Watson
military
dignitaries,
members
of
the
bar
Haven
Legion
and
local
residents,
join
me
at
the
Chatham
s,
public
school
on
may
16th
and
bar
Haven
for
the
official
park
opening
ceremony
to
continue
and
in
recognition
of
the
Governor
General's
Foot
Guards,
and
their
contributions
to
our
city,
I'd
like
to
welcome
their
soloist
master,
corporal
Tammy
Shaw.
As
a
performer.
This
morning,
master
corporal
Shaw
actually
performed
at
the
bar
Haven
Foot
Guards
park
celebration
playing
the
French
horn
in
the
regimental
band.
B
E
B
E
Naval
Reserve
and
was
a
member
of
the
ceremonial
guard
on
Poland
Hill
from
2003
to
2006.
Since
then,
she
has
whipped
full-time
at
National,
Defence
Headquarters,
a
second
of
command
of
the
National
Reserve
release
audit
section.
Currently
she
works
part-time
with
the
Foot
Guards
regimental
band
and
in
the
Army
heritage
section,
while
raising
her
young
family.
She
tells
me
she
spends
a
lot
of
time
in
Haven
your
foot
guards
park
visiting
her
parents
who
live
in
bar
Haven.
B
D
D
Thank
you
very
much
corporal
and
Thank
You
counselor
to
rush.
It
was
a
great
opportunity
for
me
to
be
in
your
your
ward
as
we
named
the
park
after
the
the
Governor
General's
foot
guard
and
to
have
the
foot
guards
there
with
us
last
week.
It's
now
my
pleasure
to
present
this
meeting
city
builder
award
and
I'd.
Ask
that
Susan
McClatchy.
Please
come
forward
along
with
her
city,
counselor
counselor
Keith
eglee
Susan
welcome
good
to
have
you
here
and
counselor
egg
lives
with
us
as
well.
D
And
it
raised
$6,000.
This,
however,
was
just
the
beginning
since
2000
the
bonds
bill
for
breast
cancer
has
taken
place
every
year
and
grown
to
not
only
be
one
of
the
biggest
curling
events
of
the
year,
but
one
of
the
biggest
breast
cancer
fundraisers
in
the
city.
Last
year
alone,
the
bonds
bill
raised
an
incredible
40
thousand
dollars
and
the
14
year
total
of
amount
donated
to
Canadian
Breast
Cancer
Foundation
is
now
an
incredible
300
and
$50,000.
D
The
growth
of
the
event
has
meant
quite
a
workload
for
the
organising
committee,
but
they
all
continue
to
work
tirelessly
so
that
the
event
goes
off
without
a
hitch
year
after
year.
This
is
a
great
example
of
a
grassroots
community
event
that
has
grown
to
be
a
mainstay
in
the
City
of
Ottawa,
voila
and
bail
exam.
This.
D
Richardson
of
the
Carlton
Heights
curling
club,
donating
the
ice
time.
All
the
money
raised
is
given
directly
the
Canadian
Breast
Cancer
Foundation
to
fund
the
essential
research
that
will
one
day
lead
to
a
cure.
15
years
of
organizing
this
event
means
susan
has
given
literally
hundreds
and
hundreds
of
hours
of
her
time
to
this
cause
and
I'm
sure.
Sometimes
it
feels
like
it's
a
second
full
time
job
for
you
Susan,
just
you
say:
okay
pal
flosses
than
that.
D
Dedication
that
the
event
is
so
successful
every
year
and
it's
clear
that
all
the
time
you
put
into
it
is
well
spent
Susan.
Thank
you
for
being
here
today
with
members
of
your
family
and
your
supportive
husband
Ian,
who
I
had
the
opportunity
to
meet
during
the
great
cleave
garage
sale
on
the
weekend
and
other
family
and
friends,
and
your
father
I
believe
is
your
father-in-law.
Is
here
as
well.
My
best
wishes
for
continued
success
with
the
bond
spiel
for
breast
cancer
and
congratulations
on
receiving
this
meeting
city
builder
award
mustachio.
B
F
C
F
D
It's
a
pleasure
now
to
assist
in
the
next
presentation.
I'd
invite
Natalie
Valery
research
chair
with
the
life-saving
society
as
well
as
Katherine
Cola,
ttan,
tara
van
der
linden
and
Nancy
Belen
to
come
forward
as
well
as
I'd
like
to
invite
councillor
McCrae
ward
councillor
for
Katherine
councillor,
hubely
ward,
councillor
for
Terra
and
councillor
Manette
ward
councillor
for
Nancy
to
join
us
for
the
presentation.
