike
to
a
strong
and
shared
vision
for
the
future.
We
will
see
our
neighbourhood
connections
strengthened
through
a
road
design,
shared
spaces,
environmental
protections
of
Samuel,
quick,
safe
surroundings
and
accessible
transportation.
This
CDP
and
secondary
plan
will
inform
the
planning,
review
and
approval
of
development
proposals
for
the
study
area
and
I
look
forward
to
seeing
change
happen
over
the
years
ahead.
Thank

With

had
been
an
increasing

is
worth
noting
that
this

itself.
While
the
City
of

does
not
have

we
remain
hopeful
that
the
parties
will
be
able

That
council
approve
the
individual

of

for
a

This
says
appendix
a
biogas
facilities
are
incredibly
beneficial
in
the
rural
area.
They
they
take
manure,
they
take
the
smell
out
of
it,
create
electricity
out
of
it,
and
then
you
can
spread
manure
on

It's
absolutely
amazing
and
we
should
have
more
of
them.
A
Motions
requiring
suspension
of
the

Moffat
has
one
seconded
by

that
the

If
you'd

You
this

comes
from
a
group
entitled
Ebert
Rapids
Renewable

Association,
if
she
Bob

is
here
in
May
in
the

today.
So
it's
where
a
city
bottle
has
received
a
new
request
for
support
for
a
hydroelectric
facility
in
the
Royal
area,
as
City
Council's
support
for
individual

can
help
Roger
I've
said
all
this
part
before
so
I'm
getting
right
to
the
bottom
therefore
be
resolved.
F
The
council
approved
the
motion
of
support
for
a
hydroelectric
facility,
fit
program
project
listed
our
application
listed
as
appendix
a
dependency,
of
course,
on
the
is
latent
on
your

So,
let's
say
again:
its
first
Rapids
they've
developed
a
company
called
birth,
Chiapas
hydro
link,
they've
been
working
with
us
Bobby
of
North
Grendel.
Of
course,
birch
office
is
one
of
our
three
border
towns
in
the
City
of
Ottawa.
So
this
is
a
it's
a
good
project.
Again,
it's
a
it's!
It's
a
hydroelectric
facility
in
the
redeliver
that'll
benefit
the
community
for
trappers,
I.
A
Think
else,
if
I'm
not
mistaken,
a
former
Ottawa
councillor,
Mary
Hagen
was
involved
in
this
Anna
and
she
brought
me
on
a
tour
several
years
ago.
If
you've
never
been
to
birds,
rabbits,
it's
a
beautiful
little
village
in
councillor,
Moffat
sward,
and
it
really
is
a
remarkable
project
and
they've
been
working
on
this
diligently
for
a
number
of
years
and
I.
Thank
you
for
bringing
this
forward,
because
this
will
give
them
the
legal
authority
to
move
forward
with
with
a
project
in
their
own
community.
So
thank
you
for
that.
A
On
the