D
We
recognized
emergency
preparedness
week
here
in
the
City
of
Ottawa
during
the
week,
we're
provided
with
an
opportunity
to
step
back
and
educate
ourselves
and
those
around
us
on
how
we
can
better
be
prepared
for
any
emergency,
and
it's
clear
that
these
three
residents
we
are
honoring
today
knew
what
to
do
said.
Yeah
have
you
donkus,
eight
warhead.
B
D
D
Excuse
story
in
a
moment,
but
I
have
to
say
that
I
was
impressed
when
I
read
Katherine,
Tara
and
Nancy's
stories.
Katherine.
Thank
you
for
your
quick
thinking
and
willingness
to
assist
a
fellow
resident.
Tara
I
extend
my
gratitude
to
you
for
your
good
judgment
in
quick
action
in
a
stressful
situation
that
involved
your
sister
and
Nancy.
My
sincere
thanks
to
you
for
your
calm
and
confident
action
in
the
delivery
of
your
daughter's
child.
Your
granddaughter
each
of
you
should
be
commended
for
your
actions.
D
D
C
The
first
award
goes
to
Katherine
Cullerton.
She
was
at
the
San
Juan
Center
in
Ottawa,
during
Christmas
shopping
on
December
19th
2012,
when
she
decided
to
take
the
bus
to
the
Rideau
Center
on
the
bus.
She
noticed
some
people
with
their
backs
to
her.
They
were
focused
on
a
young
boy
and
it
was
clear
that
something
was
very
wrong.
Most
of
the
bystanders
were
stunned
and
unable
or
unwilling
to
react,
but
Katherine
a
National,
lifeguard
stepped
forward
and
said
I
know.
First
aid.
She
told
the
bus
driver
to
pull
over
as
she
assessed
the
situation.
C
The
child's
guardian,
a
woman
immediately
put
the
young
boy
in
Catherine's
hand
and
and
yelled
Heimlich
taught
her.
The
boy
was
coughing
and
Catherine
realized.
He
was
indeed
choking.
She
waited
for
him
to
stop
coughing
knelt
down
and
did
three
abdominal
compressions
until
he
cuffed
to
get
coughed
again
and
spat
up
a
lozenge,
because
Catherine
acted
so
quickly
and
efficiently.
Ems
was
never
called
to
the
scene.
C
Some
bystanders
acted
as
if
nothing
had
happened,
but
a
couple
of
people
thanked
Catherine
as
they
got
off
the
bus
Catherine,
who
was
steady
and
determined
during
the
rescue,
felt
shaky
as
the
events
of
the
day
settled,
but
she
bounced
back
to
very
quickly
Mayor
Watson.
Ladies
and
gentlemen,
Catherine
Cullerton.
C
The
next
award
goes
to
terra
van
der
linden.
She
was
at
a
birthday
party
on
april
27
2013
in
Brockville.
It
was
the
first
campfire
of
the
season
into
the
evening.
Taron
noticed
that
her
sister
Nina
looked
very
pale
and
shortly
thereafter,
Nina
slumped
forward.
Tara,
a
national
lifeguard
examiner
and
former
medic
acted
immediately.
Tara
tilted
Nina's
head
back
and
noticed
her
eyes
rolled
back.
She
was
seizing
terra
directed
people
to
call
911
and
to
go
to
the
road
to
meet
them.
C
It
was
all
happening
so
fast
that
people
were
in
complete
shock
and
asking
if
it
was
really
happening.
Tara
put
her
sister
on
the
ground
and
assessed
she
had
no
pulse
and
began
several
rounds
of
CPR
Nina
gasped
and
took
a
breath
but
stopped
breathing
again
after
two
more
rounds
of
CPR
Nina
was
breathing
on
her
own
again
and
regained
consciousness
before
EMS
arrived
because
of
her
quick
response,
a
durable
aider
was
not
required,
as
it
turned
out.
Nina
did
have
low
blood
pressure
and
by
chance
she
actually
went
into
cardiac
arrest.
C
Nancy
Bella
is
our
next
Award
recipient
Nancy
was
driving
to
work
on
May
29
2013.
When
she
received
a
text
from
her
daughter.
Danielle
was
at
home
that
morning,
when
she
began
experiencing
contractions,
she
was
going
into
labor
and
within
minutes
her
contractions
went
from
tolerable
to
immobilizing
Nancy,
a
former
national
lifeguard
turned
her
car
around
and
headed
straight
for
her
daughter's
home
by
the
time
Nancy
arrived,
Danielle's
water
had
broken,
and
the
paramedics
were
still
on
route.
C
C
Nancy
received
the
child,
cleared
the
airway
and
warmed
her
up
before
EMS
and
Danielle's
husband
arrived
at
the
scene.
Thanks
to
Nancy,
her
daughter
was
able
to
give
birth
and
the
baby
arrived
safely.
The
newborn
child,
her
name,
is
Zoey
and
mother
were
eventually
brought
to
the
hospital
to
receive
prenatal
care,
much
to
the
relief
of
the
entire
family,
and
it's
to
be
noted
that
Zoey
turns
one
tomorrow.
So
mayor
Watson,
ladies
and
gentlemen,
Nancy
Bella.
D
Batman
is
here
and
I
might
point
out
that
councillor
Doug
Thompson
is
not
here
so
I,
don't
know
if
that's
a
coincidence
or
not,
but
I'd
ask
AltaVista
counselor
Peter,
Hume
who's
Ward
includes
the
Children's
Hospital
of
Eastern
Ontario
president
CEO
Alex
Munter,
and
our
two
superheroes
Batman
I
think
we
have
bat
boy
and
actually
Captain
America,
who
were
with
us
here
today
and
councillor
Munter
is
very
familiar
to
this
room.
He
he
broke
out
in
a
cold
sweat
when
he
walked
in
welcome.
D
Over
here,
you're
looking
sharp
guys-
and
these
are
two
brothers
as
well
for
this
final
presentation-
let's
remember
back
to
our
younger
years,
how
many
hours
did
we
watch
or
read
our
favorite
superhero
cartoons
and
comics,
while
imagining
about
having
extraordinary
abilities,
strength
and
courage
to
combat
evil
and
save
the
day,
I'm
proud
to
say
the
City
of
Ottawa
will
be
declaring
June
6
geo
superhero
day
in
Ottawa
to
support
the
CHEO
telethon.
We
do
not
hold
the
same
powers
as
Batman,
who
is
visiting
City
Council.
D
D
And
staff
have
been
superheroes
to
many
young
children
and
their
families
in
our
community.
For
those
four
decades
hearing
their
stories,
you
quickly
realize
how
these
special
young
people
are
the
real
superheroes,
their
courage
and
bravery
while
battling
overcoming
and
conquering
injury,
illness
and
disease
has
touched
our
hearts
and
inspired
our
goodwill
and
spirit.
So
On,
June,
7th
and
8th
I
encourage
you
to
be
a
superhero
and
pick
up
the
phone
or
donate
online
to
help
shield
continue
to
provide
the
best
care
to
our
community
and
to
our
community's
children.
D
D
A
You
very
much
your
worship
always
feel
better.
Coming
to
City
Hall
with
protection
of
a
few
superheroes
I
know
it
can
be
a
rough
I
know
it
can
be
a
rough
crowd,
so
I
want
to
I.
Thank
you,
mr.
mayor,
for
making
this
proclamation,
as
folks
will
know.
Nearly
50
years
ago,
in
1965,
a
group
of
citizens,
mostly
young
mothers,
with
support
from
some
nurses
and
doctors,
started
a
campaign
to
get
a
Children's
Hospital
for
our
region
for
our
city.
A
In
fact,
it
was
a
very,
very
controversial
issue
and
it
was
the
municipal
council
of
the
day
Mayor
Don
Reed,
who
got
elected
on
a
platform
of
promising
to
campaign
for
a
Children's
Hospital
who
made
it
made
it
possible.
So
it's
very
fitting
that
we're
here
on
the
40th
anniversary
of
CHEO,
because
that
group
of
citizens
became
the
CHEO
foundation.
The
CHEO
foundation
is
an
organization
of
volunteers
of
community
members
committed
to
raising
the
funds
that
are
needed
so
that
Chios
care
can
change.
Young
lives
in
our
community
and
Chios.
A
A
None
of
that
would
be
possible
without
the
funds
raised
through
the
CHEO
telethon,
so
June
6th,
Friday,
June
6th
superhero
day
join
the
gang
come
to
cheer,
we'll
all
be
dressed
as
superheroes
that
day,
you
need
to
be
dressed
to
superheroes
wherever
you
are
on
June
6
and
then
on
June
7th,
be
a
hero
for
CHEO
phone-in,
make
a
contribution
help.
These
kids
help
help
help
these
kids
be
their
healthiest.

The

is
yours:.