we
have
another
motion
requiring
suspension
of
the

by
councillor
Lee
per

egg

Can
we
please
waive
the
the
rules
of
procedure
for
the
introduction
of
this
motion
regarding
a
school
crossing
guard
carried
councillor
a
leaper,
please
Thank.
B
You
mr.
mayor,
as
some
may
be
aware,
Devonshire
school
is
undergoing
renovations
this
year
it
is
closed
and
the
school
population
has
shifted
some
significant
distance
to
the
south
into
Civic
Hospital
neighbourhood
to
the
former
st.
Ambrose
school.
As
a
result,
the
vast
majority
of
kids
are
now
using
another
intersection,
the
Bayswater
and
Beach
and
in
response
to
concerns
from
the
school
council
and
school
principal,
with
respect
to
the
safety
of
the
the
kids
crossing.
That
and
being
the
motion
forward
today.
B
So,
whereas
Devonshire
public
school
has
relocated
its
students
for
one
year,
wat
undergoes
renovations
to
st.
Ambrose
in
the
Civic
Hospital
neighborhood
and
whereas
facilitating
safe
crossing
for
school
children
improves
safety
in
the
neighborhood,
including
by
encouraging
parents
to
allow
their
children
to
walk
to
school
rather
than
be
driven.
Therefore,
be
it
resolved
that
City
Council
direct
staff
to
relocate
the
adult
school
crossing
road.
Currently,
a
Bayswater
Avenue
narrow
street
to
the
corner
of
Bayswater
Avenue
and
Beach
Street
for
the
remainder
of
the
2015-2016
school
year.
A
So
this
is
switching
one
from
one
location
to
another
within
councilor,
leapers,
Ward,
correct
so
on
the
motion
carried.
Thank
thank
you.
I
have
a
motion
with
respect
to
the
city
manager's
contract
that
the
rules
of
procedure
be
waived
to
meet
the
timeline
settled
of
the
city,
manager's
employment
contract
and
to
allow
for
the
commencement
of
the
recruitment
process
as
soon
as
possible.
On
suspension
carried
as
members
of
council
know,
the
city
managers
employment
contract
is
set
to
expire
on
March
31st
2016.
A
As
part
of
this
agreement,
both
the
city
and
the
city
manager
were
required
to
give
notice
before
October
31st
2015,
as
directed
by
Council
of
their
desire
to
extend
or
not
extend.
The
agreement
can't
advise
me
yesterday
that
he
is
not
seeking
an
extension
to
his
mandate
due
to
health
reasons.
In
light
of
Kent's
decision.
I'm
seeking
council
support
to
waive
notice
of
motion
that
sets
out
the
process
for
hiring
a
new
city
manager,
as
members
of
council
will
recognize.
A
The
city
had
to
make
a
decision
in
the
coming
weeks
about
whether
or
not
to
extend
the
city
manager's
current
contract
for
another
year.
I
understand
that
this
is
why
I
can't
felt
it
important
to
advise
us
now.
I
think
it's
important
for
all
of
us
to
focus
on
two
key
things.
Today,
your
quacky
dampe.
We.
A
Is
that
it's
premature
to
offer
personal
thanks
and
best
wishes
to
Kent
here
and
now
there'll
be
a
more
appropriate
time
and
place
scheduled
for
this?
The
second
point
is
to
remind
members
of
council
that
hiring
a
new
city
manager,
as
well
as
municipal
councils,
most
important
tasks.
In
fact,
it
will
only
be
the
second
time
since
the
city's
amalgamation
in
2001
that
we
undertake
such
a
significant
process.
That
is
why
I'm
recommending
a
large
and
inclusive
selection
committee
comprised
of
members
of
fedko
support
wah,
is.
D
A
Have
further
opportunities
to
think
about
the
type
of
city
manager
that
we
may
want
to
hire
to
lead
the
city's
administration
into
the
future?
As
the
motion
clearly
states,
we
will
have
a
very
robust
and
broad
selection
committee
made
up
of
the
entire
fed
co
committee
to
help
us
with
the
selection
of
the
city's
next
city
manager.
Also,
many
of
you
have
approached
me
in
the
last
few
months
to
share
your
views
with
me
on
the
issue
of
changes
that
could
be
contemplated
to
the
city's
organizational
structure.
A
I
look
forward
to
hearing
your
views
on
this
matter
when
we
meet
individually
over
the
course
of
the
next
few
weeks.
That
being
said,
I
am
of
the
view
that
any
major
organizational
change
should
wait
for
the
next
city
manager,
in
other
words,
I
hope
that
members
of
council
would
concur
that
we
should
involve
the
person
who
will
have
the
day-to-day
accountability
for
the
city's
management
to
be
involved
in
the
conversations
about
the
best
organizational
structure
for
the
city
on
a
go-forward
basis.
A
On
a
more
personal
note,
I
want
to
I
want
members
of
council
to
know
that
I've
worked
very
closely
with
a
number
of
city
managers
over
the
years
as
a
councillor
as
mayor
and
in
my
former
mandate,
as
minister
of
municipal
affairs
and
housing
and
I
can
say
without
hesitation
today
that
we,
as
a
city
government,
have
been
privileged
to
be
served
by
someone
with
such
exceptionally
high
level
of
integrity,
professionalism,
commitment
and
work
ethic.
What
I've
want
have
idea
that
you
co-direct
I.
A
Move
the
motion
seconded
by
Councillor
taylor
and
we've
also
attached
and
you
have
a
copy
of
mr.
Coe
Patrick's
letter
dated
September
22nd,
whereas
on
March
10th,
2004,
City
Council
approved
the
hiring
a
mr.
Kent
cor
Patrick,
a
city
manager
and
whereas
mr.
Kilpatrick
has
been
employed
a
municipal
public
service
for
over
25
years
and
has
served
in
this
capacity
as
the
amalgamated
city
of
Ottawa's
longest
serving
city
manager
and
oversaw
the
successful
initiation.
And/Or.
A
Completion
of
a
number
of
significant
citywide
projects,
including
the
Confederation
line
and
the
Lansdowne
partnership
plan,
despite
being
diagnosed
with
multiple
squirrels
as
early
in
his
tenure
and
whereas
mr.
Kilpatrick
has
advised
that,
due
to
his
present
state
of
health,
he
is
unable
to
accept
a
one-year
extension
to
his
existing
employment
contract.
Therefore,
be
it
resolved
that
City
Council
won
thank
mr.
A
Kilpatrick
for
the
valuable
leadership
and
work
that
he
has
undertaken
for
the
City
of
Ottawa
over
his
more
than
25
year
municipal
career
and
in
particular,
his
11
year
tenure
city
manager,
to
provide
mr.
Kilpatrick