B
To
take
this
opportunity
to
thank
mayor,
Watson
and
the
my
colleagues
on
city
council
for
your
unwavering
support
of
Ottawa
community
housing
and
your
continued
commitment
to
the
cause
of
social
housing
on
behalf
of
the
entire
och
team,
I'd
also
like
to
extend
our
gratitude
to
the
staff
of
many
city
of
auto
departments
who
continue
to
help
us
to
achieve
our
mandate.
Their
co2
past
year
has
been
one
a
significant
change
at
och.
B
Much
of
the
change
was
devoted
almost
two
years
of
comprehensive
and
sweeping
service
delivery
reviews
in
preparation
for
the
implementation
of
new
technology.
The
new
technology
which
was
implemented
in
April
2014,
is
assisting
us
in
creating
efficiencies
and
tenant
service,
delivery,
property
management,
asset
planning,
finance,
human
resources
and
payroll,
and
then
reporting.
B
The
organization
also
saw
an
important
change
in
executive
leadership.
I'm
very
pleased
to
present
to
you,
och
new
CEO,
Stefan
geezer,
he's
here
today.
So
fans
now
have
been
with
och
for
two
months
and
is
quickly
familiarizing
himself
with
the
business
and
the
people's
side
of
the
organization
as
a
person,
he
exemplifies
those
CH
values
as
a
leader.
He
is
strategic
and
innovative.
I.
Look
forward
to
working
closely
with
him
I'd
like
now
to
hand
the
presentation
over
distances,
to
van
to
say
a
few
words
and
outline
what
we've
been
doing
at
och
mr.
Penn.
G
Och
wishes
to
thank
you,
mayor,
Watson,
men,
member
yeah,
a
members
of
council
and
City
of
Ottawa
staff,
as
well
as
all
tenants
board
of
directors,
partners
and
employees
for
your
continued
support.
The
strong
partnership
that
exists
between
the
city
and
och
is
invaluable
to
our
tenants.
We
thank
you.
Ujaval
merci,
beaucoup
I've
not
visited
all
of
our
communities
yet
but
I've
been
to
several
and
I've
seen
the
diversity
of
our
portfolio
close
to
15,000
units
in
irise,
low
risers,
townhouses
and
rooming
houses
are
home
to
more
than
32,000.
Are
our
residents?
G
G
On
the
green
plan,
och
has
been
extremely

E
Not
gonna
rehash
what
it
will
all
happen,
that
planning
committee,
but
but
I
do
want
to
go
on
the
record
that
I
think
every
so
often
we
should
be
listening
to
the
community
out
there.
There
was
certainly
overwhelming
support
coming
forward.
A
couple
of
exceptions:
I
recognize
that
you're,
never
gonna
get
100%
consensus
and
I
do
want
to
call
yeas
and
nays
on
this
one.
B
Very
much
mr.
chair
and
just
to
talk
about
this
item.
It's
such
an
anomaly
such
an
unusual
situation
where
the
developer
in
the
community
are
working
closely
together
and
they
all
come
in
mainly
in
agreement
but
against
the
CDP.
Now
the
CVP
is
in
my
ward,
because
the
statement
has
been
made
by
the
mayor
and
the
chair
of
planning
committee
that
you
can't
come
in
for
a
rezoning
after
the
CDP's
established.
B
The
CDP's
in
my
ward
now
include
what
any
developers
wish
list
will
ever
be
for
the
next
30
years,
or
you
want
45
stories
here,
30
stories
there
we'll
put
them
in
the
CDP
and
you
will
be
guaranteed
the
planning
rationale
totally
opposed
by
the
community
by
the
way,
but
the
CDP's
are
now
accepting
of
any
developers
wishes.
So
my
residents
are
totally
opposed
to
the
CDP's
and
will
not
support
them.
B
So
off
we
go
to
the
OMB
on
various
CDP's,
but
so
this
is
so
unusual
to
be
happening
that
the
developer
and
the
community
are
working
together
and
coming
forward
with
an
agreement
that
they
agree
with,
and
the
Planning
Department
to
its
credit
is
standing
by
the
CDP,
because
this
CDP
was
actually
done
by
the
community.
It
wasn't
just
a
developer
CDP.
It
was
a
community
CDP
in
my
board.
It's
the
developers
CDP's.
B
E
Thank
You
mr.
mayor
and
I
wouldn't
want
but
you're
a
hard
act
to
follow
councillor
but
I.
Don't
think
mr.
dark
who
crafted
our
CDP
or
your
CDP
C
be
in
your
area
would
think
that
it
was
a
developer's
community
design
plan.