A
A
Kirkpatrick
stay
on
he's
done
a
remarkable
job
for
us,
but
he
has
taken
the
decision
and
I
fully
support
and
respect
that,
first
and
foremost,
his
his
health
and
his
own
well-being
must
come
before
anything
else,
and
that
is
why
we're
before
I'm
before
you
today
with
this
motion
and
again,
we
will
have
many
opportunities
to
celebrate
the
remarkable
career.
Mr.
Kilpatrick
and
I.
E
You
mr.
mayor
and
thank
you
mr.
Kilpatrick,
through
service
to
our
city,
but
mr.
mayor
on
item
number,
four
I
have
a
concern
where
you
have
the
limit
$50,000,
because
since
I've
been
on
council,
we
have
done
more
than
once
went
out
for
us
a
external
search
and
specially.
If
you
talk
about
national
executive
search,
the
$50,000
I
can
assure
you
it's
going
to
be
a
very
limited
number.
So
I
would
like
to
see
without
the
limit
just
yeah.
E
We
know
you're
not
going
to
go
and
and
yeah,
but
I
don't
want
to
tie
ourselves
with
a
certain
number,
especially
if
you're
talking
about
national
search
and
and
put
that
in
the
national
newspapers
and
other
I've.
Seen
in
the
past,
we
almost
exceeded
hundred
thousand
dollars
in
death
area,
so
I'm
just
caution
that
whether
we
should
change
it
now
or
all
you
will
have
there
that
can
already
bring
to
the
committee
as
a
facto
committee
member
you
bring
it
to
us
for
increase.
E
A
A
That's
you
know
a
hundred
thousand,
so,
alas,
the
city
clerk,
if
he's
comfortable
with
the
fifty
thousand
dollar
limit
and,
secondly,
to
follow
up
when
council
sentries
point.
If
it
does
in
fact
require
additional
dollars,
we
would
have
the
ability
to
bring
that
back
to
full
council
to
up
that
number
at
that
time.
Yes,.
B
Mr.
mayor,
we
were
able
to
do
the
Auditor
General's
executive
search
18
months
ago
for
the
fifty
thousand
dollar
limit,
and
that's
why
we
were
targeting
it
again
in
that
sort
of
range,
because
it
was
a
national
search
and
yes
would
be
coming
back
to
council
if
they
expenses
exceeded
that.
Okay,
thank.
B
I,
thank
you,
mr.
Knapp.
Thank
you
very
much
Ken
for
all
your
service
who
really
do
appreciate
that
when
I
go
through
these
I
support
everything
except
for
item
number
three,
and
because,
as
counselors
really
have
one
role,
we
can
hire
and
fire
without
can't
by
the
way.
So
we're
not
saying
that
to
have
the
effect
or
group
be
the
the
primary
panel
I'd
like
to
know
how
that
that
would
work.
How
do
we
envision
fedko
vetting
people
as
that?
A
The
the
were
following
a
similar
role
that
hired
mr.
Kirkpatrick
in
several
councils
ago.
We
would
have
fedko
conduct
the
interviews
and
then
bring
forward
is
a
recommended
choice
to
full
council,
where
full
council
would
have
the
opportunity
to
interview
the
individual
in-camera
and
then
ultimately,
full
council
has
to
vote
on
it.
B
A
I
think
having
a
curved
selection
committee
of
23
can
be
unwieldy
and
just
getting
schedules
organized
for
for
23.
Both
staff
and
I
felt
it
made
sense
to
have
a
smaller
group
conduct
the
interviews
and
bring
forward
a
recommendation.
The
full
council
and
full
council
would
have
every
opportunity
to
reject
or
accept
the
individual
in
question
him
or
her
in
camera,
so
everyone
on
council
will
have
have
ultimately
to
say,
because
this
is,
you
know,
is
the
one
person
that
we
we
hire.
Okay,.
B
B
Thank
you,
Marin
I'm,
just
gonna,
obviously
thank
mr.
Kirkpatrick
for
all
his
work
over
the
years
at
City
Hall,
but
I'm
gonna
take
a
different
perspective
to
walk
councilor
shanty
reset,
particularly
with
the
economic
times.
We
haven't
I
appreciate
that
this
is
a
significant
position
for
the
municipality
and
we'd,
always
generally
go
to
an
outside
firm
to
help
us
with
the
search.
But
what
I
would
suggest
we
consider
at
this
time
because
of
the
economic
times
we're
facing?
B
A
B
Mayor,
yes
and
I
would
have
to
go
back
and
look
at
the
job
description
of
some
councils,
previous
policy,
but
for
senior
staff.
It
is
a
national
search
and
these
national
search
agents
that
we
have
on
our
standing
offer
list
are
prepared
at
a
moment's
notice
to
do
this
sort
of
thing.
So,
if
council
moved
this
and
carried
this
motion
today,
that
would
be
my
first
priority.
D
America,
just
why
do
they
serve
all
with
the
national
search
for
acuity
housing?
Just
over
a
year
ago,
we
had
a
fabulous
person
to
do
it,
and
then
we
went.
She
even
went
internationally
and
we
were
able
to
do
it
within
the
budget
that
you've
set
there
because
we
reduced
how
much
advertised
we
did.
The
advertising
itself
didn't
really
bring
much
in
there
and
said,
contacts
and
things
that
they
get
is
important,
but
it's
a
really
important
who
you
get
to
do
the
program.
I
think
you
need
to
look
at
that
very,
very
carefully.
D
I'll
I'll
give
you
the
name
of
the
person
that
we
use,
who
worked
out
extremely
well.
We
were
very
satisfied
with
the
results
of
it
and
it
was
a
bit
of
a
surprising
result.
It's
also
the
kind
of
person
we
thought,
but
because
of
the
work
that
she
did
then
I
think
that's
what
we
need
in
this
case
as
well.
C
C
This
is
this
is
not
a
request
to
be
on
that,
but
there
were
five
members
of
council,
including
the
mayor
on
that
selection
committee
and
I.
Think
mr.
Kirkpatrick
and
the
other
candidates
would
say
that
five
people,
our
selection
panel,
is
quite
intimidating.
I
think
11
is
unwieldy
and
my
sense
would
be.
We
should
perhaps
think
about
actually
narrowing
down
the
selection
to
something
more
manageable
like
five
and
then
perhaps
we
could
short
at
least
two
or
three
candidates
and
put
them
in
front
of
either
fedko
or
all
of
Council
at
that
time.
B
Worship,
yes,
just
echoing
what
councillor
Dean's
just
said,
I
know
when
we
chose
the
new
film
Commissioner
last
year.
That's
the
process
that
was
followed
at
a
small,
four
or
five
member
committee,
and
then
they
brought
forward
three
recommendations
and
they
ranked
them
for
us
when
they
brought
them
forward
and-
and
we
ended
up
agreeing
with
with
their
ranking.
But
they
still
did
that
did
it
that
way
and
they
had
narrowed
the
numbers
down
of
the
selection
committee.
B
Thank
You
mr.
man,
hey
I,
want
to
speak
in
support
of
the
mayor's
motion
for
exactly
the
opposite
of
the
reasons
that
were
just
raised.
I
think
the
the
new
city
manager,
if
he
or
she
has
trouble
answering
questions
in
front
of
11
members
of
fedko
I,
would
be
very
concerned
how
they're
going
to
handle
the
questions
from
the
media
and
the
public
that
will
come
out
during
their
tenor
as
city
manager,
because,
as
we
know,
it
is
mr.
B
Kilpatrick
has
done
a
fantastic
job
under
a
lot
of
pressure
for
a
number
of
issues
that
have
been
handled
here
in
the
city.
So
I
personally,
like
the
proposal
that
Petco
will
do
some
sort
of
a
screening
process
to
identify
the
best
candidates
for
council
to
choose
from
so
I'll
be
supporting
the
motion.
Thank
You
mr.
mayor,
thank.
A
B
Mr.
Mann,
now
that
so
we
have
spoken,
I
do
I'll
be
supporting
this
motion.
My
understanding
is,
this
is
just
a
whittle
down
the
group
that
works
with
trying
to
find
the
individuals
and
counsel
will
have
a
role
to
complete
Council
on
to
our
next
city
managers.
So
I
will
support
this
motion.
Thank
you
right.
A
A
Do
we
have
any
other
notices
of
motion
for
consideration
at
subsequent
meeting,
or
rather
I'm
sorry,
motions
requiring
suspension
of
the
rules
of
procedure,
no
notices
of
motion
for
consideration
at
subsequent
meetings
we
have
counselor
Elgin
Terry
seconded
by
Councillor,
Moffitt
and
I
believe
now,
if
I
understand
counselor
Moffitt,
we
wish
to
deal
with
this
now.
You
spoke
about
this
item.
Is
that
your
desire?
Because
it's
not.
A
On
suspension,
okay,
this
is
just
before
council
enjoy
the
reason
I'm
supporting
suspension
is
this.
If
you
know
this
area
is
where
the
Cenotaph
is
in
manitech
and
I've
met
a
number
of
groups
along
with
councillor
Moffat,
who
were
very
enthusiastic
about
creating
a
Memorial
Park
in
that
area,
and
the
area
really
is
not
suited
for
any
kind
of
development
and
so
on.
It
would
be
not
a
good
idea
to
obviously
attempt
to
move
the
Cenotaph,
so
councilor
Ocean.
If
you'd
like
to
introduce
the
motion,
please
Thank.
E
You
Thank
You
Samara,
it's
moved
by
myself.
Second,
but
councilman
Moffitt,
I'm
gonna
read
the
motion.
Then
mr.
E
Park
remembrance,
Park
on
the
ground
of
the
hall
word
property
in
conjuction
with
the
neighboring
Cenotaph,
therefore
be
it
resolved
that
the
former
hallway
property
had
been
described
as
a
part
of
lot.
One
concession
a
broken