But
that's
a
debate
for
another
time.
What
we're
talking
about
here
and
it's
very
important
that
members
of
council
understand
the
the
consequences
of
the
report
that
is
before
us.
First
of
all,
the
rationale
for
approving
a
height
limit
increase
and
a
change
to
the
CDP
has
nothing
to
do
with
planning.
E
It
has
everything
to
do
with
a
site
condition
it.
You
know.
There's
the
developer
has
said
that
he
can't
clean
up
the
site.
That's
not
a
planning
reason
and
if,
if
we
accept
that
reason
as
a
rationale
for
changing
the
planning
framework
and
granting
individual
Heights
the
next
one
down
the
road,
maybe
in
your
award-
and
he
may
come
form
to
look
at
I-
got
bad
soils
so
I
need
extra
height,
I
I
want
to
preserve
this
heritage.
Building,
so
I
need
extra
extra
height.
It's
not
a
planning
reason
to
grant
extra
height.
E
These
are
site
conditions,
I
have
a
tight
site
here,
and
it's
really
awkward
for
me.
So
I
need
extra
height
to
make
it
work.
Those
if
we
allow
this
to
go
forward
that
will
be
used
against
us
like
a
club
when
we
go
forward
when
we
have
to
defend
when
you're
defending
you
know,
soil
conditions,
no
I,
don't
want
to
do
that.
That's
not
a
real
planning
rush.
Now
my
community
doesn't
like
it
after
the
OMB
we
go,
and
this
is
plotted
out
as
evidence.
E
Look
at
you
know
the
used
site
conditions
in
this
case
they
should
be
using
site
conditions,
in
my
case
too,
so
you
know
that's
a
that's
a
serious
consequence
of
the
this
report.
The
other
consequence
of
this
report
is
this:
council
has
put
a
lot
of
effort,
time
and
effort
into
putting
certainty
and
predictability
in
our
official
plan,
and
we
have.
We
have
to
be
cognizant
of
that
and
we've.
We
just
approved
a
new
plan
that
has
height
limit
profiles
that
gives
primacy
to
CDP's.
E
E
You
go
down
the
street,
you
go
down
relative
Street
and
you
go
into
the
six
storey
neighborhood
and
someone
comes
forward
and
they
already
have
and
said
we
want
to
go
for
six
to
nine
in
the
middle
of
this
block
because
nines
more
economic
for
us.
If
we
approve
this,
we
can't
then
rely
on
certainty
to
say
no.
No,
we
have
high
profiles
in
in
our
CDP,
that
would
say
six
storeys
and
in
this
case
we're
going
to
rely
on
them.
Yeah,
okay,
you
don't
rely
on
them
here
for
no
real
good
planning
reason.
E
The
community
likes
it.
So
you
let
it
go.
And
now
the
community
doesn't
like
this
one
and
you
want
a
roll
eye
on
those.
Well,
you
know
you
capsule
may
very
well
rely
on
them,
but
when
you
get
before
the
Ontario
Municipal
Board
there's
the
next
Club
that
the
developer
clubs
you
with
well
you
you
want
to
rely
on
the
height
limits
here,
but
you
don't
want
to
rely
on
them
here.
You
can't
suck
and
blow
at
the
same
time,
and
you
know
if
you
think
that
I'm
raising
this
as
a
something
that
never
happens.
E
We
have
evidence
that
it's
happened
at
the
Ontario
Municipal
Board
in
case
in
Toronto.
Mr.
mark
has
a
number
of
cases
where
that
the
exact
scenario
that
I
just
described
has
been
played
out
so
and
we
know
what
the
board
does
in
that
case,
they
then
can
decide.
They
say.
Look
at
I,
don't
have
to
rely
on
the
evidence
in
the
Official
Plan,
because
the
city
kind
of
picks
and
chooses
what
it
wants
to
to
rely
on
in
cases
like
this.
Mr.
E
mayor,
we
have,
we
have
driven
certainty
into
a
planning
framework
and
we
have
to
live
up
to
that
certainty,
and
you
know
developers
are
now
getting
the
message
and
that
some
of
them
a
mentor
as
an
example
said:
okay,
I'm,
gonna
buy
buy
property
where
I
don't
need
a
rezoning
where
all
I
need
is
a
site
plan
and
a
building,
because
I
think
that's
the
fastest
way
to
the
market.
So
we're
doing
and
other
developers
have
said,
if
you're
into
certainty,
stick
to
a
certainty,
and
so
mr.