as
in

eight

three
and
been

be
dedicated
as
parkland,
so
basically
we're
dedicating
this
property
to
a
parkland.
Who
are
the
Senate
office
right.
A
B
B
Beside
the
rugby
field
that
hopefully
you'll
support,
renaming
in
Rowan
no
stringers
name
and,
as
you
likely
know,
a
private
member's
bill
put
forward
by
MP
Lisa
McLeod
is
expected
to
be
introduced
in
the
entero
legislature.
This
fall.
It
seems
to
have
all
party
support
and,
and
whereas
the
club
itself,
right
after
she
passed
away,
had
talked
to
me
about
naming
we're
hoping
that
you'll
support.
The
naming
of
the
of
the
Bioman
Scottish
rugby
foot
club
rugby
field
to
Rowan
stringer
rugby
field
at
Kinross,
Park
in
Barre,
Haven.
A
Right
so
Thank
You
councillor
I
know
you
have
done
a
lot
of
work
on
that.
It's
very
appropriate.
The
sports
Commissioner
seconds
at
and
I
know
count
Lisa,
McLeod
and
John
Fraser
I
believe
we're
both
working
at
a
private
member's
bill.
So
we'll
deal
with
this
at
the
next
meeting
of
council.
Are
there
any
other
notices
of
motion
for
consideration?
A
A
subsequent

E
You
I
think
him
some
there,
but
before,
if
I
may,
mr.
mayor
I
would
like
to
take
a
moment
to
to
say
thank
you
to
all
emergency
personnel
yesterday
with
the
what
the
incidents

and
dreamt
through.
Obviously,
I'll
end
it
in
that
King

which
is
very
close.
Proximity
to
a
thousand

installed

so
I
just
wanna
say
thank
you
to
all
the
emergency

team,
all
the
emergency
personnel
and
to
the
OPP
and
o-p-s
working
together
and
solve
this
issue
peacefully
in
our
community.
E
I
think
there
it
was
a
very
tense
moment
and
I
want
to
thank
the
resident
for
cooperating
and
with
the
lockdown.
So
mr.
mayor
I
want
on
your
behalf,
I
want
to
say,
thanks
to
all
these
people
would
involve.
In
this

E
A
Do
you
have
any
written

deputy

just
to
remind
members
of
council
and
members
of
the
public
that
I'll
be
hosting
a

dealing
with

is

will
be

at
4:30,
and
then
the

will
start
at
5:00
and
that
we
encourage
those
groups
who
wish
to
seek
information
on
how
to
sponsor
a
refugee
family.
This
would
be
the
best
opportunity
to
show
up
and
learn.
A
Certainly
there'll
be
some
of
the
very
important
key
players
from
the
federal
government,
the
ngos,
city
not-for-profits,
all
together
in
one
room,
there's
a
great
desire
to
see
what
we
can
do
as
a
community
to
help
so
I'd
encourage
those
who
can
attend
to
come
on
October
1st
at
4:30
for
the
information,
fair
and
then
5
o'clock
for
the

which
will
take
place
right
here
at

Please