F
F
In
this
case,
the
neighbors
that
worked
on
this
from
the
beginning
will
see
a
developer
and
have
this
building
engineered
so
that
they
will
not
be
adversely
impacted
by
this
development
and
they
were
willing
to
give
up
three
storeys
on
a
part
of
this
site
in
order
to
gain
those
significant
accomplishments
for
their
neighborhood.
The
one
big
thing
is
the
street:
behind
this
property
is
illegal
access
to
this
property
and
that's
what
has
been
proposed
previously
when
development
applications
have
come
forward,
so
a
quiet
residential
street
that
then
become
the
access
to
this
development.
F
This
is
something
that
this
current
development
promised
not
to
do,
and
he
made
steps
to
purchase
a
property
beside
it
so
that
the
garage
entrance
could
be
on
Wellington
far
enough
away
from
Island
Park
Drive.
There's
an
assumption
in
the
community
that
this
strip
of
land
beside
this
site
is
a
park
is
not
a
park.
It
is
the
road
allowance
for
a
rock
host,
and
that
could
happen
in
the
future.
So.
F
There's
always
a
lot
of
different
opinions
when
it
comes
to
your
development
in
that
community
and
there's
always
the
sense
that
we
want
to
stick
to
our
CD
piece
and
I
want
to
the
community
wants
to,
but
when
the
community
decides
they
are
willing
to
when
the
most
impacted
members
of
the
community
decides
that
they
are
willing
to
overlook
a
plan.
I.
F
Think
to
that
and
I
feel
sad
that
we
have
ignored
all
of
those
voices
that
came
to
planning
committee
and
worked
so
hard
to
get
this
development
to
be
something
that
they
wanted
to
see
in
their
neighborhood.
Instead,
we
face
the
challenge
on
the
site
for
another
20
years
to
do
the
contamination
and
the
create
increased
requirements
of
the.
F
Issues
to
do
to
deal
with
in
in
in
this
area
as
well
being
the
Gateway
to
the
BIA
and,
as
I
mentioned
to
somebody
last
night,
I
stood
out
in
this
corner
during
the
marathon.
It
was
embarrassing.
Those
two
abandoned
lots
and
a
car
lot
with
tattered
old
flags,
and,
thank
goodness,
we
have
the
s.
Oh,
that
was
a
beautiful
art
deco
s.
F
So
I
don't
want
to
go
on,
but
I
do
feel
disappointed
that
in
this
one
case,
after
doing
70
OPA
is
this
counsel
doing
to
community
design
plan
changes
very
recently.
One
in
must
build
one
in
Sandy
Hill
that
all
of
a
sudden,
this
one
is
being
held
up
as
the
shining
star.
What
you
don't
do
in
planning
you
know,
I
I,
don't
want
to
see
the
day
where
the
community
can
input
they
input
into
CDP.
B
You
mr.
mayor
I
asked
this
question
that
the
Planning
Committee,
because
I
had
had
discussions
with
a
few
of
the
people
that
were
actually
supporting
the
staff
recommendation
to
refuse
and
I
asked
mr.
Mizrahi
flatout.
Is
there
any
way
that
you
can
build
this
at
nine
stories?
And
he
said
he
had
looked
at
at
six
ways
to
Sunday
and
there
was
no
way
he
could
well
this
morning,
I
had
a
few
councillors
say
to
me
that
he's
changed
his
mind.
B
I
verified
the
fact
that
what
he
had
said
at
that
planning
meeting
is
exactly
what
he
says.
He
will
go
to
the
OMB
and
he
is
not.
He
cannot
afford
to
build
what
the
community
has
wanted
and
worked
on
with
him
at
nine
level
story.
So
for
the
record.
I
just
want
to
be
on
the
record,
saying
that.
Thank
you.
B
B
A
B
E
D
Okay,
thank
you.
Are
there
other
speakers
on
this
item
just
up
to
perhaps
clarify
the
record
counselor
Holmes
I.
Think
when
you
said
all
of
the
community
is
for
this
project.
We
heard
from
the
Community
Association
president
who
spoke
out
against
it
and
I've
heard
from
other
members,
the
community
who
are
against
it.
So
there
was
not
unanimity
as
there,
as
is
often
the
case
and
in
these
kinds
of
issues.
So
I
think
that
that
should
be
clarified.
So
councilor
boss,
you've
already
spoken
so
we'll

Now.
B

D
B
E
You
I'm
sorry
I
think
that

Okay.
B
You,
mr.
mayor,
this
is
a
closure
of
Bank
Street
for
the
Bank
Street
BIA.
It's
a
glow,
fair
festival
that
has
been
worked
on
for
many
months.
All
the
side
streets
will
remain
open.
So
it's
just
a
closure
of
the
blocks
between
all
those
side,
streets
from
Laurier
to
Gilmore
so
and
it's
from
June
20th
to
June
22nd.
D
B
Sparks
Street
having
another
Ribfest
and
because
the
Bank
of
Canada
building
is
under
construction,
one
of
the
blocks
is
not
available
between
Elgon
and
lyon.
Between
Bank
and
Kent
I'm.
Sorry
there.
That
block
is
not
available
because
of
construction,
so
they're
asking
that
the
black
furthest
to
the
west
be
allowed
to
be
opened
and
the
federal
building
is
empty
and
the
hotel
is
empty
and
we
have
a
letter
in
from
more
guard
saying
they
agree
with
this,
and
they
will
be
interested
in
helping
the
BIA
in
any
way
possible.
B
B
D
D
B
B
So
number
two
would
read
the

offered
during
one
of
the
existing
June
7th
sessions
during
available

Leisure

Thank
You.
Mr.
mayor.
B
You
mr.
mayor
I
have
some
questions.
First
of
all,
once
again,
whenever
there's,
if
somebody
has
an
idea,
we've
got
to
start
dumping
other
places
into
it,
just
because
we
want
to
look
like
all
fighting
for
our
areas,
but
the
argument
of
having
a
second
one
in
Kannada
is
is
interesting
when
there's
absolutely
nothing
in
the
South.
But
my
real
question
is:
what's
the
financial
impact
of
this,
because
we
all
know
how
difficult
it
has
been.
Mr.
B
B
Yes,
it's
not
kool-aid
that
I'm
able
to
drink
I
think
just
on
reading
this
without
having
any
financial
challenges,
because
every
one
of
us
knows
how
difficult
it
has
been.
You
know,
and
we've
been
open
with
the
families
and
told
them
about
how
significant
the
rewards
have
been
the
benefits
that
then
in
keeping
them
whether
you
have
two
children
that
are
involved
in
hockey
or
two
children,
they're
involved
in
something
else,
and
this
to
me
I
mean,
is
going
to
have
some
kind
of
a
financial
impact.
So
where
is
mr.
E
You,
mr.
mayor
last
year,
we
did
this
at
three
locations
and
the
financial
impact
is
entirely
lost
revenue,
since
we
are
doing
this
during
existing
sessions
of
public
swimming
last
year.
The
financial
impact
was
a
loss
of
revenue
about
950
dollars.
We
are
projecting
this
year
with
the
original
motion
of
expanding
it
to
5
locations
to
being
somewhere
in
the
order.
Fifteen
hundred
dollars
in
lost
revenue
for
the
day.
D
And
this
would
perhaps
act
as
a
bit
of
a
marketing
tool
to
get
people
to
come
in
and
try
the
pools
I
suppose.
Would
you
not
see
that
as
a
what
I
understand
counts
the
hardest
point,
but
their
dog
there's
also
the
other
side
that
if
people
come
in
and
they
have
a
free
experience,
they
may
come
back
as
paid
customers.
Mr.
E
B
Thank
you,
we're
just
area
of
our
recreation
centers
that
we
don't
need
more
people
coming
to,
because
we
all
know
the
challenges
we
have
with
this
or
that's
not
an
argument
I
can
buy
into,
because
we
know
the
pressures
that
we
have
on
the
existing
pool
space
that
we
have
in
the
limitations.
We
have
to
provide
the
programming,
etc.
So
well,
I
think
this
is
interesting.
Mr.
B
mayor
I'm,
as
I
said,
I'm
not
drinking
the
kool-aid
and
I
think
that
if
the
cost
has
been
shown
now
to
not
be
not
be
high,
not
be
great,
in
fact,
be
somewhat
negligible
in
the
in
the
greater
scheme
of
things.
So
I
would
ask
why
all
of
our
larger
centres
would
not
be
open,
for
example,
pick
the
Sports
Plex
or
the
Walter
Baker
just
so
that
we
have
some
kind
of
the
Rafe
real
fair.
Although
we
have
one
in
New
Orleans
but
I,
don't
want
it
to
be
a
competition.
B
E
E
Generated
some
interest
for
the
day
counselor,
but
as
well
behind
all
of
this,
of
course,
is
our
role
in
encouraging
fitness
and
participation
in
physical
activity.
It
did
give
us
an
opportunity
to
profile
this
to
promote,
what's
available
for
those
that
they
come
to
the
pools
and
like
a
lot
of
these
programs,
a
lot
of
it
is
in
the
promotional
value
of
the
service.
That's
available,
June
7
is
run
a
Saturday
yes,
and
this
date
is
selected
nationally
to
be
national
fitness
state.
Oh,
it's,
a
national
national
event.
B
D
B
E
Through
you,
mr.
mayor,
we
were
responding
to
an
to
a
request
from
counsel
Foley
to
look
at
repeating
what
we
did
last
year
and
expanding
it
slightly.
So
we
looked
at
how
we
might
do
that
this
year
and
we
recommended
one
pool
in
these
two
pools
in
the
corner
of
the
city
and
two
pools
in
the
West
End
of
the
city
and
then
looked
at
the
schedules
for
the
days
that
were,
for
the
day
in
question,
to
see
who
actually
had
programming
and
had
capacity
at
those
fools
to
take
on
more
and
selected.
B
E
Yes,
sir,
through
you
mr.
mayor,
firstly,
the
45
minute
issues
and
does
not
relate
to
public
swimming.
It
relates
to
instructional
aqua
fitness
classes
and
even
though
there
is
a
cost
aspect
in
certain
in
terms
of
effect
efficient
use
of
staff,
the
primary
thing
is
the
standardization
of
programs
to
to
the
same
standard
across
the
city
and
to
essentially
an
industry
standard.
Okay,.
B
Hour,
swim
program
for
a
number
of
years
are
upset
that
those
programs
have
been
cut
back
to
45
minutes
and
I'm,
not
sure
that
it
looks
really
good
for
giving
away
free
swims.
Well,
we
just
cut
someone's
program
by
15
minutes
and
it's
their
exercise,
so
just
a
little
concerned
about
the
optics.
Thank
you
thank.
B
E
So,
first
of
all,
we
recommended
the
five
pools
based
on
the
request
that
was
put
to
us
to
do
a
sample
of
tools
for
free
swimming
and
then
an
across-the-board
two
for
one
for
our
pools.
A
quick
calculation
that
I
made
this
morning
is
that
it
would
probably
be
in
the
order
of
between
eight
and
ten
thousand
dollars
in
lost
revenue.
If
we
were
to
do
it
at
all,
21
pools
across
the
city,
okay,.
B
B
D
E
Mr.
mr.
Mathers
thorough
is
through
in
the
core
of
the
city,
we
selected
Lowertown
in
Canterbury
as
two
pools
that
when
we
looked
at
it
had
good
times
for
sessions
and
in
some
capacity
to
accommodate
more
people,
and
so
we
had
to.
We
had
to
pick
five
and
and
of
course
we
have
it,
we
have
twenty
to
twenty
one
to
pick
from
and
not
every
pool
got
selected.
E
B
D
The
question
be
put
okay
on
the
motion
on
counselor
Hugh,
please
amendment
on
the
motion,
as
amended
carried
okay
next
counselor
Hugh
seconded
by
Councillor,
harder
on
development
charges
by
law.
This
is
an
important
item.
If
we
could
have
members
of
council
attention
on
this,
because
it's
to
help
our
treasure
and
our
planning
staff
with
respect
any
potential
amendments
to
the
development
charges,
vile
or
Kelso
you
in
place.
Yes,.
E
Thank
you.
Mr.
mr.
Merritt
just
sets
out
a
little
bit
of
a
process,
because
we
would,
if
we're
going
to
make
any
changes
to
the
development
charge
bylaw
at
Council,
or
consider
any
motions
that
propose
to
make
changes
in
the
rates
the
rates
have
to
be
in
the
bylaw
that
we
approve.
So
we
can't
it's
not
something.
We
move
a
motion
that
changes
a
rate
there's
a
very
significant
mathematical
exercise
that
has
to
happen
to
determine
the
impact
of
that
and
in
order
to
do
that,
to
get
the
bylaw
in
place.
E
D
B
B
D
B
D
Okay,
so
we
have
a
motion
on
the
motion.
Okay,
thank
you.
Motions
requiring
suspension
of
the
rules
of
procedure,
nor
so
exuse
on
a
small
cylinder
egg.
Do
the
procedure,
none
notices,
a
motion
for
consideration
at
subsequent
meetings
at
beads,
the
most
show
four
legs
a
nap
and
your
subsequent
are
there
any
no
motion
to
introduce
bylaws
will
support
are
present,
also
the
hedemark
elsewhere.
Human,
please
seconded
by
Councillor
flurry.
Thank.
